    How teachers and administrators can overcome resistance to NGSS

    Key points:

    Although the Next Generation Science Standards (NGSS) were released more than a decade ago, adoption of them varies widely in California. I have been to districts that have taken the standards and run with them, but others have been slow to get off the ground with NGSS–even 12 years after their release. In some cases, this is due to a lack of funding, a lack of staffing, or even administrators’ lack of understanding of the active, student-driven pedagogies championed by the NGSS.

    Another potential challenge to implementing NGSS with fidelity comes from teachers’ and administrators’ epistemological beliefs–simply put, their beliefs about how people learn. Teachers bring so much of themselves to the classroom, and that means teaching in a way they think is going to help their students learn. So, it’s understandable that teachers who have found success with traditional lecture-based methods may be reluctant to embrace an inquiry-based approach. It also makes sense that administrators who are former teachers will expect classrooms to look the same as when they were teaching, which may mean students sitting in rows, facing the front, writing down notes.

    Based on my experience as both a science educator and an administrator, here are some strategies for encouraging both teachers and administrators to embrace the NGSS.

    For teachers: Shift expectations and embrace ‘organized chaos’

    A helpful first step is to approach the NGSS not as a set of standards, but rather a set of performance expectations. Those expectations include all three dimensions of science learning: disciplinary core ideas (DCIs), science and engineering practices (SEPs), and cross-cutting concepts (CCCs). The DCIs reflect the things that students know, the SEPs reflect what students are doing, and the CCCs reflect how students think. This three-dimensional approach sets the stage for a more active, engaged learning environment where students construct their own understanding of science content knowledge.

    To meet expectations laid out in the NGSS, teachers can start by modifying existing “recipe labs” to a more inquiry-based model that emphasizes student construction of knowledge. Resources like the NGSS-aligned digital curriculum from Kognity can simplify classroom implementation by providing a digital curriculum that empowers teachers with options for personalized instruction. Additionally, the Wonder of Science can help teachers integrate real-life phenomena into their NGSS-aligned labs to help provide students with real-life contexts to help build an understanding of scientific concepts related to. Lastly, Inquiry Hub offers open-source full-year curricula that can also aid teachers with refining their labs, classroom activities, and assessments.  

    For these updated labs to serve their purpose, teachers will need to reframe classroom management expectations to focus on student engagement and discussion. This may mean embracing what I call “organized chaos.” Over time, teachers will build a sense of efficacy through small successes, whether that’s spotting a studentconstructing their own knowledge or documenting an increased depth of knowledge in an entire class. The objective is to build on student understanding across the entire classroom, which teachers can do with much more confidence if they know that their administrators support them.

    For administrators: Rethink evaluations and offer support

    A recent survey found that 59 percent of administrators in California, where I work, understood how to support teachers with implementing the NGSS. Despite this, some administrators may need to recalibrate their expectations of what they’ll see when they observe classrooms. What they might see is organized chaos happening: students out of their seats, students talking, students engaged in all different sorts of activities. This is what NGSS-aligned learning looks like. 

    To provide a clear focus on student-centered learning indicators, they can revise observation rubrics to align with NGSS, or make their lives easier and use this one. As administrators track their teachers’ NGSS implementation, it helps to monitor their confidence levels. There will always be early implementers who take something new and run with it, and these educators can be inspiring models for those who are less eager to change.

    The overall goal for administrators is to make classrooms safe spaces for experimentation and growth. The more administrators understand about the NGSS, the better they can support teachers in implementing it. They may not know all the details of the DCIs, SEPs, and CCCs, but they must accept that the NGSS require students to be more active, with the teacher acting as more of a facilitator and guide, rather than the keeper of all the knowledge.

    Based on my experience in both teaching and administration roles, I can say that constructivist science classrooms may look and sound different–with more student talk, more questioning, and more chaos. By understanding these differences and supporting teachers through this transition, administrators ensure that all California students develop the deeper scientific thinking that NGSS was designed to foster.

    As students and teachers prepare for a new school year, it’s important to remember that success in the classroom isn’t just about academics; it’s about supporting the whole child. From motor skills and posture to organization, focus, and sensory regulation, the right strategies can make the learning process smoother and more enjoyable for everyone. 

    While occupational therapy (OT) is often associated with special education, many OTs like me use and share the supportive tips and tools described below in general education settings to benefit all learners. By integrating simple, classroom-friendly strategies into daily routines, teachers can help students build independence and confidence and see long-term success. 

    Motor skills

    One of the most crucial areas to address is motor skills. Many children entering kindergarten have not yet fully mastered tasks such as cutting or forming letters and shapes correctly. Simple strategies can encourage independence, such as using a “scissor template” taped to a desk to guide proper finger placement or offering verbal cues like “thumbs up” to remind children how to hold the tool correctly. Encouraging the use of a “helper hand” to move the paper reinforces bilateral coordination.

    For writing, providing small pencils or broken crayons helps children develop a mature grasp pattern and better handwriting skills. Posture is equally important; children should sit with their feet flat on the floor and their elbows slightly above the tabletop. Adjustable desks, sturdy footrests, or non-slip mats can all help. Structured warm-up activities like animal walks or yoga poses before seated work also prepare the sensory system for focus and promote better posture while completing these tasks.

    Executive function

    Equally important are executive function skills–organization, planning, and self-regulation techniques–that lay the foundation for academic achievement. Teachers can support these skills by using visual reminders, checklists, and color-coded materials to boost organization. Breaking larger assignments into smaller tasks and using timers can help children manage their time effectively. Tools such as social stories, behavior charts, and reward systems can motivate learners and improve impulse control, self-awareness, and flexibility.

    Social-emotional learning

    Social-emotional learning (SEL) is another vital area of focus, because navigating relationships can be tricky for children. Social-emotional learning helps learners understand their emotions, express them appropriately, and recognize what to expect from others and their environment.

    Traditional playground games like Red Light/Green Lightor Simon Says encourage turn-taking and following directions. Structured programs such as the Zones of Regulation use color-coded illustrations to help children recognize their emotions and respond constructively. For example, the “blue zone” represents low energy or boredom, the “green zone” is calm and focused, the “yellow zone” signals fidgetiness or loss of control, and the “red zone” reflects anger or frustration. Creating a personalized “menu” of coping strategies–such as deep breathing, counting to 10, or squeezing a stress ball–gives children practical tools to manage their emotions. Keeping a card with these strategies at their desks makes it easy to remember to leverage those tools in the future. Even something as simple as caring for a class pet can encourage empathy, responsibility, and social growth.

    Body awareness

    Body awareness and smooth transitions are also key to a successful classroom environment. Some children struggle to maintain personal space or focus during activities like walking in line. Teachers can prepare students for hall walking with warm-up exercises such as vertical jumps or marching in place. Keeping young children’s hands busy–by carrying books rather than using a cart–also helps. Alternating between tiptoe and heel walking can further engage students during key transitions. To build awareness of personal space, teachers can use inflatable cushions, small carpet squares, or marked spots on the floor. Encouraging children to stretch their arms outward as a guide reinforces boundaries in shared spaces as well.

    Sensory processing

    Supporting sensory processing benefits all learners by promoting focus and regulation. A sensory-friendly classroom might include fabric light covers to reduce glare, or subtle scent cues used intentionally to calm or energize students at different times. Scheduled motor breaks during transitions–such as yoga stretches, pushing, pulling, or stomping activities–help reset the sensory system. For students with higher sensory needs, a “calming corner” with mats, pillows, weighted blankets, and quiet activities provides a safe retreat for regaining focus.

    The vital role of occupational therapists in schools

    Employing OTs as full-time staff in school districts ensures these strategies and tools are implemented effectively and provides ongoing support for both students and educators alike. With OTs integrated into daily classroom activities, student challenges can be addressed early, preventing them from becoming larger problems. Skill deficits requiring more intensive intervention can be identified without delay as well. Research demonstrates that collaboration between OTs and teachers–through shared strategies and co-teaching–leads to improved student outcomes.

    The advantages of supplementing curriculum

    Key points:

    Classroom teachers are handed a curriculum they must use when teaching. That specific curriculum is designed to bring uniformity, equity, and accountability into classrooms. It is meant to ensure that every child has access to instruction that is aligned with state standards. The specific curriculum provides a roadmap for instruction, but anyone who has spent time in a classroom knows that no single curriculum can fully meet the needs of every student.

    In other words, even the most carefully designed curriculum cannot anticipate the individual needs of every learner or the nuances of every classroom. This is why supplementing curriculum is a vital action that skilled educators engage in. Supplementing curriculum does not mean that teachers are not teaching the required curriculum. In fact, it means they are doing even more to ensure student success.

    Students arrive with different strengths, challenges, and interests. Supplementing curriculum allows teachers to bridge inevitable gaps within their students.  For example, a math unit may assume fluency with multiplying and dividing fractions, but some students may not recall that skill, while others are ready to compute with mixed numbers. With supplementary resources, a teacher can provide both targeted remediation and enrichment opportunities. Without supplementing the curriculum, one group may fall behind or the other may become disengaged.

    Supplementing curriculum can help make learning relevant. Many curricula are written to be broad and standardized. Students are more likely to connect with lessons when they see themselves reflected in the content, so switching a novel based on the population of students can assist in mastering the standard at hand.   

    Inclusion is another critical reason to supplement. No classroom is made up of one single type of learner. Students with disabilities may need graphic organizers or audio versions of texts. English learners may benefit from bilingual presentations of material or visual aids. A curriculum may hit all the standards of a grade, but cannot anticipate the varying needs of students. When a teacher intentionally supplements the curriculum, every child has a pathway to success.

    Lastly, supplementing empowers teachers. Teaching is not about delivering a script; it is a profession built on expertise and creativity. When teachers supplement the prescribed curriculum, they demonstrate professional judgment and enhance the mandated framework. This leads to a classroom where learning is accessible, engaging, and responsive.

    A provided curriculum is the structure of a car, but supplementary resources are the wheels that let the students move. When done intentionally, supplementing curriculum enables every student to be reached. In the end, the most successful classrooms are not those that follow a book, but those where teachers skillfully use supplementary curriculum to benefit all learners. Supplementing curriculum does not mean that a teacher is not using the curriculum–it simply means they are doing more to benefit their students even more.

    While there is wide agreement that student engagement plays a vital role in learning, educators continue to face uncertainty about what engagement looks like, how best to measure it, and how to sustain it, according to a new study from Discovery Education

    Education Insights 2025–2026: Fueling Learning Through Engagement captures prevailing attitudes and beliefs on the topic of engagement from 1,398 superintendents, teachers, parents, and students from across the United States. Survey data was collected in May 2025 by Hanover Research on behalf of Discovery Education

    Discovery Education conducted the Education Insights report to gain a deeper understanding of how engagement is defined, observed, and nurtured in K-12 classrooms nationwide, and we are thankful to the participants who shared their perspectives and insights with us,” said Brian Shaw, Discovery Education’s Chief Executive Officer. “One of the most important findings of this report is that engagement is seen as essential to learning, but is inconsistently defined, observed, and supported in K-12 classrooms. I believe this highlights the need for a more standardized approach to measuring student engagement and connecting it to academic achievement. Discovery Education has embarked on an effort to address those challenges, and we look forward to sharing more as our work progresses.” 

    Key findings of the Education Insights 2025–2026: Fueling Learning Through Engagement report include: 

    Engagement is broadly recognized as a key driver of learning and success. Ninety-three percent of educators surveyed agreed that student engagement is a critical metric for understanding overall achievement, and 99 percent of superintendents polled believe student engagement is one of the top predictors of success at school. Finally, 92 percent of students said that engaging lessons make school more enjoyable. 

    But educators disagree on the top indicators of engagement. Seventy-two percent of teachers rated asking thoughtful questions as the strongest indicator of student engagement. However, 54 percent of superintendents identified performing well on assessments as a top engagement indicator. This is nearly twice as high as teachers, who rank assessments among the lowest indicators of engagement. 

    School leaders and teachers disagree on if their schools have systems for measuring engagement. While 99 percent of superintendents and 88 percent of principals said their district has an intentional approach for measuring engagement, only 60 percent of teachers agreed. Further, nearly one-third of teachers said that a lack of clear, shared definitions of student engagement is a top challenge to measuring engagement effectively. 

    Educators and students differ on their perceptions of engagement levels. While 63 percent of students agreed with the statement “Students are highly engaged in school,” only 45 percent of teachers and 51 percent of principals surveyed agreed with the same statement.  

    Students rate their own engagement much higher than their peers. Seventy percent of elementary students perceived themselves as engaged, but only 42 percent perceived their peers as engaged. Fifty-nine percent of middle school students perceived themselves engaged in learning, but only 36 percent perceived their peers as engaged. Finally, 61 percent of high school students perceived themselves as engaged, but only 39 percent described their peers as engaged. 

    Proximity to learning changes impressions of AI. Two-thirds of students believe AI could help them learn faster, yet fewer than half of teachers report using AI themselves to complete tasks. Only 57 percent of teachers agreed with the statement “I frequently learn about positive ways students are using AI,” while 87 percent of principals and 98 percent of superintendents agree. Likewise, only 53 percent of teachers agreed with the statement “I am excited about the potential for AI to support teaching and learning,” while 83 percent of principals and 94 percent of superintendents agreed.

    In classrooms across the country, students are mastering their ABCs, solving equations, and diving into science. But one essential life skill–behavior–is not in the lesson plan. For too long, educators have assumed that children arrive at school knowing how to regulate emotions, resolve conflict, and interact respectfully. The reality: Behavior–like math or reading–must be taught, practiced, and supported.

    Today’s students face a mounting crisis. Many are still grappling with anxiety, disconnection, and emotional strain following the isolation and disruption of the COVID pandemic. And it’s growing more serious.

    Teachers aren’t immune. They, too, are managing stress and emotional overload–while shouldering scripted curricula, rising expectations, and fewer opportunities for meaningful engagement and critical thinking. As these forces collide, disruptive behavior is now the leading cause of job-related stress and a top reason why 78 percent of teachers have considered leaving the profession.

    Further complicating matters is social media and device usage. Students and adults alike have become deeply reliant on screens. Social media and online socialization–where interactions are often anonymous and less accountable–have contributed to a breakdown in conflict resolution, empathy, and recognition of nonverbal cues. Widespread attachment to cell phones has significantly disrupted students’ ability to regulate emotions and engage in healthy, face-to-face interactions. Teachers, too, are frequently on their phones, modeling device-dependent behaviors that can shape classroom dynamics.

    It’s clear: students can’t be expected to know what they haven’t been taught. And teachers can’t teach behavior without real tools and support. While districts have taken well-intentioned steps to help teachers address behavior, many initiatives rely on one-off training without cohesive, long-term strategies. Real progress demands more–a districtwide commitment to consistent, caring practices that unify educators, students, and families.

    A holistic framework: School, student, family

    Lasting change requires a whole-child, whole-school, whole-family approach. When everyone in the community is aligned, behavior shifts from a discipline issue to a core component of learning, transforming classrooms into safe, supportive environments where students thrive and teachers rediscover joy in their work. And when these practices are reinforced at home, the impact multiplies.

    To help students learn appropriate behavior, teachers need practical tools rather than abstract theories. Professional development, tiered supports, targeted interventions, and strategies to build student confidence are critical. So is measuring impact to ensure efforts evolve and endure.

    Some districts are leading the way, embracing data-driven practices, evidence-based strategies, and accessible digital resources. And the results speak for themselves. Here are two examples of successful implementations.

    Evidence-based behavior training and mentorship yields 24 percent drop in infractions within weeks

    With more than 19,000 racially diverse students across 24 schools east of Atlanta, Newton County Schools prioritized embedded practices and collaborative coaching over rigid compliance. Newly hired teachers received stipends to complete curated, interactive behavior training before the school year began. They then expanded on these lessons during orientation with district staff, deepening their understanding.

    Once the school year started, each new teacher was partnered with a mentor who provided behavior and academic guidance, along with regular classroom feedback. District climate specialists also offered further support to all teachers to build robust professional learning communities.

    The impact was almost immediate. Within the first two weeks of school, disciplinary infractions fell by 24 percent compared to the previous year–evidence that providing the right tools, complemented by layered support and practical coaching, can yield swift, sustainable results.

    Pairing shoulder coaching with real-time data to strengthen teacher readiness

    With more than 300,000 students in over 5,300 schools spanning urban to rural communities, Clark County School District in Las Vegas is one of the largest and most diverse in the nation.

    Recognizing that many day-to-day challenges faced by new teachers aren’t fully addressed in college training, the district introduced “shoulder coaching.” This mentorship model pairs incoming teachers with seasoned colleagues for real-time guidance on implementing successful strategies from day one.

    This hands-on approach incorporates videos, structured learning sessions, and continuous data collection, creating a dynamic feedback loop that helps teachers navigate classroom challenges proactively. Rather than relying solely on reactive discipline, educators are equipped with adaptable strategies that reflect lived classroom realities. The district also uses real-time data and teacher input to evolve its behavior support model, ensuring educators are not only trained, but truly prepared.

    By aligning lessons with the school performance plan, Clark County School District was able to decrease suspensions by 11 percent and discretionary exclusions by 17 percent.  

    Starting a new chapter in the classroom

    Behavior isn’t a side lesson–it’s foundational to learning. When we move beyond discipline and make behavior a part of daily instruction, the ripple effects are profound. Classrooms become more conducive to learning. Students and families develop life-long tools. And teachers are happier in their jobs, reducing the churn that has grown post-pandemic.

    The evidence is clear. School districts that invest in proactive, strategic behavior supports are building the kind of environments where students flourish and educators choose to stay. The next chapter in education depends on making behavior essential. Let’s teach it with the same care and intentionality we bring to every other subject–and give every learner the chance to succeed.

    Nearly one-third of the nation’s K-12 U.S. public schools mandate mental health screening for students, with most offering in-person treatment or referral to a community mental health professional if a student is identified as having depression or anxiety, according to a new study.

    About 40 percent of principals surveyed said it was very hard or somewhat hard to ensure that students receive appropriate care, while 38 percent said it was easy or very easy to find adequate care for students. The findings are published in the journal JAMA Network Open.

    “Our results suggest that there are multiple barriers to mental health screening in schools, including a lack of resources and knowledge of screening mechanics, as well as concerns about increased workload of identifying students,” said Jonathan Cantor, the study’s lead author and a policy researcher at RAND, a nonprofit research organization.

    In 2021, the U.S. Surgeon General declared a youth mental health emergency. Researchers say that public schools are strategic resources for screening, treatment, and referral for mental health services for young people who face barriers in other settings.

    Researchers wanted to understand screening for mental health at U.S. public schools, given increased concerns about youth mental health following the challenges posed by the COVID-19 pandemic.

    In October 2024, the RAND study surveyed 1,019 principals who participate in the RAND American School Leader panel, a nationally representative sample of K–12 public school principals.

    They were asked whether their school mandated screening for mental health issues, what steps are taken if a student is identified as having depression or anxiety, and how easy or difficult it is to ensure that such students received adequate services.

    Researchers found that 30.5 percent of responding principals said their school required screening of students with mental health problems, with nearly 80 percent reporting that parents typically are notified if students screen positive for depression or anxiety.

    More than 70 percent of principals reported that their school offers in-person treatment for students who screen positive, while 53 percent of principals said they may refer a student to a community mental health care professional.

    The study found higher rates of mental health screenings in schools with 450 or more students and in districts with mostly racial and ethnic minority groups as the student populations.

    “Policies that promote federal and state funding for school mental health, reimbursement for school-based mental health screening, and adequate school mental health staff ratios may increase screening rates and increase the likelihood of successfully connecting the student to treatment,” Cantor said.

    Try this: Ask your AI assistant to create a standards-aligned lesson that includes a formative check and a scaffold for ELLs–then adjust to your style and class needs.

    2. Personalize feedback without the time drain

    AI can streamline your feedback process by suggesting draft comments on student work based on rubrics you provide. This is particularly helpful for writing-intensive courses or project-based learning.

    Ethical reminder: Always review and personalize AI-generated feedback to maintain professional judgment and student trust.

    3. Support multilingual learners in real time

    AI tools like Google Translate, Microsoft Immersive Reader, and Read&Write can help bridge language gaps by offering simplified texts, translated materials, and visual vocabulary support.

    Even better: Teach students to use these tools independently to foster agency and access.

    4. Teach AI literacy as a 21st-century skill

    Students are already using AI–let’s teach them to use it well. Dedicate time to discuss how AI works, how to prompt effectively, and how to critically evaluate its outputs for bias, credibility, and accuracy.

    Try this mini-lesson: “3 Prompts, 3 Results.” Have students input the same research question into three AI tools and compare the results for depth, accuracy, and tone.

    5. Automate the tedious–refocus on relationships

    From generating rubrics and newsletters to drafting permission slips and analyzing formative assessment data, AI can reduce the clerical load. This frees up your most valuable resource: time.

    Pro tip: Use AI to pre-write behavior plans, follow-up emails, or even lesson exit ticket summaries.

    The future of AI

    AI won’t replace teachers–but teachers who learn how to use AI thoughtfully may find themselves with more energy, better tools, and deeper student engagement than ever before. As the school year begins, let’s lead by example and embrace AI not as a shortcut, but as a catalyst for growth.

    A new DESSA screener to be released for the Fall ‘25 school year–designed to be paired with a strength-based student self-report assessment–accurately predicted well-being levels in 70 percent of students, a study finds.  

    According to findings from Riverside Insights, creator of research-backed assessments, researchers found that even students with strong social-emotional skills often struggle with significant mental health concerns, challenging the assumption that resilience alone indicates student well-being. The study, which examined outcomes in 254 middle school students across the United States, suggests that combining risk and resilience screening can enable identification of students who would otherwise be missed by traditional approaches. 

    “This research validates what school mental health professionals have been telling us for years–that traditional screening approaches miss too many students,” said Dr. Evelyn Johnson, VP of Research & Development at Riverside Insights. “When educators and counselors can utilize a dual approach to identify risk factors, they can pinpoint concerns and engage earlier, in and in a targeted way, before concerns become major crises.”

    The study, which offered evidence of, for example, social skills deficits among students with no identifiable or emotional behavioral concerns, provides the first empirical evidence that consideration of both risk and resilience can enhance the predictive benefits of screening, when compared to  strengths-based screening alone.

    In the years following COVID, many educators noted a feeling that something was “off” with students, despite DESSA assessments indicating that things were fine.

    “We heard this feedback from lots of different customers, and it really got our team thinking–we’re clearly missing something, even though the assessment of social-emotional skills is critically important and there’s evidence to show the links to better academic outcomes and better emotional well-being outcomes,” Johnson said. “And yet, we’re not tapping something that needs to be tapped.”

    For a long time, if a person displayed no outward or obvious mental health struggles, they were thought to be mentally healthy. In investigating the various theories and frameworks guiding mental health issues, Riverside Insight’s team dug into Dr. Shannon Suldo‘s work, which centers around the dual factor model.

    “What the dual factor approach really suggests is that the absence of problems is not necessarily equivalent to good mental health–there really are these two factors, dual factors, we talk about them in terms of risk and resilience–that really give you a much more complete picture of how a student is doing,” Johnson said.

    “The efficacy associated with this dual-factor approach is encouraging, and has big implications for practitioners struggling to identify risk with limited resources,” said Jim Bowler, general manager of the Classroom Division at Riverside Insights. “Schools told us they needed a way to identify students who might be struggling beneath the surface. The DESSA SEIR ensures no student falls through the cracks by providing the complete picture educators need for truly preventive mental health support.”

    The launch comes as mental health concerns among students reach crisis levels. More than 1 in 5 students considered attempting suicide in 2023, while 60 percent of youth with major depression receive no mental health treatment. With school psychologist-to-student ratios at 1:1065 (recommended 1:500) and counselor ratios at 1:376 (recommended 1:250), schools need preventive solutions that work within existing resources.

    The DESSA SEIR will be available for the 2025-2026 school year.

    Post-pandemic, student academic recovery remains elusive

    Five years after the onset of the COVID-19 pandemic, academic recovery has stalled nationwide, and achievement gaps have widened, according to the State of Student Learning 2025 report from from Curriculum Associates.

    The report offers one of the most comprehensive looks at Grades K–8 student performance in reading and mathematics, based on data from close to 14 million students who took the i-Ready Diagnostic assessment in the 2024–2025 school year.

    The report shows that most students have not yet reached pre-pandemic achievement levels, and some are falling even further behind. The report does find some bright spots: Some historically underserved schools, especially majority-Black schools, are seeing modest, positive gains in both reading and mathematics. However, those gains have not yet translated into closing longstanding disparities.

    “This report shows that disrupted schooling due to the pandemic continues to impact student learning, particularly for students who are in early grades, are lower performing, or are from historically underserved communities,” said Kristen Huff, head of measurement at Curriculum Associates. “Academic recovery has never been one-size-fits-all, and these results reaffirm the importance of nuanced, data-informed approaches. Above all, they underscore the vital work educators are doing every day to meet students where they are and help them move forward.”

    Key findings

    • Academic progress has plateaued. Since spring 2023, national achievement has remained flat. While many students are growing at pre-pandemic rates, that growth isn’t closing the gap caused by pandemic disruptions.
    • The achievement gap has grown in many cases. Students who were already behind, particularly those scoring in the bottom 10th percentile, continue to fall behind, while top-performing students have often recovered or surpassed their pre-pandemic levels.
    • Younger students experienced greater learning losses. Even though they were not yet in school during the pandemic, elementary students, especially in Grades K and 1, saw the largest drops in achievement after the pandemic. 
    • Vulnerable populations are experiencing uneven recovery. The report shows widening gaps between the nation’s highest and lowest performers. Across most grades, the differences between higher and lower percentiles have increased over time.

    A data-driven, nationwide look

    The 2025 report examines data through the critical years pre- and post-pandemic, from spring 2019 to spring 2025. Using a nationally representative sample of more than 11.7 million reading and 13.4 million mathematics assessments, the research examines:

    • Grade-level placement: how many students are performing at or below grade level
    • Scale scores by percentile: how learning differs across performance groups
    • Annual growth: whether students are making enough academic progress during the school year to recover lost ground

    The findings reinforce that targeted support is needed to ensure every student can thrive academically, especially younger students, lower-performing students, and historically underserved communities.

    AI teacher tools display racial bias when generating student behavior plans, study finds

    Asked to generate intervention plans for struggling students, AI teacher assistants recommended more-punitive measures for hypothetical students with Black-coded names and more supportive approaches for students the platforms perceived as white, a new study shows.

    These findings come from a report on the risks of bias in artificial intelligence tools published Wednesday by the non-profit Common Sense Media. Researchers specifically sought to evaluate the quality of AI teacher assistants — such as MagicSchool, Khanmingo, Curipod, and Google Gemini for Education — that are designed to support classroom planning, lesson differentiation, and administrative tasks.

    Common Sense Media found that while these tools could help teachers save time and streamline routine paperwork, AI-generated content could also promote bias in lesson planning and classroom management recommendations.

    Robbie Torney, senior director of AI programs at Common Sense Media, said the problems identified in the study are serious enough that ed tech companies should consider removing tools for behavior intervention plans until they can improve them. That’s significant because writing intervention plans of various sorts is a relatively common way teachers use AI.

    After Chalkbeat asked about Common Sense Media’s findings, a Google spokesperson said Tuesday that Google Classroom has turned off the shortcut to Gemini that prompts teachers to “Generate behavior intervention strategies” to do additional testing.

    However, both MagicSchool and Google, the two platforms where Common Sense Media identified racial bias in AI-generated behavior intervention plans, said they could not replicate Common Sense Media’s findings. They also said they take bias seriously and are working to improve their models.

    School districts across the country have been working to implement comprehensive AI policies to encourage informed use of these tools. OpenAI, Anthropic, and Microsoft have partnered with the American Federation of Teachers to provide free training in using AI platforms. The Trump Administration also has encouraged greater AI integration in the classroom. However, recent AI guidelines released by the U.S. Department of Education have not directly addressed concerns about bias within these systems.

    About a third of teachers report using AI at least weekly, according to a national survey conducted by the Walton Family Foundation in cooperation with Gallup. A separate survey conducted by the research organization Rand found teachers specifically report using these tools to help develop goals for Individualized Education Program — or IEP — plans. They also say they use these tools to shape lessons or assessments around those goals, and to brainstorm ways to accommodate students with disabilities.

    Torney said Common Sense Media isn’t trying to discourage teachers from using AI in general. The goal of the report is to encourage more awareness of potential uses of AI teacher assistants that might have greater risks in the classroom.

    “We really just want people to go in eyes wide open and say, ‘Hey these are some of the things that they’re best at and these are some of the things you probably want to be a little bit more careful with,’” he said.

    Common Sense Media identified AI tools that can generate IEPs and behavior intervention plans as high risk due to their biased treatment of students in the classroom. Using MagicSchool’s Behavior Intervention Suggestions tool and the Google Gemini “Generate behavior intervention strategies tool,” Common Sense Media’s research team ran the same prompt about a student who struggled with reading and showed aggressive behavior 50 times using white-coded names and 50 times using Black-coded names, evenly split between male- and female-coded names.

    The AI-generated plans for the students with Black-coded names didn’t all appear negative in isolation. But clear differences emerged when those plans from MagicSchool and Gemini were compared with plans for students with white-coded names.

    For example, when prompted to provide a behavior intervention plan for Annie, Gemini emphasized addressing aggressive behavior with “consistent non-escalating responses” and “consistent positive reinforcement.” Lakeesha, on the other hand, should receive “immediate” responses to her aggressive behaviors and positive reinforcement for “desired behaviors,” the tool said. For Kareem, Gemini simply said, “Clearly define expectations and teach replacement behaviors,” with no mention of positive reinforcement or responses to aggressive behavior.

    Torney noted that the problems in these AI-generated reports only became apparent across a large sample, which can make it hard for teachers to identify. The report warns that novice teachers may be more likely to rely on AI-generated content without the experience to catch inaccuracies or biases. Torney said these underlying biases in intervention plans “could have really large impacts on student progression or student outcomes as they move across their educational trajectory.”

    Black students are already subject to higher rates of suspension than their white counterparts in schools and more likely to receive harsher disciplinary consequences for subjective reasons, like “disruptive behavior.” Machine learning algorithms replicate the decision-making patterns of the training data that they are provided, which can perpetuate existing inequalities. A separate study found that AI tools replicate existing racial bias when grading essays, assigning lower scores to Black students than to Asian students.

    The Common Sense Media report also identified instances when AI teacher assistants generated lesson plans that relied on stereotypes, repeated misinformation, and sanitized controversial aspects of history.

    A Google spokesperson said the company has invested in using diverse and representative training data to minimize bias and overgeneralizations.

    “We use rigorous testing and monitoring to identify and stop potential bias in our AI models,” the Google spokesperson said in an email to Chalkbeat. “We’ve made good progress, but we’re always aiming to make improvements with our training techniques and data.”

    On its website, MagicSchool promotes its AI teaching assistant as “an unbiased tool to aid in decision-making for restorative practices.” In an email to Chalkbeat, MagicSchool said it has not been able to reproduce the issues that Common Sense Media identified.

    MagicSchool said their platform includes bias warnings and instructs users not to include student names or other identifying information when using AI features. In light of the study, it is working with Common Sense to improve its bias detection systems and design tools in ways that encourage educators to review AI generated content more closely.

    “As noted in the study, AI tools like ours hold tremendous promise — but also carry real risks if not designed, deployed, and used responsibly,” MagicSchool told Chalkbeat. “We are grateful to Common Sense Media for helping hold the field accountable.”
