    1. India set to become the world’s largest higher education system by 2047

    Delegates at The PIE Live India 2025 heard how India’s projected eightfold growth into a $30 trillion economy presents vast opportunities for higher education, with Niti Aayog’s Shashank Shah asking attendees, “If not India, then where?”. Speakers also highlighted that India is on track to become the world’s largest higher education system by 2035, with over 90 million students — positioning transnational education as a key growth driver.

    2. Outbound Indian university enrolments fall after three-year rise

    For the first time in three years, Indian students pursuing higher education saw a drop of around 5.7%, with over 1.25 million studying at international universities and tertiary institutions, compared to 1.33 million in 2024. This comes amid a range of policy changes in major destinations and the rise of cheaper, nearer options for students.

    The decline is also reflected in growing financial uncertainty around studying abroad in India, with remittances for overseas education falling to their lowest level in eight years when comparing April – August 2025 figures.

    3. More Australian and UK universities set sights on campuses in India

    In July 2025, four universities from the UK and Australia — La Trobe University, Victoria University, Western Sydney University, and the University of Bristol — received Letters of Intent (LoIs) to establish branch campuses in India, just a month after the University Grants Commission (UGC) issued LOIs to five other universities from the UK, US, Australia, and Italy. Currently, nine UK and seven Australian universities have either opened campuses or are in the process of doing so, with not only GIFT City but other economic hubs such as Noida, Bengaluru, Mumbai, Gurugram, and Chennai also hosting campuses.

    Despite this growth, The PIE has explored the rising debate around the “rush” to enter India’s higher education space at a time when international universities are cutting back on jobs and research, particularly in the UK, where four in ten English universities are believed to be in financial deficit, according to the Office for Students (OfS).

    4. Southampton opens India operations, attracts applications from Middle East and South Asia

    The University of Southampton, the UK’s first branch campus in India, told The PIE at The PIE Live India 2025 in January that the process of establishing its Delhi campus had been “fast, frenetic [and] exciting” from start to finish.

    The India campus, which began operations in August 2025, has since gained strong traction, receiving over 800 applications, with around 200 students joining the first cohort, and applications also coming from the UAE, Nepal, and Myanmar.

    5. Sri Lanka set to welcome first ever UK university campus

    The South Asian island nation, which is the second-largest host of UK TNE students, saw its first-ever UK university branch campus this year, with the University of West London launching a dedicated facility in the capital, Colombo, for local students.

    Meanwhile, Charles Sturt University is set to become the third Australian university to establish a campus in Sri Lanka. The country’s skills gaps and its Vision 2048 development agenda are driving Sri Lanka to pursue such opportunities, as it continues to face limited capacity across its 20 public universities, despite around 160,000 students seeking tertiary education each year.

    6. Trump and Modi pledge stronger India–US higher education ties

    While US President Donald Trump and Indian Prime Minister Narendra Modi appear at odds on trade, with Trump doubling tariffs on India to as much as 50%, both leaders are advocating closer ties in higher education. Their focus includes scientific research, dual degrees, joint centres of excellence, and offshore campuses, with Illinois Tech becoming the first US institution to receive approval for a campus in India.

    7. Cities within cities to host international university campuses

    Major Indian cities are planning dedicated education hubs on the outskirts of newly developing urban areas. While “Third Mumbai”, a purpose-built education city, is set to host five international universities near the upcoming Navi Mumbai International Airport, the Tamil Nadu Industrial Development Corporation (TIDCO) is developing the Knowledge City in Tiruvallur.

    The Tamil Nadu Knowledge City aims to create a first-of-its-kind education and research hub in southern India, attracting both international and domestic universities, along with academic institutions and research organisations.

    8. Bangladeshi government opens doors to international campuses and dual programs

    Bangladesh’s University Grants Commission (UGC) has announced its plans to develop “clear and stringent” guidelines for formulating a policy around international university branches in the country. While there has been interest from countries like the UK and Malaysia, the policy’s review and national interest assessments are currently underway.

    The establishment of branch campuses would be seen as key, as Bangladeshi students have faced increasing visa denials and allegations of misusing study visa status to enter the labour market, with universities in the UK and countries like Denmark imposing restrictions on them.

    9. F‑1 visa declines hit India and China hardest

    Though India has retained its position as the US’s largest sending country, accounting for 31% of all international students according to 2024/25 data, it — along with China — has borne the brunt of declining US study visa issuances. The number of Indian students receiving US study visas fell by over 41% in the year to May 2025, amid a range of policies targeting international students, including heightened social media vetting, proposed visa time limits, and increased deportations and SEVIS status terminations over political views and other minor misdemeanours.

    These developments have made international students, particularly Indians, more cautious about studying in what is widely considered the world’s top study destination.

    10. India to unveil new scheme for Indian-origin researchers overseas

    India’s Ministry of Education, the Department of Science and Technology (DST), and the Department of Biotechnology (DBT) are working to “bring back” Indian-origin researchers and scientists with strong academic credentials, targeting 12–14 priority STEM areas deemed strategically important for national capacity building.

    11. UGC launches dedicated portal for study-abroad returnees in India

    In April 2025, the UGC launched a standardised framework for recognising international degrees in India. Indian students who have studied abroad and wish to return for further education or employment can now apply for an equivalence certificate through the higher education body’s portal by paying the prescribed fee.

    12. B2B international education platform Crizac debuts on Indian stock market

    Kolkata-headquartered Crizac, which plans to expand beyond student recruitment into areas such as student loans, housing, and other services, and is targeting new geographies and growth markets within India, raised £74 million in its Initial Public Offering (IPO).

    The company listed on the National Stock Exchange (NSE) and Bombay Stock Exchange (BSE), becoming one of the few education platforms to enter the IPO space. Major edtech players like PhysicsWallah followed later, aiming for a USD$3.6 billion valuation through a USD$393 million IPO.

    13. Cost drives Pakistan’s TNE growth as student mobility barriers rise

    International universities and education providers are pivoting to TNE in Pakistan due to the country’s price-sensitive environment which is creating challenges for students going abroad for education. While Pakistan faces weak investment in research and development, its strategic growth vision is driving rising demand for international qualifications among students, delegates heard at The PIE Live Europe 2025.

    This shift is particularly significant as several institutions, especially from the UK, have halted recruitment in certain cities and increased deposit requirements from 50% to the full tuition fee.

    14. International universities tap into Nepal’s mobile student population

    With a student mobility ratio of 19% — ten times that of its giant neighbours, India and China — Nepal has attracted visits from over 16 universities under the Nepal Rising initiative. The country is already planning 30 or more franchise TNE campuses, with 30,000 students approved by the Ministry of Education.

    Even with a conservative think tank’s blueprint detailing how the second Trump administration should reimagine the federal government’s role in education, few might have predicted what actually materialized this year for America’s schools and colleges. 

    Or what might be yet to come. 

    “2025 will go down as a banner year for education: the year we restored merit in higher education, rooted out waste, fraud and abuse, and began in earnest returning education to the states,” Education Secretary Linda McMahon told The Hechinger Report. She listed canceling K-12 grants she called wasteful, investing more in charter schools, ending college admissions that consider race or anything beyond academic achievement and making college more affordable as some of the year’s accomplishments. 

    “Best of all,” she said, “we’ve begun breaking up the federal education bureaucracy and returning education control to parents and local communities. These are reforms conservatives have championed for decades — and in just 12 months, we’ve made them a reality.”

    McMahon’s characterization of the year is hardly universal. Earlier this month, Senate Democrats, led by independent Sen. Bernie Sanders, called out some of the administration’s actions this year. They labeled federal changes, especially plans to divide the Education Department’s duties across the federal government, dangerous and likely to cause chaos for schools and colleges. 

    “Already, this administration has cancelled billions of dollars in education programs, illegally withheld nearly $7 billion in formula funds, and proposed to fully eliminate many of the programs included in the latest transfer,” the senators wrote in a letter to Republican Sen. Bill Cassidy, chair of the committee that oversees education. “In our minds, that is unacceptable.” 

    So, what really happened to education this year? It was almost impossible for the average observer to keep track of the array of changes across colleges and universities, K-12 schools, early education and education research — and what it has all meant. This is a look back at how the education world was transformed.

    Higher education

    The administration was especially forceful in the higher education arena. It used measures including antidiscrimination law to quickly freeze billions of dollars in higher education research funding, interrupting years-long medical studies and coercing Columbia, Brown, Northwestern and other institutions into handing over multimillion-dollar payments and agreeing to policy changes demanded by the administration.

    A more widespread “compact” promising preference for federal funding to universities that agreed to largely ideological principles had almost no takers. But in the face of government threats, universities and colleges scrapped diversity, equity and inclusion, or DEI, programs that provided support based on race and other characteristics, and banned transgender athletes from competing on teams corresponding to genders other than the ones they were assigned at birth.

    As the administration unleashed its set of edicts, Republicans in Congress also expanded taxes on college and university endowments. And the One Big Beautiful Bill Act made other big changes to higher education, such as limiting graduate student borrowing and eliminating certain loan forgiveness programs. That includes public service loan forgiveness for graduates who take jobs with organizations the administration designated as having a “substantial illegal purpose” because they help refugees or transgender youth. In response, states, cities, labor unions and nonprofits immediately filed suit, arguing that the rule violated the First Amendment. 

    The administration has criticized universities, colleges and liberal students for curbing the speech of conservatives by shouting them down or blocking their appearances on campuses. However, it proceeded to revoke the visas of and begin deportation proceedings against international students who joined protests or wrote opinions criticizing Israeli actions in Gaza and U.S. government policy there.  

    Meanwhile, emboldened legislatures and governors in red states pushed back on what faculty could say in classrooms. College presidents including James Ryan at the University of Virginia and Mark Welsh III at Texas A&M were forced out in the aftermath of controversies over these issues. — Jon Marcus

    K-12 education

    Since Donald Trump returned to office earlier this year, K-12 schools have lost millions of dollars in sweeping cuts to federal grants, including money that helped schools serve students who are deaf or blind, grants that bolstered the dwindling rural teacher workforce and funding for Wi-Fi hotspots

    Last summer, the Trump administration briefly froze billions of dollars in federal funding for schools on June 30, one day before districts would typically apply to receive it. Although the money was restored in late July, some school leaders said they no longer felt confident they’ll receive all expected federal funds next year. And they are braced for more cuts to federal budgets as the U.S. Department of Education is dismembered.

    That process, as well as the end goal of returning the department’s responsibilities to the states, has raised uncertainty about whether federal money will continue to be earmarked for the same purposes. If the state of Illinois is in charge of federal funding for every school in the state, said Todd Dugan, superintendent of a rural Illinois district, will rural schools still get money to boost student achievement or will the state decide there are more pressing needs?  

    As part of layoffs at the Education Department during the government shutdown in the fall, the Trump administration cut loose almost everyone who works in the Office of Special Education Programs, alarming many parents and advocates. About 7.5 million children ages 3 to 21 are served under federal law protecting students with disabilities, and the office had already lost staffers after the Trump administration dismissed nearly half the Education Department’s staff in March. Some worry this additional round of layoffs is a big step toward moving oversight of how states treat students with disabilities to the Department of Health and Human Services.

    Even as the Trump administration attempts to push more control over education to the states, it has aggressively expanded federal power over school choice and transgender student rights in public schools. The One Big Beautiful Bill Act will create a federal school voucher program, allowing taxpayers to donate up to $1,700 for scholarships that families can use to pay for private school. The program won’t start until 2027, and states can choose whether to participate — setting up potentially divisive fights over new money for education in Democratic-controlled states. 

    Already, some Democratic-led states have come to the defense of schools in funding and legal fights with the federal government over transgender athletes participating in sports. The U.S. departments of Education and Justice launched a special investigations team to look into complaints of Title IX violations, targeting school districts and states that don’t restrict accommodations or civil rights protections for transgender students. Legal experts expect the U.S. Supreme Court to ultimately decide how Title IX — a federal law that prohibits sex discrimination in education — applies to public schools.

    The federal government directly runs just two systems of schools — one for military families and the other for children of tribal nations. In an executive order signed in January, the president directed both systems to offer parents a portion of federal funding allocated to their children to attend private, religious or charter schools. 

    And as part of the dismantling of the federal Education Department, the Interior Department — which oversees 183 tribal schools across nearly two dozen states — will assume greater control of Indian education programs. In addition to rolling out school choice at its campuses, the department will take over Indian education grants to public schools across the country, Native language programs, Alaska Native and Native Hawaiian programs, tribally controlled colleges and universities, and many other institutions. — Ariel Gilreath and Neal Morton

    Early education

    Early education was not at the top of Trump’s agenda when he returned to office. On the campaign trail, when asked if he would support legislation to make child care affordable, he gave an unfocused answer, suggesting tariff revenue could be tapped to bring down costs. Asked a similar question, Vice President JD Vance suggested that care by family members was one potential solution to child care shortages. 

    However, many of the administration’s actions, including cuts to the government workforce and grants, have affected children who depend on federal support. In April, the administration abruptly closed five of 10 regional offices supporting Head Start, the free, federally funded early childhood program for children from low-income families. Head Start program managers worried they would be caught up in a freeze on grant funding that affected all agencies. Even though administration officials said funds would keep flowing to Head Start, some centers reported having problems drawing down their money. The prolonged government shutdown, which ended Nov. 12 after 43 days, also forced some Head Start programs to temporarily close

    Though the shutdown is over, Head Start advocates are still worried. Many of the administration’s actions have been guided by the Project 2025 policy document created by the conservative Heritage Foundation. Project 2025 calls for eliminating Head Start, which serves about 715,000 children from birth to age 5, for a savings of about $12 billion a year. 

    The One Big Beautiful Bill Act contained some perks for parents, including an increase in the child tax credit from $2,000 to $2,200. The bill also created a new program called Trump accounts: Families can contribute up to $5,000 each year until a child turns 18, at which point the Trump account will turn into an individual retirement account. For children born between Jan. 1, 2025, and Dec. 31, 2028, the government will provide a $1,000 bonus. Billionaires Michael and Susan Dell have also promised to contribute $250 to the account of each child ages 10 and under who lives in a ZIP code with a median household income of $150,000 or less.

    Senate lawmakers on Monday advanced legislation that would launch the most comprehensive overhaul of New Jersey’s regulation of charter schools in 30 years.

    The bill advanced by the Senate Education Committee on Monday would outright ban for-profit charter schools, require them to post a range of documents online, and impose residency requirements for some charter school trustees.

    “We have not looked at charter schools as a whole legislatively in this committee since the 1990s, so this is an opportunity where we’re trying to do that,” said Sen. Vin Gopal (D-Monmouth), the panel’s chair and the bill’s prime sponsor.

    The bill comes as New Jersey charter schools have faced scrutiny after reporting revealed top officials were paid far more than their counterparts at traditional public schools, including, among others, a Newark charter school CEO who was paid nearly $800,000 in 2024.

    The proposal, which Gopal said was the product of a year of negotiations, would require charter schools to post user-friendly budgets that include the compensation paid to charter school leaders and school business administrators. They must also post existing contracts.

    Charters would be required to post meeting notices, annual reports, board members’ identities, and facility locations online. Some critics have charged that charter schools routinely fail to provide notice of their public meetings.

    The legislation would also require the state to create a dedicated charter school transparency website to host plain language budgets, 990 disclosure forms filed with the IRS, contracts with charter management organizations, and a list of charter schools on probation, among other things.

    It would also ban fully virtual charter schools.

    “We support the bills as a step forward in holding all public schools in our state accountable for fiscal and transparency requirements that will ultimately best serve our students,” said Debbie Bradley, director of government relations for the New Jersey Principals and Supervisors Association.

    The two sides remained at odds over the membership of charter school boards.

    Charter critics argued residency for those positions — which, unlike traditional public school boards, are largely appointed rather than elected — should mirror those imposed on regular public schools.

    In New Jersey, school board members must live in the district they serve. That’s not the case for charter schools, whose trustees face no residency or qualification limits under existing law.

    The bill would only impose a residency requirement on one-third of a charter school’s trustees, and rather than forcing them to live in the district, the bill would require charter trustees to live in the school’s county or within 30 miles of the school.

    That language was criticized by statewide teachers union the New Jersey Education Association, which has called existing law governing charter schools outdated and flawed.

    “School board representation should remain primarily local, and when we mean local, we don’t mean within a 30-mile radius. A 30-mile radius of Newark could include Maplewood, South Orange, communities that don’t necessarily represent what Newark looks like as a community,” said Deb Cornavaca, the union’s director of government relations.

    Charter school supporters said their boards need flexibility because their leadership has broader responsibilities than counterparts in traditional public schools.

    “Running a charter is a little different than running a traditional district. You need experience in school finance. You need to fundraise a bunch of money on the front end because you’re not getting paid on the front end,” said New Jersey Charter School Association President Harry Lee, adding they also needed familiarity with real estate and community experience.

    Amendments removed provisions that would have required charter school board members to be approved by the state commissioner of education, though the commissioner retains sole power over whether to allow the formation of a new charter, a power that gives the commissioner some veto power over a charter’s board.

    Gopal acknowledged the 30-mile residency rule was a sticking point and said legislators would discuss it before the measure comes before the Senate Budget Committee. Earlier, he warned the bill was likely to see more changes as it moved through the Legislature.

    Some argued enrollment in charter schools should be more limited by geography, arguing that out-of-district enrollments that are common at New Jersey charters could place financial strain on the students’ former district.

    Most per-pupil state and local funding follows students who enroll in charter schools, even if their departure does not actually decrease the original district’s expenses because, for example, those schools still require the same number of teachers and administrators.

    Charter operators said that would make New Jersey a national outlier and argued that a separate provision that would bar new charter schools when there are empty seats in existing area charters should come out of the bill.

    “It could be read as a moratorium on charters, so we want to revisit that provision,” Lee said.

    Such vacancies could exist for various reasons, they argued, including student age distributions.

    Alongside that measure, the panel approved separate legislation that would bar charter schools from setting criteria to enroll students, ban them from imposing other requirements on a student randomly selected to attend, and place new limits on how such schools can enroll children from outside their district.

    That bill would also bar charter schools from encouraging students to break with the district. Some opponents have charged that charter schools push out low-performing students to boost their metrics.

    The committee approved the bills in unanimous votes, though Sens. Owen Henry (R-Ocean) and Kristin Corrado (R-Passaic) abstained from votes on both bills, saying they are broadly supportive but need more time to review amendments.

    Artists can be the canaries in the coalmine. Too often, they are the first to be censored, or worse — much, much worse. 

    In Nazi Germany, the regime destroyed and banned certain art, particularly Jewish art, and labeled it “degenerate.” Jewish artists like Charlotte Salomon — who some argue created the first graphic novel — were sent to death camps and murdered by Adolf Hitler’s thugs.

    The Soviets were no better. Artists who rebelled against the confines of the state-approved artform of “Socialist Realism” were blacklisted, sent to the gulag, or executed. (After the Soviet Union’s fall, Russian dictator Vladimir Putin revived the old regime’s repression of artists, most famously targeting the punk rock and performance art collective Pussy Riot. Most members now live in exile after criticizing Russia’s brutal invasion of Ukraine.)

    In 1973, the military dictatorship of Gen. Augusto Pinochet tortured and murdered Chilean artist and folk singer Víctor Jara for his music and political activism. His murderers pumped him full of bullets and then dumped his body on a public road. Message sent. 

    After the Islamic Revolution engulfed Iran, the ultra-religious government banned Western heavy metal and punk music. The Iranian regime has persecuted, arrested, and thrown in prison musicians daring to play such music. In 2015, for example, the members of the Iranian death metal band Confess were sentenced to years in prison and 74 lashes for blasphemy, disturbing public opinion, and anti-government propaganda. They fortunately escaped to Norway. 

    America isn’t immune to such crackdowns on creative expression either.

    During the McCarthy era of the late 1940s into the 1950s, artists like director, actor, and writer Orson Welles; screenwriter and novelist Dalton Trumbo of “Spartacus” and “Johnny Got His Gun” fame; folk singer Pete Seeger; and many others were blacklisted because of their left-wing politics and Communist ties, real or imagined. 

    In the 1960s and 1970s, the FBI surveilled artists associated with the Civil Rights and antiwar movements. The bureau maintained files on John LennonThe Monkees, and the proto-punk band MC5. Even the soul and gospel singer Aretha Franklin had a 270-page FBI file, with G-men monitoring her because of her connections to the Civil Rights movement and “Black extremists.” 

    During the 1980s, the Parents Music Resource Center — co-founded by future Vice President Al Gore’s wife Tipper — created a moral panic around heavy metal, punk, and pop artists like Twisted Sister, the Dead Kennedys, and Prince. The PMRC’s crusade led not only to “Parental Advisory” stickers on albums but also to what is arguably Glenn Danzig’s best composition ever, “Mother.”

    There’s a huge story going on right now in Australian higher education, one that hasn’t made many ripples outside the country yet, but really should have.

    In January of 2026, two of the country’s major universities will be merging. The old research intensive University of Adelaide, one of the country’s so-called sandstone — meaning prestigious — universities, will be joining with the newer post Dawkins i.e., created in the early 1990s, University of South Australia, which began its life as the South Australian Institute of Technology.

    The new institution, Adelaide University, will be a behemoth of a multiversity, among the five largest institutions in the country. I’m fairly certain I’m right in saying this is the largest merger ever of two anglophone universities. But there are a lot of questions about how this is gonna work out. How will the new institution manage to maintain two separate missions? One is a research institution and one is an access institution. How can two very distinct cultures be bridged? And also, how do you create a distinct curricular or pedagogical identity for a new institution?

    With me today is David Lloyd. He’s the Vice Chancellor of the University of South Australia, and until the merger happens, also the Deputy Vice Chancellor at the University of Adelaide, and as you probably guessed, he’s one of the architects of the merger.

    In the course of this interview, we cover a range of issues such as what are the benefits of mergers? Why these two institutions? Why now? And how on earth do you possibly make a merger of this scale actually work? I can’t do any of this justice in an intro, so let’s just turn it over to David.

    Alex Usher (AU): David, why merge these two institutions—and why now? What made this the right moment to bring these two very different institutions together?

    David Lloyd (DL): I guess sometimes we joke and say there’s never going to be a better time. I’m not sure there ever is a perfect time. In this case, it’s not our first attempt. Ever since UniSA was established in 1991, people have questioned why another university was needed in South Australia.

    Right now, though, the political landscape is aligned in support of this. There’s institutional ambition on both sides of the ledger—coming from different motivations, but ultimately converging. You’ve got leaders who’ve known each other for a long time, strong financial positions in both institutions, and a shared history—we came very close before. We nearly merged in 2012. We nearly did it again in 2018. So in some ways, it’s like—third time lucky.

    AU: What do you gain together that you don’t already have apart? What’s the advantage here?

    DL: One of the biggest advantages is scale. Australian universities are large organizations. UniSA has about 40,000 students and Adelaide has about 30,000. So combined, you’re looking at 70,000 students—which makes it a $2.1 billion enterprise. It’s a big operation. Now, big isn’t automatically better, but it does mean you’re more financially robust and resilient.

    At that scale, the student mix is also important—about 75% domestic and 25% international on day one. That gives you a really strong foundation, making the institution more shockproof in the face of events like the pandemic or future geopolitical disruptions. You get a very robust organization.

    And then, if you think about how you can leverage the cash flow of a $2.1 billion enterprise into applications and resources—it throws off a lot more than each institution could alone. That gives you a real capacity for investment.

    AU: You said this isn’t your first go at this, right? That this is actually at least the second time, that I know of, that this has been considered. So take us back. Presumably, at some point after 1991, as UniSA grew from being an old technical institution into what it is now, there would have been various moments when people said, “Hey, there are gains to be had from a merger.” Over this long period—20 or 30 years—what were the big turning points? When did the light go off and people say, “Aha, we should definitely do this”?

    DL: I think it goes back to the origins of the institution in the 1990s. When the policy came through under the Hawke Labor government—John Dawkins was the Minister for Education at the time—the creation of new institutions was happening across the country.

    In that formative period, you had faculties and activities from what had been an Institute of Technology and a College of Advanced Education. There was a bit of a shop-around approach—people were saying, “Well, these parts could go to University X, or those parts could go to University Y, or we could put them together and create something new.” And in South Australia, that led to the creation of a new university.

    So you went from a town with two institutions—the old, established sandstone University of Adelaide, and Flinders University, a 1950s construct—to suddenly having this new kid on the block in 1991. And it quickly became a real challenger to the other two. It grabbed a large share of the domestic market and drove the participation agenda. The national driver at the time was to increase tertiary attainment, and suddenly, a lot of people who’d never gone to university had access.

    Then you fast forward to 2012. There was a desire at that time—between the University of South Australia and the University of Adelaide—to pursue a merger. It didn’t go through, for all sorts of reasons. I think mostly small, local considerations. Peter Høj—who’s now my co–Vice Chancellor at the new Adelaide University—was the Vice Chancellor of UniSA back then. He left to run the University of Queensland.

    And I was recruited to lead UniSA after that particular push toward merger had fizzled. So I came into an institution that had thought about merging, had moved somewhat in that direction, but ultimately hadn’t done it.

    Then in 2018, the same kinds of conversations came up again. These things tend to resurface when there’s a leadership change. When a Vice Chancellor leaves, people say, “Well, we could hire a new one—or we could merge the universities.” It’s a very simple framing, but it does come up.

    In 2018, that cycle happened again. We went quite far down the road exploring a merger. There was a public process. But in the end, UniSA withdrew. We said no, and we said no because of the business case. What was being articulated at that time didn’t look like something that would take the goals and ambitions of the institution to where we believed it needed to be—especially not given the overhead that would come with creating a new university.

    So things settled down again—until we got to the conditions we talked about earlier, the ones that make this moment feel like the right one.

    AU: Let me just ask you—based on what you’ve described, why, from the University of South Australia’s perspective, is Adelaide the right merger partner? Why not Flinders?

    DL: Yeah, yeah, that’s a really good point. I can tell you that in the various machinations over the years—and I’ve been here now for 13 years—there have definitely been times when I thought, you could actually end up with quite a different landscape in South Australia. UniSA and Flinders could have come together to create a kind of younger, more modern university that would have competed in the domestic market against the older, more established University of Adelaide. That would’ve created a local differentiator.

    But the combination that actually came about—and the reason we are where we are today—has a lot to do with a key political shift. In 2021, while still in opposition, the now state government released a policy position saying that, if elected, they would establish a merger commission to examine the merits of a combination—with a view to making it happen. It was a very clear and determinative policy.

    They believed a merger had been a missed opportunity in the past and were committed to a process that would determine the next steps. That put universities in an interesting position. You had the prospect of an external body telling you, “You have to merge—and here’s who you’re going to merge with.” That creates a real risk of losing institutional autonomy and control.

    What stood out in that policy position, though, was the stated ambition to create a university that could rank sustainably in the global top 100. If you look at different combinations, a UniSA–Flinders merger wouldn’t get you there—at least not without a significant uplift in investment. But a UniSA–University of Adelaide merger could. And so that becomes one of the key factors shaping the path we chose.

    AU: There’s one other country that’s really moved in this direction, specifically with the goal of getting institutions into the global top 100, and that’s France. Right? You’ve seen a lot of that in places like Lyon and Paris. Did you spend much time looking at the dos and don’ts from the French experience—or from any other international mergers?

    DL: We did spend some time on that. There’s quite a bit of jurisdictional variability when it comes to amalgamating institutions. The example we really studied, with a kind of weather eye on how to do this properly, was the creation of the University of Manchester.

    But that was quite a while ago now. When we looked at the French experience, what stood out was that their approach often seemed to involve putting a veneer of amalgamation over existing institutions and then dropping a kind of cash bundle on top to make the veneer hold together. So it’s less the creation of a single institution and more the creation of an amalgamated system. From our perspective, this is a non-trivial exercise. We didn’t want to just have an umbrella that said, “This is a merged university.” We wanted to create a new university.

    And from UniSA’s side, the conditions for entering the process were very clear: we would create a new institution—with its own mission, its own purpose—its own values, and all of those things. That’s not really what the French model does. But one interesting lesson from the French approach was that if you apply that veneer—and if you’re something like Paris-Saclay—you can be considered a young university again, which is an intriguing outcome. The Sorbonne, for example, is now viewed as a young university again.

    That was an interesting insight into how these things are perceived. So for us, the goal was to do this really well—to create an integrated, new institution. That way, we’d have the benefits of a young university, with all the pedigree and legacy behind us too.

    AU: David, I assume—though I’m not sure exactly what process you used—there was some kind of letter of intent or memorandum of understanding that said, “We’re going to do this, and we’re serious.” How does the planning process unfold from there? Once you’ve done the initial feasibility and assured each other you’re acting in good faith, how do you move through the bottlenecks of institutional governance, stakeholder engagement, and all those kinds of things? How do you get to the finish line?

    DL: Um, great tenacity—I think that’s key. Peter and I started this as an informal conversation back in 2021, and we’re planning to open the doors of the new university on the first Monday of 2026—January 5th. So it’s a long road from informal talks to delivering a functional, operational, competitive institution.

    On the plus side, we had very strong intent from the state government to enable this. In our system, it’s the state government that legislates the creation of universities. But then you also have to negotiate with the federal government to be recognized as an Australian university—

    AU: And funded.

    DL: Exactly. So, at the local level, we could establish a corporate body, but we still needed legislation to pass through the house. It was much more complex than just signing an MOU.

    We actually had to draft legislation and, mechanistically, we created a new corporate entity—a new university—that sits alongside the two existing ones. So when I’m co–Vice Chancellor of the new Adelaide University, I’m still the Vice Chancellor of the University of South Australia. These are independent and autonomous institutions—one of which is actively creating the other, even while the original continues to exist legislatively. It’s quite an unusual construct.

    On the federal side, this goes back to why now. The current federal government—a Labor government—has a strong agenda around widening participation. When we approached them and said, “We’re going to have the largest population of domestic Australian students of any institution in the country,” that positioned us as a sovereign educator. We’re delivering an equity and participation agenda at a scale no other Australian university can match. That naturally leads to a conversation about: how do they help us set it up?

    AU: As I understand it, you’ve got some kind of transition council. I’m not sure if that’s a joint council for both institutions, or if each has its own. How does that work? Who’s on that council making the nitty-gritty decisions? And how do you make sure everything stays on track?

    DL: That goes back to the legislation. Adelaide University was formally established in legislation in March 2024. That legislation created a council—capital “C”—with the word “transition” in front of it, which gives you a sense of its purpose.

    The composition of that council was agreed upon by the two institutions, determining how to populate the board of this new university from the existing boards of UniSA and the University of Adelaide. It was set up as a 50/50 split between the two, with UniSA having the right to appoint the chancellor of the new university. That was one of the key elements in the background negotiations—like why it’s called Adelaide University and not the University of South Australia.

    In fact, the act establishing the new university is based on the University of South Australia Act, and UniSA retained the right to appoint the transition chancellor.

    But functionally, this council operates as a fully independent university council, completely autonomous from the two existing institutions. Everyone who joined the council had to step off their former boards and now acts solely in the interest of the new institution, as required by law.

    What the council does is provide a governance framework for the executive to work within. It approves the strategy, but it’s the executive team—originally Peter and myself, along with a team drawn from both universities—that brings forward the decisions.

    Now, we’ve started appointing deputy vice chancellors who are employees of the new Adelaide University. We’ve brought forward a strategy that actually originated in the business case—a white paper—that both universities had independently agreed was in their best interests.

    If you go back to 2022, we were asking: What will we create? What should it look like? Why are we doing this? How much will it cost? We built a strong business case and rationale. That was then translated into a strategy for the new institution—one that doesn’t just cover the start in 2024, but runs all the way through to 2030. That’s when we aim to have a fully established, steady-state university of scale, delivering everything we set out to achieve: a purposeful, excellent institution.

    AU: One thing that’s really struck me about this process—watching it from 8,000 miles away—is how remarkably smooth it seems to have been. Mergers often stir up a lot of turbulence, especially with alumni communities. And while I don’t know the geography of Adelaide very well, I imagine there can be tensions if one part of town gains certain things and another part doesn’t.

    Then there’s the fact that your two institutions have different origins, stories, and areas of specialization—but still quite a bit of overlap in terms of departments and programs. That’s usually where the real head-butting happens: getting people to play nicely together. But you seem to have managed that really well. What’s the secret to a smooth merger?

    DL: Well, part of it is that this is our third attempt—so maybe it’s third time lucky. As I said earlier, this isn’t our first rodeo. This has been considered before, so there was a certain inevitability in the way we presented it this time. There was a clear policy position, enabling legislation, and strong support from the government behind us.

    But that only takes you so far. You can’t just rely on top-down directives. People can still dig in their heels. If the message had been, “We’re doing this because we were told to,” we could’ve faced a lot of turbulence.

    Instead, what we had were two universities that went through their own internal processes—through their academic boards, their senates—and independently concluded that creating this new institution was in their best interest, and in the best interest of the state. So both came to the table willingly, but from different perspectives.

    Each institution had a view of what it would give up—and what it would become. This is really a baton pass from both organizations to something new.

    And when we looked at the mechanics of creating that new institution, we didn’t take a “lift and shift” approach. We didn’t just bundle together the activities of both universities under a single umbrella. We committed to building a new structure. We committed to delivering a new curriculum. We agreed to design everything—program content included—through a forward-looking Adelaide University lens, rather than from the perspective of UniSA’s past or Adelaide’s past.

    And what was remarkable—and maybe a bit fortuitous—was the way our people responded. Let’s say we brought together two marketing faculties. We told them, “We want you to design a new curriculum that takes the best of both.” And instead of any sense of loss or resistance, what we got was strong academic alignment in shaping that new product.

    We did that across the board—wherever we had overlapping programs: two business degrees, two law degrees, two science degrees. The faculty teams who had once been institutional competitors came together and asked, “If we start with a blank piece of paper—not with the past—what would the ideal program look like?”

    And that approach has been incredibly unifying. Thousands of academics have gone through that process already, and many more will continue to do so between now and 2030.

    AU: You’re talking about new programs here. What’s striking, again from a distance, is the early commitment to pedagogy—a move away from the traditional lecture system. As I understand it, the institution committed to moving away from in-person lectures. Have I got that right? Is that the plan?

    DL: I love having these conversations—especially when the 8,000-kilometer view is, “You guys aren’t going to have lectures anymore.”

    AU: That’s why we’re having this conversation, David!

    DL: Exactly. And we had a similar conversation in Beijing when we were on stage launching the new brand. Journalists there were asking the same thing. But no, we are not getting rid of lectures.

    What we are getting rid of is the idea that students just sit in a room while someone talks at them for an hour, and then leave—as if knowledge has magically transferred from the person at the podium to the students in the seats. Instead, we’re aiming for much richer, more engaging classroom experiences.

    These will still be face-to-face, but students will come prepared. The foundational content—the pre-reading, the prerequisite material—will be delivered online. We’ll expect students to engage with that before attending the in-person component, whether it’s a workshop, tutorial, or some other interactive format.

    And that core online content is being designed so it can also stand alone. If you’re not physically in South Australia, you’ll still be able to engage with the material from anywhere—across the country or internationally.

    AU: So, it’s flipped classrooms at scale?

    DL: Yes. Exactly.

    AU: That’s a significant pedagogical shift. It’s not something you’d typically get from individual departmental committees. Was there wide buy-in for that? Because even when you frame it as flipped classrooms rather than online classes, it still feels like a big change for academics across a wide range of disciplines.

    DL: Yeah, and I think in a post-COVID era, that shift is more understandable. The pandemic showed us all that you can go online—and do it either really well or really poorly. But if you do it well, students can have a great experience.

    We’ve anchored all of our structural decisions through the lens of student experience and student success. And the evidence we have shows that, when done right, students actually report better experiences with these kinds of blended or flipped models than they do with traditional, lecture-heavy formats.

    If you go back to one of UniSA’s strengths: in 2018, we created a division called UniSA Online. Higher education bodies now say we’re number one in Australia for online education—and top ten globally. That means we already had a strong engine for content creation and pedagogical design.

    Now we’re layering that into an institution with the generational pedigree and academic reputation that the University of Adelaide brings. So together, the new Adelaide University will have a really compelling mix.

    And to be clear—it’s not a wholesale replacement of everything that came before. The academic content is still owned by the faculty. What’s changed is how that content is curated and presented in the online environment. That curation is handled institutionally, but the ownership remains firmly with the academics.

    AU: We’re a little more than seven months away from opening day. I have two questions: what are you most looking forward to in all of this? And what do you think the global implications are—what lessons might institutions outside Australia take from this?

    DL: Yeah. The first part—this has been nearly a five-year journey for me, getting this institution to the point of opening. On a personal level, my daughter is just finishing a diploma with the University of South Australia. She’s about to start her degree in the next few weeks, entering mid-year. So she’ll begin at UniSA just as it officially ends—and she’ll graduate from Adelaide University in, hopefully, three years’ time.

    So I have a very real hope that we’ve managed to build an institution that will empower her, her peers, our colleagues, and future learners—to be successful, to find meaningful employment, and to have a great experience along the way. That’s not the reason we did all this, of course, but when I look at the outcomes we aimed for, I want to see that we’ve hit the metrics we set.

    It’s a very ambitious strategy. But we’ve had the financial resources and a long runway to plan—something only a whole-of-institution change like this could make possible.

    Personally, I’m really looking forward to 2030. That’s when I want to look back and assess whether we’ve achieved what we set out to do. Not necessarily from inside the organization—Peter and I won’t be the Vice Chancellors next year. We’ve made a conscious decision to hand over to a new leader who will carry this strategy forward.

    But I want to see how they reach those milestones based on the breadcrumbs and trail we’ve laid down. And in the next few months, we’ll see the inaugural rankings for this institution as we move into its first year of operation. I’m quietly confident we’ll meet our targets.

    And I’ll admit—part of me is looking forward to proving the doubters wrong. The ones who said, “You can’t do this. You’ll go backwards. It’s dilution.” I want them to be left eating humble pie. Glen Davis—the former Vice Chancellor of the University of Melbourne, now working in the Prime Minister’s department—once said to me, “Good luck as you attempt the impossible.” And if we pull this off, that’s where the real satisfaction will come from.

    AU: And from an international perspective—what should others learn from this?

    DL: I think what we’re demonstrating is that there are two ways to approach a merger. You can put up an umbrella, apply a veneer, and say, “Here’s a system.” Or you can take a planned, deliberate, mindful approach—what I wouldn’t call a leap of faith, but an investment in doing it properly.

    And that means proper integration. Proper consideration of what it means to deliver a new organization—not just on paper, but in culture, structure, and purpose. If you do that, you can create something that really is more than the sum of its parts.

    As we welcome a new year, educators and industry leaders are excited to discover the biggest education trends for 2025. The past few years have been characterized by fresh and innovative solutions for learning, as well as transformative, technology-forward approaches to education.  

    Each year, we like to look ahead and anticipate the biggest upcoming education trends. There are many topics education professionals can expect to be at the center of the conversation in 2025–from new perspectives on artificial intelligence for education to the emergence of nontraditional school models amid an increasingly competitive enrollment environment. 

    For 2025, schools and districts are focused on making learning more engaging for students, creating a more positive environment for educators, and transforming school culture to meet the diverse needs of the school community. As schools work to accomplish these goals, we expect to see an expansion of AI and other emerging technologies in the classroom, enhanced professional development and support for teachers, and more individualized learning opportunities for students. 

    Here are five of the biggest education trends for 2025: 

    1. Nontraditional school models 

      Everything from career opportunities, technology, and the world around us has changed significantly over the past decade, yet the traditional model of public schools in the U.S. has remained largely unchanged for generations. As this industrial-age school model persists, many students feel bored and disengaged with their learning.  

      When the COVID-19 pandemic caused school interruptions in 2020, many families decided it was time to pivot to new and nontraditional learning opportunities for their children. Since 2019, over 1 million students–the equivalent of one student from every class in the country–have left the conventional classroom to seek out different educational approaches and more innovative learning environments. The National Center for Education Statistics projects that public schools, including public charter schools, will lose an additional 2.4 million students by 2031.  

      Today’s students desire more individualized learning approaches, which empower them to use their creativity, explore their passions, and engage with their peers in more collaborative ways. In 2025, we will see a greater emergence of nontraditional school models that center student engagement, collaboration, and creativity, and prepare learners to graduate into a continually-evolving workforce.  

      Some of these emerging nontraditional education models include microschools, online and hybrid learning programs, and project-based or student-led schools, as well as long-established nontraditional school programs such as homeschooling, Montessori, and career and technical education schools. In 2025, we also anticipate that public schools will step up to meet the diverse needs of students through innovative approaches, mirroring some of the elements of these nontraditional school models in order to maintain enrollment, enhance engagement, and equip students with applicable career-ready skills. 

      2. Expanded use of AI in education 

        As we predicted last year, artificial intelligence (AI) has become prevalent in the educational space, and this emerging technology shows no sign of stopping its rapid growth as we make our way into 2025. This year, we expect the conversation around AI to shift, reflecting a more widespread acceptance of the technology as a beneficial tool to enhance education and productivity. 

        In 2025, schools will continue to integrate more AI into the curriculum, guiding students to use it appropriately to enhance their learning. Many schools and districts have already developed formal AI school policies and modified student codes of conduct to ensure safe, effective, and ethical use of AI tools in the classroom.  

        Furthermore, many educators are now taking the initiative to incorporate AI tools into their lesson plans to help students build familiarity with the technology. Introducing students to AI in a safe and controlled environment enables them to learn how to use it effectively and ethically. Equipping students with foundational skills in AI is already regarded as an essential skill set for college and many careers. 

        Because AI is a fairly new technology for everyone, including educators, we anticipate that more schools will implement AI professional development opportunities this year, enabling teachers to deliver more effective AI instruction. Some schools are also beginning to employ AI tools for administrative productivity, which will require training and guidance to ensure educators and staff can successfully integrate these tools into their work. 

        3. Targeted support for educators  

          Over the past five years, many districts have been focused on allocating Elementary and Secondary School Emergency Relief (ESSER) funding to implement new educational programs and tools, support student wellbeing, and overcome learning loss. Now that the final ESSER deadline has passed, 2025 will see schools and districts shift their attention to providing targeted support directly to educators.  

          With all of the new technology, refreshed learning spaces, and updated curriculum districts have recently introduced, professional development is essential to ensure effective implementation of these enhancements. In 2025, schools will incorporate new professional development programs that empower educators to foster engaged learners. By providing the tools and resources teachers need to be successful, schools can help educators improve their productivity and attain professional goals, while still keeping teacher wellbeing as a top priority. 

          Teachers are the primary influencers of the K-12 educational experience, so supporting educators is a holistic approach that benefits the entire school community. To address rising workloads, schools will implement new tools and strategies to support teacher efficacy and wellbeing. Some schools are even piloting automated and AI-powered technologies to take repetitive and administrative tasks off teachers’ plates, freeing up invaluable time for them to connect with students and focus on teaching.  

          Additionally, districts have begun to recognize the importance of a healthy work-life balance, as many teachers have left the profession over the past several years. In 2025, districts will continue to explore ways to cultivate a more positive job experience for teachers. Teachers want solutions for student behavioral issues, more attentive leadership teams, and more manageable workloads. Schools will work to improve these matters, while maintaining aspects of the job teachers value most, including school culture, opportunities for professional learning and certifications, and STEM and arts programs. 

          4. A focus on school and district culture 

            With a growing list of education options, students and their families are seeking out learning environments that not only provide high-quality curriculum and resources, but also align with their values and prioritize school-home communication. In this increasingly competitive enrollment environment, cultivating a positive culture and connected school community are the qualities that make schools stand out.  

            Funding and resources are directly related to the number of students at each school, so cultivating an inviting school culture is key. In 2025, schools and districts will take time to refine their school brand in order to attract and maintain students. School leaders will focus on creating more opportunities to engage with students and families, implementing new communications tools, initiatives, and events that bring the school community together. 

            In the past few years, some K-12 administrators have piloted mobile teaching stations to increase their visibility and daily impact throughout their school. We anticipate more school leaders will embrace this approach in 2025, enabling them to build stronger relationships with students and teachers. By working from mobile workstations, administrators can directly engage with students and staff, making face-to-face connections on a daily basis. Frequent positive interactions with school leadership help students, teachers, and families stay engaged with the school community, promoting a culture of connection and support. 

            5. Universal design for learning 

              Today’s students are making more choices about how and where they want to learn than ever before. Universal design for learning (UDL) promotes achievement among diverse student bodies by giving each student access to resources and environments that help them learn. Accessibility goes far beyond ADA compliance, and schools are recognizing this through the application of UDL across the learning experience. Understanding the diverse needs of students is crucial for creating learning experiences that are inclusive and supportive. 

              In 2025, UDL will be at the center of creating comfortable and engaging learning environments that accommodate all students’ needs. For instance, more schools are implementing sensory spaces, ensuring neurodiverse learners have a safe and comfortable space to self-regulate throughout the school day. These spaces don’t just serve neurodivergent students–all students benefit from having areas at school that are dedicated to supporting wellbeing. 

              As in previous years, accessibility and equity will continue to be prominent topics in 2025, but the conversation will pivot to focus on ways UDL can positively impact curriculum. UDL emphasizes providing students with multiple, flexible types of engagement, different ways of presenting information, and multiple ways to demonstrate their understanding in the classroom. This practice supports students who are neurodivergent and/or experience learning challenges, but also improves the learning experience for neurotypical students.
