    The Trump administration says one of its primary goals in education is to expand school choice and put power back in the hands of parents. Yet it has killed the main way to track one of the most rapidly growing options — learning at home. 

    The Education Department began counting the number of homeschooled children in 1999, when fewer than 2 percent of students were educated this way. Homeschooling rose by 50 percent in the first decade of the 2000s and then leveled off at around 3 percent

    The most recent survey of families took place in 2023, and it would have been the first indication of the growth of homeschooling since the pandemic. The data collection was nearly finished and ready to be released to the public, but in February, Elon Musk’s Department of Government Efficiency (DOGE) terminated the contract for this data collection, which is part of the National Household Education Survey, along with 88 other education contracts. Then in March, the federal statisticians who oversee the data collection and could review the final figures were fired along with almost everyone else at the National Center for Education Statistics (NCES). As things stand now, this federal homeschool data is unlikely to ever be released.

    “Work on these data files has stopped and there are no current plans for that work to continue,” said a spokesman for the American Institutes for Research, a nonprofit research organization that had held the contract to collect and analyze the data before DOGE canceled it. 

    The loss of this data upset both avid supporters and watchdogs of school choice, particularly now that some states are expanding their Education Savings Account (ESA) programs to transfer public funds directly to families who homeschool their children. Angela Watson, a prominent Johns Hopkins University researcher who runs the Homeschool Research Lab, called it a “massive loss.” Robert Maranto, a professor in the department of education reform at the University of Arkansas, said that in the past, the federal statistics have helped “dispel some of the myths” that homeschooling is “overwhelmingly white,” when, in fact, a more diverse population is learning this way. Maranto also serves as the editor of the Journal of School Choice. The most recent issue was devoted to homeschooling and about half the articles in it cited NCES reports, he said. 

    “There is a certain irony that a pro-school choice administration would cut objective data that might help increase acceptance of homeschooling,” said Maranto.

    It is unclear what will happen to the unreleased 2023 homeschooling data or if the Education Department will ever collect homeschool statistics in the future. 

    In response to questions about the fate of the homeschooling data, Education Department spokeswoman Madison Biedermann said that its research arm, the Institute of Education Sciences, is in possession of the data and that it is “reviewing how all its contractual activities can best be used to meet its statutory obligations.”

    Last September, the Education Department released some preliminary statistics from the 2023 survey. It noted a small increase in traditional homeschooling since 2019 but a large increase in the number of students who were enrolled in an online virtual school and learning from home full time. Together, more than 5 percent of U.S. students were learning at home in one of these two ways. Fewer than 4 percent were learning at home in 2019.

    Researchers were keen to dig into the data to understand the different flavors of homeschooling, from online courses to microschools, which are tiny schools that often operate in private homes or places of worship. Researchers also want to understand why more parents are opting for homeschooling and which subjects they are directly teaching their children, all questions that are included in the parent survey conducted by the Education Department.

    Tracking homeschooling is notoriously difficult. Families who choose this option can be distrustful of government, but this was one of the few surveys that homeschool advocates cited to document the growth in their numbers and they advised the writers of the federal survey on how to phrase questions. 

    Beginning in 2020, the U.S. Census Bureau also began collecting some data on homeschooling, but those statistics cannot be directly compared with the Education Department data and without a historical record, the census data is less useful, researchers said. It is also unclear if this census data will continue. Some states collect data on homeschooling, but researchers said they do it in different ways, making it impossible to compare homeschooling across states.

    Patrick Wolf, a professor of education policy who studies school choice at the University of Arkansas, was also dismayed by the loss of the Education Department’s statistics. 

    “A federal government agency has been collecting national statistics on education since 1867,” he said. “State and local policy makers and practitioners will be severely challenged in doing their work if they don’t have good data from the feds regarding public schooling, private schooling, and homeschooling. Sending education authority to the states only will work well if the federal government continues to collect and publish comprehensive data on schooling. Otherwise, state and local officials are being asked to fly blind.”

    Professional services staff need equal recognition – visibility in sector data would be a good start

    Achieving recognition for the significant contribution of professional services staff is a collaborative, cross-sector effort.

    With HESA’s second consultation on higher education staff statistics welcoming responses until 3 April, AGCAS has come together with a wide range of membership bodies representing professional services staff across higher education to release a statement warmly welcoming HESA’s proposal to widen coverage of the higher education staff record to include technical staff and professional and operational staff.

    By creating a more complete staff record, HESA aim to deliver better understanding of the diverse workforce supporting the delivery of UK higher education. AGCAS, together with AHEP, AMOSSHE, ASET, CRAC-Vitae, NADP and UMHAN, welcome these proposals. We have taken this collaborative approach because we have a common goal of seeking wider recognition for the outstanding contributions and work of our members in professional services roles, and the impact they make on their institutions, regions, graduates and students.

    A matter of visibility

    Since the 2019–20 academic year, higher education providers in England and Northern Ireland have had the option to return data on non-academic staff to HESA. However, this has led to a lack of comprehensive visibility for many professional services staff. In the 2023–24 academic year, out of 228 providers only 125 opted to return data on all their non-academic staff – leaving 103 providers opting out.

    This gap in data collection has raised concerns about the recognition and visibility of these essential staff members – and has not gone unnoticed by professional services staff themselves. As one AGCAS member noted:

    Professional service staff have largely remained invisible when reporting on university staff numbers. Professional services provide critical elements of student experience and outcomes, and this needs to be recognised and reflected better in statutory reporting.

    This sentiment underscores the importance of the proposed changes by HESA, and the reason for our shared response.

    Who is and is not

    A further element of the consultation considers a move away from the term “non-academic” to better reflect the roles and contributions of these staff members and proposes to collect data on staff employment functions.

    Again, we collectively strongly support these proposed changes, which have the potential to better understand and acknowledge the wide range of staff working to deliver outstanding higher education across the UK. The term non-academic has long been contentious across higher education. While continuing to separate staff into role types may cause issues for those in the third space, shifting away from a term and approach that defines professional services staff by othering them is a welcome change.

    As we move forward, it is essential to continue fostering collaboration and mutual respect between academic and professional services staff. Challenging times across higher education can create or enhance partnership working between academic and professional services staff, in order to tackle shared difficulties, increase collaboration and form strategic alliances.

    A better environment

    By working in this way, we can create a more inclusive and supportive environment that recognises the diverse contributions of all staff members, ultimately enhancing outcomes for all higher education stakeholders, particularly students.

    Due to the nature of our memberships, our shared statement focuses on professional services staff in higher education – but we also welcome the clear focus on operational and technical staff from HESA, who again make vital contributions to their institutions.

    We all know that representation matters to our members, and the higher education staff that we collectively represent. HESA’s proposed changes could help to start a move towards fully and equitably recognising the vital work of professional services staff across higher education. By expanding data collection to include wider staff roles and moving away from the term “non-academic”, we can better understand and acknowledge the wide range of contributions that support the higher education sector.

    This is just the first step towards better representation and recognition, but it is an important one.

    Strengthening data and insights into our changing university research landscape by Jessica Corner

    The UK continues as a global leader in research and innovation and our universities are uniquely strong contributors, among which are the highest performing in the world. We have some of the highest-intensity innovation ecosystems in the world, with universities as the core driver. As a country, our invention record is well recognised. The UK, with its powerful life sciences effort, delivered one of the first UK COVID-19 vaccines, saving millions of lives around the world and only possible because of long-standing investment in research that became serendipitously essential. In cities across the UK, universities act as pillar institutions with positive and reinforcing effects on their local economies. We have a rich network of specialist institutions that excel in music, the arts, medicine and life sciences. Our universities continue to deliver discoveries, technologies, creative insights, talent for our industries and public services and so much more. Many have the scale and reach to deliver across the full span of research and innovation to enterprise and commercialisation.

    A unique feature, and underpinning this extraordinary record, is our dual support funding system. That system balances competitive grant funding from UKRI Research Councils, charities, business, and others with long-term stable underpinning funds to enable universities to pursue ambitious and necessary strategies, develop research strengths, foster talent, pivot towards new fields, collaborate and maintain research infrastructure.

    However, the sector faces unprecedented challenges. Erosion of the value of student fees and the growing costs of delivering education, disruptions to anticipated income from international student fees, a slow erosion of the value of QR, rising costs of research and a mismatch between this and cost recovery from grants has created a perfect storm and unsustainable operating models for most institutions. The additional £5bn a year in funding from universities’ own surpluses towards research and innovation is no longer guaranteed. The sector has and continues to evolve in response to a changing landscape, but consideration is needed about how best to support the sector to change.

    Research England’s role is to support a healthy, dynamic, diverse, and inclusive, research and innovation system in universities in England6. We work by facilitating and incentivising system coherence, acting as both champion and challenger. In partnership we aim to create and sustain the conditions for the system to continue delivering excellence and leverage resources far beyond funding provided by government. We are working to enhance the data and evidence to support our role as expert, evidence-based funder and on the outcomes that the funding delivers. In fulfilling this role and against the current context, Research England has two initiatives that we will be taking forward in the coming weeks.

    Our ongoing programme to review the principles underpinning our funding and mechanisms by which we allocate research funds to institutions has reached a point where we are seeking to increase the visibility and transparency of how these funds are deployed by institutions. We are developing an approach, designed to be light touch and low burden that asks universities to report back on their use of strategic institutional research funding. We will begin testing the approach with a selection of institutions in the coming months and, subject to the outcomes of this initial engagement, aim to roll out a pilot with institutions in the 2025/26 academic year. We will be communicating to institutions directly about the pilot in the early Autumn. In the second phase of this work, we intend to work with institutions to develop a forward-looking strategic element that will give insight into plans and then how decisions are made about the deployment of funding. For the programme, we are also reviewing the effectiveness of the different unhypothecated and ring-fenced research funds provided to institutions. When fully implemented, the information we will acquire will enable Research England greater visibility of the role of institutions and the contribution of our formula-based research funding (including QR) to the research and innovation system while also contributing to efforts to have more systematic and timely data.

    A second strand of work is our programme to monitor the implications for the sustainability of research in universities against the current financial context. We are seeking to better understand how challenges are impacting universities’ ability to deliver research and innovation and maintain research capabilities, capacity, and facilities and, in turn, further strengthen assurance with more robust data. In partnership with the Department for Innovation Science and Technology, we have commissioned the Innovation Research Caucus with OMB Research Ltd to undertake a survey into how institutions are responding to current pressures with respect to research and innovation. The survey will provide important data that can support advice to government and others on the extent of universities’ financial challenges, how these issues are being managed, and how this impacts their investment and planning in the research and innovation space. The approach is to provide insights that are currently not available at an aggregate level or in a timely way through national data sets. Additionally, Research England will be asking institutions to report on material changes they are making to research and innovation capabilities and capacity or in relation to wider changes in institutional form or organisation when these may affect the basis on which our funding is awarded.

    We continue to see our role as facilitator, enabler and partner and believe we have a strong reputation for having timely and robust insights into the conditions underpinning our great research and innovation system. These two programmes of work are being taken forward in support of universities and, against the current backdrop, will strengthen Research England’s fundamental role in the research and innovation system. We look forward to working in close partnership with universities as we take these critical work programmes forward.

    U.S. can improve data collection on AI/AN college students

    Native American student enrollment has been on the decline for the past decade, dropping 40 percent between 2010 and 2021, a loss of tens of thousands of students. Of the 15.4 million undergraduate students enrolled in fall 2021, only 107,000 were American Indian or Alaska Native, according to the National Center for Education Statistics.

    Researchers argue that the small population is not as small as it seems, however, due in part to federal practices of collecting data on Native populations, according to a new report from the Brookings Institute, the Institute for Higher Education Policy and the Urban Institute.

    Federal measures of race and ethnicity in postsecondary education data undercount the total population of Native American students, in part due to insufficient sampling, lack of data on tribal affiliation and aggregation practices that erase Native identities, researchers wrote.

    “For too long, Native American students have been severely undercounted in federal higher education data, with estimates suggesting that up to 80 percent are classified as a different race or ethnicity,” Kim Dancy, director of research and policy at IHEP, told Inside Higher Ed. “This chronic data collection failure renders Native students invisible in federal data systems and prevents clear assessments of the resources necessary to support student success.”

    In May 2024, the federal government announced new standards for collecting data on American Indian and Alaska Native (AI/AN) populations, which would improve the inclusivity and accuracy of data for students from these groups.

    The Obama administration introduced similar changes in 2016, but they were never implemented under the first Trump administration in 2017. Researchers worry a similar pattern may follow under the second Trump administration.

    “The second Trump Administration has demonstrated reluctance to prioritize data transparency, which could further jeopardize these efforts and stall progress,” Dancy said. “Without strong implementation of these standards, Native students will continue to be overlooked in federal policy decisions.”

    “It is critical that the Trump administration allow the revised SPD 15 standards to remain in effect, and for officials at ED and elsewhere throughout government to implement the standards in a way that provides Native American students and communities with the same high-quality data that all Americans should be able to access,” report authors wrote.

    Data Analysis at Risk

    The Education Department has canceled dozens of contracts in recent weeks, tied to the Trump administration’s Department of Government Efficiency. Many of these contracts related to student data analysis in both K-12 and postsecondary education.

    State of play: Degree attainment for Native Americans is bleak, according to data presently available. Twenty-six percent of Native American adults in the U.S. hold an associate degree or higher, and only 16 percent hold a bachelor’s degree or higher, according to 2024 data from the U.S. Census Bureau. In comparison, bachelor’s degree attainment by all other races is higher: 20 percent for Latino, 25 percent for Black, 38 percent for multiracial, 40 percent for white and 61 percent for Asian American students.

    Of the 58 percent of American Indian/Alaska Native students who enrolled in higher education beginning in 2009, over half (55 percent) didn’t earn a credential. In 2023, the National Student Clearinghouse Research Center reported six-year completion rates had fallen two percentage points among Native Americans, to 47.5 percent—21 percentage points lower than their white peers and 27 percentage points lower than Asian students in the 2016 cohort.

    Data collection is not the only barrier to Native student representation and completion in higher education, researchers wrote, “but until data on Native American students are more accurate, accessible, and meaningful, it will prove difficult to address these issues,” which include affordability, disparities in access and retention, and a lack of culturally informed wraparound services.

    Digging into data: Data collection at the U.S. Department of Education has several problems that disadvantage Native students more than other groups, according to the report. Native student data is often “topcoded” as Hispanic or Latino, essentially erasing Native student identities, filed under “more than one race” without further detail, or coded without tribal affiliation or citizenship.

    While topcoding students as Latino or Hispanic or categorizing learners as more than one race applies to all racial categories, Native American individuals are categorized this way at a higher rate than any other major group, which diminishes their representation.

    Additionally, ED independently makes decisions to not disaggregate or provide detailed data on racial and ethnic subgroups, such as topcoding Latino or Hispanic students, that is not modeled at other federal agencies, such as the Census Bureau and the Bureau of Labor Statistics.

    The last time the Office of Management and Budget revised data-reporting processes for colleges and universities, which allowed individuals to identify as more than one racial group, final implementation took place in the 2010–11 academic year.

    In the decade and a half since, Native American student enrollment has declined, and researchers say, “The limitations of ED’s student data made it challenging to discern whether this decline represented an actual change in enrollment trends or was due to the new reporting practices’ undercounting of Native college students.”

    A lack of data impacts institutions, tribes and others tracking student outcomes, reducing opportunities to support learners, and the challenges may perpetuate continued misperceptions of Native students’ journeys through higher education.

    New policies: In 2024, OMB created new federal standards around collecting data on race and ethnicity that would enhance data collection when it comes to Native populations. Federal agencies are required to create plans for implementation by September 2025 and be in full compliance by March 2029, leaving the Trump administration responsible for implementation of the revised standards.

    OMB outlined three approaches for agencies on how they might consider presentation of aggregated data on multiracial populations:

    • Alone or in combination, which includes students who identify with more than one racial or ethnic group in all reporting categories.
    • Most frequent multiple responses, reporting on as many combinations of race and ethnicity as possible that meet population thresholds.
    • Combined multiracial or multiethnic respondents into a single category.

    This third option would be most harmful to Native students, because it would perpetuate undercounts, researchers caution, and therefore policymakers should avoid it.

    Moving forward, report authors recommend ED and Congress collect and publish disaggregated data on Native American students, partner with tribal governments to increase data transparency and provide guidance and resources to institutions to improve their quality of data.

    “We encourage the Education Department to continue seeking input from Native communities, including voices that have been historically excluded from policy-development efforts,” Dancy said. “Accurate data alone won’t eliminate the structural inequities Native students face. But without the data, we cannot begin to dismantle the inequities.”

    Ed data goes dark: Why it matters (opinion)

    When President Donald Trump and Elon Musk’s Department of Government Efficiency set out to slash billions from the federal budget, it puzzled me as to why one of their first targets was an obscure data collection and research agency, the Institute of Education Sciences, a relatively modest operation buried deeply in the corridors of the Department of Education, and indeed one few had ever heard of. Since then, the newly installed secretary of education has ordered a review of all the department’s functions as part of what she ominously called the department’s “momentous final mission.”

    A conversation with a trusted colleague helped me understand the cuts to IES, noting that the action should be seen as part of a new breed of autocrats around the world who seek to control information to hide the impacts of their actions from the public. In contemporary authoritarian governments, control of information—or what has come to be known today as informational autocracy—often substitutes for brute force.

    Similar to how the Trump administration is seizing control of the White House press pool, canceling contracts for independent, high-quality education research is another way of controlling information. As Democratic lawmakers wrote in a Feb. 21 letter decrying the cuts, “The consequences of these actions will prevent the public from accessing accurate information about student demographics and academic achievement, abruptly end evaluations of federal programs that ensure taxpayer funds are spent wisely, and set back efforts to implement evidence-based reforms to improve student outcomes.”

    IES houses a vast warehouse of the nation’s education statistics. Data collected by the agency is used by policymakers, researchers, teachers and colleges to understand student achievement, enrollment and much more about the state of American education. With IES being among the largest funders of education research, cutting it limits public access to what’s happening in the nation’s schools and colleges.

    Claiming to eliminate waste and corruption, Musk’s first round of cuts involved canceling what DOGE initially said were nearly $900 million in IES contracts (though, as subsequent reporting has since revealed, DOGE’s math doesn’t add up and the canceled contracts seem to amount to much less). A second round purportedly sliced another $350 million in contracts and grants. It’s unclear how much more is destined to be chopped, since these may only be the first in a series of cuts designed to completely dismantle the Education Department. Though a department spokesperson initially said that the cuts would not affect the National Assessment of Educational Progress, a standardized test known as the nation’s report card, and the College Scorecard, which allows citizens to search for and compare information about colleges, we’ve since seen the cancellation of a national NAEP test for 17-year-olds.

    In the Obama years, public data helped reveal bad actors among for-profit colleges, which were receiving millions in federal aid while delivering inferior education to poor and working-class students who yearned for college degrees. Since so few actually completed, what many got instead was crushing college debt. Luckily, good data helped drive nearly half of all for-profit programs to shut down. Publicly disseminated data exposes where things go wrong. But you can’t track down con men without evidence.

    Ideally, in a well-functioning democracy, with a richly informed public, data helps us reach informed decisions, leading to greater accountability and enabling us to hold officials responsible for their actions. With access to reliable information about what’s happening behind closed doors, data helps us understand what may be going on, even to protest actions we may oppose.

    Lately, however, things aren’t looking good. Since Trump and his top officials have slashed race-conscious programs and moved to prohibit funding for certain areas of research, higher ed leadership has remained mostly silent, with only a handful of college presidents protesting. Most have shrunk into the wings, cowed by Trump’s power to defund institutions. It already has the eerie feeling of watching your step.

    Shutting down potentially revealing data collection is perhaps the least worrisome page in an autocrat’s playbook. As Trump continues to follow the authoritarian path set by leaders in Hungary, Turkey and elsewhere, we should expect other, more damaging and more frightening higher ed moves that have been imposed by other autocrats—selecting college presidents, controlling faculty hiring and advancement, punishing academic dissent, imposing travel restrictions.

    Just a few months ago, there was comfort in knowing everything was there—data on enrollments, graduation rates, participation rates of women and other groups. All very neatly organized and accessible whenever you wanted. Even though some found IES technology old and clunky, it felt like higher ed was running according to a reliable scheme, that you could go online and open data files as in a railroad timetable. Without it, there might be a train wreck ahead and you wouldn’t know it until it was too late. Now these luxurious numbers may soon be lost, with decades of America’s academic history pitched into digital darkness.

    It’s frightening to realize that we’ll no longer be operating on solid intelligence. That we’ll no longer have guideposts, supported by racks of sensibly collected numbers to tell us if we’re on the right path or if we’re far afield. Trump’s wrecking ball has smashed our confidence, a confidence built on years of reliable data. We’ll soon be in the dark.

    Since 1996, the National Committee on Pay Equity has acknowledged Equal Pay Day to bring awareness to the gap between men’s and women’s wages. This year, Equal Pay Day is March 25 — symbolizing how far into the year women must work to be paid what men were paid in the previous year.

    To help higher ed leaders understand, communicate and address gender pay equity in higher education, CUPA-HR has analyzed its annual workforce data to establish Higher Education Equal Pay Days for 2025. Tailored to the higher ed workforce, these dates observe the gender pay gap by marking how long into 2025 women in higher ed must work to make what White men in higher ed earned the previous year.

    Higher Education Equal Pay Day falls on March 8, 2025, for women overall, which means that women employees in higher education worked for more than two months into this year to gain parity with their White male colleagues. Women in the higher ed workforce are paid on average just 82 cents for every dollar a White man employed in higher ed makes.

    Highlighting some positive momentum during this Women’s History Month, some groups of women are closer to gaining pay equity. Asian American women in higher ed worked only a few days into this year to achieve parity on January 4 — an encouraging jump from January 14 in 2024.

    But the gender pay gap remains for most women, and particularly for women of color. Here’s the breakdown of the gender pay gap in the higher ed workforce, and the Higher Education Equal Pay Day for each group.* These dates remind us of the work we have ahead.

    • March 8 — Women in Higher Education Equal Pay Day. On average, women employees in higher education are paid 82 cents on the dollar.
    • January 4 — Asian Women in Higher Education Equal Pay Day. Asian women in higher ed are paid 99 cents on the dollar.
    • March 5 — White Women in Higher Education Equal Pay Day. White women in higher ed are paid 83 cents on the dollar.
    • March 29 — Native Hawaiian/Pacific Islander Women in Higher Education Equal Pay Day. Native of Hawaii or Pacific Islander women in higher ed are paid 76 cents on the dollar.
    • April 4 — Black Women in Higher Education Equal Pay Day. Black women in higher ed are paid 75 cents on the dollar.
    • April 11 — Hispanic/Latina Women in Higher Education Equal Pay Day. Hispanic/Latina women in higher ed are paid 73 cents on the dollar.
    • April 24 — Native American/Alaska Native Women in Higher Education Equal Pay Day. Native American/Alaska Native women are paid just 69 cents on the dollar.

    CUPA-HR research shows that pay disparities exist across employment sectors in higher ed — administrators, faculty, professionals and staff — even as the representation of women and people of color has steadily increased. But with voluntary turnover still not back to pre-pandemic levels, not addressing pay disparities could be costly.

    International Student Aspirations Increasingly Align With The Skills Needed To Propel UK Growth, ApplyBoard’s Internal Data Shows

    Millions of international students have used the ApplyBoard platform to search for international study opportunities.[1] For many of these students, searching for courses in Australia, Canada, Ireland, the United Kingdom, and the United States is one of the first steps in their study abroad journey. This proprietary search data reveals a leading indicator of changing student preferences.

    What UK Fields of Study did International Students Search for in 2024?

    After the Sunak Government announced the tightening rules on international student dependants and a review into the graduate route, the UK saw a significant contraction in interest from international students in 2024—applications declined by 14% year-over-year, while dependant applications dropped by 84%. The good news for a struggling sector is that early signs point to positive momentum in 2025, with higher enrolments for many of the institutions that offer a January intake. Enroly data suggests a 23% increase in January 2025 compared to January 2024, and ApplyBoard has experienced growth at three times this rate.

    ApplyBoard’s search trends reinforce these early signs: interest in UK courses jumped 25% in 2024 vs. 2023. With search behaviour often signaling future application trends, this surge suggests the UK’s positive momentum in early 2025 could continue throughout the year. Beyond this overall growth, shifting field-of-study preferences highlight how international applicants are adapting to the UK’s changing landscape:

    Health fields saw the largest proportional increase among UK searches, climbing nearly four percentage points to 12.8% of all searches. This growing interest aligns with the UK’s expanding healthcare sector, which is projected to add 349,000 jobs by 2035, growing 7% from 2025. Likewise, the information technology sector is expected to grow 8% over the next decade, which aligns with shifting student preferences—ApplyBoard platform data shows Engineering and Technology accounted for 17% of searches in 2024, up two percentage points year-over-year.

    Interest in the Sciences also expanded, rising from 13% in 2023 to 16% in 2024. Alongside the gains in Health and Engineering and Technology, this shift underscores how international student priorities are increasingly aligning with long-term global workforce demands.

    How International Students are Navigating UK Study Fields

    This alignment comes at a time when interest in UK courses is rising. Interest in UK courses grew significantly among several key student populations in 2024, with searches from students in Bangladesh, Sri Lanka, Ghana, and Saudi Arabia doubling year-over-year. Meanwhile, student searches from Nigeria and Pakistan saw substantial gains, rising 66% and 40%, respectively. However, searches from Nepalese students experienced the most dramatic increase, with searches tripling compared to 2023.

    Further supporting the possibility that the UK’s positive momentum in January 2025 will continue throughout the year, searches from most key student demographics reached an all-time monthly high in either December 2024 or January 2025.

    The graphic below illustrates how major student populations explored different fields of study in the UK on the ApplyBoard platform last year:

    Student interest in Health fields was strongest among Ghanaian (22%), Nigerian (20%), and Saudi Arabian students (16%). Compared to the previous year, the share of searches for this field rose by six percentage points among Ghanaian students and five percentage points among Nigerian students. Additionally, the proportion of Health searches among Sri Lankan students doubled over this period.

    By comparison, the Sciences were a priority across all nine student populations, making up at least 14% of UK course searches. Students from Pakistan (18%), Saudi Arabia (18%), and Bangladesh (16%) had the highest proportion of Science-related searches. Notably, seven of the nine key student populations devoted a greater share of their searches to the Sciences in 2024 than in the previous year.

    Engineering and Technology also accounted for at least 14% of searches among these major student populations, although Sri Lankan (29%), Saudi Arabian (26%), and Chinese (23%) students showed the highest engagement in this field. Additionally, eight of the nine key student populations allocated a larger share of their searches to Engineering and Technology in 2024. As student interest in UK courses continues to grow, institutions can strengthen their appeal by aligning their portfolio with evolving student priorities and workforce needs.

    The UK’s Edge: Where Student Interest Outpaces Canada and the US

    Understanding where the UK sees higher proportional interest in key fields of study compared to Canada and the US can reveal important competitive advantages for institutions and better inform strategic recruitment strategies. This interactive visualization allows you to explore student interest by field and destination, filterable by top student populations:

    Health-related fields accounted for 25% of searches for UK institutions among Filipino students—three percentage points higher than their searches for Canada and the US. Likewise, 22% of Ghanaian students were interested in UK-based Health courses, outpacing the interest shown for both Canadian (21%) and American (20%) options.

    In Engineering and Technology, 29% of Sri Lankan students’ searches for UK courses were in this field—matching their interest in US study but well surpassing their searches for Canada (24%).

    Social-related fields like Law, Social Sciences, and Teaching captured 10% of Pakistani searches for the UK, outpacing that for Canada (6%) and the US (7%). A similar trend occurred among Bangladeshi students, with 10% of their UK-based searches occurring for social-related fields compared to 7% of Canada and 6% for the US.

    Leveraging Search Trends to Shape Future Recruitment

    Search trends serve as a leading indicator of shifting student interest, often signaling future application patterns. The surge in searches for UK courses—particularly in high-demand fields like health, engineering, and sciences—suggests a growing alignment between student priorities and workforce needs. By analysing these trends, institutions can proactively refine course offerings and recruitment strategies to attract top international talent. As demand continues to evolve, leveraging real-time search insights enables institutions to stay ahead of market shifts, ensuring they meet student expectations while strengthening their global competitiveness. Understanding where the UK holds a competitive edge will be key to optimizing outreach and course development in 2025 and beyond.

    Federal judge bars DOGE from accessing student data

    A federal judge temporarily barred Elon Musk’s Department of Government Efficiency from accessing sensitive student data on Monday, after the American Federation of Teachers sued over privacy concerns. 

    The judge, Deborah Boardman of the District Court of Maryland, said the federal government had not provided convincing evidence that DOGE needed the information to achieve its goals. Last week, in a separate case brought by the University of California Student Association against the Education Department, a different judge declined to bar DOGE from accessing student data, saying the plaintiffs hadn’t shown any harm done. But Boardman, a Biden appointee, argued that DOGE staff being given access was enough to merit the injunction. 

    Education Department staff and student advocates raised concerns about DOGE employees’ access to student loan and financial aid data, which includes troves of uniquely sensitive, personally identifiable information. The injunction prevents the office from executing what Musk has referred to as an “audit” of the student loan system for at least two weeks while the lawsuit is ongoing, as well as from accessing financial aid data.

    “We brought this case to uphold people’s privacy, because when people give their financial and other personal information to the federal government—namely to secure financial aid for their kids to go to college, or to get a student loan—they expect that data to be protected,” AFT president Randi Weingarten wrote in a statement. 

    The court-ordered stoppage is the latest in a string of injunctions issued against Musk and the Trump administration in recent weeks, as lawsuits pile up against the administration’s attempts to swiftly upend the federal bureaucracy. On Friday, a federal judge blocked Trump from enforcing large parts of his executive order against diversity, equity and inclusion initiatives.

    Data stories from Achieving the Dream’s latest award winners

    Each year, Achieving the Dream lifts up at least one community college in its network for adopting practices and strategies leading to a student-focused culture, notable increases in student outcomes and a reduction of equity gaps.

    To be eligible for the Leah Meyer Austin Award, an institution must demonstrate four-year improvement of at least three percentage points in the IPEDS on-time completion for the level of associated credential awarded, or have been selected as one of the top 150 colleges in the Aspen Prize for Community College Excellence. The achievements of this year’s honorees—Chattanooga State Community College in Tennessee and Southwestern Oregon Community College—show how a holistic approach to student success that exists through the institution can result in whole-college transformation.

    Setting the bar: In evaluating applicants, ATD considers gateway metrics, including leading indicators (early momentum metrics) and lagging indicators (completion or transfer), with substantial improvement of three percentage points or more over three years.

    Equity metrics may highlight data such as the equity gap improvement between part-time and full-time student outcomes or between Pell-eligible and non-Pell-eligible students. Substantial improvement means closing or narrowing equity gaps over three years by at least two percentage points.

    The following data demonstrate not just what Chattanooga State Community College and Southwestern Oregon Community College did to earn their honor, but also ways that other institutions can tell their own data stories.

    Chattanooga State Community College actions and results: The Vision 2027 strategic plan has inspired a shift from 15-week to seven-week terms, more personalized academic advising, strengthened commitments to basic needs assistance and wraparound support services, and implementation of an affordable course materials program.

    • Fall-to-fall persistence rate from the fall 2019 cohort to the fall 2022 cohort saw a 7.1-percentage-point gain.
    • The credit completion rate jumped from 54.6 percent among the 2020 fall cohort to 66.4 percent among the fall 2023 cohort.
    • Articulation agreements and course road maps related to Tennessee Transfer Pathways resulted in an 8.2-percentage-point climb in the rate of students who transfer and earn a baccalaureate degree within six years of matriculating between the fall 2015 cohort and the fall 2018 cohort.
    • The adoption of a co-requisite model, with embedded tutors, for gateway English and math courses led to a rise in gateway math completion from 38.5 percent for the fall 2020 cohort to 49.5 percent for the fall 2023 cohort. Completion rates for gateway English courses, meanwhile, grew from 49.3 percent to 66.6 percent in that time frame. Approximately 45 to 48 percent of the college’s student population is still developing essential college-level academic skills.

    Southwestern Oregon Community College actions and results: This rural institution’s recent efforts have included engaging and supporting its community’s adult and part-time learner populations, such as by creating targeted student orientations, evaluating community practices and its portfolio of academic and workforce programs, meeting the special financial needs of first-generation adult learners, and improving online services (40 percent of Southwestern’s overall student body are online learners).

    • In comparing the 2017 cohort to the 2020 cohort, the four-year completion rate among part-time learners improved by 8.7 percentage points, narrowing the equity gap between adult learners and traditional-aged learners by 3.2 percentage points. Between adult learners and traditional-aged learners, the gap narrowed by 6.7 percentage points, as the rate of completion among the former rose 12.3 percentage points.
    • The equity gap between first-generation and continuing-generation learners in fall-to-fall persistence narrowed by three percentage points, from 8.2 percent in the fall 2019 cohort to 5.2 percent in the fall 2022 cohort.
    • From the fall 2017 cohort to the fall 2020 cohort, the overall four-year completion rate grew 6.6 percentage points, and the rate at which students transfer and earn a baccalaureate degree (despite severe geographical hardships) rose 3.7 percentage points from the fall 2015 cohort to the fall 2018 cohort.
