    Making sense of specialisation: what the Post-16 White Paper means for university identity

    Over the weekend we published blogs on the art of reimagining universities and on why the TEF could collapse under the weight of DfE and the OfS’ expectations.

    Today’s blog was kindly authored by Nick Barthram, Strategy Partner at Firehaus and Merry Scott Jones, Transformation Partner at Firehaus and Associate Lecturer at Birkbeck, University of London.

    The government’s Post-16 Education and Skills White Paper sets a new tone for tertiary education in England. It is not just another skill or funding reform. It is a statement of intent about how universities, colleges, and employers should work together to build the country’s economic capability.

    The paper sets out a broad reform agenda built around stronger employer collaboration, higher-quality technical education, and a more flexible lifelong learning system. Initiatives such as Local Skills Improvement Plans and the Lifelong Learning Entitlement illustrate how the system is being reshaped to enable post-16 institutions to play distinct, complementary roles within a shared ecosystem of skills and innovation. All of this will unfold against a backdrop of constrained funding, uneven regional capacity, and growing regulatory pressure, making clarity of role more important than the White Paper itself acknowledges.

    While the paper avoids overt market language, the phrase comparative advantage does a lot of work. It invites universities to reflect on what they are best at and how that compares with others, without requiring them to openly compete. The intention is clear: to encourage institutions to define, and then demonstrate, their unique value. This is not new thinking. Advance HE, supported by a sector steering group including representation from AHUA, CUC, Guild HE and UUK, published a discussion paper last year on Measuring What Matters, exploring institutional performance and the importance of evidencing and communicating value creation.

    For some, that will mean sharper choices about subjects, audiences, partnerships, and purpose. For others, it will be about aligning their contribution to regional priorities. Not every university serves its region in the same way. The most prestigious universities will act as lighthouses, shaping national and international ecosystems through research and innovation. Others will play a more local role, deepening their community impact and supporting regional industry.

    The common thread is focus. Universities can no longer rely on breadth as a badge of strength. The challenge now is to identify what makes their contribution distinct and coherent, and to express that with clarity.

    From strategy to articulation

    Responding to the White Paper will be a demanding process. It will call for rigorous analysis, evidence-gathering, and an honest evaluation of institutional strengths and weaknesses. It will also require a sophisticated understanding of stakeholders’ and audiences’ needs. And of course, diplomacy will be required to manage the trade-offs that follow. Every decision will carry consequences for identity, culture, and relationships.

    In time, many universities will produce credible strategies: detailed statements of focus, lists of priorities, and maps of partnerships. But the real risk is stopping there. Institutional strategy alone will not create coherence.

    Universities often complete strategic work and then move straight to execution, adding imagery or campaigns before uniting everything around a purpose that aligns what you offer and who it’s for. The step that often gets missed is articulation – translating strategic intent into something people can understand, believe in, and act on.

    The White Paper calls for coherence across regions and the sector. Universities need to mirror that with coherence within their own walls. When purpose, culture, and communication line up behind a shared sense of direction, policy responses become practice, not just strategy. And this, fundamentally, is what the Government is seeking.

    The groundwork for meeting these changes is only just beginning, with many hard yards still to come. While covering that ground, there are lessons from outside the sector worth remembering.

    1. Specialisation  is relative
      A university’s strengths mean little in isolation. What matters is how those strengths stand out within the broader system of institutions, partners, and employers. Understanding where your work overlaps with others and where it uniquely contributes is essential. Knowing what not to do is often as important as knowing where to lead.
    1. Demand is defined by more than the UK Government
      The White Paper rightly highlights the importance of the national industrial strategy in shaping what is ‘in demand’. But universities should also consider the needs and motivations of their wider audiences: students, partners, and communities. Clarity about who your work matters to is as important as clarity about what that work is.
    1. Purpose must be expressed, not just defined
      Defining purpose is a strategic exercise; expressing it is an act of leadership. Purpose that remains on paper does not change behaviour, attract talent, or inspire partners. It must be made visible and tangible across everything the institution says and does, from how staff describe their work to how the university presents itself to the world.
    1. Perception matters as much as reality
      Universities are naturally driven by research and evidence. Yet specialisation is as much about being perceived as specialised as it is about being so in practice. The most successful institutions will work not only to build genuine expertise but also to occupy space in their audiences’ hearts and minds. Shifting perception requires consistency in both story and substance.
    1. Alignment is critical to success
      The institutions that succeed will be those that align intent, culture, and message. When leadership, staff, and students share a single understanding of what the university stands for, decision-making becomes simpler, collaboration easier, and communication more powerful. Alignment is not achieved through a campaign but through ongoing dialogue and consistent behaviour.

    A catalyst for clarity

    The Post-16 White Paper is ultimately a call for focus. For universities, that means not only deciding where they fit but demonstrating that fit clearly and consistently to students, partners, and staff.

    Those who stop at strategy will adapt. Those who move beyond it — articulating their role with confidence, coherence, and conviction — will help define what a purposeful, modern university looks like in the decade ahead.

    Texas Tech System Ends Class Discussions of Trans Identity

    The Texas Tech University System has ordered all faculty to refrain from classroom discussions of transgender identity, The Texas Tribune reported.

    In a letter to the leaders of the five universities in the system, Texas Tech Chancellor Tedd Mitchell wrote that the institutions must comply with “current state and federal law,” which “recognize only two human sexes: male and female.“ He cited Texas House Bill 229, which defines sex strictly as determined by reproductive organs, a letter from Texas governor Greg Abbott directing agencies to “reject woke gender ideologies,” and President Trump’s January executive order—which is not a federal law—declaring the existence of just two genders.

    “While recognizing the First Amendment rights of employees in their personal capacity, faculty must comply with these laws in the instruction of students, within the course and scope of their employment,” Mitchell wrote.

    The move follows a confusing week at Angelo State University—part of the Texas Tech System—where a new set of policies first seemed to prohibit faculty from engaging in any sort of pride displays but ultimately limited discussion and content only related to trans identity.

    Mitchell’s letter provided little guidance for faculty about how to implement the new policy, suggesting it presents certain challenges.

    “This is a developing area of law, and we acknowledge that questions remain and adjustments may be necessary as new guidance is issued at both the state and federal levels,” he wrote. “We fully expect discussions will be ongoing.”

    The identity crisis of teaching and learning innovation

    Universities love to talk about innovation. Pedagogical innovation is framed as a necessity in an era of rapid change, yet those expected to enact it – academics – are caught in an identity crisis.

    In our research on post-pandemic pedagogical innovation, we found that the decision to engage with or resist innovation is not just about workload, resources, or institutional strategy. It’s about identity – who academics see themselves as, how they are valued within their institutions, and what risks they perceive in stepping beyond the status quo.

    Academics are asked to be both risk-taking pedagogical entrepreneurs and compliant employees within increasingly bureaucratic, metric-driven institutions. This paradox creates what we call the moral wiggle room of innovation – a space where educators justify disengagement, not necessarily because they oppose change, but because their institutional environment does not meaningfully reward it.

    The paradox of pedagogical innovation

    During the pandemic, universities celebrated those who embraced new digital tools, hybrid learning, and flexible teaching formats. “Necessity breeds innovation” became the dominant narrative. Yet, as the crisis has subsided, many of these same institutions have reverted to rigid processes, managerial oversight, and bureaucratic hurdles, making innovation feel like an uphill battle.

    On paper, universities support innovation. Education strategies abound with commitments to “transformative learning experiences” and “sector-leading digital education.” However, in practice, academics face competing pressures – expectations to drive innovation while being weighed down by institutional inertia.

    The challenge is not just about introducing innovation but sustaining it in ways that foster long-term change. While institutions may advocate for pedagogical innovation, the reality for many educators is a system that does not provide the necessary time, support, or recognition to make such innovation a viable, sustained effort.

    The result? Many feel disillusioned. As one academic in our research put it:

    I definitely think there’s a drive to be more innovative, but it feels like a marketized approach. It’s not tangible – I can’t say, ‘Oh, they’re really supporting me to be more innovative.’ There’s no clear pathway, no structured process.

    For some, engaging in pedagogical innovation is a source of professional fulfilment. For others, it is a career gamble. Whether academics choose to innovate or resist depends largely on how their identity aligns with institutional structures, career incentives, and personal values.

    Three identity tensions shaping pedagogical innovation

    Regulated versus self-directed identity Institutions shape identity through expectations: teaching excellence frameworks, fellowship accreditations, and workload models dictate what “counts” in an academic career. Yet, many educators see their professional identity as self-driven – rooted in disciplinary expertise and a commitment to students. When institutional definitions of innovation clash with personal motivations, resistance emerges.

    As one participant put it:

    When you’re (personally) at the forefront of classroom innovation…you’re constantly looking outwards for ideas. Within the institution, there isn’t really anyone I can go to and say, ‘What are you doing differently?’ It’s more about stumbling upon people rather than having a proactive approach to being innovative. I think there’s a drive for PI, but it feels like a marketised approach.

    For some, innovation is an extension of their identity as educators; for others, it is a compliance exercise – an expectation imposed from above rather than a meaningful pursuit.

    This tension is explored in Wonkhe’s discussion of institutional silos, which highlights how universities often create structures that inadvertently restrict collaboration and cross-disciplinary innovation, making it harder for educators to engage with meaningful change.

    Risk versus reward in academic careers Engaging in pedagogical innovation takes time and effort. For those on teaching and scholarship contracts, it is often an expectation. For research and scholarship colleagues, it is rarely a career priority.

    Despite strategic commitments to pedagogical innovation, career incentives in many institutions still favour traditional research outputs over pedagogical experimentation. The opportunity cost is real – why invest in something that holds little weight in promotions or workload models?

    As one academic reflected:

    I prioritise what has immediate impact. Another teaching award isn’t a priority. Another publication directly benefits my CV.

    Until pedagogical I is properly recognised in career progression, it will remain a secondary priority for many. As explored on Wonkhe here, the question is not just whether innovation happens but whether institutions create environments that allow it to spread. Without clear incentives, pedagogical innovation remains the domain of the few rather than an embedded part of academic practice.

    Autonomy versus bureaucracy Academics value autonomy. It is one of the biggest predictors of job satisfaction in higher education. Yet pedagogical innovation is often entangled in institutional bureaucracy (perceived or real) through slow approval processes, administrative hurdles, and performance monitoring.

    The pandemic showed that universities can be agile. But many educators now feel that flexibility has been replaced by managerialism, stifling creativity.

    I’ve had people in my office almost crying at the amount of paperwork just to get an innovation through. People get the message: don’t bother.

    To counteract this, as one educator put it:

    It’s better to ask forgiveness afterwards than ask permission beforehand.

    This kind of strategic rule-bending highlights the frustration many educators feel – a desire to innovate constrained by institutional red tape.

    Mark Andrews, in a Wonkhe article here, argues that institutions need to focus on making education work rather than simply implementing digital tools for their own sake. The same logic applies to pedagogical innovation – if the focus is solely on regulation, innovation will always struggle to take root.

    Beyond the rhetoric: what needs to change

    If universities want sustained innovation, they must address these identity tensions. Pedagogical innovation needs to be rewarded in promotions, supported through streamlined processes, and recognised as legitimate academic work – not an optional extra.

    This issue of curriculum transformation was explored on Wonkhe here, raising the critical question of how universities can move beyond rhetoric and make change a reality.

    The post-pandemic university is at a crossroads. Will pedagogical innovation be institutionalised in meaningful ways, or will it remain a talking point rather than a transformation? Academics are already navigating an identity crisis – caught between structural constraints, career incentives, and their own motivations. Universities must decide whether to ease that tension or allow it to widen.

    Encouraging Families to Promote Racial Identity and Pride in Black and Other Minoritized Children

    Dr. Donna Y. FordNow more than ever, race has become salient in politics, higher education, P-12, and the workforce, especially in this anti-DEI era. It is not uncommon for Black and other minoritized individuals to have feelings of anxiety about discussions around race, particularly for families (e.g., parents, caregivers, guardians, etc.). Having “the talk” about racism and bias has been a rite of passage for many Black children and youth in which their parents/caregivers have to discuss the intersection of race and U.S. societal issues such as how to interact with law enforcement because navigating these circumstances can easily lead to imprisonment or a life-or-death situation. Trauma is undeniable. 

    Keeping “the talk” at the forefront of this op-ed, it is imperative that families have the resources to properly discuss, show, and engage their children in active conversation about race relations so Black and other minoritized youth and families can respond appropriately, particularly in proactive ways. Moreover, families must continue to instill confidence and pride in racial identity. To set the tone, we are eager to share this Sesame Street video “Elijah Explains Race to His Son, Wes, and Elmo.”

    Children are Ready, Caregivers (and Educators) Must Be Too

    Here is an overview from Traci BaxleyResearch shows that children form race-related ideas long before they can verbalize about race and racism. It may surprise readers to know that racial awareness begins in infancy. Regardless of their age, all children get clues from their experiences (inside and outside of home) to make sense of the world. Therefore, early, intentional/proactive, honest, and age-appropriate conversations are important for promoting racial identity and pride. Here is a developmental look at children’s understanding.

    Infants show a preference for the faces of people from their own racial group as early as six months. Babies gaze longer and show happy expressions more frequently with people who look like them. Start early by introducing children to people who don’t look like them, and let children see pictures of people with a variety of skin tones and facial features.

    Toddlers use social cues such as body language and facial expressions to make sense of their world. They watch the way adults respond to differences in people and mimic our attitudes and racial biases without us even realizing it. As young as three, toddlers associate some racial groups with negative traits and use these associations to develop their own understanding about the world/environment around them. As caregivers, we need to be aware of our own biases and reactions to people whose skin color is different. Using books, videos, and music that highlight and celebrate differences.

    Preschoolers become even more aware of differences such as skin color and hair texture. They are increasingly observant of how others are similar and different from them. Toddlers compare and group/categorize people by race. Note that some children also begin to show a “pro-white” bias. Thus, they may begin to include or exclude playmates on the basis of race. Furthermore, minoritized children may associate White with wealth, power, and/or beauty.

They may continue to include and exclude peers based on race. They are more aware of disturbing news, and they often ask questions about it. This is a timely opportunity to have meaningful conversations about race and racism.

    In summary, as soon as children can ask race-based questions and make comments, support their natural curiosity by answering them, even the most difficult ones.  Let them know that it’s fine/not wrong to notice skin color and to talk about race. We concur with Baxley that “the idea is to make differences normal and good!”  We are uncomfortable and not prepared, our children will notice, and experience discomfort. It will be difficult to promote racial understanding and pride, which is so needed for minoritized children in these turbulent times.

    A Final Word

    We are staunch advocates of appreciating Black culture and its legacy of innovation, education, and significant contributions to the history of the United States. Broaching race with children is imperative to ensure that they have the confidence and belief in themselves with no limitations to their talents, creativity, brilliance and genius. These conversations around race not only prepares our youth to thrive but it also normalizes how conversations on race can be proactive as opposed to reactive.

    Going against the grain? Arts Based Research and the EdD: Resistance, activism and identity

    There has been growing interest in the potential of arts-based research (ABR) methods to enrich educational inquiry (Everley, 2021). However, minimal attention has been given to how accessible or relevant ABR is for practice-based researchers (including lecturers and teachers), who undertake the professional doctorate in education (EdD) pathway. We believe that this lack of attention is significant, partly because institutional frameworks for doctoral programmes are often informed by traditional models of PhD research, which may constrain the creative possibilities of practice-based study (Vaughan, 2021), and partly due to the nature and ‘uniqueness’ of the EdD as a research degree (Dennis, Chandler & Punthil, 2023).

    We have previously argued that ABR potentially holds particular promise for EdD research due to its alignment with the programme’s highly relational and contextual nature and its engagement with diverse audiences. In our 2024 paper, which was part of a special issue of Teaching in Higher Education, we mapped the theoretical similarities in understandings of ABR and the EdD, exploring this alignment across aspects including practice, audience and reflexivity (Dobson & Clark, 2024). Our paper called for colleagues to ‘embrace hybridity’ and provide permission for creativity in EdD research and we attempted to illustrate this within the paper itself, entangling examples of creative nonfiction writing with a traditional scoping review to embody our theorisation. However, we also concluded with a realisation that maximising the potential of ABR requires careful attention to how design, practice and regulations support students’ identity development and agency (Savva & Nygaard, 2021).

    To build on this, throughout 2024 we have been working with a group of nine EdD students studying at our respective institutions, who are all exploring the potential of ABR for their work. These students span professional roles from early childhood through to higher education, and disciplines including the arts, business and science. Following initial narrative interviews with each student, we developed an online cross-institution action learning set (Revans, 1982) to facilitate dialogue and learning relating to some of the key problems and opportunities students were experiencing in relation to their engagement with ABR. As a group we met 6 times, each time agreeing an area of focus, and providing opportunities for individuals to present and group members to ask clarifying and open-ended coaching style questions. This process culminated in creative analysis, where we collaboratively analysed and reflected on the learning that had taken place, and each student presented a creative interpretation of their learning to the group. We are currently working with a group of these EdD students to co-author a paper which captures and illustrates this learning and shares these creative outputs.

    Alongside this, the second paper from our project (Clark & Dobson, forthcoming) explores some of the key learning arising from the initial interview phase – in particular the idea of ABR as a form of ‘resistance’ involving potentially either a deliberate, or more hesitant, decision to ‘go against the grain’. Using Glăveanu’s 5A’s theory (actors, actions, artifacts, audiences and affordances) to understand creativity as embedded in social relations, we developed the interview transcripts into vignettes for each student and identified three key strands of the students’ perceptions of their experiences – many of which continued to be key areas of focus as we worked through the action learning set process. The process highlighted the students’ understanding of how methodological expectations were reflected through key audiences and structures, how methodological choices aligned with their sense of self and identity and the role of ABR in promoting action and agency. The vignettes offered a nuanced illustration of the tensions in these areas, which we feel offers wider value due to the fact that, unlike any previous work we had identified in this area, the understandings related to students both with and without previous artist identities, backgrounds or experiences.

    The focus on audience and structures highlighted the numerous audiences which exist for students’ EdD research, often spanning academic, professional and community spaces and how these can create tensions in terms of expectations of what research ‘should’ look like. Some students talked of an ongoing battle to justify and ensure their ABR projects were taken seriously, whilst others positioned their decision to use ABR as an active decision to resist academic or managerial structures they perceived had been unhelpfully imposed on them. This also highlighted that whilst valuing creativity in research within the micro context of an EdD programme itself (through teaching and supervision) was significant and built confidence, students also needed support to consider how to frame their work in wider contexts, including through institutional processes (such as those for ethics approval) and professional and academic communities. One student, for example, highlighted feeling ‘junior’ and ‘a bit insecure’ about engaging in wider university processes designed for what they felt was understood as more ‘serious research’.

    In relation to identities and self, we explored a complex and nuanced understanding of students’ perceptions of the need for ongoing negotiation of the entanglement between professional, researcher, and in some cases, artist identities. Where students identified pre-existing artist identities, for some this created an obvious alignment with their research, but for others they identified tensions, including feeling ‘nervous’ about bringing this identity into their research and apprehensive of their relevance to an academic audience. Where students had no prior expertise or experience in the arts, they often expressed hesitance regarding using ABR, but strong feelings about its potential to align with aspects of their professional identity and values. For example, they appreciated ABR’s affordances in ensuring research was accessible to wider communities and supporting children’s voices to be heard.

    This also connected with the final strand, action and agency, where ABR was positioned by the students as having the potential to facilitate an emancipatory process in education, promote agency and in some cases play a role in research as a form of activism. This was often associated with ideas of social justice, with one student, for example, talking of ABR as providing agency for him to ‘push back against’ an education system that marginalises certain groups. Alongside this, another highlighted ABR as having stronger potential to be participatory and action based, maximising the benefits of the research process itself on her participants who were also her students.   

    As we continue our work on this project, the learning it has generated allows us to begin to reflect on its implications: implications that are both within individual EdD programs, where teaching and supervision have strong potential to offer spaces to explore, and reflect on, the potential value of ABR within EdD research, and at an institutional level, where regulations need to continue to respond to growing focus on the social and professional relevance of doctoral research and the range of models, and methodologies, they encompass. A key part of the action learning sets has also been their role in highlighting the value of facilitating methodological dialogue and creating a community of doctoral researchers exploring ABR. As one of the students reflected, this has helped with their sense of ‘validation’ for their work and provided a space to navigate some of the key tensions.
