A career-centered education built on real experience

I’ve seen that transformation firsthand, both as a teacher and someone who spent two decades outside the classroom as a financial analyst working with entrepreneurs. I began teaching Agricultural Science in 1987, but stepped away for 20 years to gain real-world experience in banking and finance. When I returned to teaching, I brought those experiences with me, and they changed the way I taught.
Financial literacy in my Ag classes was not just another chapter in the curriculum–it became a bridge between the classroom and the real world. Students were not just completing assignments; they were developing skills that would serve them for life. And they were thriving. At Rio Rico High School in Arizona, we embed financial education directly into our Ag III and Ag IV courses. Students not only gain technical knowledge but also earn the Arizona Department of Education’s Personal Finance Diploma seal. I set a clear goal: students must complete their certifications by March of their senior year. Last year, 22 students achieved a 100% pass rate.
Those aren’t just numbers. They’re students walking into the world with credentials, confidence, and direction. That’s the kind of outcome only CTE can deliver at scale.

CTE tools that work

The Higher Education Inquirer is calling on both the National Collegiate Athletic Association (NCAA) and the U.S. Department of Defense (DoD) to explain the suspension of the Concussion Assessment, Research and Education (CARE) Consortium, the largest concussion study in U.S. history. Since 2014, CARE has sought to illuminate the effects of concussion and repetitive head impact exposure (HIE) on student-athletes and military service members.
A Decade of Groundbreaking Work
Funded through an initial $30 million “Grand Alliance,” CARE enrolled more than 53,000 athletes and cadets and tracked over 5,500 diagnosed concussions across more than two dozen universities and four service academies. Its successive phases—CARE 1.0 (acute effects), CARE 2.0 (cumulative impacts), and CARE-SALTOS Integrated (long-term outcomes)—provided unprecedented insights into how concussions affect recovery, cognition, mood, sleep, and overall well-being.
The CARE study generated more than 90 peer-reviewed publications, influencing safety protocols, athletic training practices, and public health debates in both NCAA settings and the U.S. military.
CTE and the Need for Decades-Long Research
The suspension comes at a critical moment. Concerns about chronic traumatic encephalopathy (CTE)—a degenerative brain disease linked to repetitive head trauma—are rising. Because CTE’s symptoms often surface decades after injuries, researchers emphasize that only long-term, continuous studies can reveal who develops CTE and why.
Pausing or dismantling CARE risks losing continuity in precisely the kind of data needed to connect the dots between adolescent or collegiate injuries and late-life neurodegenerative conditions.
Collateral Damage: Workers Left Behind
The disruption of CARE has already produced casualties beyond lost data. At the University of Michigan, one of the leading CARE sites, about two dozen research workers were abruptly laid off. Without union protections, they had little recourse. This underscores how fragile large research consortia can be—dependent not only on grants and institutional goodwill, but also on a workforce often treated as disposable.
These layoffs raise troubling questions: If the workers who made CARE possible are discarded without warning, what does that say about the broader commitment to athlete and cadet safety?
Outstanding Questions for NCAA and DoD
The Higher Education Inquirer is pressing for answers:
Why was CARE suspended? Was this due to funding shortfalls, shifting priorities, or political pressure?
Will existing data remain accessible? The CARE Consortium has been a vital contributor to the Federal Interagency Traumatic Brain Injury Research (FITBIR) database.
What about the workforce? Why were employees terminated without protections, and what obligations do the NCAA, DoD, and participating universities have to them?
What is the long-term plan for concussion research? Without decades-long studies, the risks of CTE and other late-life conditions will remain poorly understood.
Big Loss for Athletes
If CARE is permanently suspended, the consequences will extend far beyond academia. Athletes and cadets will lose a vital source of protection, science will lose irreplaceable data, and workers will continue to bear the costs of institutional indifference.
The Higher Education Inquirer urges the NCAA and DoD to clarify CARE’s future and recommit to the kind of decades-long research that brain science demands. Anything less is a betrayal—to athletes, to service members, and to the very workers who made this research possible.

ELKHART, Ind. — The numbers were discouraging, and in some cases getting worse. Nearly 30 percent of Indiana’s high schoolers were chronically absent in 2022. Only about 52 percent of students in the state enrolled in collegein 2023, a 12-percentage-point drop in seven years. Fewer students were pursuing other paths, too: The share of students enlisting in the military, for example, declined by 41 percent from 2018 to 2022.
When Katie Jenner toured the state after becoming education secretary in 2021, she heard from many students who said they simply didn’t value high school or see how it would help them.“That was really hard to hear,” Jenner said. “We had to look in the mirror and say, ‘OK, this is the reality. Let’s do better.’”
Jenner and her team began redesigning what high school looks like in Indiana, in an effort to make it more relevant to young people’s futures and help them gain a better grasp of career paths. For too long, she and others argued, kids had been pushed to plan for four-year college, yet only about half of seniors actually enrolled, and those who did go often dropped out before graduating.
When a draft of the plan was released in early 2024, it drew fierce protest from many parents and educators who worried the state was prioritizing workforce learning over academics. Jenner and her staff reworked the proposal, eventually crafting a plan that alleviated some, though not all, of the concerns.
The “New Indiana Diploma” — which was signed into law in April and goes into effect for all incoming first-year students this academic year — gives students the option to earn different “seals” in addition to a basic diploma, depending on whether they plan to attend college, go straight to work or serve in the military. Jenner describes it as an effort to tailor the diploma to students’ interests, expose students to careers and recognize different forms of student achievement.
Experts said the template is something of a model nationally, at a time when more states are reconsidering how to help students prepare for careers and the federal government is also pushing alternatives to four-year college. Elements of that effort have earned bipartisan support: Presidents from both parties have advocated for expanding work-based learning, and President Donald Trump recently called for the creation of 1 million new apprenticeships.
“The basic architecture of American high school is being questioned and challenged,” said Timothy Knowles, president of the Carnegie Foundation.* Indiana is at the forefront of an effort to incorporate more experiential learning instead of restricting education to school buildings, he said: “Indiana is really breaking ground.”
The initial proposal Jenner’s agency drafted would have created two high school diplomas, “Graduates Prepared to Succeed” and “Graduates Prepared to Succeed Plus.” Both would have scaled back math and science requirements and loosened recommendations for world languages and other electives. Meanwhile, they would have encouraged all students to participate in work-based learning in apprenticeships, internships or job shadowing, with at least 75 hours in such activities required for the “plus” diploma.

In 2024, the state board of education held dozens of meetings to gather feedback on the proposal for the revamped diplomas — and the backlash was intense. Leaders of higher education institutions, including the state’s flagship schools, Indiana and Purdue universities, said students graduating under the new system would not meet minimum requirements for admission. Purdue’s president, Mung Chiang, wrote a letter to Jenner showing that the proposed diploma system required too few credits in every subject except English.
Hoosier parents were furious that their children might have to sacrifice more challenging courses to fulfill the mandatory work experience requirement under the “plus” option. At an Indiana Department of Education hearing in June 2024, parent Michelae Hill was among dozens who criticized the proposal, calling it “intentionally dumbing down our population” and warning that “what will happen is that we are ensuring a permanent underclass, we are ensuring cheap workers.” There were also questions about the logistics of workplace learning, including transportation and possible safety issues on job sites.
State education policy makers went back to the drawing board. The revised version, adopted last December, establishes one basic diploma that all graduates earn, plus the seals students can pursue depending on their post-high-school plans. Even within each seal, students have several ways of meeting the requirements.
For example, to receive the “enrollment” seal — meant primarily for college-bound students — high schoolers can choose from more advanced classes in math, science, social studies and world languages, and may earn additional credits in Advanced Placement, International Baccalaureate or other such college-level courses. An “enrollment honors plus” seal requires that students concurrently obtain a credential such as an associate’s degree or technical certificate and complete 75 hours of work-based learning in apprenticeships, internships or other such programs.
“We wanted rigor and flexibility and less cookie cutter,” said Jenner.
Even the updated system has critics, though. For the basic diploma, students must earn a minimum of 42 credits, two more than before. But how students reach that threshold is different: Economics, geometry and Algebra II are no longer required, while courses in financial literacy and communication are. Physical education is one credit instead of two, and world languages and fine arts are no longer recommended electives.
Professor Michael Hicks, who runs the Center for Business and Economic Research at Ball State University in Indiana, said he worries about the reduced mathematics rigor in particular. While most states do not require Algebra II for graduation, the class is often seen as a necessity for admission to selective colleges and for certain careers. Hicks said high-achieving, well-resourced students may benefit from the flexibility of the new diploma, as could students committed to the military. But many other students could be harmed, he said, if they are left with the impression that the basic diploma alone will prepare them well for college when it does not.
“It is essentially funneling children away from academic opportunity very early at a time when we really needed to have more kids pushed into the academic options that would get them into college,” he said, arguing that people with college degrees outearn those with only a high school education and have also fueled the state’s and country’s economic growth of the past several decades. “This curriculum will cause the Indiana economy to stall and potentially go into reverse.”
At public meetings last winter, some parents and educators raised concerns that the new system amounted to an unfunded mandate for school districts and would put a huge burden in particular on counselors, who would be working closely with students to help chart their diploma paths. Critics also objected to the de-emphasis of other classes like music and foreign languages. Megan Worcester, the president of the Indiana Foreign Language Teachers Association, said the reduced emphasis on foreign language would hurt the state’s economy; she cited a study in which nearly 1 in 4 employers surveyed said they had lost or couldn’t pursue a business opportunity because of language barriers.
Jenner, a former high school teacher, said the new diploma allows students greater flexibility to choose electives depending on their goals, which could include language and music study. While Algebra II is no longer required, students must take four math credits beyond the required Algebra I and personal finance, she said. Jenner also said the state had allocated a portion of $50 million in discretionary funding to train counselors in helping students navigate the new diploma system. In addition, it dedicated up to $10 million in grants to help students pay for transportation, equipment and certifications related to work-based learning, and also provided financial assistance to companies that take on apprentices. Each school that offers work-based learning will receive an extra $500 per participating student.
The new plan eventually quieted the concerns of many education leaders. Several universities, including Indiana and Purdue, released letters of support. “We appreciate the thoughtful adjustments to the work based learning requirements, AP testing and transferability of dual credits,” wrote Pamela Whitten, president of Indiana University. (Neither university agreed to an interview with its leaders.) All major education groups in the state, including the Indiana State Teachers Association, Indiana School Boards Association and the Indiana Association of Public School Superintendents, endorsed the plan.

In April, Gov. Mike Braun announced that beginning this year, students who earn the state’s “enrollment honors plus” seal will be automatically accepted into the state’s public colleges and universities, including Purdue and Indiana, potentially persuading more students to enroll.
Parent Chantee Eldridge said she believes the new diploma will make higher education more affordable and help students sharpen their career plans at an earlier age. Her son, Micah, is a 16-year-old senior at Brownsburg High School, near Indianapolis, and has already taken dual credit courses through a partnership with Vincennes University. College credits can be expensive, she said, so earning them at no cost in high school can be a big money saver.
Micah, who has a 3.7 GPA and plays semi pro soccer, said he’s always enjoyed challenging classes and plans to go to college. “When things get repeated, that’s when I get bored and start to tap out mentally,” he said. In college, he anticipates studying psychology — a surprise to his mother, who expected him to pursue math or physics, two topics he’s always excelled in. She likes the idea of him doing an internship with a psychologist, so he can learn more about the field and gain practical work experience before he goes to college; that’s the sort of opportunity that will become more common under this new diploma system.
“Very rarely do you know exactly what you want to do between 16 and 18,” Eldridge said. “That will help students and their families make an informed decision.”
For students who want to go straight into the workforce, the employment seals are designed to provide exposure to career options and work experience that boost students more quickly into higher-paying roles. Under the “employment honors” seal, students must: take coursework or earn a credential aligned to a specific occupation; complete 150 hours of work-based learning; and demonstrate communication, collaboration and work ethic skills. The “employment honors plus” seal requires that students also earn an associate’s degree or advanced industry certificate and complete 650 hours of work-based learning.
Matt Mindrum, president and CEO of the Indy Chamber, said that most of the 150,000 vacant jobs in Indiana right now don’t require a four-year degree. “And yet 100 percent of our high school students are pushed through a college preparatory path. That makes no sense,” he said. He believes an alternate path is critical for driving economic growth in the state, by helping to fill existing jobs and attract new businesses.
Edgar Soto, a senior at Concord High School in Elkhart, is the kind of student Mindrum has in mind. Soto said he has never wanted to attend a four-year college. To get workforce experience, he enrolled in an apprenticeship through his school and is up before dawn each morning to start work with manufacturing technology company Alpha Systems. “It’s something new every day. I love it,” he said. He earns $17 an hour and gives half his paycheck to his mom for family expenses. When school is in session, he spends his afternoons taking classes back at Concord High.

Working has motivated him to study harder at school, he said; he’s never cared for math, but when he realized it was important for his job, he began asking his teacher for extra help. “I got a taste of the real world and I want to be that type of person who does things right,” he said.
Alpha Systems pays for him to take classes in industrial systems through the state community college system, Ivy Tech, and has promised to pay for any further postsecondary education if he stays with the company. In just a few years, company executives said, he could easily make more than $40 an hour, approximately $80,000 a year.
Mindrum is working with employers around the state to try to increase work-based learning opportunities so they match student demand, a particular challenge in rural areas. Communities that have already made a commitment to work-based learning have had trouble recruiting enough employers: For example, in Elkhart County, only 1 in 3 high schoolers who apply for an apprenticeship gets one. Schools will also have to reorganize class schedules and overcome transportation challenges to ensure students can complete the necessary work-based learning under the various seals. The state has a goal of 50,000 apprenticeships by 2030. “It’s an aggressive but achievable target,” Mindrum said.
Supporters hope the revamped diploma will also encourage more students to enlist in military service. Nationally, the military is struggling to recruit, and according to Army data, just 23 percent of 17- to 24-year-olds who apply to the U.S. military meet its medical fitness and academic requirements. In Indiana, the number of students enlisting in the National Guard dropped by 38 percent between 2018 and 2022, the sharpest decline of any state.
Retired Maj. Gen. Dale Lyles, who led the Indiana National Guard and helped create the “enlistment” seal criteria, said students often don’t know much about enlisting and the benefits of military service. In Indiana, for example, serving in the National Guard unlocks free tuition to state colleges.
The new diploma options are meant to fix that: Students in the “enlistment honors” and “enlistment honors plus” seals are taught about each branch of service, what it means to swear an oath to your country and the many different job opportunities available. They also must take a public service course or complete a year of Junior ROTC and receive a certain score on the military’s aptitude test, the Armed Services Vocational Aptitude Battery, among other requirements. Students can receive coaching for the test and have the opportunity to visit Camp Atterbury-Muskatatuck, a nearly 35,000-acre military post, for hands-on learning opportunities.
“Today’s military is much different than it was even five years ago, just because of the high degree of technology,” said Lyles, citing the Indiana National Guard’s platoon that flies automated aerial drones and its cyber warfare battalion. “We are in a battle for talent.” He added that the pathway emphasizes that there are other ways to serve, including as a firefighter, as a police officer or in the Department of Homeland Security.
Nicholas Purdy, a 17-year-old from Marion, has three grandparents who served in the military and said he’s always been interested in enlisting. In his first year of high school, he signed up for JROTC, and he said he loves traveling to other states for competitions and leadership camps where students participate in activities such as rappelling, water operations and land navigation. “It doesn’t matter what your background is, how much money you have, your looks,” he said of the experience. “The only thing that matters is your character.”
His mother, Stephanie Purdy, said she’s seen his confidence deepen as a result of his experiences with JROTC. Nicolas has won ribbons and pins for marksmanship and leadership that he wears on his uniform, and he likes the idea that under the new seals, those accomplishments would be reflected on his high school transcript. Nicholas wants to become a combat medic in the army. “The training set me up for really good opportunities, and it’s all paid for,” he said.
Jenner’s work continues — with a pressing deadline, as schools roll out these changes for first-year students this year. Her office is working on an online advising tool, a pilot program to help communities identify solutions to transportation challenges, guidance for educators on the new diploma options and courses, and incentives for school districts to measure skills like communication, collaboration and work ethic, not just academic outcomes.
It’s a big task. “This is new terrain for our country when you think about the level of scale we’re trying to accomplish,” said Jenner. “We don’t have a model to just copy and paste, so we’re going to learn some lessons along the way.”

BELOIT, Wis. — As Chris Hooker eyed a newly built piece of ductwork inside Beloit Memorial High School, a wry smile crept over his face. “If you worked for me,” he told a student, considering the obviously crooked vent, “I might ask if your level was broken.”
Hooker, the HVAC manager of Lloyd’s Plumbing and Heating Corp. in nearby Janesville, was standing inside a hangar-sized classroom in the school’s advanced manufacturing academy, where students construct full-size rooms, hang drywall and learn the basics of masonry. His company sends him to the school twice a week for about two months a year to help teach general heating, venting and air conditioning concepts to students.
“I cover the mountaintop stuff,” he said, noting that at a minimum students will understand HVAC when they become homeowners.
But the bigger potential payoff is that these students could wind up working alongside Hooker after they graduate. If his firm has an opening, any student recommended by teacher Mike Wagner would be a “done deal,” Hooker said. “Plus, if they come through this class, I know them.”
Manufacturing and construction dominate the business needs inside Beloit, a small city of 36,000 just minutes from the Illinois border. Sitting at the nexus of two major highways, and within 100 miles of Chicago, Milwaukee and Madison, Beloit is home to a range of businesses that include a Frito-Lay production plant, an Amazon distribution center and a Navy subcontractor. In the next two years, a $500 million casino and hotel complex is scheduled to open.
But staffing these companies into the future is a major concern. Across the country, the average age of manufacturing workers is increasing, and one in four of these workers is age 55 or older, according to U.S. Bureau of Labor Statistics’ 2021 figures, the most recent available. In many other jobs the workforce is aging, too. Wisconsin is one of several states looking to boost career and technical education, or CTE, as a possible solution to the aging and shrinking workforce.

While the unemployment rate of Rock County, which includes Beloit, is 3.6 percent, only slightly higher than the state’s 3.2 percent, there’s a worker mismatch in the city, according to Drew Pennington, its economic development director.
Every day, 14,000 city residents travel outside of Beloit to work, while the same number commute into the city to fill mostly higher-paying jobs, said Pennington.
So when Beloit decided to revamp its public high school in 2018, CTE and work-based learning were at the forefront of the transformation.
The 1,225-student school now has three academies that cover 13 different career paths. After ninth grade, students choose to concentrate in an area, which means taking several courses in a specific field. Students also have the option to do work-based learning, which can mean internships, a youth apprenticeship or working at high-end simulated job sites inside the school.
“This creates not just a pipeline to jobs but also to career choices,” said Jeff Stenroos, the district’s director of CTE and alternative education.
“There are a lot of really good-paying jobs in this area. Students don’t need to leave, or go earn a four-year degree,” Stenroos said. An auto mechanic can “earn six figures by the age of 26 and that’s more than an educator with a master’s degree,” he said.
Beloit’s effort is a shift in high school emphasis similar to the extensive CTE programs being run in other places, notably Indiana, Kentucky and Alabama. In 2024, 40 states enacted 152 CTE-related policies, the biggest push in five years, according to Advance CTE, a nonprofit group that represents state CTE officials. Nationwide, about 20 percent of high school students take a concentration of CTE courses, it says, adding that the high school graduation rate for students who concentrate in CTE is 90 percent, 15 percentage points higher than the national average.
Three years ago, Wisconsin called for 7 percent of its high school students to be in workplace learning programs by 2026. Beloit’s progress puts it far ahead of that target. In Beloit Memorial, nearly 1 in 3 students meet this designation today, Stenroos said.
The high school features a cavernous construction area where students build full-scale rooms, learn masonry and complete plumbing and electrical wiring projects. The metal shop offers 16 welding stations and a die-cutter machine that allows students to create customized pieces to fit projects. Down the street, the school runs an eight-bay car repair center, a space it took over when a Sears autobody shop left town.
These spaces are “better than a lot of technical colleges,” Stenroos said.
In addition to their high school courses, Beloit Memorial students pile up industry-recognized certifications, Stenroos said. More than 40 percent of its students graduate with at least one certification, and 1 in 4 of them has multiple certifications.
While some simple certifications, such as OSHA Workplace Safety, can be accomplished in just 10 hours, others, such as those for the American Welding Society, require up to 500 hours of student work, he added. The state has called for 9 percent of graduating high school students to have earned at least one certification by next year. To incentivize schools to offer these opportunities, the state’s Department of Workforce Development pays schools for each student who earns a certification; in 2024, Beloit received $85,000 through this program, Stenroos said.
One of the school’s best automotive students, Geiry Lopez, graduated this year with five Automotive Service Excellence certifications. Standing less than 5 feet tall, Lopez said she is not bothered that she might not look like a typical mechanic. “I know I can do this,” she said, adding that she hopes to work on heavy machinery such as tractor trailers after she graduates.
She’s worked on her own car, with some fellow students, replacing the brakes, a front axle, rotors and wheel bearings at the school’s garage, she said, although she still hasn’t been able to drive it.
“My dad is taking forever to teach me how to drive,” she said.
The garage operates like an actual business, but the only customers are teachers and other Beloit staffers and students. Students estimate work costs, order parts and communicate with customers before any repairs take place. While oil changes and brake replacements are common, some students are totally rebuilding an engine in one car.
Over in the welding room, rising senior Cole Mellom was putting the finishing touches on a smoker he built in less than a month’s time. He said he loved the creativity of finding a plan, cutting the metal and building something that he could sell, all while in school. Plus, he knows that welding is a key skill needed for his dream job, race-car fabrication.

In the past, students created a custom-made protective plate that the city’s police use on a bomb squad vehicle.
The welding program has 125 students this year and had to turn away 65 more because of space limitations, Stenroos said; last year, 17 of the school’s welding academy graduates enlisted in the armed forces to specialize in welding.
These programs are designed to help meet the future needs of the state’s workforce. More than one-third of Wisconsin jobs will require education beyond high school but less than a bachelor’s degree by 2031, according to the Association for Career and Technical Education. For the last four years, the state has had more job openings than people on unemployment.
“There’s more jobs than there are people to fill them right now,” said Deb Prowse, a former career academy coach at Beloit Memorial who now works at Craftsman with Character, an area nonprofit that helps train students for careers in skilled trades.
Hooker, the Lloyd’s Plumbing HVAC manager, agreed. “Every project we work on has a delay, from a multimillion-dollar mansion to a three-bedroom spec,” he said. “There aren’t enough workers.”
The main reason Beloit Memorial has been able to zoom past state and national goals for both CTE and work-based learning is the school’s single-minded focus since 2018 on helping to ensure that its graduates will understand what businesses need and giving them a head start toward gaining those skills.
High school officials actually pared back the program from 44 pathways to 13, Stenroos said, part of an effort to tie each pathway to specific jobs. About 75 percent of pathways target area jobs, with the remaining quarter highlighting prominent professions within the state, he added.
Even though three straight budget referendum defeats have left the district with a $6.2 million funding gap, Stenroos said he’s been able to keep the CTE equipment modernized through donations and strategic allocation of the school’s federal Perkins grant and the state reimbursement for student certifications. In one instance, the school recently bought a $20,000 scanner for its automotive program; the machine can not only help diagnose a car problem, but also connect students to garages throughout the country that have successfully fixed the specified problem.
“It’s an expensive piece of equipment,” Stenroos said, “but it’s industry-certified and will give students real-life experience.”
Each of the three academies has an advisory board of teachers and industry professionals who work out how to embed practical lessons in classroom curriculum. “We ask business people, ‘What do you need, and how can we help our kids get there?’” said Stenroos.
“It’s really cool how receptive the school is to feedback,” said Heather Dobson, the business development manager at Corporate Contractors, Inc., a 200-person general contracting firm.
She explained that the district has incorporated small changes over the years, such as having students work in Microsoft programs instead of Google Classroom apps and teaching them how to write a professional email.
“Rarely is there an idea presented that they don’t embrace,” said Celestino Ruffini, the CEO of Visit Beloit, a nonprofit that promotes tourism of the city. The school is expanding its hospitality program because of the expected influx of jobs connected to the new casino and hotel, he said.
All the changes aren’t at the high school, however. In order to employ Beloit Memorial students, Frito-Lay had to alter its corporate policy of not allowing anyone under 18 to work in its plants, according to Angela Slagle, a supply chain manager there. The company now hires Beloit Memorial students for its career exploration youth apprenticeship program, she added.
The connection to area businesses goes beyond the school’s leaders. Each year, about 10 teachers complete an externship in which they spend one week of their summer at a local business. Teachers are paid $1,000 for the 20 hours, and they not only learn about what jobs a company may have but also find ways to incorporate real-world problems into their classroom lessons.
A few summers back, math teacher Michelle Kelly spent a week at Corporate Contractors. She was searching for different ways to use construction-based math problems with her students. In addition to using math to estimate a bid for a project or calculate the surface area of a job, she realized that complex math is needed to build a truss, the framework used to support a roof or bridge.
Because the triangular truss is supported by different lengths of wood inside its structure, Kelly said, building one requires the calculation of angles, total area, how much wood is needed and more. Since all her algebra students were in the school’s construction academy, she partnered with those teachers to go beyond blueprints and have the 10th graders build trusses, a collection of which sit in the back of her classroom.

She sees this work as one way to help counter the chronic absenteeism that has existed since Covid. Teaching with this kind of hands-on work makes students see the relevance of algebra, she said. “Would it be easier to just have them take a test? Yes.”
Beloit Memorial Principal Emily Pelz said the school’s work is paying off. In the last four years, the school’s four-year graduation rate has ticked up slightly, from 83.4 percent in 2021-22 to 85.2 percent in 2024-25, while its attendance went from 78.5 percent to 84.8 percent in the same period, Pelz said.
Rik Thomas, a rising senior who already has his own business repairing and modifying cars, said this work has definitely made him more interested in school. While he thought the academy would merely explain what a construction career might include, “It’s nice to find out how to do the work.” His father works in construction and, Thomas added, “He loves that I take this program.”
Thomas and his classmates built a wooden shed earlier this year and were able to sell it for $2,500, with the money going to pay for more materials. Likewise, the first smoker created in the welding class was bought by Stenroos; the students are looking forward to posting the second one for sale after they determine how much they should charge.
While the school’s construction and other trade-related fields have drawn the most attention, its three academies also offer career paths in healthcare, education, business, the arts, hospitality and more.
For example, rising senior Tayvon Cates said he hopes to study pre-med at a historically Black college or university on his way to becoming a cardiology radiologist. Cates, who is in the school’s health and education academy, said, “If you want to do something, the school can help you do it.”

ELKHART, Ind. — Ever since Ty Zartman was little, people told him he had to go to college to be successful. “It was engraved on my brain,” he said.
But despite earning straight A’s, qualifying for the National Honor Society, being voted prom king and playing on the high school football and baseball teams, the teen never relished the idea of spending another four years in school. So in fall 2023 he signed up through his Elkhart, Indiana, high school for an apprenticeship at Hoosier Crane Service Company, eager to explore other paths. There, he was excited to meet coworkers who didn’t have a four-year degree but earned good money and were happy in their careers.
Through the youth apprenticeship, Ty started his day at the crane manufacturing and repair business at 6:30 a.m., working in customer service and taking safety and training courses while earning $13 an hour. Then, he spent the afternoon at his school, Jimtown High, in Advanced Placement English and U.S. government classes.
In June, the 18-year-old started full-time at Hoosier Crane as a field technician.
“College is important and I’m not dissing on that,” Ty said. “But it’s not necessarily something that you need.”
Elkhart County is at the forefront of a movement slowly spreading across Indiana and the nation to make apprenticeships a common offering in high school.
In 2019, as part of a plan to boost the region’s economic prospects, county leaders launched an effort to place high schoolers in apprenticeships that combine work-based training with classroom instruction. About 80 students from the county’s seven school districts participated this academic year, in fields such as health care, law, manufacturing, education and engineering. In April, as part of a broader push to revamp high school education and add more work-based learning, the state set a goal of 50,000 high school apprentices by 2034.
Tim Pletcher, the principal of Jimtown High, said students are often drawn first to the chance to spend less time in class. But his students quickly realize apprenticeships give them work-based learning credits and industry connections that help them after graduation. They also earn a paycheck. “It’s really causing us to have a paradigm shift in how we look at getting kids ready for the next step,” he said.

This “earn and learn” model is taking hold in part because of deepening disillusionment with four-year college, and the fact that well-paying jobs that don’t require bachelor’s degrees are going unfilled nationally. The past three presidential administrations invested in expanding apprenticeships, including those for high schoolers, and in April, President Donald Trump signed an executive order calling for 1 million new apprentices. In a recent poll, more than 80 percent of people said they supported expanding partnerships between schools and businesses to provide work-based learning experiences for students.
Yet in the United States, the number of so-called youth apprenticeships for high schoolers is still “infinitesimally small,” said Vinz Koller, a vice president at nonprofit group Jobs for the Future. One estimate suggests they number about 20,000 nationally, while there are some 17 million high school students.By contrast, in Switzerland — which has been praised widely for its apprenticeship model, including by U.S. Education Secretary Linda McMahon — 70 percent of high schoolers participate. Indiana is among several states, including Colorado, South Carolina and Washington, that have embraced the model and sent delegations to Switzerland to learn more.

Experts including Ursula Renold, professor of education systems at the Swiss Federal Institute of Technology (ETH) Zurich, note that importing the model to the United States at a large scale won’t be simple. Most businesses aren’t accustomed to employing apprentices, parents can be resistant to their students trading four-year college aspirations for work, and public transportation to take students to apprenticeships is limited, especially in rural areas. Many high schoolers don’t have a driver’s license, access to a car or money for gas. School districts already face a shortage of bus drivers that makes transporting students to apprenticeships difficult or impossible.
Still, Renold, who is known as the “grande dame of apprenticeships,” said Indiana’s commitment to apprenticeships at the highest levels of state government, as well as the funding the state has invested in work-based learning, at least $67 million, seem to be setting the state up for success, though it could take a decade to see results.
“If I had to make a bet,” said Renold, “I would say it’s Indiana who will lead the way.”
Elkhart County’s experiment with apprenticeships has its roots in the Great Recession. Recreational vehicle manufacturing dominates the local economy, and demand for the vehicles plummeted, contributing to a regional unemployment rate at that time of nearly 20 percent. Soon after, community leaders began discussing how to better insulate themselves from future economic instability, eventually focusing on high school education as a way to diversify industries and keep up with automation, said Brian Wiebe, who in 2012 founded local nonprofit Horizon Education Alliance, or HEA, to help lead that work.

That year, Wiebe and two dozen local and state political, business, nonprofit and education leaders visited Switzerland and Germany to learn more about the apprenticeship model. “We realized in the U.S., there was only a Plan A, a path to college,” he recalled. “We were not supporting the rest of our young people because there was no Plan B.”
HEA partnered with Elkhart County school districts and businesses, as well as with CareerWise, a youth apprenticeship nonprofit that works nationally. They began rolling out apprenticeships in 2019, eventually settling on a goal of increasing participation by 20 percent each year.
In 2021, Katie Jenner, the new secretary of education for Indiana, learned about Elkhart’s apprenticeships as she was trying to revamp high school education in the state so it better prepared students for the workforce. Elkhart, as well as six other apprenticeship pilot sites funded by Indianapolis-based philanthropy the Richard M. Fairbanks Foundation, provided a proof of concept for the apprenticeship model, said Jenner.
In December, the state adopted a new diploma system that includes an emphasis on experiential and work-based learning, through apprenticeships, internships and summer jobs.
On a weekday this winter, 17 sophomores at Elkhart’s Concord High School were sitting at computers, creating resumes they planned to use to apply for apprenticeships. The students were among some 50 sophomores at the high school who’d expressed interest in apprenticing and met the school’s attendance and minimum 2.5 GPA requirements, out of a class of roughly 400. They would receive coaching and participate in mock interviews before meeting with employers.
Becca Roberts, a former English teacher who now oversees the high school’s college and career programs, said apprenticeships help convince students of the importance of habits like punctuality, clear communication and regular attendance. “It’s not from a book,” she said. “They’re dealing with real life.”

One student, Ava Cripe, said she hoped for an apprenticeship of some sort in the health care field. She’d only been a pet sitter and was nervous at the thought of having a professional job. “You’re actually going out and working for someone else, like not for your parents or your grandma, so it’s a little scary,” she said.
CareerWise Elkhart has recently beefed up its support for students and businesses participating in apprenticeships. It employs a business partnership manager and customer success managers who help smooth over issues that arise in the workplace — an apprentice who isn’t taking initiative, for example, or an apprenticeship that isn’t sufficiently challenging. “Before, if an issue came up, a business would just fire a student or a student would leave,” said Sarah Koontz, director of CareerWise Elkhart County. “We’re now more proactive.”
In Elkhart and across the state, the embrace of work-based learning has worried some parents who fear it will limit, not expand, their children’s opportunities. In previous generations, career and technical programs (then known as vocational education) were often used to route low-income and Black and Hispanic students away from college and into relatively low-paying career paths.
Anitra Zartman, Ty’s mother, said she and her husband were initially worried when their son said he wanted to go straight to work. They both graduated from college, and her husband holds a master’s degree. “We were like, ‘Don’t waste your talent. You’re smart, go to college.’” But she says they came around after seeing how the work experience influenced him. “His maturity has definitely changed. I think it’s because he has a responsibility that he takes very seriously,” she said. “He doesn’t want to let people down.”
Her eldest daughter, Senica Zartman, also apprenticed during her final two years of high school, as a teacher’s assistant. She is now in college studying education. “The apprenticeship solidified her choice,” Anitra Zartman said, and it helped her decide to work with elementary students. Anitra Zartman said she would encourage her two youngest children to participate in apprenticeships too.

Sarah Metzler, CEO of the nonprofit HEA, said apprenticeships differ from the vocational education of the past that tended only to prepare students for relatively low paid, entry-level jobs. With apprenticeships, she said, students must continually learn new skills and earn new licenses and industry certifications as part of the program.
Litzy Henriquez Monchez, 17, apprentices in human resources at a company of 50 people, earning $13.50 an hour. “I deal with payroll, I onboard new employees, I do a lot of translating. Anything that has to do with any of the employees, I deal with,” she said. She’s also earning an industry-recognized certification for her knowledge of a human resources management system, and says the company has offered to pay for her college tuition if she continues in the position.
Koontz said most companies pay for their apprentices to attend Ivy Tech, a statewide community college system, if they continue to work there. One is even paying for their apprentice’s four-year degree, she said.
Attracting employers has proven to be the biggest challenge to expanding youth apprenticeships — in Elkhart and beyond. In total, 20 companies worked with the Elkhart school districts last year, and 28 have signed on for this coming school year — only enough to employ about a third of interested students.
The obstacles, employers say, include the expense of apprentices’ salaries, training and other costs.
Metzler and others, though, point to studies showingbenefits for employers, including cost savings over time and improved employee loyalty. And in Indiana, the Fairbanks foundation and other organizations are working on ways to reduce employer costs, including by developing a standard curriculum for apprenticeships in industries like health care and banking so individual companies don’t bear the costs alone.
Business leaders who do sign on say they are happy with the experience. Todd Cook, the CEO of Hoosier Crane Service Company, employs 10 high schoolers, including Ty Zartman, as engineering and industrial maintenance technician apprentices, approximately 10 percent of his staff. He said the pipeline created by the apprenticeship program has helped reduce recruiting costs.
“We’re starting to build our own farm system of talent,” he said. Students initially earn $13 an hour, and finish their apprenticeship earning $18. If they continue with the company, he said, they can earn up to $50 an hour after about five years. And if they go on to become trainers or mentors, Cook said, “Honestly, there is no ceiling.”
Transportation has been a limiting factor too. There’s no public transit system, and students who can’t rely on their parents for rides are often out of luck. “We’d love to offer a bus to every kid, to every location, but we don’t have people to run those extra bus routes,” said Principal Pletcher.
The state has tried to help by investing $10 million to help students pay for costs such as transportation, equipment and certifications. Each school that provides work-based learning opportunities also receives an additional $500 per student.

Trump’s executive order called for the secretaries of education, labor and commerce to develop a plan by late August for adding 1 million new apprenticeships. The order does not set a date for reaching that milestone, and it applies to apprentices of all ages, not just high schoolers. Vinz Koller of Jobs for the Future said the goal is modest, and achievable; the number of youth apprenticeships has doubled just in the past few years, he said, and California alone has a goal of reaching 500,000 apprenticeships, across all ages, by 2029.
Still, the order did not include additional funding for apprenticeships, and the Trump administration’s proposed budget includes major cuts to workforce development training. In an email, a White House spokesperson said the administration had promoted apprenticeships through outreach programs but did not provide additional information including on whether that outreach had a focus on youth apprenticeships.
Back in Elkhart, Ty Zartman, the Hoosier Crane apprentice, has begun his technician job with the company after graduating in early June. He is earning $19 an hour. He is also taking a class at the local community college on electrical work and recently received a certificate of completion from the Department of Labor for completing 2,000 hours of his apprenticeship.
Anitra Zartman said she wishes he’d attended more school events like pep rallies, and sometimes worried he wasn’t “being a kid.” But Ty said his supervisor is “super flexible” and he was able to go to the winter formal and prom. “I think I still live a kid life,” he said. “I do a lot of fun things.”
Of his job, he said, “I love it so much.”

Decatur, Illinois, has been losing factory jobs for years. A training program at a local community college promises renewal and provides training for students from disenfranchised communities
DECATUR, IL. — A fistfight at a high school football game nearly defined Shawn Honorable’s life.
It was 1999 when he and a group of teen boys were expelled and faced criminal charges over the incident. The story of the “Decatur Seven” drew national headlines and protests led by the Rev. Jesse Jackson, who framed their harsh treatment as blatant racism. The governor eventually intervened, and the students were allowed to attend alternative schools.
Honorable, now 41, was encouraged by support “from around the world,” but he said the incident was traumatizing and he continued to struggle academically and socially. Over the years, he dabbled in illegal activity and was incarcerated, most recently after a 2017 conviction for accepting a large amount of marijuana sent through the mail.
Today, Honorable is ready to start a new chapter, having graduated with honors last week from a clean energy workforce training program at Richland Community College, located in the Central Illinois city of Decatur. He would eventually like to own or manage a solar company, but he has more immediate plans to start a solar-powered mobile hot dog stand. He’s already chosen the name: Buns on the Run.
“By me going back to school and doing this, it shows my nephews and my little cousins and nieces that it is good to have education,” Honorable said. “I know this is going to be the new way of life with solar panels. So I’ll have a step up on everyone. When it comes, I will already be aware of what’s going on with this clean energy thing.”

After decades of layoffs and factory closings, the community of Decatur is also looking to clean energy as a potential springboard.
Located amid soybean fields a three-hour drive from Chicago, the city was long known for its Caterpillar, Firestone Tire, and massive corn-syrup factories. Industrial jobs have been in decline for decades, though, and high rates of gun violence, child poverty, unemployment, and incarceration were among the reasons the city was named a clean energy workforce hub funded under Illinois’ 2021 Climate and Equitable Jobs Act (CEJA).
Decatur’s hub, based at Richland Community College, is arguably the most developed and successful of the dozen or so established statewide. That’s thanks in part to TCCI Manufacturing, a local, family-owned factory that makes electric vehicle compressors. TCCI is expanding its operations with a state-of-the-art testing facility and an on-site campus where Richland students will take classes adjacent to the manufacturing floor. The electric truck company Rivian also has a factory 50 miles away.
“The pieces are all coming together,” Kara Demirjian, senior vice president of TCCI Manufacturing, said by email. “What makes this region unique is that it’s not just about one company or one product line. It’s about building an entire clean energy ecosystem. The future of EV manufacturing leadership won’t just be on the coasts — it’s being built right here in the Midwest.”

The Decatur CEJA program has also flourished because it was grafted onto a preexisting initiative, EnRich, that helps formerly incarcerated or otherwise disenfranchised people gain new skills and employment. The program is overseen by the Rev. Courtney Carson, a childhood friend of Honorable and another member of the Decatur Seven.
“So many of us suffer significantly from our unmet needs, our unhealed traumas,” said Carson, who was jailed as a young man for gun possession and later drag racing. With the help of mentors including Rev. Jackson and a college basketball coach, he parlayed his past into leadership, becoming associate pastor at a renowned church, leading a highway construction class at Richland, and in 2017 being elected to the same school board that had expelled him.
Carson, now vice president of external relations at the community college, tapped his own experience to shape EnRich as a trauma-informed approach, with wraparound services to help students overcome barriers — from lack of childcare to PTSD to a criminal record. Carson has faith that students can overcome such challenges to build more promising futures, like Decatur itself has done.
“We have all these new opportunities coming in, and there’s a lot of excitement in the city,” Carson said. “That’s magnificent. So what has to happen is these individuals who suffered from closures, they have to be reminded that there is hope.”
Richland Community College’s clean energy jobs training starts with an eight-week life skills course that has long been central to the larger EnRich program. The course uses a Circle of Courage practice inspired by Indigenous communities and helps students prepare to handle stressful workplace situations like being disrespected or even called a racial slur.
“Being called the N-word, couldn’t that make you want to fight somebody? But now you lose your job,” said Carson. “We really dive deep into what’s motivating their attitude and those traumas that have significantly impacted their body to make them respond to situations either the right way or the wrong way.”
The training addresses other dynamics that might be unfamiliar to some students — for example, some male students might not be prepared to be supervised by a woman, Carson noted, or others might not be comfortable with LGBTQ+ coworkers.

Life skills are followed by a construction math course crucial to many clean energy and other trades jobs. During a recent class, 24-year-old Brylan Hodges joked with the teacher while converting fractions to decimals and percentages on the whiteboard. He explained that he moved from St. Louis to Decatur in search of opportunity, and he hopes to become a property manager overseeing solar panel installation and energy-efficiency upgrades on buildings.
Students take an eight-hour primer in clean energy fields including electric vehicles, solar, HVAC, and home energy auditing. Then they choose a clean energy track to pursue, leading to professional certifications as well as a chance to continue at Richland for an associate degree. Under the state-funded program, students are paid for their time attending classes.
Marcus James was part of the first cohort to start the program last October, just days after his release from prison.
He was an 18-year-old living in Memphis, Tennessee, when someone shot at him, as he describes it, and he fired back, with fatal consequences. He was convicted of murder and spent 12 years behind bars. After his release he made his way to Decatur, looking for a safer place to raise his kids. Adjusting to life on the outside wasn’t easy, and he ended up back in prison for a year and a half on DUI and drug possession charges.
Following his release, he was determined to turn his life around.
“After I brought my kids up here, I end up going back to prison. But at that moment, I realized, man, I had to change,” James told a crowd at an event celebrating the clean jobs program in March.

James said that at first, he showed up late to every class. But soon the lessons sank in, and he was never late again. He always paid attention when people talked, and he gained new confidence.
“As long as I put my mind to it, I can do it,” said James, who would like to work as a home energy auditor. Richland partners with the energy utility Ameren to place trainees in such positions.
“I like being out in the field, learning new stuff, dealing with homes, helping people,” James said, noting he made energy-efficiency improvements to his own home after the course.
Illinois’ 2017 Future Energy Jobs Act (FEJA) launched the state’s clean energy transition, baking in equity goals that prioritize opportunities for people who benefited least and were harmed most by the fossil fuel economy. It created programs to deploy solar arrays and provide job training in marginalized and environmental justice communities.
FEJA’s rollout was rocky. Funding for equity-focused solar installations went unspent while workforce programs struggled to recruit trainees and connect them with jobs. The pandemic didn’t help. The follow-up legislation, CEJA, expanded workforce training programs and remedied snafus in the original law.
Melissa Gombar is principal director of workforce development programs for Elevate, a Chicago-based national nonprofit organization that oversaw FEJA job training and subcontracts for a Chicago-area CEJA hub. Gombar said many community organizations tasked with running FEJA training programs were relatively small and grassroots, so they had to scramble to build new financial and human resources infrastructure.
“They have to have certain policies in place for hiring and procurement. The influx of grant money might have doubled their budget,” Gombar said. Meanwhile, the state employees tasked with helping the groups “are really talented and skilled, trying their best, but they’re overburdened because of the large lift.”
CEJA, by contrast, tapped community colleges like Richland, which already had robust infrastructure and staffing. CEJA also funds community organizations to serve as “navigators,” using the trust and credibility they’ve developed in communities to recruit trainees.
Richland Community College received $2.6 million from April 2024 through June 2025, and the Community Foundation of Macon County, the hub’s navigator, received $440,000 for the same time period. The other hubs similarly received between $1 million and $3.3 million for the past year, and state officials have said the same level of funding will be allocated for each of the next two years, according to the Illinois Clean Jobs Coalition.
CEJA hubs also include social service providers that connect trainees with wraparound support; businesses like TCCI that offer jobs; and affiliated entrepreneur incubators that help people start their own clean energy businesses. CEJA also funded apprenticeship and pre-apprenticeship programs with labor unions, which are often a prerequisite for employment in utility-scale solar and wind.
“The sum of the parts is greater than the whole,” said Drew Keiser, TCCI vice president of global human resources. “The navigator is saying, ‘Hey, I’ve connected with this portion of the population that’s been overlooked or underserved.’ OK, once you get them trained, send their resumes to me, and I’ll get them interviewed. We’re seeing a real pipeline into careers.”
The hub partners go to great lengths to aid students — for example, coordinating and often paying for transportation, childcare, or even car repairs.
“If you need some help, they always there for you,” James said.
In 1984, TCCI began making vehicle compressors in a Decatur plant formerly used to build Sherman tanks during World War II. A few decades later, the company began producing compressors for electric vehicles, which are much more elaborate and sensitive than those for internal combustion engines.
In August 2023, Gov. JB Pritzker joined TCCI President Richard Demirjian, the Decatur mayor, and college officials for the groundbreaking of an Electric Vehicle Innovation Hub, which will include a climatic research facility — basically a high-tech wind tunnel where companies and researchers from across the world can send EV chargers, batteries, compressors, and other components for testing in extreme temperatures, rain, and wind.
A $21.3 million capital grant and a $2.2 million electric vehicle incentive from the state are funding the wind tunnel and the new facilities where Richland classes will be held. In 2022, Pritzker announced these investments as furthering the state goal of 1 million EVs on the road by 2030.
Far from the gritty industrial environs that likely characterized Decatur workplaces of the past, the classrooms at TCCI feature colorful decor, comfortable armchairs, and bright, airy spaces adjacent to pristine high-tech manufacturing floors lined with machines.
“This hub is a game changer,” said Keiser, noting the need for trained tradespeople. “As a country, we place a lot of emphasis on kids going to college, and maybe we’ve kind of overlooked getting tangible skills in the hands of folks.”
A marketing firm founded by Kara Demirjian – Richard Demirjian’s sister – and located on-site with TCCI also received clean energy hub funds to promote the training program. This has been crucial to the hub’s success, according to Ariana Bennick, account executive at the firm, DCC Marketing. Its team has developed, tested, and deployed digital billboards, mailers, ads, Facebook events, and other approaches to attract trainees and business partners.
“Being a part of something here in Decatur that’s really leading the nation in this clean energy initiative is exciting,” Bennick said. “It can be done here in the middle of the cornfields. We want to show people a framework that they can take and scale in other places.”
With graduation behind him, Honorable is planning the types of hot dogs and sausages he’ll sell at Buns on the Run. He said Tamika Thomas, director of the CEJA program at Richland, has also encouraged him to consider teaching so he can share the clean energy skills he’s learned with others. The world seems wide open with possibilities.
“A little at a time — I’m going to focus on the tasks in front of me that I’m passionate about, and then see what’s next,” Honorable said. He invoked a favorite scene from the cartoon TV series “The Flintstones,” in which the characters’ leg power, rather than wheels and batteries, propelled vehicles: “Like Fred and Barney, I’ll be up and running.”

BIRMINGHAM, Ala. — In a corner of Huffman High School, the sounds of popping nail guns and whirring table saws fill the architecture and construction classroom.
Down the hall, culinary students chop and saute in the school’s commercial kitchen, and in another room, cosmetology students snip mannequin hair to prepare for the state’s natural hair stylist license.
Starting this fall, Alabama high school students can choose to take these classes — or any other state-approved career and technical education courses — in place of upper level math and science, such as Algebra 2 or chemistry.
Alabama state law previously required students to take at least four years each of English, math, science and social studies to graduate from high school. The state is now calling that track the “Option A” diploma. The new “Option B” workforce diploma allows students to replace two math and two science classes with a sequence of three CTE courses of their choosing. The CTE courses do not have to be related to math or science, but they do have to be in the same career cluster. Already, more than 70 percent of Alabama high school students take at least one CTE class, according to the state’s Office of Career and Technical Education/Workforce Development.
The workforce diploma will give students more opportunities to get the kind of skills that can lead to jobs right after high school, legislators said. But there’s a cost: Many universities, including the state’s flagship University of Alabama, require at least three math credits for admission. The workforce diploma would make it more difficult for students on that track to get into those colleges.
The law passed in 2024 alongside a spate of bills aimed at boosting the state’s labor participation rate, which at 58 percent as of January remained below the national rate of 63 percent. Simply put, Alabama wants to get more of its residents working.

The new diploma option also comes at a time when public perception of college is souring: Only 36 percent of U.S. adults have a lot of confidence in higher education, according to a 2024 Gallup poll. Just 43 percent of Alabama high schoolers who graduated in 2023 enrolled in one of the state’s public colleges the following fall.
“The world of higher education is at a crossroads,” said Amy Lloyd, executive director of the education advocacy nonprofit All4Ed and former assistant secretary for the Office of Career, Technical, and Adult Education at the U.S. Department of Education. “Americans are questioning the value of the return on their investment: Is it worth my money? Is it worth my time?”

One recent afternoon in Huffman High School’s architecture class, a few students in bright yellow safety vests were measuring a wall they had built. At the end of the semester, the project will culminate in a tiny home.
Lucas Giles, a senior, started taking architecture his sophomore year as a way to “be able to fix things around the home without having to call other people,” he said. The new workforce diploma option won’t apply to him since he’s graduating this year, but he said he likely would have opted for it to fit more architecture classes into his schedule — that is, until he learned it would make it harder for him to attend college and study engineering.
“I wouldn’t have the credits,” Giles realized.
Students who earn a workforce diploma and end up wanting to go to college after all can enroll in community colleges, or aim for state colleges that have less stringent admissions requirements, said Alabama education chief Eric Mackey. The key to the new diploma will be ensuring school counselors are properly advising students, he added.
“That’s where the counselor comes in and says, ‘If you want to be a nurse, then yes, you need the practical stuff at the career tech center — taking blood pressure and trauma support — but you also need to be taking biology, physiology, chemistry and all those things, too,’” Mackey said.
Because the diploma only makes sense for a specific subset of students — those who do not plan to go to a four-year college that requires more math or science and who cannot otherwise fit CTE classes in their schedule — counselors have a huge role to play in guiding students. As of 2023, there were 405 students for every counselor in Alabama’s public schools, well over the recommended ratio of 250 to 1.
Mackey said the state added career coaches in recent years to ease the counseling workload, but in many districts there is just a single coach, who rotates among schools.
Samantha Williams, executive director of the nonprofit Birmingham Promise, fears the workforce diploma may shut off students’ options too early. Birmingham Promise helps students in Birmingham City Schools pay college tuition and connects them to internship opportunities while in high school.
“Do you really think that all of our school districts are preparing students to know what they want to do” by the time they’re in high school, Williams asked.
Williams also worries that lower-performing students might be steered to this diploma option in order to boost their schools’ rankings.
Students who opt for the workforce diploma will not have their ACT test scores included in their schools’ public reports. Legislators decided that schools should not have to report standardized test scores for students who did not have to take the requisite math and science classes.
“The concern a lot of people voiced was ‘Hey, isn’t everyone just going to place the kids who are underperforming in the workforce diploma so their ACT scores don’t bring down the whole?’” Williams said. “There’s a strong perverse incentive for people to do that.”
Speaking to the state’s Board of Education last fall, Mackey warned the “furor of the state superintendent will come down on” anyone who tries to redirect students toward the workforce diploma because of low ACT scores.
At Headland High School in rural Henry County, Alabama, every student takes at least one CTE course, according to Principal Brent Maloy. The most popular classes, he said, are financial management and family consumer science.
“We don’t force them in — everybody registers themselves, they pick their own classes,” Maloy said. “But there’s just about a zero percent chance that a kid’s not going to have a career tech class when they graduate.”
The school has hosted information sessions for parents and students about the new diploma option ahead of next school year. In a poll of rising juniors and seniors, 20 percent said they would like to pursue a workforce diploma, and another 30 percent said they might be interested. Maloy is anticipating about 25 percent of students will actually opt in to the pathway.
Most graduates of Headland enroll in a two-year school after graduation anyway, Maloy said, and the workforce diploma won’t hinder that. But the high school has only one counselor for its 450 students, and making sure students fully understand this diploma pathway — and its limitations — is likely to add pressure and extra responsibilities on counselors with heavy workloads.

“There’s so much pressure on our secondary counselors already just to make sure that all of the boxes are checked before graduation. It’s going to put an extra box for them to check,” Maloy said.
Ultimately, state businesses and industries want this change, said Mackey, who started his career as a middle and high school science teacher.
“They were saying, ‘We really need students with skills over, say, calculus,’” Mackey said. “That doesn’t mean some students don’t need calculus — we want to still offer those higher math courses and higher science courses.”
But, reflecting on his own experience as a high school science teacher, “I can tell you that every student doesn’t need high school chemistry,” Mackey said.
The chamber of commerce in Mobile, Alabama, is one group that advocated for the workforce diploma. Career tech classes are a good way for students to better learn what they want to do before graduating high school, and they are also an avenue for students to get skills in high wage industries prevalent in Alabama, said Kellie Snodgrass, vice president of workforce development at the Mobile Chamber.
Less than half of high school graduates in the region end up enrolling in college after graduation, Snodgrass said, and only 20 percent of high-wage jobs in Mobile require a college degree. A large chunk of jobs in the state, and in Mobile in particular, are in manufacturing.
“It’s terrible when a student goes away to college and comes back and can’t find a job, when we have thousands of open jobs here,” Snodgrass said.
In an emailed statement, Trevor Sutton, the vice president of economic development at the Birmingham Business Alliance, said the diploma option was a “win for the state of Alabama” that would allow students a chance to learn both “hard and soft skills like communication and time management.”
At least 11 states have embraced policies that give students flexibility to use career tech courses for core academic credits, according to a review from the Education Commission of the States.
Like Alabama, Indiana also made changes to its diploma requirements in 2024. After more than a year of public debate, the state created three graduation pathways that are meant to lead to college admissions, the workforce, or enlistment in the military. Those changes will be effective for students in the class of 2029, or current eighth graders.
Having industry buy-in on career tech programs is important, said Lloyd with All4Ed, because most students will need either an industry or post-secondary credential to land a job with a comfortable wage.
“The reality is a high school diploma is not enough in today’s labor market to have a guaranteed ticket to the middle class,” Lloyd said.
The problem, Lloyd said, is most K-12 industry credentials have little use to employers. Only 18 percent of CTE credentials earned by K-12 students in the U.S. were in demand by employers, according to a 2020 report from the Burning Glass Institute.
The key in Alabama will be ensuring students are going into career pathways that line up with job demand, Snodgrass said. Out of the more than 33,000 CTE credentials Alabama high school students earned in 2023, only 2 percent were in manufacturing, which is one of the state’s highest need areas.
Still, attitudes toward high school CTE courses — once largely thought of as classes for students who struggled academically — have improved significantly over the years. And many schools offer CTE programs like aerospace, robotics or conservation that could help students get into high-demand undergraduate programs at universities.
“We’re increasingly blurring the lines between what has been historically siloed in people’s minds in terms of career education versus academic education,” Lloyd said. “Those are very often one and the same.”

English/language arts and science teachers were almost twice as likely to say they use AI tools compared to math teachers or elementary teachers of all subjects, according to a February 2025 survey from the RAND Corporation.
SHINGLETOWN, Calif. — On a cold morning in October, the sun shone weakly through tall sugar pines and cedars in Shingletown, a small Northern California outpost whose name is a reminder of its history as a logging camp in the 1800s. Up a gravel road banked with iron-rich red soil, Dylan Knight took a break from stacking logs.
Knight is one of 10 student loggers at Shasta College training to operate the heavy equipment required for modern-day logging: processors to remove limbs from logs that have just been cut, skidders to pull logs out of the cutting site, loaders to stack and sort the logs by species and masticators to mulch up debris.
For centuries, logging was a seasonal, learn-on-the-job trade passed down from father to son. But as climate change and innovations in the industry have changed logging into a year-round business, there aren’t always enough workers to fill jobs.
“Our workforce was dying,” said Delbert Gannon, owner of Creekside Logging. “You couldn’t even pick from the bottom of the barrel. It was affecting our production and our ability to haul logs. We felt we had to do something.”

Around the country, community colleges are stepping in to run apprenticeship programs for heritage industries, such as logging and aquaculture, which are too small to run. These partnerships help colleges expand the workforce development programs central to their mission. The partnerships also help keep small businesses in small industries alive by managing state and federal grants and providing the equipment, courses and staff to train workers.
As industries go, logging is small, and it’s struggling. In 2023 there were only about 50,000 logging jobs in the U.S., but the number of logging companies has been on the decline for several years. Most loggers are over 50, according to industry data, and older generations are retiring, contributing to more than 6,000 vacant positions every year on average. The median annual salary for loggers is about $50,000.

Retirements have hit Creekside Logging hard. In 2018 Gannon’s company had jobs to do, and the machines to do them, but nobody to do the work. He reached out to Shasta College, which offers certificates and degrees in forestry and heavy equipment operation, to see if there might be a student who could help.
That conversation led to a formal partnership between the college and 19 timber companies to create a pre-apprenticeship course in Heavy Equipment Logging Operations. Soon after, they formed the California Registered Apprenticeship Forest Training program. Shasta College used $3.5 million in grant funds to buy the equipment pre-apprentices use.
Logging instruction takes place on land owned by Sierra Pacific Industries lumber company — which does not employ its own loggers and so relies on companies like Creekside Lumber to fell and transport logs to mills.
Each semester, 10 student loggers like Knight take the pre-apprenticeship course at Shasta College. Nearly all are hired upon completion. Once employed, they continue their work as apprentices in the forest training program, which Shasta College runs in partnership with employers like Gannon. State apprenticeship funds help employers offset the cost of training new workers, as well as the lost productivity of on-the-job mentors.
For Creekside Logging — a 22-person company — working with Shasta College makes participation in the apprenticeship program possible.Gannon’s company often trained new loggers, only to have them back out of the job months later. It can cost tens of thousands of dollars to train a new worker, and Creekside couldn’t afford to keep taking the financial risk. Now Gannon has a steady flow of committed employees, trained at the college rather than on his payroll. Workers who complete the pre-apprenticeship know what they’re getting into — working outdoors in the cold all day, driving big machines and cutting down trees.
Workers who complete the apprenticeship, Gannon said, are generally looking for a career and not just a seasonal job.

“You get folks that are going to show up every day,” Gannon said. “They got to test drive the career and know they like heavy equipment. They want to work in the woods. The college has solved that for us.”
Apprentices benefit too. Workers who didn’t grow up around a trade can try it out, which for some means tracking down an elusive pathway into the work. Kyra Lierly grew up in Redding, about 30 miles west of Shingletown, and previously worked for the California Department of Forestry as a firefighter. She’s used to hard work, but when she looked into getting a job as a logger she couldn’t find a way in. Some companies had no office phone or website, she says. Jobs were given out casually, by word of mouth.
“A lot of logging outfits are sketchy, and I wanted to work somewhere safe,” said Lierly, 25. She worked as an apprentice with Creekside Lumber but is taking a break while she completes an internship at Sierra Pacific Industries, a lumber producer, and gets a certificate in natural resources at Shasta College.
“The apprenticeship made forestry less intimidating because the college isn’t going to partner with any company that isn’t reputable,” Lierly said.
Apprenticeships, with their combination of hands-on and classroom learning, are found in many union halls but, until now, was not known to be common practice in the forested sites of logging crews.
State and federally registered apprenticeships have gained popularity in recent years as training tools in health care, cybersecurity and telecommunications.
Federal funding grew steadily from $145 million in 2018 to more than $244 million during the last years of the Biden administration. That money was used to support apprenticeships in traditional building trades as well as industries that don’t traditionally offer registered apprenticeships, including teaching and nursing.
The investment aims to address the shortage of skilled workers. The number of working adults in the U.S. doesn’t align with the number of skilled jobs, a disparity that is only slowly recovering after the pandemic.
Labor shortages hit especially hard in rural areas, where trades like logging have an outsized impact on their local economies. For regional heritage trades like logging, just a few apprentices can make the difference between staying in business and shutting down.

“There’s a common misconception of registered apprentices that they’re only in the building trades when most are in a variety of sectors,” said Manny Lamarre, who served as deputy assistant secretary for employment and training with the Labor Department during the Biden administration. More than 5,000 new occupations have registered with the department to offer apprenticeships since 2021, he said. “We can specifically support unique small occupations in rural communities where a lot of people are retiring.”
Education Secretary Linda McMahon, who was confirmed earlier this month, said in her confirmation hearing that she supports apprenticeships. But ongoing cuts make it unclear what the new federal role will be in supporting such programs.
However, “sharing the capacity has been an important way to get apprenticeships into rural and small employers,” said Vanessa Bennett, director at the Center for Apprenticeship and Work-Based Learning at the nonprofit Jobs for the Future. It’s helpful when employers partner with a nonprofit or community college that can sponsor an apprenticeship program, as Shasta College does, Bennett said.
Once Knight, the student logger, completes the heavy equipment pre-apprenticeship, he plans to return to his hometown of Oroville, about 100 miles south of Shingletown. His tribe — the Berry Creek Rancheria of Tyme Maidu Indians — is starting its own logging crew, and Knight will be one of only two members trained to use some of the most challenging pieces of logging equipment.
“This program is awesome,” said Knight, 24. “It’s really hands-on. You learn as you go and it helps to have a great instructor.”

Across the country in Maine, a community college is helping to train apprentices for jobs at heritage oyster, mussel and kelp farms that have struggled to find enough workers to meet the growing demand for shellfish. Often classified as seasonal work, aquaculture jobs can become year-round careers for workers trained in both harvesting shellfish and planning for future seasons.
“I love the farm work and I feel confident that I will be able to make a full-length career out of this,” said Gabe Chlebowski, who completed a year-long apprenticeship with Muscongus Bay Aquaculture, which harvests in Damariscotta, Maine. A farm boy from rural Pennsylvania, Chlebowski worked in construction and stone masonry after high school. When his parents moved to Maine, he realized that he wanted a job on the water. With no prior experience, he applied for an oyster farming apprenticeship and was accepted.
“I was the youngest by five years and the only person who’d never worked on water,” said Chlebowski, 22. “I grew up in a landlocked state surrounded by corn fields. I had the work ethic and no idea what I was doing in boats.”
The apprenticeship program was launched in 2023 by the Gulf of Maine Research Institute, which joined with the Maine Aquaculture Association and Educate Maine to create a yearlong apprenticeship with Southern Maine Community College. Apprentices take classes in shellfish biology, water safety, skiff driving and basic boat maintenance. Grants helped pay for the boots, jackets and fishing bibs apprentices needed.
“The workforce here was a bottleneck,” said Carissa Maurin, aquaculture program manager for GMRI. New workers with degrees in marine biology were changing their minds after starting training at aquaculture farms. “Farms were wasting time and money on employees that didn’t want to be there.”
Chlebowski completed the apprenticeship at Muscongus Bay in September. He learned how to repair a Yamaha outdoor motor, how to grade oysters and how to work on a 24-foot, flat-bottom skiff. He stayed on as an employee, working at the farm on the Damariscotta River — the oyster capital of New England. The company is known for two varieties of oysters: Dodge Cove Pemaquid and Wawenauk.
Oyster farming generates local pride, Chlebowski said. The Shuck Station in downtown Damariscotta gives oyster farmers a free drink when they come in and there’s an annual summer shucking festival. But the company is trying to provide careers, Chlebowski said, not just high-season jobs.
“It can be hard to make a career out of farming, but it’s like any trade,” he said, adding that there is work to do year-round. “Welding and HVAC have trade schools and apprenticeships. Why shouldn’t aquaculture?”
Chlebowski’s apprenticeship turned into a career. Back in Shingletown, students in the logging program hope for the same result when they finish.
Until then, they spend Mondays, Wednesdays and Fridays in the woods learning how to operate and maintain equipment. Tuesdays and Thursdays are spent on Shasta College’s Redding campus, where the apprentices take three classes: construction equipment operation, introduction to forestry and wood products and milling.
At the end of the semester, students demonstrate their skills at a showcase in the Shingletown woods. Logging company representatives will attend and scout for workers. Students typically get offers at the showcase. So far, 50 students have completed the pre-apprenticeship program and most transitioned into full apprenticeships. Fifteen people have completed the full apprenticeship program and now earn from $40,000 to $90,000 a year as loggers.
Mentorship is at the heart of apprenticeships. On the job, new workers are paired with more experienced loggers who pass on knowledge and supervise the rookies as they complete tasks. Pre-apprentices at Shasta College learn from Jonas Lindblom, the program’s heavy equipment and logging operations instructor.
At the logging site, Lindblom watches as a tall sugar pine slowly falls and thuds to the ground. Lindblom’s father, grandfathers and great-grandfather all drove trucks for logging companies in Northern California.

This is a good area for apprentices to “just be able to learn at their pace,” he said. “They’re not pushed and they can get comfortable in the machines without developing bad habits along the way.”
Lindblom, who studied agriculture education at Chico State University, spent all his breaks during college working as a logger. He works closely with the logging companies that partner with the program to make sure he’s teaching up-to-date practices. It’s better for new loggers to learn in this outdoor classroom, he said, than on the job.
“The majority of these students did not grow up in logging families,” he said. “This is a great opportunity to pass on this knowledge and share where the industry is going.”

DANVERS, Mass. — It’s a rainy fall day in New England, but that doesn’t stop a group of students at Essex Tech North Shore Agricultural & Technical High School from donning work boots and hard hats and getting to work building a vegetable wash station on campus. This afternoon, they are installing wire mesh and prepping for a concrete pour under the watchful eye of Laborers’ Local 22 member Chris Moore, their teacher. “Hard hat hair don’t care,” reads the sticker on the hat worn by a young woman in the program.
The construction craft laborers track at Essex Tech, which Moore helps lead, is one of only a few high school-based programs in Massachusetts co-sponsored by a trade union. Students are initiated in union norms and expectations early on. Two Essex Tech teachers in the program are Local 22 members, with the New England Laborers’ Training Academy, which runs the laborers’ apprenticeship, paying Moore’s salary. As seniors, students can attend union meetings. And after graduation, many of them go straight into a union apprenticeship, fast tracked to a journeyman’s license. For all these reasons, Owen Paniagua, a 16-year-old junior, described the program as “a golden ticket to job security,” noting that he has learned everything from carpentry and concrete work to excavation and masonry.
“We feel as laborers that we should be in the schools,” said Lou Mandarini Jr., the retired business manager of Local 22 who now helps run the union’s school partnerships. “This is where your workforce is … If you treat young kids with respect, once they buy into your program, they are dead loyal.”

In several states, including Massachusetts, Maryland and Louisiana, trade union leaders have forged similar, groundbreaking partnerships with high school CTE programs in recent years, ponying up their own resources for the efforts. There’s also been an uptick in training alliances between trade unions and community colleges. In a 2023 brief, AFL-CIO leadership encouraged these partnerships. “No one knows better how to do a job than someone who does the job,” the brief stated.
Whether more unions decide to embrace this advice likely will play a large role in determining the long-term health and vibrancy of both career and technical high schools, and the trades themselves.
Yet progress has been piecemeal and halting. And it’s too early to tell whether isolated partnerships across the country will translate into widespread change, said Taylor White, the director of postsecondary pathways for youth at the Center on Education and Labor at the think tank New America. “Schools and unions speak very different languages,” she noted. The same, she added, is true of employers and schools.
The longstanding dearth of partnerships says a lot about the history of America’s trade unions, which traditionally have operated as insular, sometimes parochial institutions, preferring to maintain tight control over their membership pipeline, and their training. In some communities, such as Milwaukee, that insularity kept unions predominantly white and male for generations. “Historically a lot of the high-paying skilled trades were handed down from father to son,” said Lauren Baker, a former education director in the printers’ union who also led Milwaukee Public Schools’ career and technical education program between 2002 and 2012. “That kept the trades looking a certain way.”
Mandarini, the retired union leader, said that in the past, “old timers didn’t help the young people.” But increasingly, he said, he hopes that mentality will become an anomaly.

For decades, many vocational school students have been held back by a lack of meaningful partnerships with both unions and employers at their schools, often leaving them without relevant training or clear pathways into jobs. “There’s skepticism from unions and employers that high school kids are ready for real training and real work,” said White, of New America.
There’s also been a longstanding desire on the part of many unions to maintain tight control over who can access often coveted apprentice slots.
Until recent years, most trade union apprenticeships in the Milwaukee area had admissions criteria that shut out many women, low-income, and Black and Hispanic city residents. “They were such closed communities, and it was a long process of breaking down some of those walls,” Baker said.
Back in the mid-1990s, Baker was the first woman to run a printing apprenticeship program for the union. In part to open up the field to as diverse a pool as possible, Baker abolished a requirement that apprentices had to be high school graduates. “Pretty much all a high school diploma told me was that they sat in a chair for four years,” she said, pointing out that many of the apprentices came from the academic bottom of their graduation classes. “I caught holy hell from the apprenticeship community for doing that,” she said.
While the SATs and other college entrance exams have at times been accused of being biased toward privileged white students, Baker said some of the apprenticeship admissions exams were challenging for anyone who hadn’t grown up in the home of someone already working in a specific trade. A question might presume that an applicant had experience helping fix their family’s car, for instance, something that young men were far more likely to have done — and those growing up in urban areas, where fewer households own cars, were far less likely to have done.
For decades, those tests contributed to keeping the construction trade unions, in particular, predominantly white and male. Only two of 16 Milwaukee area construction unions enrolled at least 20 percent Black apprentices in 2007, according to a report from researchers at the University of Wisconsin-Milwaukee. Two of the unions, glazing and tile setters, had no Black apprentices in a city where, at that time, nearly 40 percent of the residents were Black.
Much of that bias and insularity continues in some Boston-area construction trade unions, said Travis Watson, who serves as a commissioner of the Boston Employment Commission and has critiqued some of the unions for their lack of racial diversity, citing specific practices that make it harder for prospective Black members to get a foothold. “If you look at every big downtown project in Boston, there are very few Black people who are working on union construction projects,” he said.
Some of the local unions have made changes to their admissions process to become more accessible to applicants from diverse backgrounds, said Danyson Tavares, who worked for several years in leadership positions at YouthBuild Boston, a pre-apprenticeship program that helps prepare young people of color in the city for jobs in the construction and design industries. But other unions might take applications only once a year or remain secretive about their standards and curriculum. “The electrical union is the one we really want to have more relationships with, there’s such a demand for that workforce,” Tavares said. “We’ve slowly started to penetrate but it’s a lot more work than I expected.”
One 25-year-old who recently finished his pre-apprenticeship in carpentry at YouthBuild said he got an interview with the union but was turned down for an apprenticeship for reasons that he said weren’t entirely clear. “I kind of felt like I wouldn’t get in,” said Keyshawn Kavanaugh. He found a non-union job easily at a company that he likes a lot, but he acknowledges that “the union is the best place to work,” at least from the standpoint of benefits and pension.
In Milwaukee, Baker said she’s seen some positive changes since she ran the printers apprenticeship, with more local unions developing inclusive and transparent admissions. “The trades themselves began to realize that they needed to look beyond their natural base in order to fill jobs,” she said. “It became more apparent that there is a vast opportunity out there with women and people of color.”
The idea that Massachusetts laborers should invest time and money in local schools originated over 20 years ago, when Mandarini and other Local 22 leaders decided they were neglecting a potential asset: kids. Mandarini proposed a pilot partnership to the vocational school in Medford, Massachusetts, just outside of Boston, which started in 2002. It wasn’t easy at first. “How do you adapt to a public school?” he said. “There was a lot of learning that we had to do on both ends.”
The union had to fight against a perception that a four-year college degree was the only path to a stable, rewarding career, Mandarini said. It helped with recruiting to explain to prospective students that, at that time, union laborers could expect to retire with an annuity of about $1.2 million, he added. (In Massachusetts, laborers typically earn between $90,000 and $100,000 annually, and that annuity is now more than $2 million, Mandarini said.)

Over the years, the partnership model has spread to eight career and technical schools in Massachusetts. At some, the union pays a teacher’s salary, and at others it does not, Mandarini said. “We want to be in every vocational school in Massachusetts,” he said, “and hopefully every vocational school in New England. That’s where our workforce is coming from.”
In rural western Louisiana, it was a private company that encouraged a local trade union to partner with public high schools. The company, CapturePoint, which sells carbon storage services, reached out in March 2023 to the local branch of the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry, asking if the union would help build out a new career and technical track at the Vernon Parish School District.
To make it happen, the company paid for the electricity, classroom equipment and furniture to help turn an old woodworking shop at one of the district’s high schools into an updated welding shop. CapturePoint also took on several ongoing costs, paying for student transportation — the students can come from nine different high schools — and some administrative expenses. The union paid for some reconstruction and all the tools, and provided an instructor. The school offers the space and enrolls 30 students, who can skip their first year of apprenticeship if they join the union after graduating, thereby starting at a higher pay rate. “All of us have skin in the game,” said Lance Albin, who led the partnership for the union.
At high schools with trade union partnerships, there’s no shortage of interested students. Isabella Gonzalez, 17, creator of the “hard hat hair don’t care” sticker, said she hopes to move straight into an apprenticeship with Local 22 when she graduates in a year and a half. Aspiring laborers learn more diverse skills than students in related tracks like plumbing and electrical, she said, opening up the possibility of a greater variety of work.
That day last fall, juniors in the program practiced using a compactor to prep the ground for installation of a patio floor, part of the final stages in rebuilding a large cottage on campus. The construction students have been involved in the project since they poured the cement for the foundation in the summer of 2020, wearing masks during the pandemic’s early days, even outdoors.
By afternoon, the students had transitioned to another work in progress: the vegetable wash station by the greenhouse, where they needed to install enough wire mesh and rebar to do the concrete pour early the next week. “Put your hard hat on and help out,” their teacher Moore reminded a group of students holding back as the rain hardened. “No … statues here.”

Students say the partnership with Local 22 provides them increased career security and the confidence that they are learning relevant, up-to-date skills: Moore until recently worked part time in the field, including on Boston’s project to restore the tunnel to the city’s Logan Airport.
Paniagua, the 16-year-old student in the program, said he can command a higher pay rate than most of his peers at a part-time carpentry and landscaping job because of the expertise he has gained in the Essex Tech program. He’s used the extra money to buy two new trucks. The union partnership has also allowed him to make more thoughtful, informed choices about career steps, he added. Leaning on his teachers as mentors, Paniagua said he decided to continue studying at a specialized welding school in Wyoming after graduation to maximize his future earning potential. “We know what we want to do here and get on it,” Paniagua said, noting that it’s a stark contrast to some of his friends who are conflicted about the value of a four-year college degree. “We’re not lost,” he said, “or wasting money.”
Former President Joe Biden was exceptionally supportive of the labor movement, and specifically of partnerships between unions and schools. Some labor experts expect some of that support might continue in the new Trump administration. “We’re seeing indications of a Trump administration that might not be as hostile to unions as you might think,” said Shalin Jyotishi, founder and managing director of the Future of Work and Innovation Economy Initiative at New America. He cited Trump nominee Lori Chavez-DeRemer, opposed by many in the business community, for Labor secretary, and the president’s support of the longshoremen’s union over their anti-automation stance.
In any event, “these bottoms-up innovations are already happening locally,” Jyotishi said. “Federal decisions can help or hurt … odds of success, but the proof-of-concept is already out of the bag.”
A bigger question mark may be whether there is the will to expand capacity significantly on the ground. Some of the existing programs have not yet reached students in the most underserved communities who could potentially benefit most from a fast track into a union apprenticeship.
In Massachusetts, for instance, many of the high schools the laborers work with have become increasingly selective in admissions. Students from low-income homes were 30 percent less likely to be accepted at the state’s vocational schools in 2023 and 2024 than those from wealthier households, according to an analysis by the Boston Globe. Similar disparities existed for students receiving special education services and English learners.
The laborers have yet to expand their partnership model to Boston’s Madison Park Technical Vocational High School, where nearly all of the students are Black or Hispanic, about 85 percent come from low-income households, and 92 percent are identified as “high needs” — an umbrella term in Massachusetts that includes students with disabilities, English learners and low-income students, among other groups.
Madison Park, part of the city’s public school district, has some partnerships and many strong programs and instructors, said Bobby Jenkins, an alum and long-time advocate of the school. But the chronic turnover of both superintendents and school leaders in recent years has hindered progress in undertaking some more ambitious partnerships.

Mandarini agreed that political and bureaucratic obstacles have made it more challenging to partner with Madison Park. But the union has made it a priority and is in promising talks with city officials about partnering with the school when a proposed new facility might be completed.
“When I was part of the building trades, I used to say, ‘I don’t understand why you aren’t taking more kids, especially in the city of Boston,’” Mandarini said. “Every single trade should be in (Madison Park).’”
For now, that attitude has not spread to all union leaders. It will take a cultural shift from trade union groups to expand their school partnerships beyond scattered, boutique programs. Among other things, they will need to prioritize flexibility and the learning and growth of young people more than they are accustomed to, said White, of New America.
She noted that many union leaders seem aware that they have a pipeline and recruitment issue but remain unsure what to do about it. More school-based partnerships could help not only with that challenge but also with reenergizing and selling unions to future generations of workers — and voters, White added. “All of the polling suggests that young people are pretty pro-union,” she said. “There’s a missed opportunity on the part of unions if they don’t capitalize on that.”
