    LA JOLLA, Calif. — On a Thursday this fall, hundreds of students at the University of California, San Diego, were heading to classes that, at least on paper, seemed to have very little to do with their majors. 

    Hannah Jenny, an economics and math major, was on their way to a class on sustainable development. Angelica Pulido, a history major who aspires to work in the museum world, was getting ready for a course on gender and climate justice. Later that evening, others would show up for a lecture on economics of the environment, where they would learn how to calculate the answer to questions such as: “How many cents extra per gallon of gas are people willing to pay to protect seals from oil spills?”

    Although most of these students don’t aspire to careers in climate science or advocacy, the university is betting that it’s just as important for them to understand the science and societal implications of climate change as it is for them to understand literature and history, even if they’re not planning to become writers or historians. UCSD is perhaps the first major public university in the country to require all undergraduate students to take a class on climate change to earn their degree. 

    The requirement, which rolled out with first-year students last fall, came about because UCSD leaders believe students won’t be prepared for the workforce if they don’t understand climate change. Around the globe, global warming is already causing severe droughts, water scarcity, fires, rising sea levels, flooding, storms and declining biodiversity; leaders at UCSD argue every job will be affected. 

    And even as President Donald Trump dismisses climate change as a hoax and cancels funding for research on it, other colleges are also exploring how to ensure students are knowledgeable about the subject. Arizona State University began requiring that students take a class in sustainability last year, while San Francisco State University added a climate justice class requirement to begin this fall. 

    “You can’t avoid climate change,” said Amy Lerner, a professor in the urban planning department at UCSD. “You can’t escape it in the private sector. You can’t escape it in the public sector. It’s just everywhere.” Students, she said, must be made ready to engage with all of its likely consequences.

    UCSD, a public university that serves roughly 35,000 undergraduate students, is not demanding that everyone sign up for Climate Change 101. Instead, students can fulfill the requirement by taking any of more than 50 classes in at least 23 disciplines across the university, including sustainable development, the course Jenny is taking. 

    There’s also psychology of the climate crisis, religion and ecology, energy economics, and several classes in the environmental science and oceanography departments, among others. And leaders at the university are working to develop more classes that satisfy the requirement, including one on the life cycle of a computer.

    Bryan Alexander, an adjunct professor at Georgetown University and author of a book on higher education and the climate crisis, said that while colleges have long taught about climate change in classes related to ecology, climatology and environmental science, it’s only been in the last decade or so that he’s seen other disciplines tackle the topic. 

    Climate change, Alexander said, “is the new liberal arts” — and colleges should take it seriously. 

    K. Wayne Yang, a UCSD provost who served on the original group that advocated for the requirement, said every industry and career field will experience the effects of climate change in some way. Health care providers need to know how to treat people who have been exposed to extreme heat or wildfire smoke; psychologists need to understand climate anxiety; and café owners need to know how the price of coffee changes in response to droughts or other natural disasters in coffee-growing regions.  

    Jenny, the senior taking a class on sustainable development, is eager to get answers to a question that has, in their three years as an economics and mathematics major, become difficult not to ponder: How can economic growth be the silver bullet of societal change if it has so many negative consequences for the planet?

    “It’s definitely my hope that this is a class that will teach me something new about how to consider humanity’s path forward without destroying this earth, without destroying each other, without sacrificing quality of life for any person on this planet,” Jenny said. 

    Jenny isn’t subject to the requirement because they entered college before it rolled out. But they said they like the idea of encouraging students to step outside their comfort zones and fields of study and, in many cases, consider their future career paths in the context of the changing climate.

    Other students, like junior Pulido, don’t see a specific link between climate change and their future careers. Pulido, who has spent the last few years working in the visitors center at San Diego’s Balboa Park and aspires to work in museums, said she signed up for the gender and climate justice class simply because it sounded interesting to her. She believes climate change is important, and she’s hoping that taking this class will help give her a better idea of how its role in history and might play into her career.

    Colleges are taking different approaches to teaching their students about climate change, with some requiring a course in sustainability, a broad discipline that goes beyond the specific scientific phenomenon of climate change.

    At Arizona State, sustainability classes can cover anything about how human, social, economic, political and cultural choices affect human and environmental well-being generally, said Anne Jones, the university’s vice provost for undergraduate education.

    Dickinson and Goucher colleges have had such requirements since 2015 and 2007, respectively. 

    At San Francisco State University, leaders said they instead chose to require climate justice for all students, beginning with the class of 2029, because of the urgency of understanding how climate change affects communities differently. 

    Students need to understand broader systems of oppression and privilege so that they can address the unequal effects of climate change for “communities of color, low-income communities, global south communities and other marginalized communities,” said Autumn Thoyre, co-director of Climate HQ, the university’s center for climate education, research and action.

    Yang and other UCSD leaders believe that, despite the increased politicization of climate change under Trump, they’ve received little pushback on the new requirement because of the university’s reputation as a climate-concerned institution. (It descended from the Scripps Institution of Oceanography, initially founded in 1903.) But this model may not work as well on other campuses. 

    In communities where people’s livelihoods depend on activities that contribute to climate change, like coal mining or oil production, educators may have to modify their approach so as to not come off as offensive or threatening, said Jo Tavares, director of the California Center for Climate Change Education at West Los Angeles College. 

    “Messaging is so important, and education cannot be done in a way that just forces facts upon people,” Tavares said.

    At UCSD, to meet the graduation requirement, a course must be at least 30 percent about climate change: For example, a class that meets twice a week for a 10-week term must have at least six of its 20 sessions be about climate change. And the course syllabus must address at least two of the following four categories: the scientific aspects; human and social dimensions; project-based learning; or solutions.

    The first time Lerner, the urban studies professor, applied for her sustainable development course to count toward the requirement, in July 2024, the committee told her she needed to better explain how the class addressed climate change. It wasn’t enough to simply have “sustainable” in the course name, committee members told her; she had to better articulate the role of climate change in sustainable development, a course she’s been teaching some version of for nearly 20 years. 

    Her students helped her go through the syllabus and identify all the points where she was teaching about how development contributes to climate change, even if she wasn’t explicitly putting those words to paper. After Lerner revised the descriptions of the class topics and made a few additions, the class was approved, she said. 

    On that fall Thursday, Lerner walked around her large glass-walled classroom while discussing development and globalization with the 65 undergraduate students in her sustainable development class. They covered how to balance equity, economy and environment in development, as well as various ways to measure the well-being of societies, including gross national income, food security, birthrate and infant mortality, happiness, fertility, education and lifespan. Lerner peppered her lecture with jokes and relatable examples, asking, for example, how many siblings students had before explaining the role of fertility and birth rate in a healthy society. (One student had 12, but the average was closer to two.)

    Lerner, who now chairs the committee that decides which classes meet the requirement, said most of her students come in with the understanding that climate change is caused by rising levels of carbon dioxide entering the atmosphere, and some have even used an online tool to calculate their own carbon footprints. Often, their education has been focused on the hard science aspect of climate change, but they haven’t learned about what society has experienced as a result of climate change, she said. 

    When she asks them what can be done about climate change, she said, “they’re deer in the headlights.”

    Across campus, economics professor Mark Jacobsen teaches a lecture class every Thursday night on the economics of the environment. It meets the climate change requirement, but it also covers a core economics idea, he said: achieving efficiency. 

    Jacobsen is teaching students the formulas and methods they’ll need to answer questions like whether it’s worth it to spend $1 billion now to build renewable energy sources to avoid $10 billion in natural disaster cleanup in 30 years.

    Though Jenny hasn’t taken Jacobsen’s class, this is exactly the type of dilemma they’re worried about. 

    Jenny, a public transit enthusiast so dedicated that they got a commercial driver’s license just to drive for Triton Transit, the campus bus system, said the requirement encourages students to face the climate crisis rather than shy away from it. 

    “It can be easy to kind of put your head down and be like, ‘That is too big for me to think about, and too scary,’” Jenny said. But it’s imperative, they added, that students be “forced to reckon with it and think about it and talk about it, to have that knowledge kind of swirling around in your head.”

    Teachers unions leverage contracts to fight climate change

    In Illinois, the Chicago Teachers Union won a contract with the city’s schools to add solar panels on some buildings and clean energy career pathways for students, among other actions. In Minnesota, the Minneapolis Federation of Educators demanded that the district create a task force on environmental issues and provide free metro passes for students. And in California, the Los Angeles teachers union’s demands include electrifying the district’s bus fleet and providing electric vehicle charging stations at all schools. 

    Those are among the examples in a new report on how unionized teachers are pushing their school districts to take action on the climate crisis, which is damaging school buildings and disrupting learning. The report — produced by the nonprofit Building Power Resource Center, which supports local governments and leaders, and the Labor Network for Sustainability, a nonprofit that seeks to unite labor and climate groups — describes how educators can raise demands for climate action when they negotiate labor contracts with their districts. By emphasizing the financial case for switching to renewable energy, educators can simultaneously act on climate change, improve conditions in schools and save districts money, it says. 

    As federal support and financial incentives for climate action wither, this sort of local action is becoming more difficult — but also more urgent, advocates say. Chicago Public Schools has relied on funding for electric buses that has been sunsetted by the Trump administration, said Jackson Potter, vice president of the Chicago Teachers Union. But the district is also seeking other local and state funding and nonprofit support.

    Bradley Marianno, an associate professor in the College of Education at the University of Nevada, Las Vegas, said that educator unions embracing climate action is part of a move started about 15 years ago in which more progressive unions — like those in Chicago, Los Angeles and elsewhere — focus on “collective good bargaining,” or advocating for changes that are good for their members but also the broader community. But this approach is unlikely to catch on everywhere: “The risk lies in members feeling that core issues like wages and working conditions are being overlooked in favor of more global causes,” he wrote in an email. 

    I recently caught up with Potter, the CTU vice president, about the report and his union’s approach to bargaining for climate action. Collaborating with local environmental and community groups, the Chicago Teachers Union ultimately succeeded in winning a contract that calls for identifying schools for solar panels and electrification, expanding indoor air quality monitoring, helping educators integrate climate change into their curriculum, and establishing training for students in clean energy jobs, among other steps. 

    This interview has been edited for length and clarity. 

    The report talks about contract negotiations being an underused — and effective — lever for demanding climate action. Why do you see that process as such an opportunity for climate action?

    On the local level, our schools are 84, 83 years old on average. There is lead paint, lead pipes, mold, asbestos, PCBs, all kinds of contamination in the HVAC system and the walls that require upgrades. By our estimate, the district needs $30 billion worth of upgrades, and right now I think they spend $500 million a year to just do patch-up work. We’re at a point where it’s a system fail of epic proportions if we can’t figure out a way to transition and make things healthier. And so if you’re going to do a roof repair, put solar on it, have independence from fossil fuels, clean air in areas that have faced environmental racism and contamination. 

    We’re also dealing with a legacy of discrimination and harm, and that is true of the nation. So how do we get out of this and also save the planet and also prevent greater climate events that further destabilize vulnerable communities and put people at risk? It made sense for us to use our contract as a path to do both things — deal with this local crisis that was screaming for new solutions and ideas, in a moment when the climate is on fire, literally.  

    How challenging was it to get educators to view climate issues as a priority? There are so many other things, around pay and other issues, on the table. 

    When we started, it almost felt like people in the membership, in the community, viewed it as a niche issue. Like, ‘Oh, isn’t that cute, you care about green technology.’ As we figured out how to think about it and talk about it and probe where people were having issues in their schools, it became really obvious that when you started talking about asbestos, lead and mold remediation — and helping communities that have been hit the hardest with cumulative impacts and carcinogens and how those things are present in schools — that became much more tangible. Or even quality food and lunch and breakfast for students who are low-income. It went from bottom of the list to top of the list, instantaneously. 

    Your contract calls for a number of climate-related actions, including green pathways for students and agreements with building trade unions to create good jobs for students. Tell me about that. 

    We’re trying to use the transformation of our facilities as another opportunity for families and students in these communities that have been harmed the most to get the greatest benefit from the transformation. So if we can install solar, we want our students to be part of that project on the ground in their schools, gaining the skills and apprenticeship credentials to become the electricians of the future. And using that as a project labor agreement [which establishes the terms of work on a certain project] with the trades to open doors and opportunities. The same goes for all the other improvements — whether it’s heat pumps, HVAC systems, geothermal. And for EV — we have outdated auto shop programming that’s exclusively based on the combustible engine reliant on fossil fuels, whereas in [the nearby city of] Belvidere they are building electric cars per the United Auto Workers’ new contract. Could we gain a career path on electric vehicles that allows students to gain that mechanical knowledge and insight and prepares them for the vehicles of the future? 

    The report talks about the Batesville School District in Arkansas that was able to increase teacher salaries because of savings from solar. Have you tried to make the case for higher teacher salaries because of these climate steps?  

    The $500 million our district allocates for facility upgrades annually comes out of the general fund, so we haven’t at all thought about it in terms of salary. We’ve thought about it in terms of having a school nurse, social worker, mental health interventions at a moment when there is so much trauma. We see this as a win-win: The fewer dollars the district has to spend on facility needs means the more dollars they can spend on instructional and social-emotional needs for students. In terms of the Arkansas model, it’s pretty basic. If you get off the fossil fuel pipelines and electric lines and you become self-sufficient, essentially, powering your own electric and heat, there is going to be a boon, particularly if there are up-front subsidies. 

    Math and climate change 

    When temperatures rise in classrooms, students have more trouble concentrating and their learning suffers — in math, in particular. That’s according to a new report from NWEA, an education research and testing company.

    The report, part of a growing body of evidence of the harms of extreme heat on student performance, found that math scores declined when outdoor temperatures on test days rose above 80 degrees Fahrenheit. Students in high-poverty schools, which are less likely to have air conditioning, saw declines up to twice as large as those in wealthier schools. 

    The learning losses grew as temperatures rose. Students who took tests on 101-degree days scored roughly 0.06 standard deviations below students who tested when temperatures were 60 degrees, the equivalent of about 10 percent of the learning a fifth grader typically gains in a school year. 

    It’s not entirely clear why student math scores suffer more than reading when temperatures rise. But Sofia Postell, an NWEA research analyst, said that on math tests, students must problem-solve and rely on their memories, and that kind of thinking is particularly difficult when students are hot and tired. Anxiety could be a factor too, she wrote in an email: “Research has also shown that heat increases anxiety, and some students may experience more testing anxiety around math exams.”

    The study was based on data from roughly 3 million scores on NWEA’s signature MAP Growth test for third to eighth graders in six states. 

    The report urged school, district and state officials to take several steps to reduce the effects of high heat on student learning and testing. Ideally, tests would be scheduled during times of the year when it wasn’t so hot, it said, and also during mornings, when temperatures are cooler. Leaders also need to invest in updating HVAC systems to keep kids cool. 

    “Extreme heat has already detrimentally impacted student learning and these effects will only intensify without action,” wrote Postell.

    Students, schools race to save clean energy projects in face of Trump deadline

    Tanish Doshi was in high school when he pushed the Tucson Unified School District to take on an ambitious plan to reduce its climate footprint. In Oct. 2024, the availability of federal tax credits encouraged the district to adopt the $900 million plan, which involves goals of achieving net-zero emissions and zero waste by 2040, along with adding a climate curriculum to schools.

    Now, access to those funds is disappearing, leaving Tucson and other school systems across the country scrambling to find ways to cover the costs of clean energy projects.

    The Arizona school district, which did not want to impose an economic burden on its low-income population by increasing bonds or taxes, had expected to rely in part on federal dollars provided by the Biden-era Inflation Reduction Act, Doshi said. 

    But under HR1, or the “one big, beautiful bill,” passed on July 4, Tucson schools will not be able to receive all of the expected federal funding in time for their upcoming clean energy projects. The law discontinues many clean energy tax credits, including those used by schools for solar power and electric vehicles, created under the IRA. When schools and other tax-exempt organizations receive these credits, they come in the form of a direct cash reimbursement.

    At the same time, Tucson and thousands of districts across the country that were planning to develop solar and wind power projects are now forced to decide between accelerating them to try to meet HR1’s fast-approaching “commence construction” deadline of June 2026, finding other sources of funding or hitting pause on their plans. Tina Cook, energy project manager for Tucson schools, said the district might have to scale back some of its projects unless it could find local sources of funding. 

    “Phasing out the tax credits for wind and solar energy is going to make a huge, huge difference,” said Doshi, 18, now a first-year college student. “It ends a lot of investments in poor and minority communities. You really get rid of any notion of environmental justice that the IRA had advanced.”

    The tax credits in the IRA, the largest legislative investment in climate projects in U.S. history, had marked a major opportunity for schools and colleges to reduce their impact on the environment. Educational institutions are significant contributors to climate change: K-12 school infrastructure, for example, releases at least 41 million metric tons of emissions per year, according to a paper from the Annenberg Institute at Brown University. The K-12 school system’s buses — some 480,000 — and meals also produce significant emissions and waste. Clean energy projects supported by the IRA were helping schools not only to limit their climate toll but also to save money on energy costs over the long term and improve student health, advocates said.

    As a result, many students, consultants and sustainability leaders said, they have no plans to abandon clean energy projects. They said they want to keep working to cut emissions, even though that may be more difficult now.

    Sara Ross, cofounder of UndauntedK12, which helps school districts green their operations, divided HR1’s fallout on schools into three categories: the good, the bad and the ugly. 

    On the bright side, she said, schools can still get up to 50 percent off for installing ground source heat pumps — those credits will continue — to more efficiently heat and cool schools. The network of pipes in a ground source pump cycles heat from the shallow earth into buildings.

    In the “bad” category, any electric vehicle acquired after Sept. 30 of this year will not be eligible for tax credits — drastically accelerating the IRA’s phase-out timeline by seven years. That applies to electric school buses as well as other district-owned vehicles. Electric vehicle charging stations must be installed by June 30, 2026 at an eligible location to claim a tax credit.*

    EPA’s Clean School Bus Program still exists for two more years and covers two-thirds of the funding for all electric school buses districts acquire in that time. The remaining one-third, however, was to be covered by federal and state tax credits. 

    The expiration of the federal tax credits could cost a district up to $40,000 more per vehicle, estimated Sue Gander, director of the Electric School Bus Initiative run by the nonprofit World Resources Institute.

    Solar projects will see the most “ugly” effects of HR1, Ross said. 

    Los Angeles Unified School District is planning to build 21 solar projects on roofs, carports and other structures, plus 13 electric vehicle charging sites, as part of an effort to reduce energy costs and achieve 100 percent renewable energy by 2040. The district anticipated receiving around $25 million in federal tax credits to help pay for the $90 million contract, said Christos Chrysiliou, chief eco-sustainability officer for the district. With the tight deadlines imposed by HR1, the district can no longer count on receiving that money. 

    “It’s disappointing,” Chrysiliou said. “It’s nice to be able to have that funding in place to meet the goals and objectives that we have.”

    LAUSD is looking at a small portion of a $9 billion bond measure passed last year, as well as utility rebates, third-party financing and grants from the California Energy Commission, to help make up for some of the gaps in funding.

    Many California State University campuses are in a similar position as they work to install solar to meet the system’s goal of carbon neutrality by 2045, said Lindsey Rowell, CSU’s chief energy, sustainability and transportation officer. 

    Tariffs on solar panel materials from overseas and the early sunsetting of tax credits mean that “the cost of these projects are becoming prohibitive for campuses,” Rowell said. 

    Sweeps of undocumented immigrants in California may also lead to labor shortages that could slow the pace of construction, Rowell added. “Limiting the labor force in any way is only going to result in an increased cost, so those changes are frightening as well,” she said. 

    New Treasury Department guidance, issued Aug. 15, made it much harder for projects to meet  the threshold needed to qualify for the tax credits. Renewable energy projects previously qualified for credits once a developer spent 5 percent of a project’s cost. But the guidelines have been tightened — now, larger projects must pass a “physical work test,” meaning “significant physical labor has begun on a site,” before they can qualify for credits. With the construction commencement deadline looming next June, these will likely leave many projects ineligible for credits.

    “The rules are new, complex [and] not widely understood,” Ross said. “We’re really concerned about schools’ ability to continue to do solar projects and be able to effectively navigate these new rules.” 

    Schools without “fancy legal teams” may struggle to understand how the new tax credit changes in HR1 will affect their finances and future projects, she added.

    Some universities were just starting to understand how the IRA tax credits could help them fund projects. Lily Strehlow, campus sustainability coordinator at the University of Wisconsin, Eau-Claire, said the planning cycle for clean energy projects at the school can take ten years. The university is in the process of adding solar to the roof of a large science building, and depending on the date of completion, the project “might or might not” qualify for the credits, she said. 

    “At this point, everybody’s holding their breath,” said Rick Brown, founder of California-based TerraVerde Energy, a clean energy consultant to schools and agencies. 

    Brown said that none of his company’s projects are in a position where they’re not going to get done, but the company may end up seeing fewer new projects due to a higher cost of equipment. 

    Tim Carter, president of Second Nature, which supports climate work in education, added that colleges and universities are in a broader period of uncertainty, due to larger attacks from the Trump administration, and are not likely to make additional investments at this time: “We’re definitely in a wait and see.”

    For youth activists, the fallout from HR1 is “disheartening,” Doshi said. 

    Emma and Molly Weber, climate activists since eighth grade, said they are frustrated. The Colorado-based twins, who will start college this fall, helped secure the first “Green New Deal for Schools” resolution in the nation in the Boulder Valley School District. Its goals include working toward a goal of Zero Net Energy by 2050, making school buildings greener, creating pathways to green jobs and expanding climate change education.

    “It feels very demoralizing to see something you’ve been working so hard at get slashed back, especially since I’ve spoken to so many students from all over the country about these clean energy tax credits, being like, ‘These are the things that are available to you, and this is how you can help convince your school board to work on this,’” Emma Weber said.

    The Webers started thinking about other creative ways to pay for the clean energy transition and have settled on advocating for state-level legislation in the form of a climate superfund, where major polluters in a community would be responsible for contributing dollars to sustainability initiatives. 

    Consultants and sustainability coordinators said that they don’t see the demand for renewable energy going away. “Solar is the cheapest form of energy. It makes sense to put it on every rooftop that we can. And that’s true with or without tax credits,” Strehlow said.

    A government climate website teachers rely on is in peril

    For the last 15 years, science teacher Jeff Grant has used information on climate change from the federal website Climate.gov to create lesson plans, prepare students for Advanced Placement tests and educate fellow teachers. Now, Grant says, he is “grabbing what [he] can” from the site run by the National Oceanic and Atmospheric Administration’s Climate Program Office, amid concerns that the Trump administration is mothballing it as part of a broader effort to undermine climate science and education.

    “It’s just one more thing stifling science education,” said Grant, who teaches at Downers Grove North High School in the Chicago suburbs. 

    Since early May, all 10 editorial contributors to Climate.gov have lost their jobs, and the organization that produces its education resources will soon run out of money. On June 24, the site’s homepage was redirected to NOAA.gov, a change NOAA said was made to comply with an earlier executive order on “restoring gold standard science.” Those steps follow many others the president has made to dismantle federal efforts to fight climate change, which his administration refers to as the “new green scam.”

    Former employees of Climate.gov and other educators say they fear that the site, which will no longer produce new content, could be transformed into a platform for disinformation. 

    “It will make it harder for teachers to do a good job in educating their students about climate change,” said Glenn Branch, deputy director of the nonprofit National Center for Science Education. “Previously, they could rely on the federal government to provide free, up-to-date, accurate resources on climate change that were aimed at helping educators in particular, and they won’t be able to do so if some of these more dire predictions come to pass.”

    Such concerns have some foundation. For example, Covid.gov, which during the Biden administration offered health information and access to Covid-19 tests, has been revamped to promote the controversial theory that the coronavirus was created in a lab. The administration has also moved aggressively to delete from government sites other terms that are currently out of favor, such as references to transgender people that were once on the National Park Service website of the Stonewall National Memorial, honoring a major milestone in the fight for LGBTQ+ rights.

    Kim Doster, director of NOAA’s office of communications, declined to answer specific questions but shared a version of the statement posted on the NOAA website when Climate.gov was transferred. “In compliance with Executive Order 14303, Restoring Gold Standard Science, NOAA is relocating all research products from Climate.gov to NOAA.gov in an effort to centralize and consolidate resources,” it says.

    Climate.gov, founded in 2010 to support earth science instruction in schools, had become a go-to site for educators and the general public for news and information about temperature, sea level rise and other indicators of global warming.

    For many educators, it has served a particularly key role. Because its resources are free, they are vital in schools that lack resources and funding, teachers and experts say. 

    Rebecca Lindsey, Climate.gov’s lead editor and writer, was one of several hundred NOAA probationary employees fired in February, then rehired and put on administrative leave, before being terminated again in March. The rest of the content production team — which included a meteorologist, a graphic artist and data visualizers — lost their jobs in mid-May. Only the site’s two web developers still have their jobs.

    Lindsey said she worries that the government “intended to keep the site up and use it to spread climate misinformation, because they were keeping the web developers and getting rid of the content team.”

    In addition, the Climate Literacy and Energy Awareness Network, the official content provider for the education section of the site, has not received the latest installment of its three-year grant and expects its funds to run out in August. 

    “We won’t have funding to provide updates, fix hyperlinks and make sure that new resources are being added, or help teachers manage or address or use the resources,” said Anne Gold, CLEAN’s principal investigator. “It’s going to start deteriorating in quality.” 

    CLEAN, whose website is hosted by Carleton College, is now searching for other sources of money to continue its work, Gold said. 

    With the June 24 change redirecting visitors from Climate.gov to NOAA.gov/climate, the website  for the first time falls under the purview of a political appointee: Doster. Its previous leader, David Herring, is a science writer and educator.

    Melissa Lau, an AP environmental science teacher in Piedmont, Oklahoma, said the relocated site was “really difficult to navigate.”

    As someone who lives in Tornado Alley, Lau said, she frequented CLEAN and NOAA sites to show her students localized, real-time data on storm seasons. She said she is concerned that teachers won’t have time to track down information that was shifted in the website’s move and, as a result, may opt not to teach climate change. 

    The executive order on “restoring gold standard science” that appears to have triggered the shift gives political appointees the authority to decide what science information needs to be modified to align with its tenets. 

    While the disclaimer posted to NOAA.gov seems to imply that Climate.gov did not meet this requirement, educators and researchers said that the site and its CLEAN education resources were the epitome of a gold standard.

    “I want to stress that the reason why CLEAN is considered the gold standard is because we have such high standards for scientific accuracy, classroom readiness and maintenance,” Gold said. “We all know that knowledge is power, and power gives hope. … [Losing funding] is going to be a huge loss to classrooms and to students and the next generation.”

    This is only the latest attack by the Trump administration on education around climate change. This month, the U.S. Global Change Research Program’s website, GlobalChange.gov, was shut down by the administration, after the program was defunded in April. The website once hosted an extensive climate literacy guide, along with all five iterations of the National Climate Assessment — a congressionally required report that informed the public about the effects and risks of climate change, along with local, actionable responses. 

    The Department of Commerce, which oversees NOAA, has cut other federal funding for climate research, including at Princeton University, arguing that these climate grant awards promoted “exaggerated and implausible climate threats, contributing to a phenomenon known as ‘climate anxiety,’ which has increased significantly among America’s youth.” 

    Studies, though, suggest that if young people have a greater understanding of why weather is changing and how to take action, they are less likely to feel anxious. 

    “The more you know [about climate change], the more it’s not a scary monster in the closet,” said Lauren Madden, professor of elementary science education at the College of New Jersey. “It’s a thing you can react to.” She added, “We’re going to have more storms, we’re going to have more fires, we’re going to have more droughts. There are things we can do to help slow this. … I think that quells anxiety, that doesn’t spark it.”

    And climate education has broad public support — about 3 in 4 registered voters say schools should teach children about global warming, according to a 2024 report from the Yale Program on Climate Change Communication. Similarly, 77 percent of Americans regard it as very or somewhat important for elementary and secondary school students to learn about climate change, according to a 2019 study. And all but five states have adopted science standards that incorporate at least some instruction on climate change.

    Yet few teachers have received training on climate change. There is also not much professional development for climate educators, and textbooks tend to downplay the effects of climate change

    As a result, many science teachers rely on federal tools and embed them in their curriculum. They are worried that the information will no longer be relevant, or disappear entirely, according to Lori Henrickson, former climate integration specialist for Washington state’s education department. Henrickson, who lost her job this June as the result of state budget cuts, was in charge of integrating climate education across content areas in the state, from language arts to physical education.

    The .gov top-level domain connotes credibility and accessibility, according to Branch: “It is also easier for teachers facing or fearing climate change denial backlash to cite a reliable, free source from the federal government.”

    With Climate.gov’s future uncertain, educators are looking to other resources, like university websites and tools from other countries. 

    “I’m sure there will continue to be tools, and there will be enough people who will be willing to pay to access them,” Madden said. But, she added, “they probably won’t be as comprehensive, and it won’t feel like it’s a democratic process. It’ll feel like: If you or your employer are willing to chip in for it, then you’ll have access.”

    Madden, along with many other educators, frequently used the Environmental Protection Agency’s environmental justice toolkit, but the site was taken down earlier this year. 

    “I feel like with all the federal websites, I’m constantly checking to see what’s still up and what’s not,” Madden said. 

    Bertha Vazquez, education director for the Center of Inquiry, an organization that works to preserve science and critical thinking, said she worried that the disappearance of climate information could leave U.S. students behind. 

    “The future of the American economy is not in oil, the future of the American economy is in solar and wind and geothermal. And if we’re going to keep up with the international economy, we need to go in that direction,” she said. But while the U.S. should be leading the way in scientific discovery, Vazquez said, such work will now be left to other countries.

    Lau said she felt helpless and frustrated about Climate.gov’s shutdown and about the “attack on American science in general.” 

    “I don’t know what to do. I can contact my legislators, but my legislators from my state are not going to be really open to my concerns,” she said. “If students next year are asking me questions about [science research and funding], I have to tell them, ‘I do not know,’ and just have to leave it at that.”

    High school sleuths search fish guts for clues to plastic pollution

    NEW YORK — The fish, glassy-eyed and inert, had been dead for decades. Yet its belly held possible clues to an environmental crisis unfolding in real time.   

    Forceps in hand, Mia Fricano, a high school junior, was about to investigate. She turned over the fish, a bluegill, and slid in a blade, before extracting its gastrointestinal tract. Then, she carried the fish innards to a beaker filled with a solution that would dissolve the biological material, revealing if there were any tiny particles of plastic — known as microplastics — inside.

    Mia and two other high schoolers working alongside her in a lab this spring were part of a program at the American Museum of Natural History designed to give young people hands-on experience in professional science. Called the Science Research Mentoring Program, or SRMP (pronounced “shrimp”), the program enrolls roughly 60 high school juniors and seniors each year who collaborate with scientists on a research project. 

    Mia and her peers were matched with Ryan Thoni, an ichthyologist and curatorial associate in the museum’s division of vertebrate zoology. Thoni’s project to gather information on when and how microplastics began to enter the environment relied on the museum’s vast collection of fish specimens dating from more than a century ago — some 3.2 million in total.

    Concern about the tiny pieces of plastic debris has grown in the last few years, along with early-stage research on the health risks they pose. The particles are found in human blood, breast milk and even the brain — and in animals, including, as it turned out, nearly all the fish in Thoni’s lab.    

    “It was kind of shocking to see just how many we did find,” Mia said later. “We weren’t expecting to find more than two to three per fish but in some fish, we would find over 15.” Specimens from the 1970s or earlier were less likely to contain high levels of microplastic, more than three or so pieces, and fish near urban centers seemed to have more of the plastics, on average, than fish from less populated areas. 

    “It really does make you realize just how much the environment has been affected,” said Mia. “There hasn’t been a lot of research on it yet,” she added. “Our project might be able to help future people who are also doing research on microplastics.”

    SRMP, started in 2009, is operating at a time when the federal government is eliminating fellowships and other support for early career scientists, and defunding scientific research broadly. That both amplifies the need for, and complicates the work of, programs like this one, said Amanda Townley, executive director of the nonprofit National Center for Science Education. Over the last 15 years in particular, such programs have played a big role in giving students a chance to do the kind of applied science that is rarely available in K-12 classrooms because of money and time constraints, she said. 

    “Museums, university extensions, sometimes libraries, have really done this tremendous job of creating spaces for high school and younger students to engage with scientists doing science,” said Townley. “Those museums, libraries and universities are all under attack.” She added: “We’re going to see a generational impact.” 

    While the American Museum of Natural History has received some federal government funding, the SRMP program’s money comes from private foundations and individual donors, with additional support from the New York City Council. Students in SRMP participate in a summer institute in August, when they learn basics like how to investigate research questions. Then they spend two afternoons a week during the school year on their projects. 

    Each student receives a stipend, $2,500 over the course of the year. “It’s really important for high school students to know their time is valuable,” said Maria Strangas, the museum’s assistant director of science research experiences. “They are doing something here that is really useful for the researchers; it’s an education program, but they aren’t the only ones who are benefiting.” 

    Students from New York City schools that partner with the museum can apply, as well as those who have participated in programs with the museum in the past. SRMP has also spawned a network of about 30 similar programs across the city, with institutions including Brooklyn College, Bronx River Alliance and many others participating. 

    In the lab on the sixth floor of the museum, Mia, who attends the New York City Museum School, cleaned out a beaker, while Yuki Chen, a senior at Central Park East High School, sat at a metal table, dissecting a pike. Thoni inserted a slide containing material harvested from one of the fish under a microscope, and pointed out a few microplastics, which looked like threads.

    Freyalise Matasar, a junior at the Ethical Culture Fieldston School in the Bronx, plucked a white sucker fish from a jar. She said SRMP had altered her career trajectory. Before the program, she was considering studying journalism in college, but her experience this year persuaded her to focus on engineering and data science instead. 

    “I have totally fallen in love with science,” she said. “It’s been an amazing experience to see what professional science looks like — and more than just see it, to be a part of it.”

    Freyalise said she wanted to build those skills in order to help fight climate change, perhaps by working on weather models to predict climate risks and ideally spur people to action. “It’s the biggest problem faced by our generation. It’s inescapable and unignorable, no matter how much people try,” she said. “It’s everyone’s responsibility to do what they can to fight it.”

    Microplastics contribute to climate change in several ways, including by potentially disrupting oceans’ ability to sequester carbon and by directly emitting greenhouse gases.

    Interest in climate science among young people is growing, even as the federal government tries to zero out funding for it. Other climate-related topics SRMP students explored this year included the climate on exoplanets, the ecology of sea anemones and aquatic wildlife conservation in New York City.

    Sometimes the fish dissections were gross: Mia, who plans to study biology and machine learning in college, sliced into one large fish to find poorly preserved, rotten innards — and a major stink. Sometimes they provided a lesson beyond pollution: Yuki identified a small pickerel inside a larger one. (Pickerels prey even on members of their own species, the students learned.) 

    The scientists in the program, most of whom are postdoctoral fellows, are trained on how to be effective mentors. “Scientists are often not trained in mentorship; it’s something that people pick up organically seeing good or bad examples in their own lives,” said Strangas. “A lot of it comes down to: ‘Think about the impact you want to have, think about the impact you don’t want to have, think about the power dynamic at play, and what this student in front of you wants to get out of it.’”  

    Thoni earned rave reviews from the students, who said he ensured they understood each step of the research process without being patronizing. 

    Thoni’s next steps include working to publish the microplastics research, which could earn the students their first co-authorship in a scientific journal. “Aside from forgetting to put on gloves,” he said in a playful jab at one student, “they can operate this machine on their own. They do science.”

    Clean energy workforce training hub a ‘gamechanger’ in this struggling factor town

    Decatur, Illinois, has been losing factory jobs for years. A training program at a local community college promises renewal and provides training for students from disenfranchised communities

    DECATUR, IL. — A fistfight at a high school football game nearly defined Shawn Honorable’s life.

    It was 1999 when he and a group of teen boys were expelled and faced criminal charges over the incident. The story of the “Decatur Seven” drew national headlines and protests led by the Rev. Jesse Jackson, who framed their harsh treatment as blatant racism. The governor eventually intervened, and the students were allowed to attend alternative schools.

    Honorable, now 41, was encouraged by support “from around the world,” but he said the incident was traumatizing and he continued to struggle academically and socially. Over the years, he dabbled in illegal activity and was incarcerated, most recently after a 2017 conviction for accepting a large amount of marijuana sent through the mail.

    Today, Honorable is ready to start a new chapter, having graduated with honors last week from a clean energy workforce training program at Richland Community College, located in the Central Illinois city of Decatur. He would eventually like to own or manage a solar company, but he has more immediate plans to start a solar-powered mobile hot dog stand. He’s already chosen the name: Buns on the Run.

    “By me going back to school and doing this, it shows my nephews and my little cousins and nieces that it is good to have education,” Honorable said. “I know this is going to be the new way of life with solar panels. So I’ll have a step up on everyone. When it comes, I will already be aware of what’s going on with this clean energy thing.”

    After decades of layoffs and factory closings, the community of Decatur is also looking to clean energy as a potential springboard.

    Located amid soybean fields a three-hour drive from Chicago, the city was long known for its Caterpillar, Firestone Tire, and massive corn-syrup factories. Industrial jobs have been in decline for decades, though, and high rates of gun violence, child poverty, unemployment, and incarceration were among the reasons the city was named a clean energy workforce hub funded under Illinois’ 2021 Climate and Equitable Jobs Act (CEJA).

    Decatur’s hub, based at Richland Community College, is arguably the most developed and successful of the dozen or so established statewide. That’s thanks in part to TCCI Manufacturing, a local, family-owned factory that makes electric vehicle compressors. TCCI is expanding its operations with a state-of-the-art testing facility and an on-site campus where Richland students will take classes adjacent to the manufacturing floor. The electric truck company Rivian also has a factory 50 miles away.

    “The pieces are all coming together,” Kara Demirjian, senior vice president of TCCI Manufacturing, said by email. “What makes this region unique is that it’s not just about one company or one product line. It’s about building an entire clean energy ecosystem. The future of EV manufacturing leadership won’t just be on the coasts — it’s being built right here in the Midwest.”

    The Decatur CEJA program has also flourished because it was grafted onto a preexisting initiative, EnRich, that helps formerly incarcerated or otherwise disenfranchised people gain new skills and employment. The program is overseen by the Rev. Courtney Carson, a childhood friend of Honorable and another member of the Decatur Seven.

    “So many of us suffer significantly from our unmet needs, our unhealed traumas,” said Carson, who was jailed as a young man for gun possession and later drag racing. With the help of mentors including Rev. Jackson and a college basketball coach, he parlayed his past into leadership, becoming associate pastor at a renowned church, leading a highway construction class at Richland, and in 2017 being elected to the same school board that had expelled him.

    Carson, now vice president of external relations at the community college, tapped his own experience to shape EnRich as a trauma-informed approach, with wraparound services to help students overcome barriers — from lack of childcare to PTSD to a criminal record. Carson has faith that students can overcome such challenges to build more promising futures, like Decatur itself has done.

    “We have all these new opportunities coming in, and there’s a lot of excitement in the city,” Carson said. “That’s magnificent. So what has to happen is these individuals who suffered from closures, they have to be reminded that there is hope.”

    Richland Community College’s clean energy jobs training starts with an eight-week life skills course that has long been central to the larger EnRich program. The course uses a Circle of Courage practice inspired by Indigenous communities and helps students prepare to handle stressful workplace situations like being disrespected or even called a racial slur.

    “Being called the N-word, couldn’t that make you want to fight somebody? But now you lose your job,” said Carson. “We really dive deep into what’s motivating their attitude and those traumas that have significantly impacted their body to make them respond to situations either the right way or the wrong way.”

    The training addresses other dynamics that might be unfamiliar to some students — for example, some male students might not be prepared to be supervised by a woman, Carson noted, or others might not be comfortable with LGBTQ+ coworkers.

    Life skills are followed by a construction math course crucial to many clean energy and other trades jobs. During a recent class, 24-year-old Brylan Hodges joked with the teacher while converting fractions to decimals and percentages on the whiteboard. He explained that he moved from St. Louis to Decatur in search of opportunity, and he hopes to become a property manager overseeing solar panel installation and energy-efficiency upgrades on buildings.

    Students take an eight-hour primer in clean energy fields including electric vehicles, solar, HVAC, and home energy auditing. Then they choose a clean energy track to pursue, leading to professional certifications as well as a chance to continue at Richland for an associate degree. Under the state-funded program, students are paid for their time attending classes.

    Marcus James was part of the first cohort to start the program last October, just days after his release from prison.

    He was an 18-year-old living in Memphis, Tennessee, when someone shot at him, as he describes it, and he fired back, with fatal consequences. He was convicted of murder and spent 12 years behind bars. After his release he made his way to Decatur, looking for a safer place to raise his kids. Adjusting to life on the outside wasn’t easy, and he ended up back in prison for a year and a half on DUI and drug possession charges.

    Following his release, he was determined to turn his life around.

    “After I brought my kids up here, I end up going back to prison. But at that moment, I realized, man, I had to change,” James told a crowd at an event celebrating the clean jobs program in March.

    James said that at first, he showed up late to every class. But soon the lessons sank in, and he was never late again. He always paid attention when people talked, and he gained new confidence.

    “As long as I put my mind to it, I can do it,” said James, who would like to work as a home energy auditor. Richland partners with the energy utility Ameren to place trainees in such positions.

    “I like being out in the field, learning new stuff, dealing with homes, helping people,” James said, noting he made energy-efficiency improvements to his own home after the course.

    Illinois’ 2017 Future Energy Jobs Act (FEJA) launched the state’s clean energy transition, baking in equity goals that prioritize opportunities for people who benefited least and were harmed most by the fossil fuel economy. It created programs to deploy solar arrays and provide job training in marginalized and environmental justice communities.

    FEJA’s rollout was rocky. Funding for equity-focused solar installations went unspent while workforce programs struggled to recruit trainees and connect them with jobs. The pandemic didn’t help. The follow-up legislation, CEJA, expanded workforce training programs and remedied snafus in the original law.

    Melissa Gombar is principal director of workforce development programs for Elevate, a Chicago-based national nonprofit organization that oversaw FEJA job training and subcontracts for a Chicago-area CEJA hub. Gombar said many community organizations tasked with running FEJA training programs were relatively small and grassroots, so they had to scramble to build new financial and human resources infrastructure.

    “They have to have certain policies in place for hiring and procurement. The influx of grant money might have doubled their budget,” Gombar said. Meanwhile, the state employees tasked with helping the groups “are really talented and skilled, trying their best, but they’re overburdened because of the large lift.”

    CEJA, by contrast, tapped community colleges like Richland, which already had robust infrastructure and staffing. CEJA also funds community organizations to serve as “navigators,” using the trust and credibility they’ve developed in communities to recruit trainees.

    Richland Community College received $2.6 million from April 2024 through June 2025, and the Community Foundation of Macon County, the hub’s navigator, received $440,000 for the same time period. The other hubs similarly received between $1 million and $3.3 million for the past year, and state officials have said the same level of funding will be allocated for each of the next two years, according to the Illinois Clean Jobs Coalition.

    CEJA hubs also include social service providers that connect trainees with wraparound support; businesses like TCCI that offer jobs; and affiliated entrepreneur incubators that help people start their own clean energy businesses. CEJA also funded apprenticeship and pre-apprenticeship programs with labor unions, which are often a prerequisite for employment in utility-scale solar and wind.

    “The sum of the parts is greater than the whole,” said Drew Keiser, TCCI vice president of global human resources. “The navigator is saying, ‘Hey, I’ve connected with this portion of the population that’s been overlooked or underserved.’ OK, once you get them trained, send their resumes to me, and I’ll get them interviewed. We’re seeing a real pipeline into careers.”

    The hub partners go to great lengths to aid students — for example, coordinating and often paying for transportation, childcare, or even car repairs.

    “If you need some help, they always there for you,” James said.

    In 1984, TCCI began making vehicle compressors in a Decatur plant formerly used to build Sherman tanks during World War II. A few decades later, the company began producing compressors for electric vehicles, which are much more elaborate and sensitive than those for internal combustion engines.

    In August 2023, Gov. JB Pritzker joined TCCI President Richard Demirjian, the Decatur mayor, and college officials for the groundbreaking of an Electric Vehicle Innovation Hub, which will include a climatic research facility — basically a high-tech wind tunnel where companies and researchers from across the world can send EV chargers, batteries, compressors, and other components for testing in extreme temperatures, rain, and wind.

    A $21.3 million capital grant and a $2.2 million electric vehicle incentive from the state are funding the wind tunnel and the new facilities where Richland classes will be held. In 2022, Pritzker announced these investments as furthering the state goal of 1 million EVs on the road by 2030.

    Far from the gritty industrial environs that likely characterized Decatur workplaces of the past, the classrooms at TCCI feature colorful decor, comfortable armchairs, and bright, airy spaces adjacent to pristine high-tech manufacturing floors lined with machines.

    “This hub is a game changer,” said Keiser, noting the need for trained tradespeople. “As a country, we place a lot of emphasis on kids going to college, and maybe we’ve kind of overlooked getting tangible skills in the hands of folks.”

    A marketing firm founded by Kara Demirjian – Richard Demirjian’s sister – and located on-site with TCCI also received clean energy hub funds to promote the training program. This has been crucial to the hub’s success, according to Ariana Bennick, account executive at the firm, DCC Marketing. Its team has developed, tested, and deployed digital billboards, mailers, ads, Facebook events, and other approaches to attract trainees and business partners.

    “Being a part of something here in Decatur that’s really leading the nation in this clean energy initiative is exciting,” Bennick said. “It can be done here in the middle of the cornfields. We want to show people a framework that they can take and scale in other places.”

    With graduation behind him, Honorable is planning the types of hot dogs and sausages he’ll sell at Buns on the Run. He said Tamika Thomas, director of the CEJA program at Richland, has also encouraged him to consider teaching so he can share the clean energy skills he’s learned with others. The world seems wide open with possibilities.

    “A little at a time — I’m going to focus on the tasks in front of me that I’m passionate about, and then see what’s next,” Honorable said. He invoked a favorite scene from the cartoon TV series “The Flintstones,” in which the characters’ leg power, rather than wheels and batteries, propelled vehicles: “Like Fred and Barney, I’ll be up and running.”

    After the Los Angeles fires, Beverly Hills shut out students whose school burned

    LOS ANGELES — After the Palisades Fire destroyed her son’s high school, Shoshanha Essakhar found herself among the thousands of Los Angeles County parents wondering what to do.

    “I was thinking, ‘Oh my God, we’re going to be doing Zoom for the next God knows how long,’” said Essakhar. “It was a lot of fear, a lot of uncertainty.”

    The fire devastated Palisades Charter High School, where Essakhar’s son was a ninth grader, as well as two elementary schools in the Los Angeles Unified School District. The Eaton Fire, which broke out around the same time in early January, severely damaged or destroyed six school facilities in Pasadena Unified School District. Together, the fires disrupted learning for more than 725,000 kids and displaced thousands of students from their schools, their homes or both.

    For Essakhar, a potential solution came by way of an executive order California Gov. Gavin Newsom signed Jan. 14. For students in Los Angeles County schools affected by the fires, the order paused, through the remainder of the school year, the requirement that a student live within their school district’s boundaries. That meant she could enroll her son at nearby Beverly Hills High School, where another parent she shared carpool duties with was also enrolling her child. She quickly completed the necessary paperwork.

    But roughly a week later, Beverly Hills Unified School District abruptly stopped accepting students displaced by the fires, closing the door on Essakhar’s son and dozens of other students who expected to spend the semester at Beverly Hills High.

    “As a mom, you try to do your best for your child, but it got so unpleasant,” Essakhar said. Beverly Hills school leadership said it could not afford to accept additional students, nor did it need to: Students who lost their school but whose homes were still intact did not need their help.

    The dispute between Beverly Hills Unified School District and some Palisades parents raises questions that school districts across the U.S. increasingly must grapple with as wildfires and other extreme weather events become more common because of climate change: What does a school district owe its neighbors after a major disaster?

    For Beverly Hills Unified, the answer was admitting 47 students before pausing enrollment over concerns that a surge of newcomers midyear would siphon resources from the district’s 3,000-plus existing students.

    “You’ve got a community where a lot of those folks lost their homes, and half lost their school but their homes weren’t impacted,” said Los Angeles Unified School District board member Nick Melvoin, whose district includes Palisades Charter High School. Like Beverly Hills, its students are predominantly from affluent backgrounds.

    Newsom’s order was an attempt at a fix: It urged districts to “extend every effort to support and facilitate the enrollment of students displaced by the fires.” Lori Peek, director of the Natural Hazards Center at the University of Colorado, Boulder, which focuses on the societal effects of disasters, said it “provided the necessary flexibility that disaster survivors really need, because their circumstances are so diverse.”

    In Beverly Hills, school board members resisted the order. Beverly Hills is one of the few “basic aid” districts in the state, meaning it collects more in local property tax revenue than an annual funding target set by the state, which is based on average daily attendance and other factors. Most districts fall short of the target, and the state makes up the difference.

    At a series of meetings in January and February, Beverly Hills school board members argued that the district couldn’t absorb additional students without harming those already enrolled. While other school districts see increased funding from increased attendance, that’s not true for basic aid districts like Beverly Hills.

    Board members also questioned whether students who lost their schools, but not their homes, such as Essakhar’s son, should be considered affected by the fire and able to enroll. Board members told district administration that they believed only students whose homes were destroyed should qualify.

    Not so, said Melissa Schoonmaker with the Los Angeles County Office of Education, which provided guidance to the county’s school districts on implementing the order. “It’s not that they had to lose their home or be evacuated, it could be a broad range of impacts,” she said.

    Eighty-seven families were left in limbo: They had completed all of their pre-enrollment steps and were just awaiting class assignments, Assistant Superintendent Laura Collins-Williams told the board on Feb. 3. Dozens more were interested in enrolling.

    Board members supported making this pause permanent.

    “Going forward we are closed to any enrollment that comes right now as a result of a student going to Pali who has not been displaced from their home but would like to come to Beverly Hills because they don’t want to go on Zoom,” board President Rachelle Marcus said at the meeting, referring to Palisades Charter.

    Essakhar, who lives in Brentwood, a Los Angeles neighborhood roughly halfway between Beverly Hills and the Pacific Palisades, called the entire process traumatic.

    She gave up on finding an in-person school option for her son, settling instead for Zoom through Palisades Charter. “Honestly, I didn’t want to go through the experience again,” she said. Plus, most of his friends who left Palisades Charter had enrolled at Beverly High. “Being with your group of friends is different than sending my kid alone to some other school to transition in the middle of the year after the fires on his own,” said Essakhar. 

    Another Palisades Charter parent, Negeen Ben-Cohen, was initially optimistic that the school would quickly secure a temporary campus. But as the weeks went by, she started considering other options for her ninth grader.

    “It was mostly about keeping my son in a healthy social environment, and not isolated at home,” said Ben-Cohen. “Covid already showed that with the amount of learning loss and how much kids fell behind during Zoom.”

    Like Essakhar, Ben-Cohen filled out all the necessary paperwork to enroll her son and was told she would hear soon about his class placements. Then enrollment was paused.

    “They shut the door in our faces. And that was after the kids got their hopes up, they think that they’re going to be able to go in-person, they think they’re going to be able to start with their friends,” said Ben-Cohen.

    At board meetings, parents and students expressed similar outrage.

    “Beverly had the opportunity to extend a hand when we needed it the most but instead they turned around and slammed the door in our faces,” said Kylie Abdi, a senior at Palisades Charter, at a Feb. 11 meeting.

    “We do not even want to get an education in a school that kicks others while they are down, you have lost the opportunity to teach your students how to be there for each other,” said another Palisades student, junior Rosha Sinai, calling the board “selfish.”

    Jason Hasty, the interim superintendent of Beverly Hills Unified School District, said in an interview that enrolling any more than 47 students would have strained the district’s resources and required hiring more teachers — although he acknowledged that his district is better funded than most.

    “We get more money than the state formula because of the way we’re funded. That is a fact. Also what is a fact is on July 1 of every year, we set a budget … based on the students we are projecting to have,” Hasty said.

    State Sen. Ben Allen, who represents both the Pacific Palisades and Beverly Hills areas, said that Beverly Hills would be compensated for taking in displaced students, although the details are still being worked out. 

    “We’re going to have their backs and that they’re going to be fully compensated for any students that they take in,” he said.

    Hasty said the district has been “in direct discussion” with Allen’s office, but “until we are sure that those funds are materializing and will be provided,” the pause on enrollment under the executive order (which expires at the end of the school year) remains in place. The district continues to enroll students who move to Beverly Hills or who are eligible under the McKinney-Vento Act, said Hasty. That legislation provides protections for students who are homeless, which is defined as “individuals who lack a fixed, regular, and adequate, nighttime residence.”

    Nearby Santa Monica-Malibu Unified School District is also a basic aid district, but it interpreted the order “to mean that any student who wants to come here can come here right now,” said Gail Pinsker, the district’s chief communications officer. So far, the district has enrolled more than 140 students, with about 200 enrollment requests still being processed. The influx of students prompted the district to combine some elementary classes and hire a new high school teacher, Pinsker said.

    Three months after Palisades Charter High School burned, students remain on Zoom. The school just finalized plans to use an old department store building in downtown Santa Monica about 20 minutes southeast of the high school as its temporary campus. In-person instruction should resume sometime after the school’s spring break in mid-April, according to Palisades Charter High School.

    Allen, the state senator, said the episode shows the need for a policy for compensating basic aid districts that take in displaced students to make the process smoother after future disasters.

    Also helpful would be a website listing districts accepting affected students, said Peek, the University of Colorado researcher.

    Lessons from the Los Angeles fires could inform policymaking elsewhere, she added. “They’re going to need it sooner rather than later, as other disasters continue to unfold across the country.”

    En Puerto Rico, la campaña de Trump para desmantelar el Departamento de Educación pega más fuerte

    Maraida Caraballo Martínez es educadora en Puerto Rico desde hace 28 años y directora de la Escuela de la Comunidad Jaime C. Rodríguez desde hace siete. Nunca sabe cuánto dinero recibirá del gobierno cada año porque no se basa en el número de niños matriculados. Un año recibió 36.000 dólares; otro año, 12.000 dólares.

    Pero por primera vez como educador, Caraballo notó una gran diferencia durante la administración Biden. Gracias a una inyección de fondos federales en el sistema educativo de la isla, Caraballo recibió una subvención de 250.000 dólares, una cantidad de dinero sin precedentes. La utilizó para comprar libros y ordenadores para la biblioteca, pizarras e impresoras para las aulas, reforzar el programa de robótica y construir una pista polideportiva para sus alumnos. “Esto significó una gran diferencia para la escuela”, dijo Caraballo.

    Yabucoa, un pequeño pueblo del sureste de Puerto Rico, fue una de las regiones más afectadas por el huracán María en 2017. Y esta comunidad escolar, como cientos de otras en la isla, ha experimentado trastornos casi constantes desde entonces. Una serie de desastres naturales, como huracanes, terremotos, inundaciones y deslizamientos de tierra, seguidos de la pandemia de coronavirus en 2020, han golpeado la isla e interrumpido el aprendizaje. También ha habido una rotación constante de secretarios de educación locales: siete en los últimos ocho años. El sistema educativo puertorriqueño -el séptimo distrito escolar más grande de Estados Unidos- se ha vuelto más vulnerable debido a la abrumadora deuda de la isla, la emigración masiva y una red eléctrica paralizada.

    Bajo la presidencia de Joe Biden, se produjeron tímidos avances, respaldados por miles de millones de dólares y una atención personal sostenida por parte de altos funcionarios federales de educación, dijeron muchos expertos y educadores de la isla. Ahora les preocupa que todo se desmantele con el cambio en la Casa Blanca. El presidente Donald Trump no ha ocultado su desdén por el territorio estadounidense, habiendo dicho supuestamente que estaba sucio y que la gente era pobre.” Durante su primer mandato, retuvo miles de millones de dólares en ayuda federal tras el huracán María y ha sugerido vender la isla o cambiarla por Groenlandia.

    Una reciente orden ejecutiva para hacer del inglés el idioma oficial ha preocupado a los habitantes de la isla, donde solo 1 de cada 5 personas habla inglés con fluidez, y el español es el idioma de instrucción en las escuelas. Trump está tratando de eliminar el Departamento de Educación de EE.UU. y ya ha hecho recortes radicales a la agencia, lo que tendrá implicaciones en toda la isla. Incluso si los fondos federales -que el año pasado representaron más de dos tercios del financiamiento del Departamento de Educación de Puerto Rico, o DEPR- se transfirieran directamente al gobierno local, probablemente traerían peores resultados para los niños más vulnerables, dicen los educadores y expertos en políticas públicas. Históricamente, el DEPR ha estado plagado de interferencias políticas, burocracia generalizada y falta de transparencia.

    Y el departamento de educación local no está tan avanzado tecnológicamente como otros departamentos de educación estatales, ni es tan capaz de difundir las mejores prácticas. Por ejemplo, Puerto Rico no dispone de una “fórmula por alumno”, un cálculo utilizado habitualmente en el continente para determinar la cantidad de dinero que recibe cada estudiante para su educación. Roberto Mujica es el director ejecutivo de la Junta de Supervisión y Gestión Financiera de Puerto Rico, convocada por primera vez bajo la presidencia de Barack Obama en 2016 para hacer frente al marasmo financiero de la isla. Mujica dijo que la actual asignación de fondos educativos de Puerto Rico es opaca. “Cómo se distribuyen los fondos se percibe como un proceso político”, dijo. “No hay transparencia ni claridad”.

    En 2021, Miguel Cardona, Secretario de Educación de Biden, prometió “un nuevo día” para Puerto Rico. “Durante demasiado tiempo, los estudiantes y educadores de Puerto Rico fueron abandonados”, dijo. Durante su mandato, Cardona aignó casi 6.000 millones de dólares federales para el sistema educativo de la isla, lo que se tradujo en un aumento salarial histórico para los profesores, financiamiento para programas de tutoría extraescolar, la contratación de cientos de profesionales de salud mental escolar y la creación de un programa piloto para descentralizar el DEPR.

    Cardona designó a un asesor principal, Chris Soto, para que fuera su persona de contacto con el sistema educativo de la isla, subrayando el compromiso del gobierno federal con la isla. Durante casi cuatro años en el cargo, Soto realizó más de 50 viajes a la isla. Carlos Rodríguez Silvestre, director ejecutivo de la Fundación Flamboyán, una organización sin fines de lucro de Puerto Rico que ha dirigido los esfuerzos de alfabetización infantil en la isla, dijo que el nivel de respeto e interés sostenido hicieron sentir que se trataba de una asociación, no un mandato de arriba hacia abajo. “Nunca había visto ese tipo de atención a la educación en Puerto Rico”, afirmó. “Soto prácticamente vivía en la isla”.

    Soto también trabajó estrechamente con Víctor Manuel Bonilla Sánchez, presidente del sindicato de maestros, la Asociación de Maestros de Puerto Rico, o AMPR, lo que dio lugar a un acuerdo por el que los educadores recibieron 1.000 dólares más al mes en su salario base, un aumento de casi el 30% para el maestro promedio. “Fue el mayor aumento salarial en la historia de los maestros de Puerto Rico”, dijo Bonilla, aunque incluso con el aumento, los maestros de aquí siguen ganando mucho menos dinero que sus colegas en el continente.

    Una de las mayores quejas que Soto dijo haber escuchado fue lo rígido y burocrático que era el Departamento de Educación de Puerto Rico, a pesar de una ley de reforma educativa de 2018 que permite un mayor control local. La agencia de educación -la unidad de gobierno más grande de la isla, con la mayor cantidad de empleados y el mayor presupuesto- estaba configurada de manera que la oficina central tenía que aprobar todo. Así que Soto creó y supervisó un programa piloto en Ponce, una región en la costa sur de la isla, enfocado en la descentralización.

    Por primera vez, la comunidad local eligió un consejo asesor de educación, y los candidatos a superintendente tuvieron que postularse en lugar de ser nombrados, dijo Soto. El superintendente recibió autoridad para aprobar directamente las solicitudes presupuestarias en lugar de enviarlas a través de funcionarios de San Juan, así como flexibilidad para gastar el dinero en su región en función de las necesidades de cada escuela.

    En el pasado, eso no se tenía en cuenta: Por ejemplo, Yadira Sánchez, psicóloga que lleva más de 20 años trabajando en la educación puertorriqueña, recuerda cuando una escuela recibió docenas de aires acondicionados nuevos aunque no los necesitaba. “Ya tenían aires acondicionados que funcionaban”, dice, “así que ese dinero se perdió”.

    El proyecto piloto también se centró en aumentar la eficiencia. Por ejemplo, ahora se evalúa a los niños discapacitados en sus colegios, en lugar de tener que acudir a un centro especial. Y Soto dice que también intentó eliminar el uso de influencias y aumentar la transparencia en torno al gasto en el PRDE. “Puedes mejorar las facturas, pero si tus amigos políticos son los que se quedancon los trabajos, entonces no tienes un buen sistema escolar”, dijo.

    Bajo el mandato de Biden, Puerto Rico también recibió una subvención competitiva o grant  del Departamento de Educación de EE.UU. por valor de 10,5 millones de dólares para escuelas comunitarias, otro hito. Y el departamento federal empezó a incluir datos sobre el territorio en algunas estadísticas educativas recopiladas. “Puerto Rico ni siquiera figuraba en estos indicadores, así que empezamos a preguntarnos cómo mejorar los sistemas de datos. Desentrañar el problema de los datos significó que Puerto Rico puede ser debidamente reconocido”, dijo Soto.

    Pero ya hay planes para deshacer el esfuerzo de Cardona en Ponce. La recién elegida gobernadora de la isla, Jenniffer González Colón, es republicana y partidaria de Trump. El popular secretario de Educación, Eliezer Ramos Parés, regresó a principios de este año al frente del departamento tras dirigirlo desde abril de 2021 hasta julio de 2023, cuando la gobernadora le pidió inesperadamente que dimitiera, algo nada inusual en el gobierno de la isla, donde los nombramientos políticos pueden terminar de repente y con poco debate público. Ramos dijo a The Hechinger Report que el programa no continuará en su forma actual, calificándolo de “ineficiente”.

    “El programa piloto no es realmente eficaz”, dijo, señalando que la política puede influir en las decisiones de gasto no sólo a nivel central, sino también a nivel regional. “Queremos tener algunos controles”. También dijo que ampliar la iniciativa a toda la isla costaría decenas de millones de dólares. En su lugar, Ramos dijo que estaba estudiando enfoques más limitados de la descentralización, en torno a algunas funciones de recursos humanos y adquisiciones. Dijo que también estaba explorando una fórmula de financiación por alumno para Puerto Rico y estudiando las lecciones de otros grandes distritos escolares como la ciudad de Nueva York y Hawai.

    Aunque la educación ha sido la mayor partida presupuestaria de la isla durante años, sigue siendo mucho menos de lo que cualquiera de los 50 estados gasta en cada estudiante. Puerto Rico gasta 9.500 dólares por estudiante, frente a una media de 18.600 dólares en los estados.

    El Departamento de Educación de EE.UU., que complementa la financiación local y estatal para los estudiantes en situación de pobreza y con discapacidades, tiene un papel desproporcionado en las escuelas de Puerto Rico. En la isla, el 55% de los niños viven por debajo del umbral de la pobreza, frente al 17% en los 50 estados; en el caso de los estudiantes de educación especial, las cifras son del 35% y el 15%, respectivamente. En total, durante el año fiscal 2024, más del 68 por ciento del presupuesto de educación en la isla procede de fondos federales, frente al 11 por ciento en los estados de EE UU. El departamento también administra las becas Pell para estudiantes de bajos ingresos -alrededor del 72 por ciento de los estudiantes puertorriqueños las solicitan- y apoya los esfuerzos de desarrollo profesional y las iniciativas para los niños puertorriqueños que van y vienen entre el continente y el territorio.

    Linda McMahon, la nueva secretaria de Educación de Trump, ha dicho supuestamente que el Gobierno seguirá cumpliendo sus “obligaciones legales” con los estudiantes aunque el departamento cierre o transfiera algunas operaciones y despida personal. El Departamento de Educación de Estados Unidos no respondió a las solicitudes de comentarios para esta historia.

    Algunos dicen que el hecho de que la administración Biden haya vertido miles de millones de dólares en un sistema educativo en problemas con escasa rendición de cuentas ha creado expectativas poco realistas y no hay un plan para lo que ocurre después de que se gasta el dinero. Mujica, director ejecutivo de la junta de supervisión, dijo que la infusión de fondos pospuso la toma de decisiones difíciles por parte del gobierno puertorriqueño. “Cuando se tiene tanto dinero, se tapan muchos problemas. No tienes que enfrentarte a algunos de los retos que son fundamentales para el sistema”. Y afirmó que apenas se habla de lo que ocurrirá cuando se acabe ese dinero. “¿Cómo se va a llenar ese vacío? O desaparecen esos programas o tendremos que encontrar la financiación para ellos”, dijo Mujica.

    Dijo que esfuerzos como el de Ponce para acercar la toma de decisiones a donde están las necesidades de los estudiantes es “de vital importancia”. Aún así, dijo que no está seguro de que el dinero haya mejorado los resultados de los estudiantes. “Esta era una gran oportunidad para hacer cambios fundamentales e inversiones que produzcan resultados a largo plazo. No estoy seguro de que hayamos visto las métricas que lo respalden”.

    Puerto Rico es una de las regiones más empobrecidas desde el punto de vista educativo, con unos resultados académicos muy inferiores a los del continente. En la parte de matemáticas de la Evaluación Nacional de Progreso Educativo, o NAEP, una prueba que realizan los estudiantes de todo EE.UU., sólo el 2% de los alumnos de cuarto curso de Puerto Rico calificaron como competentes, la puntuación más alta jamás registrada en la isla, y el 0% de los alumnos de octavo curso lo fueron. Los estudiantes puertorriqueños no hacen la prueba NAEP de lectura porque aprenden en español, no en inglés, aunque los resultados compartidos por Ramos en una conferencia de prensa en 2022 mostraron que sólo el 1% de los estudiantes de tercer grado leían a nivel de grado.

    Hay algunos esfuerzos alentadores. La Fundación Flamboyán ha liderado una coalición de 70 socios en toda la isla para mejorar la alfabetización de los niños de preescolar a tercer grado, entre otras cosas mediante el desarrollo profesional. La formación del profesorado a través del departamento de educación del territorio ha sido a menudo irregular u opcional.

    La organización trabaja ahora en estrecha colaboración con la Universidad de Puerto Rico y, como parte de ese esfuerzo, supervisa el gasto de 3 millones de dólares en formación para la alfabetización. Aproximadamente 1.500 profesores de Puerto Rico (un tercio de los maestros de Kinder a 5º grado) han recibido esta rigurosa formación. Los educadores recibieron 500 dólares como incentivo por participar, además de libros para sus aulas y tres horas de formación continua. “Fueron muchas horas de calidad. No ha sido el método de ‘rociar (con un poco de agua) y rezar’”, dijo Silvestre. Ese esfuerzo continuará, según Ramos, que lo calificó de “muy eficaz”.

    Una nueva prueba de lectura para alumnos de primero a tercer grado que la organización sin fines de lucro ayudó a diseñar mostró que entre los años escolares 2023 y 2024, la mayoría de los niños estaban por debajo del nivel del grado, pero hubo avances en los resultados en todos los grados. “Pero aún nos queda un largo camino por recorrer para que estos datos lleguen a los profesores a tiempo y de forma que puedan actuar en consecuencia”, dijo Silvestre.

    Kristin Ehrgood, Directora General de la Fundación Flamboyán, afirma que es demasiado pronto para ver resultados espectaculares. “Es realmente difícil ver una tonelada de resultados positivos en un período tan corto de tiempo con la desconfianza significativa que se ha construido durante años”, dijo. Dijo que no estaban seguros de cómo la administración Trump podría trabajar o financiar el sistema educativo de Puerto Rico, pero que la administración Biden había construido una gran cantidad de buena voluntad. “Hay muchas oportunidades que podrían aprovecharse, si una nueva administración decide hacerlo”.

    Otra señal esperanzadora es que la junta de supervisión, que fue muy protestada cuando se formó, ha reducido la deuda de la isla de 73.000 a 31.000 millones de dólares. Y el año pasado los miembros de la junta aumentaron el gasto en educación en un 3%. Mujica dijo que la junta se centra en asegurarse de que cualquier inversión se traduzca en mejores resultados para los estudiantes: “Nuestra opinión es que los recursos tienen que ir a las aulas”.

    Betty A. Rosa, comisionada de educación y presidente de la Universidad del Estado de Nueva York y miembro de la Junta de Supervisión, afirmó que la inestabilidad educativa en Puerto Rico se debe a los cambios en el liderazgo. Cada nuevo líder se dedica a “reconstruir, reestructurar, reimaginar, elija la palabra que elija”, dijo. “No hay coherencia”. A diferencia de su cargo en el estado de Nueva York, el Secretario de Educación de Puerto Rico y otros cargos son nombramientos políticos. “Si tienes un gobierno permanente, aunque cambie el liderazgo, el trabajo continúa”.

    Ramos, que vivió esta inestabilidad cuando el anterior gobernador pidió inesperadamente su dimisión en 2023, dijo que se reunió con McMahon, la nueva secretaria de Educación de EE.UU., en Washington, D.C., y que mantuvieron una “agradable conversación”. “Ella sabe de Puerto Rico, se preocupa por Puerto Rico y demostró total apoyo en la misión de Puerto Rico”, dijo. Dijo que McMahon quería que el DEPR ofreciera más clases bilingües, para exponer a más estudiantes al inglés. Queda por ver si habrá cambios en la otorgación de fondos o cualquier otra cosa. “Tenemos que ver lo que ocurre en las próximas semanas y meses y cómo esa visión y esa política podrían afectar a Puerto Rico”, dijo Ramos.

    Ramos fue muy apreciado por los educadores durante su primera etapa como Secretario de Educación. También tendrá que tomar muchas decisiones, como ampliar las escuelas charter y cerrar las escuelas públicas tradicionales, ya que la matriculación en las escuelas públicas de la isla sigue disminuyendo vertiginosamente. En el pasado, ambas cuestiones provocaron protestas feroces y generalizadas.

    Soto es realista y cree que la nueva administración tendrá “puntos de vista diferentes, tanto ideológica como políticamente”, pero confía en que el pueblo de Puerto Rico no quiera volver a la antigua forma de hacer las cosas. “Alguien dijo: ‘Ustedes sacaron al genio de la botella y va a ser difícil volver a ponerlo’ en lo que se refiere a un sistema escolar centrado en el estudiante”, dijo Soto.

    Cardona, cuyos abuelos son oriundos de la isla, dijo que Puerto Rico había experimentado un “estancamiento académico” durante años. “No podemos aceptar que los estudiantes rindan menos de lo que sabemos que son capaces”, dijo a The Hechinger Report, justo antes de despedirse como máximo responsable de educación del país. “Empezamos el cambio; tiene que continuar.

    La pequeña escuela de la directora Carabello, con 150 alumnos y 14 profesores, ha estado a punto de cerrarse ya tres veces, aunque en todas ellas se ha salvado en parte gracias al apoyo de la comunidad. Carabello confía en que Ramos, con quien ya ha trabajado anteriormente, cambie las cosas. “Conoce el sistema educativo”, afirma. “Es una persona brillante, abierta a escuchar”.  

    Pero las largas jornadas de los últimos años le han pasado factura. Suele estar en la escuela de 6:30 a.m. a 6:30 p.m. “Entras cuando anochece y te vas cuando anochece”, dice. Ha habido muchas plataformas nuevas que aprender y nuevos proyectos que poner en marcha. Quiere jubilarse, pero no puede permitírselo. Tras décadas en las que el gobierno local no financió suficientemente el sistema de pensiones, se recortaron los subsidios que compensaban el alto precio de los bienes y servicios en la isla y se congelaron los planes de pensiones.

    Ahora, en lugar de jubilarse con el 75% de su salario, Carabello recibirá sólo el 50%, 2.195 dólares al mes. Tiene derecho a prestaciones de la Seguridad Social, pero no son suficientes para compensar la pensión perdida. “¿Quién puede vivir con 2.000 dólares en un mes? Nadie. Es demasiado duro. Y mi casa aún necesita 12 años más para pagarse”.

    A Carabello, siempre tan fuerte y optimista con sus alumnos, se le saltaron las lágrimas. Pero es raro que se permita tiempo para pensar en sí misma. “Tengo una gran comunidad. Tengo grandes profesores y me siento feliz con lo que hago”, afirma.

    For Puerto Rican schools, Trump’s campaign to dismantle the Department of Education has a particular bite

    Maraida Caraballo Martinez has been an educator in Puerto Rico for 28 years and the principal of the elementary school Escuela de la Communidad Jaime C. Rodriguez for the past seven. She never knows how much money her school in Yabucoa will receive from the government each year because it isn’t based on the number of children enrolled. One year she got $36,000; another year, it was $12,000.

    But for the first time as an educator, Caraballo noticed a big difference during the Biden administration. Because of an infusion of federal dollars into the island’s education system, Caraballo received a $250,000 grant, an unprecedented amount of money. She used it to buy books and computers for the library, white boards and printers for classrooms, to beef up a robotics program and build a multipurpose sports court for her students. “It meant a huge difference for the school,” Caraballo said.

    Yabucoa, a small town in southeast Puerto Rico, was one of the regions hardest hit by Hurricane Maria in 2017. And this school community, like hundreds of others in Puerto Rico, has experienced near constant disruption since then. A series of natural disasters, including hurricanes, earthquakes, floods and landslides, followed by the coronavirus pandemic in 2020, has pounded the island and interrupted learning. There has also been constant churn of local education secretaries — seven in the past eight years. The Puerto Rican education system — the seventh-largest school district in the United States — has been made more vulnerable by the island’s overwhelming debt, mass emigration and a crippled power grid.

    Under President Joe Biden, there were tentative gains, buttressed by billions of dollars and sustained personal attention from top federal education officials, many experts and educators on the island said. Now they worry that it will all be dismantled with the change in the White House. President Donald Trump has made no secret of his disdain for the U.S. territory, having reportedly said that it was “dirty and the people were poor.” During his first term, he withheld billions of dollars in federal aid after Hurricane Maria and has suggested selling the island or swapping it for Greenland. 

    A recent executive order to make English the official language has worried people on the island, where only 1 in 5 people speak fluent English, and Spanish is the medium of instruction in schools. Trump is seeking to eliminate the U.S. Department of Education and has already made sweeping cuts to the agency, which will have widespread implications across the island. Even if federal funds — which last year made up more than two thirds of funding for the Puerto Rican Department of Education, or PRDE — were transferred directly to the local government, it would likely lead to worse outcomes for the most vulnerable children, say educators and policymakers. The PRDE has historically been plagued by political interference, widespread bureaucracy and a lack of transparency.

    And the local education department is not as technologically advanced as other state education departments, nor as able to disseminate best practices. For example, Puerto Rico does not have a “per pupil formula,” a calculation commonly used on the mainland to determine the amount of money each student receives for their education. Robert Mujica is the executive director of the Puerto Rico Financial Oversight and Management Board, first convened under President Barack Obama in 2016 to deal with the island’s financial morass. Mujica said Puerto Rico’s current allocation of education funds is opaque. “How the funds are distributed is perceived as a political process,” he said. “There’s no transparency and there’s no clarity.”

    In 2021, Miguel Cardona, Biden’s secretary of education, promised “a new day” for Puerto Rico. “For too long, Puerto Rico’s students and educators were abandoned,” he said. During his tenure, Cardona signed off on almost $6 billion in federal dollars for the island’s educational system, leading to a historic pay increase for teachers, funding for after-school tutoring programs, hiring of hundreds of school mental health professionals and the creation of a pilot program to decentralize the PRDE.

    Cardona designated a senior adviser, Chris Soto, to be his point person for the island’s education system to underscore the federal commitment. During nearly four years in office, he made more than 50 trips to the island. Carlos Rodriguez Silvestre, the executive director of the Flamboyan Foundation, a nonprofit in Puerto Rico that has led children’s literacy efforts on the island, said the level of respect and sustained interest felt like a partnership, not a top-down mandate. “I’ve never seen that kind of attention to education in Puerto Rico,” he said. “Soto practically lived on the island.”

    Soto also worked closely with Victor Manuel Bonilla Sánchez, the president of the teachers union, Asociación de Maestros de Puerto Rico, or AMPR, which resulted in a deal in which educators received $1,000 more a month to their base salary, a nearly 30 percent increase for the average teacher. “It was the largest salary increase in the history of teachers in Puerto Rico,” Bonilla said, though even with the increase, teachers here still make far less money than teachers on the mainland.

    One of the biggest complaints Soto said he heard was how rigid and bureaucratic the Puerto Rico Department of Education was, despite a 2018 education reform law that allows for more local control. The education agency — the largest unit of government on the island, with the most employees and the biggest budget — was set up so that the central office had to sign off on everything. So Soto created and oversaw a pilot program in Ponce, a region on the island’s southern coast, focusing on decentralization.

    For the first time, the local community elected an advisory board of education, and superintendent candidates had to apply rather than be appointed, Soto said. The superintendent was given the authority to sign off on budget requests directly rather than sending them through officials in San Juan, as well as the flexibility to spend money in his region based on individual schools’ needs.

    In the past, that wasn’t a consideration: For example, Yadira Sanchez, a psychologist who has worked in Puerto Rican education for more than 20 years, remembers when a school got dozens of new air conditioners even though it didn’t need it. “They already had functioning air conditioners,” she said, “so that money was lost.”

    The pilot project also focused on increasing efficiency. For example, children with disabilities are now evaluated at their schools rather than having to visit a special center. And Soto says he tried to remove politics and increase transparency around spending in the PRDE as well. “You can improve invoices, but if your political friends are getting the work, then you don’t have a good school system,” he said.

    Under Biden, Puerto Rico also received a competitive U.S. Department of Education grant for $10.5 million for community schools, another milestone. And the federal department started including data on the territory in some education statistics collected. “Puerto Rico wasn’t even on these trackers, so we started to dig into how do we improve the data systems? Unraveling the data issue meant that Puerto Rico can properly get recognized,” Soto said.

    But already there are plans to undo Cardona’s signature effort in Ponce. The island’s newly elected governor, Jenniffer González Colón, is a Republican and a Trump supporter. The popular secretary of education, Eliezer Ramos Parés, returned earlier this year to head the department after leading it from April 2021 to July 2023 when the governor unexpectedly asked him to resign — not an unusual occurrence within the island’s government, where political appointments can end suddenly and with little public debate. He told The Hechinger Report that the program won’t continue in its current form, calling it “inefficient.”

    “The pilot isn’t really effective,” he said, noting that politics can influence spending decisions not only at the central level but at the regional level as well. “We want to have some controls.” He also said expanding the effort across the island would cost tens of millions of dollars. Instead, Ramos said he was looking at more limited approaches to decentralization, around some human resource and procurement functions. He said he was also exploring a per pupil funding formula for Puerto Rico and looking at lessons from other large school districts such as New York City and Hawaii.

    While education has been the largest budget item on the island for years, it’s still far less than any of the 50 states spend on each student. Puerto Rico spends $9,500 per student, compared with an average of $18,600 in the states.

    The U.S. Department of Education, which supplements local and state funding for students in poverty and with disabilities, has an outsized role in Puerto Rico schools. On the island, 55 percent of children live below the poverty line, compared with 17 percent in the 50 states; for students in special education, the figures are 35 percent and 15 percent, respectively. In total, during fiscal year 2024, more than 68 percent of the education budget on the island comes from federal funding, compared to 11 percent in U.S. states. The department also administers Pell Grants for low-income students — some 72 percent of Puerto Rican students apply — and supports professional development efforts and initiatives for Puerto Rican children who move back and forth between the mainland and territory.

    Linda McMahon, Trump’s new education secretary, has reportedly said that the government will continue to meet its “statutory obligations” to students even as the department shuts down or transfers some operations and lays off staff. The U.S. Department of Education did not respond to requests for comment.

    Some say the Biden administration’s pouring billions of dollars into a troubled education system with little accountability has created unrealistic expectations and there’s no plan for what happens after money is spent. Mujica, the executive director of the oversight board, said the infusion of funds postponed tough decisions by the Puerto Rican government. “When you have so much money, it papers over a lot of problems. You didn’t have to deal with some of the challenges that are fundamental to the system.” And he said there is little discussion of what happens when that money runs out. “How are you going to bridge that gap? Either those programs go away or we’re going to have to find the funding for them,” Mujica said.

    He said efforts like the one in Ponce to bring decision making closer to where the students’ needs are is “vitally important.” Still, he said he’s not sure the money improved student outcomes. “This was a huge opportunity to make fundamental changes and investments that will yield long-term results. I’m not sure that we’ve seen the metrics to support that.”

    Puerto Rico is one of the most educationally impoverished regions, with academic outcomes well below the mainland. On the math portion of the National Assessment of Educational Progress, or NAEP, a test that students across the U.S. take, just 2 percent of fourth graders in Puerto Rico were proficient, the highest score ever recorded for the island, and zero percent of eighth graders were. Puerto Rican students don’t take the NAEP for reading because they learn in Spanish, not English, though results shared by Ramos at a press conference in 2022 showed only 1 percent of third graders were reading at grade level.

    There are some encouraging efforts. Flamboyan Foundation, the nonprofit in Puerto Rico, has been leading an island-wide coalition of 70 partners to improve K-3 literacy, including through professional development. Teacher training through the territory’s education department has often been spotty or optional.

    The organization now works closely with the University of Puerto Rico and, as part of that effort, oversees spending of $3 million in literacy training. Approximately 1,500 or a third of Puerto Rico’s K-5 teachers have undergone the rigorous training. Educators were given $500 as an incentive for participating, along with books for their classrooms and three credit hours in continuing education. “It was a lot of quality hours. This was not the ‘spray and pray’ approach,” said Silvestre. That effort will continue, according to Ramos, who called it “very effective.”

    A new reading test for first through third graders the nonprofit helped design showed that between the 2023 and 2024 school years, most children were below grade level but made growth in every grade. “But we still have a long way to go so that this data can get to teachers in a timely manner and in a way that they can actually act on it,” Silvestre said.

    Kristin Ehrgood, Flamboyan Foundation’s CEO, said it’s too soon to see dramatic gains. “It’s really hard to see a ton of positive outcomes in such a short period of time with significant distrust that has been built over years,” she said. She said they weren’t sure how the Trump administration may work with or fund Puerto Rico’s education system but that the Biden administration had built a lot of goodwill. “There is a lot of opportunity that could be built on, if a new administration chooses to do that.”

    Another hopeful sign is that the oversight board, which was widely protested when it was formed, has cut the island’s debt from $73 billion to $31 billion. And last year board members increased education spending by 3 percent. Mujica said the board is focused on making sure that any investment translates into improved outcomes for students: “Our view is resources have to go into the classroom.”

    Betty A. Rosa, education commissioner and president of the University of the State of New York and a member of the oversight board, said leadership churn in Puerto Rico drives its educational instability. Every new leader is invested in “rebuilding, restructuring, reimagining, pick your word,” she said. “There is no consistency.” Unlike her New York state position, the Puerto Rican education secretary and other positions are political appointments. “If you have permanent governance, then even when the leadership changes, the work continues.”

    Ramos, who experienced this instability when the previous governor unexpectedly asked to resign in 2023, said he met McMahon, the new U.S. secretary of education, in Washington, D.C., and that they had a “pleasant conversation.” “She knows about Puerto Rico, she’s concerned about Puerto Rico, and she demonstrated full support in the Puerto Rico mission,” he said. He said McMahon wanted PRDE to offer more bilingual classes, to expose more students to English. Whether there will be changes in funding or anything else remains to be seen. “We have to look at what happens in the next few weeks and months and how that vision and policy could affect Puerto Rico,” Ramos said.

    Ramos was well-liked by educators during his first stint as education secretary. He will also have a lot of decisions to make, including whether to expand public charter schools and close down traditional public schools as the island’s public school enrollment continues to decline precipitously. In the past, both those issues led to fierce and widespread protests.

    Soto says he’s realistic about the incoming administration having “different views, both ideologically and policywise,” but he’s hopeful the people of Puerto Rico won’t want to go back to the old way of doing things. “Somebody said, ‘You guys took the genie out of the bottle and it’s going to be hard to put that back’ as it relates to a student-centered school system,” Soto said.

    Cardona, whose grandparents are from the island, said Puerto Rico had seen “academic flatlining” for years. “We cannot accept that the students are performing less than we know they are capable of,” he told The Hechinger Report, just before he signed off as the nation’s top education official. “We started change; it needs to continue.”

    Principal Carabello’s small school of 150 students and 14 teachers has been slated for closure three times already, though each time it has been spared in part because of community support. She’s hopeful that Ramos, with whom she’s worked previously, will turn things around. “He knows the education system,” she said. “He’s a brilliant person, open to listen.”

    But the long hours of the past several years have taken a toll on her. She is routinely in school from 6:30 a.m. to 6:30 p.m. “You come in when it’s dark and you leave when it’s dark,” she said. There have been many new platforms to learn and new projects to implement. She wants to retire but can’t afford to. After decades of the local government underfunding the pension system, allowances that offset the high price of goods and services on the island were cut and pension plans were frozen.

    Now instead of retiring with 75 percent of her salary, Carabello will receive only 50 percent, $2,195 a month. She is entitled to Social Security benefits, but it isn’t enough to make up for the lost pension. “Who can live with $2,000 in one month? Nobody. It’s too hard. And my house still needs 12 years more to pay.”

    Carabello, who is always so strong and so optimistic around her students, teared up. But it’s rare that she allows herself time to think about herself. “I have a great community. I have great teachers and I feel happy with what I do,” she said.

    She’s just very, very tired.

    How Trump is disrupting efforts by schools and colleges to combat climate change

    LeeAnn Kittle helps oversee the Denver public school district’s work to reduce carbon emissions by 90 percent by 2050.

    In January, her job got a lot tougher. 

    Denver expected to receive tax credits via the Inflation Reduction Act for an additional 25 electric school buses. President Donald Trump attempted to freeze clean energy funds through the IRA in his first days in office. Kittle, the district’s executive director of sustainability, also considered applying for tax credit-like payments for energy-efficient heat pumps for the district’s older buildings that lack air conditioning. And she’d intended to apply this spring for a nearly $12 million grant through Renew America’s Schools, a Department of Energy program to help schools become more energy efficient. Staff working on that program have left and its future is uncertain.  

    “I think we’re all in shock,” said Kittle. “It’s like someone put us in a snow globe and shook us up, and now we’re asked to stand straight. And it’s like I don’t know how to stand straight right now.”

    Since January, the Trump administration has launched a broadside against efforts to reduce gases that cause climate change, including by freezing clean energy spending, slashing environmental staff and research, scrubbing the words “climate change” from websites, and rethinking decades of science showing the harms of global warming to human health and the planet. Experts and education leaders say those actions — some of which have been challenged in court — are disrupting, but not extinguishing, efforts by schools and colleges to curtail their emissions and reduce their toll on the planet.

    At the start of the year, the State University of New York was awarded $15 million to buy 350 electric vehicle charging stations. “We have yet to see the dollars,” said its chancellor, John B. King Jr. A webinar on the Department of Transportation grant program, which is funded by the bipartisan infrastructure act, was canceled. “It’s been radio silence,” said Carter Strickland, the SUNY chief sustainability officer. 

    The SUNY system, which owns a staggering 40 percent of New York State’s public buildings, had also planned to apply for IRA payments for a variety of projects to electrify campuses, reduce pollution and improve energy efficiency. In November, it applied for approximately $1.45 million for an Oneonta campus project that uses geothermal wells to provide heating and cooling. It still expects to get that money since the project is complete and the IRA remains law, but it can no longer count on payments for newer projects, King said. 

    “What the IRA did was turbocharged everything and gave many more players the ability to see themselves as part of a clean energy economy,” said Timothy Carter, president of Second Nature, a group that supports climate work in higher education. But the confusion that the Trump administration has sowed — even though the IRA has not been repealed — means both K-12 and higher education institutions are reconsidering clean energy projects. 

    There’s no count of how many colleges have sought funding through the IRA and bipartisan infrastructure act-funded programs, said Carter, but the work is spread across red and blue states, and some education systems have dozens of projects under construction. The University of California system, for example, filed applications for more than 70 projects, including a $1 billion project to replace UC Davis’s leaky and inefficient heating and cooling system and a project at UC Berkeley to phase out an old power plant and replace it with a microgrid. 

    “We remain hopeful that funding will be provided per the program provisions,” David Phillips, associate vice president for capital programs at the University of California, wrote in an email. 

    Sara Ross, co-founder of Undaunted K12, which helps school districts green their operations, said her group tells school leaders that for now, “energy tax credits are still the law of the land.” 

    But she expects those credits could be eliminated in the new tax bill that Congress is negotiating this year. 

    In the past, entities that begin construction on projects before any changes in a new law go into effect have been grandfathered in and still received that money, she said. “No promises,” Ross said, but historically that’s how such tax credit scenarios have worked. She said some school districts are speeding up projects to beat that possible deadline, while others are abandoning them.

    There is some political movement to preserve clean energy tax credits. Roughly 85 percent of the private-sector dollars that have gone into clean energy projects are in GOP-led districts, according to a report last year. Some GOP lawmakers have advocated for maintaining that funding, which has contributed to a surge in renewable energy jobs.  

    Steven Bloom, assistant vice president of government relations with the American Council on Education, said that gives supporters of the IRA some hope. But he said that many higher education institutions are facing so much pain and uncertainty from other Trump administration actions, like the National Institutes of Health’s plan to slash overhead payments and investigations into alleged antisemitism, that unfortunately “climate investments may get pushed down the ladder of priorities in the near term.”

    Another important vehicle for greening schools, the Renew America’s Schools grant program, was started in 2022 with $500 million for school districts. Many of the Department of Energy staff working on that effort have left, Ross said, and some school districts have not heard back about the status of funding for their projects.    

    In Massachusetts, the Lowell school district won a prize through the Renew America program that could unlock up to $15 million to help the district improve its aged facilities. The district’s facilities for the most part lack air conditioning and schools have been closed on occasion due to high temperatures.

    Katherine Moses, the city of Lowell’s sustainability director, wrote in an email that the district had so far pocketed $300,000 that it is using for energy audits to identify inefficiencies and lay the groundwork for a larger investment. It’s unclear what could happen beyond that and if the district will receive more money. She said Lowell is proceeding according to the requirements of the grant “until we hear otherwise from DOE.” 

    More than 3,400 school districts have applied for money through programs created under the bipartisan infrastructure law and the IRA to electrify school buses. After a federal judge ruled against the administration’s freeze on clean energy spending, grants through those programs appear to have been unfrozen and districts have been able to access payments, said Sue Gander, director of the electric school bus initiative with the nonprofit World Resources Institute. 

    But rebates for electric buses are still stalled, she said. Districts are submitting forms to receive rebates, she said, “but there’s no communication coming back to them through the system about the status of their award or any indication that any payment that may have been requested is being provided.”  

    The Transportation and Energy departments and the Environmental Protection Agency, which runs the Clean School Bus Program, did not respond by deadline to requests for comment for this article.  

    King, of SUNY, noted that climate change is already negatively affecting young people and contributing to worsening disasters like floods and fires. For some faculty, staff and students, the backtracking from climate action at the federal level is stirring disappointment and fear, he said. “There is this very intense frustration that as a society we are stopping efforts to deal with what is truly an existential threat.”

    My colleague Neal Morton traveled to northwest Colorado for a story on how phasing out coal-powered plants affects school budgets and career prospects for graduates. School districts haven’t done enough to plan for those changes or prepare students for alternate careers, he writes, and renewable energy projects are not popping up fast enough to smooth the financial pain.  

    Some 725,000 students at more than 1,000 schools faced school closures during the California wildfires in January, according to a new report from Undaunted K12 and EdTrust. The fire had a disproportionate impact on students living in poverty and from underrepresented backgrounds, the report says: Three-quarters of the affected students came from low-income households, and 66 percent were Hispanic. 

    The U.S. Coast Guard Academy removed the words “climate change” from its curriculum, reports Inside Climate News. The academy falls under the purview of the Department of Homeland Security, whose new director, Kristi Noem, issued a directive in February to “eliminate all climate change activities and the use of climate change terminology in DHS policies and programs.”

    Schools with satisfactory heating systems reduce student absences by 3 percent and suspensions by 6 percent, and record a 5 percent increase in math scores, according to a study by researchers at the University at Albany, State University of New York. Schools with satisfactory cooling systems see an increase of 3 percent in reading scores.
