    The Office for Students steps on to shaky ground in an attempt to regulate academic standards

    The funny thing about the story about today’s intervention by the Office for Students is that it is not really about grade inflation, or degree algorithms.

    I mean, it is on one level: we get three investigation reports on providers related to registration condition B4, and an accompanying “lessons learned” report that focuses on degree algorithms.

    But the central question is about academic standards – how they are upheld, and what role an arm of the government has in upholding them.

    And it is about whether OfS has the ability to state that three providers are at “increased risk” of breaching a condition of registration on the scant evidence of grade inflation presented.

    And it is certainly about whether OfS is actually able to dictate (or even strongly hint at its revealed preferences on) the way degrees are awarded at individual providers, or the way academic standards are upheld.

    If you are looking for the rule book

    Paragraph 335N(b) of the OfS Regulatory Framework is the sum total of the advice it has offered before today to the sector on degree algorithms.

    The design of the calculations that take in a collection of module marks (each assessed carefully against criteria set out in the module handbook, and cross-checked against the understanding of what expectations of students should be offered by an academic from another university) into an award of a degree at a given classification is a potential area of concern:

    where a provider has changed its degree classification algorithm, or other aspects of its academic regulations, such that students are likely to receive a higher classification than previous students without an increase in their level of achievement.

    These circumstances could potentially be a breach of condition of registration B4, which relates to “Assessment and Awards” – specifically condition B4.2(c), which requires that:

    academic regulations are designed to ensure that relevant awards are credible;

    Or B4.2(e), which requires that:

    relevant awards granted to students are credible at the point of being granted and when compared to those granted previously

    The current version of condition B4 came into force in May 2022.

    In the mighty list of things that OfS needs to have regard to that we know and love (section 2 of the 2017 Higher Education and Research Act), we learn that OfS has to pay mind to “the need to protect the institutional autonomy of English higher education providers” – and, in the way it regulates that it should be:

    Transparent, accountable, proportionate, and consistent and […] targeted only at cases where action is needed

    Mutant algorithms

    With all this in mind, we look at the way the regulator has acted on this latest intervention on grade inflation.

    Historically the approach has been one of assessing “unexplained” (even once, horrifyingly, “unwarranted”) good honours (1 or 2:1) degrees. There’s much more elsewhere on Wonkhe, but in essence OfS came up with its own algorithm – taking into account the degrees awarded in 2010-11 and the varying proportions students in given subject areas, with given A levels and of a given age – that starts from the position that non-traditional students shouldn’t be getting as many good grades as their (three good A level straight from school) peers, and if they did then this was potentially evidence of a problem.

    To quote from annex B (“statistical modelling”) of last year’s release:

    “We interact subject of study, entry qualifications and age with year of graduation to account for changes in awarding […] our model allows us to statistically predict the proportion of graduates awarded a first or an upper second class degree, or a first class degree, accounting for the effects of these explanatory variables.

    When I wrote this up last year I did a plot of the impact each of these variables is expected to have on – the fixed effect coefficient estimates show the increase (or decrease) in the likelihood of a person getting a first or upper second class degree.

    One is tempted to wonder whether the bit of OfS that deals with this issue ever speaks to the bit that is determined to drive out awarding gaps based on socio-economic background (which, as we know, very closely correlates with A level results). This is certainly one way of explaining why – if you look at the raw numbers – the people who award more first class and 2:1 degrees are the Russell Group, and at small selective specialist providers.

    Based on this model (which for 2023-24 failed to accurately predict fully fifty per cent of the grades awarded) OfS selected – back in 2022(!) – three providers where it felt that the “unexplained” awards had risen surprisingly quickly over a single year.

    What OfS found (and didn’t find)

    Teesside University was not found to have ever been in breach of condition B4 – OfS was unable to identify statistically significant differences in the proportion of “good” honours awarded to a single cohort of students if it applied each of the three algorithms Teesside has used over the past decade or so. There has been – we can unequivocally say – no evidence of artificial grade inflation at Teesside University.

    St Mary’s University, Twickenham and the University of West London were found to have historically been in breach of condition B4. The St Mary’s issue related to an approach that was introduced in 2016-17 and was replaced in 2021-22, in West London the offending practice was introduced in 2015-16 and replaced in 2021-22. In both cases, the replacement was made because of an identified risk of grade inflation. And for each provider a small number of students may have had their final award calculated using the old approach since 2021-22, based on a need to not arbitrarily change an approach that students had already been told about.

    To be clear – there is no evidence that either university has breached condition B4 (not least because condition B4 came into force after the offending algorithms had been replaced). In each instance the provider in question has made changes based on the evidence it has seen that an aspect of the algorithm is not having the desired effect, exactly the way in which assurance processes should (and generally do) work.

    Despite none of the providers in question currently being in breach of B4 all three are now judged to be at an increased risk of breaching condition B4.

    No evidence has been provided as to why these three particular institutions are at an “increased risk” of a breach while others who may use substantially identical approaches to calculating final degree awards (but have not been lucky enough to undergo an OfS inspection on grade inflation) are not. Each is required to conduct a “calibration exercise” – basically a review of their approach to awarding undergraduate degrees of the sort each has already completed (and made changes based on) in recent years.

    Vibes-based regulation

    Alongside these three combined investigation/regulatory decision publications comes a report on Batchelors’ degree classification algorithms. This purports to set out the “lessons learned” from the three reports, but it actually sets up what amounts to a revision to condition B4.

    We recognise that we have not previously published our views relating to the use of algorithms in the awarding of degrees. We look forward to positive engagement with the sector about the contents of this report. Once the providers we have investigated have completed the actions they have agreed to undertake, we may update it to reflect the findings from those exercises.

    The important word here is “views”. OfS expresses some views on the design of degree algorithms, but it is not the first to do so and there are other equally valid views held by professional bodies, providers, and others – there is a live debate and a substantial academic literature on the topic. Academia is the natural home of this kind of exchange of views, and in the crucible of scholarly debate evidence and logical consistency are winning moves. Having looked at every algorithm he could find, Jim Dickinson covers the debates over algorithm characteristics elsewhere on the site.

    It does feel like these might be views expressed ahead of a change to condition B4 – something that OfS does have the power to do, but would most likely (in terms of good regulatory practice, and the sensitive nature of work related to academic standards managed elsewhere in the UK by providers themselves) be subject to a full consultation. OfS is suggesting that it is likely to find certain practices incompatible with the current B4 requirements – something which amounts to a de facto change in the rules even if it has been done under the guise of guidance.

    Providers are reminded that (as they are already expected to do) they must monitor the accuracy and reliability of current and future degree algorithms – and there is a new reportable event: providers need to tell OfS if they change their algorithm that may result in an increase of “good” honours degrees awarded.

    And – this is the kicker – when they do make these changes, the external calibration they do cannot relate to external examiner judgements. The belief here is that external examiners only ever work at a module level, and don’t have a view over an entire course.

    There is even a caveat – a provider might ask a current or former external examiner to take an external look at their algorithm in a calibration exercise, but the provider shouldn’t rely solely on their views as a “fresh perspective” is needed. This reads back to that rather confusing section of the recent white paper about “assessing the merits of the sector continuing to use the external examiner system” while apparently ignoring the bit around “building the evidence base” and “seeking employers views”.

    Academic judgement

    Historically, all this has been a matter for the sector – academic standards in the UK’s world-leading higher education sector have been set and maintained by academics. As long ago as 2019 the UK Standing Committee for Quality Assessment (now known as the Quality Council for UK Higher Education) published a Statement of Intent on fairness in degree classification.

    It is short, clear and to the point: as was then the fashion in quality assurance circles. Right now we are concerned with paragraph b, which commits providers to protecting the value of their degrees by:

    reviewing and explaining how their process for calculating final classifications, fully reflect student attainment against learning criteria, protect the integrity of classification boundary conventions, and maintain comparability of qualifications in the sector and over time

    That’s pretty uncontroversial, as is the recommended implementation pathway in England: a published “degree outcomes statement” articulating the results of an internal institutional review.

    The idea was that these statements would show the kind of quantitative trends that OfS get interested in, some assurance that these institutional assessment processes meet the reference points, and reflect the expertise and experience of external examiners, and provide a clear and publicly accessible rationale for the degree algorithm. As Jim sets out elsewhere, in the main this has happened – though it hasn’t been an unqualified success.

    The release of this documentation prompts a number of questions, both on the specifics of what is being done and more widely on the way in which this approach does (or does not) constitute good regulatory practice.

    It is fair to ask, for instance, whether OfS has the power to decide that it has concerns about particular degree awarding practices, even where it is unable to point to evidence that these practices are currently having a significant impact on degrees awarded, and to promote a de facto change in interpretation of regulation that will discourage their use.

    Likewise, it seems problematic that OfS believes it has the power to declare that the three providers it investigated are at risk of breaching a condition of registration because they have an approach to awarding degrees that it has decided that it doesn’t like.

    It is concerning that these three providers have been announced as being at higher risk of a breach when other providers with similar practices have not. It is worth asking whether this outcome meets the criteria for transparent, accountable, proportionate, and consistent regulatory practice – and whether it represents action being targeted only at cases where it is demonstrably needed.

    More widely, the power to determine or limit the role and purpose of external examiners in upholding academic standards has not historically been one held by a regulator acting on behalf of the government. The external examiner system is a “sector recognised standard” (in the traditional sense) and generally commands the confidence of registered higher education providers. And it is clearly a matter of institutional autonomy – remember in HERA OfS needs to “have regard to” institutional autonomy over assessment, and it is difficult to square this intervention with that duty.

    And there is the worry about the value and impact of sector consultation – an issue picked up in the Industry and Regulators Committee review of OfS. Should a regulator really be initiating a “dialogue with the sector” when its preferences on the external examiner system are already so clearly stated? And it isn’t just the sector – a consultation needs to ensure that the the views of employers (and other stakeholders, including professional bodies) are reflected in whatever becomes the final decision.

    Much of this may become clear over time – there is surely more to follow in the wider overhaul of assurance, quality, and standards regulation that was heralded in the post-16 white paper. A full consultation will help centre the views of employers, course leaders, graduates, and professional bodies – and the parallel work on bringing the OfS quality functions back into alignment with international standards will clearly also have an impact.

    The little boy clung to his mother as she carried him through the wooden half-door of the preschool classroom on Tuesday morning. Tears streamed down his face. It was going to be a tough drop-off.

    While other children finished bananas, raisin bagels, and milk, Vraja Johnson, the lead teacher, ushered the mother and son toward a cozy corner in the back of the classroom. She spoke softly in English and Spanish to the nervous preschooler. Several minutes later, when his mother had slipped away, the boy nestled into a large blue beanbag clutching Tucker the Turtle, a stuffed animal that helps preschoolers understand that it’s OK to retreat into your shell — and to come back out when you’re ready.

    It was the first day of preschool in the Otters classroom at El Nidito, a bilingual child care program at The Family Center in Fort Collins. The little boy and his 11 classmates are among 40,000 children enrolled in Colorado’s universal preschool program this year. The $349 million program offers tuition-free preschool — typically a half day — to all children in the year before kindergarten.

    Now entering its third year, Colorado’s preschool for all program has smoothed out since its rocky rollout in 2023. At the time, application system errors, glitches in the state’s preschool matching algorithm, and last-minute reductions in preschool hours for some children caused widespread confusion and frustration.

    A national early childhood group recently ranked Colorado third in the country for the share of children served by state-funded preschool. Around 70% of the state’s 4-year-olds are enrolled in the program, which generally covers about $6,000 a year in preschool costs per child.

    But wrinkles remain. The state is still fighting two lawsuits brought by religious preschools that objected to non-discrimination rules protecting LGBTQ children, families, and employees. Both suits are pending in federal appeals court. And the national early childhood group found that Colorado meets only two of 10 benchmarks meant to ensure that preschool classrooms are high quality.

    Currently, the “universal preschool” label doesn’t indicate anything about the caliber of classroom a child will join. Rather, it simply indicates the state is paying for 10 to 30 hours of class time. Of about 2,000 preschools participating in the program, some have the state’s lowest rating and meet only basic health and safety standards.

    Others, including El Nidito, which has been around for 25 years, have the state’s highest rating.

    A morning in Johnson’s classroom makes it easy to see why. She and her co-teacher, an experienced sub named Maria Chavira, are warm, cheerful, and organized. Their young charges are curious, silly, and always in motion.

    During breakfast, two boys held bananas up to their ears like phones.

    “Ring, ring, ring. Hi, Henry,” one said as the other burst out laughing.

    Nearby at the sensory table, as one little boy poured dried pinto beans through a cardboard tube, he said, “Did you ever watch ‘Boss Baby?’ The baby is a bossssss. Babies can’t be bosses!”

    Meanwhile, the little boy who’d struggled to leave his mother was getting braver, slowly testing the waters of group play. One minute he crouched next to a little girl in front of a tree house play set. Later, he tried out bear and leopard hand puppets as the Boss Baby skeptic threw Tucker the Turtle up in the air next to him.

    Johnson, who switched from a sales and marketing career to early childhood education in 2007, seems to have a sixth sense for detecting imminent meltdowns, skirmishes, and rule-bending.

    She quickly peeled away from a conversation with a visitor when a little girl dressed in head-to-toe pink accidentally got a squiggle of red marker on her new cowboy boots.

    “Your mom can get that out. The markers are washable,” Johnson said as tears welled in the preschooler’s eyes.

    Then she averted the crisis with five words: “Do you want a hug?”

    IRVING, Texas — Crowded around a workshop table, four girls at de Zavala Middle School puzzled over a Lego machine they had built. As they flashed a purple card in front of a light sensor, nothing happened. 

    The teacher at the Dallas-area school had emphasized that in the building process, there are no such thing as mistakes. Only iterations. So the girls dug back into the box of blocks and pulled out an orange card. They held it over the sensor and the machine kicked into motion. 

    “Oh! Oh, it reacts differently to different colors,” said sixth grader Sofia Cruz.

    In de Zavala’s first year as a choice school focused on science, technology, engineering and math, the school recruited a sixth grade class that’s half girls. School leaders are hoping the girls will stick with STEM fields. In de Zavala’s higher grades — whose students joined before it was a STEM school — some elective STEM classes have just one girl enrolled. 

    Efforts to close the gap between boys and girls in STEM classes are picking up after losing steam nationwide during the chaos of the Covid pandemic. Schools have extensive work ahead to make up for the ground girls lost, in both interest and performance.

    In the years leading up to the pandemic, the gender gap nearly closed. But within a few years, girls lost all the ground they had gained in math test scores over the previous decade, according to an Associated Press analysis. While boys’ scores also suffered during Covid, they have recovered faster than girls, widening the gender gap.

    As learning went online, special programs to engage girls lapsed — and schools were slow to restart them. Zoom school also emphasized rote learning, a technique based on repetition that some experts believe may favor boys, instead of teaching students to solve problems in different ways, which may benefit girls. 

    Old practices and biases likely reemerged during the pandemic, said Michelle Stie, a vice president at the National Math and Science Initiative.

    “Let’s just call it what it is,” Stie said. “When society is disrupted, you fall back into bad patterns.”

    In most school districts in the 2008-09 school year, boys had higher average math scores on standardized tests than girls, according to AP’s analysis, which looked at scores across 15 years in over 5,000 school districts. It was based on average test scores for third through eighth graders in 33 states, compiled by the Educational Opportunity Project at Stanford University. 

    A decade later, girls had not only caught up, they were ahead: Slightly more than half of districts had higher math averages for girls.

    Within a few years of the pandemic, the parity disappeared. In 2023-24, boys on average outscored girls in math in nearly 9 out of 10 districts.

    A separate study by NWEA, an education research company, found gaps between boys and girls in science and math on national assessments went from being practically non-existent in 2019 to favoring boys around 2022.

    Studies have indicated girls reported higher levels of anxiety and depression during the pandemic, plus more caretaking burdens than boys, but the dip in academic performance did not appear outside STEM. Girls outperformed boys in reading in nearly every district nationwide before the pandemic and continued to do so afterward.

    “It wasn’t something like Covid happened and girls just fell apart,” said Megan Kuhfeld, one of the authors of the NWEA study.

    In the years leading up to the pandemic, teaching practices shifted to deemphasize speed, competition and rote memorization. Through new curriculum standards, schools moved toward research-backed methods that emphasized how to think flexibly to solve problems and how to tackle numeric problems conceptually.

    Educators also promoted participation in STEM subjects and programs that boosted girls’ confidence, including extracurriculars that emphasized hands-on learning and connected abstract concepts to real-life applications. 

    When STEM courses had large male enrollment, Superintendent Kenny Rodrequez noticed girls losing interest as boys dominated classroom discussions at his schools in Grandview C-4 District outside Kansas City. Girls were significantly more engaged after the district moved some of its introductory hands-on STEM curriculum to the lower grade levels and balanced classes by gender, he said.

    When schools closed for the pandemic, the district had to focus on making remote learning work. When in-person classes resumed, some of the teachers had left, and new ones had to be trained in the curriculum, Rodrequez said. 

    “Whenever there’s crisis, we go back to what we knew,” Rodrequez said.

    Despite shifts in societal perceptions, a bias against girls persists in science and math subjects, according to teachers, administrators and advocates. It becomes a message girls can internalize about their own abilities, they say, even at a very young age. 

    In his third grade classroom in Washington, D.C., teacher Raphael Bonhomme starts the year with an exercise where students break down what makes up their identity. Rarely do the girls describe themselves as good at math. Already, some say they are “not a math person.” 

    “I’m like, you’re 8 years old,” he said. “What are you talking about, ‘I’m not a math person?’” 

    Girls also may have been more sensitive to changes in instructional methods spurred by the pandemic, said Janine Remillard, a math education professor at the University of Pennsylvania. Research has found girls tend to prefer learning things that are connected to real-life examples, while boys generally do better in a competitive environment. 

    “What teachers told me during Covid is the first thing to go were all of these sense-making processes,” she said.

    At de Zavala Middle School in Irving, the STEM program is part of a push that aims to build curiosity, resilience and problem-solving across subjects.

    Coming out of the pandemic, Irving schools had to make a renewed investment in training for teachers, said Erin O’Connor, a STEM and innovation specialist there.

    The district last year also piloted a new science curriculum from Lego Education. The lesson involving the machine at de Zavala, for example, had students learn about kinetic energy. Fifth graders learned about genetics by building dinosaurs and their offspring with Lego blocks, identifying shared traits. 

    “It is just rebuilding the culture of, we want to build critical thinkers and problem solvers,” O’Connor said.

    Teacher Tenisha Willis recently led second graders at Irving’s Townley Elementary School through building a machine that would push blocks into a container. She knelt next to three girls who were struggling.

    They tried to add a plank to the wheeled body of the machine, but the blocks didn’t move enough. One girl grew frustrated, but Willis was patient. She asked what else they could try, whether they could flip some parts around. The girls ran the machine again. This time, it worked.

    “Sometimes we can’t give up,” Willis said. “Sometimes we already have a solution. We just have to adjust it a little bit.”

    July 28, 2025, by Dr. Chet Haskell: The headlines are full of uncertainty for American higher education. “Crisis” is a common descriptor. Federal investigations of major institutions are underway. Severe cuts to university research funding have been announced. The elimination of the Department of Education is moving ahead. Revisions to accreditation processes are being floated. Reductions in student support for educational grants and loans are now law. International students are being restricted.

    These uncertainties and pressures affect all higher education, not just targeted elite institutions. In particular, they are likely to exacerbate the fragility of smaller, independent non-profit institutions already under enormous stress. Such institutions, some well-known, others known only locally, will be hard hit particularly hard by the combination of Trump Administration pressures and the developing national demographic decline for traditional-age students.(https://www.highereddive.com/news/decline-high-school-graduates-demographic-cliff-wiche-charts/738281/) These small colleges have been a key element of the American higher education scene, as well as for numerous local communities, for many decades.

    It is widely understood that the vibrancy of American higher education comes, in part, from the diversity of its institutions and educational goals. The rich mixture of American colleges and universities is a strength that many other nations lack. Students have opportunities to start and stop their educations, to change directions and academic goals, to move among different types of institutions.

    Smaller undergraduate colleges play important roles in this non-systemic system. They provide focused educational opportunities for younger adults, where they can build their lives on broad principles. Impressively large percentages of small college graduates go on to graduate education for various professions. Small colleges provide large numbers of graduates who enter PhD programs and eventually enter the professorate.

    There are approximately 1179 accredited private institutions with enrollments of fewer than 3000 students. Of these, 185 have between 3000 and 2000 students. Another 329 have enrollments below 2000 but above 1000. A final 650 institutions have enrollments below 1000. These 1179 institutions students include few wealthy colleges such as Williams, Amherst, Carleton or Pomona, as well as numerous struggling, relatively unknowns.

    A basic problem is one of scale. In the absence of significant endowments or other external support, it is very difficult to manage small institutions in a cost effective manner. Institutions with enrollments below 1000 are particularly challenged in this regard. The fundamental economics of small institutions are always challenging, as most are almost completely dependent on student enrollments, a situation getting worse with the coming decline of traditional college age students. There are limited options available to offset this decline. Renewed attention to student retention is one. Another is adding limited graduate programs. However, both take investment, appropriate faculty and staff capacity and time, all of which are often scarce.

    These institutions have small endowments measured either in total or per student value. Of the 1179. There are only 80 with total endowments in excess of $200 million. While a handful have per student endowments that rival the largest private universities, (Williams, Amherst and Pomona all have per student endowments in excess of $1.8 million), the vast majority have per student endowments in the $40,000 range and many far less.

    Most of these schools have high tuition discount rates, often over 50%, so their net tuition revenue is a fraction of posted expense.  They are all limited by size – economies of scale are difficult to achieve. And most operate in highly competitive markets, where the competition is not only other small schools, but also a range of public institutions.

    So, what is the underendowed, under resourced small college to do?

    The most common initiatives designed to address these sorts of challenges are consortia, collaborative arrangements among institutions designed to increase student options and to share expenses. There are numerous such arrangements, examples being the Colleges of the Fenway in Boston, the Five Colleges of Western Massachusetts, the Washington DC Metropolitan Area Consortium, and the Claremont Colleges in California, among others.

    The particulars of each of these groups differ, but there are commonalities. Most are geographically oriented, seeking to take advantage from being near each other. Typically, these groups want to provide more opportunities for students through allowing cross-registrations, sharing certain academic programs or joint student activities. They usually have arrangements for cost-sharing or cost reductions through shared services  for costs like security services, IT, HR, risk management options, pooled purchasing and the like. In other cases (like the Claremont Consortium) they may share libraries or student athletic facilities. Done well, these arrangements can indeed reduce costs while also attracting potential students through wider access to academic options.

    However, it is unlikely that such initiatives, no matter how successful, can fundamentally change the basic financial situation of an independent small college. Such shared services savings are necessary and useful, but usually not sufficient to offset the basic enrollment challenge. The financial impact of most consortia is at the margins.

    Furthermore, participating institutions have to be on a solid enough financial basis to take part in the first place. Indeed, a consortium like Claremont is based on financial strength. Two of the members have endowments in excess of $1.2 billion (Pomona’s is $2.8 billion.) The endowments of the others range from a low of $67 million (Keck Graduate with 617 students) to Scripps with $460 million for 1100 students.) The Consortium is of clear value to its members, but none of these institutions is on the brink of failure. Rather, all have strong reputations, a fact that provides another important enrollment advantage.

    One important factor in these consortia arrangements is that the participating institutions do not have to give up their independence or modify their missions. Their finances, alumni and accreditation are separate.  And while the nature of the arrangement indicates certain levels of compromise and collaboration, their governance remains basically unchanged with independent fiduciary boards.

    At the other end of the spectrum are two radically different situations. One is merging with or being acquired by another institution. Prep Scholar counts 33 such events since 2015. (https://blog.prepscholar.com/permanently-closed-colleges-list). Lacking the resources for financial sustainability, many colleges have had no choice but to take such steps.

    Merging or being acquired by a financially stronger institution has many advantages. Faculty and staff jobs may be protected. Students can continue with their studies. The institution being acquired may be able to provide continuity in some fashion within the care of the new owner. Endowed funds may continue. The institution’s name may continue as part of an “institute” or “center” within the new owner’s structure. Alumni records can be maintained. Real estate can be transferred. Debts may be paid off and so forth. There are multiple examples of the acquiring institution doing everything possible along these lines.

    But some things end. Independent governance and accreditation cease as those functions are subsumed by the acquiring institution. Administrative and admissions staffs are integrated and some programs, people and activities are shed. Operational leadership changes. And over time, what was once a beloved independent institution may well fade away.

    The second situation is, bluntly, oblivion. While there are cases of loyal alumni trying to keep an institution alive with new funding, the landscape is replete with institutions that have failed to be financially sustainable.https://www.insidehighered.com/news/governance/executive-leadership/2025/03/27/how-sweet-briar-college-defied-odds-closure. At least 170 smaller institutions have closed in the past two decades. Significantly, it looks like the rate of closure is increasing, in part because of pressures experienced during the pandemic and in part because of continuing enrollment declines.(https://www.highereddive.com/news/how-many-colleges-and-universities-have-closed-since-2016/539379/)

    The end of a college is a very sad thing for all involved and, indeed, for society in general. Often a college is an anchor institution in a small community and the loss is felt widely. The closure of a college is akin to the closure of a local factory. As Dean Hoke and others have noted, this is a particular problem for rural communities.

    Are there other possible avenues, something between a consortium and a merger or outright closure?

    One relatively new model has been organized by two quite different independent institutions, Otterbein University and Antioch University, that came together in 2022 to create the Coalition for the Common Good. Designed to be more than a simple bilateral partnership, the vision of the Coalition is eventually to include several institutions in different locations linked by a common mission and the capacity to grow collective enrollments.

    At its core, the Coalition is based on academic symbiosis. Otterbein is a good example of the high-quality traditional undergraduate residential liberal arts institution. It has been well-run and has modest financial resources. Facing the demographic challenges noted earlier (in a state like Ohio that boasts dozens of such institutions), it developed a set of well-regarded graduate programs, notably in nursing and health-related fields, along with locally based teacher education programs and an MBA. However, despite modest success, they faced the limitations of adult programs largely offered in an on-campus model. Regardless of quality, they lacked the capacity to expand such programs beyond Central Ohio.

    Antioch University, originally based in Ohio, had evolved over the past 40 years into a more national institution with locations in California, Washington State and New Hampshire offering a set of graduate professional programs to older adults mostly through distance modalities in hybrid or low-residency forms. Antioch, however, was hampered by limited resources including a very small endowment. It had demonstrated the capacity to offer new programs in different areas and fields but lacked the funds necessary for investment to do so.

    Within the Coalition, the fundamental arrangement is for Antioch to take over Otterbein’s graduate programs and, with Otterbein financial support, to expand them in other parts of the country. The goal is significant aggregate enrollment growth and sharing of new revenues. While they plan a shared services operation to improve efficiencies and organizational effectiveness, their primary objective is growth. Antioch seeks to build on Otterbein’s successes, particularly with nursing programs. It already has considerable experience in managing academic programs at a distance, a fact that will be central as it develops the Otterbein nursing and health care programs in a new Antioch Graduate School of Nursing and Health Professions.

    It is assumed that additional new members of the Coalition will resemble Otterbein in form, thus further increasing opportunities for growth through enhanced reach and greater scale. New members in other geographic locations will provide additional opportunities for expansion. One early success of the Coalition has been the capacity to offer existing Antioch programs in Central Ohio, including joint partnerships with local organizations, health care and educational systems. Crucially, both institutions remain separately accredited with separate governance and leadership under a Coalition joint  “umbrella” structure.

    This is not to assert that this model would work for many other institutions. First, many schools with limited graduate programs will be reluctant to “give up” some or all these programs to another partner in the same fashion as Otterbein has with Antioch. Others may not fit geographically, being too remote for expansion of existing programs. Still others may not wish to join a group with an avowed social justice mission.  Finally, as with some consortia, the Coalition arrangement assumes a certain degree of institutional financial stability – it cannot work for institutions on the brink of financial disaster, lest the weakest institution drag down the others.

    Are there other organizational variants that are more integrated than consortia, but allow the retention of their independence in ways impossible in a merger or acquisition model? What can be learned from the Coalition initiative that might help others? How might such middle-ground collaboration models be encouraged and supported?

    How can philanthropy help?

    This is an opportunity for the segments of the philanthropic world to consider possible new initiatives to support the small college elements of the education sector. While there will always be efforts to gain foundation support for individual colleges, there will never be enough money to buttress even a small portion of deserving institutions that face the financial troubles discussed above

    Philanthropy should take a sectoral perspective. One key goal should be to find ways to support  smaller institutions in general. Instead of focusing on gifts to particular institutions, those interested in supporting higher education should look at the multiple opportunities for forms of collaborative or collective action. Central to this effort should be exploration of ways of supporting diverse collaborative initiatives. One example would be to provide sufficient backing to a struggling HBCU or women’s college to enable it to be sufficiently stable to participate in a multi-institutional partnership.

    As noted, institutional consortia are well established as one avenue for such collaboration. Consortia have existed for many years. There are consortia-based associations that encourage and support consortia efforts. However, every consortium is unique in its own ways, as participating institutions have crafted a specific initiative of a general model to meet their particular situations and need. Consortia can be important structures for many institutions and should be encouraged.

    But there is a large middle ground between consortia arrangements and mergers and acquisitions. The Coalition for the Common Good is but one such arrangement and it is still in its early stages. What has been learned from the experience thus far that might be of use to other institutions and groups? How might this middle ground be explored further for the benefit of other institutions?

    One thing learned from the Coalition is the complexity of developing a new model for collective action.  Antioch and Otterbein separately pursued individual explorations of options for two or more years before determining that their partnership together should move forward. It then took a full year to get to the point of announcing their plans and another year to complete negotiations and sign completed legal documents and to obtain the necessary accreditor, regulator and Department of Education approvals. The actual implementation of their plans is still in a relatively early stage. In short, it takes time.

    It also takes tremendous effort by leadership on both sides, as they must work closely together while continuing to address the daily challenges of their separate institutions. Everyone ends up with at least two major jobs. Communication is vital. Boards must continue to be supportive. The engagement of faculty and staff takes time and can be costly.

    What is often referred to as “fit” – the melding of cultures and attitudes at both the institutional and individual levels – is essential. People must be able to work together for shared goals. The burdens of accreditation, while necessary, are time-consuming and multifaceted. There are many things that can go wrong. Indeed, there are examples of planned and announced mergers or collaborations that fall apart before completion.

    Philanthropic institutions could support this work in numerous ways, first for specific initiatives and then for the sector, by providing funding and expertise to facilitate new forms of coalitions. These could include:

    • Providing financial support for the collaborative entity. While participating institutions eventually share the costs of creating the new arrangement, modest dedicated support funding could be immensely useful for mitigating the impact of legal expenses, due diligence requirements, initial management of shared efforts and expanded websites.
    • Providing support for expert advice. The leaders of two institutions seeking partnership need objective counsel on matters financial, legal, organizational, accreditation and more. Provision of expertise for distance education models is often a high priority, since many small colleges have limited experience with these.
    • Funding research. There are multiple opportunities for research and its dissemination. What works? What does not? How can lessons learned by disseminated?
    • Supporting communication through publications, workshops, conferences and other venues.
    • Developing training workshops for boards, leadership, staff and faculty in institutions considering collaborations.
    • Crafting a series of institutional incentives through seed grant awards to provide support for institutions just beginning to consider these options.
    • These types of initiatives might be separate, or they might be clustered into a national center to support and promote collaboration.

    These and other ideas could be most helpful to many institutions exploring collaboration. Above all, it is important to undertake such explorations before it is too late, before the financial situation becomes so dire that there are few, if any, choices.

    Conclusions

    This middle ground is not a panacea. The harsh reality is that not all institutions can be saved. It takes a certain degree of stability and a sufficient financial base to even consider consortia or middle ground arrangements like the Coalition for the Common Good. Merging with or being acquired by stronger institutions is not a worst-case scenario – there are often plenty of reasons, not just financial, that this form of change makes great sense for a smaller, weaker institution.

    It is also important for almost all institutions, even those with significant endowment resources, to be thinking about possible options. The stronger the institution, the stronger the resistance to such perspectives is likely to be. There are examples of wealthy undergraduate institutions with $1 billion endowments that are losing significant sums annually in their operating budgets. Such endowments often act like a giant pillow, absorbing the institutional challenges and preventing boards and leaders from facing difficult decisions until it may be too late. Every board should be considering possible future options.

    In the face of likely government rollbacks of support, the ongoing demographic challenges for smaller institutions and the general uncertainties in some circle about the importance of higher education itself, independent private higher education must be more creative and assertive about its future. Also, it is essential to remember that the existential financial challenges facing these institutions predate the current Presidential Administration and certainly will remain once it has passed into history.

    Just trying to compete more effectively for enrollments will not be sufficient. Neither will simply reducing expense budgets. New collaborative models are needed. Consortia have roles to play. The example of the Coalition for the Common Good may show new directions forward. Anyone who supports the diversity of American higher education institutions should work to find new ways of assuring financial stability while adhering to academic principles and core missions.

    High school speech and debate allows students to find common ground

    DES MOINES, Iowa — Macon Smith stood in front of a nearly empty classroom 1,000 miles from home. He asked his opponent and the two judges in the room if they were ready to start, then he set a six-minute timer and took a deep breath.

    “When tyranny becomes law, rebellion becomes duty,” he began. 

    In front of Macon, a 17-year-old high school junior, was a daunting task: to outline and defend the argument that violent revolution is a just response to political oppression.

    In a few hours, Macon would stand in another classroom with new judges and a different opponent. He would break apart his entire argument and undo everything he had just said.

    “An eye for an eye makes the whole world blind,” Macon started.

    It doesn’t really matter what opinion Macon holds on violence or political oppression. In this moment in front of the judges, he believes what he’s saying. His job is to get the judges to believe with him.

    Macon was one of more than 7,000 middle and high school students to compete in the National Speech and Debate Tournament this summer in Iowa, run by an organization that is celebrating a century in existence.

    In that time, the National Speech and Debate Association has persevered through economic and social upheaval. It is entering its next era, one in which the very notion of engaging in informed and respectful debate seems impossible. The organizers of this event see the activity as even more important in a fracturing society.

    “I don’t think there’s an activity in the world that develops empathy and listening skills like speech and debate,” said Scott Wunn, the organization’s president. “We’re continuing to create better citizens.”

    Though the tournament is held in different cities around the country, for the 100th anniversary, the organizers chose to host it in Des Moines, where the association’s headquarters is based.

    Preparing for this competition was a year in the making for Macon, who will be a senior at Bob Jones Academy, a Christian school in Greenville, South Carolina, this fall. Students here compete in more than two dozen categories, such as Original Oratory, in which they write and recite their own 10-minute speeches, or Big Questions, where they attempt to argue broad, philosophical ideas. 

    Macon’s specialty, the Lincoln-Douglas Debate, is modeled after a series of public, three-hour debates between Abraham Lincoln and Sen. Stephen Douglas in 1858. In this event, two students have just 40 minutes to set up their arguments, cross-examine each other and sway the judges.

    “Even if I don’t personally believe it, I can still look at the facts and determine, OK, this is a good fact, or it’s true, and argue for that side,” Macon said.

    Debaters often have to tackle topics that are difficult, controversial and timely: Students in 1927 debated whether there was a need for a federal Department of Education. In 1987, they argued about mandatory AIDS testing. In 2004, they debated whether the United States was losing the war on terror. This year, in the Public Forum division, students debated whether the benefits of presidential executive orders outweigh the harms.

    While the speech and debate students practiced for their national event, adults running the country screamed over each other during a congressional hearing on state sanctuary policies. A senator was thrown to the floor and handcuffed during a press conference on sending the National Guard to immigration enforcement protests in Los Angeles. Most Americans feel political discourse is moving in the wrong direction — both conservatives and progressives say talking politics with someone they disagree with has become increasingly stressful and frustrating

    Speech and debate club, though, is different.

    “First of all, it gives a kid a place to speak out and have a voice,” said Gail Nicholas, who for 40 years has coached speech and debate at Bob Jones Academy alongside her husband, Chuck Nicholas, who is Macon’s coach. “But then also learn to talk to other people civilly, and I think that’s not what’s being modeled out there in the real world right now.”

    On the second day of the competition in a school cafeteria in West Des Moines, Macon was anxiously refreshing the webpage that would show the results of his rounds to learn whether he would advance to semifinals.  

    For most of the school year, Macon spent two days a week practicing after school, researching and writing out his arguments. Like many competitors, he has found that it’s easy to make snap judgments when you don’t know much about an issue. Decisively defending that view, to yourself and to others, is much harder.  

    “I tend to go in with an opinion and lose my opinion as the topic goes on,” said Daphne DiFrancesco, a rising senior from Cary Academy in Cary, North Carolina.

    Traveling for regional events throughout the school year means Macon has become friends with students who don’t always share his conservative views. He knows this because in debate, discussing politics and religion is almost unavoidable.

    “It doesn’t make me uncomfortable at all,” Macon said. “You don’t want to burn down a bridge before you make it with other people. If you stop your connection with a person right at their political beliefs, you’re already cutting off half of the country. That’s not a good way to conduct yourself.”

    Macon, and other students in the clubs, said participating has made them think more deeply about their own beliefs. Last year, Macon debated a bill that would defund Immigration and Customs Enforcement, an agency he supports. After listening to other students, he developed a more nuanced view of the organization. 

    “When you look at the principle of enforcing illegal immigration, that can still be upheld, but the agency that does so itself is flawed,” he said.

    Henry Dieringer, a senior from L.C. Anderson High School in Austin, Texas, went into one competition thinking he would argue in favor of a bill that would provide work permits for immigrants, which he agrees with. Further research led him to oppose the idea of creating a federal database on immigrants.

    “It made me think more about the way that public policy is so much more nuanced than what we believe,” Henry said. 

    On the afternoon of the second day of the national tournament, Macon learned he didn’t advance to the next round. What’s sad, he said, is he probably won’t have to think this hard about the justness of violent revolution ever again. 

    “There’s always next year,” Macon said.

    Callista Martin, 16, a rising senior from Bainbridge High School in Washington state, also didn’t make the semifinals. Callista and Macon met online this year through speech and debate so they could scrimmage with someone they hadn’t practiced with before. It gave them the chance to debate someone with differing political views and argument styles.

    “In the rounds, I’m an entirely different person. I’m pretty aggressive, my voice turns kind of mean,” Callista said. “But outside of the rounds, I always make sure to say hi to them before and after and say things I liked about their case, ask them about their school.”

    Talking to her peers outside of rounds is perhaps the most important part of being in the club, Callista said. This summer, she will travel to meet with some of her closest friends, people she met at debate camps and tournaments in Washington.  

    Since Callista fell in love with speech and debate as a freshman, she has devoted herself to keeping it alive at her school. No teacher has volunteered to be a coach for the debate club, so the 16-year-old is coaching both her classmates and herself.

    A lack of coaches is a common problem. Just under 3,800 public and private high schools and middle schools were members of the National Speech and Debate Association at the end of this past school year, just a fraction of the tens of thousands of secondary schools in the country. The organization would like to double its membership in the next five years.

    That would mean recruiting more teachers to lead clubs, but neither educators nor schools are lining up to take on the responsibility, said David Yastremski, an English teacher at Ridge High School in New Jersey who has coached teams for about 30 years.

    It’s a major time commitment for teachers to dedicate their evenings and weekends to the events with little supplemental pay or recognition. Also, it may seem like a risk to some teachers at a time when states such as Virginia and Louisiana have banned teachers from talking about what some call “divisive concepts,” to oversee a school activity where engaging with controversial topics is the point.

    “I primarily teach and coach in a space where kids can still have those conversations,” Yastremski said. “I fear that in other parts of the country, that’s not the case.”

    Dennis Philbert, a coach from Central High School in Newark, New Jersey, who had two students become finalists in the tournament’s Dramatic Interpretation category, said he fears for his profession because of the scrutiny educators are under. It takes the fun out of teaching, he said, but this club can reignite that passion.

    “All of my assistant coaches are former members of my team,” Philbert said. “They love this activity [so much] that they came back to help younger students … to show that this is an activity that is needed.”

    On the other side of Des Moines, Gagnado Diedhiou was competing in the Congressional Debate, a division of the tournament that mimics Congress and requires students to argue for or against bills modeled after current events. During one round, Gagnado spoke in favor of a bill to shift the country to use more nuclear energy, for a bill that would grant Puerto Rico statehood, and against legislation requiring hospitals to publicly post prices.

    Just like in Congress, boys outnumbered girls in this classroom. Gagnado was the only Black teenager and the only student wearing a hijab. The senior, who just graduated from Eastside High School in Greenville, South Carolina, is accustomed to being in rooms where nobody looks like her — it’s part of the reason she joined Equality in Forensics, a national student-led debate organization that provides free resources to schools and students across the country.

    “It kind of makes you have to walk on eggshells a little bit. Especially because when you’re the only person in that room who looks like you, it makes you a lot more obvious to the judges,” said Gagnado, who won regional Student of the Year for speech and debate in her South Carolina district this year. “You stand out, and not always in a good way.”

    Camille Fernandez, a rising junior at West Broward High School in Florida, said the competitions she has participated in have been dominated by male students. One opponent called her a vulgar and sexist slur after their round was over. Camille is a member of a student-led group — called Outreach Debate — trying to bridge inequities in the clubs. 

    “A lot of people think that debate should stay the same way that it’s always been, where it’s kind of just — and this is my personal bias — a lot of white men winning,” Camille said. “A lot of people think that should be changed, me included.” 

    Despite the challenges, Gagnado said her time in debate club has made her realize she could have an influence in the world.

    “With my three-minute speech, I can convince a whole chamber, I can convince a judge to vote for this bill. I can advocate and make a difference with some legislation,” said Gagnado, who is bound for Yale.

    A day before the national tournament’s concluding ceremony, a 22-year-old attendee rushed the stage at the Iowa Event Center in Des Moines during the final round of the Humorous Interpretation speech competition, scaring everyone in the audience. After he bent down to open his backpack, 3,000 people in the auditorium fled for the exits. The man was later charged with possession of a controlled substance and disorderly conduct. For a brief moment, it seemed like the angry discourse and extreme politics from outside of the competition had become a part of it. 

    In response, the speech and debate organization shifted the time of some events, limited entrances into the building and brought in metal detectors, police officers and counselors. Some students, Gagnado among them, chose not to return to the event. 

    Still, thousands of attendees stayed until the end to celebrate the national champions. During the awards ceremony, where therapy dogs roamed the grounds, Angad Singh, a student from Bellarmine College Preparatory in California competing in Original Oratory, took the national prize for his speech on his Sikh identity and the phrase “thoughts and prayers” commonly repeated by American leaders after a tragedy, titled “Living on a Prayer.”

    “I’ve prayed for change,” Singh told the audience. “Then I joined speech and debate to use my voice and fight for it.”

The clip, shared by Indian-American entrepreneur Kunal Jain, has sparked outrage online. Jain described the young man as crying and being treated like a criminal, despite arriving with valid documents. He urged the Indian Embassy to intervene. Jain also claimed that similar incidents are now occurring frequently—3 to 4 deportations daily—often due to students being unable to explain their purpose in the U.S. properly at immigration.

    From the ground in Kenya to the gold stud in the ear

    Artisanal gold mining in Kenya’s Western region is raising environmental and public health concerns as mercury contamination threatens both the miners and local water sources.

    At sunrise in western Kenya’s Migori County, small groups of men and women gather at makeshift gold pits, sifting through soil in search of a precious livelihood. Across Kenya’s western counties, tens of thousands of people have turned to artisanal gold mining — small-scale, informal mining operations, often characterized by manual labor and the use of basic tools and low-tech equipment — as global gold prices rise and traditional farming incomes decline. 

    But while mining offers a vital economic lifeline, it brings a toxic legacy: mercury contamination that threatens health, water and livelihoods far beyond the mines.

    A growing Industry in Western Kenya, small-scale gold mining has expanded rapidly in counties such as Migori, Kakamega and Vihiga. Recent estimates suggest that Kenya is home to more than 250,000 artisanal miners, with more than one million people depending on gold-mining for their livelihoods. In Migori alone, gold mining injects an estimated US$37 million into the local economy each year.

    Despite the dangers, mining remains the most viable source of income for many. Surveys in Migori found that a significant majority of miners would not leave the industry, citing a lack of alternatives. 

    Extracting gold

    Women make up an estimated 38% of Kenya’s small-scale gold mining workforce, often involved in ore processing — where mercury exposure is highest — yet receive just 11% of the sector’s revenue. 

    Nashon Adero, a lecturer at Taita Taveta University and a Kenyan mining policy expert, said that women’s roles and vulnerabilities are often overlooked in policy discussions. 

    Herman Gibb, a lecturer at George Washington University and managing partner and president of Gibb & O’Leary Epidemiology Consulting said that mercury is widely used by artisanal miners because it is cheap, accessible and effective at extracting gold from ore. 

    “It’s the easiest way for miners with limited resources to extract gold,” said Gibb, who used to work for the U.S. Environmental Protection Agency. 

    The process, known as amalgamation, involves mixing crushed ore with liquid mercury. Mercury binds to gold, creating an amalgam, which is then heated to vaporize and remove the mercury, leaving behind pure gold. But Gibb said that this heating releases toxic mercury vapour, endangering miners and nearby communities. 

    Mercury poisons

    Researchers, including Gibb, have warned that mercury vapour can settle in households, exposing families, particularly children and pregnant women. Biomonitoring studies, including hair sampling, have shown high levels of exposure among women in small-scale gold mining regions. 

    However, research shows that testing capacity in rural Kenya is limited, and the logistics of sampling, storage and analysis pose additional barriers to effective surveillance. Mercury poses a variety of risks, depending on the form of exposure and who is exposed. 

    Elemental mercury, the liquid form used in gold extraction, poses serious risks when inhaled as vapour, which can cause neurological symptoms such as tremors, memory loss and cognitive impairment. Prolonged exposure can also cause kidney damage. 

    “Mercury vapour can damage the brain, especially in children whose nervous systems are still developing,” Gibb said.  

    Methylmercury, on the other hand, is an organic form of mercury created when elemental mercury enters water bodies and undergoes microbial transformation. It accumulates in fish and other aquatic organisms, entering the food chain. Methylmercury is particularly harmful to pregnant women and children, as exposure can lead to severe developmental disorders, intellectual disabilities and long-term neurological damage.

    Chemicals in the food stream

    Gibb said that when methylmercury enters the food chain, the risks become even more serious. “This is a toxin that affects the most vulnerable in invisible but lasting ways,” he said.

    Although Kenya’s Mining Act of 2016 bans mercury use in mining, enforcement remains weak, and mercury is still widely available in local markets. News reports from the Kenya Chamber of Mines, the main mining industry organization in Kenya, state that many miners lack awareness of its dangers or access to protective equipment. 

    A 2023 study found that groundwater within six kilometers of mine sites in Migori contained mercury levels exceeding Kenya’s safe drinking water limit of 0.001 mg/L during the dry season. Soil samples from mine tailings (waste materials left over after valuable minerals have been extracted) showed mercury concentrations above 9.6 mg/kg, surpassing the National Environment Management Authority discharge limits. 

    Kenya’s mercury crisis is part of a wider global problem. Gibb said that the World Health Organization estimates prenatal exposure to methylmercury causes more than 227,000 new cases of intellectual disability each year, contributing to nearly two million “disability-adjusted life years” — a measure of years lost to ill-health or disability. 

    Mercury ranks among the top chemical threats to global health. Gibb said that its burden is compounded by the fact that most harm is invisible and long-term, making it difficult to prioritize in health budgets. 

    Science diplomacy

    In 2017, Kenya ratified the Minamata Convention, an international treaty designed to protect human health and the environment from releases of mercury, committing to reduce mercury use and emissions. Yet implementation lags. A 2022 Auditor General’s report found that the Ministry of Petroleum and Mining had not mapped or formally designated artisanal mining zones in key counties.

    Adero, the Kenyan mining expert emphasized the need for “science diplomacy” — the use of geospatial technologies (mapping tools and location data) and data-driven reports to influence local and national policymakers. Recent GIS-based research (Geographic Information System, or mapping software that shows roads, rivers, houses etc.) show mercury levels remain high in soil and water near mines. 

    “This highlights enforcement gaps and spatial risks [risks due to location] that many policymakers overlook,” he said. 

    Monitoring mercury exposure in rural areas is especially challenging due to limited laboratory facilities, transportation and technical capacity. 

    “We cannot manage what we do not measure,” Adero said. “Without proper exposure tracking, policies are just words on paper. We need data that is local, current and trusted by both governments and communities.” 

    Enforcing regulations

    Gibb said that constraints around sample collection, storage and analysis hinder the ability to track exposure and enforce regulations. 

    The Migori county government has signed an agreement with the State Department for Environment and Climate Change to establish demonstration sites for mercury-free processing. But while these techniques can be effective, Gibb said, they require up-front investment, training and new equipment and that some alternatives such as cyanide also pose environmental risks. 

    Adero said that early adoption in countries such as Tanzania and Ghana shows promise but similar scale-up in Kenya remains limited. 

    Gender and social dimensions organizations such as the Association of Women in Energy and Extractives in Kenya address gender disparities by organizing cooperatives, providing training and advocating for gender-sensitive safety policies. 

    In his research, Adero found that significant gender gaps remain, with women overrepresented in the most dangerous roles but undercompensated. This research underscores that these disparities are rooted in systemic deprivation and limited access to education and financial literacy, he said. 

    Bureaucracy and fees

    While formalizing small-scale gold mining through Kenya’s Mining Act of 2016 could improve safety and access to technical assistance, progress is slow, hindered by bureaucracy and high fees. Adero advocates simplifying the permitting processes, reducing costs and exempting small-scale miners from fees — learning from successful models such as Ghana’s community mining schemes.

    Yet until real changes happen on the ground, artisanal miners remain caught between economic necessity and the invisible dangers of mercury poisoning. 

    “It’s what we know, and it works — you can see the gold right away,” said a miner from Migori. 

    But Dr. Adero warns that real progress requires concrete actions, not just policy declarations. Reliable, on-the-ground data to measure mercury exposure and inform decisions is key.

    As Kenyan miners struggle with mercury poisoning, consumers around the world unknowingly wear and invest in gold that carries hidden human and environmental costs. Ultimately, addressing mercury contamination is not just a local challenge, it’s a call to action for global accountability, connecting distant luxury markets directly to the miners who risk their health and lives for precious metals.

    Building common ground in higher education

    Welcome to year four of the “Beyond Transfer” blog on Inside Higher Ed. We’re humbled by and thankful for the lively and passionate community this has become. We continue to be impressed with the levels of readership, the exemplary work that various authors describe, the connections that are made as people respond to one another’s work and the dedication to students that jumps off the page. We begin 2025 feeling truly grateful to all those working hard every day to ensure fair treatment of students and their learning. Thank you for all you do.

    Each year, we kick off the “Beyond Transfer” blog with some reflections on what we’ve learned from you and all our partners on the ground and what that means for the year ahead. We are excited to welcome Sova’s new partner Marty Alvarado to this endeavor. Marty has a long history of leading impactful transfer and learning mobility work, and while she’s new to Sova, her insights have long guided our work.

    In 2024, Sova’s transfer and learning mobility team was far-flung and working deeply in many contexts. As a result, we begin 2025 midstride on a variety of fronts:

    • In states: The Sova team is embedded in truly consequential transfer and learning mobility work in several states. This hard, on-the-ground work includes facilitating state-level, cross-sector leadership tables, providing technical assistance for institutional collaborations, supporting implementation of legislatively mandated reforms and serving as a thought partner to state agencies and system offices in diverse political and governance contexts.

    The new year is a time when people reflect on the year that passed and make commitments for the year ahead. This year, we thought we’d play on that theme by sharing some reflections on the past year and what that means for our team’s commitments in the year ahead.

    You may have heard that Merriam-Webster’s 2024 Word of the Year was “polarization,” which Merriam-Webster defined as “division into two sharply distinct opposites; especially, a state in which the opinions, beliefs or interests of a group or society no longer range along a continuum but become concentrated at opposing extremes.” For anyone who lived through the 2024 U.S. presidential election, the selection of this word of the year probably comes as no surprise.

    This led us to reflect on a hard lesson we have learned through our transfer and learning mobility work, which is that this, too, is a space that can quickly lead to polarization. So often, we hear blame placed on receiving institutions for not taking enough credits or on sending institutions for not preparing students well enough. We see examples of administration pitted against faculty for control over decision-making related to transfer credits. We even see the needs of transfer students held up against the needs of students who started and stayed at an institution. Sound familiar?

    So our first commitment for 2025 is to practice the art of depolarization. What do we mean by that? In many ways, this feels like a recommitment to values we already hold, but (being human) sometimes don’t fully live up to. We will welcome hard conversations. We will actively listen, with the goal of building understanding and empathy. We will begin hard conversations with a reminder to honor the perspectives and expertise of all present. We will focus on the human dimensions of change, which includes recognizing that people bring the beauty of their identities and experiences to the work alongside fear of loss, discomfort with conflict and differing styles. We will actively find ways to include all participants. We will transparently document differing perspectives. We will avoid overgeneralizations and stereotypes. We will remember that we work with educators who care about students and welcome being invited into collaborative problem-solving. And when we fall short of these recommitments, we will be open to others holding us accountable.

    Another commitment we have for 2025 is the work of finding and expanding the common ground. This too flows from an interest in depolarization and our shared conviction that common ground exists but can be easily drowned out amid the din of partisan hostility.

    We know that transfer touches many learners—in fact, likely more learners than we previously thought. New data from a survey of a nationally representative sample of Americans, conducted in a partnership between Public Agenda and Sova for “Beyond Transfer,” found that four in 10 respondents tried to transfer some type of credit toward earning an associate degree, bachelor’s degree or certificate. Moreover, those respondents shared that their credit transfer journeys took many forms, including seeking credit transfer for military experience, work-based learning and dual-credit courses in high school. Despite their different journeys, many shared the common experience of credit loss, with 58 percent of respondents indicating they had lost some number of credits when transferring. These data points demonstrate there is a large and diverse population of mobile learners that we should bring into the conversation to build awareness of the high incidence of transfer and generate support for policy action.

    While there are many contentious issues in higher education—including how to improve affordability and how to address ballooning student loan debt—transfer is an area with bipartisan support that, if we can improve, can generate downstream improvements in other areas, such as completion and affordability.

    In the same Public Agenda survey, respondents of all political backgrounds expressed strong support for a variety of policy ideas intended to improve credit transfer. Credit mobility and transfer might well be an issue around which Republicans, Democrats and Independents prove they are capable of agreement and joint action. Improving transfer stands to offer a triple bottom line for learners, institutions and taxpayers:

    • For learners: Recognizing more of their hard-earned credit is the fair thing to do, and research makes clear it will also advance their success by increasing retention and shortening time and cost to completion.
    • For institutions: Public appetite for transparency and accountability clearly cuts across political identities, and institutions would be well served by paying attention to this growing appetite and its relationship to the ongoing decline of public confidence in the value of higher education.
    • For taxpayers: Maximizing the credits earned for students will ensure taxpayer dollars are used to best effect.

    As we dive into 2025, we’ll keep working to dial down the finger-pointing and blaming, cut across silos and divides of our own making, and expand the common ground that already exists on transfer. We hope you’ll join us in finding ways to come together across multiple fronts—within institutions and systems, with government and policymakers at all levels, with accreditors and associations—to serve our students. They deserve it.
