    Teacher stress levels have surpassed pandemic-era highs

    America’s K-12 educators are more stressed than ever, with many considering leaving the profession altogether, according to new survey data from Prodigy Education.

    The Teacher Stress Survey, which polled more than 800 K-12 educators across the U.S., found that nearly half of teachers (45 percent) view the 2024-25 school year as the most stressful of their careers. The surveyed educators were also three times more likely to say that the 2024-25 school year has been the hardest compared to 2020, when they had to teach during the height of the COVID-19 pandemic.

    Student behavior challenges (58 percent), low compensation (44 percent), and administrative demands (28 percent) are driving teacher burnout and turnover at alarming rates. Public school teachers were more likely to report stress from unrealistic workloads, large class sizes, school safety concerns, and student behavior issues than their private school counterparts.

    “The fact that stress levels for so many teachers have exceeded those of the pandemic era should be a wake-up call,” said Dr. Josh Prieur, director of education enablement at Prodigy Education and former assistant principal in the U.S. public school system. “Teachers need tangible, meaningful, and sustained support … every week of the year.”

    Additional key findings include:

    • The vast majority of teachers (95 percent) are experiencing some level of stress, with more than two-thirds (68 percent) reporting moderate to very high stress. K-5 teachers were the most likely to feel extremely/very stressed (33 percent). Sixty-three percent of teachers report that their current stress levels are higher than when they first started teaching. 
    • Nearly one in 10 teachers surveyed (9 percent) are planning to leave the profession this year, while nearly one in four (23 percent) are actively thinking about it. One-third of teachers do not expect to be teaching three years from now, likely because nearly half (48 percent) of teachers don’t feel appreciated for the work that they do.
    • Teachers are finding ways to prioritize their well-being, but time limits and job pressures often get in the way. Seventy-eight percent of teachers say they actively make time for self-care, but nearly half (43 percent) feel guilty for spending time on self-care and 78 percent have skipped self-care due to work demands. Implementing school-provided self-care perks and mandatory self-care breaks would appeal to teachers, with 85 percent and 76 percent taking advantage of each benefit, respectively.
    • Top solutions that would reduce teachers’ stress include a higher salary (59 percent), a four-day school week (33 percent), stronger classroom discipline policies (32 percent), and smaller class sizes (25 percent). Public school teachers were more likely to prefer a shorter week, while private school educators opted for higher pay. 

    “Teacher Appreciation Week should serve as the starting point for building systems that show we value teachers’ time, talent, and well-being,” said Dr. Prieur. “Districts can do this by investing in tools that reduce the burden on teachers, prioritizing time for self-care and implementing policies that reinforce teachers’ value as an ongoing commitment to bettering the profession.”

    Trump cuts could expose student data to cyber threats

    When hackers hit a school district, they can expose Social Security numbers, home addresses, and even disability and disciplinary records. Now, cybersecurity advocates warn that the Trump administration’s budget and personnel cuts, along with rule changes, are stripping away key defenses that schools need.

    “Cyberattacks on schools are escalating and just when we need federal support the most, it’s being pulled away,” said Keith Krueger, chief executive officer of the Consortium for School Networking, an association of technology officials in K-12 schools.

    The stakes are high. Schools are a top target in ransomware attacks, and cyber criminals have sometimes succeeded in shutting down whole school districts. The largest such incident occurred in December, when hackers stole personal student and teacher data from PowerSchool, a company that runs student information systems and stores report cards. The theft included data from more than 60 million students and almost 10 million teachers. PowerSchool paid an undisclosed ransom, but the criminals didn’t stop. Now, in a second round of extortion, the same cyber criminals are demanding ransoms from school districts.  

    The federal government has been stepping up efforts to help schools, particularly since a 2022 cyberattack on the Los Angeles Unified School District, the nation’s second-largest. Now this urgently needed assistance is under threat. 

    Warning service

    Of chief concern is a cybersecurity service known as MS-ISAC, which stands for Multi-State Information Sharing and Analysis Center. It warns more than 5,700 schools around the country that have signed up for the service about malware and other threats and recommends security patches. This technical service is free to schools, but is funded by an annual congressional appropriation of $27 million through the Cybersecurity and Infrastructure Security Agency (CISA), an agency within the Department of Homeland Security.

    On March 6, the Trump administration announced a $10 million funding cut as part of broader budget and staffing cuts throughout CISA. That was ultimately negotiated down to $8.3 million, but the service still lost more than half of its remaining $15.7 budget for the year. The non-profit organization that runs it, the Center for Internet Services, is digging into its reserves to keep it operating. But those funds are expected to run out in the coming weeks, and it is unclear how the service will continue operating without charging user fees to schools. 

    “Many districts don’t have the budget or resources to do this themselves, so not having access to the no cost services we offer is a big issue,” said Kelly Lynch Wyland, a spokeswoman for the Center for Internet Services.  

    Sharing threat information

    Another concern is the effective disbanding of the Government Coordinating Council, which helps schools address ransomware attacks and other threats through policy advice, including how to respond to ransom requests, whom to inform when an attack happens and good practices for preventing attacks. This coordinating council was formed only a year ago by the Department of Education and CISA. It brings together 13 nonprofit school organizations representing superintendents, state education leaders, technology officers and others. The council met frequently after the PowerSchool data breach to share information. 

    Now, amid the second round of extortions, school leaders have not been able to meet because of a change in rules governing open meetings. The group was originally exempt from meeting publicly because it was discussing critical infrastructure threats. But the Department of Homeland Security, under the Trump administration, reinstated open meeting rules for certain advisory committees, including this one. That makes it difficult to speak frankly about efforts to thwart criminal activity.

    Non-governmental organizations are working to resurrect the council, but it would be in a diminished form without government participation.

    “The FBI really comes in when there’s been an incident to find out who did it, and they have advice on whether you should pay or not pay your ransom,” said Krueger of the school network consortium. 

    A federal role

    A third concern is the elimination in March of the education Department’s Office of Educational Technology. This seven-person office dealt with education technology policies — including cybersecurity. It issued cybersecurity guidance to schools and held webinars and meetings to explain how schools could improve and shore up their defenses. It also ran a biweekly meeting to talk about K-12 cybersecurity across the Education Department, including offices that serve students with disabilities and English learners. 

    Eliminating this office has hampered efforts to decide which security controls, such as encryption or multi-factor authentication, should be in educational software and student information systems. 

    Many educators worry that without this federal coordination, student privacy is at risk. “My biggest concern is all the data that’s up in the cloud,” said Steve Smith, the founder of the Student Data Privacy Consortium and the former chief information officer for Cambridge Public Schools in Massachusetts. “Probably 80 to 90 percent of student data isn’t on school-district controlled services. It’s being shared with ed tech providers and hosted on their information systems.”

    Security controls

    “How do we ensure that those third-party providers are providing adequate security against breaches and cyber attacks?” said Smith. “The office of ed tech was trying to bring people together to move toward an agreed upon national standard. They weren’t going to mandate a data standard, but there were efforts to bring people together and start having conversations about the expected minimum controls.”

    That federal effort ended, Smith said, with the new administration. But his consortium is still working on it. 

    In an era when policymakers are seeking to decrease the federal government’s involvement in education, arguing for a centralized, federal role may not be popular. But there’s long been a federal role for student data privacy, including making sure that school employees don’t mishandle and accidentally expose students’ personal information. The Family Educational Rights and Privacy Act, commonly known as FERPA, protects student data. The Education Department continues to provide technical assistance to schools to comply with this law. Advocates for school cybersecurity say that the same assistance is needed to help schools prevent and defend against cyber crimes.

    “We don’t expect every town to stand up their own army to protect themselves against China or Russia,” said Michael Klein, senior director for preparedness and response at the Institute for Security and Technology, a nonpartisan think tank. Klein was a senior advisor for cybersecurity in the Education Department during the previous administration. “In the same way, I don’t think we should expect every school district to stand up their own cyber-defense army to protect themselves against ransomware attacks from major criminal groups.” 

    And it’s not financially practical. According to the school network consortium only a third of school districts have a full-time employee or the equivalent dedicated to cybersecurity. 

    Budget storms ahead

    Some federal programs to help schools with cybersecurity are still running. The Federal Communications Commission launched a $200 million pilot program to support cybersecurity efforts by schools and libraries. FEMA funds cybersecurity for state and local governments, which includes public schools. Through these funds, schools can obtain phishing training and malware detection. But with budget battles ahead, many educators fear these programs could also be cut. 

    Perhaps the biggest risk is the end to the entire E-Rate program that helps schools pay for the internet access. The Supreme Court is slated to decide this term on whether the funding structure is an unconstitutional tax.

    “If that money goes away, they’re going to have to pull money from somewhere,” said Smith of the Student Data Privacy Consortium. “They’re going to try to preserve teaching and learning, as they should.  Cybersecurity budgets are things that are probably more likely to get cut.

    “It’s taken a long time to get to the point where we see privacy and cybersecurity as critical pieces,” Smith said. “I would hate for us to go back a few years and not be giving them the attention they should.”

    • It took the education sector 4.8 months on average to report data breaches following ransomware attacks between 2018 and 2025, according to a report released last week by Comparitech.
    • Colleges and schools had the highest average reporting time for ransomware data breaches when compared to the business, government and healthcare sectors, Comparitech found in its analysis of over 2,600 U.S. ransomware attacks. 
    • At the same time, education companies — counted separately from colleges and schools — saw even higher reporting times at 6.3 months. Waiting months to disclose a data breach is dangerous, given that stolen data can be on the dark web before victims even know a breach happened, wrote the researchers for Comparitech, a cybersecurity and online privacy product review website.

    Dive Insight:

    Delayed reporting of data breaches comes at a time when schools and ed tech companies alike are grappling with the ongoing threat of ransomware attacks.

    Illustrating the prolonged response times for ransomware breaches, the latest Comparitech report pointed to Texas’ Alvin Independent School District confirming just this month that a June 2024 data breach impacted nearly 48,000 people. The data involved names, Social Security numbers, credit and debit card numbers, financial account information, medical and health insurance information, and state-issued IDs. 

    Organizations often wait to disclose a data breach because they are unsure if data was stolen following a ransomware attack until the hacker posts the stolen information on the dark web, Comparitech said. 

    “Data theft is a common component of ransomware attacks, so it’s not unreasonable for companies to assume hackers stole data, even if there isn’t any evidence to suggest data theft at first,” researchers wrote. “The worst thing to do is to jump to the conclusion that data hasn’t been stolen.”

    The FBI also advises against paying threat actors following a ransomware attack. If organizations pay a ransom, it still doesn’t guarantee any data will be recovered, the agency’s website states, adding that ransom payments can actually encourage more attacks.

    K-12 school districts have been especially concerned about a widespread breach of student and staff data across North America following a December 2024 ransomware attack on ed tech provider PowerSchool. 

    Though PowerSchool disclosed the cybersecurity incident about a week later, the company allegedly told districts not to worry about sensitive student and staff information being exposed. Five months later, however, PowerSchool publicly confirmed that, despite paying a ransom to threat actors, multiple school districts were being extorted with the same information stolen in the December incident.

    Since then, over 100 school districts — including Tennessee’s largest school system, Memphis-Shelby County Schools — have sued PowerSchool for negligence, breach of contract and false advertising.

    To make decisions about when and where to pursue their next educational credential, students and their families need to be able to understand the full picture of pursuing further education. They need access to real-time program information, which includes data on enrollment and completion, program performance, financial aid availability, employment, and return on investment.

    A new publication from the Data Quality Campaign highlights the current landscape and challenges of state data systems for postsecondary education and offers recommendations to align state and institutional data systems.

    Key findings include:

    How the existing postsecondary and workforce data landscape varies

    According to the report, nearly all states have agencies that oversee postsecondary institutions and collect some student or programmatic data within postsecondary student unit record systems (PSURSs). However, the authors note that agency-specific data are often disconnected from other sectors’ data. As a result, student information cannot connect with postgraduation outcomes, as is possible with statewide longitudinal data systems.

    Education and workforce data systems differ greatly across states. Sixty-eight percent of PSURSs connect to workforce data, but only 11 percent identify the industry and general occupation that individuals are employed in.

    States collect a variety of postsecondary data from institutions through a variety of methods, but the report emphasizes that states identify many common uses of the data, such as in supporting workforce alignment.

    Data challenges that states are facing

    The report observes that federal funding for states to develop data systems has been increasingly siloed, with different grant programs focusing on the development of data systems that each have a narrow focus (e.g., workforce and K–12 data).

    Education and workforce data systems identify students using different methods, making connecting individuals’ data and tracking their pathways difficult. However, the authors note that some states are making changes to improve matching accuracy.

    Recommendations for states to proactively use data in cooperation with postsecondary institutions

    The report recommends that states ensure data are used in collaboration with postsecondary institutions to inform policy and practice. By evaluating trends in postsecondary completion, employment outcomes, and employment needs, policymakers can refine programs that guide students into pathways with high completion and high-paying careers.

    • Threat actors are trying to extort some public schools by threatening them with teacher and student information stolen in a December 2024 data breach of PowerSchool’s Student Information System, according to recent statements from the ed tech software provider and the North Carolina Department of Public Instruction. 
    • PowerSchool confirmed on Wednesday that it paid a ransom to threat actors shortly after the Dec. 28, 2024, data breach. The company added that it believes the threat actors seeking ransoms from schools are using the same compromised data set from the December incident, which included student and staff names, contact information, some Social Security numbers, medical notes and a limited number of passwords. 
    • While PowerSchool’s December data breach appeared to impact a wide range of school districts across North America, a spokesperson on Friday told K-12 Dive that the threat actors have only contacted four school districts. Schools in locations ranging from North Carolina to Toronto began to report receiving such ransom threats this week.

    For years, the FBI has advised schools and other organizations not to pay ransomware demands, because doing so can embolden threat actors and there’s no guarantee that stolen data will be recovered.

    PowerSchool acknowledged in a Wednesday statement that it made a “very difficult decision” to pay a ransom after the December 2024 incident. The company said it thought paying a ransom was the best option for preventing the data from going public. 

    “In the days following our discovery of the December 2024 incident, we made the decision to pay a ransom because we believed it to be in the best interest of our customers and the students and communities we serve,” PowerSchool said. “As is always the case with these situations, there was a risk that the bad actors would not delete the data they stole, despite assurances and evidence that were provided to us.”

    A PowerSchool spokesperson said the company is not disclosing how much it paid to the threat actor. 

    Meanwhile in North Carolina, the state’s education department pointed out in a Wednesday statement that PowerSchool had assured its customers five months ago that the data compromised in the December 2024 data breach was not shared and had been destroyed. 

    “Unfortunately, that has proven to be incorrect,” the North Carolina Department of Public Instruction said. “PowerSchool is the party responsible for the breach. There is nothing NCDPI, school districts or individual schools could have done to prevent these violations.”

    The state education department added that it will not engage with the threat actors and that doing so would violate North Carolina law.

    Additionally, the department said the incident appears to be a global cybersecurity incident impacting customers in multiple states and Canada. An FBI investigation into the matter is ongoing, according to NCDPI.

    PowerSchool is working directly with the contacted schools and law enforcement, the company’s spokesperson said. The company is also providing free credit monitoring and identity protection services to students and staff. 

    Public pushback against PowerSchool since it announced the initial data breach in January has included multiple class action lawsuits. The company serves over 60 million students and 18,000 educational customers.

    The data breach occurred after a threat actor gained unauthorized access to an unknown amount of student and staff data by infiltrating the company’s PowerSource customer support portal for district and school staff. PowerSchool previously confirmed to K-12 Dive that the same system lacked multifactor authentication — a standard and encouraged practice for securing sensitive data.

    IHEC‘s report,Towards a Future UK International Higher Education Strategy: Resilience, Purpose and Precision, released in April 2025, describes accurate data and timely insights as “the lifeblood” of an effective international education strategy.

    The Commission is calling on the government develop a digital data portal for international student information, accessible to universities and relevant public bodies.

    Its vision is a significant leap from the fragmented systems the sector currently relies on – where data is outdated and siloed across agencies.

    Stakeholders frequently point out that UK policy often trails real-world data by nearly two years.

    The Commission envisions a secure portal compiling data from various sources – Home Office visa issuance, HESA enrolments, accommodation, and health service usage – tracking, almost in real time, where international students are coming from and enrolling.

    Imagine a world where universities can instantly access up-to-date visa grant statistics by country, and local councils can anticipate the number of international students arriving in their area.

    With real-time insights at their fingertips, IHEC suggests that institutions, policymakers, and stakeholders could plan proactively – enhancing housing, support services, and infrastructure.

    “A system like this is entirely within our competence to establish,” according to IHEC.

    This isn’t the only tool the Commission has in its sights. As part of its ambitions, it also advocates for a market intelligence platform that would equip the UK with the insights needed to stay ahead of global competitors.

    “Via a public-private partnership (perhaps a tender to specialist data firms), we could build a system that aggregates data on international education demand worldwide – including demographics, economic indicators, competitor country trends, search engine, and agent application data – to predict future demand patterns,” outlined the report.

    The platform would answer key questions like: “Which emerging markets are gaining interest?” or “What’s the projected demand for STEM Masters over the next five years?”

    “The sector must have access to better and more timely data about what is happening in international recruitment markets, as well as how this is playing out
    at institutional and sector levels, to more effectively address challenges and opportunities,” asserted Chris Skidmore, IHEC chair and former UK universities minister.

    With this intelligence, the Commission hopes the UK can spot opportunities early and respond to risks before they grow. It should also include an open-source competitor tracker – comparing performance across countries on things like visa wait times, tuition fees, and scholarship availability – so the UK can see how it stacks up and stay competitive.

    To steer these efforts, the Commission recommends establishing a public-private sector International Education Data and Insight Taskforce, made up of statisticians and analysts from various government departments, as well as industry experts and leaders from the growing number of private sector companies that provide sophisticated data about current and potential future trends.

    The Commission names Enroly, Studyportals, IDP and QS as key players doing valuable work in this area.
