    HACU Conference Opens with Call to Action Amid Challenges Facing Hispanic Students

    The three-day gathering in Aurora, Colorado, opened with a sense of urgency as attendees acknowledged both the progress made in Hispanic higher education and the mounting challenges facing students and institutions.

    “The attacks on immigrants and higher education by the Trump administration is reason for why we need organizations like HACU to stand up for students like me,” said Maria Valasquez, 21, a college junior who attended the conference for the first time. “The threats are real and these are scary times for many first-generation college students.”

    The conference began with four specialized pre-conference events on October 31 and November 1, drawing approximately 200 participants total. These included the 14th Annual Deans’ Forum, focused on “Shaping Visionary Leaders for a Thriving and Democratic Future”; the Third Women’s Leadership Symposium; the 24th Annual Latino Higher Education Leadership Institute, themed “Building Transformational Leaders at All Levels to Strengthen Democracy and Prosperity”; and the 11th Annual PreK-12/Higher Education Collaboration Symposium, addressing “Bridging Education for Lifelong Success: Innovation, Collaboration, and Life Readiness.”

    The main conference kicked off with an Opening Plenary convened by Dr. Juan Sanchez Muñoz, HACU’s Governing Board chair and chancellor of the University of California, Merced. HACU Interim CEO Dr. John Moder delivered the Annual Address, followed by the induction of Dr. Félix V. Matos Rodriguez, chancellor of The City University of New York, into HACU’s Hall of Champions 2025.

Maria Pia Tamburri, Dominion Energy’s vice president of intergovernmental affairs and economic development; Audrey Stewart, Google’s global head of impact and reporting; and Francesca Martinez, the American Heart Association’s national director of the Bernard J. Tyson Office of Health, delivered remarks on behalf of their organizations. Capital One was also recognized for its support.

    A regional focus emerged through the Illinois Hispanic-Serving Institution Summit, also held November 1. After welcoming remarks from Moder and virtual comments from Illinois State Representative La Shawn Ford, a panel discussion addressed the midwestern region’s legislative agenda. The panel featured Dr. Susana Rivera-Mills, president of Aurora University; Dr. Lisa Freeman, president of Northern Illinois University; and Juan Salgado, chancellor of City Colleges of Chicago.

    The summit provided a platform for discussing HACU’s policy and legislative priorities in Illinois, including the critical role college and university presidents play in advancing and sustaining Hispanic-Serving Institutions across the state. Participants shared promising practices and explored collaborative approaches to strengthen institutional capacity.

    Seven honorees are being recognized throughout the conference for their contributions to improving opportunities for college students, with awards presented during various events over the three days.

    “As a president of a Hispanic-Serving Institution and member of HACU’s Board of Directors, I witness firsthand how these colleges and universities transform lives, strengthen families, and fortify our economy,” said Dr. Mordecai I. Brownlee, President of The Community College of Aurora. “The mission of HACU is not a moment — it’s a movement. Despite the challenges of our times, our collective commitment to equity, opportunity, and excellence is just getting started.”
     

    In an interview, Brownlee said that Hispanic-Serving Institutions are not just essential to higher education — they are essential to America’s economic growth and democratic future. 

     

    “By investing in HSIs, our nation invests in innovation, workforce readiness, and prosperity for all,” he said. “The mission of HACU is not simply about serving Hispanic students; it’s about strengthening the very foundation of America’s competitiveness and civic vitality.”  

     

    The conference continues through November 3, as higher education leaders work to chart a path forward for Hispanic student success amid an increasingly complex political landscape.

    Rates of Admitted Students Who Are Black, Hispanic Have Decreased

    In the wake of the Supreme Court’s 2023 decision to ban affirmative action in college admissions, no one knew exactly what the impact on Black and Hispanic enrollment might be going forward. In fall 2024, the numbers varied substantially by institution; Inside Higher Ed’s analysis of 31 institutions’ enrollment data showed massive drops in Black and Hispanic enrollment at some institutions and less drastic decreases—and even slight increases—at others.

    But enrollment data only tells part of the story. A new report from the Urban Institute, which uses data from 18 colleges and universities, highlights how the demographics of college applicants—and admits—shifted after the court’s decision in Students for Fair Admissions v. Harvard and the University of North Carolina at Chapel Hill. While the share of applicants who were Black or Hispanic increased from fall 2023 to fall 2024—by 0.47 and 0.65 percentage points, respectively—the portion who were admitted decreased.

    It marked the first time since at least 2018 that the share of admitted students who were Black had declined; Hispanic students hadn’t seen a drop since 2021, when the share of applicants also declined. White students’ share of applicants, admitted students and enrolled students has shrunk every year since 2018, a trend consistent with the declining number of white high school graduates (and of white Americans in general). White graduates are also the only group that consistently make up a larger percentage of admitted students than applicants.

    Jason Cohn, a higher education and workforce research associate for the Urban Institute and one of the report’s authors, said that these numbers shed more light on the impacts of affirmative action than enrollment figures alone.

    “We’ve seen a lot of enrollment numbers in news articles here and there since last fall. In some cases, they stay the same; in some cases, they change. But I think what these data are showing is that that’s not fully reflective of what might actually be happening,” he said. “One of the big takeaways for me is just how much can be hidden if you only look at the enrollment numbers and aren’t seeing what’s happening in the rest of the admissions pipeline.”

    For this study, the researchers partnered with two organizations, the Association of Undergraduate Education at Research Universities and the University of Southern California’s Center for Enrollment Research, Policy and Practice, to solicit data from a diverse group of 18 research universities (which they did not name). Although the sample is small, they said, it’s consistent with similar research conducted by the College Board, whose sample included about 60 institutions, indicating that the data is likely reflective of broader trends.

    It’s difficult to say definitively that the Supreme Court’s decision caused the decline in the share of admitted students from underrepresented backgrounds. That same class of high school seniors faced other barriers, including the lingering effects of the COVID-19 pandemic and delays and errors with the Free Application for Federal Student Aid. Bryan J. Cook, another author of the report and the Urban Institute’s director of higher education policy, noted that colleges in some states had begun rolling back diversity, equity and inclusion efforts at that time, including some programs aimed at recruiting students of color.

    “In this particular analysis, we’re not looking to isolate causation, but I think as we continue to look at this type of thing in future years, I think that’ll help us get a little closer,” Cohn said.

    But Robert Massa, a veteran enrollment professional, said he believes the shifts were likely caused in large part by the end of affirmative action.

    “I’m not at all surprised that Black students have increased their representation in the applicant pool and decreased their representation in the accepted pool, because universities are taking careful steps to make sure they don’t use race in and of itself as criteria in the admissions process,” he said.

    (Edward Blum, the president of SFFA, the anti–affirmative action nonprofit that was the plaintiff in the Supreme Court case, told Inside Higher Ed in an email that the organization has no opinion on the study.)

    The researchers plan to dig deeper into the data, analyzing other demographic information, including gender and family income, as well as academic variables such as the standardized test scores and grade point averages of the applicants and admitted students at these institutions.

    One possible hiccup for future research: The report also showed that post-SFFA, the share of applicants who chose not to identify their race increased, from 3.2 percent in 2023 to 5.1 percent in 2024. If that upward trend continues, Cohn said, it might make it “more difficult, over time, to unpack these trends and see who’s being served by the higher education system.”

    The Hispanic power in Florida: business, economy, entrepreneurship, and education

    According to the Florida State Hispanic Chamber of Commerce, there are over 604,000 Hispanic-owned businesses in Florida that contribute USD $90 billion to the state’s economy each year. Florida has been ranked the number one US state for entrepreneurship. Combine that with the fact that Florida is the gateway to Latin America and the Caribbean, and you’ve got yourself a state with a promising entrepreneurial spirit.

    Here are the universities that are leading the charge. They’re doing all the right things and it’s time to closely observe

    Miami-Dade County alone is home to over 1,200 multinational companies to have set up their Latin American headquarters in the area. Some 30% of all businesses in the county are run by people of Hispanic descent. This is a massive industry that’s growing at a rapid pace and demands highly educated professionals who can keep up with it all. This is a dynamic, entrepreneurial and young Hispanic community.

    So, what are Florida’s institutions doing differently? They are agile, forward-thinking, and constantly evolving – meeting the needs of Hispanic students in Florida and beyond who want to study at their own pace and in a way that fits their lives.

    Here are the universities that are leading the charge. They’re doing all the right things and it’s time to closely observe.

    1. MIU City University: affordable, flexible, and global

    They’ve filled those gaps with flexible and practical offers. They’re serving a growing Hispanic student population – both domestic and those from their international biosphere – a segment that is hungry for opportunities to grow. They are partnering with companies, international organisations, governments, providing real-world skills, a worldwide network, and the flexibility to study from anywhere.

    I am impressed by these innovative institutions and their rapid pace of growth. I have just shown three examples, but there are more institutions doing great things that have been here for a while. Some of them are opening new campuses and branches, with in-person, online and hybrid models: Ana G. Méndez University- Puerto Rico, Nexus University; Universidad Mayor Chile, Westfield Business School; Prisma Education Group Colombia, Broward International University; San Ignacio University; USIL Peru, Albizu University; Puerto Rico, GAIA University, Guatemala, to name just a few.  

    These institutions offer flexibility, affordability, global exposure, and a focus on practical skills for today’s workforce. They’re not just educating students; they’re connecting them to a global ecosystem of professionals, alumni, and companies that are ready to hire.

    It’s time to pay attention to what these universities are doing. They’re a novel example that education can be tailored to the needs of the students and the world they’re entering. The future of higher education is here, and it’s fast, flexible, and ready to break all the rules. And it’s so exciting that this is happening here in the Sunshine State.
