This isn’t a hyperbally or future concern; this is the reality of today. “Use of AI in Industries and Organizations: 2025” is an original document created by the Sovorel Center for Teaching & Learning and written by Director Brent A. Anders, PhD. Its purpose is to help all of academia see and understand the real need for AI Literacy and specific AI skills for all fields.

    OKLAHOMA CITY – A bill that would ban schools from using corporal punishment on students with disabilities passed the Senate on Tuesday despite concerns it removes local control and could go against parental wishes.

    The state Department of Education has already prohibited the practice, but Senate Bill 364 seeks to codify into state law a ban against deliberately causing pain by using physical discipline on students with federally protected disabilities.

    “I have never, ever, ever met a parent of a disabled child call for the beating of their child to make them better,” said Sen. Dave Rader, R-Tulsa, the author.

    Rader said some of the protected disabilities include deafness, emotional disturbance, intellectual disability, visual impairment or an orthopedic injury.

    It defines corporal punishment as the deliberate infliction of pain by hitting, paddling, spanking, slapping, or any other physical force used as a means of discipline.

    Rader said corporal punishment could not be used by a school even if a parent agreed to it.

    “Perhaps the parent of the child, in most cases, knows best what that child is going to respond to and how the child is going to perform his or her duties in the classroom,” said Sen. Warren Hamilton, R-McCurtain, who voted against the bill.

    A U.S. Supreme Court ruling in 1977 allows corporal punishment usage in schools, but leaves it to states to set their own rules.

    Traditionally, Oklahoma lawmakers have left those decisions to local districts, but the state Department of Education quietly barred the practice on children with disabilities starting in the 2020-21 school year. A 2017 law also prohibits the practice on children with the most “significant cognitive disabilities.”

    During the 2017-18 school year, over 20% of  corporal punishments in Oklahoma schools were administered on disabled children, according to federal statistics.

    Other forms of discipline are available, Rader said. The bill does not prohibit parents from using corporal punishment, Rader said.

    Previous efforts to ban the practice have proven controversial. A similar effort last year cleared the state Senate, but died in the House.

    Sen. Shane Jett, R-Shawnee, said Tuesday that banning the practice in schools amounts to “a top down socialist aligned ideological, unilateral divorce between parents’ ability to collaborate with their local schools to establish a disciplined regimen.”

    He also said it “is a violation of scripture,” and cited Proverbs 22:15 which he said says “folly is bound up in the heart of a child, but the rod of discipline drives it far from him.”

    “There are going to be times when we walk through the valley of the shadow of death, we won’t have to fear evil because your rod and your staff comfort me,” Rader responded.

    Sen. Dusty Deevers, R-Elgin, said there could be negative consequences to removing a partnership between parents and local administrators and forcing the removal of a historically necessary and important disciplinary tool for order.

    “This is not a blanket ban,” Rader said.

    The vote was 31-16.

    The measure moves to the House for possible consideration.

    AI in K-12 instruction: Insights from instructional coaches

    As artificial intelligence (AI) becomes an integral part of modern education, instructional coaches play a pivotal role in guiding teachers on its implementation, bridging the gap between emerging educational technologies and effective classroom practices.

    As trusted mentors and professional development leaders, they guide teachers in implementing AI tools thoughtfully, ensuring that technology enhances student learning while aligning with pedagogical best practices. This article briefly synthesizes responses from instructional coaches regarding their experiences, challenges, and recommendations for integrating AI into K-12 education.  

    Ten instructional coaches, all with advanced degrees, had the following insights into the instructional use of AI in K12 education. They all have more than 10 years of experience in education and work across all three types of school environments: urban, suburban, and rural.

    The coaches reported that AI is used for various instructional purposes. The most-cited applications included providing feedback on student work, creating professional development materials, supporting writing and content generation, creating course content, and enhancing accessibility for students with special needs. Many coaches note that AI tools assisted in grading assignments, offering real-time feedback, and supporting differentiated instruction. AI-powered feedback helps teachers provide more personalized responses without increasing their workload.  Regarding professional development, AI is being used to generate training content for teachers, ensuring they stay updated on educational trends. Coaches are leveraging AI to curate research, synthesize best practices, and develop instructional strategies tailored to their schools.  They encourage teachers and students to utilize AI for brainstorming, outlining essays, and improving writing mechanics.  

    Perceived impact of AI on instruction 

    The vast majority of instructional coaches expressed positive expectations regarding AI’s potential to reduce educator workload, create personalized learning experiences, and improve access for students with disabilities. However, perspectives on AI’s overall impact on education varied. While most believe AI has positively influenced instruction, a few remain cautious about its potential risks.  One coach suggested that allowing students to utilize the tools in a structured setting and teaching them to use AI as a tool is one of the biggest potentials for generative AI in education. About three-fourths of coaches feel that AI will reduce teacher workload by automating repetitive tasks such as grading and data analysis.

    Concerns about AI in education 

    While AI presents numerous benefits, instructional coaches also raised concerns about its potential drawbacks, including ethical dilemmas, student engagement challenges, and equity issues. Despite its advantages, instructional coaches identified several challenges and ethical concerns. They worry some students will use AI tools without critically engaging with the material, leading to passive learning and an overreliance on generative tools. Some had concerns that AI-generated content could reduce the need for creativity and independent thought. Coaches worry that AI makes it easier for students to plagiarize or rely on generated answers without truly understanding concepts which can negatively impact academic integrity. Coaches cite technical challenges as well. Educators face issues with AI tool reliability, compatibility with existing learning management systems (LMS), and steep learning curves. The coaches mentioned that some schools lack the infrastructure to support meaningful widespread AI integration. 

    Several ethical and privacy concerns were mentioned. AI tools collect and store student data, raising concerns about data privacy and security–particularly with younger students who may be less aware or concerned about revealing personally identifiable information (PII). They mention the need for clear guidelines on responsible AI use to prevent bias and misinformation.

    Coaches emphasize the importance of verifying AI-generated materials for accuracy. They suggest teachers be encouraged to cross-check AI-produced responses before using them in instruction. They recommend robust integrating discussions on digital literacy, AI biases, and the ethical implications of generative AI into classroom conversations. Schools need to train educators and students on responsible AI usage. Some schools restrict AI for creative writing, critical thinking exercises, and certain assessments to ensure students develop their own ideas–an idea that coaches recommend. Coaches suggest embedding AI literacy into existing courses, ensuring students understand how AI works, its limitations, and its ethical implications. 

    Equity concerns are a serious issue for instructional coaches. Schools should ensure all students have equal access to AI tools. AI should be leveraged to bridge learning gaps, not widen them. Making sure all students have access to the same suite of tools is essential to create a level playing field for all learners. Instructional coaches generally agree that AI is not just a passing trend, but an integral part of the future of education. There is a concern that generative AI tools will reduce the human interaction of the teaching and learning process. For instance, interpersonal relationships are not developed with AI-based tutoring systems in the same way they can be developed and encouraged with traditional tutoring processes.

    The integration of AI in K-12 education presents both opportunities and challenges. Instructional coaches largely recognize AI’s potential to enhance learning, improve efficiency, academic integrity, and maintain human-centered learning experiences. As AI continues to evolve, educators must be proactive in shaping how it is used, ensuring it serves as a tool for empowerment rather than dependency. Future efforts should focus on professional development for educators, AI literacy training for students, and policies ensuring equitable AI access across diverse school settings.

    Top female district leaders share do’s and don’ts of climbing the professional ladder in 2025

    Professional growth is often at the top of New Year’s Resolution lists. As educators and education leaders plan for the year ahead, we asked some of the nation’s top female school district leaders to give fellow women educators the do’s and don’ts of climbing the professional ladder. Here’s what they said.

    Do: Believe in yourself.

    Though women make up 76 percent of teachers in K-12 school settings, just a small percentage of women hold the most senior role in a district. But the climb to leadership isn’t an easy one; women in educational leadership report a range of biases–from interpersonal slights to structural inequities–that make it difficult to attain and persist in top positions.

    Professional groups like Women Leading Ed are working to change that by highlighting long standing gender gaps and calling for policies and practices to improve conditions at all levels. Female education leaders are also working to rewrite the narrative around what’s possible for women educators and encouraging their peers.

    Among those education leaders is Shanie Keelean, deputy superintendent of Rush-Henrietta Central School District in New York. When asked to share advice to her peers, she said, “You just have to continually push yourself forward and believe in yourself. So very often women, if they don’t check all the boxes, they decide not to go for something. And you don’t have to check all the boxes. Nobody knows everything in every job. You learn things as you go. Passion and energy go a long way in being really committed.”

    Nerlande Anselme, superintendent of Rome City School District in New York, agreed: “We have directors in this field, we have coordinators in this field, we have psychologists who are doing amazing work, but they will dim themselves and figure that they cannot get to the top. Don’t dim your light.”

    Don’t: Keep your career goals a secret.

    When you decide to pursue a leadership position, don’t keep it a secret. While it may feel “taboo” to announce your intentions or desires, it’s actually an important first step to achieving a leadership role, said Kathleen Skeals, superintendent of North Colonie Central School District in New York.

    “Once people know you’re interested, then people start to mentor you and help you grow into the next step in your career,” Skeals said.

    Kyla Johnson-Trammell, superintendent of Oakland Unified School District in California, echoed: “Make your curiosity and your ambition known. You’ll be pleasantly surprised how that will be received by many of the folks that you work for.”

    Do: Find a strong mentor.

    A strong mentor can make all the difference in the climb to the top, leaders agreed.

    “Seek out a leader you respect and ask for a time where you could have a conversation about exploring some possibilities and what the future might bring to you,” said Mary-Anne Sheppard, executive director of leadership development for Norwalk Public Schools in Connecticut.

    It’s especially helpful to connect with someone in a position that you want to be in, said Melanie Kay-Wyatt, superintendent of Alexandria City Public Schools in Virginia. “Find someone who’s in the role you want to be in, who has a similar work ethic and a life that you have, so they can help you,” she said.

    Don’t: Be afraid to ask questions.

    “Start asking a lot of questions,” said Keelean. She suggested shadowing a mentor for a day or asking for their help in creating a career map or plan.

    And don’t be afraid to take risks, added Johnson-Trammell. “Could you get me 15 minutes with the superintendent or the chief academic officer?”

    Do: Build your skill set and network.

    “Increase your impact by developing relational skills and leadership skills,” said Rachel Alex, executive director of leadership development of Aldine Independent School District in Texas.

    And cultivate a network, said Heather Sanchez, chief of schools for Bellevue School District in Washington. “We can’t do it alone. Find that network, cultivate that network.”

    Don’t: Give up.

    “People are always going to tell you no, but that does not stop you,” said Kimberley James. “Continue to live beyond the noise and the distractions and stay focused on what it is that you want to accomplish for our students.”

    “I would say to any woman aspiring to any level of leadership that first of all, never sell yourself short,” said Sanchez. “You have it in you.”

    Nearly 5,000 Detroit high school students have earned at least one $200 incentive for perfect attendance since early January.

    High school students in the Detroit Public Schools Community District can earn $200 gift cards for each two-week period in which they have perfect attendance, from Jan. 6 through March 21.

    There have been two cycles so far for which students have received the gift cards and, in addition to the 4,936 students who had perfect attendance in at least one of two-week periods, 2,028 have had perfect attendance in both cycles, according to data Superintendent Nikolai Vitti shared with Chalkbeat this week.

    The attendance incentive is aimed at improving attendance in the district, where two-thirds of nearly 49,999 students were considered chronically absent during the 2023-24 school year. The incentive is among a number of efforts the district has employed over the years to create an attendance-going culture among students. The district has invested heavily into attendance agents to improve attendance and this school year announced that students with extremely high rates of chronic absenteeism will be held back a grade at the K-8 level and required to repeat classes at the high school level.

    The number of students earning the perfect attendance incentive is a fraction of the nearly 15,000 high school students in the district, leading one school board member to question last week whether the incentive is working. But Vitti said he is encouraged that the program is getting more high school students to class and resulting in a small decrease in the chronic absenteeism rate for high school students. He said the district and board will have to evaluate the program’s success at the end of the school year.

    Chronic absenteeism has been one of the district’s biggest challenges for years. The chronic absenteeism rate has declined, from a high of nearly 80% at the height of the pandemic, when quarantining rules meant many students missed school because of COVID exposure. But last school year’s much lower chronic absenteeism rate of 66% still means it is difficult to have consistency in the classroom and improve academic achievement.

    Students in Michigan are chronically absent when they miss 10%, or 18 days in a 180-day school year. Statewide, 30% of students are considered chronically absent, compared to 23% nationally. A recent education scorecard cited the state’s rate as being a factor in students’ slow academic recovery from the pandemic.

    Here are some of the highlights of the students who’ve received the incentive so far::

    • 3,473 students had perfect attendance during the first cycle.
    • 3,492 students had perfect attendance during the second cycle.
    • About 10% already had perfect attendance.
    • About 4% were considered chronically absent at the time the incentive began.
    • About 16% had missed 10% of the school year at the time the incentive began.
    • About 25% had missed 5-10% of the school year.
    • About 44% had missed 5% or fewer days in the school year.

    At a Detroit school board meeting last week, Vitti said the statistic showing that just 10% of the students who earned the incentive already had perfect attendance is an indication that “this is not just rewarding those that have already been going to school.”

    Board member Monique Bryant questioned what school leaders are doing to promote the incentive to students who haven’t earned it.

    Bryant suggested that data Vitti shared at the meeting showing that chronic absenteeism is down by 5 percentage points for high school students since the incentive began is an illustration that most students aren’t rising to the goal of the incentive.

    Vitti responded that it depends on how you look at the data.

    “Right now, chronic absenteeism at the high school levels improved by five percentage points,” Vitti said. “That means that 700 high school students are not chronically absent where they were last year. I’d also say that at least on the 97th day, our chronic absenteeism at the high school levels is the lowest it’s been since the pandemic.”

    The question for board members to decide at the end of the school year is whether the incentive “is the right investment with other challenges that we have districtwide,” Vitti said. “But I think the data is suggesting it’s working for many students … but not all.”

    Board member Ida Simmons Short urged the district to survey students to learn more about what is preventing them from coming to school.

    The causes of chronic absenteeism are numerous and include physical and mental health reasons, lack of transportation,and lack of affordable housing. Most of them tie back to poverty. Vitti specifically cited transportation, because half of the students in the district don’t attend their neighborhood school and the district doesn’t provide school bus transportation for high school students, who must take city buses to get to school.

    “Sometimes they’re unreliable, they’re late, they’re too far away from where the child lives,” Vitti said.

    Vitti said traditional school bus transportation for high school students “was decimated” under emergency management and it could cost between $50 million and $100 million to bring that level of transportation back.

    Another factor, Vitti said, is that for some students, school isn’t relevant. Middle and high school students, in particular, “struggle to understand, ‘why am I going to school every day? How is this connected to what I’m going to I need to know for life.’”

    Mi’Kah West, a Cass Technical High School student who serves as a student representative on the board, said that when talking to other members of the District Executive Youth Council last week, many said students overall are excited about the incentive.

    One thing that stuck out, she said, was council members saying they heard students in the hallways or on social media saying they were coming to school because they want the money.

    “And, while we don’t want to just say we want to come to school for the money,” West said, “I think it’s important to see that students … may have stayed home because they don’t want to come to school, but they’re willing to come to school now.”

    Philadelphia students could head back to classes before Labor Day for the next two years, according to proposed academic calendars the district released Tuesday.

    The pre-Labor Day start for the 2025-26 and 2026-27 calendars will allow for longer spring and winter recesses as well as additional cultural and religious holidays throughout the year, district officials said this week.

    Superintendent Tony Watlington also confirmed Tuesday that district schools and offices will be closed on Friday for the Philadelphia Eagles celebratory Super Bowl parade.

    “We look forward to celebrating the Eagles’ victory as a community, and we hope that our students, staff and families will do so safely and responsibly,” Watlington said in a statement.

    The question of whether to start before or after Labor Day has rankled families and district leaders in recent years, in part because many Philly schools do not have adequate air conditioning. That has forced some buildings to close or dismiss students early due to excessive heat in the first week back.

    This school year, the first day back landed before Labor Day, and 63 schools without air conditioning dismissed students early, during the first week of classes. However, school started after Labor Day in 2023-24, and heat closures still impacted students’ learning time that first week.

    Watlington said at his state of the schools address this year that over the past three school years, the number of schools without air conditioning has shrunk from 118 to 57 thanks in part to a donation from Eagles quarterback Jalen Hurts.

    Shakeera Warthen-Canty, assistant superintendent of school operations and management at the district, said their academic calendar recommendations this year are built off of a survey and several in-person feedback sessions.

    The majority of parents and caregivers who responded preferred a post-Labor Day start, the survey found. But students, teachers, school staff, and community members reported they overwhelmingly preferred starting the school year before Labor Day.

    Some 16,400 parents, students, school staff, principals, and community members responded to the survey the district sent out last September, Warthen-Canty said.

    Respondents also said they wanted more frequent breaks for longer durations to accommodate family vacations, as well as time to rest, support mental health, and prevent staff burnout.

    State law says districts must have a minimum of 180 student days, or a minimum of 900 instructional hours for elementary school students and 990 hours for middle and high school students. The district’s collective bargaining agreement with the teachers union also requires 188 teacher work days, as well as a minimum of 28 professional development hours.

    The district officials’ calendar recommendations will go to the school board for a vote before they are enacted.

    If approved, winter recess would be seven days in 2025-26 and eight days in 2026-27, while spring break would be five days both years.

    In addition to the five state and national holidays (Memorial Day, Independence Day, Christmas, Thanksgiving, and New Year’s Day), Philadelphia school district school holidays in 2025-26 and 2026-27 would include:

    • Labor Day
    • Rosh Hashanah
    • Yom Kippur
    • Indigenous Peoples Day
    • Veterans Day
    • Martin Luther King Jr. Day
    • Presidents Day
    • Lunar New Year
    • Eid al-Fitr
    • Good Friday
    • Eid al-Adha
    • Juneteenth

    This school year, both Indigenous Peoples Day and Veterans Day were school days.

    As for how the new calendar may interact with Philadelphia Mayor Cherelle Parker’s commitment to “extended-day, extended-year” school: Deputy Superintendent Jermaine Dawson said this week the district has ensured any expansion of that program will work “alongside our calendar of school days.”

    More than half of science teachers believe the most important value of science education is how it contributes to students’ curiosity, critical thinking, and creativity, according to a new report from LEGO Education. But are today’s students truly engaging with science education?

    LEGO Education’s State of Classroom Engagement Report: Science Edition surveyed more than 6,000 global teachers, parents, students, and U.S. administrators to gather data that can offer insight to support educators as they strive to engage their students in science learning.

    Science learning builds life skills students will use even if they do not pursue the science in college or as a career. It also increases student engagement and well-being, but here’s the catch: Students have to feel connected to the material in order to build these skills.

    Just over half of global science teachers say their students are engaged in science, which points to a critical need to boost engagement in the subject, according to the report. Interestingly, students say they are more engaged in science than they are in school overall. Only one-third of teachers worldwide indicate that their students are engaged in the classroom. Schools could leverage students’ interest in science to build schoolwide engagement–a key factor tied to student well-being.

    When students aren’t engaged in science, what’s behind that lack of engagement? Often, they’re intimidated before they even learn the material, and they assume the topics are too challenging. Students lose confidence before they even try. Of students who say science is their least-favorite topic, 45 percent say science is too hard and 37 percent say they are bad at science. What’s more, 77 percent of global teachers say they believe students struggle because of complex concepts and curricula, and they’re searching for for impactful resources that support every student’s success.

    “If students think they’re not good at the subject or avoid it, we risk losing an entire generation of innovators and problem solvers,” said Victor Saeijs, president of LEGO Education, in the report.

    How can educators reach students who struggle to engage with science? Hands-on science learning is the key to piquing student curiosity, prompting them to engage with learning material and build confidence as they explore science concepts. Sixty-two percent of science teachers say hands-on activities drive student engagement in science. Seventy-five percent of science teachers who do incorporate hands-on activities believe this approach leads to higher test scores and grades.

    More students need access to hands-on science learning. Only 55 percent of students say they regularly get hands-on experiences–these experiences usually require extra time and resources to plan and execute. Eighty-two percent of science teachers say they need more ways to teach science with play and hands-on methods.

    Having access to hands-on science learning experiences increases students’ confidence, giving them the boost they often need to tackle increasingly tough-to-learn concepts:

    • 73 percent of students with access to hands-on learning opportunities report feeling confident in science
    • Just 52 percent of students who do not have access to hands-on learning report feeling confident in science

    Hands-on experiences in science drive:

    • Learning outcomes: 71 percent of science teachers who incorporate hands-on, playful learning believe the methodology supports higher test scores and grades
    • Engagement for all learners: 84 percent of U.S. teachers and 87 percent of administrators think that hands-on experiences help all types of learners engage with science concepts
    • Love of science: 63 percent of students who love science credit their passion to regular hands-on experiences
    • Confidence: 79 percent of students who have hands-on science experiences are confident in the subject

    Administrators and science teachers are short on time and need hands-on tools and resources to quickly engage students in learning:

    • 59 percent of U.S. administrators and 54 percent of science teachers say they need more tools to engage students in science
    • Nearly one-third of U.S. students do not get hands-on science experiences.

    Before starting at his Harlem high school, Jeurry always assumed he was progressing appropriately in school, despite having significant learning challenges.

    As he grew increasingly overwhelmed, it became clear that the small classes exclusively for students with disabilities that he had been in since kindergarten had not adequately prepared him for high school.

    Still, Jeurry managed to pass nearly all his classes. His final meeting with his Committee on Special Education — which consisted of Jeurry’s mom and several faculty members — took place in December 2016. By then, the senior had earned 45 credits — 44 were required to graduate — and a C+ average, records show.

    But Jeurry was devastated to learn that he would not earn a diploma.

    The reason was based on a decision the committee made when Jeurry was in sixth grade and, according to records, never revisited while he was in high school. At that time, the educators concluded that Jeurry could not learn grade-level curriculum. They decided he would be “alternately assessed,” or evaluated based on lower achievement standards. New York State students who take alternate assessments through high school cannot earn a diploma, a prerequisite for military service, many jobs, and most degree- or certificate-granting college and trade school programs.

    Heartbroken, he begged the faculty to find a solution during the 2016 meeting. “They didn’t even care,” Jeurry said. “They just wanted me to ‘graduate’ and get out.”

    Jeurry, who is now 26 and was diagnosed with a mild intellectual disability after graduating high school, requested that his last name be withheld over concerns about the stigma surrounding intellectual disabilities.

    Special education advocates say the systemic failures that led to Jeurry’s situation eight years ago continue to jeopardize the futures of similar students. Last school year, 6,116 New York City students took the New York State Alternate Assessment, according to state data. Federal law requires that states offer such assessments for students with disabilities who are incapable of taking state tests. Importantly, it also states that only “students with the most significant cognitive disabilities” can take the alternate assessment, and that schools must fully inform parents of the potential ramifications. (State education departments are responsible for ensuring compliance with these mandates.)

    Too often, however, those standards are neither maintained nor enforced, special education advocates, teachers, and families told Chalkbeat. Instead, factors like under-resourcing, nebulous procedures, and a failure to equip parents to make fully informed decisions have led schools to place some students without significant cognitive disabilities on a non-grade-level, non-diploma track. Students who take alternate assessments are typically placed in non-inclusive, low-rigor settings, which can deprive them of academic and socialization opportunities.

    At the December 2016 meeting, the members of Jeurry’s special education committee said their hands were tied. According to documentation from the meeting, Jeurry’s mother said “she was not made aware of the long-term effects of alternate assessment when it was first initiated or during any supplemental [meetings].”

    “They would always tell my mom, ‘His diploma is going to be real,’” Jeurry said. “She kept believing them.”

    Throughout his time as a K-12 student in Harlem, Jeurry received inadequate academic support and struggled to advance past a first- or second-grade reading level.

    In response to requests to interview state special education leadership, a New York State Education Department spokesperson said in an email: “NYSED is committed to working with schools and parents to determine the appropriate participation of students with disabilities in [the alternate assessment] and to fully understand the impact it has on these students.”

    Since New York’s alternate assessment is used to meet federal special education law requirements, the spokesperson said, “there are very strict criteria for its development, administration, and applicability to students.”

    Christina Foti, the city Education Department’s deputy chancellor for inclusive and accessible learning, acknowledged that there is room for more robust safeguards, and she said the Education Department recently recommended that the state consider several alternate assessment-related policy changes. They include clarifying definitions and participation criteria, requiring the use of a decision-making flowchart and checklist, and mandating that special education committees “conduct a complete and up-to-date battery of psychoeducational assessments” before making assessment decisions.

    The Education Department is also pursuing local-level reforms, but officials are still in the early stages of developing a “definitive language and shift in practice [and] policy,” Foti said.

    Inequitable outcomes for students on non-diploma track

    In New York, special education committees determine annually how students will be assessed, usually starting around third grade. Although the state has established participation criteria for the alternate assessment, deciding whether students meet those criteria can be a relatively subjective process.

    Data obtained through a public records request show that students placed on the non-diploma track are disproportionately Black or English language learners. Last school year, 29% of New York City students who took the alternate assessment were Black, while Black children represented only 20% of all students and 26% of those with disabilities. More than 29% of students who were alternatively assessed were English learners, while such students accounted for just 19% of the school system’s overall population and 14% of students with disabilities.

    There have been some signs of progress toward ensuring that only students with the most significant cognitive disabilities are placed on the non-diploma track. Participation is declining in New York City and statewide, and racial disproportionalities among alternatively assessed students decreased between the 2022-23 and 2023-24 school years, according to the data.

    The New York City Education Department has worked to minimize subjectivity in assessment decisions “over the past five or six years,” said Arwina Vallejo, the department’s executive director of school-based evaluations and family engagement.

    To more holistically determine students’ aptitude for grade-level learning and test participation, schools now administer “specialized assessments in reading, in writing, in math, in executive functions, in neurological abilities,” Vallejo said.

    The Education Department also trains school psychologists in “culturally responsive, non-discriminatory assessment practices” to mitigate the impact of bias, she said.

    But special education advocates and families say more must be done. School officials sometimes change the graduation track of children with mild intellectual disabilities or disruptive behaviors when they don’t have the will or means to try other options, said Juliet Eisenstein, a special education attorney and former assistant director of the Postsecondary Readiness Project at Advocates for Children of New York.

    “It’s just a box that’s checked and not really talked about, because it’s an easier solution than figuring out a program that fits this more complex student profile,” she said.

    Resources that could help such students — like one-on-one tutors or specialized placements — are often limited or nonexistent. This is especially true in New York City, where around 300,000 students qualify for special education services, and government audits have found that the Education Department regularly fails to meet its obligations to them. An estimated 2,300 special-education staff vacancies exist citywide.

    Trevlon, 18, has been both alternatively and regularly assessed. He has a history of behavioral problems, an attention deficit hyperactivity disorder diagnosis, and an intellectual disability classification from the Education Department. Trevlon struggled to keep up academically in elementary school and attended a middle school in District 75, a citywide district that caters to students with significant disabilities. There, he received intensive academic and behavioral support and made major strides, but he was not on a diploma track.

    Trevlon, who requested that his last name be withheld because a complaint he filed against the Education Department has yet to be resolved, said he was unhappy in the highly restrictive environment. He committed himself to proving that he could be successful at a community high school. By the time Trevlon graduated middle school as valedictorian of his eighth grade class, his special education committee had agreed that he could transition back to the diploma track and into a community school.

    However, Trevlon was placed in a school that did not offer the learning environment the Education Department had determined most appropriate for him: a self-contained special education classroom for 15 students. Instead, he attended large classes that integrated students with disabilities and their general education peers. He said he struggled to focus and keep up. As he fell behind academically, he became increasingly frustrated and started acting out.

    After his tumultuous freshman year, Trevlon was moved back onto a non-diploma track in a District 75 school, where he felt out of place and insufficiently challenged. He begged for a different placement that might offer a path back to community school — or a diploma, at least — but nothing changed, he said.

    Knowing he would never have a “real” high school experience, Trevlon grew disillusioned, started attending school infrequently, and finally dropped out last year.

    “It’s not just, ‘Oh, I stopped going to school because I don’t like school,’” Trevlon said. “I feel like the system gave up on me to a certain extent, as a Black male. … All I ever really wanted to do was to work and sit down and be like everybody else.”

    Parents often unaware of children’s placement on non-diploma track

    t the long-term ramifications of the alternate track. However, special education advocates said they regularly work with parents who had no idea their children were on a non-diploma path — often until it was too late.

    “Many parents do not even know to ask questions about alternate assessment, because they’re never informed,” said Young Seh Bae, executive director of the Queens-based Community Inclusion and Development Alliance and a parent of a student with disabilities. It’s only when graduation approaches that many parents say, “‘Oh, I didn’t realize my child wouldn’t receive a high school diploma … The school didn’t explain my child never will be able to go to college or get a license for certain things.’”

    In New York, diploma-track students must pass a certain number of Regents exams, making it one of eight states that require high school seniors to pass standardized tests to earn a diploma. (New York State is planning to phase out Regents as a graduation requirement in fall 2027.)

    Because Jeurry was on a non-diploma track and never took his Regents, he could only earn a Skills and Achievement Commencement Credential, which cannot be used to apply for college, trade school, the military, or many jobs.

    Jeurry was reading and doing math on a first-grade level by the start of middle school and on second- to third-grade levels by the end of high school, records show. Over the years, the Education Department classified him with several different kinds of disabilities, including a learning disability at one point and an intellectual disability at another. While he was a student, he was not evaluated by an outside provider, which some families pay for if they think their children have been improperly classified by district professionals. Faculty members repeatedly told Jeurry’s mother he was incapable of progressing academically, his academic records show, and they eventually used his lack of progress to justify placing him on the non-diploma track.

    From kindergarten through eighth grade, he remained in self-contained classes, receiving only speech language therapy as a supplementary service. In high school, Jeurry moved from a self-contained setting into integrated classrooms, which benefited him socially but only further highlighted how far his academics lagged behind his peers.

    At no point did Jeurry’s special education committee suggest additional services or more intensive support, records show. Federal law mandates more intensive intervention if a special education student is not making progress toward his goals.

    Kim Swanson, the principal of Jeurry’s high school who overlapped with him during his last year there, declined to comment on Jeurry’s situation. She said her school “always follows state guidance.”

    The school’s special education committees have always informed parents of the ramifications of alternate assessment, but the school has implemented additional safeguards during Swanson’s 11-year tenure as principal, she said. These include sending home a form letter that was developed by the state with input from the city Education Department (a requirement of all New York schools since 2019), and ensuring that faculty members discuss students’ progress toward their goals before special education committee meetings.

    Vallejo, who oversees school-based evaluations, said the Education Department worked with the state to develop the form letter because “there was a point where little information was available to students and families regarding alternate assessment and the impact of that designation.” Education Department faculty are committed to fully involving students’ parents in assessment decisions and revisiting them annually, Vallejo said.

    Special education advocates have lobbied the state for specific alternate assessment reforms for years, with little success — including a 2022 push for policy changes that could have helped demystify the assessment decision-making process.

    In August 2024, for the first time in at least five years, the state proposed policy tweaks of its own, including seeking feedback from special education advocates and families on how to clarify the existing eligibility criteria for alternate assessment and update existing decision-making tools and training materials.

    In the future, Jeurry hopes to earn a four-year degree and go into marketing before someday opening his own restaurant.

    After legal battle, NYC pays for more than 1,300 hours of services

    Knowing that he wouldn’t receive a diploma, Jeurry skipped his June 2017 graduation.

    He then languished in a city-funded GED program for more than a year. In fall 2018, on the recommendation of a teacher, Jeurry contacted Advocates for Children. Within months, a pro-bono legal team arranged by the organization filed an action against the city school system, accusing it of denying Jeurry a free, appropriate public education as required by law.

    While the legal process unfolded, Jeurry’s advocates helped him apply for his diploma through a “superintendent determination,” a safety net for students with disabilities who are unable to earn the Regents scores needed for graduation but meet all other requirements. In June 2019, he received his high school diploma.

    As part of the 10-month legal process, a neuropsychologist evaluated Jeurry and diagnosed him with a mild intellectual disability, concluding that he could have benefited from more rigorous support, such as one-on-one literacy tutoring.

    The city ultimately agreed to compensate Jeurry for what he missed during his 14 years of school by paying for 1,308 hours of academic tutoring, life skills training, and transition services. For more than a year, he attended all-day tutoring sessions that started with phonics and built upward.

    “At first, I was like, ‘It’s not helping,’” Jeurry said. But then, little by little, I started noticing my reading level going up … and I was like, ‘Oh, it is working!’”

    Although it has required him to work through significant education-related trauma, Jeurry now attends community college online while working full time. He’s considering transferring to a four-year institution after he earns his associate degree in business administration.

    “I didn’t want to go back, but I had to do it, you know?” Jeurry said. “I needed to get a better education.”

    Oklahoma Bills Would Restrict Student Cellphone Use, Social Media, Sex Ed – The 74

    OKLAHOMA CITY — Oklahoma lawmakers filed hundreds of bills affecting education for the next legislative session.

    Oklahoma Voice collected some of the top trends and topics that emerged in legislation related to students, teachers and schools. The state Legislature will begin considering bills once its 2025 session begins Feb. 3.

    Bills would restrict minors’ use of cellphones and social media

    As expected, lawmakers filed multiple bills to limit student cellphone use in public schools, an issue that leaders in both chambers of the Legislature have said is a top priority this year.

    The House and Senate each have a bill that would prohibit students from using cellphones during the entire school day. Some Oklahoma schools already made this a requirement while others allow cellphone access in between classes.

    After encouraging all districts to establish cellphone restrictions, Gov. Kevin Stitt visited multiple schools in November that have done so.

    Senate Bill 139 from Education Committee vice chair Sen. Ally Seifried, R-Claremore, would require all districts to ban students from accessing their cellphones from the morning bell until dismissal, and it would create a $2 million grant program to help schools enact phone-free policies.

    Legislation from a House leader on education funding, Rep. Chad Caldwell, R-Enid, would prohibit student cellphone use while on school premises.

    Multiple bills target children’s social media use. Sen. Kristen Thompson, R-Edmond, aims to ban social media accounts for anyone under 16 with SB 838 and, with SB 839, to deem social media addictive and dangerous for youth mental health. 

    A bill from Seifried would outlaw social media companies from collecting data from and personalizing content for a minor’s account, which a child wouldn’t be allowed to have without parent consent

    SB 371 from Sen. Micheal Bergstron, R-Adair, would require districts to prohibit the use of social media on school computers or on school-issued devices while on campus. SB 932 from Sen. Darcy Jech, R-Kingfisher, would allow minors or their parents to sue a social media company over an “adverse mental health outcome arising, in whole or in part, from the minor’s excessive use of the social media platform’s algorithmically curated service.”

    School chaplain bill reemerges

    Multiple lawmakers have refiled a bill seeking to enable religious chaplains to counsel students in public schools. A version of the controversial bill passed the House last year but failed in the Senate.

    Its original author, Rep. Kevin West, R-Moore, refiled it as House Bill 1232. Sen. Shane Jett, R-Shawnee, and Sen. Dana Prieto, R-Tulsa, filed similar school chaplain bills with SB 486 and SB 590.

    More restrictions suggested for sex education, gender expression

    Another unsuccessful bill returning this year is legislation that would have families opt into sex education for their children instead of opting out, which is the state’s current policy.

    Students wouldn’t be allowed to take any sex education course or hear a related presentation without written permission from their parents under SB 759 from Prieto, HB 1964 from Danny Williams, R-Seminole, and HB 1998 from Rep. Tim Turner, R-Kinta.

    Sen. Dusty Deevers, R-Elgin, would have any reference to sex education and mental health removed from health education in schools with SB 702.

    Prieto’s bill also would exclude any instruction about sexual orientation or gender identity from sex education courses. It would require school employees to notify a child’s parents before referring to the student by a different name or pronouns.

    Other bills similarly would limit students’ ability to be called by a different name or set of pronouns at school if it doesn’t correspond to their biological sex.

    Deevers’ Free to Speak Act would bar teachers from calling students by pronouns other than what aligns with their biological sex or by any name other than their legal name without parent consent. Educators and fellow students could not be punished for calling a child by their legal name and biological pronouns.

    Rep. Gabe Woolley, R-Broken Arrow, filed a similar bill.

    No public school could compel an employee or volunteer to refer to a student by a name or pronoun other than what corresponds with their sex at birth under SB 847 from Sen. David Bullard, R-Durant, nor could any printed or multimedia materials in a school refer to a student by another gender.

    Corporal punishment in schools

    Once again, Oklahoma lawmakers will consider whether to outlaw corporal punishment of students with disabilities. State law currently prohibits using physical pain as discipline on children with only the most significant cognitive disabilities.

    In 2020, the state Department of Education used its administrative rules to ban corporal punishment on any student with a disability, but similar bills have failed to pass the state Legislature, drawing frustration from child advocates.

    Sen. Dave Rader, R-Tulsa, was an author of last year’s bill to prohibit corporal punishment of students with any type of disability. He filed the bill again for consideration this session.

    HB 2244 from Rep. John Waldron, D-Tulsa, would require schools to report to the Oklahoma State Department of Education the number of times they administer corporal punishment along with the age, race, gender and disability status of the students receiving it. The state Department of Education would then have to compile the information in a report to the Oklahoma Commission on Children and Youth.
