    Illinois Launches Effort to Re-Enroll Adult Learners

    Illinois has launched a statewide effort to re-enroll students who stopped out of college, in partnership with ReUp Education, a company focused on recruiting and supporting adult learners, according to a news release. ReUp has established a re-enrollment marketplace in Illinois that will connect stopped-out learners with 19 participating community colleges and universities and provide them with live coaching and other resources.

    The platform will be accessible to 200,000 Illinois residents who have earned some college credits but not completed a degree. Nationwide, about 43 million Americans fall into that category.

    Illinois joins several other states and institutions that have begun making a concerted effort to bring stopped-out individuals back to college. According to ReUp’s release, the company has supported 40,000 students in re-enrolling in college.

    “Building a brighter future requires looking long and hard at the economic realities facing Illinois’ families and work force,” State Rep. Katie Stuart, chair of the Illinois House Higher Education Committee, said in the release. “Partnering with an established name in the adult education space to get more people skilled up for high-paying jobs is a big step in the right direction.”

    DOJ Sues Illinois Over In-State Tuition for Noncitizens

    The U.S. Department of Justice sued Illinois on Tuesday over its policy to allow in-state tuition rates for undocumented students. Illinois is the fifth state targeted by such a lawsuit.

    The DOJ filed a complaint in the Southern District of Illinois against the state, Gov. JB Pritzker, the state attorney general and boards of trustees of state universities. The complaint argues that it’s illegal to offer lower tuition rates to undocumented students if out-of-state citizens can’t also benefit.

    Illinois passed a law in 2003 that grants in-state tuition to undocumented students who meet certain criteria. To qualify, students need to reside and attend high school in the state for three years, graduate from an Illinois high school, and sign an affidavit promising to apply to become a permanent resident as soon as possible. Pritzker then signed a bill into law last year that would loosen these criteria, starting in July 2026. Students will be able to pay in-state tuition rates if they meet one of two sets of requirements, including attending an Illinois high school for at least two years or a combination of high school and community college in the state for at least three years.

    “Under federal law, schools cannot provide benefits to illegal aliens that they do not provide to U.S. citizens,” Attorney General Pamela Bondi said in a news release. “This Department of Justice has already filed multiple lawsuits to prevent U.S. students from being treated like second-class citizens—Illinois now joins the list of states where we are relentlessly fighting to vindicate federal law.”

    In Texas and Oklahoma, the DOJ successfully ended in-state tuition for undocumented students; attorneys general in the two red states swiftly sided with the federal government’s legal challenges. Lawsuits against Kentucky and Minnesota are still ongoing.

    This latest lawsuit will likely escalate the Trump administration’s battle with the state of Illinois. President Donald Trump has said he wants to send the National Guard to Chicago, a move that Pritzker forcefully pushed back on. Since Trump took office, Pritzker has been an outspoken critic.

    April McLaren, deputy press secretary for the Illinois attorney general’s office, said officials are reviewing the case and have “no further comment.” Representatives at Eastern Illinois University, Northeastern Illinois University and Southern Illinois University, whose boards were among those named in the lawsuit, similarly told Inside Higher Ed that they can’t comment on pending litigation.

    A spokesperson for the governor’s office defended the state’s policy and called the lawsuit “yet another blatant attempt to strip Illinoisans of resources and opportunities.” 

    “While the Trump Administration strips away federal resources from all Americans, Illinois provides consistent and inclusive educational pathways for all students—including immigrants and first-generation students—to access support and contribute to our state,” the spokesperson wrote in an email to Inside Higher Ed. “All Illinoisans deserve a fair shot to obtain an education, and our programs and policies are consistent with federal laws.”

    In Oklahoma, the state attorney general similarly worked with the DOJ to end its policy, a request approved by a federal judge on Friday. Florida repealed its policy through legislation this year independent of federal intervention.

    “This Department of Justice has already filed multiple lawsuits to prevent U.S. students from being treated like second-class citizens — Illinois now joins the list of states where we are relentlessly fighting to vindicate federal law,” Bondi said in a Tuesday statement.

    Steven Weinhoeft, U.S. attorney for the Southern District of Illinois, similarly alleged that Illinois’ law unlawfully disadvantages the state’s citizens and uses tax funding to incentivize illegal immigration.

    “Illinois has an apparent desire to win a ‘race to the bottom’ as the country’s leading sanctuary state,” he said in a statement. “Illinois citizens deserve better.”

    Sanctuary jurisdictions, such as cities and states, are generally considered areas with policies limiting local authorities’ cooperation with federal immigration enforcement efforts. Bondi has promised to “eradicate” such policies across the country.

    Weinhoeft in February took over as the district’s attorney for Rachelle Aud Crowe, following Trump’s promise to fire all U.S. attorneys appointed by former President Joe Biden.

    Unlike Texas and Oklahoma, Illinois is a solidly blue state, with Democratic control over the governor’s mansion and both chambers of the Legislature. And Pritzker has been one of the most outspoken opponents of President Donald Trump.

    The University of Illinois system said Wednesday it is reviewing the complaint and had no comment. Chicago State said it does not comment on pending litigation. And Rend Lake declined to comment on the lawsuit, citing ongoing talks with its legal counsel.

    The remaining colleges did not immediately respond to requests for comment Wednesday.

    The difference between in-state and out-of-state tuition can be substantial.

    In-state students who enrolled full time at Illinois State in fall 2025 paid $12,066 for a year of tuition. For out-of-state students, the cost was $24,132.

    At Chicago State, new in-state students paid $352 per credit hour, while incoming out-of-state students paid $697.

    After Hechinger story, Illinois passes law requiring hospitals to connect parents of premature infants with life-changing therapies

    Illinois hospital staff will soon be required by law to refer parents of severely premature infants to services that can help prevent years of intensive and expensive therapy later, when the children are older. The new law follows reporting from The Hechinger Report that exposed how hospitals often fail to connect many eligible parents to these opportunities for their children after they leave neonatal intensive care units.

    Earlier this year, Hechinger contributor Sarah Carr wrote about how, across the country, far too few parents are made aware of the kinds of therapies their babies are entitled to under federal law. Such early intervention services can ultimately reduce the need for these children to require costly special education support as schoolchildren. 

    Carr noted: “Federal law says children with developmental delays, including newborns with significant likelihood of a delay, can get early intervention from birth to age 3. States design their own programs and set their own funding levels, however. They also set some of the criteria for which newborns are automatically eligible, typically relying on qualifying conditions like Down syndrome or cerebral palsy, extreme prematurity or low birthweight. Nationally, far fewer infants and toddlers receive the therapies than should. The stats are particularly bleak for babies under the age of 1: Just 1 percent of these infants get help. Yet an estimated 13 percent of infants and toddlers likely qualify.”

    After the Hechinger Report story was published, Illinois state Rep. Janet Yang Rohr authored legislation to require that hospitals distribute materials informing parents of premature and low birth weight babies about their eligibility for early intervention therapies. The bill also required that hospitals make a nurse or physical therapist available to explain these rights to families.

    “The problem is that these families often don’t know about these services,” Yang Rohr said last spring, after her chamber passed the bill. “So this bill improves that early intervention process by requiring NICU staff to share information about these services and requires hospital staff to write a referral to these programs for families that are eligible.”

    Illinois Gov. JB Pritzker signed that bill into law earlier this month. It takes effect in January. 

    Carr also wrote: “The stakes are high for these fragile, rapidly growing babies and their brains. Even a few months of additional therapy can reduce a child’s risk of complications and make it less likely that they will struggle with talking, moving and learning down the road. In Chicago and elsewhere, families, advocates and physicians say a lot of the failures boil down to overstretched hospital and early intervention delivery systems that are not always talking with families very effectively, or with each other hardly at all. ‘They really put the onus of helping your child get better outcomes on you,’ said Jaclyn Vasquez, an early childhood consultant who has had three babies of her own spend time in the NICU.”

    “Early intervention is life-changing for many families, as these programs provide critical services and therapies as children develop,” Illinois state Sen. Ram Villivalam said when the bill was sent to Pritzker. “But, these services can only benefit those they are able to reach, which means uplifting the program and expanding its outreach to those who need it is imperative.”

    Illinois lawmakers budgeted $500,000 for Lincoln College in a state budget that went into effect July 1—even though the small private institution closed in 2022, WICS News Channel 20 reported.

    The earmark added in a capital bill in 2018 continues to resurface in the budget each year because it’s included in a state law, even though it hasn’t been funded.

    “That money’s still in there. However, it wouldn’t have any place to go to now,” state senator Sally Turner told WICS.

    But it could be redirected in the future.

    “Later on, down the road, we could probably change that title to the city of Lincoln or to the furtherment of the development of Lincoln Developmental Center or something of that nature, if it ever gets funded,” Turner said.

    Critics say it raises broader concerns about the budgeting process.

    State Representative Bill Hauter, whose district includes Lincoln, told The Center Square that state lawmakers have hours to review thousands of budget pages.

    “This line item for Lincoln College? It’s basically a banner that says ‘incompetent,’” he said.

    Isbell’s innovative approach to education was perhaps most visible during his tenure at the Georgia Institute of Technology, where he spent 20 years climbing the academic ranks. As dean of the College of Computing, he helped transform the program into one of the largest and most diverse computing programs in the nation—a testament to his ability to scale inclusive excellence.

    His most groundbreaking achievement at Georgia Tech was the launch of the university’s Online Master of Science in Computer Science program, the first of its kind offered at scale by a leading research university.     Illinois Tech Establishes First U.S. Campus in India

    On Wednesday, the Illinois Institute of Technology announced it had reached an agreement with India’s University Grants Commission to establish a branch campus in Mumbai, opening to students in fall 2026. It will be the first degree-granting U.S. institution on Indian soil and Illinois Tech’s first international branch campus.

    For decades, a complicated legal and tax system prevented U.S. institutions from opening campuses in India. Then, in 2020, the Indian government issued a new National Education Policy paving the way, officials promised, for a much easier pathway to fruitful academic partnerships.

    India is a major growth market for U.S. higher education; this year the country surpassed China for the first time as the top origin country for international students in the U.S. Establishing a beachhead in India could help institutions carve out a dominant space for themselves in the lucrative international recruitment market, especially since the vast majority of Indian international students come to the U.S. for postgraduate study.

    When the Indian government announced the NEP 2020 plan, officials envisioned the “top 100 universities in the world” setting up shop in the country. So far, that hasn’t happened.

    Illinois Tech is not a globally renowned university; it’s not even one of the better-known institutions in Chicago. Its undergraduate population numbers only around 3,000 students, and the postgraduate population isn’t much larger. So how did it get ahead of name-brand research universities that have been dipping their toes in the Indian market, like Johns Hopkins and Rice?

    Philip Altbach, professor emeritus at the Center for International Higher Education at Boston College and a longtime expert on academic internationalization, said American institutions have been hesitant even in recent years to invest in Indian branch campuses due to a mix of bureaucratic complications and uncertain financial returns.

    “There hasn’t exactly been a rush to the gates in India from American institutions, and I don’t think there’s going to be anytime soon,” Altbach said. “The challenges of doing business there are still pretty high, and that puts a lot of foreign universities off.”

    Illinois Tech president Raj Echambadi said his university is taking the long view. As the spending power of India’s burgeoning middle class grows along with demand for highly trained workers—especially in engineering and technology—he sees the Mumbai campus as an early investment in a partnership that will become central to American institutions’ global strategies in the years to come. His institution has already begun to see the importance of Indian students to their bottom line: The share of Indian master’s students has risen by nearly 75 percent over the past five years.

    “The potential upside is huge, which means if you get in early the ride is going to be phenomenal,” he said. “In the next 25 years, we’re going to be catching that elephant’s tail.”

    Illinois Tech had a head start on the competition: The institution has been active in the Indian education market since 1996, during a period of rapid technological innovation.

    When demand for skilled workers in exploding fields like communications technology skyrocketed in the mid-1990s, Illinois Tech offered an early version of distance learning, shipping VHS-tape lessons to engineers in Bangalore who wanted to earn credentials that the Indian higher education system had yet to develop.

    Now, Echambadi says, Illinois Tech is meeting new demands in a changing Indian economy; its Mumbai campus will offer 10 degree programs in growth fields like semiconductor engineering. It even has some built-in brand recognition: It’s known as IIT in Chicago, the same acronym as India’s main university system, the Indian Institutes of Technology.

    “India can’t build universities fast enough to meet the growing demand,” Echambadi said. “That’s where we come in.”

    Colleges Hang Back

    Many colleges that wanted to explore opening a campus in India simply may have struggled to navigate the complex application system, even after the NEP was issued. Rajika Bhandari, a longtime international education strategist and the founder of the South Asia International Education Network, said the 2020 NEP took years to translate into practice.

    “U.S. institutions have been trying to enter the Indian market for years, well before the NEP. But the Indian bureaucracy and strict regulations have always been a challenge,” she wrote in an email. “Even with the NEP, it has likely taken a while to implement aspects of the policy and actually get things going.”

    Having a 30-year presence in India, Echambadi said, helped ease the process. He added that it helped that both he and Mallik Sundharam—Illinois Tech’s vice president for enrollment management and student affairs, who led the Mumbai project—are of Indian origin; both attended college there before moving to the U.S. for their graduate degrees. They said their understanding of their home country’s byzantine bureaucracy helped them navigate the system quicker than their competition.

    Sundharam said there’s also a much more receptive attitude in India toward foreign universities and a simpler system. They applied to establish the Mumbai campus earlier this year, and the entire process, from submission to acceptance, took two months. More than 50 foreign institutions have applied to set up a campus in India this year.

    “The Indian government has come a long way,” he said.

    Altbach said U.S. colleges are more likely to establish joint degree programs with Indian universities than full branch campuses. Virginia Tech established the first of these in 2023, also in Mumbai. Other institutions, including Johns Hopkins and Purdue University, have stuck to research partnerships and exchanges. Rice, which was an early proponent of Indian-American higher ed collaboration, established a research center in Kanpur in early 2020, months before the new NEP was introduced. Altbach said he thinks branch campuses will remain the territory of “low- to midlevel research institutions” seeking to boost enrollment.

    But Bhandari, an Indian immigrant and a close observer of the country’s booming education market, said Illinois Tech may be on the vanguard of a new push in academic internationalization.

    As international enrollment in the U.S. staggers from President Trump’s policies to deport student visa holders and crack down on global academic partnerships, Bhandari said physical programs in growth countries like India will become increasingly important. There’s already evidence that Indian student mobility to the U.S. is on the decline: F-1 visa applications from India are down 34 percent from this time last year, according to a recent analysis by Chris Glass, a professor at Boston College’s Center for International Higher Education.

    “Other universities are operating under the assumption that international markets will stay the same, but they won’t,” Sundharam said. “Students may not want to be mobile in five to 10 years. They will want quality higher education at their doorstep.”

    In a significant shift for higher education access, Illinois Governor JB Pritzker announced his support for new legislation that would allow the state’s community colleges to offer bachelor’s degrees in high-demand fields. The move aligns Illinois with a growing national trend that has seen dramatic expansion in community college baccalaureate (CCB) programs across the country.

    “By allowing our community colleges to offer baccalaureate degrees for in-demand career paths, we are making it easier and more affordable for students to advance their careers while strengthening our state’s economy,” Pritzker said in his February announcement.

    The proposed bills, SB2482 and HB3717, would make Illinois the 25th state to implement such programs, joining states like California, Washington, and Florida that have already embraced community college bachelor’s degrees as a way to meet workforce demands and increase educational access. The measure appears to be stalled in the state legislature. 

    The Illinois initiative addresses practical challenges faced by many community college students. According to State Representative Tracy Katz Muhl, 78% of community college students work while in school, making relocation to four-year institutions impractical.

    “Community college students are deeply rooted in their local communities—they work here, raise families here, and contribute to the local economy,” says Dr. Keith Cornille, President of Heartland Community College. “By expanding community college baccalaureate programs, we’re meeting students where they are.”

    The proposal has gained support from education leaders including Illinois Community College Board Executive Director Brian Durham, who highlighted the potential to increase access to affordable higher education without burdening students with excessive debt.

    A recent survey revealed that 75% of Illinois community college students would pursue a bachelor’s degree if they could complete it at their current institution—a statistic that demonstrates significant untapped potential in the state’s third-largest community college system, which serves 600,000 residents annually.

    Illinois’ move follows a remarkable expansion in community college baccalaureate programs nationwide. According to a recent report from The Community College Baccalaureate Association (CCBA) and higher education consulting firm Bragg & Associates Inc., 187 community colleges across the country were offering or authorized to offer bachelor’s degrees as of last year.

    This represents a 32% increase from Fall 2021, when only 132 institutions had such authorization. Today, approximately one-fifth of the nation’s 932 community colleges offer bachelor’s degrees, with the number of CCB degree programs rising from 583 to 678—a 17% increase in just two years.

    “It’s a big jump over the last two years,” says report author Dr. Debra Bragg, president of Bragg & Associates Inc. Bragg anticipates “tremendous growth” in coming years as more states recognize the potential of these programs.

    The movement began in 1989 when West Virginia became the first state to authorize a community college to confer bachelor’s degrees. By 2010, several more states—including California, Michigan, Florida, Texas, and Georgia—had followed suit. Some states have embraced the model completely, with Florida, Delaware, and Nevada authorizing all their community colleges to confer bachelor’s degrees.

    Geographic and demographic patterns
    Community colleges offering bachelor’s degrees are not distributed evenly across the country. According to the CCBA report, 62% of CCB colleges are located on the West Coast, where there is “less density” of higher education institutions and longer commutes to traditional four-year schools.

    “Geographic access to college, measured through proximal distance from a student’s home to college, correlates with students deciding whether they will ever participate in higher education,” the report notes. “Research on ‘education deserts’ shows most students choose to attend college within 50 miles of their home.”
    Washington (32), California (29), and Florida (28) lead the nation in the number of community colleges offering bachelor’s degrees. These institutions tend to be concentrated in large city and suburban areas (36%) or rural and town settings (27%) rather than in small cities or midsize urban areas.

    Perhaps most significantly, CCB programs appear to be effectively serving traditionally underrepresented student populations. Approximately half of all community colleges offering bachelor’s degrees qualify as minority-serving institutions (MSIs), with Hispanic-Serving Institutions (HSIs) comprising 71% of these MSIs.

    Data from the 2021-22 academic year shows that about half of all CCB graduates come from racially minoritized groups. Hispanic or Latinx students made up the slight majority (52%) of these graduates, followed by those identifying as Black or African American (29%) or Asian (9%).

    Women are also well-represented among CCB graduates, accounting for 64% of degree recipients. This aligns with broader trends in higher education, where women generally attain degrees at higher rates than men.

    The gender distribution varies by field of study. While business programs attract the largest portion of both male and female students (around 40% for each), men are more likely to pursue STEM fields (34%), while women gravitate toward nursing programs (26%).

    The CCBA report highlights that CCB degrees are primarily focused on workforce preparation. Business programs dominate the offerings, followed by health professions, education, and nursing—all areas that align with significant workforce needs.

    This workforce alignment is a key selling point for Illinois’ proposed legislation. The initiative comes as Illinois employers report growing demand for workers with bachelor’s degrees in specialized fields, mirroring workforce gaps seen in other states with successful CCB programs.

    CCBA President Dr. Angela Kersenbrock sees these workforce-focused degrees as central to the community college mission. “To me, this is the community college really embracing its missions,” says Kersenbrock. “I know some folks say this is community colleges stepping over their mission. But I think it’s a full embracing of what they should be doing… closing equity gaps, being the people’s college, setting people up for economic success and mobility, and being very responsive to what a community needs in terms of workers and employees.”

    Despite the growth and apparent success of community college baccalaureate programs, they are not without controversy. Some traditional four-year institutions view them as mission creep or unwelcome competition.

    Illinois’ proposal faces similar scrutiny. Critics question whether community colleges have the resources, faculty expertise, and infrastructure necessary to deliver quality bachelor’s degree programs. Others worry about potential duplication of existing programs at four-year institutions.

    Supporters counter that CCB programs typically focus on applied fields with clear workforce connections rather than traditional academic disciplines. They also emphasize that these programs often serve students who would otherwise not pursue bachelor’s degrees at all, rather than pulling students away from existing institutions.

    Looking Ahead
    If Illinois passes the proposed legislation, it will join a diverse group of states finding success with community college baccalaureate programs. States like Washington, California, and Florida report positive outcomes in terms of both degree attainment and workforce preparation.

    For Illinois’ sprawling community college system—the third largest in the nation—the change could significantly reshape higher education access. Community colleges often serve as entry points to higher education for first-generation college students, working adults, and others who face barriers to traditional four-year institutions.

    “This initiative isn’t about competing with our university partners,” notes one Illinois community college president. “It’s about creating additional pathways for students who might otherwise never earn a bachelor’s degree.”

    As more states consider similar legislation, the community college bachelor’s degree appears poised to become an increasingly common feature of American higher education. With workforce demands continuing to evolve and traditional college enrollment patterns shifting, these programs offer a flexible approach to meeting both student and employer needs.

    For Bragg, the trend represents a natural evolution of community colleges’ historical mission.

    “Community colleges have always adapted to meet changing educational and workforce needs,” she observes. “Bachelor’s degrees are just the latest example of this responsiveness.”

    As Illinois moves forward with its proposal and other states watch closely, the coming years will likely see further expansion of bachelor’s degree options at community colleges nationwide—continuing a transformation that is making higher education more accessible to students who need it most.

    Chicago Public Schools unveiled a five-year plan Thursday to improve the outcomes of the district’s Black students — at a time of unprecedented backlash against efforts to promote diversity, equity, and inclusion in education.

    The release of the Black Student Success Plan, during Black History Month, is part of CPS’s broader five-year strategic plan and aims to address long-standing disparities in graduation, discipline, and other metrics faced by its Black students, who make up roughly a third of the student body.

    The district set out to create the Black Student Success Plan in the fall of 2023, but its quiet posting on Thursday comes as both conservative advocacy groups and the Trump administration are taking aim at race-based initiatives in school districts and on college campuses.

    Late last week, the U.S. Department of Education’s top acting civil rights official warned districts and universities that they could lose federal funding if they don’t scrap all diversity initiatives, even those that use criteria other than race to meet their goals. He cited the 2023 Supreme Court Students for Fair Admissions v. Harvard decision that banned the use of race as a college admissions factor.

    CPS — in a progressive city in a Democratic state — has largely been insulated from standoffs over diversity and inclusion in recent years, when districts in other parts of the country have come under intense scrutiny over how they teach race and how they take it into account in hiring, selective program admissions, and other decisions. Increasingly, though, deep blue cities like Chicago are finding themselves in the crosshairs.

    Last year, a Virginia-based advocacy group challenged a Los Angeles Unified School District initiative aimed at boosting outcomes for its Black students, which CPS said inspired its own plan. At the urging of the Biden administration, Los Angeles made changes to downplay the role of race, causing an outcry from some of its initiative’s supporters.

    Chicago’s plan vows to increase the number of Black teachers, slash suspensions and other discipline for Black students, and embrace more culturally responsive curriculums and professional development to “combat anti-Blackness” — goals some of which could run afoul of the Department of Education’s interpretation of the Students for Fair Admissions decision.

    Still, some district and community leaders in Chicago say CPS’s plan might be better-positioned to withstand challenges than Los Angeles’ initiative — and they said the district must forge ahead with the effort even as it braces for pushback.

    “Now is not the time for anticipatory obedience and preemptive acquiescence,” said Elizabeth Todd-Breland, a University of Illinois Chicago professor of African American history and a former Chicago school board member who served on a working group that helped craft the plan. “This is not the time to shrink but to live out our values.”

    The new plan says Illinois law mandates this work and cites a state statute that requires the Chicago Board of Education to have a Black Student Achievement Committee. That committee has not yet been formed.

    CPS declined Chalkbeat’s interview request and did not answer questions before publication. The district is hosting a celebration at Chicago State University at 3 p.m. Friday to mark the plan’s release.

    Chicago set out to create Black Student Success Plan years ago

    CPS convened a working group made up of 60 district employees, parents, students, and community members that started meeting in December of 2023 to begin creating its Black Student Success Plan.

    The following spring, it hosted nine forums to discuss the plan with residents across the city — what the plan’s supporters describe as one of the district’s most extensive and genuine efforts to get community input.

    The working group in May released a list of recommendations that included stepping up efforts to recruit and retain Black educators, promote restorative justice practices, ensure culturally responsive curriculums that teach Black history, and offer more mental health and other support for Black students through partnerships with community-based organizations.

    The district adopted many of these recommendations in its plan. It sets some concrete five-year goals, including doubling the number of male Black teachers, increasing the number of classrooms where Black history is taught, and decreasing how many Black students get out-of-school suspensions by 40%.

    “The Black Student Success Plan is much more than simply a document,” the plan said. “It represents a firm commitment by the district, a roadmap, and a call to action for Chicago’s educational ecosystem to ensure equitable educational experiences and outcomes for Black students across our district.”

    The effort built on equity work to help “students furthest from opportunity” that started five years ago under former CEO Janice Jackson, said Dominique McKoy, the executive director of the University of Chicago’s To & Through Project. In CPS, by a range of metrics, those students have historically been Black children.

    McKoy, whose work focuses on college access, points out that the district has made major strides in increasing the number of students who go to college. But more students than ever drop out before earning a college degree — an issue that has disproportionately affected Black CPS graduates.

    “There’s evidence and data that we haven’t been meeting the needs of Black students,” he said. “This plan is about responding to the data. Being clear about that is one of the best ways to insulate and defend that process.”

    But McKoy acknowledges that now is a challenging time to kick off the district’s plan.

    “Undoubtedly there will be critics who will think it’s racial preference to help students who need help and will attack the district for doing so,” said Pedro Noguera, the dean of the University of Southern California’s Rossier School of Education.

    Last year’s challenge against a $120 million Los Angeles program aimed at addressing disparities for Black students offers a case study, Noguera notes. Parents Defending Education, which opposes school district diversity and inclusion programs, filed a complaint with the Department of Education’s Office for Civil Rights. The group has also challenged programs to recruit more Black male teachers and form affinity student groups based on race in other districts.

    Ultimately, Los Angeles overhauled the program to steer additional staffing and other resources to entire schools serving high-needs students, rather than more narrowly to Black students. The Los Angeles Times reported that to some critics, those changes watered down the program, which was beginning to show some early results. But Noguera says he feels the program is still helping Black students.

    However, it is clear that the Trump administration plans to go much further in interpreting the Students for Fair Admissions decision and seeking to root out DEI initiatives. In a “Dear Colleague” letter to school leaders Friday, Craig Trainor, acting assistant secretary for civil rights in the Education Department, said efforts to diversify the teaching force or the student bodies of selective enrollment programs could trigger investigations and the loss of federal funding. About 20% of CPS’s operating revenue comes from the federal government.

    “The Department will no longer tolerate the overt and covert racial discrimination that has become widespread in this Nation’s educational institutions,” Trainor wrote. “The law is clear: treating students differently on the basis of race to achieve nebulous goals such as diversity, racial balancing, social justice, or equity is illegal under controlling Supreme Court precedent.”

    ‘Get the help to the kids who need it’

    Chicago, like Los Angeles, might consider a focus on schools — chosen based on metrics such as graduation rates, test scores and others — where the plan would help Black students and their peers, Noguera said. Maybe it doesn’t even have to refer to Black students in its name, he said.

    “The main thing is to get the help to the kids who need it,” he said. But, he added, “In this environment, who knows what’s challenge-proof.”

    He said what helped in Los Angeles was deep community engagement that lent that district’s initiative credibility and good will; the changes that the district made in response to the legal challenge did not erode those.

    Darlene O’Banner, a CPS great-grandmother who served on the working group, said CPS got the community engagement piece right. She thinks the plan will offer a detailed roadmap for improving Black students’ achievement and experience.

    “I am not going to think of the unknowns and what’s going on in the world,” O’Banner said. “We’re just going to hope for the best. We can’t put the plan on hold for four years.”

    The working group issued its recommendation in early fall and stopped meeting following the September resignation of all school board members, who stepped down amid pressure from the mayor’s office to fire CPS CEO Pedro Martinez over budget disagreements.

    Valerie Leonard, a longtime community advocate who also served on the working group, said during the community meetings for the Black Student Success Plan last year, there was no discussion of possible legal pushback to the plan.

    “Illinois is a liberal state,” she said. “It never really occurred to us a year ago that this plan would be in danger.”

    But more recently, as she heard Trump assail DEI initiatives, Leonard said she wondered if the plan would survive.

    Leonard pushed Illinois lawmakers last year to mandate the Board of Education appoint a Black Student Achievement Committee as part of the state law that cleared the way for an elected school board in Chicago. The district’s plan invokes that committee though it hasn’t been formed yet. The board formed a more generic student success committee earlier this month.

    “We believe that the problem with Black children in public schools is so dire that it needs to be elevated to its own committee,” she said. “When our children get lumped into something that’s for all, they inevitably fall between the cracks.”

    McKoy at the University of Chicago said he feels “cautious optimism” and hopes the city and state rally around CPS as it pushes to improve outcomes for Black students.

    “The plan itself isn’t going to do the work,” he said.
