After graduating from Knox College in Illinois with a bachelor’s degree, Stephanie Martinez-Calderon’s plans were upended by the pandemic. She hadn’t planned on becoming a teacher but found an opportunity to tutor remotely for the year after college.
Tutoring helped her build confidence and develop instructional skills, and today she’s a middle school teacher in the Washoe County School District in Nevada.
Tutoring can be a powerful training ground for future educators, providing hands-on experience, confidence and a bridge into the classroom. And what might begin as a temporary opportunity can become a career path at a time when teachers are needed more than ever: A recent report noted that nearlyone in five K-12 teachers plan to leave teaching or are unsure if they’ll stay.
Turnover remains a crisis in many districts, one that can be solved by a ready-made pipeline of young future educators with instructional experience and relationship-building skills they’ve gained from tutoring.
How school districts think about tutoring should evolve. Rather than seeing it as a short-term response to pandemic-interrupted learning, they should view it as part of the fabric of school design and future educator development. This requires including tutoring in strategic plans, forming community partnerships and creating a structure to sustain programs that cultivate tutors for careers in education. To fund these programs and pay tutors, districts can redirect Title I funds, use federal work-study and create apprenticeship programs.
Starting as a tutor allows aspiring educators to build core teaching skills in a supportive, lower-stakes environment. Tutors learn to navigate student relationships and adapt lessons to individual needs. Without having to manage an entire classroom, they can practice asking questions that get students thinking and selecting problems to help students learn. This early practice eases the transition into teaching.
Tutors from Generation Z, born between 1996 and 2012, often bring fresh energy to the profession. As digital natives, they are reimagining how to engage and inspire students, leverage technology and foster creativity and new approaches to learning.
They are alsothe most ethnically and racially diverse generation yet: Many come from backgrounds historically underrepresented in the teaching force; over half of undergraduates identify as first-generation college students. Their engagement broadens the prospects for a more diverse teacher pipeline.
Gen Z’s emphasis on flexibility and remote opportunities is one of the most significant workforce changes since the pandemic. They value mental health, stability and mission-driven work. Part-time, hybrid and wellness benefits help recruit young talent.
At our nonprofit, recruiters hear from education candidates that Gen Z appreciates the chance to try out industries, and that tutoring provides them with a window into the world of teaching.
Public schools could better meet the evolving needs of young professionals entering education by reimagining tutor roles to include hybrid options, mental health supports and collaborative teaching pathways for professional growth. For instance, a tutor might start off working in a part-time online tutoring role, but after interacting with students virtually and gaining more experience, they may be more excited to take on a full-time teaching role on-site.
For school districts, tutoring programs can serve as effective recruitment pipelines. By offering recent graduates a low-barrier entry point into education — one that doesn’t require immediate certification — districts can spark interest in teaching among candidates who may not have previously considered it.
When tutors step into teaching roles, they bring valuable continuity — familiarity with the students and insight into progress and school culture. This seamless transition supports both student learning and district staffing needs.
The idea that tutoring should be built into future educator pipelines is spreading. For example, since the launch of its Ignite Fellowship in 2020, Teach for America says that 550 of its former tutors have become full-time teachers. The program has proven to be especially effective at drawing in nontraditional candidates — those who may not have initially envisioned themselves in the classroom. In Washington, D.C., the school district launched a tutor-to-teacher apprenticeship program after success with high-impact tutoring. In Texas, teacher residents are required to work as tutors and in other support roles while co-teaching with a mentor.
By offering flexible, purpose-driven opportunities, districts can attract Gen Z professionals and give them a meaningful entry point into teaching. And tutoring programs can become more than academic support — they can serve as strategic talent pipelines that strengthen the future of the teaching workforce.

Chronic absenteeism, when students miss 10 percent or more of the school year, is 50 percent higher across the nation than before the pandemic. Researchers say it’s difficult for schools to address the problem because it is both so intense,with students missing huge chunks of the school year, and so extensive, affecting both rich and poor students and even high achievers.And the reasons vary widely, from asthma and bullying to transportation problems and the feeling that school is boring.
“It’s hard to know where and when to target resources,” said Sam Hollon, a data analyst at the American Enterprise Institute, which hosted a symposium on the problem in May. “Who do you help when every student potentially can be a candidate for help?”

The Trump administration’s immigration enforcement is exacerbating the problem. A June draft paper by Stanford University professor Thomas Dee calculated that recent raids coincided with a 22 percent increase in daily student absences with particularly large increases in absenteeism among the youngest students.
Talking about the problem isn’t enough. Researchers say they want to study more schools that are making headway. It remains unclear if there are broadly applicablefixesor if each school or eveneach student needs individual solutions. Some underlying root causes for skipping school are more complex than others, requiring psychotherapy or housing assistance, which schools can’t provide alone. Here are a few examples of how very different communities are tackling the problem.
Providence: Bus stops and weekend food bags
Principal W. Jackson Reilly of Nathanael Greene Middle School in Providence, Rhode Island, said that when he arrived in April 2023, half of his 900 students in grades six to eight were chronically absent, up from 30 percent of students before the pandemic. Thirty percent of his teachers were also chronically absent. Achievement scores were in the state’s bottom 1 percent.
Reilly managed to slash his chronic absenteeism rate in half to 25 percent this past 2024-25 year. That’s still high. One in four students missed more than 18 days of school a year. But, it’s better.
He began by identifying 150 kids who were just over the threshold for chronic absenteeism, those who missed between 18 and 35 days, hoping that these kids would be easier to lure back to school than those who were more disengaged. Reilly and a group of administrators and guidance counselors each took 10 to 15 students and showed their families how much school they had missed and how low their grades were. His team asked, “What do you need in order for your kid to be coming to school?’”
The two most common replies: transportation and food.
Many students lived only a mile away, too close to school to qualify for bus service. Yet the walk deterred many, especially if it was raining or snowing. Yellow buses often passed these children’s homes as they were transporting children who lived farther out, and Reilly convinced the district to add stops for these chronically absent children.
Ninety percent of his students come from families who are poor enough to qualify for the federal free or reduced-price lunch program and 80 percent are Hispanic. Although many children were fed breakfast and lunch at school, their families admitted that their kids would get so hungry over the weekend that they didn’t want to wake up and come to school on Mondays. Reilly partnered with a food pantry and sent bags of meat and pasta home with students on Fridays.
Individual attention also helped. At the start of each school day, Reilly and his team check in with their assigned students. Kids who show up get five “green bucks” to spend on snacks and prizes. Administrators call the homes of those who didn’t come to school. “If they did not answer the phone, we’d make a home visit,” said Reilly.
The most dramatic overhaul was scheduling. Reilly scrapped individual schedules for students and assigned four teachers to every 104 students. The kids now move in pods of 26 that take all their classes together, rotating through the same four teachers throughout the day. The classrooms are right near each other, creating a smaller community within the school.
“It’s all about relationship building,” said Reilly. When students look forward to seeing their classmates and teachers, he said, they’re more motivated to come to school.
Researchers say fostering relationships is effective. Hedy Chang, executive director of Attendance Works, a nonprofit organization that advises schools on how to boost attendance rates, said it’s still a battle to persuade some school leaders (and school board members) that making school a more welcoming place is more productive than punishing kids and families for skipping school.*
Reilly said his school now posts the lowest student and teacher chronic absenteeism rates in Providence. And he said his school is the highest performing middle school in the city and among the highest statewide in reading.
New York City: Catching the butterflies
A cluster of New York City high schools are taking a more data-driven approach, guided by New Visions, a consulting organization that supports 71 city high schools.
After some experimentation, New Visions staff saw strong improvement in attendance in one subgroup of students who were on the cusp of missing 10 percent of school days, but had not yet crossed the chronic absenteeism threshold. These are students who might miss a day or two every week or every other week but were relatively engaged at school. Jonathan Green, a New Visions school improvement coach who is spearheading this effort, calls them “butterflies.” “They would flutter in and out every week,” he said.
Green suggested that someone at school meet weekly with these butterflies and show them their attendance data, set goals for the coming week and explain how their attendance was leading to better grades. The intervention took two to five minutes. “There were marked changes in attendance,” said Green.
New Visions built a website where school administrators could print out two-page documents for each student so the data, including monthly attendance and tardiness, appeared in an easy-to-digest format. The quick meetings took place for eight to 10 weeks during the final grading period for the semester. “That’s when there’s the most opportunity to turn those potentially failing grades into passing grades,” said Green. “We were finding these sweet spots within the school calendar to do this very high resource, high-energy intensive weekly check-in. It’s not something that anyone can easily scale across a school.”
Staff had to figure out the bell schedule for each child and intercept them between classes. One succeeded in holding their entire caseload of students below the chronic absenteeism threshold. Not everyone thought it was a good idea: Some school administrators questioned why so much effort should go into students who weren’t yet chronically absent rather than students in greater trouble.
The dramatic results help answer that question. Among schools in the Bronx that volunteered to participate in the butterfly intervention, chronic absenteeism rates dropped 15 percentage points from 47 percent in 2021 to 32 percent in 2025, still high. But other Bronx high schools in the New Visions network that didn’t try this butterfly intervention still had a chronic absenteeism rate of 46 percent.
Green said this solution wouldn’t work for other high schoolers. Some have trouble organizing their study time, he said, and need more intensive help from teachers. “Two- to five-minute check-ins aren’t going to help them,” said Green.
Indianapolis: Biscuits and gravy
The leader of an Indiana charter school told me he used a system of rewards and punishments that reduced the chronic absenteeism rate among his kindergarten through eighth graders from 64 percent in 2021-22 to 10 percent in 2024-25.
Jordan Habayeb, the chief operating officer of Adelante Schools, said he used federal funds for the school breakfast and lunch program to create a made-from-scratch restaurant-style cafeteria. “Fun fact: On homemade biscuit and gravy days, we saw the lowest rates of tardies,” he said.
Researchers recommend avoiding punishment because it doesn’t bring students back to school. But Habayeb said he adheres strictly to state law that requires schools to report 10 absences to the state Department of Child Services and to file a report with the county prosecutor. Habayeb told me his school accounted for a fifth of truancy referrals to the county prosecutor.
The school created an automated warning system after five absences rather than waiting for the critical 10-day loss. And Habayeb said he dispatched the safety and attendance officer in a van to have “real conversations with families rather than being buried in paperwork.” Meanwhile, students who did show up received a constant stream of rewards, from locker decorations to T-shirts.
Parent education was also important. During mandatory family orientations, the school illustrated how regular attendance matters for even young children. “We shared what a child might miss during a three-day stretch in a unit on ‘Charlotte’s Web’ — showing how easily a student could leave with a completely different understanding of the book,” said Habayeb. “This helped shift perspectives and brought urgency to the issue.”
Kansas City: Candy and notes
School leaders in Kansas City, Kansas, shared some tips that have worked for them during a webinar earlier this month hosted by Attendance Works. One elementary school reduced its chronic absenteeism from 55 percent in 2021 to 38 percent in 2024 by assigning all 300 students to an adult in the building, encouraging them to build an “authentic” relationship. Teachers were given a list of ideas but were free to do what seemed natural. One teacher left candy and notes on their assigned students’ desks. A preschoolerproudly pasted his note, which said he was a “genius,” on the front door of his house. “The smiles kids have on their faces are amazing,” said Zaneta Boles, the principal of Silver City Elementary School.
When students do miss school, Boles said educators try to take a “non-blaming approach” so that families are more likely to divulge what is going on. That helps the school refer them to other community agencies for assistance.
Albuquerque: A shining example regroups
Alamosa Elementary School in Albuquerque, New Mexico, was once a shining example of a school that persuaded more families to send their kids to class. Chronic absenteeism fell as low as 1 in 4 students in 2018, when The Hechinger Report wrote about the school.
But Alamosa has not been immune from the surge of absenteeism that has plagued schools around the nation. Chronic absenteeism spiked to 64 percent of students during the 2021-22 school year, when Covid variants were still circulating. And it remained shockingly high with 38 percent of students missing more than 10 percent of the 2024-25 school year — exactly matching the 50 percent increase in chronic absenteeism across the country since 2019.
“We were on a roll. Then life happened,” said Daphne Strader, Albuquerque Public Schools’ director of coordinated school health, who works to reduce absenteeism.
Strader said Alamosa and other Albuquerque schools have made some successful changes to how they’re tackling the problem. But the volume of absenteeism remains overwhelming. “There’s so many kids who have needs,” Strader said. “We need more staff on board.”
Strader said attendance interventions had been “too siloed” and they’re focusing more on the “whole child.” She’s encouraging schools to integrate attendance efforts with other initiatives to boost academic achievement and improve student behavior. “Students are hungry, they’re dysregulated, they don’t have grit,” said Strader, and all of these issues are contributing to absenteeism. But she also concedes that some students have more severe needs, and it’s unclear who in the system can address them.
Her biggest advice for schools is to focus on relationships. “Relationships drive everything,” said Strader. “One of the major consequences of the pandemic was the isolation. If I feel a sense of belonging, I’m more likely to come to school.”

As the first in my family to attend college, I felt a profound commitment to excel academically and gain admission to a top university. Growing up amid the hustle and bustle of Silicon Valley, I always envisioned a bright future ahead, with college at the forefront of my goals since elementary school.
At my Title I elementary and middle schools, student-to-teacher ratios were even higher than those listed online. There was a lack of classroom technology and resources like history textbooks. Our two middle school counselors each managed students by the hundreds, making it nearly impossible for them to keep track of individual academic progress and educational goals. Afterward, I attended a private high school, thanks to support from my family. Our caring teachers made the effort to get to know each student, and dedicated counselors advocated for me when it mattered most.
Yet when conversations about college came around, navigating the complex system was difficult. I had to chart my own path to success through independent research, often looking at data that was scattered and inconsistent. It hindered my ability to educate myself on college-going rates, costs, outcomes and employment prospects post-graduation.

Limited resources available at many underserved schools across the nation make it a more challenging environment for students to get support and excel, thus limiting their true academic potential.
In my senior year of high school, after gaining newfound confidence while serving as a commissioner at-large in my county’s youth commission, I decided to try to challenge the status quo in higher education through the power of data and find a way to speak up for other first-generation students who find themselves interacting with systems not designed with their experiences in mind. My mentors at a regional food bank where I volunteered shaped me to lead with confidence and heart.
When I received my admission letter from the University of California, Berkeley, I felt deeply honored to earn a place at one of the world’s leading research and teaching institutions.
I am now an advisory board member of the recently formed California Cradle-to-Career Data System, the state’s longitudinal system that connects education and career outcomes data in one central place. I have learned firsthand that the resources available for students to gauge their potential postgraduate earnings often rely on self-submitted data or estimates, rather than on an accurate overview of college and career outcomes.
As part of this work, I am now helping my state’s leaders develop tools like the Student Pathways dashboard, which provides insights on the higher education options available to students after high school.
The tool provides information on a single website for everyone to access at any time. By streamlining access to this data, it allows students and the adults helping them to easily pinpoint which types of degrees or certifications are right for them, which may lead to employment opportunities where they live and which colleges or universities the students’ classmates are headed to.
Students need access that can help them map out their futures — whether they hope to attend college, earn a certificate or enter the workforce directly after high school. Using data in the pathways tool can clarify how others have navigated to and through college and hopefully help students chart their own paths.
As the youngest advisory board member, I have the opportunity to provide proposals and recommendations from a student’s perspective on how the system can engage with communities to make its data more accessible. Community engagement involves ensuring that Californians are aware of the data system, can understand and interpret the available data and have an opportunity to share their feedback.
I often think about how the countless hours I spent trying to find information to help guide my goals and decision-making were both a burden and barrier to attending college. I know firsthand how the power of data can help build a successful future.
Today, many first-generation and low-income college students do not have the opportunity to assess which pathways will yield the most fruit. I’m confident that with accessible facts and data for our decision-making, we can confidently forge the paths that will bring our dreams to life.

COLUMBUS, Ohio — When Selina Likely became director of the Edwards Creative Learning Center six years ago, she knew there was one longstanding practice that she wanted to change. For as long as she had taught at the thriving child care center, it had turned away many children with disabilities such as autism and Down syndrome. The practice was even encoded in the center’s handbook as policy.
Likely, the parent of a child with a disability, wanted to stop telling families no, but she knew that to do that she and her staff would need more support. “I said, ‘Let’s start getting training and see what we can do.’”
Not too long after, her effort received a big boost from a state-funded initiative in Ohio to strengthen child care teachers’ knowledge and confidence in working with young kids with disabilities and developmental delays. That program, Ohio PROMISE, offers free online training for child care workers in everything from the benefits of kids of all abilities learning and playing together to the kinds of classroom materials most helpful to have on hand. It also offers as-needed mentorship and support from trained coaches across the state.

Child care providers across the country — including large, established centers and tiny home-based programs — struggle to meet the needs of children with disabilities, according to a 2024 report from the U.S. Government Accountability Office. More than a quarter of parents of children with disabilities said they had a lot of difficulty finding appropriate care for their kids. And even those who do find a spot regularly encounter challenges, like having their children excluded from extracurricular activities such as field trips and even academic instruction.
“It’s really hard to find child care for this population, we heard that loud and clear,” said Elizabeth Curda, a director on the GAO’s Education, Workforce and Income Security team and a coauthor of the report. Even the most well-resourced centers report that they struggle to meet the needs of children with disabilities, according to Curda.
There’s a lot of desire at the grassroots level to change that. Ohio PROMISE and a few other recent initiatives provide models for how to expand the capacity — and the will — of child care centers to serve the more than 2 million U.S. children age 5 or below who have a disability or developmental delay.

In Vermont, for instance, officials hope to soon unveil a free, on-demand training program aimed at helping child care teachers have more inclusive classrooms. And officials in Ohio’s Summit County, home to Akron, report growing interest from other counties in creating programs based on Summit’s more than decade-old model that provides in-person training for child care operators in inclusion of children with disabilities.
“We’re helping to create child care centers that feel they can handle whatever comes their way, especially when it comes to significant behavior concerns,” said Yolanda Mahoney, the early childhood center support supervisor for Summit County’s disabilities board.
The federal government until recently encouraged the creation of such models. In 2023, the federal Department of Education and Department of Health and Human Services issued a joint statement urging states to take steps to support inclusion in early childhood settings, including strengthening training and accountability.
Under the current president, federal momentum on the issue has largely stalled. While the administration of President Donald Trump hasn’t directly attacked inclusion in the context of special education, the president has criticized the term more broadly — especially when it comes to diversity, equity and inclusion. That can create uncertainty and a chilling effect on advocates of inclusion efforts of all kinds.
Funding for some inclusion efforts is also in jeopardy. States rely on Medicaid, which faces nearly $1 trillion in cuts over the next decade, to pay for early intervention programs for children birth to age 3 with developmental delays and disabilities. Trump has also proposed eliminating Preschool Development Grants, which states such as Vermont and Illinois have used to expand support of young children with disabilities.
That means over the next few years, progress on inclusion in child care settings could hinge largely on state and local investment. It helps that there’s a “real desire” among providers to enroll more children with disabilities, said Kristen Jones, an assistant director on the GAO’s education, workforce and income security team, who also worked on the report. “But there’s also a concern that currently they can’t do that in a safe way” because of a lack of training and resources.
In Ohio, the idea for Ohio PROMISE came after an appeal in 2022 from Republican Gov. Mike DeWine. He reported that families were coming to him saying they couldn’t find child care for their kids with disabilities.
“He said, ‘Come to me with ideas to solve that problem,’” recalled Wendy Grove, a senior adviser in the Ohio Department of Children and Youth who spearheaded development of the program.
Grove and her colleagues had already been working on a related effort. In 2020, Ohio won a federal grant that included help exploring how well — or not — children with disabilities were being included in child care and early education settings. DeWine liked the idea Grove’s team presented of morphing that work into a state-led effort to strengthen training and support for child care teachers. They also proposed more direct support to families, including the extension of child care vouchers to families with incomes above the poverty level, with a higher reimbursement rate for children with disabilities.
The training, which debuted about two years ago, is provided in three levels. Jada Cutchall, a preschool teacher at Imaginative Beginnings, an early learning center just outside of Toledo, recently completed the third tier, which for her included customized coaching. Cutchall’s coach helped her create communication tools for a largely nonverbal student, she said, including a board with pictures children can point to if, for example, they want to go to the bathroom or try a different playground activity.
As a result, Cutchall said, she has watched kids with disabilities, including those with speech impairments and autism, engage much more directly with their classmates. “They have the courage to ask their peers to play with them — or at least not distance themselves as much as they usually would,” she said. All of the children in the classroom have benefited, she added, noting that kids without disabilities have taken an interest in learning sign language, strengthening their own communication skills and fostering empathy.
Child care programs where one teacher and one administrator have completed some of the training earn a special designation from the state, which may eventually be tied to the opportunity to get extra funding to serve children with disabilities. In Ohio PROMISE’s first year, 1,001 child care centers — about 10 percent of the total number in Ohio — earned that designation, according to Grove.

The effort costs a little over $1 million in state dollars each year, with most of that paying for several regional support personnel who work directly with centers as mentors and advisers. Over the last two years, Ohio has seen a 38 percent increase in the number of children in publicly funded centers who qualify for the higher voucher reimbursement rate for children with disabilities, which can be double the size of the standard voucher.
Grove hopes that ultimately the effort plays a role in narrowing a critical and stubborn gap in the state: about 27 percent of children without disabilities show readiness on state standards for kindergarten; only 14 percent of children with disabilities do. Since so few disabilities exhibited at that age are related to intellectual or cognitive functioning, “we shouldn’t see that gap,” said Grove. “There’s no real reason.”
One goal of the new efforts is to reduce the number of young children with disabilities who are expelled from or pushed out of care. Those children are frequently asked to leave for behaviors related to their disability, the GAO report found.
Several years ago, a child care center in Columbus expelled Meagan Severance’s 18-month-old son for biting a staff member. The boy has several special needs, including some related to attention deficit hyperactivity disorder. Severance brought him to Edwards Creative Learning Center, where not too long after Selina Likely shifted into the role of director. The boy also bit a staff member there — not uncommon behavior for toddlers, especially those with sensory sensitivities and communication challenges.
Likely was determined to work with the child, not expel him. “They put in time and effort,” said Severance. “The response wasn’t, ‘He bit someone, he’s gone.’”
Likely empathized. Decades earlier, her own daughter had been expelled from a child care center in her hometown of Mansfield, Ohio, for biting.
“I was so angry and mad at the time — how are you going to kick out a 1-year-old?” she said. The center director didn’t think at all about how to help her child, Likely recalled, instead asking Likely what might be happening at home to make the child want to bite. She said she got no notice or grace period to find a new placement. “That left me in a disheartened place,” she said. “I was like, ‘I still have to go to work.”
Seventeen years old at the time, she was inspired by the injustice of the situation to quit her job in a factory and apply to be an assistant in a child care program. She’s been in the industry ever since, gradually trying to make more space for children like her daughter, who was later diagnosed with autism.

As director, Likely displays the nameplate “chaos coordinator” on her desk. And she’s taken the stance that the center should at least try to work with every kid. She and some of her teachers have completed the first two tiers of the Ohio PROMISE training, as well as some related sessions available from the state. Likely estimates that about 10 percent of the children in her center have a diagnosed disability or developmental delay.
Liasun Meadows, whose son has Down syndrome, chose Edwards several years ago for her then 1-year-old over another program better known for its work with children with disabilities. She has not been disappointed.
Parents of kids with disabilities watch their children like a hawk, she said. “There are certain things you notice that you don’t expect others to notice, but they do at Edwards. They’ve been growing and learning alongside him.”
Severance, whose son is now 8, works at the center these days, leading the 3-year-old room, which includes two children who are largely nonverbal. She’s made the classroom more inclusive, adding fidget toys for children with sensory issues, rearranging the classroom to create calming areas, providing communication books to nonverbal children so they can more easily express needs and wants, and teaching everyone some sign language.
“For a while there was segregation in the classroom” between the kids with disabilities and those without, Severance said. But that’s lessened with the changes. “Inclusion has been good for the kids who are verbal — and nonverbal,” she said.
As in Ohio, state officials in Vermont turned to online training to help ensure young children with disabilities aren’t denied quality care. The state should soon debut the first parts of a new training program, focusing on outreach to child care administrators and support for neurodivergent children. The state wanted to focus on center leaders first because “directors that are comfortable with inclusion lead programs that are comfortable with inclusion,” said Dawn Rouse, the director of statewide systems in Vermont’s Child Development Division.

Vermont also pumped millions of dollars into a separate program, known as the Special Accommodations Grant, that supports young children with disabilities. Since 2009 the state has set aside $300,000 a year that child care centers can tap to provide services for individual children with disabilities. It might help buy specialized equipment for a child with cerebral palsy, for instance, or be used to hire a full- or part-time aide.
The $300,000 has been maxed out every year, Rouse said. And after the pandemic, the need — and the number of applications — surged.
As a result, the state allocated some federal American Rescue Plan and Preschool Development Grant dollars to increase spending on the program by about sevenfold — to between $2 million and $2.5 million annually — an amount Rouse still describes as a “Band-Aid.” Without access to the grants, “we see a lot of children being asked to leave programs,” Rouse said. “That’s not good for any child, but for children with specialized developmental needs it’s particularly bad.”
Over time, Likely hopes, her Ohio center can play a small role in reducing that instability, although the center hasn’t yet been able to work with all such children it wants to. Likely recalls one toddler with a severe disability who climbed up anything he could. There wasn’t enough money to pay for what the child really needed: a full-time aide. “It’s hard when you know you’ve tried but still have to say no,” she said. “That breaks my heart more than anything.”
On one June morning, the center’s teachers acknowledged and celebrated several milestones in its work on inclusion, big and small. One child in the 3-year-old classroom with fine and gross motor challenges was drinking independently from a bottle. The preschool classroom held its first graduation ceremony, translated partly into sign language. All of the kids, no matter their challenges, were set to go on field trips to Dairy Queen and the zoo.
Likely dreams of someday running a center where about half of the children have a disability or delay. It may be years off, she said, but as with the milestones she sees scores of children at the center reach every day, “There’s a way — if there’s a will.”

NEW ORLEANS — Kapri Clark used the $50 to help pay for her braces. Lyrik Grant saved half of it, and used the rest for dance classes. Kevin Jackson said he squandered the cash on wings, ride shares for dates and some DJ equipment he later tossed.
For the past five years, Clark, Grant, Jackson and hundreds of high schoolers in New Orleans have shopped — or saved — as part of a project to explore what happens if you give cash directly to young people, no strings attached.
“That was the most helpful thing ever,” said Clark, now a student at the University of Louisiana at Lafayette, who said she could still use that extra cash.
“The $50 study,” as it’s known, began at Rooted School, a local charter school, as an experiment to increase attendance. The study has since grown to eight other high schools in the city, as well as Rooted’s sister campus in Indianapolis, with students randomly selected to receive $50 every week for 40 weeks, or $2,000 total. By comparing their spending and savings habits to a larger control group, researchers wanted to figure out whether the money improved a teen’s financial capability and perception of themselves. They also wanted to know: Could the cash boost their grade-point averages and reading scores?
Now, as the experiment expands to Washington, D.C., and perhaps Texas, a final report of the $50 study suggests a little bit of spending cash can make a difference in young people’s lives.
The report, released Tuesday, shows students who received the cash payments were slightly more likely to attend school than those who didn’t. Academic performance did not differ between the groups. But financially, the extra cash helped students acquire stronger long-term planning skills and familiarity with savings accounts and other financial products. They ended the study, on average, with $300 saved away — a 15 percent savings rate, triple the national average for American adults.
“When young people are given the opportunity to manage money in low-stakes environments, they build the habits that shape long-term financial health,” said Stacia West, an associate professor at the University of Tennessee, Knoxville and co-founder of the Center for Guaranteed Income Research, which partnered with the Rooted School Foundation to run the study. “The short-term habits we’re seeing are laying the foundation for lifelong financial capability.”
Across the United States and the globe, hundreds of communities have tinkered with some form of universal basic income, or UBI, a social welfare program that provides people with regular cash payments to meet their needs. Direct cash transfer programs like the $50 study or the child tax credit for families are similar, but they often provide smaller amounts and target specific populations to boost a person’s income. Many studies have linked UBI to financial stability and better employment and health outcomes.
In the U.S. and Canada, researchers have found links between cash transfer pilots that focus on low-income families and better test scores and graduation rates for their kids. So far, though, few experiments have targeted young people or examined how the programs influence their lives specifically.

“There’s a deep, deep distrust that we adults have of young people,” said Jonathan Johnson, CEO of the Rooted School Foundation, which operates the network’s four charter schools. “That distrust is to their detriment.”
In New Orleans, roughly 4 in 5 of Rooted students come from economically disadvantaged families, and during the pandemic, many struggled to prioritize school. Some students skipped class to provide child care for their working parents, or because they needed to work themselves, according to Johnson. With some seed funding from a local education nonprofit, Rooted started a “micropilot” to test whether cash could help students make ends meet and get themselves to school.
The original cohort included 20 students, half of whom received the $50 payment. In that micropilot, those receiving the cash saw their material wellbeing improve, meaning their family could more easily afford rent or utilities, and they gained skills around setting financial goals. Rooted added students from its Indianapolis campus and another high school in New Orleans, G.W. Carver. And for their final report released this week, researchers sifted through the spending and survey data from 170 students who received the cash payments and 210 students who did not.
The two-year report found students in the treatment group attended 1.23 more days of school, and spent close to half their funds on essentials like food and groceries. The report also noted that 70 percent of all students at the participating schools qualify for subsidized meals, suggesting “this spending may reflect efforts to meet immediate nutritional needs.” One 12th grader in a survey mentioned using the money to feed their siblings.
Kapri Clark recalled waiting every Wednesday morning for the $50 deposit to appear in her banking app. And every Wednesday afternoon, during her senior year at Carver High School, she put that money toward her $200 bill for braces she covered out of pocket.
She braided hair to cover the rest, and still books clients when she has time in between her studies to become a nurse at the Lafayette campus. Even in college, Clark can see the need for some supplemental income for herself and her peers.
“I make enough to take care of myself, but I watch every dollar,” said Clark. “There’s a lot of people struggling in life to eat, to live. Think if they got kids.”
Read Irvin, chief of staff for Collegiate Academies in New Orleans, a network of five charter high schools that includes Carver High, said the $2,000 had provided the extra incentive a few students needed to stick it out until graduation. “That’s incredibly impactful for their life trajectories,” she said.
In January 2024, the city of New Orleans invested $1 million to bankroll another extension of the study, as part of an economic mobility initiative that tapped federal Covid relief funding. During the pandemic, a skyrocketing murder rate and spike in overall crime had convinced the city to help more residents, especially young people, find stability.
“Research shows that people who are economically stable are less likely to commit crime,” said Courtney Wong, the city’s deputy director of economic development.
The city funding not only expanded the $50 study to nine high schools, it also set a longer timeline for the research: About 800 seniors who participate will have their data tracked for 18 months after their graduation.
A former high school teacher and administrator, Wong said $50 could have made a difference in the lives of many of her former students.
“This targets young people in that perfect moment,” she said. “They’re in the right spot where even a little amount of help could have big, positive impacts before issues of crime or unemployment or things like that even come up.”
Researchers also found students who received the $50 reported greater agency. They felt more control over their finances and more confidence about making long-term financial decisions. Students, according to the report, aligned their spending to future goals such as college prep classes and getting a driver’s license.
Lyrik Grant, a rising junior at Carver High School, is the second-youngest of six kids with two working parents. She could ask them for help, but the $50 allowed Grant to afford the tights and tops she needed for dance class on her own. The money helped cover a college entrance exam, which she aced, and Grant wants to learn how to drive soon.
“My first thought was: What am I going to do with all this money?” Grant said, adding that the cash helped some of her classmates find financial stability. “Children don’t always want to spend their parent’s money, and some parents don’t always have money to give them.”
Still, for some students, the money wasn’t exactly life-changing. Irvin of Collegiate Academies said many used the cash to “just be teenagers.”
That was true for Kevin Jackson, a rising junior at Rooted School New Orleans.
“It’s cool to get free money,” he said. “I was spending it on the TikTok shop: posters, keyboards, lights — stuff I liked, not stuff I actually needed.”
Despite the studies that show a positive impact from UBI, many Americans appear skeptical of the idea of a federal program that gives unconditional financial support to people. Aditi Vasan, a pediatrician and researcher at PolicyLab at the Children’s Hospital of Philadelphia, said skeptics often worry about recipients using public dollars for drug use or other illicit behavior, even though the data does not support that.
Still, that fear will likely keep any large-scale cash transfer program from being adopted in the United States any time soon, she said.
“That concern exists certainly for cash transfers in general but might be particularly magnified for teens,” Vasan said. “We’ve not seen that play out in the evidence from the quality studies that have been done.”
Next year, in Washington, D.C., the nonprofit Education Forward will fund a pilot of the $50 study with 40 high schoolers. The Rooted school network resumed talks, meanwhile, to take the study to neighboring Texas, after state lawmakers earlier this year failed to pass legislation that threatened to ban local governments from adopting guaranteed income programs.
Talia Livneh, senior director of programs for the Rooted School Foundation, said the politics may need to catch up to the research.
“I don’t think what we’re doing is so radical. I believe this just works,” she said. “Kids don’t lack character. They lack cash,” Livneh added. “They deserve deep, deep trust that students and people know what’s best for them.”
It’s been four years since Vernell Cheneau III received the $50 for 40 weeks while a student at Rooted in New Orleans, and his economic life isn’t easy. He struggled for months to find part-time work in his hometown. But on a recent summer morning, the same day he finally received a job offer, Cheneau recalled what he learned from the study.

“You learn that money goes fast, especially if it’s free,” said Cheneau, 22.
As a student, he tried to use the money to build some credit history. Since then, he’s learned the full cost of being an adult in America: health care, fuel and maintenance for his car, getting your hair done before a new job. Cheneau has also spent that time trying to convince friends and family to support UBI.
Most oppose giving “free” money to people, he said. “How much does it cost to feed children? Get to work? We can’t just allow people to drown.”
“Everything costs something,” Cheneau added. “If you’re stuck in a rut, it’s expensive to restart. In this country, it’s expensive to be poor.”

Two years ago, I bought each of the teachers at Hamilton Elementary in San Diego’s City Heights neighborhood a blue chair. I told them to put it in the back of their classrooms, and that if a parent or caregiver wanted to visit to see how their children are learning — no matter what the reason — that this would be a dedicated space for them.
I may have earned some exaggerated eye-rolls from educators that day. After all, I can appreciate the disruption to learning that classroom visitors can sometimes cause, especially among excitable elementary schoolers.
But school is our home, and it is our responsibility to invite families into our home and welcome them. And this was a necessary olive branch, my way of saying to families: “From here on out, things are going to be different.”
And they were. They also can be different at other schools, because the benefits of family engagement go well beyond student achievement.
Research has long shown that when parents and caregivers are involved and engaged with their children’s education — whether that’s by attending parent-teacher conferences or participating in school events — student achievement, motivation and social-emotional well-being increase.
Parent involvement with reading activities has a positive impact on reading achievement, language comprehension, expressive language skills and level of attention in the classroom, according to the National Literacy Trust.
Research also shows that educators enjoy increased job satisfaction and are more likely to keep teaching at the school, families enjoy stronger relationships with their children and feel less isolated, and even school districts themselves become better places to live and raise children.
None of this was the case when we returned to normalcy following Covid. Just 13 percent of students were reading on grade level, and 37 percent were chronically absent. I knew right away that before we even attempted to tackle academics, we needed to engage families and make them feel deeply connected and committed to the community I envisioned building here.
Today, 45 percent of students are reading at grade-level, and chronic absenteeism, at 12 percent on the most recent official numbers, is down to 10 percent in our own tracking, with a goal of pushing it down to 8 percent in 2025-26.
But it wasn’t easy given the distrust that had boiled over during the pandemic, with families skeptical of our ability to effectively support their children and school staff feeling defensive and exhausted.
It was clear to me that families weren’t excited to send their kids to school, didn’t feel informed about what was happening on our campus and, moreover, didn’t feel comfortable — let alone capable — of communicating their needs to us.
Complicating matters further was the need to share information across many languages other than English, which can make relationship-building and communicating expectations difficult.
Roughly half of our students are English learners, and while the majority of their families are Spanish-speakers, there are growing populations of students whose first languages are Haitian-Creole, Pashto and Vietnamese.
The first thing I did was establish open communication with parents using ClassDojo, a mobile app that gives families an easy, intuitive central access point to our teachers and staff, automatically translates all messages into parents’ native languages and allows us to share stories about what is happening in school.
It became an easy way to build trust and collaboration between families and staff.
Creating that type of visibility was key to breaking down walls between us. And in those early days, we didn’t post about literacy, math or anything related to academics. Instead, we focused solely on attendance and getting families to come inside the school as much as possible.
We focused on relationship-building activities and joyful learning. We hosted after-school art classes and monthly family Fridays, when families could come to school to engage in a fun activity.
We organized a Halloween costume drive with candy and fun games for kids; we hosted a Read Across America event where we passed out Play-Doh; and we organized other low-stakes events at school, rooted in building a partnership between home and school.
Again, our goal wasn’t learning during these meet-ups. It was all in service of building trust and creating meaningful relationships with students and their families.
Once we had the foundation in place, we added a focus on academics — though we rooted that learning in family engagement, too. For example, our schoolwide focus last year was phonics, so we sent activities home for families to complete with their children that were tied specifically to concepts the students needed reinforced, based on their individual assessments, like long vowel patterns and sight words.
These activities were taught by the students and their teachers to family members during conferences.
Beyond helping students, the exercise challenged a false narrative so many families had assumed — that they either didn’t know enough about what was happening in school to help, weren’t confident enough to help or didn’t have enough time.
Today, the atmosphere at Hamilton feels radically different than when I first walked through the doors. When we first started hosting Family Fridays, about 10 family members and their children showed up.
Now, we have roughly 200 caregivers at every meet-up. Families run most of the community-based initiatives at the school — from a boutique where families can shop among donated clothes twice a month, to a food distribution center, to a book club, English classes and a monthly meet-up where families can socialize.
When district leaders visit, they’re always impressed by the participation. I tell them, if you care about family engagement, it has to be so deeply embedded into the system that people don’t have a choice but to do it.
That’s why I’m constantly thinking about how to center family engagement in staff meetings, in attendance meetings, in literacy and math plans, in behavioral and counseling plans and in meetings about school procedures and budgets.
It’s a strategy that not only involves families but also supports academic achievement and student well-being. For me, family engagement is the ultimate strategy for academics.
Sometimes in the K-12 world we keep outreach and academics separate, but in reality, engagement is the key that unlocks our ability to hit academic goals and create a joyful school community.

In the nearly two years since the U.S. Supreme Court struck down race-conscious admissions, there have been repeatedcalls for universities to address the resulting decline in diversity by recruiting from community colleges.
On the surface, encouraging students to transfer from two-year colleges sounds like a terrific idea. Community colleges enroll large numbers of students who are low-income or whose parents did not attend college. Black and Latino students disproportionately start college at these institutions, whose mission for more than 50 years has been to expand access to higher education.
But while community colleges should be an avenue into high-value STEM degrees for students from low-income backgrounds and minoritized students, the reality is sobering: Just 2 percent of students who begin at a community college earn a STEM bachelor’s degree within six years, our recent study of transfer experiences in California found.
There are too many roadblocks in their way, leaving the path to STEM degrees for community college students incredibly narrow. A key barrier is the complexity of the process of transferring from a community college to a four-year institution.

Many community college students who want to transfer and major in a STEM field must contend with three major obstacles in the transfer process:
1. A maze of inconsistent and often opaque math requirements. We found that a student considering three or four prospective university campuses might have to take three or four different math classes just to meet a single math requirement in a given major. One campus might expect a transfer student majoring in business to take calculus, while another might ask for business calculus. Still another might strongly recommend a “calculus for life sciences” course. And sometimes an institution’s website might list different requirements than a statewide transfer site. Such inconsistencies can lengthen students’ times to degrees — especially in STEM majors, which may require five- or six-course math sequences before transfer.
2. Underlying math anxiety. Many students interviewed for the study told us that they had internalized negative comments from teachers, advisers and peers about their academic ability, particularly in math. This uncertainty contributed to feelings of anxiety about completing their math courses. Their predicament is especially troubling given concerns that required courses may not contribute to success in specific fields.
3. Course scheduling conflicts that slow students’ progress. Two required courses may meet on the same day and time, for example, or a required course could be scheduled at a time that conflicts with a student’s work schedule. In interviews, we also heard that course enrollment caps and sequential pathways in which certain courses are offered only once a year too often lengthen the time to degree for students.
To help, rather than hinder, STEM students’ progress toward their college and professional goals, the transfer process needs to change significantly. First and foremost, universities need to send clear and consistent signals about what hoops community college students should be jumping through in order to transfer.
A student applying to three prospective campuses, for example, should not have to meet separate sets of requirements for each.
Community colleges and universities should also prioritize active learning strategies and proven supports to combat math anxiety. These may include providing professional learning for instructors to help them make math courses more engaging and to foster a sense of belonging. Training for counselors to advise students on requirements for STEM pathways is also important.
Community colleges must make their course schedules more student-centered, by offering evening and weekend courses and ensuring that courses required for specific degrees are not scheduled at overlapping times. They should also help students with unavoidable scheduling conflicts take comparable required courses at other colleges.
At the state level, it’s critical to adopt goals for transfer participation and completion (including STEM-specific goals) as well as comprehensive and transparent statewide agreements for math requirements by major.
States should also provide transfer planning tools that provide accurate and up-to-date information. For example, the AI Transfer and Articulation Infrastructure Network, led by University of California, Berkeley researchers, is using artificial intelligence technology to help institutions more efficiently identify which community college courses meet university requirements. More effective tools will increase transparency without requiring students and counselors to navigate complex and varied transfer requirements on their own. As it stands, complex, confusing and opaque math requirements limit transfer opportunities for community college students seeking STEM degrees, instead of expanding them.
We must untangle the transfer process, smooth pathways to high-value degrees and ensure that every student has a clear, unobstructed opportunity to pursue an education that will set them up for success.

ELKHART, Ind. — Ever since Ty Zartman was little, people told him he had to go to college to be successful. “It was engraved on my brain,” he said.
But despite earning straight A’s, qualifying for the National Honor Society, being voted prom king and playing on the high school football and baseball teams, the teen never relished the idea of spending another four years in school. So in fall 2023 he signed up through his Elkhart, Indiana, high school for an apprenticeship at Hoosier Crane Service Company, eager to explore other paths. There, he was excited to meet coworkers who didn’t have a four-year degree but earned good money and were happy in their careers.
Through the youth apprenticeship, Ty started his day at the crane manufacturing and repair business at 6:30 a.m., working in customer service and taking safety and training courses while earning $13 an hour. Then, he spent the afternoon at his school, Jimtown High, in Advanced Placement English and U.S. government classes.
In June, the 18-year-old started full-time at Hoosier Crane as a field technician.
“College is important and I’m not dissing on that,” Ty said. “But it’s not necessarily something that you need.”
Elkhart County is at the forefront of a movement slowly spreading across Indiana and the nation to make apprenticeships a common offering in high school.
In 2019, as part of a plan to boost the region’s economic prospects, county leaders launched an effort to place high schoolers in apprenticeships that combine work-based training with classroom instruction. About 80 students from the county’s seven school districts participated this academic year, in fields such as health care, law, manufacturing, education and engineering. In April, as part of a broader push to revamp high school education and add more work-based learning, the state set a goal of 50,000 high school apprentices by 2034.
Tim Pletcher, the principal of Jimtown High, said students are often drawn first to the chance to spend less time in class. But his students quickly realize apprenticeships give them work-based learning credits and industry connections that help them after graduation. They also earn a paycheck. “It’s really causing us to have a paradigm shift in how we look at getting kids ready for the next step,” he said.

This “earn and learn” model is taking hold in part because of deepening disillusionment with four-year college, and the fact that well-paying jobs that don’t require bachelor’s degrees are going unfilled nationally. The past three presidential administrations invested in expanding apprenticeships, including those for high schoolers, and in April, President Donald Trump signed an executive order calling for 1 million new apprentices. In a recent poll, more than 80 percent of people said they supported expanding partnerships between schools and businesses to provide work-based learning experiences for students.
Yet in the United States, the number of so-called youth apprenticeships for high schoolers is still “infinitesimally small,” said Vinz Koller, a vice president at nonprofit group Jobs for the Future. One estimate suggests they number about 20,000 nationally, while there are some 17 million high school students.By contrast, in Switzerland — which has been praised widely for its apprenticeship model, including by U.S. Education Secretary Linda McMahon — 70 percent of high schoolers participate. Indiana is among several states, including Colorado, South Carolina and Washington, that have embraced the model and sent delegations to Switzerland to learn more.

Experts including Ursula Renold, professor of education systems at the Swiss Federal Institute of Technology (ETH) Zurich, note that importing the model to the United States at a large scale won’t be simple. Most businesses aren’t accustomed to employing apprentices, parents can be resistant to their students trading four-year college aspirations for work, and public transportation to take students to apprenticeships is limited, especially in rural areas. Many high schoolers don’t have a driver’s license, access to a car or money for gas. School districts already face a shortage of bus drivers that makes transporting students to apprenticeships difficult or impossible.
Still, Renold, who is known as the “grande dame of apprenticeships,” said Indiana’s commitment to apprenticeships at the highest levels of state government, as well as the funding the state has invested in work-based learning, at least $67 million, seem to be setting the state up for success, though it could take a decade to see results.
“If I had to make a bet,” said Renold, “I would say it’s Indiana who will lead the way.”
Elkhart County’s experiment with apprenticeships has its roots in the Great Recession. Recreational vehicle manufacturing dominates the local economy, and demand for the vehicles plummeted, contributing to a regional unemployment rate at that time of nearly 20 percent. Soon after, community leaders began discussing how to better insulate themselves from future economic instability, eventually focusing on high school education as a way to diversify industries and keep up with automation, said Brian Wiebe, who in 2012 founded local nonprofit Horizon Education Alliance, or HEA, to help lead that work.

That year, Wiebe and two dozen local and state political, business, nonprofit and education leaders visited Switzerland and Germany to learn more about the apprenticeship model. “We realized in the U.S., there was only a Plan A, a path to college,” he recalled. “We were not supporting the rest of our young people because there was no Plan B.”
HEA partnered with Elkhart County school districts and businesses, as well as with CareerWise, a youth apprenticeship nonprofit that works nationally. They began rolling out apprenticeships in 2019, eventually settling on a goal of increasing participation by 20 percent each year.
In 2021, Katie Jenner, the new secretary of education for Indiana, learned about Elkhart’s apprenticeships as she was trying to revamp high school education in the state so it better prepared students for the workforce. Elkhart, as well as six other apprenticeship pilot sites funded by Indianapolis-based philanthropy the Richard M. Fairbanks Foundation, provided a proof of concept for the apprenticeship model, said Jenner.
In December, the state adopted a new diploma system that includes an emphasis on experiential and work-based learning, through apprenticeships, internships and summer jobs.
On a weekday this winter, 17 sophomores at Elkhart’s Concord High School were sitting at computers, creating resumes they planned to use to apply for apprenticeships. The students were among some 50 sophomores at the high school who’d expressed interest in apprenticing and met the school’s attendance and minimum 2.5 GPA requirements, out of a class of roughly 400. They would receive coaching and participate in mock interviews before meeting with employers.
Becca Roberts, a former English teacher who now oversees the high school’s college and career programs, said apprenticeships help convince students of the importance of habits like punctuality, clear communication and regular attendance. “It’s not from a book,” she said. “They’re dealing with real life.”

One student, Ava Cripe, said she hoped for an apprenticeship of some sort in the health care field. She’d only been a pet sitter and was nervous at the thought of having a professional job. “You’re actually going out and working for someone else, like not for your parents or your grandma, so it’s a little scary,” she said.
CareerWise Elkhart has recently beefed up its support for students and businesses participating in apprenticeships. It employs a business partnership manager and customer success managers who help smooth over issues that arise in the workplace — an apprentice who isn’t taking initiative, for example, or an apprenticeship that isn’t sufficiently challenging. “Before, if an issue came up, a business would just fire a student or a student would leave,” said Sarah Koontz, director of CareerWise Elkhart County. “We’re now more proactive.”
In Elkhart and across the state, the embrace of work-based learning has worried some parents who fear it will limit, not expand, their children’s opportunities. In previous generations, career and technical programs (then known as vocational education) were often used to route low-income and Black and Hispanic students away from college and into relatively low-paying career paths.
Anitra Zartman, Ty’s mother, said she and her husband were initially worried when their son said he wanted to go straight to work. They both graduated from college, and her husband holds a master’s degree. “We were like, ‘Don’t waste your talent. You’re smart, go to college.’” But she says they came around after seeing how the work experience influenced him. “His maturity has definitely changed. I think it’s because he has a responsibility that he takes very seriously,” she said. “He doesn’t want to let people down.”
Her eldest daughter, Senica Zartman, also apprenticed during her final two years of high school, as a teacher’s assistant. She is now in college studying education. “The apprenticeship solidified her choice,” Anitra Zartman said, and it helped her decide to work with elementary students. Sarah Metzler, CEO of the nonprofit HEA, said apprenticeships differ from the vocational education of the past that tended only to prepare students for relatively low paid, entry-level jobs. With apprenticeships, she said, students must continually learn new skills and earn new licenses and industry certifications as part of the program.
Litzy Henriquez Monchez, 17, apprentices in human resources at a company of 50 people, earning $13.50 an hour. “I deal with payroll, I onboard new employees, I do a lot of translating. Anything that has to do with any of the employees, I deal with,” she said. She’s also earning an industry-recognized certification for her knowledge of a human resources management system, and says the company has offered to pay for her college tuition if she continues in the position.
Koontz said most companies pay for their apprentices to attend Ivy Tech, a statewide community college system, if they continue to work there. One is even paying for their apprentice’s four-year degree, she said.
Attracting employers has proven to be the biggest challenge to expanding youth apprenticeships — in Elkhart and beyond. In total, 20 companies worked with the Elkhart school districts last year, and 28 have signed on for this coming school year — only enough to employ about a third of interested students.
The obstacles, employers say, include the expense of apprentices’ salaries, training and other costs.
Metzler and others, though, point to studies showingbenefits for employers, including cost savings over time and improved employee loyalty. And in Indiana, the Fairbanks foundation and other organizations are working on ways to reduce employer costs, including by developing a standard curriculum for apprenticeships in industries like health care and banking so individual companies don’t bear the costs alone.
Business leaders who do sign on say they are happy with the experience. Todd Cook, the CEO of Hoosier Crane Service Company, employs 10 high schoolers, including Ty Zartman, as engineering and industrial maintenance technician apprentices, approximately 10 percent of his staff. He said the pipeline created by the apprenticeship program has helped reduce recruiting costs.
“We’re starting to build our own farm system of talent,” he said. Students initially earn $13 an hour, and finish their apprenticeship earning $18. If they continue with the company, he said, they can earn up to $50 an hour after about five years. And if they go on to become trainers or mentors, Cook said, “Honestly, there is no ceiling.”
Transportation has been a limiting factor too. There’s no public transit system, and students who can’t rely on their parents for rides are often out of luck. “We’d love to offer a bus to every kid, to every location, but we don’t have people to run those extra bus routes,” said Principal Pletcher.
The state has tried to help by investing $10 million to help students pay for costs such as transportation, equipment and certifications. Each school that provides work-based learning opportunities also receives an additional $500 per student.

Trump’s executive order called for the secretaries of education, labor and commerce to develop a plan by late August for adding 1 million new apprenticeships. The order does not set a date for reaching that milestone, and it applies to apprentices of all ages, not just high schoolers. Vinz Koller of Jobs for the Future said the goal is modest, and achievable; the number of youth apprenticeships has doubled just in the past few years, he said, and California alone has a goal of reaching 500,000 apprenticeships, across all ages, by 2029.
Still, the order did not include additional funding for apprenticeships, and the Trump administration’s proposed budget includes major cuts to workforce development training. In an email, a White House spokesperson said the administration had promoted apprenticeships through outreach programs but did not provide additional information including on whether that outreach had a focus on youth apprenticeships.
Back in Elkhart, Ty Zartman, the Hoosier Crane apprentice, has begun his technician job with the company after graduating in early June. He is earning $19 an hour. He is also taking a class at the local community college on electrical work and recently received a certificate of completion from the Department of Labor for completing 2,000 hours of his apprenticeship.
Anitra Zartman said she wishes he’d attended more school events like pep rallies, and sometimes worried he wasn’t “being a kid.” But Ty said his supervisor is “super flexible” and he was able to go to the winter formal and prom. “I think I still live a kid life,” he said. “I do a lot of fun things.”
Of his job, he said, “I love it so much.”

A torrent of controversy has erupted over the Trump administration’s decision to shutter the federal Department of Education. Critics howl that it will destroy public education in America. Supporters insist it will somehow make things better.
The only thing that’s clear is that our public education system is broken. It’s time for politicians to stop using education as a political football, with blue and red teams competing for control rather than sharing the responsibility to prepare our children for their futures.
The resulting chaos and confusion and rigid policies choke the joy out of learning and of working in our schools. Insufficient attention by leaders to education culture can result in fear and distrust, turf wars and a tendency to blame and make excuses for a lack of progress.
Such behaviors produce a toxicity that disables learning and disempowers leadership. Instead of increasing our nation’s economic prosperity, we’re deepening inequality, limiting opportunity and sadly wasting the potential of many children, on whose ability to thrive our country depends.
Poor work conditions, insufficient support, inadequate pay and limited career opportunities are among some of the reasons teachers are leaving and schools are struggling to attract top talent. Reductions in funding from the Great Recession through the present render our facilities dangerous in some instances and unwelcoming in others. Would you buy a house with barbed wire fencing and unkempt grounds that make you wonder whether the aim is to keep something out or in?
What should we do to change what is going on inside our schools?
We must first of all start working together to make our public schools great places to teach and learn.
Great places to work and learn are places that are well led, fueled by purpose and guided by shared, positive behaviors that advance learning goals and serve as “rules of the road” for how employees and students are expected to behave.
In great schools, employees, students and families are respected and valued. Leaders in great schools inspire their employees — all of them — to do more than they think they can. Employees align behind the purpose of enabling learning, which creates momentum and camaraderie for what they are working to attain together.
In great schools, leaders inspire their communities to join them in cheering for and supporting kids’ future successes. Families, no matter their socioeconomic status, feel a sense of belonging.
Problems are perceived as opportunities to get better, not sources of indiscriminate blame. Solutions are found by looking in the mirror first. External threats to learning, such as poverty or parents’ underemployment, are acknowledged and addressed. Schools don’t dodge their responsibility to educate all kids.
In great schools, kids are known by caring employees; they feel seen and heard and are deeply engaged and invested in their learning.
Every employee working in a great school district feels responsible for achieving the district’s mission, no matter whether they work inside or outside of the classroom.
When kids return after being absent, employees welcome them back, tell them they were missed and focus on catching them up. They do not judge the constraints of their families’ lives or mete out punishment as though missing school is a crime.
Great places to learn must also be great places to work. We must reframe our concept of schools as not just places where kids learn. Great places to work care about the needs of all the human beings in their care, including and especially their employees.
“To win in the marketplace, you must first win in the workplace,” Douglas R. Conant, former Campbell Soup Company CEO famously said. He knew what is becoming clearer within our public school systems — that unhappy, unfulfilled employees lead to high turnover, disengagement by students and staff and disaffected families turning to alternative educational offerings.
It is no secret that attracting and retaining top talent to work in our schools is increasingly difficult as employees seek more stability. Attracting younger workers is even more difficult.
Many of those who currently work in schools, especially teachers, are stressed, burned out and dissatisfied. Being stressed and burned out is not a normative experience; it’s a symptom of a weak culture, and an organizational problem to be solved. And employee turnover is no longer limited to teachers. There are increasing vacancies among principals, bus drivers and food service and facilities staff.
The quality of the experiences of employees working in our schools must be higher. Every point along the employee experience continuum, from applying for a job to choosing to leave, is an opportunity to deepen employee engagement and commitment to being a high performer.
We can fix what we have broken. Thinking differently about making our public schools great places to work and learn is a good place to start. No policy changes are required to demonstrate concern for the human beings the system employs and seeks to educate.

NEW YORK — The fish, glassy-eyedand inert, had been dead for decades. Yet its belly held possible clues to an environmental crisis unfolding in real time.
Forceps in hand, Mia Fricano, a high school junior, was about to investigate. She turned over the fish, a bluegill, and slid in a blade, before extracting its gastrointestinal tract. Then, she carried the fish innards to a beaker filled with a solution that would dissolve the biological material, revealing if there were any tiny particles of plastic — known as microplastics — inside.
Mia and two other high schoolers working alongside her in a lab this spring were part of a program at the American Museum of Natural History designed to give young people hands-on experience in professional science. Called the Science Research Mentoring Program, or SRMP (pronounced “shrimp”), the program enrolls roughly 60 high school juniors and seniors each year who collaborate with scientists on a research project.
Mia and her peers were matched with Ryan Thoni, an ichthyologist and curatorial associate in the museum’s division of vertebrate zoology. Thoni’s project to gather information on when and how microplastics began to enter the environment relied on the museum’s vast collection of fish specimens dating from more than a century ago — some 3.2 million in total.
Concern about the tiny pieces of plastic debris has grown in the last few years, along with early-stage research on the health risks they pose. The particles are found in human blood, breast milk and even the brain — and in animals, including, as it turned out, nearly all the fish in Thoni’s lab.
“It was kind of shocking to see just how many we did find,” Mia said later. “We weren’t expecting to find more than two to three per fish but in some fish, we would find over 15.” Specimens from the 1970s or earlierwere less likely to contain high levels of microplastic, more than three or so pieces, and fish near urban centers seemed to have more of the plastics, on average, than fish from less populated areas.
“It really does make you realize just how much the environment has been affected,” said Mia. “There hasn’t been a lot of research on it yet,” she added. “Our project might be able to help future people who are also doing research on microplastics.”

SRMP, started in 2009, is operating at a time when the federal government is eliminating fellowships and other support for early career scientists, and defunding scientific research broadly. That both amplifies the need for, and complicates the work of, programs like this one, said Amanda Townley, executive director of the nonprofit National Center for Science Education. Over the last 15 years in particular, such programs have played a big role in giving students a chance to do the kind of applied science that is rarely available in K-12 classrooms because of money and time constraints, she said.
“Museums, university extensions, sometimes libraries, have really done this tremendous job of creating spaces for high school and younger students to engage with scientists doing science,” said Townley. “Those museums, libraries and universities are all under attack.” She added: “We’re going to see a generational impact.”
While the American Museum of Natural History has received some federal government funding, the SRMP program’s money comes from private foundations and individual donors, with additional support from the New York City Council. Students in SRMP participate in a summer institute in August, when they learn basics like how to investigate research questions. Then they spend two afternoons a week during the school year on their projects.
Each student receives a stipend, $2,500 over the course of the year. “It’s really important for high school students to know their time is valuable,” said Maria Strangas, the museum’s assistant director of science research experiences. “They are doing something here that is really useful for the researchers; it’s an education program, but they aren’t the only ones who are benefiting.”
Students from New York City schools that partner with the museum can apply, as well as those who have participated in programs with the museum in the past. SRMP has also spawned a network of about 30 similar programs across the city, with institutions including Brooklyn College, Bronx River Alliance and many others participating.
In the lab on the sixthfloor of the museum, Mia, who attends the New York City Museum School, cleaned out a beaker, while Yuki Chen, a senior at Central Park East High School, sat at a metal table, dissecting a pike. Thoni inserted a slide containing material harvested from one of the fish under a microscope, and pointed out a few microplastics, which looked like threads.

Freyalise Matasar, a junior at the Ethical Culture Fieldston School in the Bronx, plucked a white sucker fish from a jar. She said SRMP had altered her career trajectory. Before the program, she was considering studying journalism in college, but her experience this year persuaded her to focus on engineering and data science instead.
“I have totally fallen in love with science,” she said. “It’s been an amazing experience to see what professional science looks like — and more than just see it, to be a part of it.”
Freyalise said she wanted to build those skills in order to help fight climate change, perhaps by working on weather models to predict climate risks and ideally spur people to action. “It’s the biggest problem faced by our generation. It’s inescapable and unignorable, no matter how much people try,” she said. “It’s everyone’s responsibility to do what they can to fight it.”
Microplastics contribute to climate change in several ways, including by potentially disrupting oceans’ ability to sequester carbon and by directly emitting greenhouse gases.
Interest in climate science among young people is growing, even as the federal government tries to zero out funding for it. Other climate-related topics SRMP students explored this year included the climate on exoplanets, the ecology of sea anemones and aquatic wildlife conservation in New York City.
Sometimes the fish dissections were gross: Mia, who plans to study biology and machine learning in college, sliced into one large fish to find poorly preserved, rotten innards — and a major stink. Sometimes they provided a lesson beyond pollution: Yuki identified a small pickerel inside a larger one. (Pickerels prey even on members of their own species, the students learned.)
The scientists in the program, most of whom are postdoctoral fellows, are trained on how to be effective mentors. “Scientists are often not trained in mentorship; it’s something that people pick up organically seeing good or bad examples in their own lives,” said Strangas. “A lot of it comes down to: ‘Think about the impact you want to have, think about the impact you don’t want to have, think about the power dynamic at play, and what this student in front of you wants to get out of it.’”
Thoni earned rave reviews from the students, who said he ensured they understood each step of the research process without being patronizing.
Thoni’s next steps include working to publish the microplastics research, which could earn the students their first co-authorship in a scientific journal. “Aside from forgetting to put on gloves,” he said in a playful jab at one student, “they can operate this machine on their own. They do science.”
