    Virginia Looks to Plug Brain Drain With More Internships

    Internships can be a meaningful step in a college student’s career development. That’s why the commonwealth of Virginia is working to guarantee that undergraduates have a fair shot at paid experiential learning.

    The Virginia Economic Development Partnership announced a new collaboration today with the job board Handshake as part of the state’s effort to train and retain local talent through internship opportunities.

    Virginia has committed to giving all undergraduate students at least one form of meaningful work-based learning before graduation, said Megan Healy, senior vice president of talent and workforce strategy at VEDP. Overseen by the Virginia Talent and Opportunity Partnership, this work-based learning could include experiential learning or a paid internship.

    The partnership with Handshake is one layer of a multifaceted approach to increasing opportunities for entry-level applicants to break into local job markets, helping to reduce brain drain and encourage economic development for evolving local markets.

    State of play: Internships provide students with skills and experience for future careers, but for many of them paid internships remain out of reach. A 2024 report from the Business–Higher Education Forum found that nearly half of students who wanted an internship didn’t participate in one, and of those who did, only 70 percent said it was a “high-quality experience.”

    A 2025 Student Voice survey by Inside Higher Ed and Generation Lab found that 38 percent of respondents believe their college should emphasize helping them find and access paid internships to enhance career services, and 30 percent want help making strong connections with potential employers.

    Virginia has recently seen a dramatic drop in available internship listings; when President Trump took office in January, he slashed the federal workforce, reducing available roles in the D.C., Maryland and Northern Virginia region. Internship postings dropped 36 percent in June 2025 compared to June 2024, according to Lightcast data—a 20-percentage-point-greater decline compared to similar metropolitan job markets.

    VEDP’s partnership with Handshake includes data sharing within the platform and additional visibility into existing or future internship opportunities for students.

    Over 70 percent of colleges and universities in Virginia, representing 470,000 students, already connect to Handshake, said Christine Cruzvergara, the company’s chief education officer. In addition, 20,000 Virginia employers have posted more than 150,000 jobs and internships on the platform.

    Building better internships: One of Virginia’s goals is to develop opportunities for students outside of metropolitan hubs.

    “The state of Virginia is very diverse, and the majority of students that graduate from a lot of the Virginia schools end up going to Richmond or Northern Virginia—those are the two main hubs that most students go to,” said Cruzvergara, a former Virginia resident and college administrator herself. “But there are so many other regions of Virginia that also need amazing talent, and I think this particular initiative is going to help distribute more of that talent.”

    The state is partnering with local business in more rural areas—including near Virginia Tech in Blacksburg and in Charlottesville, where the University of Virginia is located—to establish more high-impact and paid internships to attract students from these universities.

    “We’re also looking at ways to connect students from those specific institutions,” Healy of VEDP said. “They also have the most out-of-state students because they’re very popular and very highly ranked.”

    To increase internship offerings across the state, VEDP hosts regular training sessions to help employers build meaningful internship experiences for students and assists them in listing jobs on Handshake. The state hopes that connecting students with employers on an already-trusted platform will help expand access to opportunities as well as meet talent demands in the commonwealth.

    Small businesses (employing 150 people or less) are also eligible for a grant program if they hire interns; the state will provide $7,500 in matched funds to compensate an intern for eight weeks and 120 hours making at least minimum wage.

    “I think this particular initiative is going to help distribute more of that talent, because they’re going to tap into the local economy and the local employers to create the internships and opportunities that will be needed to attract students and also help them see this could be a great place to live In Virginia,” said Cruzvergara.

    Imagine clocking out of an eight-hour shift and your compensation is a pat on the back and experience for your resume.  

    This scenario is a disturbing reality for around one million college students, and it needs to stop. Students work countless hours on top of their academic pursuits only to be told they should be “grateful for the opportunity.”  

    The government must pass legislation mandating that all internships include monetary compensation; employers must stop exploiting students and recent graduates while they build necessary work experience.  

    The idea of an unpaid internship is odd considering that most of us grew up learning that work is rewarded. Some 71 percent of American households give children ages 5 to 17 an allowance for doing their chores, a Wells Fargo study found.  

    Practices like that have led many of us to believe that labor should be paid, and it should be no different when we enter the job market.

    There is a disturbing correlation between unpaid internships and exploitation, especially for people from marginalized communities. Historically, Black people have been the face of working without compensation — a phenomenon dating back to early American slave practices.  

    Unpaid work is not just exploitation — it is dehumanizing. No person can survive without money, so no one should be required to work with no compensation to help them live. The reality is that, unlike higher-income students, low-income students cannot afford to work for free. They need money to cover their tuition, afford groceries and pay for a place to live. This is why unpaid internships further the cycle of economic exploitation, the student-run Columbia Spectator noted.  

    Yet there are plenty of people who believe compensation does not always have to be monetary. Many students have heard employers extol the value of “experience” as they try to persuade them to work without pay.  

    Such was the case for me when I was hired for a legal internship as a freshman in college. I thoroughly enjoyed my internship, as it gave me both professional and social opportunities. But it was an extremely difficult time for me both mentally and financially.  

    I was taking 16 credit hours, regularly writing for a student publication and working another part-time job to save money for law school. The stress of going into the office every day to handle casework — often ranging from domestic violence to sexual assault cases — was mentally taxing when combined with schoolwork and extracurricular responsibilities.  

    While the experience that the internship provided was incredible, monetary compensation would have made it much less stressful, as I would not have needed the other job.  

    Unpaid internships can also hurt graduates’ prospects in the job market. Those who have had unpaid internships receive fewer job offers on average than those who completed paid internships, statistics from the National Association of Colleges and Employers (NACE) show.  

    The average student who completed an unpaid internship also saw $22,500 less in their starting salaries than those who completed paid internships. According to the Delta Institute, “employers offering compensation tend to invest more in mentoring, performance feedback, and skill-building”; that added investment provides students with more preparation for the job market and helps them look more impressive to an employer.

    Unpaid interns have been fighting for compensation for decades. A lawsuit filed by two interns against Fox Searchlight over their lack of compensation when working on the movie “Black Swan” resulted in a legal battle that lasted five years. The two interns were finally compensated a total of $13,500 for their work — despite the film grossing more than $300 million.  

    The Fox Searchlight lawsuit sparked a wave of other impassioned interns to plead their cases as well, including a class-action lawsuit against NBCUniversal back in July 2013. That resulted in a $6.4 million settlement split among thousands of interns.  

    In both cases, the employers made millions of dollars in profits but still refused to pay their interns until they were legally forced to do so.  

    According to Shawn VanDerziel, the president and chief executive officer of NACE, paid internships are a “game changer” to employers and employees alike. The dilemma is this: Employers want labor, and students want internships. The most obvious solution would be to pay students for the work that they do.  

    Students do not work for fun. They work because they want to create better futures for themselves; their success will be less likely if they don’t receive monetary compensation. The government needs to make it illegal for employers to exploit students by having them work without pay.  

    College students should not be expected to work for free.

    Students See Internships as Must-Haves

    Employers, college leaders and policymakers have shown growing interest in skills-based hiring for college graduates, and in considering students’ demonstrated learning rather than their major program or degree. This trend signals a need for more hands-on or experiential learning before a student graduates, rather than on-the-job training.

    A recent report from Strada shows that students also see this gap; a majority of those surveyed opted to participate in work-based learning to prepare them for a chosen profession or improve their odds as a job candidate.

    Report authors also note opportunities for institutions to enhance on-campus experiences to better equip students for the world of work, such as providing professional networking, soft skill development and mentorship.

    State of play: Increasingly, employers are emphasizing skills learned in higher education over content, citing a need for students to be adaptable and responsive to the evolving workplace. The drive toward skills-based hiring also stems in part from degree inflation and a re-leveling of jobs that actually require postsecondary education.

    For students, this means a smaller share of entry-level positions require a bachelor’s degree. But some employers still screen by demonstrated skills, such as those gained through internships, rather than grades.

    Not every student is able to participate in an internship. A 2025 survey from Handshake found that 12 percent of students have not participated in an internship and do not expect to do so before they graduate. Barriers to participation include caregiving responsibilities, limited access to internship opportunities or needing to work for pay. A 2024 report from the Business-Higher Education Forum found that students of color, first-generation students and community college students were less likely than their peers to secure an internship.

    The National Association of Colleges and Employers (NACE) published research in May pointing to the benefit of experiential learning for early career outcomes; students who engaged in work-based learning were more likely to say they had better-than-expected career progress, higher salaries and greater general career satisfaction, compared to their peers who lacked an internship.

    Methodology

    Strada’s National Survey of Work-based Learning includes 2,000 responses from seniors at four-year colleges and universities in the U.S. The study was fielded between October and December 2024.

    The study: Strada’s survey found that 65 percent of students participate in work-based learning to gain experience or skills in a specific career or their chosen profession. This echoes Handshake’s survey from early this year, which found that 87 percent of students pursue internships to build valuable skills.

    “Today’s students are much more likely to view their experiences as instrumental rather than exploratory,” according to the Strada report.

    Thirteen percent said they selected work-based learning experiences as an exploration of work, and approximately 8 percent said their main purpose was to land a job at their host organization.

    Students saw paid internships and undergraduate research as most valuable for improving their standing as candidates for future jobs. Practicums were also rated highly, which could include clinical experiences in the health professions or student-teaching roles. Unpaid internships, project-based learning, on-campus jobs and off-campus jobs were seen as less valuable.

    Among students who participated in multiple experiential learning opportunities, 81 percent ranked their most valuable experience as at least a seven out of 10. One in four respondents gave that experience a 10 out of 10.

    Students who rated their experiences highly were also more likely to say they expanded their professional networking as participants. Students who worked as paid interns or unpaid interns were most likely to say they expanded their professional network.

    Practicum participants were most likely to say they gained technical skills relevant to their career goals, followed by project-based learning participants and paid interns. Those working on- or off-campus jobs were least likely to report technical skill development.

    By comparison, interns were most likely to report learning broad skills, also called enduring or soft skills.

    On- and off-campus job experiences were rated lowest among respondents for a variety of factors, including value added to their persona as a job applicant, increased technical or durable skills, professional networking and mentorship.

    Role of higher ed: Past surveys have shown that students believe their institution has a role to play in giving them internship experience.

    A winter 2023 survey from Inside Higher Ed and College Pulse found that 62 percent of students believe their career center should help them get an internship. A 2024 Student Voice survey found that 48 percent of respondents think their institution should focus on helping students find internships and jobs, and 38 percent believe colleges should focus more on helping students prepare for internship and career success.

    Students say faculty should also help in this process; one in five Student Voice respondents indicated professors are at least partially responsible for helping students find internships.

    Strada’s report includes recommendations for colleges and universities such as:

    • Set a goal for each student to have at least one work-based learning experience while enrolled.
    • Integrate more work-based learning into the classroom and on-campus jobs.
    • Leverage employer feedback to create skill development opportunities in on-campus opportunities, such as courses and projects.
    • Establish spaces to introduce students to employers or other professionals who can add to their professional network.

    The latest research from Handshake reveals a troubling reality in higher education: the internship landscape is becoming both more competitive and less accessible, particularly for students already facing systemic barriers. Based on a November 2024 survey of over 6,400 students and recent graduates, combined with job posting and application data from over 15 million students and 900,000 employers on Handshake, this report highlights key trends shaping the internship experience today.

    Internship listings have fallen by more than 15 percent from January 2023 to January 2025. At the same time, applications have dramatically increased, doubling the competition for each available position. The decline is even more severe in high-paying fields—technology postings dropped by 30 percent, and professional services postings dropped by 42 percent.

    There are persistent participation gaps:

    • First-generation college students (50 percent) lag behind their peers (66 percent) in internship participation.
    • Students at institutions classified as “inclusive” in the Carnegie Classifications (those with less selective admissions) have much lower internship participation rates (48 percent) compared to students at institutions classified as “selective” or “more selective” (70 percent).
    • Students at these inclusive institutions are twice as likely as those at selective schools to cite financial constraints as their main reason for not pursuing internships.

    These disparities are exacerbated by practical realities. More than 80 percent of first-generation students and those at inclusive institutions report struggling to balance internships with coursework or employment. The timing of internship recruitment adds another challenge, with larger employers typically concentrating on hiring in fall and winter while smaller employers tend to recruit later into the spring.

    Yet internships remain transformative experiences when students can access them. Among those who have completed internships, 56 percent report that the experience was essential in making progress toward their career goals and 79 percent say the experience had a moderate or significant impact on their interest in working for that employer. Of students who haven’t yet participated in internships but hope to do so, 59 percent believe internships will be essential to clarifying their career goals.

    Quality of experience matters as much as access to the opportunity itself. Students who felt fairly compensated were more likely to accept a job offer from that employer (82 percent) versus those who felt underpaid (63 percent), and over half (58 percent) report that mentorship had a major influence on their desire to work for their internship employer.

    Internships have long been a critical bridge from college to career, offering more than just a line on a resume. By investing in robust internship programs, we not only nurture individual potential but also cultivate a dynamic, forward-thinking workforce prepared to meet the challenges of tomorrow’s workplace.

    Hiring freeze cancels internships with federal agencies

    Kristin Comrie is set to graduate this semester with a master’s in health informatics from a fully remote program that she balances with a full-time job. But the federal hiring freeze has thrown a wrench into her plans, prompting the Veterans Health Administration to cancel her unpaid internship, which she needed to fulfill a graduation requirement.

    It wasn’t easy to find an opportunity that fit in with her job and schoolwork, but the VHA internship sounded ideal; she could work remotely, and the team at the VHA seemed happy to accommodate her busy schedule. Slated to start Feb. 10, she had just finished her background check and fingerprinting when she received notice that the internship had been canceled.

    “I got a generic email that they were rescinding the offer because of the federal hiring freeze,” Comrie recalled.

    The news left her “scrambling” to find another internship that she could finish in time to graduate in May. Two weeks later, she hasn’t yet found a new position but said she might be able to coordinate with her current employer to take on additional responsibilities in order to fulfill the requirement.

    Comrie isn’t the only student to have had a federal employment opportunity abruptly rescinded. The hiring freeze appears to have forced federal agencies to cancel numerous internships; most prominently, thousands of legal internships and entry-level positions within the Department of Justice and beyond have been impacted, according to reports on social media and in news outlet like Reuters and Law360.

    “We’ve most definitely seen impacts of the federal hiring freeze and subsequent actions related to college recruiting and internships. We’re hearing from colleges that there have been internships that have been canceled and we have heard that federal agencies have pulled out of going onto campuses to recruit,” said Shawn VanDerziel, executive director of the National Association of Colleges and Employers, an advocacy group for campus career centers and the businesses that work with them. “I would hope once the dust settles over the coming weeks and months that we will have many more answers and that the trajectory will be more positive.”

    It represents a stark contrast from just a year ago, when the federal government finalized regulations to expand internship opportunities in an effort to hire younger talent. Government employees skew Gen X and older, with those over 55 making up a third of federal workers and those under 30 composing just 8 percent. To keep the government well staffed as the aging workforce retires, officials vowed to cultivate a younger demographic.

    “Early career programs are critical to recruit the next generation of government leaders,” then–Office of Personnel Management director Kiran Ahuja told Government Executive, a publication focused on the federal government, in a statement. “The updates to the Pathways Programs will increase opportunities and remove barriers to hire interns, fellows, apprentices, recent students and trainees, which will help federal agencies boost their talent pipelines to serve the American people. No matter what your interests are, the federal government offers opportunities in nearly every sector and every industry.”

    Those rules, finalized last April, went into effect in December, meaning they were in place for just over a month before the hiring freeze began on Inauguration Day.

    For students, working in government is a rare opportunity to explore certain career specializations that are difficult to study elsewhere, like diplomacy. Federal internships often allow students to experience America’s center of government firsthand—and to get their foot in the door for a dream job.

    “If you got a federal government internship, it means you’re quite capable,” said Brian Swarts, director of Pepperdine University’s D.C. program, one of approximately 40 satellite campuses in the capital dedicated to supporting and educating student interns. “It’s much more advanced than other internships. Generally speaking, students who have acquired a government internship are very excited about those opportunities … they’re seeing this as their one opportunity to move forward with a future role in the government.”

    Inside Higher Ed reached out to a handful of the agencies that have reportedly cut internships—the Department of Justice, the Environmental Protection Agency, Health and Human Services, and Veterans Affairs.

    In response to a series of questions, an EPA spokesperson responded, “There have been no mass cancellations of EPA internships. The EPA is diligently implementing President Trump’s executive orders and associated guidance.”

    The other three offices did not respond to requests for comment.

    Since the hiring freeze went into effect, the administration has carved out some exceptions, saying that agencies are “permitted” to make allowances for internships through the Pathways Programs, centralized programs that install interns, recent graduates and midcareer fellows across various agencies, aiming to convert them into full-time employees.

    But the majority of interns for federal agencies are not part of the Pathways Programs.

    Other exceptions would have to be carved out by the agencies themselves on a case-by-case basis, McLaurine Pinover, a spokesperson for OPM, said in an email.

    Katie Romano, executive director of the Archer Center, which supports students from the University of Texas system in pursuing internships in D.C., told Inside Higher Ed that two current Archer fellows had spring semester internships rescinded—one a full-time and one a part-time position—but both have been able to transition to other opportunities in the city.

    A director of another college’s D.C. program, who asked to remain anonymous, said no students from her institution had lost federal internships this spring. But she said that’s likely because several students backed out of opportunities with federal agencies after Trump was elected because they disagreed with his politics or feared chaos under his administration.

    “My fear from a macro level is we’re going to turn off an entire generation of young people from civil service as they’re watching all of this. If you were 21 and thinking about what you were going to do after graduation and looking for an internship that would set you up for success and you see this going on, you might just choose to pivot your entire plan,” she said.

    ‘It’s Been Very Stressful’

    Law students, in particular, have found themselves struggling to find new opportunities; since most law interns are hired months before their onboarding date, few private firms have spots left, leaving those who lost internships with minimal options for summer work.

    “In the law school world, not working on your summers is not necessarily going to destroy your future career, but a lot of postgrad employers look at that quizzically,” said Dylan Osborne, a second-year Brooklyn Law School student who was slated to work at the Internal Revenue Service this summer until he received an email that the internship had been canceled due to the hiring freeze.

    Moreover, many of the students with federal job offers in hand had already begun making arrangements to live in D.C. for the summer.

    One second-year law student said that while she was fortunate not to have signed a lease in D.C. before her internship offer was rescinded, she’d already told her current landlord she would not be renewing her lease, which expires in May.

    Now, with no job on the horizon, the student, who requested anonymity out of fear of jeopardizing her career, said she is “in limbo,” unsure where she will live or how much money she will earn over the summer.

    Since she received notice that her internship was canceled, she now spends as many as five hours a day applying for positions and talking on the phone with firms.

    “It’s been very stressful, especially because I took on extra responsibilities knowing I didn’t have to worry about the [job] application process,” she said. “It’s like taking on another job in itself.”

    Andrew Nettels, a third-year law student at George Washington University whose permanent job offer from the DOJ was rescinded, has organized a massive group chat of law students and new lawyers whose employment prospects were impacted by the hiring freeze. He said few members of the group—which maintains a document of opportunities and firms taking interns—have had success finding replacement positions.

    “I’m not personally aware of anyone finding anything new. I’m aware of maybe three people who have had interviews,” he said, noting that members of the chat are encouraged to share their successes. “This isn’t to place any blame at all on the private sector—we’re already several months off the recruitment cycle … their hiring committees have been trying to figure out whether they’d be in a financial position as a firm to commit to hiring one or two or however many students for the summer, and even postgraduates—it’s a huge commitment.”

    Professors, administrators and career center specialists are also working diligently to help students secure replacement positions, with some reaching out to their networks on social media in the hopes of finding leads.

    “The old saying ‘it takes a village’ could not be more appropriate right now. I have no doubt my LinkedIn ‘village’ can help not just William & Mary Law School students but also students at other schools who are anxiously and unexpectedly having to pivot as a result of the hiring freeze,” wrote Michael Ende, associate dean for career services at William & Mary Law School, in a LinkedIn post.

    According to an emailed statement from William & Mary Law School dean A. Benjamin Spencer, 13 students lost their summer internships due to the hiring freeze, and others likely would have secured positions at federal agencies in the coming months.

    “We have met or will be meeting with every student who lost their positions with federal agencies (including graduating 3Ls who lost post-graduation offers). We are helping them to restart their job searches, which includes helping them figure out what types of positions to target and getting them connected to alumni and others in the profession who have been offering their assistance by sharing internship and job openings and expressing a willingness to speak with impacted students to guide them in this time of need,” Spencer wrote.

    Osborne said that he has heard from some law students who are still hoping that their positions might be reinstated after the hiring freeze is slated to end in late April. But it’s a gamble most, including Osborne, aren’t willing to take.

    “There are some people who are hoping to wait the spring out and see if their positions are unfrozen, so to speak,” he said. “But given the attitude the administration has towards the IRS, I don’t think I’m going to be one of those people.”
