    Democratic Lawmakers Amplify Pressure on UVA

    Months after Jim Ryan stepped down as University of Virginia president, state Sen. Creigh Deeds is still waiting for answers on whether political interference and external pressure played a role.

    Ryan resigned in late June, citing pressure from the federal government amid Department of Justice investigations into diversity, equity and inclusion initiatives at the public university. Although the Board of Visitors voted to shutter its DEI office in March, conservative critics accused UVA of failing to dismantle such efforts. The DOJ subsequently launched seven investigations, two of which have been closed. The status of the other five remains unclear.

    Deeds, a Democrat who represents Charlottesville and the surrounding area, has been seeking answers since Aug. 1 through a series of letters sent to the Board of Visitors and a far-reaching Freedom of Information Act request. But so far, university lawyers have largely refused to answer the state lawmaker’s questions, citing ongoing investigations. Faculty members have also said they can’t get straight answers from the university or face time with the board.

    And complaints over an alleged lack of transparency at UVA are piling up as state lawmakers are applying additional pressure over how the university will respond to an invitation to sign on to the proposed “Compact for Academic Excellence in Higher Education” that the Trump administration sent to UVA and eight other universities last week.

    Trading Letters

    In office since 2001, Deeds has a long relationship with the university. But for the first time in 20-plus years, the senator said, he’s being shut out by a Board of Visitors that refuses to talk to him.

    “We’re just trying to get to the bottom of what role the federal government, the Justice Department, the president’s office, the governor, the [state] attorney general played in the decision that Jim Ryan made to resign,” Deeds told Inside Higher Ed in an interview.

    Deeds has sent several inquiries to UVA since Ryan resigned. The first letter included 46 questions related to Ryan’s resignation, the DOJ investigations and whether the UVA Board of Visitors “operated within the bounds of its legal and ethical responsibilities.”

    But so far, Deeds says, he’s been given “partial answers” and “gobbledygook.”

    In a series of letters to Deeds from two law firms (Debevoise & Plimpton and McGuireWoods), the outside legal counsel offered little insights into Ryan’s resignation, arguing in an Aug. 15 response that UVA is “is currently focused on navigating an unprecedented set of challenges,” which includes the ongoing DOJ investigations.

    Some information included in the responses is already in the public sphere, such as how the board voted to shutter DEI initiatives, and details on the presidential search committee, which Deeds had also asked about. UVA also included letters sent by the DOJ to the university when it closed two investigations; while the DOJ referenced “appropriate remedial action” by the university, it did not offer specifics. But the focus across several letters sent to Deeds by university lawyers was mostly on why UVA can’t respond.

    “Counsel handling the discussions with the Department of Justice has indicated that providing a substantive response to the August 1 letter while negotiations are ongoing would be inconsistent with the need for confidentiality. Counsel has therefore requested that the Board refrain from doing so until a resolution with the Department of Justice is finalized,” wrote David A. O’Neil, an attorney with Debevoise & Plimpton.

    UVA lawyers also repeatedly took issue with Deeds’s characterization of the events surrounding Ryan’s resignation.

    In an Aug. 29 response, O’Neil wrote that the board “would like to correct a number of inaccurate premises and assumptions in your letter” but was “duty-bound to place the University’s interests above all else” and honor its “fiduciary obligation to the University.” However, UVA legal counsel did not specify what, if anything, was inaccurate.

    O’Neil also asked the senator not to “draw conclusions or promote unfounded speculation.”

    Deeds responded in a Sept. 4 letter that he was “surprised and concerned” that the Board of Visitors “felt the need to secure outside counsel to respond to a legislative request.” He added that he was equally troubled by the failure to fully answer any questions.

    Frustrated by UVA’s response, Deeds filed a FOIA request Sept. 18, seeking a trove of documents related to Ryan’s resignation and the DOJ investigations. UVA has not yet fulfilled the FOIA request but did send Deeds a $4,500 bill to process the information, which he plans to pay.

    Deeds then followed up in a Sept. 29 letter, pressing the university on what it agreed to in exchange for the DOJ closing two investigations and for more details on where the other five currently stand.

    To date, Deeds is still seeking answers.

    UVA spokesperson Brian Coy told Inside Higher Ed by email that the university has offered “as much information as possible at the time” in its multiple responses to Deeds. However, he said, the university is constrained by “active discussions with the Department of Justice regarding several investigations, and publicly disclosing information that relates to those investigations could hamper our ability to resolve them in a way that protects the institution from legal or financial harm.” He added that UVA is processing Deeds’s FOIA request in accordance with state law.

    Coy did not address several specific questions sent by Inside Higher Ed asking about potential political interference, remedial action for closed investigations or the status of the active DOJ investigations.

    Mounting Pressure

    Deeds isn’t the only one struggling to get answers from UVA’s Board of Visitors.

    Jeri Seidman, UVA Faculty Senate chair, said the board has declined to answer faculty questions about Ryan’s resignation and DOJ investigations. She added that the board has been less responsive since the Faculty Senate voted no confidence in the Board of Visitors in July.

    “We have not had interactions with the rector or the vice rector since July 11,” Seidman said, adding that the board had declined an invitation to address the Faculty Senate last month.

    Seidman credited UVA interim president Paul Mahoney with being accessible, though, she noted, he and other leaders have also declined to answer faculty questions due to DOJ investigations.

    “We appreciate his willingness to come and answer questions. Those questions are never gentle. But it’s disappointing that the rector has not acknowledged any [faculty] resolutions or requests for information, even if the response were simply to say that now is not the right time,” Seidman said.

    Recent Faculty Senate resolutions include demands for an explanation on Ryan’s resignation, the no-confidence vote and calls for UVA leadership and the board to reject the proposed “Compact for Academic Excellence in Higher Education.” The compact would require changes in admissions and hiring and a commitment to institutional neutrality, while simultaneously suppressing criticism of conservatives, among other demands. In exchange, the administration says signatories would receive preferential treatment from the federal government on research funding, though the document also threatens the institution’s funding if it doesn’t sign or comply.

    Virginia Democrats have also opposed the compact and threatened to restrict funding to the university if it signs on. That threat comes as lawmakers are ratcheting up pressure on UVA and waging a legal battle to block Republican governor Glenn Youngkin’s board appointments.

    The letter, sent Tuesday by Senate majority leader Scott Surovell, expressed “grave concern” over the compact and referenced Ryan’s resignation, which, he wrote, was “forced” by the DOJ via alleged “extortionate tactics—threatening hundreds of millions of dollars in federal funding and the livelihoods of employees, researchers, and students unless he stepped down.”

    Surovell warned that “the General Assembly will not stand by while the University surrenders its independence through this compact” and that there would be “significant consequences in future Virginia budget cycles” for UVA should the Board of Visitors agree to the arrangement.

    Surovell’s warning shot comes amid a broader dispute over who can serve on Virginia boards. While a Senate committee has blocked a recent slate of gubernatorial appointments, including at UVA, Youngkin has insisted that members can still serve until they are rejected by the full Legislature. A related legal case will be heard by the Virginia Supreme Court later this month.

    Board leadership and Mahoney replied to Surovell’s letter Wednesday with a noncommittal reply shared with Inside Higher Ed that did not indicate whether the university intended to sign on to the proposed compact or not. They wrote in part that UVA’s “response will be guided by the same principles of academic freedom and free inquiry that Thomas Jefferson placed at the center of the University’s mission more than 200 years ago, and to which the University has remained faithful ever since.”

    How to amplify youth voice? Bring teens into the pressroom.

    Each year, Global Youth & News Media recognizes news organizations that are innovating in ways that include or help young readers and young journalists. 

    The France-based nonprofit, founded in 2018, seeks to reinforce connections between young people and news media. 

    This year, it held a global competition to find projects that could show how young people are helping news organizations survive in a world where too many of them are shutting down. 

    “I was looking at who was helping local news for a different project and noticed that nearly every journalism-related NGO I knew was doing something to help local news survive,” said Aralynn McMane, executive director at Global Youth & News Media. “And new nonprofits were emerging only for that purpose.”

    The problem, though, was that she didn’t see much sharing of that knowledge. So one of the aims of the competition was to create cross-pollination — highlight projects that could be replicated by other organizations elsewhere and provide a forum for the sharing of lessons learned. 

    “This was a particularly satisfying competition for us because we found so many great win-win cases of meaningful youth-local news collaborations from all over the world with lessons for newsrooms most anywhere,” McMane said.

    Can we fertilize the news deserts?

    News Decoder is deeply concerned about the emergence of “news deserts”: localities that no longer have any news outlets as profit-driven corporate owners pull the plug on local newspapers.

    A study in 2023 found that more news outlets in the UK were closing than were being launched. In Canada, between 2008 and 1 April 2025, more than 500 local news outlets closed in some 370 communities across the country, according to the Local News Map crowd-sourcing data initiative. Meanwhile, a report from the Brookings Institution found that in the United States in 2023, some 2.5 local news outlets folded every week.  

    That’s why I was honored to serve as one of 26 judges from 17 countries in the competition. While the entries taken as a whole gave me reason to hope, the winners left me inspired. 

    The competition found dozens of collaborations across six continents. They served to remind us of the vital public service mission local news organizations perform when they have the resources to do so. 

    Consider The Westsider in Melbourne, Australia. The staff there recognized the need for voters to be informed about the candidates in local elections and how they stand on important local issues. But to chase down dozens of candidates takes staffing that The Westsider doesn’t have. So with a small grant from a local journalism organization, the paper recruited 72 students from RMIT University to chase down every candidate running for a local office and ask them a series of questions. From that funding the paper produced a non-partisan voter’s guide. 

    Youth can tell important local stories.

    Another standout was Phralipen of Croatia, who collaborated with Youth Roma Congress to produce stories about the Roma community through reporting, multilingual content and participatory journalism.

    Then there was the Contra Costa Youth Journalism program in Northern California, a collaboration between the Contra Costa County Office of Education and Bay City News/Local News Matters, a news organization based in Berkeley, California. The program recruits and trains young people from underserved communities to be journalists and has published more than 70 stories from these areas as a result. 

    Katherine Rowlands, the founder and publisher of Bay City News and Local News Matters, said programs that bring young people into journalism are important.

    “It is critical to train and inspire the next generation of journalists so we create a pipeline of future reporters to inform, question and make sense of the world,” Rowlands said. “It is also really important for us to include these younger voices in the journalism we do now so that we more accurately reflect our communities and bring their issues to the forefront.”

    From Pakistan to Botswana, Bolivia to Tanzania, the competition identified news organizations finding ways to bring young people into their newsrooms to ensure that what young people do, and the issues that are important to them, are not left out of local news coverage. In the process, they are finding that for organizations that are short-staffed and short of funds, young people are a key resource that has been long overlooked.

    The entries were graded on the impact on the local community and transferability — whether the project could easily be replicated by other news organizations in other places. 

    One thing we’ve learned at News Decoder — and which the results of this competition clearly showed — is that young people are eager to have their voices heard and see journalism as an effective way to do that. 

    News organizations can benefit from their passion and energy and also from the perspectives they bring.

    What are the implications for universities and their governing boards/trustees/councils of becoming increasingly embedded in global networks?

    There are many implications, including the ability to be interconnected with flows of knowledgeable people (aka human capital), ideas, money, technologies, and so on. These global networks also ensure that international collaborative research and co-authorship occurs, a phenomenon explored on a number of levels in these fascinating reports:

    What political boundaries, if any, do you notice in this empirically-based visualization of collaborative activity?

    It’s no surprise if you read the reports flagged above that governments and funding councils across the worlds are enamored with facilitating more international collaborative research. Why? It is perceived to enhance the quality of the knowledge produced, the ability to address key global challenges, and that collaborative output (e.g., articles, reports, books) can generate relatively higher interest and impacts.

    When I examine the above graphic, I think of all of my colleagues at the universities I’ve been educated and have worked at – the University of British Columbia, the University of Bristol, the National University of Singapore, Sciences Po (albeit just for one year), and the University of Wisconsin-Madison. At all of these universities I was (and am, in the case of UW-Madison) surrounded by colleagues who collaborate with colleagues in other universities, national and regional (e.g., European) research councils, firms, government agencies, international organizations, etc., all of which are scattered across the planet. Of course there is variation in researchers’ individual collaborative geographies, but there is evidence of a progressive deepening and extension of global networks, and this is backed up by bibliometric research on the basis of Thomson Reuters and Elsevier data.

    From a broader perspective, it’s worth noting that these globalizing networks are structurally supported by the operation of segmented academic labour markets that are increasingly supra-national in nature, the digitalization of research infrastructures (think of research databases, publication platforms, the Global Research Council, ORCID, etc.), university internationalization strategies, global production networks (value chains), open access online higher education media, etc.

    Now when things go well, universities benefit, as do the economies and societies (both territorialized) they are most closely associated with. Think, for example, of the myriad of ways the local, regional and indeed national economy benefited when one UW-Madison faculty member established the largest medical records company (Epic Systems) in the world, with offices in Verona WI, the Netherlands, and Singapore. When things go well, universities see increased attention from the higher ed media, and the business/economy-focused media (given the critically important role of universities in constructing vibrant knowledge-based economies). Said universities see higher positioning in world university rankings, increased flows of international fee-paying students, more diversity and competition in the make up of job applicant pools, more spin-off companies with genuinely global perspectives, greater competitiveness in extramural funding competitions, and so on.

    As with many phenomenon, the existence of vibrant global networks that run through universities is a double-edged sword. They have the capacity to, if things go poorly, propel near instantaneous and surprisingly durable echoes and reverberations that span out across global space. Information flows, like water – it can’t be suppressed. Epistemic communities care little for the complex causes of major budget cuts, the detailed factors underlying poor leadership, nor the diverse causes of governance ineptitude. These global epistemic communities, supported by mediatized services (e.g., via Twitter, Facebook, email), pay negligible if nil attention to detailed rationale and nuances of controversial policy shifts (e.g., about tenure and layoff provisions). These increasingly global epistemic communities treasure, above all, freedom of thought to produce innovative forms of knowledge in the search for truth, clear and evident autonomy from the interventive impulses of the state, church, society, and governance systems that are proactively supportive vs repressive/micro-management in inclination.

    Unfortunately, while higher education, as well as the associated knowledge economy, is going global, higher education politics with respect to budgets and university governance (at the board/council/trustee level) is at risk of regressing, of becoming more local, regional, hyper-politicized, and ideological. Think, for example, about the messy local/provincial politics shaping key aspects of the University of British Columbia‘s ongoing leadership/governance crisis, or an evident regional agenda to mess about (a ‘solution in search of a problem’?) with one of the foundational principles of academic freedom – tenure – that has built the University of Wisconsin (System), over a century plus, into what it is.

    Going global brings with it amazing opportunities. Going global is a necessary developmental agenda for universities that seek to excel and build resilience in the 21st century. Going global is an integral part of supporting of regional knowledge-based economic development strategies, something I learned much about via colleagues on an OECD mission. But, hand in hand with going global is a global eye on the local.

    Are those governing universities, and provincial/state higher education systems, as aware as they should be about the global networks that play a fundamental role in sustaining the vibrancy, effectiveness, and stature of their universities? If not, they should be, for local controversies and tensions are also simultaneously global in nature – they reverberate, at the speed of light, through global networks.
