    Can young people help save local newsrooms?

    Can youth doing journalism help save local news media? 

    Unfortunately, this isn’t a rhetorical question. The crisis around the world for local news outlets is so dire, people who understand the importance of unbiased news at the local level are looking for any and all solutions to save the industry. 

    This is a worldwide phenomenon. Data collected by researcher Amy Watson in August 2023, for example, found that more news outlets in the UK closed than were launched. Between 2008 and 1 April 2025, a total of 566 local news outlets closed in 372 communities across Canada, according to the Local News Map crowd-sourcing data initiative. And a report from the Brookings Institution found that in the United States in 2023, some 2.5 local news outlets folded every week.  

    That’s why Global Youth & News Media, a French nonprofit affiliated with News Decoder, is offering an award for youth collaborations that support struggling local news outlets by providing content produced in their schools and helping to expand the outlet’s audience.     “We and the partners in this award around the world want to find and spread the word about the lessons from the best cases of success as well as cautions about inevitable problems and challenges,” said Aralynn McMane, executive director of Global Youth & News Media.

    “At the very minimum, ‘success‘ means a discernible audience for the work that youth reporters — up through university age — produce in news media that serve a wider local community than their classmates,” McMane said “It’s even better if their efforts can be linked to financial sustainability.” 

    Supporting local news efforts

    The main goal of the award is to highlight successful collaborations between youth and local outlets so that other organizations around the world can adopt those strategies. McMane said that she has seen this happen many times — smart news media innovators will come up with a solution to a problem, and those solutions can help news producers even very far away adapt that idea to solve a similar issue. 

    Award partners that support local news efforts internationally as well as from Africa, North America, Europe and Asia have stepped up to help make sure the search for such cases is as wide as possible and to distribute the intelligence gained from this search to as many news organizations in as many places as possible. 

    First to sign up to help was the University of Southern California’s Communication Center on Leadership and Policy (CCLP), located within the USC Annenberg School for Journalism and Communication.

    In 2024, CCLP launched the Local News and Student Journalism Initiative to study the role of student journalists across America and issued this first report on their work.

    “We are delighted to partner with Global Youth & News Media to celebrate impactful local news stories produced by young journalists around the world, as well as to share and amplify their efforts with the goal of inspiring more young people to cover the news of their communities who are already providing first-rate local news coverage,” said Geoffry Cowan, center director. 

    Inspiring young people to tell important stories

    Another national academic partner, the Medill School at Northwestern University, released a report earlier this month about collaborations between local news outlets and student journalists in the United States as part of its Local News Initiative.

    The report found a trend for such collaborations in the United States. “Instead of news organizations giving boosts to students, students are supporting often-short-staffed outlets by providing coverage as part of their curricula,” the report said. 

    Senior Associate Dean Tim Franklin, the project’s director, said Medill started the initiative seven years ago to see how they could leverage the school’s resources to help local news outlets, journalism organizations, scholars and scholastic media at a time of crisis in the industry.

    “Our research provides insights about trends and issues in local news in this fast-changing landscape,” Franklin said. “And through our programs, we’re helping news organizations with things like business strategy and product development at a time when many can’t do R&D themselves. We’re also creating opportunities to inspire young people to pursue careers in journalism.”

    The quest to help local news is global. The Austria-based International Press Institute, for example, has run two editions of an “accelerator” program to support digital innovation in local journalism’s editorial and business models around the world. It also runs a related network.

    Other partners include the International Center for Journalists and the Media Diversity Institute, both of which have extensive local news programs, Youth Community Journalism Institute founded by the Strong Mind Strong Body Foundation, a U.S. nonprofit, Europe Youth Press, a consortium of outlets in 34 countries, Africa Media Perspectives, The Media Lab in Jordan, Asia division of the Asian-American Journalists Association, the Panhellenic Federation of Journalists’ Unions of Greece and Toronto Metropolitan University’s Local News Research Project

    Empowering youth through journalism

    Stefano Zamparo, an executive board member for Europe Youth Press said that the award aligns with the group’s work empowering youth voices through journalism, ensuring their stories resonate within their local communities and beyond. 

    “Celebrating successful collaborations between young journalists and local media helps foster greater press freedom and media literacy across Europe,” Zamparo said. 

    Ivor Price, founder of Africa Media Perspectives, sees young people as the driving force behind a rebirth of local news. “For local news to survive and thrive, it must become a true reflection of the communities it serves, which means opening our newsrooms and our storytelling platforms to new voices,” Price said. 

    Since 2018, the Global Youth & News Media Prize has honored the important work that sees news media meaningfully engage the young with notable results that benefit both parties. 

    Its first award recognized a cooperation between the United States digital edition of the The Guardian news organization and reporters from the Eagle Eye, a student news operation at Marjory Stoneman Douglas High School in Parkland, Florida, which was the site of a 2018 school shooting in which 17 people were killed. Through the journalism collaboration, the Parkland students contributed live digital coverage of an anti-gun violence demonstration in Washington, D.C. 

    News Decoder has been a partner in these competitions from the start.

    “This particular award theme resonates particularly strongly with us,” said News Decoder managing director Maria Krasinski. “All around the globe, student journalists are telling important stories, but often those stories aren’t heard outside their schools. This competition will rightfully recognize the important work youth are doing to help inform local communities.”

    Are smart phones at schools all bad?

    If Bill Schluter had his way, cellphones would be banned five days a week. Schluter is head of Tatnall Upper School, a private high school in the U.S. state of Delaware. He wants cellphones out of school. 

    As increasing numbers of young people seem tied to their phones, researchers have found correlations between cellphone use and cases of depression, anxiety, cyberbullying and decreasing attention span.

    A 2019 study by the nonprofit organization Common Sense found that 84% of teenagers in the United States already possess a cellphone.

    Psychologist Jean Twenge, in her 2017 book “iGen“, wrote that increased phone use by teenagers directly correlates to a recent increase in adolescent anxiety, depression and inability to focus.

    Teens themselves, though, think cellphones have a place in the classroom — if used responsibly and with permission. 

    “I noticed people use them a lot in math class when they forget their calculator,” said Tatnall student Camille Johnson. “If their math teacher allows them to pull out their phone just for the calculator portion, they use it for that as long as you know they’re not being silly and going on other apps. We had a physics lab the other day where we were needing to use it to record our lab.”

    Social media replaces human connections

    Research also suggests that a hybrid class model that integrates technology into classwork, such as Teach to One or Google Classroom, leads to successful test scores as it personalizes the learning journey. 

    Twenge found that phones hinder teenagers’ ability to socially engage with each other. Schulter agreed. “Your ability to talk to each other, hear each other and have productive conversations is lessened with cellphones,” he said. 

    Twenge also found that the recent rise of technological advancements of cellphones and the COVID-19 pandemic encouraged teenagers to shut themselves in and only engage with their devices, as social media has replaced other forms of entertainment such as magazines and books. This leads to a wired, smartphone-dominant society, causing a significant spike in teenage mental health problems.

    A June 2024 Pew Research Center survey shows that 72% of public school teachers report that phones are a major distraction in class and make learning less effective. And a March 2024 report from Thorn, a nonprofit organization that works to fight online sexual abuse of children and teens, emphasized a disturbing increase in the creation and distribution of AI-generated child pornography. 

    The report said that with its ease of use, almost anyone can generate intimate deepfake images of others, whether it be of someone they know or a stranger. Child predators or children interested in their peers can create these pictures with the click of a button. 

    These images are commonly used in “sextortion”, a form of extortion in which the creator or owner of the photos threatens to publicly release them if the victim refuses their demands. 

    Abuse of technology

    Schluter recalled a story about a local and reputable school in which a male student used AI to superimpose nude pictures of his female classmates from the shoulder up to distribute online, resulting in chaos among the school board. “Board members of the school have resigned and everybody’s at each other’s throats,” he said. 

    In recent years, schools have responded to the cell phone issue. In many states across the country, such as California, New York, Maine and Pennsylvania, school districts have been able to limit the usage of cell phones among students, whether that be a phone-free day or an outright ban. 

    My high school, The Tatnall School, has implemented phone-free Wednesdays into the school week, forbidding students from having a cellphone in sight anytime during the day. 

    Schluter said that another local high school has banned smartphones five days a week.  

    “They started right off the school year with having a couple days in the school year, and then within a month, they had gone to a cellphone free policy at the school in its entirety, and it’s working great from all sources,” he said. 

    Resistance to phone bans

    Many students, and parents, aren’t entirely on board with banning phones, even one day a week.  “It just so happens that every single Wednesday, I’m like, oh my gosh, I need to do something really quick, and I can’t have my phone,” Johnson said. 

    She admitted that without a phone people learn to be more present in the moment. “But I don’t believe in completely banning them,” she said.

    Other students noted that the cellphone policy has caused some problems. Some use their phones as keys to their cars, for example, and having their phones confiscated makes that difficult. Some students have have seen teachers collecting phones from students even when they were simply outdoors during lunch. 

    Many parents are concerned that smartphone bans limit communication between them and their children, fearing they cannot contact them during an emergency. With a disturbing number of recent school shootings, this fear is understandable. To dampen parents’ worries, school faculty assure them that communication between parent and child will most likely be unnecessary if school safety precautions are followed.

    “If we’re cellphone free, the school would, if we do a good job of maintaining our safety precautions for the school, we would be a safe environment,” Schluter said.

    Finding a happy medium

    Naturally, parents still worry for their child’s safety and desire to keep constant contact, even if it’s a simple text that tells them that their child is safe. 

    While many educators and some parents believe that phones only impair learning and have no place in a productive academic environment, others argue that the correct classroom model can allow cellphones to enhance education. 

    Consider online programs such as Duolingo or Google Classroom. These apps prove that technology can be effectively integrated into lesson plans to teach new skills while indulging the attachment young people have to phones and capturing their attention, a precious resource. If teachers worry about students using their cellphones for non-academic purposes, they can employ programs to restrict access to certain websites or apps. 

    So what is the best best course of action to solve this problem? While the issues related to cellphones prove problematic, many believe that phones aren’t necessarily the root cause. The spike in cellphone usage may merely be an effect of the issues often associated with them.

    “Cellphones may be a symptom and not the cause of the shift, but the two are very interrelated,” Schluter said.

    Bans are only as effective as their enforcement and only encourage some teens to find ways around the bans. And despite teachers’ efforts to hold students responsible for their actions, this is also not a guaranteed fix. 

    Perhaps the best solution is a happy medium. Schools can allow teachers to create their own classroom phone policies and punish as they see fit. Or they can limit cell phone use while establishing specific areas or periods when people can be on their phones. 

    No matter which solution is most effective, technology is improving, and social media and smartphones are on track to become increasingly prevalent in our lives.

    “High school education has changed in huge ways in the past 30 or 40 years, and cellphones have been have been part of that,” Schluter said. “But I’m curious to know, not how we get back to the way things were in the 1990s necessarily, but to an atmosphere where students are more engaged.”

    Why History Instruction is Critical for Combating Online Misinformation – The 74

    Can you tell fact from fiction online? In a digital world, few questions are more important or more challenging.

    For years, some commentators have called for K-12 teachers to take on fake news, media literacy, or online misinformation by doubling down on critical thinking. This push for schools to do a better job preparing young people to differentiate between low- and high-quality information often focuses on social studies classes.

    As an education researcher and former high school history teacher, I know that there’s both good and bad news about combating misinformation in the classroom. History class can cultivate critical thinking – but only if teachers and schools understand what critical thinking really means.

    Not just a ‘skill’

    First, the bad news.

    When people demand that schools teach critical thinking, it’s not always clear what they mean. Some might consider critical thinking a trait or capacity that teachers can encourage, like creativity or grit. They could believe that critical thinking is a mindset: a habit of being curious, skeptical and reflective. Or they might be referring to specific skills – for instance, that students should learn a set of steps to take to assess information online.

    Unfortunately, cognitive science research has shown that critical thinking is not an abstract quality or practice that can be developed on its own. Cognitive scientists see critical thinking as a specific kind of reasoning that involves problem-solving and making sound judgments. It can be learned, but it relies on specific content knowledge and does not necessarily transfer between fields.

    Early studies on chess players and physicists in the 1970s and ’80s helped show how the kind of flexible and reflective cognition often called critical thinking is really a product of expertise. Chess masters, for instance, do not start out with innate talent. In most cases, they gain expertise by hours of thoughtfully playing the game. This deliberate practice helps them recognize patterns and think in novel ways about chess. Chess masters’ critical thinking is a product of learning, not a precursor.

    Because critical thinking develops in specific contexts, it does not necessarily transfer to other types of problem-solving. For example, chess advocates might hope the game improves players’ intelligence, and studies do suggest learning chess may help elementary students with the kind of pattern recognition they need for early math lessons. However, research has found that being a great chess player does not make people better at other kinds of complex critical thinking.

    Historical thinking

    Since context is key to critical thinking, learning to analyze information about current events likely requires knowledge about politics and history, as well as practice at scrutinizing sources. Fortunately, that is what social studies classes are for.

    Social studies researchers often describe this kind of critical thinking as “historical thinking”: a way to evaluate evidence about the past and assess its reliability. My own research has shown that high school students can make relatively quick progress on some of the surface features of historical thinking, such as learning to check a text’s date and author. But the deep questioning involved in true historical thinking is much harder to learn.

    Social studies classrooms can also build what researchers call “civic online reasoning.” Fact-checking is complex work. It is not enough to tell young people that they should be wary online, or to trust sites that end in “.org” instead of “.com.” Rather than learning general principles about online media, civic online reasoning teaches students specific skills for evaluating information about politics and social issues.

    Still, learning to think like a historian does not necessarily prepare someone to be a skeptical news consumer. Indeed, a recent study found that professional historians performed worse than professional fact-checkers at identifying online misinformation. The misinformation tasks the historians struggled with focused on issues such as bullying or the minimum wage – areas where they possessed little expertise.

    Powerful knowledge

    That’s where background knowledge comes in – and the good news is that social studies can build it. All literacy relies on what readers already know. For people wading through political information and news, knowledge about history and civics is like a key in the ignition for their analytical skills.

    Readers without much historical knowledge may miss clues that something isn’t right – signs that they need to scrutinize the source more closely. Political misinformation often weaponizes historical falsehoods, such as the debunked and recalled Christian nationalist book claiming that Thomas Jefferson did not believe in a separation of church and state, or claims that the nadir of African American life came during Reconstruction, not slavery. Those claims are extreme, but politicians and policymakers repeat them.

    For someone who knows basic facts about American history, those claims won’t sit right. Background knowledge will trigger their skepticism and kick critical thinking into gear.

    Past, present, future

    For this reason, the best approach to media literacy will come through teaching that fosters concrete skills alongside historical knowledge. In short, the new knowledge crisis points to the importance of the traditional social studies classroom.

    But it’s a tenuous moment for history education. The Bush- and Obama-era emphasis on math and English testing resulted in decreased instructional time in history classes, particularly in elementary and middle schools. In one 2005 study, 27% of schools reported reducing social studies time in favor of subjects on state exams.

    Now, history teachers are feeling heat from politically motivated culture wars over education that target teaching about racism and LGBTQ+ issues and that ban books from libraries and classrooms. Two-thirds of instructors say that they’ve limited classroom discussions about social and political topics.

    Attempts to limit students’ knowledge about the past imperil their chances of being able to think critically about new information. These attacks are not just assaults on the history of the country; they are attempts to control its future.

    News Decoder helps launch digital student journalism tool

    Gathering and assessing the quality of information is one of the most effective ways to develop media literacy, critical thinking and effective communication skills. But without guidance, too many young people fail to question the reliability of visual images and overly rely on the first results they find on Google.

    That’s why News Decoder has been working with the Swedish nonprofit, Voice4You, on a project called ProMS to create a self-guided digital tool that guides students in writing news stories.

    The tool, called Mobile Stories, is now available across Europe. It takes students step-by-step through the journalistic process. Along the way, they gain critical thinking skills and a deeper understanding about the information they find, consume and share.

    It empowers students to develop multimedia stories that incorporate original reporting for school, community or global audiences, with minimal input from educators. It comes with open-access learning resources developed by News Decoder.

    After a decade of success in Sweden, Voice4You partnered with News Decoder to help make the tool available across Europe and the globe. Throughout the ProMS project, new English language content suitable for high schoolers was developed and piloted in 21 schools in Romania, Ireland and Finland. The Mobile Stories platform has demonstrated remarkable potential in building student confidence and media and information literacy by providing a platform and an opportunity to produce quality journalism.

    From story pitch to publication

    Using the new international version of Mobile Stories, students have already published 136 articles on mobilestories.com, with another 700 currently in production. Their topics range from book reviews and reporting from local cultural events to in-depth feature articles on the decline in young people’s mental health and child labor in the fast fashion industry.

    “The tool looks like a blogging platform and on every step along the way of creating an article, students can access learning materials including video tutorials by professional journalists from around the world, articles and worksheets,” said News Decoder’s ProMS Project Manager Sabīne Bērziņa.

    Some of these resources, such as videos and worksheets are open access, available to all.

    Background

    Founded in 1749, Washington and Lee University (W&L) is a private liberal arts college located in Lexington, Virginia. With a 325-acre campus in the Shenandoah Valley, W&L is the ninth-oldest college in the U.S. Originally Augusta Academy, it became Washington College after George Washington’s 1796 gift. It later took on its current name in honor of Robert E. Lee, who served as president following the Civil War. The school became coeducational in 1985 and is consistently ranked among the top liberal arts colleges nationally. The President of Washington and Lee since 2017 is William (Will) Dudley.

    W&L enrolls approximately 1,900 undergraduates and 375 law students. The university boasts an 8:1 student-faculty ratio and an average class size of 15. The university is renowned for its rigorous academics, a single-sanction honor system, and a strong emphasis on ethical leadership and community.

    Curricula

    W&L offers 36 majors and 41 minors across disciplines such as the humanities, sciences, arts, business, journalism, and engineering. It’s the only leading liberal arts college with accredited undergraduate programs in business and journalism. Students can pursue either a B.A. or B.S. degree and are encouraged to pursue interdisciplinary interests. Popular majors include Business Administration, Economics, Political Science, and interdisciplinary areas such as Environmental Studies and Poverty Studies. Signature programs include the Shepherd Program for the Interdisciplinary Study of Poverty and Human Capability, combining classroom learning with community engagement on social justice issues. Over 60% of undergraduates study abroad, and a significant number participate in internships and research, often supported by university grants.

    Strengths

    Weaknesses

    • Exclusivity: W&L has historically attracted a particular student demographic and features a social scene dominated by Greek life, which presents challenges in broadening campus culture. Approximately 75% of undergraduates join fraternities or sororities—one of the highest Greek participation rates in the nation​. This deep-rooted Greek presence contributes to close social bonds and robust alumni networks. Still, it can also create a perception of social exclusivity for Students who do not participate in Greek life.
    • Historical Legacy and Diversity Challenges: W&L grapples with aspects of its historic legacy that pose modern challenges. The institution’s very name honors Robert E. Lee, and debates have occurred over whether to rename the university, given Lee’s ties to the Confederacy and slavery​. In 2020, campus discussions on this issue drew national attention and revealed divisions among stakeholders​. The cultural transition – shedding outdated perceptions and ensuring that students from all backgrounds feel fully welcome – remains an ongoing challenge for Washington and Lee.

    Economic Impact

    W&L is not only an academic institution but also a major economic engine for Lexington and the surrounding Shenandoah Valley. In addition to educating students, W&L significantly boosts the local economy through employment, spending, and partnerships. The university is one of the largest employers in the region, with roughly 870 faculty and staff​. A comprehensive economic impact study in 2010 found that W&L was responsible for over $225 million in economic activity in the region in a single year.

    Enrollment Trends

    As of Fall 2024, Washington and Lee’s total undergraduate enrollment stands at 1,866 undergraduate students, with an additional 355 students in the law school​. Over the past decade, undergraduate enrollment has remained stable.

    The undergraduate acceptance rate has declined from 24% to 14% over the past five years, reflecting increased selectivity. The gender balance has also shifted to slightly favor women (51%). The university maintains a first-year retention rate of 96-98% and six-year graduation rates remain steady between 93% and 95%, reflecting a high level of student satisfaction and institutional support.

    Degrees Awarded by Major

    Return of Investment

    According to the Georgetown University Center on Education and the Workforce’s study, Ranking 4,600 Colleges by ROI (2025), W&L offers a strong return on investment. In this study, ROI is calculated as the difference between a graduate’s cumulative earnings over time and the total out-of-pocket cost of attending college, which refers to the net cost after accounting for grants and scholarships.

    For students earning a bachelor’s degree, W&L’s median ROI significantly exceeds the average for private nonprofit colleges, both in the short and long term.

    Alumni

    W&L boasts a vibrant alumni network that is both tightly knit and far-reaching. There are over 25,000 living W&L alumni worldwide, spread across all 50 states and dozens of countries. Alumni often refer to themselves as “Generals” (after the school’s athletic moniker) and maintain strong ties to the institution long after graduation.

    • Rob Ashford (Class of 1982): A renowned choreographer and director, Ashford is an eight-time Tony Award nominee (winning one), a five-time Olivier Award nominee,  and an Emmy Award winner. 
    • Linda Klein (Class of 1983): American Lawyer and past president of the American Bar Association.

    Endowment and Financial Standing

    W&L’s financial foundation is exceptionally strong for a liberal arts institution of its size. As of 2024, W&L’s endowment is nearly $2.0 billion​, placing it among the top liberal arts college endowments in the nation (and even comparable to some mid-sized research universities).

    In a typical year, endowment earnings contribute roughly 40-50% of the university’s operating budget. The 2023 analysis by Forbes rated W&L a solid “B+” in financial health (score of about 3.34 out of 4.5)​

    Why is Washington & Lee Important?

    Head Start child care providers in Wisconsin and five other Midwestern states were stunned Tuesday to learn that the federal agency’s Chicago regional office was closed and their administrators were placed on leave — throwing new uncertainty into the operation of the 60-year-old child care and early education program.

    “The Regional Office is a critical link to maintaining program services and safety for children and families,” said Jennie Mauer, executive director of the Wisconsin Head Start Association, in a statement distributed to news organizations Tuesday afternoon.

    The surprise shutdown of the federal agency’s Chicago office — and four others across the country — left Head Start program directors uncertain about where to turn, Mauer said.

    “We have received calls throughout the day from panicked Head Start programs worried about impacts to approving their current grants, fiscal issues, and applications to make their programs more responsive to their local communities,” Mauer said.

    The regional offices are part of the Office of Head Start in the Administration for Children and Families at the U.S. Department of Health and Human Services (HHS).

    In an interview, Mauer said there had been no official word to Head Start providers about the Chicago office closing. Some program leaders learned of the closing from private contacts with people in the office.

    “We have not seen official information come out” to local Head Start directors, who operate on the federal grants that fund the program, Mayer said. “It’s just really alarming. For an agency that is about serving families, I don’t understand how this can be.”

    The National Head Start Association issued a press release Tuesday expressing “deep concern” about the regional office closings.

    “In order to avoid disrupting services for children and families, we urge the administration to reconsider these actions until a plan has been created and shared widely,” the association stated.

    Katie Hamm, the deputy assistant secretary for early childhood development at HHS during the Biden administration, posted on LinkedIn shortly before 12 noon Tuesday that she had learned of reduction-in-force (RIF) notices to employees in the Administration for Children and Families earlier in the day.

    RIF notices appear to have gone to all employees of the Office of Head Start and the Office of Child Care in five regional offices, Hamm wrote, in Boston, New York, San Francisco and Seattle in addition to Chicago.

    “Staff are on paid leave effective immediately and no longer have access to their files,” Hamm wrote. “There does not appear to be a transition plan so that Head Start grantees, States, and Tribes are assigned to a new office. For Head Start, it is unclear who will administer grants going forward.”

    Hamm left HHS at the end of the Biden administration in January, according to her LinkedIn profile.

    Mauer said regional office employees “are our key partners and colleagues,” and their departure has left Head Start operators “incredibly saddened and deeply concerned.”

    Regional employees work with providers “to ensure the safety and quality of services and to meet the mission of providing care for the most vulnerable families in the country,” Mauer said.

    The regional offices provide grant oversight, distribute funds, monitor Head Start programs and advise centers on complying with regulations, including for child safety, she said. They also provide training and technical assistance for local Head Start programs.

    “The Regional Office is a critical link to maintaining program services and safety for children and families,” Mauer said. “These cuts will have a direct impact on programs, children, and families.”

    In addition to Wisconsin, the Chicago regional office oversees programs in Ohio, Indiana, Illinois, Michigan and Minnesota.

    Head Start supervises about 284 grants across the six states in programs that  enroll about 115,000 children, according to Mauer. There are 39 Head Start providers in Wisconsin enrolling about 16,000 children and employing about 4,000 staff.

    The federal government created Head Start in the mid-1960s to provide early education for children living in low-income households. Head Start operators report that the vast majority of the families they serve rely on the program to provide child care so they can hold jobs.

    The regional office closings came two months after a sudden halt in Head Start funding. Head Start operators get a federal reimbursement after they incur expenses, and program directors have been accustomed to being able to submit their expenses and receive reimbursement payments through an online portal.

    Over about two weeks in late January and early February, program leaders in Wisconsin and across the country reported that they were unable to log into the system or post their payment requests. The glitches persisted for some programs for several days, but were ultimately resolved by Feb. 10.

    Mauer told the Wisconsin Examiner on Tuesday that so far, there have not been new payment delays. But there has also been no communication with Head Start operators about what happens now with the unexpected regional office closings, she said.

    “No plan for who will provide support has been shared, and the still-existing regional offices are already understaffed,” Mauer said. “I’m very nervous to see what happens. With no transition plan this will be a disaster.”

    In her statement, Mauer said the regional office closing was “another example of the Federal Administration’s continuing assault on Head Start” following the earlier funding freeze and stalled reimbursements.

    She said closing regional offices was undermining the program’s ability to function.

    “We call on Congress to immediately investigate this blatant effort to hamper Head Start’s ability to provide services,” Mauer stated, “and to hold the Administration accountable for their actions.”

    AI is here, and it is here to stay, which means that academia needs to incorporate it so that students learn about AI’s capability and are ready to use it properly. The most complained about issue in writing classes today is that students simply use AI to write their essays for them and, in the process, do not learn anything and use AI improperly. “The Anders 4 Phase AI Method of Writing Instruction,” is able to overcome these issues. This instructional method develops students’ writing skills while teaching AI literacy, which includes critical thinking. Different aspects of this method can also be applied to other courses/assignments. The Anders 4 Phase AI Method of Writing Instruction is a much-needed new way to develop writing in a way that better aligns with the new realities of how many people are already writing with AI.

    Key Components (the four phases):

    1. Foundational Writing Skills Development: instruction and assessment on key aspects of writing such as sentence structure, paragraph structure, transitional sentences, use of personal voice, researching, outlining, thesis statements, and any other needed writing components.     4. Use of AI for Writing with Full Personal Accountability: assessment on specific essay creation done via student submission of essays developed through the use and assistance of AI. Additional in-class exams on key contents and periodic student presentations on created essays (to help ensure student accountability of knowledge integration).

    Report details uneven AI use among teachers, principals

    English/language arts and science teachers were almost twice as likely to say they use AI tools compared to math teachers or elementary teachers of all subjects, according to a February 2025 survey from the RAND Corporation that delves into uneven AI adoption in schools.

    “As AI tools and products for educational purposes become more prevalent, studies should track their use among educators. Researchers could identify the particular needs AI is addressing in schools and–potentially–guide the development of AI products that better meet those needs. In addition, data on educator use of AI could help policymakers and practitioners consider disparities in that use and implications for equitable, high-quality instruction across the United States,” note authors Julia H. KaufmanAshley WooJoshua EaganSabrina Lee, and Emma B. Kassan.

    One-quarter of ELA, math, and science teachers used AI tools for instructional planning or teaching in the 2023–2024 school year. Nearly 60 percent of surveyed principals also reported using AI tools for their work in 2023-2024.

    Among the one-quarter of teachers nationally who reported using AI tools, 64 percent said that they used them for instructional planning only, whether for their ELA, math, or science instruction; only 11 percent said that they introduced them to students but did not do instructional planning with them; and 25 percent said that they did both.

    Although one-quarter of teachers overall reported using AI tools, the report’s authors observed differences in AI use by subject taught and some school characteristics. For instance, close to 40 percent of ELA or science teachers said they use AI, compared to 20 percent of general elementary education or math teachers. Teachers and principals in higher-poverty schools were less likely to report using AI tools relative to those in lower-poverty schools.

    Eighteen percent of principals reported that their schools or districts provided guidance on the use of AI by staff, teachers, or students. Yet, principals in the highest-poverty schools were about half as likely as principals in the lowest-poverty schools to report that guidance was provided (13 percent and 25 percent, respectively).

    Principals cited a lack of professional development for using AI tools or products (72 percent), concerns about data privacy (70 percent) and uncertainty about how AI can be used for their jobs (70 percent) as factors having a major or minor influence on their AI use.

    The report also offers recommendations for education stakeholders:

    1. All districts and schools should craft intentional strategies to support teachers’ AI use in ways that will most improve the quality of instruction and student learning.

    2. AI developers and decision-makers should consider what useful AI applications have the greatest potential to improve teaching and learning and how to make those applications available in high-poverty contexts.

    3. Researchers should work hand-in-hand with AI developers to study use cases and develop a body of evidence on effective AI applications for school leadership, teaching, and learning.
