    K-12 districts are fighting ransomware, but IT teams pay the price

    Key points:

    The education sector is making measurable progress in defending against ransomware, with fewer ransom payments, dramatically reduced costs, and faster recovery rates, according to the fifth annual Sophos State of Ransomware in Education report from Sophos.

    Still, these gains are accompanied by mounting pressures on IT teams, who report widespread stress, burnout, and career disruptions following attacks–nearly 40 percent of the 441 IT and cybersecurity leaders surveyed reported dealing with anxiety.

    Over the past five years, ransomware has emerged as one of the most pressing threats to education–with attacks becoming a daily occurrence. Primary and secondary institutions are seen by cybercriminals as “soft targets”–often underfunded, understaffed, and holding highly sensitive data. The consequences are severe: disrupted learning, strained budgets, and growing fears over student and staff privacy. Without stronger defenses, schools risk not only losing vital resources but also the trust of the communities they serve.

    Indicators of success against ransomware

    The new study demonstrates that the education sector is getting better at reacting and responding to ransomware, forcing cybercriminals to evolve their approach. Trending data from the study reveals an increase in attacks where adversaries attempt to extort money without encrypting data. Unfortunately, paying the ransom remains part of the solution for about half of all victims. However, the payment values are dropping significantly, and for those who have experienced data encryption in ransomware attacks, 97 percent were able to recover data in some way. The study found several key indicators of success against ransomware in education:

    • Stopping more attacks: When it comes to blocking attacks before files can be encrypted, both K-12 and higher education institutions reported their highest success rate in four years (67 percent and 38 percent of attacks, respectively).
    • Following the money: In the last year, ransom demands fell 73 percent (an average drop of $2.83M), while average payments dropped from $6M to $800K in lower education and from $4M to $463K in higher education.
    • Plummeting cost of recovery: Outside of ransom payments, average recovery costs dropped 77 percent in higher education and 39 percent in K-12 education. Despite this success, K-12 education reported the highest recovery bill across all industries surveyed.

    Gaps still need to be addressed

    While the education sector has made progress in limiting the impact of ransomware, serious gaps remain. In the Sophos study, 64 percent of victims reported missing or ineffective protection solutions; 66 percent cited a lack of people (either expertise or capacity) to stop attacks; and 67 percent admitted to having security gaps. These risks highlight the critical need for schools to focus on prevention, as cybercriminals develop new techniques, including AI-powered attacks.

    Highlights from the study that shed light on the gaps that still need to be addressed include:

    • AI-powered threats: K-12 education institutions reported that 22 percent of ransomware attacks had origins in phishing. With AI enabling more convincing emails, voice scams, and even deepfakes, schools risk becoming test grounds for emerging tactics.
    • High-value data: Higher education institutions, custodians of AI research and large language model datasets, remain a prime target, with exploited vulnerabilities (35 percent) and security gaps the provider was not aware of (45 percent) as leading weaknesses that were exploited by adversaries.
    • Human toll: Every institution with encrypted data reported impacts on IT staff. Over one in four staff members took leave after an attack, nearly 40 percent reported heightened stress, and more than one-third felt guilt they could not prevent the breach.

    “Ransomware attacks in education don’t just disrupt classrooms, they disrupt communities of students, families, and educators,” said Alexandra Rose, director of CTU Threat Research at Sophos. “While it’s encouraging to see schools strengthening their ability to respond, the real priority must be preventing these attacks in the first place. That requires strong planning and close collaboration with trusted partners, especially as adversaries adopt new tactics, including AI-driven threats.”

    Holding on to the gains

    Based on its work protecting thousands of educational institutions, Sophos experts recommend several steps to maintain momentum and prepare for evolving threats:

    • Focus on prevention: The dramatic success of lower education in stopping ransomware attacks before encryption offers a blueprint for broader public sector organizations. Organizations need to couple their detection and response efforts with preventing attacks before they compromise the organization.
    • Secure funding: Explore new avenues such as the U.S. Federal Communications Commission’s E-Rate subsidies to strengthen networks and firewalls, and the UK’s National Cyber Security Centre initiatives, including its free cyber defense service for schools, to boost overall protection. These resources help schools both prevent and withstand attacks.
    • Unify strategies: Educational institutions should adopt coordinated approaches across sprawling IT estates to close visibility gaps and reduce risks before adversaries can exploit them.
    • Relieve staff burden: Ransomware takes a heavy toll on IT teams. Schools can reduce pressure and extend their capabilities by partnering with trusted providers for managed detection and response (MDR) and other around-the-clock expertise.
    • Strengthen response: Even with stronger prevention, schools must be prepared to respond when incidents occur. They can recover more quickly by building robust incident response plans, running simulations to prepare for real-world scenarios, and enhancing readiness with 24/7/365 services like MDR.

    Data for the State of Ransomware in Education 2025 report comes from a vendor-agnostic survey of 441 IT and cybersecurity leaders – 243 from K-12 education and 198 from higher education institutions hit by ransomware in the past year. The organizations surveyed ranged from 100-5,000 employees and across 17 countries. The survey was conducted between January and March 2025, and respondents were asked about their experience of ransomware over the previous 12 months.

    After Democrats passed the American Rescue Plan in 2021, states were flush with federal funding to help prop the child care sector up. But that money is now all gone, and as Republicans in Congress threaten to pass spending cuts that could further shrink state budgets, lawmakers are trying to find solutions to the child care crisis that don’t cost money. 

    Many have proposed changing the mandated ratios that require a certain number of early educators to care for young kids. Nearly a dozen states have considered rolling back child care regulations, including those governing staff-to-child ratios.

    But while these deregulatory bills are common, it’s not a foregone conclusion that they will pass. Advocates in three states have been able to beat back these efforts in the legislative sessions that just wrapped up by mobilizing a wide variety of people to speak up against these proposals and deploying research-backed arguments about child safety and child care supply.

    Eliminating Ratios Entirely 

    Idaho advocates faced down the most extreme bill. In its original form, HB243 would have eliminated all requirements that limit the number of young children an early educator can care for, leaving it up to individual providers. It would have been the first state in the country to take such a step. 

    Advocates had very little time to fight back. The bill got fast tracked; there was less than 24 hours’ notice before the first public hearing on it in the House. “You can’t get child care providers and parents there in that amount of time,” said Christine Tiddens, executive director of Idaho Voices for Children, a nonprofit that advocates for child-focused policies, noting that it requires moving work schedules and getting people to cover shifts. The bill sailed through the House.

    Eventually, Tiddens said, they were able to put parents and providers in front of lawmakers to warn of the negative consequences. One of those parents was Idaho resident Kelly Emry. On June 10, 2024, she got a panicked call from the home-based child care provider where she had just started sending her 11-week-old son Logan. She dashed to the provider’s home and was told he was dead. The coroner’s report later confirmed he died from asphyxiation. According to Emry, the coroner said the provider put him down for a nap between a rolled up blanket and a pillow and left him there for hours. The provider was caring for 11 kids by herself that day, putting her out of compliance with state regulations that, at the time, required at least two staff members. 

    “It was completely preventable, and that’s what’s so hard for me to come to terms with,” Emry said in a podcast interview in January.

    Emry wasn’t the only one who spoke up. Once the bill got to the Senate, advocates packed the hearing and overflow rooms with several hundred people. Among the 40 people who signed up to testify, 38 opposed the bill. Baby Logan’s uncle spoke, as did pediatricians, fire marshals, nurses, the state police, child welfare experts, child care providers and parents. Lawmakers were flooded with thousands of calls and emails from the opposition. Tiddens made sure every senator was sent the podcast interview with Emry.

    The bill passed the Senate committee by a single vote. Advocates decided to try to stop the worst elements, knowing that the bill was likely to pass in some form. They asked a senator who opposed it to “throw a Hail Mary,” Tiddens said. When the bill came to the Senate floor, he asked for unanimous support to pull it and move it into the amending process. He got it. The original elimination of staff-to-child ratios was stripped out; instead, the bill preserved ratios, albeit higher ones than before. Under previous law, Idaho ranked at No. 41 among all states for how high its ratios were; now it has dropped even further to No. 45.

    The victory is “bittersweet,” Tiddens said. She attributes it almost solely to one thing: putting parents, not just businesses and child care providers, in front of lawmakers, which led to the moving account of Logan’s family, still in the midst of raw grief. “How could you listen and not have your heart changed?” Tiddens asked.

    Doubling Family Child Care Ratios

    Advocates in Maryland have fought back against legislation to loosen staff-to-child ratios twice now. Last year, lawmakers introduced a bill to raise the ratios in family child care settings, but it died thanks to “a lot of advocacy,” said Beth Morrow, director of public policy at the Maryland Family Network, a nonprofit focused on child care. As in Idaho, the American Academy of Pediatrics and fire marshals warned about what would happen in the case of emergencies. Children under 2 years old are “not capable of self-preservation,” Morrow pointed out; they might hide when a fire alarm goes off and can’t evacuate on their own. “If there is an emergency you have to be able to get these kids out,” she said.

    The idea returned this year in House Bill 477, this time coupled with looser ratios for center-based care. Family providers are currently allowed to care for eight children but no more than two under the age of 2; the legislation would have doubled that, allowing providers to watch as many as four children under the age of 1. That was a “nonstarter,” Morrow said. It would also have been the first time that these rules were dictated by lawmakers rather than by the Maryland State Department of Education, which would have been barred from changing them in the future. 

    So advocates marshalled research, with the help of national groups including the National Association for the Education of Young Children and Center for Law and Social Policy. They highlighted that there has been no evidence that stricter child care regulations lead to reduced supply. Lawmakers seemed moved by the argument that lower ratios support better health and safety for children.

    During the markup session, the chief sponsor amended the bill by striking the language about higher ratios; instead, the version that passed requires the Department of Education to study child care regulations with an eye toward alleviating barriers for providers.

    Ratio Increases by Another Name

    In Minnesota, lawmakers took a different approach to proposing changes to the number of staff required to care for young children this session. Their legislation avoided mentioning the term “ratios” at all. Instead, the issue was presented as an exemption for in-home child care providers caring for their own children as well. The legislation originally would have exempted as many as three of the providers’ own children from the number they are licensed to watch. “That’s a direct ratio increase, no way around that,” said Clare Sanford, vice president of government and community relations at New Horizon Academy, a child care and preschool provider. “You still have the same number of adults but you’re increasing the number of children that adult is responsible for.”

    In later drafts, the number of children who could be exempted kept being reduced. In the end the legislation didn’t get a standalone vote and the language was left out of the final state budget. The argument that Sanford thinks worked the best was that increasing ratios wouldn’t actually increase child care supply. That’s because, as a brief by NAEYC argues, they will lead to more burnout among providers, which will push them to leave and, in the end, reduce available child care spots.

    The fight is far from over. Advocates in all three states expect lawmakers to try to loosen staff-to-child ratios again next session. Tiddens fears that, although Idaho didn’t eliminate ratios, the idea could spread. “Idaho has often been a frontrunner for harmful legislation,” she said. On the whole, more of these laws have been signed than stopped, said Diane Girouard, state policy senior analyst at ChildCare Aware of America. Ratio deregulation bills pop up “in some states every single year,” she said. “This isn’t just unique to red, conservative states. It has happened in blue states, it has happened in purple states.”

    Advocates who oppose raising these ratios are formulating responses to the child care crisis that preserve safety standards without requiring state funding. In Maryland, for example, Morrow’s organization helped pass a bill that removes legal barriers to opening and operating family child care programs. The hope is that with more solutions on the table to increase child care supply, states won’t look to options that erode safety standards, such as increasing ratios. 

    Tiddens has vowed to fight back. “We’re not going away, and we’re going to show up next session with our own proposal,” she said. Her coalition plans to formulate a bill for next year that “prioritizes child safety at the same time as dealing with the child care shortage,” she said.

    ACE strikes a fighting stance at annual conference

    WASHINGTON, D.C.—Hundreds of higher ed leaders packed into the Kennedy Center for the annual American Council on Education conference this week, snapping photos of the large bust of the cultural center’s namesake, President John F. Kennedy, in the foyer. Some joked that it would soon be replaced by Donald Trump’s likeness, given the current president’s takeover of the Kennedy Center board, a move announced Wednesday.

    But it was Trump’s attempted takeover of higher education that was foremost on the minds of attendees.

    The Republican president, now in his second nonconsecutive term, dominated conference discussions as speakers grappled with how to interpret and respond to a vision for higher education that has been marked by cuts to research funding and personnel; the decimation of diversity, equity, and inclusion initiatives; and efforts to dismantle the U.S. Department of Education.

    “We’re under attack,” ACE president Ted Mitchell said in his opening remarks.

    He pointed to a flurry of executive orders and other recent actions that have caused “confusion and dismay” across the sector, as the Trump administration attempted to freeze federal funding and change research reimbursements, creating financial uncertainty for colleges.

    “These executive orders are an assault on American opportunity and leadership,” Mitchell said.

    He warned that such changes could destabilize higher education by undermining research, innovation, intellectual independence and autonomy.

    “The flurry of these threats [is] designed to cower us into silence,” he said.

    Mitchell also noted that ACE, along with other associations and several research universities, filed a lawsuit Monday against the National Institutes of Health for attempting to cap reimbursements for indirect research costs. While that lawsuit is pending, a federal judge has already prevented the cap, at least temporarily, in response to other litigation.

    In the face of such chaos and instability, Mitchell emphasized the importance of unity, urging conference goers to beware of attempts to sow discord among institutions. “We will only succeed if we stick together,” he said.

    He also pushed back on Trump’s attacks on diversity, equity and inclusion initiatives, which have already led some colleges and universities to scrub DEI language from websites, shutter offices and cancel events.

    “We can’t be apologetic of diversity. We just can’t,” Mitchell said.

    But even as he blasted some of Trump’s recent actions, he noted that ACE is also seeking common ground with the administration.

    “I continue to believe that there are important areas of policy where we can and must work with this administration. We will work to find those openings wherever we can,” Mitchell said.

    His remarks came a day after dozens of college presidents attended ACE’s inaugural Hill Day, where they met with congressional staff to learn and advocate for policy priorities.

    The Policy Outlook

    The notion of higher education being under siege was prevalent across numerous sessions, including in a Thursday policy update from Jon Fansmith, senior vice president of government relations and national engagement at ACE, who broke down recent actions and Republican priorities.

    Fansmith noted that Trump has sought to reshape higher education through a series of executive orders, investigations and attempts to defund and destabilize the sector.

    “We are not used to the wheels of government moving this quickly and impactfully,” he said.

    Despite the sense of alarm roiling the sector, Fansmith said “growing opposition” has emerged. In some cases, it’s been bipartisan, with congressional Republicans joining Democrats in expressing concern over how changes to federal funding or research dollars may harm their local institutions and employers.

    Additionally, Fansmith pointed out that the Trump administration has been sued repeatedly—at least 58 times, by his count—and that successful lawsuits have slowed the president’s rapid-fire attacks.

    Fansmith also noted that Trump’s nominees to lead the Department of Education, Linda McMahon as secretary and Nicholas Kent as under secretary, are more seasoned operators than other Trump World figures. McMahon’s Senate confirmation hearing took place Thursday.

    “She is not a firebrand; she is not the person who is going to blow things up,” Fansmith said, noting McMahon’s background as a longtime professional wrestling executive and prior head of the Small Business Association during Trump’s first term. But given Trump’s desire to dismantle or diminish the Education Department, McMahon “may be ordered to blow things up,” he said.

    Of Kent, a former for-profit college advocate and past staffer for Virginia governor Glenn Youngkin, Fansmith said he was “very passionate, deeply informed and highly intelligent.”

    Hope Amid the Challenges

    The conference also touched on a range of challenges beyond the turbulence of the Trump administration, including free speech, campus antisemitism, demographic changes and more.

    In a discussion Wednesday, Wesleyan University president Michael Roth weighed in on the state of free speech in higher education and questioned recent efforts by Trump to go after universities for alleged antisemitism, including threats of investigations and financial penalties.

    Roth, who is Jewish, acknowledged the existence of some antisemitism on college campuses, but argued that Trump’s efforts to address it were “disingenuous”—more of a cover for going after pro-Palestinian protesters who expressed concern about the bloodshed in Gaza.

    While he noted that college leaders need to be cautious, he advised them not to cower.

    “Not standing up for your mission in the long run won’t help your institution,” Roth said.

    In a panel Thursday on the challenge that shrinking demographics pose to higher education, experts noted enrollment pressures will continue as the number of high school graduates continues to decline. But rather than a demographic cliff, higher education will likely see a gentler slide, they said.

    Nathan Grawe, an economics professor at Carleton College, argued that the enrollment decline “won’t hit us all at once” but rather “little by little,” with incremental challenges year over year.

    Other panelists noted that workforce challenges won’t diminish along with the number of high school graduates, meaning that colleges will need to focus on enrolling and retaining more adult learners.

    For all the doom and gloom surrounding the policy discussions, the conference concluded on a high note. In his closing remarks, Freeman Hrabowski, an ACE Fellow and president emeritus of the University of Maryland Baltimore County, emphasized the importance of hope.

    He encouraged attendees to “use our heads and our hearts” to meet the moment, reflecting on his experience in 1963, when at the age of 12 he was jailed for participating in a civil rights march in Birmingham, Ala. Looking back more than 60 years later, Hrabowski said it was his faith and determination that helped him know then that “we would be OK.”

    He encouraged others to channel their own optimism amid turbulent times.

    “Don’t you dare allow the toxicity of some people to leave you hopeless,” Hrabowski said.
