    Bill Would Require More Small Businesses to Give Paid Family Leave – The 74

    A state Senate panel advanced a bill Monday that would expand New Jersey’s family leave law to businesses with at least 15 workers, a change from the current threshold of 30 employees.

    The bill has seen some changes since it passed the Assembly in February. It had initially lowered the worker threshold to five, to widespread criticism from the business community. Business groups remain opposed, saying that encompassing businesses with fewer than 30 employees would deter hiring and potentially force small businesses to close their doors.

    “New Jersey small businesses are already shouldering some of the highest operating costs in the country, including labor, insurance, property taxes, and compliance obligations,” said Amirah Hussain of the New Jersey Chamber of Commerce. “Imposing these mandates introduces a new layer of risk and unpredictability.”

    Yarrow Willman-Cole, with consumer advocacy group New Jersey Citizen Action, testified in favor of the bill, saying 1.7 million workers are not covered by the state’s current family leave law.

    “We passed paid family leave 17 years ago. It took us 10 years to improve it. It should not take another decade to get this right,” Willman-Cole said. “Our laws should reflect our society’s growing caregiving needs. New Jersey is, in fact, not keeping up.”

    The Senate Judiciary Committee’s Republicans and Sen. Paul Sarlo (D-Bergen), the panel’s chair, voted against advancing the bill.

    New Jersey law requires that businesses provide eligible workers with up to 12 weeks of paid leave to bond with a new child or to care for a loved one. Workers pay into the fund that pays out benefits, and the benefits are based on a worker’s earnings. Workers’ jobs are protected until their leave ends.

    The committee amended the bill Monday to include employees who have worked for a company for six months — current law says 12 months — and for 500 hours, down from 1,000 hours. The bill would take two years to phase in.

    Elizabeth Zuckerman of the state chapter of the National Employment Lawyers Association said that whatever “small burden” the bill puts on an employer is justified to keep parents from choosing between bonding with their children or keeping their job.

    “We are a pro-family country. We should support our families by allowing employers or encouraging employers to give employees time off when they need to care for a child or a family member,” Zuckerman said.

    Businesses remain concerned that the bill would put an “unsustainable burden” on small employers, said Frank Jones with Big I New Jersey, which advises independent and locally owned insurance agencies.

    Jones said he supports the goal of the bill to give more workers access to family leave, but when businesses with 15 employees lose one person, it’s difficult for the remaining workers to juggle the work. He also said it would drive up liability insurance costs. He stressed that paid benefits and job-protected reinstatement should be separate issues.

    “The mandatory reinstatement requirement, regardless of business conditions, removes the flexibility small business employers need to survive,” Jones said. “Agencies may be forced to permanently restructure or hire to maintain client service, only to face liability for not reinstating later, even if decisions were made in good faith.”

    More than two dozen Chattanooga business owners are condemning a bill to require student immigration background checks in Tennessee’s public schools as “economically reckless.”

    The Tennessee Small Business Alliance represents restaurants, real estate firms, retail stores and other local employers operating within the district represented by Sen. Bo Watson.

    Watson, a Republican, is cosponsoring the legislation to require proof of legal residence to enroll in public K-12 and charter schools.  The bill would also give public schools the option of charging tuition to the families of children unable to prove they legally reside in the United States – or to deny them the right to a public education altogether.

    House Leader William Lamberth of Gallatin is a co-sponsor of the bill, which has drawn significant — but not unanimous — support from fellow Tennessee Republicans. Lamberth’s version of the bill differs from Watson’s in that it would make it optional — rather than mandatory — to check students’ immigration status in all of Tennessee’s more than 1700 public schools.

    The bill, one of the most controversial being considered during the 2025 Legislative session, has significant momentum as the Legislature winds down for the year even as it has drawn raucous protests at times.  The legislation will next be debated on Monday in a House committee.

    A statement released by the business alliance described the legislation as a “political stunt that’s cruel, economically reckless, and completely out of step with local values.”

    Citing estimates compiled by the nonprofit advocacy organization, American Immigration Council, the statement noted that more than 430,000 immigrants in Tennessee paid $4.4 billion in taxes – more than $10,000 per immigrant.

    Watson, in an emailed statement from Chattanooga public relations firm Waterhouse Public Relations, said his bill “raises important questions about the financial responsibility of educating undocumented students in Tennessee—questions that have long gone unaddressed.”

    The statement said the Supreme Court’s 1982 decision in Plyler v. Doe, which established the right to a public school education for all children regardless of immigration status, has “never been re-examined in the context of today’s challenges.” The statement said Watson is committed to a “transparent, fact-driven discussion about how Tennessee allocates its educational resources and how federal mandates impact our state’s budget and priorities.”

    Watson has previously also said the legislation was prompted, in part, by the rising costs of English-language instruction in the state’s public schools.

    Democrats have criticized that argument as based on inaccurate assumptions that English language learners lack legal immigration status.

    Kelly Fitzgerald, founder of a Chattanooga co-working business and one of 27 employers that signed onto the statement of condemnation, criticized lawmakers.

    “Do our representatives believe that undocumented children — who had no say in their immigration status — should be denied a public education, even though their families already pay taxes that fund our schools?” said Fitzgerald, whose own children attend Hamilton County Public schools

    “My children are receiving a great education in our public schools, and I want every child to have the same rights and opportunities as mine do,” she said.

    “In my opinion, this is not something our legislators should be spending their resources on when there are much larger issues at hand in the current environment,” she said. “We should leave children out of the conversation.”

    Talent pipeline for local businesses supports college students

    About four in 10 college students believe developing specific skills needed for their career is among the most important outcomes to them in their academic experience, according to a winter 2023 Student Voice survey by Inside Higher Ed and College Pulse. However, 22 percent of all respondents indicated they had never participated in experiential learning or an internship.

    Champlain College in Vermont partnered with a local coworking campus and business incubator, Hula, in 2023 to build a talent pipeline for local businesses and expose students to new and maybe unfamiliar career opportunities.

    Over the past two years, the partnership has resulted in real-life case studies and client-facing work for students and faculty, as well as greater engagement with young talent for employers.

    What’s the need: “One thing that’s very apparent in Vermont is we need young talent,” says Angelika Koukoulas, Champlain’s Innovation Hub Project Manager, who oversees the Hula-Champlain partnership.

    Vermont experiences the worst brain drain in the country, losing 57.5 percent of its college graduates, many of whom move to Massachusetts or New York, according to 2022 data analysis.

    Koukoulas’s role is to help students identify work experiences in Vermont and build relationships with employers to fill holes in their workforces.

    “They need more hands, they need big ideas, they need students who are excited about their work and are willing to put in effort to learn,” Koukoulas says.

    There’s also a national shortage of internship opportunities, one that is tied to a mismatch in employer needs and student interests. The partnership addresses both comprehensively by weighing all stakeholders’ interests.

    How it works: Hula is about a mile away from Champlain College and just down the road from the college’s Miller Center campus.

    The coworking space supports 60 member businesses and up to 600 coworking individuals. The businesses belong to a variety of industries, including green technology and marketing, as well as traditional business or finance roles.

    A majority of the collaborations fall into two camps: companies providing projects for capstone-like courses for experiential learning or companies creating internships for students.

    Inquiries can come directly from faculty members looking to revamp curriculum or offer real-world scenarios for students to engage their skills or from employers who have a specific need and want young talent to assist them. Often, start-ups are looking for student support for social media or blog-writing campaigns, but there’s also a need for general business admin or accounting support, Koukoulas says.

    For internships, Koukoulas will serve as a recruiter of sorts for the company partner, assisting them in creating the job description and posting it on Handshake and also encouraging students she believes would be a good fit to apply and increasing the number of applicants for the business partner.

    “It widens their candidate pool and hopefully gets more students opportunities that they wouldn’t have even thought of otherwise,” Koukoulas says.

    All projects have been pro-bono, so the company invests zero dollars to enlist a class for work, but almost all internships have been paid roles.

    What’s different: Hula serves both as a business partner, hiring interns and supporting class projects, but also as an incubator for small businesses in Vermont.

    The people who work on Hula’s campus rotate, meaning there’s continual variety of the types of industries or groups students could partner with. The climate of the office building also means businesses are innovation and creatively minded, making partnership more natural.

    Koukoulas has an office at Hula, meaning she can directly engage in communal spaces or in building channels to solicit employer partnerships.

    Vermont also has a very relational culture, something Koukoulas has had to navigate as a more recent resident to the Green Mountain State, whether the relationships are with faculty—who have taught a course for a long time and may be hesitant to make changes—or with businesses leaders, who consider their start-up to be their baby and may be uncomfortable letting a student participate in their work.

    There’s an educational piece to the puzzle, both helping faculty identify their ask for project and employers create meaningful internships for learners. Koukoulas hosted an Internship 101 workshop for Hula businesses to set expectations for internships and provide guidance on best practices, such as providing students a mentor. She also hosts regular lunch for interns who work within the Hula offices to check in and provide support as needed.

    The impact: Since the partnership launched in summer 2023, 90 students have engaged in a Hula-based project within a course, and 18 students have participated in an internship.

    The partnership is in its early stages, so Champlain doesn’t have data on how students have translated their work with the start-ups into longer-term career development, but exposure to new careers and experiential learning are two benefits Koukoulas is eager to see manifest.

    “I can’t wait to see if it works; I can’t wait to see the fruit of that labor in the next couple of years,” Koukoulas says.
