    Cutting costs without cutting corners

    Key points:

    With the end of federal COVID-19 emergency funding and the inherent volatility of state income tax revenues, California school districts are in an era of financial uncertainty. Fortunately, Jurupa Unified School District is already several years into the process of finding ways to track and control expenses while still supporting teachers and staff so they can provide the best possible educational experience for our students. Here’s how we’re making staffing and payroll processes more efficient, starting with the perennially challenging extra duty.

    Getting a handle on extra duty

    In addition to our salaried staff, we have a number of part-time, hourly, and what we call “extra duty” assignments. Because a significant amount of our funding comes from grants, many of our assignments are temporary or one-time. We fill those positions with extra duty requests so we’re not committed to ongoing payroll obligations.

    For many years, those extra duty requests and time cards were on paper, which meant the payroll department was performing redundant work to enter the information in the payroll system. The request forms we used were also on paper, making it very difficult to track the actual time being used back to the request, so we could be sure that the hours being used were within the limitations of the request. We needed a better control mechanism that would help school sites stay within budget, as well as a more formal budget mechanism to encumber the department and site budgets to cover the extra duty requests.

    Budgeting can get very complicated because it’s cross-functional. It includes a position-control component, a payroll component, and a financial budgeting component. We needed a solution that could make all of those universes work together. The mission was either to find a system or build one. Our county office started a pilot program with our district to build a system, but ultimately decided against continuing with this effort due to the resources required to sustain such a system for 23 county districts. 

    Our district engaged in a competitive process and chose Helios Ed. Within six months, our team developed and launched a new system to address extra duty. Since then, we have saved more than $100,000 in staffing costs, time expenses, and budget overruns because of the stronger internal controls we now have in place.

    A more efficient (and satisfied) payroll department

    Eliminating redundant data entry and working with data instead of paper has allowed us to reduce staffing by two full-time equivalents–not through layoffs, but through attrition. And because they have a system that is handling data entry for them, our payroll department has more time to give quality to their work, and feel they are working at a level more aligned to their skills.

    Finding efficiencies in your district

    While Jurupa Unified has found efficiencies and savings in these specific areas, every school district is different. As many California district leaders like to say, we have 1,139 school districts –and just as many ways of doing things. With that in mind, there are some steps to the process of moving from paper to online systems (or using online systems more efficiently) that apply universally.

    1. Sit down and identify your objectives. What are the critical components that you must have? 
    2. Make the decision to make or buy. When COVID first hit, Jurupa Unified created its own invoice-routing system through SharePoint. We’ve also built an excursion request process in PowerApps that handles travel, conferences, and field trips. As our county office found out, though, when you’re bringing a number of functionalities together, it can make more sense to work with a vendor you trust.
    3. If you choose to buy software, be certain that it can do precisely what you need it to. If a vendor says they can develop a functionality along the way, ask to see the new feature before you buy.
    4. Be certain the vendor will be responsive. When it comes to a function such as payroll, you’re dealing with people’s livelihoods, and you need to know that if there’s something wrong with the system, or if you need help, that help is just a phone call away.

    Putting in a new payroll management system has made an enormous difference for our district, but it’s not the end of our cost-cutting process. We’re always looking at our different programs to see where we can cut back in ways that don’t impact the classroom. Ultimately, these changes are about ensuring that resources stay focused where they matter most. While budgets fluctuate and funding streams remain unpredictable, my team and I come to work every day because we believe in public education. I’m a product of public education myself, and I love waking up every day knowing that I can come back and support today’s students and teachers.

    Reimagining teacher preparation to include student mental health supports

    Key points:

    Teacher preparation programs have long emphasized curriculum, instruction, and assessment. However, they often fall short in one critical area: social-emotional and mental health needs of students.

    We work daily with students whose academic success is inseparable from their psychological well-being. Nonetheless, we witness new educators wishing they were trained in not just behavior management, but, nowadays, the non-academic needs of children. If preservice programs are going to meet the demands of today’s classrooms, they must include deeper coursework in counseling, psychology, and trauma-informed teaching practices.

    Students today are carrying heavier emotional burdens than ever before. Anxiety, bullying, depression, grief, trauma exposure (including complex trauma), and chronic stress are unfortunately quite common. The fallout rarely appears in uniform, typical, or recognizable ways. Instead, it shows up as behaviors teachers must interpret and address (i.e., withdrawal, defiance, irritability, avoidance, conflict, aggression and violence, or inconsistent work).

    Without formal training, it is easy to label these actions as simple “misbehaviors” instead of asking why. However, seasoned educators and mental health professionals know that behaviors (including misbehaviors) are a means of communication, and understanding the root cause of a student’s actions is essential to creating a supportive and effective classroom.

    Oftentimes, adults fall into a pattern of describing misbehaviors by children as “manipulative” as opposed to a need not being met. As such, adults (including educators) need to shift their mindsets. This belief is supported by research. Jean Piaget reminds us that children’s cognitive and emotional regulation skills are still developing and naturally are imperfect. Lev Vygotsky reminds us that learning and behavior are shaped by the quality of a child’s social interactions, including with the adults (such as teachers) in their lives. Abraham Maslow’s hierarchy further reinforces that psychological safety and belonging must be met before meaningful learning or self-control can occur, and teachers need to initiate psychological safety.

    Traditional classroom management training is often sparse in traditional preservice teacher training. It often emphasizes rules, procedures, and consequences. They absolutely matter, but the reality is far more nuanced. Behavior management and behavior recognition are not the same. A student who shuts down may be experiencing anxiety. A child who blurts out or becomes agitated may be reacting to trauma triggers in the environment. A student who frequently acts out may be seeking connection or stability in the only way they know how. Trauma-informed teaching (rooted in predictability, emotional safety, de-escalation, and relationship-building) is not just helpful, but is foundational in modern schools. Yet, many new teachers enter the profession with little to no formal preparation in these practices.

    The teacher shortage only heightens this need. Potential educators are often intimidated not by teaching content, but by the emotional and behavioral demands that they feel unprepared to address. Meanwhile, experienced teachers often cite burnout stemming from managing complex behaviors without adequate support. Courses focused on child development, counseling skills, and trauma-informed pedagogy would significantly improve both teacher confidence and retention. It would also be beneficial if subject-area experts (such as the counseling or clinical psychology departments of the higher education institution) taught these courses.

    Of note, we are not suggesting that teachers become counselors. School counselors, social workers, psychologists, and psychometrists play essential and irreplaceable roles. However, teachers are the first adults to observe subtle shifts in their students’ behaviors or emotional well-being. Oftentimes, traditional behavior management techniques and strategies can make matters worse in situations where trauma is the root cause of the behavior. When teachers are trained in the fundamentals of trauma-informed practice and creating emotionally safe learning environments, they can respond skillfully. They can collaborate with or refer students to clinical mental-health professionals for more intensive support.

    Teacher preparation programs must evolve to reflect the emotional realities of today’s classrooms. Embedding several clinically grounded courses in counseling, psychology, and trauma-informed teaching (taught by certified and/or practicing mental-health professionals) would transform the way novice educators understand and support their students. This would also allow for more studies and research to take place on the effectiveness of various psychologically saturated teaching practices, accounting for the ever-changing psychosocial atmosphere. Students deserve teachers who can see beyond behaviors and understand the rationale beneath it. Being aware of behavior management techniques (which is often pretty minimal as teacher-prep programs stand now) is quite different than understanding behaviors. Teachers deserve to be equipped with both academic and emotional tools to help every learner thrive.

    Using generative tools to deepen, not replace, human connection in schools

    Key points:

    For the last two years, conversations about AI in education have tended to fall into two camps: excitement about efficiency or fear of replacement. Teachers worry they’ll lose authenticity. Leaders worry about academic integrity. And across the country, schools are trying to make sense of a technology that feels both promising and overwhelming.

    But there’s a quieter, more human-centered opportunity emerging–one that rarely makes the headlines: AI can actually strengthen empathy and improve the quality of our interactions with students and staff.

    Not by automating relationships, but by helping us become more reflective, intentional, and attuned to the people we serve.

    As a middle school assistant principal and a higher education instructor, I’ve found that AI is most valuable not as a productivity tool, but as a perspective-taking tool. When used thoughtfully, it supports the emotional labor of teaching and leadership–the part of our work that cannot be automated.

    From efficiency to empathy

    Schools do not thrive because we write faster emails or generate quicker lesson plans. They thrive because students feel known. Teachers feel supported. Families feel included.

    AI can assist with the operational tasks, but the real potential lies in the way it can help us:

    • Reflect on tone before hitting “send” on a difficult email
    • Understand how a message may land for someone under stress
    • Role-play sensitive conversations with students or staff
    • Anticipate barriers that multilingual families might face
    • Rehearse a restorative response rather than reacting in the moment

    These are human actions–ones that require situational awareness and empathy. AI can’t perform them for us, but it can help us practice and prepare for them.

    A middle school use case: Preparing for the hard conversations

    Middle school is an emotional ecosystem. Students are forming identity, navigating social pressures, and learning how to advocate for themselves. Staff are juggling instructional demands while building trust with young adolescents whose needs shift by the week.

    Some days, the work feels like equal parts counselor, coach, and crisis navigator.

    One of the ways I’ve leveraged AI is by simulating difficult conversations before they happen. For example:

    • A student is anxious about returning to class after an incident
    • A teacher feels unsupported and frustrated
    • A family is confused about a schedule change or intervention plan

    By giving the AI a brief description and asking it to take on the perspective of the other person, I can rehearse responses that center calm, clarity, and compassion.

    This has made me more intentional in real interactions–I’m less reactive, more prepared, and more attuned to the emotions beneath the surface.

    Empathy improves when we get to “practice” it.

    Supporting newcomers and multilingual learners

    Schools like mine welcome dozens of newcomers each year, many with interrupted formal education. They bring extraordinary resilience–and significant emotional and linguistic needs.

    AI tools can support staff in ways that deepen connection, not diminish it:

    • Drafting bilingual communication with a softer, more culturally responsive tone
    • Helping teachers anticipate trauma triggers based on student histories
    • Rewriting classroom expectations in family-friendly language
    • Generating gentle scripts for welcoming a student experiencing culture shock

    The technology is not a substitute for bilingual staff or cultural competence. But it can serve as a bridge–helping educators reach families and students with more warmth, clarity, and accuracy.

    When language becomes more accessible, relationships strengthen.

    AI as a mirror for leadership

    One unexpected benefit of AI is that it acts as a mirror. When I ask it to review the clarity of a communication, or identify potential ambiguities, it often highlights blind spots:

    • “This sentence may sound punitive.”
    • “This may be interpreted as dismissing the student’s perspective.”
    • “Consider acknowledging the parent’s concern earlier in the message.”

    These are the kinds of insights reflective leaders try to surface–but in the rush of a school day, they are easy to miss.

    AI doesn’t remove responsibility; it enhances accountability. It helps us lead with more emotional intelligence, not less.

    What this looks like in teacher practice

    For teachers, AI can support empathy in similarly grounded ways:

    1. Building more inclusive lessons

    Teachers can ask AI to scan a lesson for hidden barriers–assumptions about background knowledge, vocabulary loads, or unclear steps that could frustrate students.

    2. Rewriting directions for struggling learners

    A slight shift in wording can make all the difference for a student with anxiety or processing challenges.

    3. Anticipating misconceptions before they happen

    AI can run through multiple “student responses” so teachers can see where confusion might arise.

    4. Practicing restorative language

    Teachers can try out scripts for responding to behavioral issues in ways that preserve dignity and connection.

    These aren’t shortcuts. They’re tools that elevate the craft.

    Human connection is the point

    The heart of education is human. AI doesn’t change that–in fact, it makes it more obvious.

    When we reduce the cognitive load of planning, we free up space for attunement.
    When we rehearse hard conversations, we show up with more steadiness.
    When we write in more inclusive language, more families feel seen.
    When we reflect on our tone, we build trust.

    The goal isn’t to create AI-enhanced classrooms. It’s to create relationship-centered classrooms where AI quietly supports the skills that matter most: empathy, clarity, and connection.

    Schools don’t need more automation.

    They need more humanity–and AI, used wisely, can help us get there.

    Schools, colleges, and universities face growing challenges in keeping their communities informed, connected, and engaged. From classroom collaboration to campus-wide alerts, reliable communication is critical to creating positive learning environments and student experiences.

    Currently, many educational institutions are weighed down by outdated and disjointed communication systems that hinder learning, experience, and even safety. Educators need technology that is both flexible and responsive, and these systems are falling short.  

    The campus communication disconnect

    Many schools find themselves in a fragmented communication trap, juggling a complex tech stack with outdated systems. On its own, each tool might work well, but when different applications are used for texts, emails, virtual classrooms, and emergency alerts, each with separate logins and interface, communication can become disjointed.

    School district IT teams are notoriously spread thin, and having fragmented communication tools that requires their own training, trouble shooting, and management is burdensome. This also adds unnecessary complexity for the wider faculty that can easily lead to missed messages or alerts. When taking safety into account, hampered communications in times like severe weather or lockdown can have serious repercussions.

    Outside of safety and complexity, patchworked communication systems can weigh schools down financially. Many platforms come with their own hidden fees or inconsistent licensing costs across departments. Those seeking to upgrade might face a block if budgets don’t have room for the initial investment, even though it could lead to long-term savings. This has left many schools in the position of maintaining a web of outdated tools like on-site servers or phone lines where potential benefits are overshadowed by price and complications.

    Key benefits of unified communications

    Faculty, students, families, and communities must be connected for impactful learning. Effective connection requires simplified and streamlined information sharing, which can be achieved through unifying communications. Modern, unified communication systems bring together channels like alerts, email, phone, messaging, and virtual learning into one platform, making it easier for schools to stay informed and engaged.

    Driven by a need for reliability, security, and budget predictability, 62.5% of educational institutions are now moving to UCaaS platforms, according to a 2025 Metrigy study. In practice, these platforms can enable teachers to reach the school nurse, contact a parent, or join a virtual classroom–all without switching platforms. For administrators, these tools can provide ecosystem management through one simple dashboard, reaching from individual campuses to entire school districts.

    Today’s learning environment requires flexibility. Whether class is fully remote or in person, modernized communication ensures both staff and students maintain consistent access to learning. Modern tools are also simplified–they can exist on the cloud in one platform, decreasing the need for separate servers, phone systems, or emergency alert tools.

    Modernized communication isn’t just convenient, but functions to bolster safety and responsiveness. For example, if a safety threat is reported, in real time, a unified system can automatically alert first responders, prompt crisis notifications, and confirm message distribution. Outside of emergencies, in a more day-to-day function, administrators can benefit from smoother operations like automated attendance alerts and streamlined family communications. 

    Uplevel with AI

    AI has emerged as a valuable partner for school administrators who perpetually need to do more with less. Within unified communications systems, AI can identify overlooked patterns and inefficiencies, such as if parent engagement rates climbed when sending a text as opposed to a phone call.

    Faculty can use AI to automate more administrative tasks like summarizing meeting notes, routing calls, or translating messages for multilingual families. These tools can help staff focus more on hands-on teaching and human interactions. Collated over time, these learnings can aid in decision making around staffing, communication approach, and resource allocation.

    Where to start

    Modernizing communication requires alignment between faculty, IT departments, and leadership. Before selecting a solution, school leaders should work to identify pain points and align goals across departments to ensure any updates serve both operational and academic priorities.

    When evaluating a consolidated communication solution, it’s important to consider tools that fit the specific needs of your institution, offering both flexibility and scalability. These solutions should work to unify legacy systems where needed, instead of completely gutting them. For example, an effective solution for your school might have the ability to work with bell or hardware phone systems while modernizing the rest of your communication tools into a single platform to minimize disruption and protect previous investments.

    A complete overnight rework of current communication systems is intimidating, and frankly, unrealistic. Instead, start by evaluating where a few systems can be consolidated and then gradually expand. This could look like first integrating messaging and emergency alerts before looking to incorporate analytics and collaboration tools.

    A more connected future

    The current education landscape is intrinsically dynamic, hybrid, and interconnected. Learning now takes place across both physical and digital spaces, requiring students and educators to collaborate seamlessly across locations and time zones.

    As advanced technology like AI continues to integrate into schools and universities, those that modernize their communications now will ensure they are ready to meet current and future educational needs for more effective, seamless, and safe learning environments.

    5 tips for educators using video

    Key points:

    When you need to fix your sink, learn how to use AI, or cook up a new recipe, chances are you searched on YouTube, TikTok, Instagram, or even Facebook–and found a video, watched it, paused it, rewound it, and successfully accomplished your goal. Why? Videos allow you to get the big picture, and then pause, rewind, and re-watch the instruction as many times as you want, at your own pace.  Video-based instruction offers a hands-free, multichannel (sight and sound) learning experience. Creating educational videos isn’t an “extra” for creating instruction in today’s world; it’s essential.

    As an educator, over the past 30 years, I’ve created thousands of instructional videos. I started creating videos at Bloomsburg University early in my career so I could reinforce key concepts, visually present ideas, and provide step-by-step instruction on software functionality to my students. Since those early beginnings, I’ve had the chance to create video-based courses for Lynda.com (now LinkedIn Learning) and for my YouTube channel.

    Creating instructional videos has saved me time, expanded my reach, and allowed me to have more impact on my students.

    Tips

    Creating educational videos over the years has taught me a number of key lessons that can help you, too, to create impactful and effective instructional videos.

    Be yourself and have fun

    The first rule is to not overthink it. You are not giving a performance; you are connecting with your students. In your instructional video, talk directly to your students and connect with them. The video should be an extension of your personality. If you tell silly jokes in class, tell silly jokes in the video. You want your authentic voice, your expressions, and your energy in the videos you create.

    And don’t worry about mistakes. When I first did Lynda.com courses, any small mistake I made meant we had to redo the take. However, over the years, the feedback I’ve received on the videos across LinkedIn Learning indicated that flawless performances were not the way to go because they didn’t feel “real.” Real people make mistakes, misspeak, and mispronounce words. Students want to connect with you, not with flawless editing. If you stumble over a word, laugh it off and keep going. The authenticity makes the student feel like you’re right there with them. If you watch some of my current LinkedIn Learning courses, you’ll notice some mistakes, and that’s okay–it’s a connection, not a distraction.

    Speak with the students, don’t lecture

    Video gives you the chance to have an authentic connection with the student as if you were sitting across the desk from them, having a friendly but informative chat. When filming, look directly into the camera, but don’t stare–keep it natural. In actual conversations, two people don’t stare at each other, they occasionally look away or look to the side. Keep that in mind as you are recording. Also make sure you smile, are animated, and seem excited to share your knowledge. Keep your tone conversational, not formal. Don’t slip into “lecture mode.” When you look directly into the camera and speak directly to the student, you create a sense of intimacy, presence, and connection. That simple shift from a lecture mindset to conversation will make the video far more impactful and help the learning to stick.

    Record in short bursts

    You don’t have to record a one-hour lecture all at once. In fact, don’t!  A marathon recording session isn’t good for you. It creates fatigue, mistakes, and the dreaded “do-over” spiral where one slip-up makes you want to restart the entire video. Instead, record in short bursts, breaking your content into segments. Usually, I try to record only about four to five minutes at a time.  The beauty of this technique is that if it’s completely a mess and needs a total “do over,” you only need to re-record a few minutes, not the entire lecture. This is a lifesaver. Before I began using this technique, I dreaded trying to get an entire one-hour lecture perfect for the recording, even though I was rarely perfect in delivering it in class. But the pressure, because it was recorded, was almost overwhelming.

    Now, I record in small segments and either put them all together after I’ve recorded them individually or present them to students individually. The advantage of individually recorded videos for students is that it makes the content easier to learn. They can re-watch the exact piece they struggled with instead of hunting through an hour-long video to find just what they need.

    Keep it moving

    A word of caution: We’ve all seen those videos. You know the ones: A tiny talking head hovers in the corner, reading every bullet point like it’s the audiobook version of the slide while the same slide just sits there for 15 minutes with no movement and no animation–not even a text flying in from the left. Ugh. Don’t let your visuals sit there like wallpaper. Instead, strive for movement. About every 30 seconds, give learners something new to look at. That could mean switching to the next slide, drawing live on a whiteboard, cutting to you speaking and then back to the slide, or animating an illustration to show movement. The point is that motion grabs attention. For a video, cut down your wall-of-text slides. Use fewer words and more slides. If you have 50 words crammed on one slide, split it into three slides. Insert an image, a chart, or even a simple sketch. If you’re teaching software, demonstrate it on screen instead of describing it in words. If you’re explaining a process, illustrate the steps as you go. The more movement, the more likely you are to hold the learner’s attention.

    Keep production simple

    The good news about creating educational videos is that you don’t need a big budget or a film crew to get started. All you need is a camera, a good microphone, and a simple video creation tool. Now, I would advise not using your laptop’s built-in camera or microphone. They don’t do the job well. You don’t want a grainy, pixelated picture or muffled audio. They make it too hard for students to focus and even harder for them to stay engaged. For video, I recommend using an external webcam. Even a modest one is a huge step up from what’s baked into most PCs. For audio, go with an external microphone, or even a good-quality headset. For the video tool, I have not found a simpler or easier-to-use tool than Camtasia’s free online, cloud-based tool. The free version lets you record your screen, capture your voice, do slight edits, and add backgrounds.  It is more than enough to create clear, useful videos that your students can actually learn from. Remember, the goal isn’t Hollywood production. You want clear, effective, and authentic instructional videos.

    By using these five tips, educators can create instructional videos to save time, expand their reach, and create greater impacts on their students. Grab a good camera, a decent headset, and free video software, and create your first instructional video. Just simply start. You’ll wonder why you waited so long.

    We built evaluation for accountability–now it’s time to build it for growth

    Teacher evaluations have been the subject of debate for decades. Breakthroughs have been attempted, but rarely sustained. Researchers have learned that context, transparency, and autonomy matter. What’s been missing is technology that enhances these at scale inside the evaluation process–not around it. 

    As an edtech executive in the AI era, I see exciting possibilities to bring new technology to bear on these factors in the longstanding dilemma of observing and rating teacher effectiveness.

    At the most fundamental level, the goals are simple, just as they are in other professions: provide accountability, celebrate areas of strong performance, and identify where improvement is needed. However, K-12 education is a uniquely visible and important industry. Between 2000 and 2015, quality control in K-12 education became more complex, with states, foundations, and federal policy all shaping the definition and measurement of a “proficient” teacher. 

    For instance, today’s observation cycle might include pre- and post-observation conferences plus scheduled and unscheduled classroom visits. Due to the potential for bias in personal observation, more weight has been given to student achievement, but after critics highlighted problems with measuring teacher performance via standardized test scores, additional metrics and artifacts were included as well.

    All of these changes have resulted in administrators spending more time on observation and evaluation, followed by copying notes between systems and drafting comments–rather than on timely, specific feedback that actually changes practice. “Even when I use Gemini or ChatGPT, I still spend 45 minutes rewriting to fit the district rubric,” one administrator noted.

    “When I think about the evaluation landscape, two challenges rise to the surface,” said Dr. Quintin Shepherd, superintendent at Pflugerville Independent School District in Texas. “The first is the overwhelming volume of information evaluators must gather, interpret, and synthesize. The second is the persistent perception among teachers that evaluation is something being done to them rather than something being done for them. Both challenges point in the same direction: the need for a resource that gives evaluators more capacity and teachers more clarity, immediacy, and ownership. This is where AI becomes essential.”

    What’s at stake

    School leaders are under tremendous pressure. Time and resources are tight. Achieving benchmarks is non-negotiable. There’s plenty of data available to identify patterns and understand what’s working–but analyzing it is not easy when the data is housed in multiple platforms that may not interface with one another. Generic AI tools haven’t solved this.  

    For teachers, professional development opportunities abound, and student data is readily available. But often they don’t receive adequate instructional mentoring to ideate and try out new strategies. 

    Districts that have experimented with AI to provide automated feedback of transcribed recordings of instruction have found limited impact on teaching practices. Teachers report skepticism that the evolving tech tools are able to accurately assess what is happening in their classrooms. Recent randomized controlled trials show that automated feedback can move specific practices when teachers engage with it. But that’s exactly the challenge: Engagement is optional. Evaluations are not. 

    Teachers whose observations and evaluations are compromised or whose growth is stymied by lost opportunities for mentoring may lose out financially. For example, in Texas, the 2025-26 school year is the data capture period for the Teacher Incentive Allotment. This means fair and objective reviews are more important than ever for educators’ future earning potential.

    For all of these reasons, the next wave of innovation has to live inside the required evaluation cycle, not off to the side as another “nice-to-have” tool.

    Streamlining the process

    My background at edtech companies has shown me how eager school leaders are to make data-informed decisions. But I know from countless conversations with administrators that they did not enter the education field to crunch numbers. They are motivated by seeing students thrive. 

    The breakthrough we need now is an AI-powered workspace that sits inside the evaluation system. Shepherd would like to see “AI that quietly assists with continuous evidence collection not through surveillance, but pattern recognition. It might analyze lesson materials for cognitive rigor, scan student work products to detect growth, or help teachers tag artifacts connected to standards.”

    We have the technology to create a collaborative workspace that can be mapped to the district’s framework and used by administrators, coaches, support teams, and educators to capture notes from observations, link them to goals, provide guidance, share lesson artifacts, engage in feedback discussions, and track growth across cycles. After participating in a pilot of one such collaborative workspace, an evaluator said that “for the first time, I wasn’t rewriting my notes to make them fit the rubric. The system kept the feedback clear and instructional instead of just compliance-based.”

    As a superintendent, Shepherd looks forward to AI support for helping make sense of complexity. “Evaluators juggle enormous qualitative loads: classroom culture, student engagement, instructional clarity, differentiation, formative assessment, and more. AI can act as a thinking partner, organizing trends, highlighting possible connections, identifying where to probe deeper, or offering research-based framing for feedback.”

    The evaluation process will always be scrutinized, but what must change is whether it continues to drain time and trust or becomes a catalyst for better teaching. Shepherd expects the pace of adoption to pick up speed as the benefits for educators become clear: “Teachers will have access to immediate feedback loops and tools that help them analyze student work, reconsider lesson structures, or reflect on pacing and questioning. This strengthens professional agency and shifts evaluation from a compliance ritual to a growth process.”

    Real leadership means moving beyond outdated processes and redesigning evaluation to center evidence, clarity, and authentic feedback. When evaluation stops being something to get through and becomes something that improves practice, we will finally see technology drive better teaching and learning.

    A new approach to driving STEM workforce readiness

    Key points:

    STEM workforce shortages are a well-known global issue. With demand set to rise by nearly 11 percent in the next decade, today’s students are the solution. They will be the ones to make the next big discoveries, solve the next great challenges, and make the world a better place.

    Unfortunately, many students don’t see themselves as part of that picture.

    When students struggle in math and science, many come to believe they simply aren’t “STEM people.” While it’s common to hear this phrase in the classroom, a perceived inability in STEM can become a gatekeeper that stops students from pursuing STEM careers and alters the entire trajectory of their lives. Because of this, educators must confront negative STEM identities head on.

    One promising approach is to teach decision-making and critical thinking directly within STEM classrooms, equipping students with the durable skills essential for future careers and the mindset that they can decide on a STEM career for themselves.

    Teaching decision-making

    Many educators assume this strategy requires a full curriculum overhaul. Rather, decision-making can be taught by weaving decision science theories and concepts into existing lesson plans. This teaching and learning of skillful judgment formation and decision-making is called Decision Education. 

    There are four main learning domains of Decision Education as outlined in the Decision Education K-12 Learning Standards: thinking probabilistically, valuing and applying rationality, recognizing and resisting cognitive biases, and structuring decisions. Taken together, these skills, among other things, help students gather and assess information, consider different perspectives, evaluate risks and apply knowledge in real-world scenarios. 

    The intersection of Decision Education and STEM

    Decision Education touches on many of the core skills that STEM requires, such as applying a scientific mindset, collaboration, problem-solving, and critical thinking. This approach opens new pathways for students to engage with STEM in ways that align with their interests, strengths, and learning styles.

    Decision Education hones the durable skills students need to succeed both in and out of the STEM classroom. For example, “weight-and-rate” tables can help high school students evaluate college decisions by comparing elements like tuition, academic programs, and distance from home. While the content in this exercise is personalized and practical for each student, it’s grounded in analytical thinking, helping them learn to follow a structured decision process, think probabilistically, recognize cognitive biases, and apply rational reasoning.

    These same decision-making skills mirror the core practices of STEM. Math, science, and engineering require students to weigh variables, assess risk, and model potential outcomes. While those concepts may feel abstract within the context of STEM, applying them to real-life choices helps students see these skills as powerful tools for navigating uncertainty in their daily lives.

    Decision Education also strengthens cognitive flexibility, helping students recognize biases, question assumptions, and consider different perspectives. Building these habits is crucial for scientific thinking, where testing hypotheses, evaluating evidence objectively, and revising conclusions based on new data are all part of the process. The scientific method itself applies several core Decision Education concepts.

    As students build critical thinking and collaboration skills, they also deepen their self-awareness, which can be transformative for those who do not see themselves as “STEM people.” For example, a student drawn to literacy might find it helpful to reimagine math and science as languages built on patterns, symbols, and structured communication. By connecting STEM to existing strengths, educators can help reshape perceptions and unlock potential.

    Adopting new strategies

    As educators seek to develop or enhance STEM education and cultures in their schools, districts and administrators must consider teacher training and support.

    High-quality professional development programs are an effective way to help teachers hone the durable skills they aim to cultivate in their students. Effective training also creates space for educators to reflect on how unconscious biases might shape their perceptions of who belongs in advanced STEM coursework. Addressing these patterns allows teachers to see students more clearly, strengthen empathy, and create deeper connections in the classroom.

    When educators come together to make STEM more engaging and accessible, they do more than teach content: they rewrite the narrative about who can succeed in STEM. By integrating Decision Education as a skill-building bridge between STEM and students’ everyday lives, educators can foster confidence, curiosity, and a sense of belonging, which helps learners build their own STEM identity, keeping them invested and motivated to learn. While not every student will ultimately pursue a career in STEM, they can leave the classroom with stronger critical thinking, problem-solving, and decision-making skills that will serve them for life.

    Creating that kind of learning environment takes intention, shared commitment, and a belief that every student deserves meaningful access to and engagement with STEM. But when the opportunity arises, the right decision is clear–and every school has the power to make it.

    What school leaders need to know

    Key points:

    Special education is at a breaking point. Across the country, more children than ever are being referred for evaluations to determine whether they qualify for special education services. But there aren’t enough school psychologists or specialists on staff to help schools meet the demand, leaving some families with lengthy wait times for answers and children missing critical support. 

    The growing gap between need and capacity has inspired districts to get creative. One of the most debated solutions? Remote psychoeducational testing, or conducting evaluations virtually rather than face-to-face. 

    Can a remote evaluation accurately capture what a child needs? Will the results hold up if challenged in a legal dispute? Is remote assessment equivalent to in-person? 

    As a school psychologist and educational consultant, I hear these questions every week. And now, thanks to research and data released this summer, I can answer with confidence: Remote psychoeducational testing can produce equivalent results to traditional in-person assessment. 

    What the research shows

    In July 2025, a large-scale national study compared in-person and remote administration of the Woodcock-Johnson V Tests of Cognitive Abilities and Achievement (WJ V), the latest version of one of the most widely-used and comprehensive assessment systems for evaluating students’ intellectual abilities, academic achievement, and oral language skills. Using a matched case-control design with 300 participants and 44 licensed school psychologists from across the U.S., the study found no statistically or practically significant difference in student scores between in-person and remote formats. 

    In other words: When conducted with fidelity, remote WJ V testing produces equivalent results to traditional in-person assessment.

    This study builds on nearly a decade of prior research that also found score equivalency for remote administrations of the most widely used evaluations including WJ IV COG and ACH, RIAS-2, and WISC-V assessments, respectively. 

    The findings of the newest study are as important as they are urgent. They show remote testing isn’t just a novelty–it’s a practical, scalable solution that is rooted in evidence. 

    Why it matters now

    School psychology has been facing a workforce shortage for over a decade. A 2014 national study predicted this crunch, and today districts are relying on contracting agencies and remote service providers to stay afloat. At the same time, referrals for evaluations are climbing, driven by pandemic-related learning loss, growing behavioral challenges, and increased awareness of neurodiversity. 

    The result: More children and families waiting longer for answers, while school psychologists are facing mounting caseloads and experiencing burnout. 

    Remote testing offers a way out of this cycle and embraces changes. It allows districts to bring in licensed psychologists from outside their area, without relocating staff or asking families to travel. It helps schools move through backlogs more efficiently, ensuring students get the services they need sooner. And it gives on-site staff space to do the broader preventative work that too often gets sidelined. Additionally, it offers a way to support those students who are choosing alternate educational settings, such as virtual schools. 

    Addressing the concerns

    Skepticism remains, and that’s healthy. Leaders wonder: Will a hearing officer accept remote scores in a due process case? Are students disadvantaged by the digital format? Can we trust the results to guide placement and services?

    These are valid questions, but research shows that when remote testing is done right, the results are valid and reliable. 

    Key phrase: Done right. Remote assessment isn’t just a Zoom call with a stopwatch. In the most recent study, the setup included specific safeguards:

    • Touchscreen laptops with screens 13” or larger; 
    • A secure platform with embedded digital materials;
    • Dual cameras to capture the student’s face and workspace;
    • A guided proctor in-room with the student; and
    • Standardized examiner and proctor training protocols.

    This carefully structured environment replicates traditional testing conditions as closely as possible. All four of the existing equivalency studies utilized the Presence Platform, as it already meets with established criteria.

    When those fidelity conditions are met, the results hold up. Findings showed p-values above .05 and effect sizes below .03 across all tested subtests, indicating statistical equivalence. This means schools can confidently use WJ V scores from remote testing, provided the setup adheres to best practices.

    What district leaders can do

    For remote testing to succeed, schools need to take a thoughtful, structured approach. Here are three steps districts can take now.

    1. Vet providers carefully. Ask about their platform, equipment, training, and how they align with published research standards. 
    2. Clarify device requirements. Ensure schools have the right technology in place before testing begins.
    3. Build clear policies. Set district-wide expectations for how remote testing should be conducted so everyone–staff and contractors alike–are on the same page. 

    A path forward

    Remote assessment won’t solve every challenge in special education, but it can close one critical gap: timely, accurate evaluations. For students in rural districts, schools with unfilled psychologist positions, virtual school settings, or families tired of waiting for answers, it can be a lifeline.

    The research is clear. Remote psychoeducational testing works when we treat it with the same care and rigor as in-person assessment. The opportunity now is to use this tool strategically–not as a last resort, but as part of a smarter, more sustainable approach to serving students. 

    At its best, remote testing is not a compromise; it’s a path toward expanded access and stronger support for the students who need it most.

    When a school building fails, everything it supports comes to a halt. Learning stops. Families scramble. Community stability is shaken. And while fire drills and lockdown procedures prepare students and staff for specific emergencies, the buildings themselves often fall short in facing the unexpected.

    Between extreme weather events, aging infrastructure, and rising operational demands, facility leaders face mounting pressure to think beyond routine upkeep. Resilience should guide every decision to help schools stay safe, meet compliance demands, and remain prepared for whatever lies ahead.

    According to a recent infrastructure report card from the American Society of Civil Engineers, the nation’s 98,000 PK-12 schools received a D+ for physical condition–a clear signal that more proactive design and maintenance strategies are urgently needed.

    Designing for resilience means planning for continuity. It’s about integrating smarter materials, better systems, and proactive partnerships so that learning environments can bounce back quickly–or never go down at all.

    Start with smarter material choices

    The durability of a school begins at ground level. Building materials that resist moisture, mold, impact, and corrosion play a critical role in long-term school resilience and functionality. For example, in flood-prone regions, concrete blocks and fiber-reinforced panels outperform drywall in both durability and recovery time. Surfaces that are easy to clean, dry quickly, and don’t retain contaminants can make the difference between reopening in days versus weeks.

    Limit downtime by planning ahead

    Downtime is costly, but it’s not always unavoidable. What is avoidable is the scramble that follows when there’s no plan in place. Developing a disaster-response protocol that includes vendors, contact trees, and restoration procedures can significantly reduce response time. Schools that partner with recovery experts before an event occurs often find themselves first in line when restoration resources are stretched thin.

    FEMA’s National Resilience Guidance stresses the need to integrate preparedness and long-term recovery planning at the facility level, particularly for schools that often serve as vital community hubs during emergencies.

    Maintenance as the first line of defense

    Preventative maintenance might not generate headlines, but it can prevent them. Regular inspections of roofing, HVAC, plumbing, and electrical systems help uncover vulnerabilities before they lead to shutdowns. Smart maintenance schedules can extend the lifespan of critical systems and reduce the risk of emergency failures, which are almost always more expensive.

    Build flexibility into the design

    Truly resilient spaces are defined by their ability to adapt, not just their physical strength. Multi-use rooms that can shift from classroom to shelter, or gymnasiums that double as community command centers, offer critical flexibility during emergencies. Facilities should also consider redundancies in HVAC and power systems to ensure critical areas like server rooms or nurse stations remain functional during outages.

    Include restoration experts early

    Design and construction teams are essential, but so are the people who will step in after a disaster. Involving restoration professionals during the planning or renovation phase helps ensure the layout and materials selected won’t hinder recovery later. Features like water-resistant flooring, interior drainage, and strategically placed shut-off valves can dramatically cut cleanup and repair times.

    Think beyond the building

    Resilient schools need more than solid walls. They need protected data, reliable communication systems, and clear procedures for remote learning if the physical space becomes temporarily inaccessible. Facility decisions should consider how technology, security, and backup systems intersect with the physical environment to maintain educational continuity.

    Schools are more than schools during a crisis

    In many communities, schools become the default support hub during a crisis. They house evacuees, store supplies, and provide a place for neighbors to connect. Resilient infrastructure supports student safety while also reinforcing a school’s role as a vital part of the community. Designs should support this extended role, with access-controlled entries, backup power, and health and sanitation considerations built in from the start.

    A resilient mindset starts with leadership

    Resilience begins with leadership and is reflected in the decisions that shape a school’s physical and operational readiness. Facility managers, superintendents, and administrative teams must advocate for resilient investments early in the planning process. This includes aligning capital improvement budgets, bond proposals, and RFP language with long-term resilience goals.

    There’s no such thing as a truly disaster-proof building. But there are schools that recover faster, withstand more, and serve their communities more effectively during crises. The difference is often found in early choices: what’s designed, built, and maintained before disaster strikes.

    When resilience guides every decision, school facilities are better prepared to safeguard students and maintain continuity through disruption.

    AI use is on the rise, but is guidance keeping pace?

    The rapid rise of generative AI has turned classrooms into a real-time experiment in technology use. Students are using AI to complete assignments, while teachers are leveraging it to design lessons, streamline grading, and manage administrative tasks.

    According to new national survey data from RAND, AI use among both students and educators has grown sharply–by more than 15 percentage points in just the past one to two years. Yet, training and policy have not kept pace. Schools and districts are still developing professional development, student guidance, and clear usage policies to manage this shift.

    As a result, educators, students, and parents are navigating both opportunities and concerns. Students worry about being falsely accused of cheating, and many families fear that increased reliance on AI could undermine students’ critical thinking skills.

    Key findings:

    During the 2024-2025 school year, AI saw rapid growth.

    AI use in schools surged during the 2024-2025 academic year. By 2025, more than half of students (54 percent) and core subject teachers (53 percent) were using AI for schoolwork or instruction–up more than 15 points from just a year or two earlier. High school students were the most frequent users, and AI adoption among teachers climbed steadily from elementary to high school.

    While students and parents express significant concern about the potential downsides of AI, school district leaders are far less worried.

    Sixty-one percent of parents, 48 percent of middle school students, and 55 percent of high school students believe that increased use of AI could harm students’ critical-thinking skills, compared with just 22 percent of district leaders. Additionally, half of students said they worry about being falsely accused of using AI to cheat.

    Training and policy development have not kept pace with AI use in schools.

    By spring 2025, only 35 percent of district leaders said their schools provide students with training on how to use AI. Meanwhile, more than 80 percent of students reported that their teachers had not explicitly taught them how to use AI for schoolwork. Policy guidance also remains limited–just 45 percent of principals said their schools or districts have policies on AI use, and only 34 percent of teachers reported policies specifically addressing academic integrity and AI.

    The report offers recommendations around AI use and guidance:

    As AI technology continues to evolve, trusted sources–particularly state education agencies–should provide consistent, regularly updated guidance on effective AI policies and training. This guidance should help educators and students understand how to use AI as a complement to learning, not a replacement for it.

    District and school leaders should clearly define what constitutes responsible AI use versus academic dishonesty and communicate these expectations to both teachers and students. In the near term, educators and students urgently need clarity on what qualifies as cheating with AI.

    Elementary schools should also be included in this effort. Nearly half of elementary teachers are already experimenting with AI, and these early years are when students build foundational skills and habits. Providing age-appropriate, coherent instruction about AI at this stage can reduce misuse and confusion as students progress through school and as AI capabilities expand.

    Ultimately, district leaders should develop comprehensive AI policies and training programs that equip teachers and students to use AI productively and ethically across grade levels.
