    U.S. campuses are no longer safe spaces

    Leslie Ortega is pursuing her second bachelor’s degree in botany at a university in California. She earned her first degree in business administration back in December 2016. That was before U.S. President Donald Trump took office. The experience was much different then. 

    “Obama was president when I was in college from 2012-2016 and I remember how happy everyone was around me,” Ortega said. “There was an oblivious feel to it where we felt safe. Now being in school I notice that there is definitely more fear in classrooms.”

    With Trump in office for a second term, Ortega said she sees a major shift. It is no longer easy to be blind to the realities of how so many lives are changing. 

    “Existing in a world where your neighbor or your favorite food vendor can be snatched off the street on the basis of their skin color and occupation is impossible to hide from,” she said. “This has always been happening even during Obama but we had rose colored glasses when he was in office.”

    As someone who recently graduated two months ago with a bachelor of arts focused in ethnic studies, I have to agree with Ortega. I cannot ignore the current political state of the country, especially as students and universities remain potential targets of U.S. Immigration and Customs Enforcement (ICE) raids. 

    An attack on diverse perspectives

    On top of that, conservatives are actively taking actions that threaten diversity, equity and Inclusion measures and certain subjects like critical race theory. My major, rooted in critical race theory, is deemed controversial by some because it teaches students to critically analyze information and question authority in a sense. Ethnic Studies courses are typically taught to engage people to uncover history from non-white perspectives, unveiling a legacy of imperialism and racism. 

    Actions that make it difficult to teach or learn these concepts are being enacted by people in power who seem to lack consideration for how marginalized communities will be affected. 

    At the California university I attended, two emails from the administration addressed the topic of immigration this past semester. The first was a letter from the interim president back in February 2025 which outlined guidance for university employees and students on how to interact with ICE officers if they ever showed up on campus. 

    It stated that since a large portion of the campus is open to the general public, it is therefore open to federal officers.

    However, ICE agents could not enter areas not open to the public such as residence halls, confidential meeting rooms, employee offices or classrooms while the university was in session. This email also outlined resources students and staff could turn to such as the Coalition for Humane Immigrant Rights and a new center for “Dreamers” – undocumented people who had been brought into the United States as children. It also explained how to create an immigration preparedness plan. 

    A second email was sent out two months later, with quick guide cards and a link to an immigration resources page on the university website.

    Will campus be an unsafe haven?

    It is currently summer. How the university will actually respond if ICE were to show up on campus is really up in the air. It is one thing to voice concern and another to actually intervene in the face of injustice to protect targeted individuals. 

    While I will not return to campus this fall, I have no doubt that it will be students and staff of color who will ultimately serve as the first line of defense. Given how the university has responded in the past to student activist efforts, I would not be surprised if the campus administration did little should ICE arrive. 

    Across the country, university students have watched the detainment of student activists by ICE agents. Merely advocating against Israel’s ongoing genocide of the Palestinian people in Gaza, has been deemed a crime worthy of detention and deportation.

    These detainees included Mohsen Mahdawi and Mahmoud Khalil from Columbia University and Rumeysa Ozturk from Tufts University. Khalil spent more than three months in detention before his release on 20 June. 

    The arrests of students simply for speaking out angers students like Ortega. 

    “It is infuriating to hear about student’s visas being revoked for their stance on supporting Palestine during a presidency that criminalizes opposition to the status quo,” Ortega said. “[This is] referring to anyone that critiques American ideology, the military complex or simply the American flag.”

    Arrests in the City of Angels

    Los Angeles has seen a surge of undocumented immigrants being arrested. According to the Los Angeles Times, nearly 2,800 people have been picked up by masked ICE agents on the streets, at job sites, Home Depot parking lots and even outside immigration court hearings since 6 June 2025.

    Across the country these numbers could rise. In July, the U.S. Congress passed a national budget called the “Big Beautiful Bill” which will greatly increase the number of ICE agents and detention centers. 

    I view this bill as a way to cement discrimination against immigrants into the U.S. legal framework. We are already seeing the rapid construction and opening of detention centers such as Alligator Alcatraz in Florida – a tent city that can hold up to 3,000 people 

    According to public and internal data from the U.S. Customs and Border Protection agency, as collected by NBC News, more than 56,000 people were being held in ICE detention centers as of 1 Aug. 2025.

    All this has created a state of fear. I spoke to someone who lives in California and currently holds a student visa holder. I’m not identifying the person because of fear that doing so will make them a target. The student recently earned a master’s degree in education and is currently in the admission process to a teaching credential program. 

    “There’s a culture here [in the U.S.] that when they hear that you don’t have a social security number, they stop helping you as if you were a pariah,” the person said. “I couldn’t work on campus, I lost a lot of opportunities because I didn’t have a social security number. Sometimes I could get stipends or fellowships but it was because of people who understand immigrants.”

    Silencing of student activism

    They now have a work visa and hope to get permanent residency, but given all the threats the current presidential administration has made to student visa holders, they wonder about their prospects. 

    “The silencing of the student activists is sending a message to everyone that if you dissent, if you protest, if you do not agree with what’s going on right now, then there will be consequences,” they said. 

    They said they used to be politically active, but no longer feel safe to do so here, or at least to the same degree. 

    “There’s an executive order that says that the first thing they’re going to look at about you is your social media, so you cannot even post about what you think, what you defend,” they said. “You cannot talk about the ongoing genocide anymore, because then, all the money that you have invested in changing your migratory status will be thrown to the trash. You give all your money, that’s dispossession without violence, you make this enormous sacrifice and then you don’t want to lose it, right, so you are forced, you are silenced.”

    I am choosing to censor the person’s name for the sake of their own safety and wellbeing, I can’t help but wonder if doing so represents yet another way immigrants are silenced. 

    Fighting desensitization

    All of this is to say that being a person of color and a student during this presidential administration has been exceptionally difficult. That’s particularly true for someone like Ortega, who attends school in a predominantly White area.

    “It is emotionally and mentally draining to be focusing on your safety existing on a campus that doesn’t support you if you choose to wear a keffiyeh or a patch in opposition of a felon as a president,” Ortega said. 

    I recognize that as a person of color, I might not have the same advantages as someone who is White. As an American citizen though, I have some sense of protection in speaking up. But it is my Mexican and Guatemalan heritage that fuels my fight. 

    My existence is a result of immigration; I would not be where I am today if it were not for my family members who chose to come to the United States.

    While it can be easy to become desensitized, especially with a new devastating headline every day, I urge others to hold onto some sense of hope by leaning into community resistance. Only by letting go of the belief that “this doesn’t personally affect me, so I don’t care” can we truly begin to dismantle systems of power.

    Only seven months have passed since Trump returned to the presidential office. As he continues to carry out his seemingly racist agenda that targets anyone who is low-income, disabled, queer or non-White, university campuses that are supposed to be havens for learning and connecting with new ideas, are now filled with fear and suspense.

    Integrating AI into education is not as daunting as it seems

    Key points:

    Forty-some years ago, students sat in straight rows with books, papers, and pencils neatly lined up on their desks. But beginning in the 1990s, educators faced very different classrooms as computers found their way into schools.

    For most teachers, it felt daunting to figure out how to integrate new tools into curriculum requirements–and how to find the time to make it happen. To help this digital transformation then, I joined the South Dakota Department of Education to lead summer immersion teacher training on technology integration, traveling the state to help schools understand how to use new tools like video systems. I was one of many who helped educators overcome that initial learning curve–and now tools like computers are an integral part of the education system.

    Let’s face it: The advent of new technologies can be overwhelming. Adjusting to them takes time. Now, with the coming of age of AI, teachers, administrators, students, and parents have endless questions and ideas on how it might positively or negatively influence education. I’ve seen it in my current role, in which I continue to empower educators and states to use modern technology to support student learning. And while concerns about AI are valid, there are many positive potential outcomes. For educators in particular, AI can be a huge value-add, automating certain administrative tasks, helping understand and predict student success and struggles, and even helping tailor instruction for individual students.

    The upside is huge. As schools embark on their AI journeys, it’s important to remember that we’ve been here before–from the introduction of the internet in classrooms to the abrupt shift to e-learning at the outset of COVID-19. Superintendents, boards of education, and other education leaders can draw on important lessons from prior technological transformations to fully take advantage of this one.

    Here are some rules of the road for navigating the integration of disruptive technologies:

    1. Choose the right tools. The AI tool(s) you choose can have varying results. School districts should prioritize proven technologies with a track record in education. For students, this includes adaptive learning platforms or virtual tutors. Some of the best tools are those that are specifically designed by and for educators to expedite administrative tasks such as grading and lesson planning. Even more valuable is the ability to support education-specific issues such as identifying struggling students with early warning systems and using AI to provide projections for student futures.

      2. Training is everything. With proper training, AI can be less intimidating. We don’t expect students to understand a new concept by reading a few paragraphs in a textbook, and we shouldn’t expect teachers to figure out how to best use AI on their own. President Trump’s recent executive order prioritizes the use of AI in discretionary grant programs for teacher training, which is an important step in the right direction.

      3. Engage parents. Moms and dads may be concerned if they hear–without a deeper explanation–that a school board is rolling out an AI tool to help with teaching or administrative tasks in their children’s education. Keep an open line of communication with the guardians of students about how and why AI is being used. Point parents to resources to help them improve their own AI literacy. To a reasonable degree, invite feedback. This two-way communication helps build trust, allay fears and clarify any misconceptions, to the benefit of everyone involved, including, most importantly, the students.

      4. Humans must be involved. The stakes are high. AI is not perfect. Administrators must ensure they and the educators using AI tools are double checking the work. In the parlance of responsible AI, this is known as having a “human in the loop,” and it’s especially important when the outcomes involve children’s futures. This important backstop instills confidence in the parents, students and educators.

      5. Regularly evaluate if the tools are living up to expectations. The point of integrating AI into teachers’ and administrators’ workstreams is to lighten their load so they can spend more time and energy on students. Over time, AI models can decay and bias can be introduced, reducing the effectiveness of AI outputs. So, regular monitoring and evaluating is important. Educators and administrators should regularly check in to determine if the integration of AI is supporting their goals.

      6. The learning curve may create more work at first–but the payoff is exponential. Early adoption is important. I worked with school districts that pushed off integrating digital technologies–ultimately, it put the educators behind their peers. AI can make a difference in educators’ lives by freeing them up from administrative burdens to focus on what really matters–the students.

      This is the start of a journey–one that I believe is truly exciting! It’s not the first nor the last time educators adopt new technologies. Don’t let AI overwhelm or distract you from tried-and-true integration techniques. Yes, the technology is different–but educators are always adapting, and it will be the same with AI, to the benefit of educators and students.

    A decade waking teens up to the world around them.

    Back in 2019, students at La Jolla Country Day School in California interviewed a citizen of Beirut who had spent years imprisoned in the Guantanamo Bay Detention Center in Cuba, through a live zoom webinar arranged by News Decoder. 

    In 2022, News Decoder brought war correspondent Bernd Debusmann into a classroom, through a live feed to the Tatnall School in the U.S. state of Delaware where students were able to ask him what it was like getting shot in the back while covering Beirut. 

    My memory of high school is the challenge I had keeping my eyes open and my head vertical. I can describe falling in love with a metallic blue Mercedes in the parking lot below the window in my trigonometry class but I can’t tell you what a cotangent is. 

    The students in math and history and language classes today will inherit not just the world we live in but the power to shape it. And the years they spend in school are supposed to prepare them for that awesome responsibility. 

    But can we keep them awake and aware after they’ve stayed up half the night binging Apple TV or playing PUBG, fueled by orange Fanta and Hot Cheetos?

    Feeding curiosity

    It is News Decoder’s deep belief that most students are curious and want to learn but that they need to connect to the material they are supposed to study.

    For 10 years we’ve helped teachers and schools engage teens through experiential learning and by connecting them with people who have been eyewitnesses to world events. At News Decoder, we bring the world into the classroom and take students out into the world around them. 

    We do this through storytelling. We don’t tell them stories, we have them tell stories to us and the world and interview people who have stories to tell. We show them the power of telling other people’s stories through journalism and in the process exploring other people’s perspectives and learning about their experiences. 

    Two ways we do this is through cross border webinars and through our signature Pitch, Report, Draft and Revise process that we call PRDR. In cross border webinars we put students from different countries and across different time zones together in live video sessions to share problems in their communities and compare the conclusions they reached after researching the same important topic. 

    This past year we did that through our monthly “Decoder Dialogues.” Students from countries including Colombia, India, Belgium, France, Rwanda and the United States shared their research and views about topics as important as the role of the press in journalism, what good and bad leadership looks like, and where responsibility for climate change lies. 

    Through the PRDR process, we encourage students to identify a problem in their community, research it, and find and interview an expert — someone who had directly experienced the problem, or someone working to solve it and then see whether and how that same problem exists in other countries and how people in those countries tackle it. 

    Building human connections across borders

    Ultimately, we guide them through the process of turning their findings into engaging stories — articles or podcasts or videos and publishing those stories to the world. 

    In a world where so many of us spend so much time looking at screens, we want students to realize that knowledge can begin online, but the most powerful information comes from finding and interviewing people who are knowledgeable and that conversation with an interesting person is so much more engaging than words on a screen. 

    Interviews are transformative. In conducting them, students find themselves at the same level as the people they interview no matter how important that person is. An insightful question asked by a 16-year-old to say, famed U.S. constitutional lawyer Floyd Abrahms, which Lucy Jaffee did back in 2020, commands respect.

    “I just loved being able to talk to people and hear their stories,” Jaffee said at the time.

    It is that love for human connection in an increasingly robotic world that News Decoder is committed to fostering. We’ve done it for 10 years and we plan to do it for another decade.

    Cross platforms to reach a wider audience

    In telling the story across different platforms, the important thing is to think about who you tell the story to. Imagine talking to them in person. You wouldn’t drone on with facts and data, you would get to what your story is really about.

    The great thing is that in publishing across platforms through different types of media, you don’t need fancy equipment or fancy sound or video editing techniques.

    Instead, the people who know how to do all that often go out of their way to make things look more raw, because raw looks more authentic and authentic is what many media consumers value.

    You can even use an AI program to help you create images, but make sure you tell your audience that you did that. In telling true stories you don’t want to mislead or misinform.

    Penny Schwinn Drops Out of the Running for Ed Department’s Deputy Role – The 74

    Penny Schwinn, in line to serve as second in command of the U.S. Department of Education, has withdrawn from the nomination, Education Secretary Linda McMahon announced Thursday.

    Instead, the former Tennessee education commissioner will take on a different role for the department.

    “I am grateful to Dr. Schwinn for her commitment to serving students, families, and educators across the nation,” McMahon said in a statement. “Penny is a brilliant education mind and I look forward to continuing working with her as my chief strategist to make education great again.”

    Schwinn, in a statement, said she gave the decision “thoughtful consideration” and said she will  “remain committed to protecting kids, raising achievement and expanding opportunity  —  my lifelong mission and north star.”

    Considered a champion for improving reading outcomes and high-dosage tutoring, Schwinn was among President Donald Trump’s early picks for department posts. Many perceived her as a more bipartisan choice than others joining the administration, but among Tennessee conservatives, many who felt she was too liberal, opposition to her nomination was strong.

    The timing of Schwinn’s withdrawal couldn’t be worse, according to some conservatives. 

    “Her decision to remove herself from consideration to become deputy secretary hurts students, educators, and the Trump administration,” said Jim Blew, co-founder of the Defense of Freedom Institute, a think tank. “Secretary McMahon has been charged by Congress and the president with huge tasks under the One Big Beautiful Bill and several urgent executive orders.”

    As head of the Education Department, McMahon is striving to turn more authority over education to the states. It’s now unclear who will step into the deputy position and take the lead on the state’s requests for more flexibility over education funding. At least two states, Iowa and Oklahoma, have already submitted requests for block grants, and Indiana is currently gathering comments from the public in preparation for a similar proposal. Kirsten Baesler, North Dakota’s long-time education chief, is currently awaiting confirmation to be assistant secretary for elementary and secondary education at the department. In February, she joined 11 other GOP chiefs in asking McMahon for greater freedom to direct education funds toward state-level needs.

    Controversies and questions over Schwinn’s conservative qualifications have followed her for years. Far-right groups, including Moms for Liberty, said her past support for equity initiatives, like hiring more teachers of color, was evidence that she was not a good fit for an administration determined to eliminate such programs. Others remained angry over Schwinn’s pandemic-era plan to conduct “well-being” home visits. Even though she scrapped the plan, parents and members of the legislature considered it an example of government overreach.

    More recently, Steve Gill, a conservative commentator in Tennessee, reported that while she was deputy superintendent of the Texas Education Agency, Schwinn recommended individuals who advocate for comprehensive sex education, including abortion rights, to advise the state on health curriculum. 

    Gill told The 74 he shared his TriStar Daily article about her stance on these issues with Tennessee Sens. Marsha Blackburn and Bill Hagerty, as well as the state’s congressional delegation. Blackburn, who is expected to run for governor next year, was considered a possible no vote for Schwinn.

    According to Gill, Blackburn’s office “has been working tirelessly behind the scenes with the White House, Secretary Linda McMahon and Majority Leader [John] Thune to block the confirmation.”

    But Madi Biedermann, spokeswoman for the department, said the agency “strongly disagrees with that characterization.”

    Blew said it’s unfortunate that politics got in the way, noting that Schwinn’s experience in both blue and red states would have brought valuable expertise to the Ed Department role. In addition to her jobs in Tennessee and Texas, Schwinn founded a charter school in Sacramento and also served in the Delaware Department of Education.

    “It’s sad that a handful of demagogues are standing in the way of giving Secretary McMahon the team she needs to succeed,” he said.

    Others praised Schwinn’s record of prioritizing the science of reading in Tennessee schools and directing COVID relief funds toward tutoring.

    “This is a setback for all who want to see Washington slashing red tape, advancing literacy and fighting for common sense values,” said Rick Hess, director of education policy studies at the conservative American Enterprise Institute.

    For some critics, Schwinn’s business ventures since leaving the top spot in Tennessee two years ago raised questions as she waited to appear before the Senate education committee. 

    In June, a day ahead of her joint hearing with three other nominees, The 74 reported that shortly after Trump tapped her for the job, she registered a new education consulting business in Florida, New Horizon BluePrint Group, with a longtime colleague. Before Schwinn filed ethics paperwork with the federal government, her sister replaced her as a manager on the business. 

    When a reporter from The 74 asked questions about the new project, Donald Fennoy, her colleague and a former superintendent of the Palm Beach County School District, dissolved the business.

    Ethics experts say candidates for an administration post often distance themselves from new business entanglements to avoid any appearance of a conflict, but Schwinn has faced accusations of poor judgment before.

    While she was in Texas, the state agency signed a $4.4 million no-bid contract in 2017 with a software company where she had a “professional relationship” with a subcontractor, according to a state audit. And in Tennessee, the education agency made an $8 million deal in 2021 with TNTP, a teacher training organization where her husband Paul Schwinn was employed at the time. Lawmakers considered the deal a “huge conflict.

    “Ethics was a crucial concern,” said J.C. Bowman, executive director and CEO of Professional Educators of Tennessee, a non-union organization. He was among those who sent letters to the Senate, asking them to remove her from consideration. “Her personal business interests and possible conflicts could potentially influence educational decisions in ways that many found difficult to overlook.”

    Clarification: An earlier version of this story mischaracterized the role Penny Schwinn will take on in lieu of serving as the deputy education secretary. Schwinn will be taking on an advisory role at the Education Department.

    What really shapes the future of AI in education?

    A few weeks ago, MIT’s Media Lab put out a study on how AI affects the brain. The study ignited a firestorm of posts and comments on social media, given its provocative finding that students who relied on ChatGPT for writing tasks showed lower brain engagement on EEG scans, hinting that offloading thinking to AI can literally dull our neural activity. For anyone who has used AI, it’s not hard to see how AI systems can become learning crutches that encourage mental laziness.

    But I don’t think a simple “AI harms learning” conclusion tells the whole story. In this blog post (adapted from a recent series of posts I shared on LinkedIn), I want to add to the conversation by tackling the potential impact of AI in education from four angles. I’ll explore how AI’s unique adaptability can reshape rigid systems, how it both fights and fuels misinformation, how AI can be both good and bad depending on how it is used, and why its funding model may ultimately determine whether AI serves learners or short-circuits their growth.

    What if the most transformative aspect of AI for schools isn’t its intelligence, but its adaptability?

    Most technologies make us adjust to them. We have to learn how they work and adapt our behavior. Industrial machines, enterprise software, even a basic thermostat—they all come with instructions and patterns we need to learn and follow.

    Education highlights this dynamic in a different way. How does education’s “factory model” work when students don’t come to school as standardized raw inputs? In many ways, schools expect students to conform to the requirements of the system—show up on time, sharpen your pencil before class, sit quietly while the teacher is talking, raise your hand if you want to speak. Those social norms are expectations we place on students so that standardized education can work. But as anyone who has tried to manage a group of six-year-olds knows, a class of students is full of complicated humans who never fully conform to what the system expects. So, teachers serve as the malleable middle layer. They adapt standardized systems to make them work for real students. Without that human adaptability, the system would collapse.

    Same thing in manufacturing. Edgar Schein notes that engineers aim to design systems that run themselves. But operators know systems never work perfectly. Their job—and often their sense of professional identity—is about having the expertise to adapt and adjust when things inevitably go off-script. Human adaptability in the face of rigid systems keeps everything running.

    So, how does this relate to AI? AI breaks the mold of most machines and systems humans have designed and dealt with throughout history. It doesn’t just follow its algorithm and expect us to learn how to use it. It adapts to us, like how teachers or factory operators adapt to the realities of the world to compensate for the rigidity of standardized systems.

    You don’t need a coding background or a manual. You just speak to it. (I literally hit the voice-to-text button and talk to it like I’m explaining something to a person.) Messy, natural human language—the age-old human-to-human interface that our brains are wired to pick up on as infants—has become the interface for large language models. In other words, what makes today’s AI models amazing is their ability to use our interface, rather than asking us to learn theirs.

    For me, the early hype about “prompt engineering” never really made sense. It assumed that success with AI required becoming an AI whisperer who knew how to speak AI’s language. But in my experience, working well with AI is less about learning special ways to talk to AI and more about just being a clear communicator, just like a good teacher or a good manager.

    Now imagine this: what if AI becomes the new malleable middle layer across all kinds of systems? Not just a tool, but an adaptive bridge that makes other rigid, standardized systems work well together. If AI can make interoperability nearly frictionless—adapting to each system and context, rather than forcing people to adapt to it—that could be transformative. It’s not hard to see how this shift might ripple far beyond technology into how we organize institutions, deliver services, and design learning experiences.

    Consider two concrete examples of how this might transform schools. First, our current system heavily relies on the written word as the medium for assessing students’ learning. To be clear, writing is an important skill that students need to develop to help them navigate the world beyond school. Yet at the same time, schools’ heavy reliance on writing as the medium for demonstrating learning creates barriers for students with learning disabilities, neurodivergent learners, or English language learners—all of whom may have a deep understanding but struggle to express it through writing in English. AI could serve as that adaptive layer, allowing students to demonstrate their knowledge and receive feedback through speech, visual representations, or even their native language, while still ensuring rigorous assessment of their actual understanding.

    Second, it’s obvious that students don’t all learn at the same pace—yet we’ve forced learning to happen at a uniform timeline because individualized pacing quickly becomes completely unmanageable when teachers are on their own to cover material and provide feedback to their students. So instead, everyone spends the same number of weeks on each unit of content and then moves to the next course or grade level together, regardless of individual readiness. Here again, AI could serve as that adaptive layer for keeping track of students’ individual learning progressions and then serving up customized feedback, explanations, and practice opportunities based on students’ individual needs.

    Third, success in school isn’t just about academics—it’s about knowing how to navigate the system itself. Students need to know how to approach teachers for help, track announcements for tryouts and auditions, fill out paperwork for course selections, and advocate for themselves to get into the classes they want. These navigation skills become even more critical for college applications and financial aid. But there are huge inequities here because much of this knowledge comes from social capital—having parents or peers who already understand how the system works. AI could help level the playing field by serving as that adaptive coaching layer, guiding any student through the bureaucratic maze rather than expecting them to figure it out on their own or rely on family connections to decode the system.

    Can AI help solve the problem of misinformation?

    Most people I talk to are skeptical of the idea in this subhead—and understandably so.

    We’ve all seen the headlines: deep fakes, hallucinated facts, bots that churn out clickbait. AI, many argue, will supercharge misinformation, not solve it. Others worry that overreliance on AI could make people less critical and more passive, outsourcing their thinking instead of sharpening it.

    But what if that’s not the whole story?

    Here’s what gives me hope: AI’s ability to spot falsehoods and surface truth at scale might be one of its most powerful—and underappreciated—capabilities.

    First, consider what makes misinformation so destructive. It’s not just that people believe wrong facts. It’s that people build vastly different mental models of what’s true and real. They lose any shared basis for reasoning through disagreements. Once that happens, dialogue breaks down. Facts don’t matter because facts aren’t shared.

    Traditionally, countering misinformation has required human judgment and painstaking research, both time-consuming and limited in scale. But AI changes the equation.

    Unlike any single person, a large language model (LLM) can draw from an enormous base of facts, concepts, and contextual knowledge. LLMs know far more facts from their training data than any person can learn in a lifetime. And when paired with tools like a web browser or citation database, they can investigate claims, check sources, and explain discrepancies.

    Imagine reading a social media post and getting a sidebar summary—courtesy of AI—that flags misleading statistics, offers missing context, and links to credible sources. Not months later, not buried in the comments—instantly, as the content appears. The technology to do this already exists.

    Of course, AI is not perfect as a fact-checker. When large language models generate text, they aren’t producing precise queries of facts; they’re making probabilistic guesses at what the right response should be based on their training, and sometimes those guesses are wrong. (Just like human experts, they also generate answers by drawing on their expertise, and they sometimes get things wrong.) AI also has its own blind spots and biases based on the biases it inherits from its training data. 

    But in many ways, both hallucinations and biases in AI are easier to detect and address than the false statements and biases that come from millions of human minds across the internet. AI’s decision rules can be audited. Its output can be tested. Its propensity to hallucinate can be curtailed. That makes it a promising foundation for improving trust, at least compared to the murky, decentralized mess of misinformation we’re living in now.

    This doesn’t mean AI will eliminate misinformation. But it could dramatically increase the accessibility of accurate information, and reduce the friction it takes to verify what’s true. Of course, most platforms don’t yet include built-in AI fact-checking, and even if they did, that approach would raise important concerns. Do we trust the sources that those companies prioritize? The rules their systems follow? The incentives that guide how their tools are designed? But beyond questions of trust, there’s a deeper concern: when AI passively flags errors or supplies corrections, it risks turning users into passive recipients of “answers” rather than active seekers of truth. Learning requires effort. It’s not just about having the right information—it’s about asking good questions, thinking critically, and grappling with ideas. That’s why I think one of the most important things to teach young people about how to use AI is to treat it as a tool for interrogating the information and ideas they encounter, both online and from AI itself. Just like we teach students to proofread their writing or double-check their math, we should help them develop habits of mind that use AI to spark their own inquiry—to question claims, explore perspectives, and dig deeper into the truth. 

    Still, this focuses on just one side of the story. As powerful as AI may be for fact-checking, it will inevitably be used to generate deepfakes and spin persuasive falsehoods.

    AI isn’t just good or bad—it’s both. The future of education depends on how we use it.

    Much of the commentary around AI takes a strong stance: either it’s an incredible force for progress or it’s a terrifying threat to humanity. These bold perspectives make for compelling headlines and persuasive arguments. But in reality, the world is messy. And most transformative innovations—AI included—cut both ways.

    History is full of examples of technologies that have advanced society in profound ways while also creating new risks and challenges. The Industrial Revolution made it possible to mass-produce goods that have dramatically improved the quality of life for billions. It has also fueled pollution and environmental degradation. The internet connects communities, opens access to knowledge, and accelerates scientific progress—but it also fuels misinformation, addiction, and division. Nuclear energy can power cities—or obliterate them.

    AI is no different. It will do amazing things. It will do terrible things. The question isn’t whether AI will be good or bad for humanity—it’s how the choices of its users and developers will determine the directions it takes. 

    Because I work in education, I’ve been especially focused on the impact of AI on learning. AI can make learning more engaging, more personalized, and more accessible. It can explain concepts in multiple ways, adapt to your level, provide feedback, generate practice exercises, or summarize key points. It’s like having a teaching assistant on demand to accelerate your learning.

    But it can also short-circuit the learning process. Why wrestle with a hard problem when AI will just give you the answer? Why wrestle with an idea when you can ask AI to write the essay for you? And even when students have every intention of learning, AI can create the illusion of learning while leaving understanding shallow.

    This double-edged dynamic isn’t limited to learning. It’s also apparent in the world of work. AI is already making it easier for individuals to take on entrepreneurial projects that would have previously required whole teams. A startup no longer needs to hire a designer to create its logo, a marketer to build its brand assets, or an editor to write its press releases. In the near future, you may not even need to know how to code to build a software product. AI can help individuals turn ideas into action with far fewer barriers. And for those who feel overwhelmed by the idea of starting something new, AI can coach them through it, step by step. We may be on the front end of a boom in entrepreneurship unlocked by AI.

    At the same time, however, AI is displacing many of the entry-level knowledge jobs that people have historically relied on to get their careers started. Tasks like drafting memos, doing basic research, or managing spreadsheets—once done by junior staff—can increasingly be handled by AI. That shift is making it harder for new graduates to break into the workforce and develop their skills on the job.

    One way to mitigate these challenges is to build AI tools that are designed to support learning, not circumvent it. For example, Khan Academy’s Khanmigo helps students think critically about the material they’re learning rather than just giving them answers. It encourages ideation, offers feedback, and prompts deeper understanding—serving as a thoughtful coach, not a shortcut. But the deeper issue AI brings into focus is that our education system often treats learning as a means to an end—a set of hoops to jump through on the way to a diploma. To truly prepare students for a world shaped by AI, we need to rethink that approach. First, we should focus less on teaching only the skills AI can already do well. And second, we should make learning more about pursuing goals students care about—goals that require curiosity, critical thinking, and perseverance. Rather than training students to follow a prescribed path, we should be helping them learn how to chart their own. That’s especially important in a world where career paths are becoming less predictable, and opportunities often require the kind of initiative and adaptability we associate with entrepreneurs.

    In short, AI is just the latest technological double-edged sword. It can support learning, or short-circuit it. Boost entrepreneurship—or displace entry-level jobs. The key isn’t to declare AI good or bad, but to recognize that it’s both, and then to be intentional about how we shape its trajectory. 

    That trajectory won’t be determined by technical capabilities alone. Who pays for AI, and what they pay it to do, will influence whether it evolves to support human learning, expertise, and connection, or to exploit our attention, take our jobs, and replace our relationships.

    What actually determines whether AI helps or harms?

    When people talk about the opportunities and risks of artificial intelligence, the conversation tends to focus on the technology’s capabilities—what it might be able to do, what it might replace, what breakthroughs lie ahead. But just focusing on what the technology does—both good and bad—doesn’t tell the whole story. The business model behind a technology influences how it evolves.

    For example, when advertisers are the paying customer, as they are for many social media platforms, products tend to evolve to maximize user engagement and time-on-platform. That’s how we ended up with doomscrolling—endless content feeds optimized to occupy our attention so companies can show us more ads, often at the expense of our well-being.

    That incentive could be particularly dangerous with AI. If you combine superhuman persuasion tools with an incentive to monopolize users’ attention, the results will be deeply manipulative. And this gets at a concern my colleague Julia Freeland Fisher has been raising: What happens if AI systems start to displace human connection? If AI becomes your go-to for friendship or emotional support, it risks crowding out the real relationships in your life.

    Whether or not AI ends up undermining human relationships depends a lot on how it’s paid for. An AI built to hold your attention and keep you coming back might try to be your best friend. But an AI built to help you solve problems in the real world will behave differently. That kind of AI might say, “Hey, we’ve been talking for a while—why not go try out some of the things we’ve discussed?” or “Sounds like it’s time to take a break and connect with someone you care about.”

    Some decisions made by the major AI companies seem encouraging. Sam Altman, OpenAI’s CEO, has said that adopting ads would be a last resort. “I’m not saying OpenAI would never consider ads, but I don’t like them in general, and I think that ads-plus-AI is sort of uniquely unsettling to me.” Instead, most AI developers like OpenAI and Anthropic have turned to user subscriptions, an incentive structure that doesn’t steer as hard toward addictiveness. OpenAI is also exploring AI-centric hardware as a business model—another experiment that seems more promising for user wellbeing.

    So far, we’ve been talking about the directions AI will take as companies develop their technologies for individual consumers, but there’s another angle worth considering: how AI gets adopted into the workplace. One of the big concerns is that AI will be used to replace people, not necessarily because it does the job better, but because it’s cheaper. That decision often comes down to incentives. Right now, businesses pay a lot in payroll taxes and benefits for every employee, but they get tax breaks when they invest in software and machines. So, from a purely financial standpoint, replacing people with technology can look like a smart move. In the book, The Once and Future Worker, Oren Cass discusses this problem and suggests flipping that script—taxing capital more and labor less—so companies aren’t nudged toward cutting jobs just to save money. That change wouldn’t stop companies from using AI, but it would encourage them to deploy it in ways that complement, rather than replace, human workers.

    Currently, while AI companies operate without sustainable business models, they’re buoyed by investor funding. Investors are willing to bankroll companies with little or no revenue today because they see the potential for massive profits in the future. But that investor model creates pressure to grow rapidly and acquire as many users as possible, since scale is often a key metric of success in venture-backed tech. That drive for rapid growth can push companies to prioritize user acquisition over thoughtful product development, potentially at the expense of safety, ethics, or long-term consequences. 

    Given these realities, what can parents and educators do? First, they can be discerning customers. There are many AI tools available, and the choices they make matter. Rather than simply opting for what’s most entertaining or immediately useful, they can support companies whose business models and design choices reflect a concern for users’ well-being and societal impact.

    Second, they can be vocal. Journalists, educators, and parents all have platforms—whether formal or informal—to raise questions, share concerns, and express what they hope to see from AI companies. Public dialogue helps shape media narratives, which in turn shape both market forces and policy decisions.

    Third, they can advocate for smart, balanced regulation. As I noted above, AI shouldn’t be regulated as if it’s either all good or all bad. But reasonable guardrails can ensure that AI is developed and used in ways that serve the public good. Just as the customers and investors in a company’s value network influence its priorities, so too can policymakers play a constructive role as value network actors by creating smart policies that promote general welfare when market incentives fall short.

    In sum, a company’s value network—who its investors are, who pays for its products, and what they hire those products to do—determines what companies optimize for. And in AI, that choice might shape not just how the technology evolves, but how it impacts our lives, our relationships, and our society.

    To ‘think like a lawyer’: some thoughts on the pedagogy of international law

    Most law professors face a similar challenge when designing their courses: how to explain to students the enduring gap between what the law says and how it functions in reality. One of the foundational assumptions of legal education is that law is more than just the written rules found in statutes, bills, or constitutions. Without an understanding of how these rules influence a judge’s decision-making, they remain little more than pretty playthings: abstract ideas with no real-world impact. This realist approach in domestic legal education helps bridge the divide between legal theory and practice; the same arguments might apply in most disciplines and fields with a similar divide between theory and practice. If you can examine a rule and confidently predict how it will be applied, you are engaging in the most basic form of legal research. But consider a legal system without a centralised rule-making authority or a single, binding interpreter – no supreme legislature or final court to settle disputes definitively. This is the reality of international law. While there are many judicial and quasi-judicial bodies, there is no universal, mandatory forum for resolving disputes, and most conflicts never reach a formal judgment. Instead, states, international organizations, and individuals all contribute to shaping the rules by advocating for their preferred interpretations, hoping to sway the broader consensus. International lawyers refer to this evolving consensus as the ‘invisible college of international lawyers’, a term that captures the discipline’s informal, socially constructed boundaries. In essence, international law is what international lawyers do.

    Teaching international law, then, comes with an added layer of complexity: the lack of formal structures undermines legal certainty. Every international lawyer, to some degree, can influence the field. Through journal articles, blog posts, social media debates, or legal practice, they argue for their version of the correct interpretation of a rule. Academics may even challenge established meanings, making persuasive cases that defy the literal text of foundational documents like the UN Charter.

    This is why international lawyers often say that the law is made, not found. Unlike domestic legal systems, where rules are either codified (as in civil law) or derived from judicial precedent (as in common law), international law is fundamentally discursive. This creates a twofold problem. First, without an authoritative interpreter, there is no clear way to separate theory from practice. A legal advisor in a Foreign Ministry might frame a state’s actions as part of a new trend that modifies a rule (such as pre-emptive self-defense), while others denounce it as a violation (like Article 51 of the UN Charter). In this environment, the line between legal theory and practice dissolves. Second, with no objective boundaries to the discipline, the distinction between mainstream international law and critical approaches collapses. What remains is the professor’s choice: which version of the law to teach.

    Yet teaching international law does not require taking a stance on the theory-practice divide, because that divide is not inherent to the discipline. Law professors are not bound by the same rigid distinctions as, say, natural scientists, who must separate theoretical models from empirical observation. Instead, legal education can bypass this dichotomy entirely by focusing on the deeper conditions that shape how we understand both theory and practice. Rather than treating practice as a constraint on theory, students can learn to apply theoretical insights pragmatically. This approach allows law schools to teach practical skills without forcing an artificial separation between legal thought and legal action, following larger trends in pedagogical training outside legal academia.

    Still, many international law professors struggle with curriculum design because of these perceived divides. On one hand, students must master a baseline of doctrinal knowledge to enter legal practice. On the other, mere knowledge acquisition is not enough – students must also develop the ability to analyse, synthesise, and critically evaluate legal arguments. A well-rounded legal education should cultivate these higher-order skills, enabling students to engage in meta-cognitive reflection about the law they are learning.

    Moreover, there is no strong evidence that ‘thinking like a lawyer’ is a unique cognitive skill. Legal reasoning shares much with other forms of reasoning, meaning that better teaching methods alone will not necessarily produce better lawyers. Instead, what matters is equipping students with evaluative tools to interpret and refine legal arguments. By treating core legal knowledge as a foundation rather than a rigid boundary, and critical thinking as a method for engaging with that knowledge, the supposed divide between mainstream and critical approaches begins to fade.

    The same logic applies to the theory-practice debate. The tension between these approaches persists only if we assume they are mutually exclusive. Law schools often face criticism from practitioners who argue that graduates lack practical skills, while academics defend the importance of theoretical training. But must these roles be in conflict?

    Perhaps the real issue in international law is not the existence of these divides, but our insistence on treating them as inevitable. If there is little evidence that ‘thinking like a lawyer’ is a distinct cognitive skill, there is even less reason to impose it as a rigid framework for international legal education. Instead, we might focus on cultivating adaptable, reflective practitioners who can navigate both theory and practice – not as opposing forces, but as complementary dimensions of the same discipline. This is a lesson relevant for many if not all professional disciplines.

    At the library you can take out a book … or dissect a body?

    When Janet Calderon first visited the X̱wi7x̱wa Library in Vancouver, Canada it was different than anything she had ever seen before. It is the only Indigenous branch of an academic library in all of Canada. Pronounced “whei-wha,” its name is from the language of the Squamish people who have inhabited the region for thousands of years. 

    Calderon is a humanities librarian at Reed College near Portland in the U.S. state of Oregon and earned a master’s degree in Library & Information Studies from the University of British Columbia in Canada, which oversees the X̱wi7x̱wa Library. Experiencing this library was transformational in many ways for Calderon.

    “Everything about how this knowledge is put together reflects a unique perspective,” Calderon said. 

    The X̱wi7x̱wa Library is one of many examples from around the world of the transformation of libraries from collections of books to comprehensive learning centers and hubs for diverse communities. 

    British Columbia, where this library is located, has an Indigenous population of nearly 300,000 people, which is approximately 5.9% of the province’s overall population. The library embeds Indigenous knowledge in everything, from the use of Indigenous terms in its classification system to a building design that represents a pit house of the Interior Salish people.

    Hubs of enlightenment

    Libraries have a rich history of serving as gathering spaces. Early libraries, such as the Library of Alexandria in Egypt and Bayt al-Hikmah (House of Wisdom) in Iraq, were hubs for knowledge and enlightenment that attracted scholars from near and far. 

    Libraries today continue to serve as gathering places for communities by fostering the exchange of information and ideas. Many libraries are modifying their spaces so that they can be meeting places, information centers or culture centers, or serve other purposes for members of a given community. Depending on where you live, how a library chooses to configure its spaces and for what purposes can vary widely.

    Libraries across Kenya, for example, promote environmental sustainability through efforts such as adopting green building standards and by housing atriums within the library, as well as installing green roofs on top of the building itself.

    In Shanghai, China, a city known for strong ties to business and the global economy, public libraries serve different demographics such as the elderly, homeless and students by providing them space and access to information and resources that help them meet specific needs, such as applying for jobs.   

    In Santa Clara, Cuba, the central patio and surrounding spaces of the Marti Provincial Library were renovated. As a result, the Library is now able to host motivational and cultural activities, as well as events that meet specific needs such as workshops on job skills.

    The public library in Umeå, Sweden is housed within the Väven Cultural Center, which enables library visitors to check out books, tour the Women’s History Museum, watch a film in a theater and more, all under the same roof.

    Reassessing how space is used

    At my library at the California State Polytechnic University, Humboldt in California, visitors to the Hall of Simulation can use a flight simulator, digitally dissect an animal or cadaver and simulate wildfires, an annual problem in the state. The library’s spaces also host student-centered workshops, research symposiums and events, including an annual celebration of campus and community authors.

    Transformations at the Cal Poly Humboldt Library have been aided through the development of SpaceUse, software that enables the library to track and analyze how its spaces are utilized by patrons. For many library workers, changing and adapting existing library spaces allows them to reimagine how a library can serve its community.  

    Michell Hackwelder, the interpretation unit head at the Education & Outreach Department for the Abu Dhabi Department of Culture and Tourism in the United Arab Emirates, helped renovate libraries used by international peacekeeping forces in Egypt to create community hubs for the many people who came there for recreational activities and to find a quiet space. 

    Hackwelder has spent over 40 years in the library field and has helped guide many library transformations across the Middle East and North Africa. This includes creating maker spaces and programming areas for afterschool and computer and sciences programs at elementary schools in Saudi Arabia and upgrading the early childhood and technology areas at the Abu Dhabi Children’s Library. 

    Hackwelder said that people in the community get excited about the space transformations and more people from different demographics end up using the library.

    Some people miss the stacks.

    It should be noted that changes to library spaces are not without some controversy. Libraries have limited space to work with, so decisions about what to change can be difficult to navigate. Younger people who grow up in a digital world might not connect to books the way older generations did. However, the removal of books and shelves to make room for new spaces can anger the many book lovers who rely on libraries.

    As communities and societies change, libraries will be expected to do the same. 

    Samantha Mendiola is an architect at HGA that focuses on library design. Mendiola has worked on several library redesigns across the United States, from a high school library in Massachusetts to college libraries in Minnesota.  

    Mendiola said that many of the libraries she has worked with are focusing on renovations with existing spaces to better serve changing community demographics and technology needs while also fostering community engagement and accommodating diverse learning styles. 

    “Libraries have always been adaptable and they’re evolving even faster now, post-pandemic, to meet new expectations,” Mendiola said.

    Digital learning in a new age

    Key points:

    Digital learning–in the form of online, hybrid, and blended schools and courses–is growing steadily in U.S. schools. These learning options can transform education because they allow for learning, teaching, and student engagement outside the confines of traditional physical schools.

    Students no longer have to show up at a school building every morning, and millions of students and families are demonstrating their preference for more flexible learning options by choosing their district’s online schools, charter schools, and private schools.

    Digital learning meets the needs of today’s students, who are seeking flexibility in their scheduling. Many high school students want to pursue sports, arts, and career interests in the form os jobs, internships, and other program. Others simply crave the control an innovative school gives them over the time, place, and pace at which they learn. Digital learning also meets the needs of teachers, who, just like knowledge workers around the world, are interested in employment that allows them to choose their schedules.

    Online and hybrid learning is becoming easier to implement as technology grows and improves. Unlike just a few years ago, when teachers were concerned about using multiple technology tools, much-improved integration and interoperability between platforms is making adoption of multiple tools far easier.

    While relatively few students and families prefer their education to be 100 percent online, many students are selecting hybrid options that combine online and face-to-face interactions. Much like young knowledge workers who are increasingly blending home offices with corporate headquarters, digital learning is showing up in unexpected places as well. Let’s take a closer look at two examples: career and technical education (CTE) and physical education (PE).

    CTE is often perceived as being “hands on” in ways that casual observers might expect would not align well with digital learning–but the truth is exactly the opposite.

    Digital learning is broadening the world of CTE for students. Online and hybrid schools provide CTE programs by offering a combination of online career courses and by partnering with businesses, state and regional training centers, and other
    organizations to combine online learning with on-the-ground, real-world jobs, internships, and learning opportunities.

    Hybrid schools and programs, including those run by mainstream districts, provide academic scheduling flexibility to students who seek to prioritize their time in jobs, internships, or career training. No longer do these students have to fit in their career interests after regular school hours or on weekends–when many companies and high-value jobs are not open or available.

    For example, a student interested in a veterinary career can work at a vet’s office during the regular week and school hours, completing some of their online coursework after normal work hours.

    Virtual Arkansas, a state-supported course provider supporting districts across Arkansas, has made digital CTE a central element of its offerings.

    “CTE is a key part of our value to students and schools across Arkansas. Students, teachers, counselors, and the business community, all appreciate that we are providing flexible options for students to gain real-world expertise and experience via our online and hybrid programs,” said John Ashworth, the programs’ executive director.

    Perhaps even more surprising than CTE shifting to digital is the idea that next generation physical education is based on online tools, adept teachers, and student voice and choice.

    Today’s students are accustomed to going into a coffee shop and ordering their drink with a dozen customized features. And yet, in traditional PE classes, we expect students to all want to learn the same sport, activity, or exercise, at the same time and pace. That’s how too many traditional gym classes operate–based on the factory model of education in which all students do the same thing at the same time.

    There’s a better way, which is being embraced by online schools, hybrid schools, and traditional districts. Online and hybrid PE classes shift exercise, activity, and wellness to match student interests and timing. A student chooses from hundreds of detailed instructional videos in dozens of categories, from aquatics to basketball to yoga, trains using the videos combined with instruction provided by a teacher, and tracks her progress.

    This doesn’t sound like a traditional gym class; instead, it mimics the ways that young adults are active in gyms, yoga studios, and sports leagues all around the country. Consider fitness clubs from the local YMCA to the most high-end club–they are all offering a wide variety of classes, on varied schedules to fit busy lifestyles, and at different levels of expertise. No school can match this, of course, by the traditional approach to gym class. But Joe Titus, founder and CEO of Hiveclass, which offers online physical education courses, points out that student agency to
    choose from a wide variety of PE options is possible–when schools are ready to make the leap.

    Online schools and district programs are already doing so, with fantastic outcomes as students lean into their choices and options. As futurist William Gibson said decades ago, “the future is here, it’s just not evenly distributed.”

    Online and hybrid CTE, physical education, and other options prove the point. The next step is to make these options widely available to all the students who are seeking a better alternative.

    Is There a Collaborative Middle Ground Between Mergers and Consortia for the Sustainability of Small Independent Institutions?

    July 28, 2025, by Dr. Chet Haskell: The headlines are full of uncertainty for American higher education. “Crisis” is a common descriptor. Federal investigations of major institutions are underway. Severe cuts to university research funding have been announced. The elimination of the Department of Education is moving ahead. Revisions to accreditation processes are being floated. Reductions in student support for educational grants and loans are now law. International students are being restricted.

    These uncertainties and pressures affect all higher education, not just targeted elite institutions. In particular, they are likely to exacerbate the fragility of smaller, independent non-profit institutions already under enormous stress. Such institutions, some well-known, others known only locally, will be hard hit particularly hard by the combination of Trump Administration pressures and the developing national demographic decline for traditional-age students.(https://www.highereddive.com/news/decline-high-school-graduates-demographic-cliff-wiche-charts/738281/) These small colleges have been a key element of the American higher education scene, as well as for numerous local communities, for many decades.

    It is widely understood that the vibrancy of American higher education comes, in part, from the diversity of its institutions and educational goals. The rich mixture of American colleges and universities is a strength that many other nations lack. Students have opportunities to start and stop their educations, to change directions and academic goals, to move among different types of institutions.

    Smaller undergraduate colleges play important roles in this non-systemic system. They provide focused educational opportunities for younger adults, where they can build their lives on broad principles. Impressively large percentages of small college graduates go on to graduate education for various professions. Small colleges provide large numbers of graduates who enter PhD programs and eventually enter the professorate.

    There are approximately 1179 accredited private institutions with enrollments of fewer than 3000 students. Of these, 185 have between 3000 and 2000 students. Another 329 have enrollments below 2000 but above 1000. A final 650 institutions have enrollments below 1000. These 1179 institutions students include few wealthy colleges such as Williams, Amherst, Carleton or Pomona, as well as numerous struggling, relatively unknowns.

    A basic problem is one of scale. In the absence of significant endowments or other external support, it is very difficult to manage small institutions in a cost effective manner. Institutions with enrollments below 1000 are particularly challenged in this regard. The fundamental economics of small institutions are always challenging, as most are almost completely dependent on student enrollments, a situation getting worse with the coming decline of traditional college age students. There are limited options available to offset this decline. Renewed attention to student retention is one. Another is adding limited graduate programs. However, both take investment, appropriate faculty and staff capacity and time, all of which are often scarce.

    These institutions have small endowments measured either in total or per student value. Of the 1179. There are only 80 with total endowments in excess of $200 million. While a handful have per student endowments that rival the largest private universities, (Williams, Amherst and Pomona all have per student endowments in excess of $1.8 million), the vast majority have per student endowments in the $40,000 range and many far less.

    Most of these schools have high tuition discount rates, often over 50%, so their net tuition revenue is a fraction of posted expense.  They are all limited by size – economies of scale are difficult to achieve. And most operate in highly competitive markets, where the competition is not only other small schools, but also a range of public institutions.

    So, what is the underendowed, under resourced small college to do?

    The most common initiatives designed to address these sorts of challenges are consortia, collaborative arrangements among institutions designed to increase student options and to share expenses. There are numerous such arrangements, examples being the Colleges of the Fenway in Boston, the Five Colleges of Western Massachusetts, the Washington DC Metropolitan Area Consortium, and the Claremont Colleges in California, among others.

    The particulars of each of these groups differ, but there are commonalities. Most are geographically oriented, seeking to take advantage from being near each other. Typically, these groups want to provide more opportunities for students through allowing cross-registrations, sharing certain academic programs or joint student activities. They usually have arrangements for cost-sharing or cost reductions through shared services  for costs like security services, IT, HR, risk management options, pooled purchasing and the like. In other cases (like the Claremont Consortium) they may share libraries or student athletic facilities. Done well, these arrangements can indeed reduce costs while also attracting potential students through wider access to academic options.

    However, it is unlikely that such initiatives, no matter how successful, can fundamentally change the basic financial situation of an independent small college. Such shared services savings are necessary and useful, but usually not sufficient to offset the basic enrollment challenge. The financial impact of most consortia is at the margins.

    Furthermore, participating institutions have to be on a solid enough financial basis to take part in the first place. Indeed, a consortium like Claremont is based on financial strength. Two of the members have endowments in excess of $1.2 billion (Pomona’s is $2.8 billion.) The endowments of the others range from a low of $67 million (Keck Graduate with 617 students) to Scripps with $460 million for 1100 students.) The Consortium is of clear value to its members, but none of these institutions is on the brink of failure. Rather, all have strong reputations, a fact that provides another important enrollment advantage.

    One important factor in these consortia arrangements is that the participating institutions do not have to give up their independence or modify their missions. Their finances, alumni and accreditation are separate.  And while the nature of the arrangement indicates certain levels of compromise and collaboration, their governance remains basically unchanged with independent fiduciary boards.

    At the other end of the spectrum are two radically different situations. One is merging with or being acquired by another institution. Prep Scholar counts 33 such events since 2015. (https://blog.prepscholar.com/permanently-closed-colleges-list). Lacking the resources for financial sustainability, many colleges have had no choice but to take such steps.

    Merging or being acquired by a financially stronger institution has many advantages. Faculty and staff jobs may be protected. Students can continue with their studies. The institution being acquired may be able to provide continuity in some fashion within the care of the new owner. Endowed funds may continue. The institution’s name may continue as part of an “institute” or “center” within the new owner’s structure. Alumni records can be maintained. Real estate can be transferred. Debts may be paid off and so forth. There are multiple examples of the acquiring institution doing everything possible along these lines.

    But some things end. Independent governance and accreditation cease as those functions are subsumed by the acquiring institution. Administrative and admissions staffs are integrated and some programs, people and activities are shed. Operational leadership changes. And over time, what was once a beloved independent institution may well fade away.

    The second situation is, bluntly, oblivion. While there are cases of loyal alumni trying to keep an institution alive with new funding, the landscape is replete with institutions that have failed to be financially sustainable.https://www.insidehighered.com/news/governance/executive-leadership/2025/03/27/how-sweet-briar-college-defied-odds-closure. At least 170 smaller institutions have closed in the past two decades. Significantly, it looks like the rate of closure is increasing, in part because of pressures experienced during the pandemic and in part because of continuing enrollment declines.(https://www.highereddive.com/news/how-many-colleges-and-universities-have-closed-since-2016/539379/)

    The end of a college is a very sad thing for all involved and, indeed, for society in general. Often a college is an anchor institution in a small community and the loss is felt widely. The closure of a college is akin to the closure of a local factory. As Dean Hoke and others have noted, this is a particular problem for rural communities.

    Are there other possible avenues, something between a consortium and a merger or outright closure?

    One relatively new model has been organized by two quite different independent institutions, Otterbein University and Antioch University, that came together in 2022 to create the Coalition for the Common Good. Designed to be more than a simple bilateral partnership, the vision of the Coalition is eventually to include several institutions in different locations linked by a common mission and the capacity to grow collective enrollments.

    At its core, the Coalition is based on academic symbiosis. Otterbein is a good example of the high-quality traditional undergraduate residential liberal arts institution. It has been well-run and has modest financial resources. Facing the demographic challenges noted earlier (in a state like Ohio that boasts dozens of such institutions), it developed a set of well-regarded graduate programs, notably in nursing and health-related fields, along with locally based teacher education programs and an MBA. However, despite modest success, they faced the limitations of adult programs largely offered in an on-campus model. Regardless of quality, they lacked the capacity to expand such programs beyond Central Ohio.

    Antioch University, originally based in Ohio, had evolved over the past 40 years into a more national institution with locations in California, Washington State and New Hampshire offering a set of graduate professional programs to older adults mostly through distance modalities in hybrid or low-residency forms. Antioch, however, was hampered by limited resources including a very small endowment. It had demonstrated the capacity to offer new programs in different areas and fields but lacked the funds necessary for investment to do so.

    Within the Coalition, the fundamental arrangement is for Antioch to take over Otterbein’s graduate programs and, with Otterbein financial support, to expand them in other parts of the country. The goal is significant aggregate enrollment growth and sharing of new revenues. While they plan a shared services operation to improve efficiencies and organizational effectiveness, their primary objective is growth. Antioch seeks to build on Otterbein’s successes, particularly with nursing programs. It already has considerable experience in managing academic programs at a distance, a fact that will be central as it develops the Otterbein nursing and health care programs in a new Antioch Graduate School of Nursing and Health Professions.

    It is assumed that additional new members of the Coalition will resemble Otterbein in form, thus further increasing opportunities for growth through enhanced reach and greater scale. New members in other geographic locations will provide additional opportunities for expansion. One early success of the Coalition has been the capacity to offer existing Antioch programs in Central Ohio, including joint partnerships with local organizations, health care and educational systems. Crucially, both institutions remain separately accredited with separate governance and leadership under a Coalition joint  “umbrella” structure.

    This is not to assert that this model would work for many other institutions. First, many schools with limited graduate programs will be reluctant to “give up” some or all these programs to another partner in the same fashion as Otterbein has with Antioch. Others may not fit geographically, being too remote for expansion of existing programs. Still others may not wish to join a group with an avowed social justice mission.  Finally, as with some consortia, the Coalition arrangement assumes a certain degree of institutional financial stability – it cannot work for institutions on the brink of financial disaster, lest the weakest institution drag down the others.

    Are there other organizational variants that are more integrated than consortia, but allow the retention of their independence in ways impossible in a merger or acquisition model? What can be learned from the Coalition initiative that might help others? How might such middle-ground collaboration models be encouraged and supported?

    How can philanthropy help?

    This is an opportunity for the segments of the philanthropic world to consider possible new initiatives to support the small college elements of the education sector. While there will always be efforts to gain foundation support for individual colleges, there will never be enough money to buttress even a small portion of deserving institutions that face the financial troubles discussed above

    Philanthropy should take a sectoral perspective. One key goal should be to find ways to support  smaller institutions in general. Instead of focusing on gifts to particular institutions, those interested in supporting higher education should look at the multiple opportunities for forms of collaborative or collective action. Central to this effort should be exploration of ways of supporting diverse collaborative initiatives. One example would be to provide sufficient backing to a struggling HBCU or women’s college to enable it to be sufficiently stable to participate in a multi-institutional partnership.

    As noted, institutional consortia are well established as one avenue for such collaboration. Consortia have existed for many years. There are consortia-based associations that encourage and support consortia efforts. However, every consortium is unique in its own ways, as participating institutions have crafted a specific initiative of a general model to meet their particular situations and need. Consortia can be important structures for many institutions and should be encouraged.

    But there is a large middle ground between consortia arrangements and mergers and acquisitions. The Coalition for the Common Good is but one such arrangement and it is still in its early stages. What has been learned from the experience thus far that might be of use to other institutions and groups? How might this middle ground be explored further for the benefit of other institutions?

    One thing learned from the Coalition is the complexity of developing a new model for collective action.  Antioch and Otterbein separately pursued individual explorations of options for two or more years before determining that their partnership together should move forward. It then took a full year to get to the point of announcing their plans and another year to complete negotiations and sign completed legal documents and to obtain the necessary accreditor, regulator and Department of Education approvals. The actual implementation of their plans is still in a relatively early stage. In short, it takes time.

    It also takes tremendous effort by leadership on both sides, as they must work closely together while continuing to address the daily challenges of their separate institutions. Everyone ends up with at least two major jobs. Communication is vital. Boards must continue to be supportive. The engagement of faculty and staff takes time and can be costly.

    What is often referred to as “fit” – the melding of cultures and attitudes at both the institutional and individual levels – is essential. People must be able to work together for shared goals. The burdens of accreditation, while necessary, are time-consuming and multifaceted. There are many things that can go wrong. Indeed, there are examples of planned and announced mergers or collaborations that fall apart before completion.

    Philanthropic institutions could support this work in numerous ways, first for specific initiatives and then for the sector, by providing funding and expertise to facilitate new forms of coalitions. These could include:

    • Providing financial support for the collaborative entity. While participating institutions eventually share the costs of creating the new arrangement, modest dedicated support funding could be immensely useful for mitigating the impact of legal expenses, due diligence requirements, initial management of shared efforts and expanded websites.
    • Providing support for expert advice. The leaders of two institutions seeking partnership need objective counsel on matters financial, legal, organizational, accreditation and more. Provision of expertise for distance education models is often a high priority, since many small colleges have limited experience with these.
    • Funding research. There are multiple opportunities for research and its dissemination. What works? What does not? How can lessons learned by disseminated?
    • Supporting communication through publications, workshops, conferences and other venues.
    • Developing training workshops for boards, leadership, staff and faculty in institutions considering collaborations.
    • Crafting a series of institutional incentives through seed grant awards to provide support for institutions just beginning to consider these options.
    • These types of initiatives might be separate, or they might be clustered into a national center to support and promote collaboration.

    These and other ideas could be most helpful to many institutions exploring collaboration. Above all, it is important to undertake such explorations before it is too late, before the financial situation becomes so dire that there are few, if any, choices.

    Conclusions

    This middle ground is not a panacea. The harsh reality is that not all institutions can be saved. It takes a certain degree of stability and a sufficient financial base to even consider consortia or middle ground arrangements like the Coalition for the Common Good. Merging with or being acquired by stronger institutions is not a worst-case scenario – there are often plenty of reasons, not just financial, that this form of change makes great sense for a smaller, weaker institution.

    It is also important for almost all institutions, even those with significant endowment resources, to be thinking about possible options. The stronger the institution, the stronger the resistance to such perspectives is likely to be. There are examples of wealthy undergraduate institutions with $1 billion endowments that are losing significant sums annually in their operating budgets. Such endowments often act like a giant pillow, absorbing the institutional challenges and preventing boards and leaders from facing difficult decisions until it may be too late. Every board should be considering possible future options.

    In the face of likely government rollbacks of support, the ongoing demographic challenges for smaller institutions and the general uncertainties in some circle about the importance of higher education itself, independent private higher education must be more creative and assertive about its future. Also, it is essential to remember that the existential financial challenges facing these institutions predate the current Presidential Administration and certainly will remain once it has passed into history.

    Just trying to compete more effectively for enrollments will not be sufficient. Neither will simply reducing expense budgets. New collaborative models are needed. Consortia have roles to play. The example of the Coalition for the Common Good may show new directions forward. Anyone who supports the diversity of American higher education institutions should work to find new ways of assuring financial stability while adhering to academic principles and core missions.
