    Bell English to close after 70 years

    In a statement, Bell Educational Services Ltd confirmed that the group has served notice to put its three schools in Cambridge, London and St Albans into administration due to financial difficulties, with the schools set to close on October 31.

    “It is with deep regret that we announce Bell Educational Services Ltd has made the difficult decision to wind down its operations and will cease to trade shortly,” the group said in a statement.

    “Regrettably, the closure of the schools will also mean that staff members will face redundancy in the coming weeks,” it said, adding: “This is a deeply sad outcome for all involved”.

    English UK is finding replacement courses for some 125 students affected by the news under the student Emergency Support Scheme (SES), which obliges British Council-accredited centres to offer places to those whose schools have closed suddenly. The affected students are currently studying at Bell’s Cambridge and London locations, while the St Albans site will have no students by the closure date at the end of this month.

    English UK’s acting joint chief executive, Huan Japes, said he was “very sorry” for all those caught up in the closure. “[We] wish to pay our respects to the contribution that Bell has made to shaping the English language teaching industry over the last 70 years,” he added.

    “The English UK team is working with Bell management and nearby centres to ensure the students can continue their courses as quickly as possible. We have visited the school to answer the students’ questions in person, and we hope staff who have lost jobs find new employment quickly. We are very grateful to Bell staff and the administrators for managing the closure responsibly and with sensitivity.”

    Bell highlighted its “proud heritage spanning over 70 years” that has been “widely recognised as a pioneer in the teaching of English as a foreign language”.

    But it said it faced “significant cashflow challenges” and was unable to recover financially from the prolonged impact of the pandemic. Nor could it secure a buyer for the business.

    Bell school was founded by Frank Bell in 1955, having been inspired to start a language school after teaching languages in a prisoner of war camp.

    English UK noted that many bastions of the ELT sector had worked for Bell at some point in their careers. “We extend our sympathies to all of Bell’s staff, students and partners affected by this closure,” it said.

    Despite the news, Japes asserted that English UK data monitoring showed the UK remained a resilient market for the ELT sector. In spite of “tough trading conditions”, English UK student numbers dipped just 0.6% between 2023 and 2024, he said.

    “Unexpected closures do happen, but they are rare. Bell English’s financial set up was very unusual for our industry as it was run by a charitable foundation. This is a very sad closure, but we don’t see it as part of a wider trend,” he continued.

    “We understand how shocking closures are to affected staff and students, and our student emergency scheme is here to help anyone affected complete their studies as planned. We encourage students and agents to continue booking English courses in the UK with confidence.”

    The company noted that Bell Switzerland SA – of which Bell is the sole shareholder – would be unaffected by the closure and would continue operating as usual.

    US-based TOEFL scorers “shut out” of ETS shifts, petition claims

    • Petition from ETS scorers takes issue with shifts being handed to offshore colleagues, claiming that such decisions are often taken last minute.
    • Concerns raised over new scorers not having English as a first language – which ETS says does not matter so long as the scorer has the correct expertise.
    • ETS defends “strategic decision” to look beyond the US for some of its scorers, saying this reflects the global nature of its business.

    “Over the past several months, ETS has stopped assigning shifts to US-based rates and scoring leaders without any clear or honest explanation,” states the petition

    “There has been a quiet transition to a completely offshore rater pool, with scoring for the TOEFL Speaking section now handled almost entirely out of India. US raters – many of whom have supported this work for over a decade – have been ghosted,” it claims.  

    According to speaking raters and leaders interviewed by The PIE News, shifts for US-based raters and scoring leaders started reducing in December 2024 and have all but dried up, though employees are still asked each month to submit their availability.  

    But according to the testing giant, scoring staff were informed in December 2024 of the expansion of ETS’s scoring capabilities beyond the US, including being told that the shift “could result in a reduction of scoring hours for US-based raters”.  

    “This change reflects our effort to meet international demand more effectively and leverage a broader, global pool of qualified scoring professionals,” an ETS spokesperson told The PIE 

    And yet, employees have complained of a lack of transparency from ETS: “Those who complained to HR or Scheduling receive either silence or vague boilerplate responses citing ‘global strategy’ or ‘volume’”, the petition states.  

    According to Teri Anglim, a scoring leader who has worked for TOEFL since 2006: “The email that came in December was well crafted… they said they were going to be including global raters and that some would see their shifts increase and others would decrease”.  

    “Come February, lots of raters would email me and say they were only scheduled for five days out of the month, some having registered their availability for every day,” said Anglim.  

    “Come March, they might get 10 days for the month, but a day and a half before their shift, they’d get an email saying that half of their shifts were cancelled,” she explained.  

    Several employees have echoed similar frustrations over shifts being cancelled at the eleventh hour.

    Speaking to The PIE anonymously, another scoring leader explained it was their understanding that “ETS still sends out availability requests every month and actually confirms one or two shifts at most, only for them to be cancelled at the last minute”.  

    “Because I work for other programs, I’m getting scheduled for them but not for TOEFL. ETS essentially wants to keep our pool of workers ‘on-call’ to the side, just in case,” they said.  

    By Anglim’s accounts, shifts for US test raters had all but dried up in April, though test scorers training the new global raters continued receiving shifts.  

    In May, the number of raters on each scoring leader’s roster was increased, with experienced leaders finding it difficult to keep up with the increased monitoring.

    “It’s humanly impossible to keep tabs on 24 people who are novices at scoring,” said Anglim, who became concerned that mistakes could slip through the cracks.  

    And yet, by June, Anglim was assigned six shifts for the whole month and saw three of them cancelled: “That was the end of TOEFL for us, the scoring leaders,” she said.

    The petition is demanding that ETS provides a “clear, honest explanation of how shifts are being assigned”, as well as detailed accounts of how many US raters have received shifts since April and the ratio of US raters and the new global pool.  

    The scoring leader speaking to The PIE anonymously said they were “devastated to no longer be a part of a program [they] helped build 20 years ago… ETS used to be a great side income, but it’s mere pittance now.” 

    “[ETS] basically told us last fall that we would be training our replacements – they didn’t word it quite like that, but we all knew our days were numbered at that time.”

    Since many raters work part-time for ETS, they say they have had to rely on other jobs and pick up shifts elsewhere since the reductions.  

    “At this point in my life, I do get social security, and I’m looking for other remote jobs,” said Anglim, who holds a BA from Arizona State University and two MA degrees from the University of Texas Arlington.  

    Beyond the personal impact on employees, Anglim said she was concerned about the standard of the new scorers, with the petition claiming that the scoring of the TOEFL Speaking section is “now handled almost entirely out of India”. 

    Anglim, who trained many of the new scorers, said: “I have nothing against the raters in India – I liked working with them – though I was concerned about non-native English speakers marking the test without other people.” 

    “How can a company like the Educational Testing Service (ETS) promote DEI when having scorers only from one place is not diverse, it’s certainly not equitable, and it’s not inclusive,” she said.  

    For its part, ETS has countered the claims, stressing that new raters are given the same “rigorous” training as existing ones and that it is irrelevant whether or not English is their first language.

    Anglim recalled a case when she was reviewing the scores given to a test-taker from Germany, whose English was “impeccable” – “his vocabulary was better than I use”, she said – though he was scored two out of four for delivery.  

    In that incident, Anglim initiated a score change, but she said she was worried that individuals who have taken the test since January could be “collateral damage” of the new pool of scorers.  

    The TOEFL exam is primarily used to measure the English proficiency of test takers applying to English speaking universities in the UK, Canada, the US, Australia and New Zealand, among a few others.

    Out-of-work US-based raters fear that moving the test scoring offshore will lead to a loss of raters who instinctively know the nuances of the English language that can affect score outcomes.

    Alongside a “commitment to transparency, accountability and professional respect” for its employees, the petition’s signatories want an “acknowledgment that the rater and scoring leader roles are now being filled exclusively from India”.  

    The scoring leader speaking anonymously also said they were “concerned about the integrity of the test”, fearing “it will be compromised due to raters and leaders who aren’t fully proficient in English”.  

    “My interactions with some raters over the years and with these specific ‘global raters’ left me wondering how thoroughly ETS had vetted their language abilities. 

    “I fear that TOEFL will die once US universities get wind of this shift and also if scores end up being inaccurate, leading to difficulties or even failure for international students,” they said.  

    Responding to the claims, an ETS spokesperson said that the integrity of the TOEFL would “always be [its] highest priority”.

    “All of our raters, whether English is their first or learned language, go through the same rigorous training, qualification process, and continuous monitoring to ensure scores are fair, accurate, and consistent.

    “What matters is expertise, not where someone was born or what their first language was and our diverse community of raters reflects exactly that.”

    ETS leadership have not formally responded to the petition or addressed the 342 signatories or their demands.

    Speaking to The PIE, an ETS spokesperson said the company had “a growing global customer base and a business that continues to evolve to meet the needs of learners, institutions, and partners worldwide.  

    “In response to these changing demands, we made the strategic decision in late 2024 to expand our scoring capabilities beyond the US. 

    “This shift allows us to better serve a global testing population, increase operational flexibility, and uphold the quality and efficiency our customers expect.” 

    It told The PIE: “We are grateful to the many raters and scoring leaders in the US who have supported TOEFL over the years and helped establish the standards we maintain today.  

    “ETS remains committed to treating all members of our scoring community with respect and to communicating transparently as we continue to adapt in an increasingly globalised education landscape.”

    Australia expands accepted English language tests for visa applications

    LanguageCert Academic, CELPIP General, and the Michigan English Test (MET) are now officially accepted for use in Australian visa applications.

    With this update, a total of nine tests from eight different providers are now officially recognised for Australian visa purposes. These include previously accepted options such as IELTS, Pearson (PTE Academic), Cambridge English, TOEFL iBT, and OET. Notably, IELTS Academic and IELTS General Training are now registered as separate tests.

    Commenting on the news, Sharon Harvey, CEO of Michigan Language Assessment, said: “We are proud that Michigan Language Assessment has been approved by the government of Australia for MET to be used for Australian visa purposes. This recognition is a clear acknowledgment of the validity and reliability of MET, and of its value in assessing and certifying English language skills.”

    The company, which launched in 2009 and enhanced with a secure digital version in 2021, said that to earn this status, MET underwent an extensive validation process.

    Meanwhile, LanguageCert‘s partnerships and recognitions director Fraser Cargill said the company was “excited to deepen our engagement in Australia, supporting individuals as they pursue opportunities in this dynamic country”.

    “This contract reflects our ongoing commitment to supporting government departments with secure solutions and individuals worldwide in achieving their academic, professional or personal goals through accessible and trusted language assessment,” he added.

    As of August 7, updated score requirements for certain tests have been implemented, with full details available on the Department of Home Affairs website.

    For its part, CELPIP General said it was “pleased to announce” that its test was one of those accepted by the Australian government as proof of English langage proficiency for visa purposes.

    “With this designation, we are pleased to provide test takers seeking to attain an Australian visa with the same dedicated assessment of English language proficiency that is tried and true for the government of Canada and other score users,” it said.

    New ELT study takes aim at “less traditional” tests

    The report by the Universities of Dundee and Cambridge highlights concerns about “the preparedness of students admitted through less traditional tests” as well as worries about the “security, validity and perceived inadequacy” of tests run by Duolingo and Oxford Education Group (OIEG).  

    The study draws on evidence from 50 UK universities, though its critics point out that many of the statements seem to be based on qualitative perspectives and anecdotal evidence from a small sample – comments that the report’s authors have hit out against.

    It is causing disturbance in the ELT world, with Duolingo highlighting that four out of the five authors are affiliated with a “single competitor test” – the IELTS test. For their part, the report’s authors have maintained that the study was carried out objectively.

    The study found the IELTS test to be widely regarded as the “common currency” of SELT, “largely due to the high level of trust in IELTS as a reliable and valid measure of language proficiency”, said the authors.  

    The most widely accepted English language test by UK universities, IELTS, is co-owned by IDP, Cambridge University Press and the British Council. 

    Other tests including TOEFL, C1 Advanced, and the Pearson Test of English (PTE), were found to be accepted by a high number of the institutions surveyed, while Duolingo was only accepted by six universities.  

    “Unfortunately, this study is based on the perceptions of a small group and relies on outdated views rather than robust empirical evidence,” a spokesperson for Duolingo told The PIE News in response to the findings. 

    They commented: “Every Ivy League university accepts the Duolingo English Test (DET), as do a third of Russell Group institutions and over 5,900 institutions worldwide,” adding that the DET “combines academic rigour and integrity with accessibility and affordability”. 

    Meanwhile, English testing expert Michael Goodine advised test takers “to keep in mind that the criticisms mentioned in the study are anecdotal and not presently supported by comparative data”.

    What’s more, at the time of the survey, Duolingo was only accepted at six universities, compared to IELTS. which was accepted at all 50.

    Given the experiences of surveyed staff sharing their worries about declining standards of English: “Clearly, then, Duolingo isn’t the problem,” suggested Goodine. “Maybe the traditional tests are also problematic,” he posed.

    For its part, Cambridge University Press & Assessment maintained the study was independently peer-reviewed, objecting to comments about the research being conducted on a “small” group or to their views being “outdated”.

    “The researchers did not seek views on any specific test,” said the spokesperson, adding that interviewees were asked about their personal experiences with the tests, changes since the pandemic, internal decision-making processes around test selection and their experience of the English levels of students admitted with such tests.

    “We hope this evidence will help universities to consider the relative merits of different modes of language assessment. Now is the time to put quality first,” they added.

    The report’s authors note that the shift to online learning and testing during the pandemic “has led to a perceived decline in language standards, with many staff members worried that students are not meeting the necessary threshold for successful academic engagement”.   

    “The lack of transparency and external validation, especially for newer tests, exacerbates these concerns, as many of these tests provide little evidence of comparability beyond marketing information,” they say, calling for universities to use evidence-based approaches when selecting which English language tests to use.  

    In addition to the choice of test, much of the report is dedicated to findings highlighting the growing concerns among university personnel about the declining English language proficiency of international students. 

    When asked to evaluate the academic literacy of the international students they teach, 44% of respondents said it was ‘poor’, 47% deemed it to be ‘mixed’ or ‘varied’, with less than 10% judging it to be ‘good’.   

    “Admitting students without sufficient English jeopardises their educational experience and places strains on institutions and faculty,” said Pamela Baxter, managing director for IELTS at Cambridge University Press & Assessment.  

    “These are some of the highest stakes exams around – that enable people to migrate and study”, said Baxter, adding that international students comprise 23% of the UK’s total student population, and “greatly enrich” universities, but must be admitted with the right standards.  

    The study finds a “great divide” between EAP and academic staff placing a greater emphasis on test validity and language proficiency, as compared to recruitment and admissions personnel who tend to priorities accessibility and cost.  

    Such a disparity highlights the “need for a more integrated approach to decision-making”, the authors argue.  

    The report comes as the UK SELT sector is bracing for a dramatic overhaul, caused by the government’s ongoing development of a dedicated Home Office English Language Test (HOELT), for which a tender process is currently underway.  

    Most recently, the Home Office launched a fourth round of market engagement about digital testing, exploring the viability of incorporating remote testing into the HOELT service.

    The latest round of engagement is being undertaken “to gather market insights on newly available and emerging technology in relation to remote testing, and the viability of incorporating this into the HOELT service,” said the Home Office in a notice on July 2.  

    The notice is the latest update to a government tender to design and maintain a dedicated Secure English Language Test (SELT) owned by the Home Office, holding an initial contract value of £1.13bn, which was since reduced to £680m

    The original tender, launched in August 2024, made no mention of engagement on emerging technologies and digital tests, instead outlining plans for in-person delivery, including invigilators and ID-verification services at physical test centres around the world.  

    As per the latest update, the developer that wins the tender will still be responsible for “establishing and managing global test centres” – of which there are 268 – though the notice suggests that remote testing will also be incorporated into the model. 

    While the sector has embraced online delivery and at-home testing, the Home Office will also be taking stock of rising concerns among the public about the use of AI in English proficiency tests.

    According to a recent YouGov poll, 40% of the public are worried about AI causing a greater risk of cheating on English language tests, with a similar proportion concerned about the ability of AI to properly assess language skills.

    The poll, commissioned by Cambridge University Press & Assessment, asked respondents specifically about tests assessing English language skills for people applying to work and study in the UK.

    Additional findings revealed the public’s unease at the prospect of limited human interaction and concerns that AI-led exams would disadvantage those with limited access to technology – both cited by roughly a quarter of respondents.

    Meanwhile, only 8% said they had “no concerns” about the use of AI in English language tests for people applying to work or study in the UK.

    Under its initial plans, the Home Office proposed disaggregating the service into two lines; the development and ongoing support of a Home Office branded test to be used globally, and the facilitation of tests around the world, according to the tender. 

    However, the government’s slashing of the value of the tender led some stakeholders to speculate that the Home Office might turn to a single supplier for both development and delivery.  

    Despite the additional engagement around emerging technologies and remote testing, the value of the tender remains at £680m (excluding VAT).  

    Since the government put out the HOELT tender last year, there has been little news about which companies are throwing their hats in the ring or what their proposed model would look like.

    Currently, PearsonLanguageCert, Trinity College London, and IELTS – which is co-owned by IDP, Cambridge English and the British Council – deliver Home Office-approved SELTs in the UK. 

    The deadline for the latest round of engagement is July 17.

    In 2024, The PIE News reported that the UK Home Office is engaging with the market about proposals to build a new Secure English Language Testing model for an estimated £1.13 billion, known as the Home Office Language Test (HOELT).

    At the time, the government set out that it would be engaging with the market about tendering for the deal, which would be split into two parts; developing the Home Office-branded test and the facilitation of the tests around the world.

    In an update on April 10 this year, it was revealed that the total value of the tender has been reduced to £680m.

    The tender sets out estimated contract dates of August 2026 to August 2031, with a possible extension to August 2034. The estimated “publication date of tender notice” is August 1, 2025, while the deadline for participation in this third round of engagement is May 1, 2025.

    It is noted that one of the primary purposes of the latest round is to “confirm the level of interest in the delivery of the service under a single contract”.

    Michael Goodine, SELT expert and owner of Test Resources in South Korea, commented: “This suggests that the Home Office may be seeking a single supplier to both develop and deliver the test… The original plan was for those aspects to be handled by separate suppliers. Or at least separate contracts.”

    “This sort of change could narrow the range of acceptable suppliers. Not everyone can do both of these things, of course,” Goodine wrote in his blog.

    The PIE contacted the Home Office for comment on the changes, but it declined to respond.

    Ireland’s ELE sector slams sharp rise in financial threshold

    The national body representing over 60 accredited English language schools has warned the move could lead to mass cancellations, reputational damage to Ireland, and loss of key emerging markets that have helped rebuild the sector post-pandemic.

    Starting from 30 June 2025, students from countries such as Argentina, Brazil, and Mexico will be asked to show €6,665 in available funds to study in Ireland for eight months – a 120% increase on the 2023 threshold of €3,000.

    “This change has come without consultation, justification, or notice. It is difficult to see how a 120% increase in two years can be considered proportionate when the cost of living has risen just 2% annually,” said Lorcan O’Connor Lloyd, CEO of EEI.

    The affected students are legally permitted to work part-time in Ireland, yet are now being required to show financial backing as if they were not, argued O’Connor Lloyd, who said the policy “undermines the entire work-study visa model that Ireland has in place”.

    Stakeholders have also raised concerns around the short period of notice of just over 90 days, which means that students who have already paid, booked flights, and made arrangements will be forced to find an extra €2,000 or risk losing their place.

    EEI is therefore calling for an immediate pause and review of the policy, a transition period to protect students who have already booked, and a full consultation with the education sector moving forward.

    Korean reality TV showcases language learning in the UK

    The series, premiering on February 5, was filmed at Bell English Schools’s Cambridge premisis in August 2025, which hosted Dong-Il Sung, Kwang-Kyu Kim, Ki-Jun Um, Hyuk Jang, and Seung-Hwan Shin for two weeks in August 2024.  

    The program, Shala Shala, follows the actors’ authentic experiences of learning English alongside other students, taking part in activities, and staying with host families and in Bell Cambridge’s on-campus residences.  

    “These are male, middle-aged actors who are famous in South Korea, but who have got to a certain point in their career and maybe they want to try more roles in English or maybe they want to travel personally with their families,” Rebecca Stead, head of marketing at Bell Educational Services told The PIE News. 

    “So, the premise of the show was that it’s never too late to late to learn English,” Stead added.  

    To make it as authentic as possible, 50 hidden cameras were set up around the school to capture the actors’ true experiences taking classes with Bell’s summer learners. 

    While Stead maintained that the actors were “great students”, the program’s trailer reveals a somewhat bumpy path to language learning success.  

    “It was a big operation and really interesting for us staff to see how a TV program is made, and the other students were really excited to have the actors around,” she added.

    With seven schools for adult students and young learners across the UK, Bell’s Cambridge institution is its flagship location offering year-round language courses to learners of all ages.  

    “We’ve got these beautiful gardens and traditional buildings, and it’s in Cambridge, which is such an attractive destination. It’s very much that quintessential image of what a lot of people from other countries imagine the UK to be like,” Stead noted.

    “Not only are we showcasing Bell but we’re also showcasing the UK and what a valuable experience it is to study and travel here, so hopefully it will be a positive thing for the industry as a whole.”  

    The program comes at a time of slowing recovery for the UK’s ELT sector, with levels likely to be a “new normal” for the sector, according to a recent report by English UK.  

    The program will be airing on YouTube as well as the South Korean television network JTBC on February 5, 2025.
