    Northern Ireland can be a testbed for research culture

    In higher education, talk of “research culture” can sometimes feel abstract. We know it matters, but what does it actually look like in practice – and how do you change it?

    Today, we’re publishing a new report on research culture in Northern Ireland that tries to answer some of those questions. Produced in partnership with CRAC-Vitae as part of the Research Culture Northern Ireland (RCNI) initiative, and supported by the Wellcome Trust, the report draws insights from across universities, government, industry, and the voluntary sector.

    Our aim was to explore how research is experienced in a small but vibrant ecosystem, and to test whether Northern Ireland might offer a different perspective on research culture – one that could be of interest not only here, but to other regions of the UK and beyond.

    Why Northern Ireland, why now?

    Northern Ireland’s research ecosystem is distinctive. Our higher education sector is small but high-performing, regularly punching above its weight in UK and international rankings. We are separated from the rest of the UK by the Irish Sea, but uniquely, we share a land border with the EU – creating opportunities for cross-border collaboration.

    Yet there are challenges too. Levels of innovation and productivity remain lower than in the UK and Ireland overall. Access to research funding is uneven. Career mobility is limited, partly shaped by geography.

    At the same time, research and innovation are high on the policy agenda. The Northern Ireland Executive’s Programme for Government highlights ambitious R&I plans, including the creation of a regional strategy to support key sectors such as cyber security and software, advanced manufacturing and life and health sciences. The appointment of Northern Ireland’s first Chief Scientific and Technology Adviser signals stronger leadership in this space, and with the CSTA shortly bringing the regional R&I strategy forward for consultation, it highlights the significant developments since the report on research culture was commissioned. The Belfast Region City Deal is creating new innovation centres, while a recently published Collaborative Innovation Plan represents a coordinated commitment by Innovate UK, the Department for the Economy and Invest NI to accelerate inclusive and sustainable innovation across the region.

    To harness these opportunities, we need a research culture that enables collaboration across sectors, supports the talent we already have, and makes the region an attractive place for others to come and do research.

    Finding out

    Queen’s University Belfast and Ulster University jointly created RCNI with support from the Wellcome Trust to explore research culture in more depth, and to test interventions that might help address challenges.

    Alongside pilot projects on postdoctoral careers, practice-as-research, and the role of research professionals, we commissioned CRAC-Vitae to examine Northern Ireland’s research ecosystem through survey data (167 responses), interviews (17), and focus groups. The aim was not only to generate evidence specific to our context, but also to explore whether familiar UK-wide challenges looked different – or perhaps more visible – in a small system.

    The findings are grouped into five themes. None of them are unique to Northern Ireland – but they resonate in ways that may feel familiar to colleagues elsewhere:

    Collaboration and coordination. Collaboration is widespread, with 80 per cent of respondents reporting that they had worked with an external organisation. However, qualitative data revealed that collaborations are often informal, relying on personal networks. Smaller organisations can be excluded, and visibility across the system is limited.

    Career pathways and talent development. Career progression is constrained by limited opportunities with 59 per cent of respondents identifying a lack of progression routes. Pathways are often fragmented, and cross-sector mobility remains low, with 52 per cent of respondents reporting difficulty moving between sectors. Talent is underutilised as a result.

    Understanding and communicating the value of research. Research has enormous civic and community benefits, but these are undervalued and misunderstood – limiting recognition and policy impact.

    Reducing administrative burden. Bureaucracy, compliance, and regulatory hurdles disproportionately affect SMEs and non-HE actors, creating inefficiencies and blocking participation.

    Strategic vision and system reform. Stakeholders see a fragmented and opaque system, lacking shared vision and coherence – only 31 per cent of survey respondents agreed there is a shared strategic vision for R&I in NI – a situation compounded by political instability.

    We know this is a small sample and just one piece in a growing evidence base. But it offers useful starting points for further discussion – and perhaps areas where regions could work together.

    Reflections for small regions

    Looking across these findings, a few reflections stand out that may be of interest to other small regions with strong research ecosystems.

    First, proximity can be a strength. The size and concentration of institutions, government, and industry in a defined area creates real opportunities to build effective networks and shared understanding of barriers. In particular, it can help identify and tackle bureaucratic friction more quickly.

    Next, that collaboration is essential – but needs structure. In small systems, personal connections carry weight. That can be a strength, but risks becoming exclusive and unwelcoming to newcomers. Creating formal mechanisms for inclusion is key.

    There’s also work to be done on harnessing existing talent. With only a handful of research-intensive institutions, we need to do more to support and retain the talent we already have. Not every research student or postdoc will have an academic career – but their skills are vital to other sectors and to addressing regional challenges.

    Finally, a joined-up voice matters. A coherent strategic focus and communication plan helps small regions do more with less. Playing to strengths, and presenting a clear message externally, is critical to attracting funding and partnerships. This project, a partnership between Queen’s and Ulster, embodies that.

    These are not answers, but starting points for reflection – and perhaps for collaboration across regions that face similar issues.

    Where could this go?

    We are realistic: these challenges cannot be solved by one project, or even one region. Our next steps will therefore follow a dual approach: influencing system-level reforms through evidence, advocacy, and convening – recognising that changes to policy and funding lie with government and funders – and also testing project-level interventions through pilot projects, generating practical learning that might inform broader reforms.

    The first of these involves a new collaboration with CRAC-Vitae to pilot innovative approaches to tracking the career outcomes of postdoctoral researchers in Northern Ireland. This aligns with our “people first” focus for this project, recognising that our research and innovation ecosystem is nothing without the talent and ideas that populate it.

    If successful, we hope that coordinated career tracking will help identify mobility trends, sectoral destinations, and skill gaps across the R&I workforce – providing the evidence needed to strengthen cross-sector pathways and retain and develop talent within NI’s R&I ecosystem.

    Building on other RCNI work exploring postdoctoral career development, these efforts aim to build a clearer picture of how people move through and beyond the research ecosystem – and how policies and practices can better support their progression.

    Although modest in scale, this pilot will address an area with little existing evidence and may offer a model for others seeking to strengthen mobility and progression across the research ecosystem.

    An invitation to reflect

    So what does this mean for colleagues elsewhere? We don’t claim to have the answers. But we think Northern Ireland’s experience highlights issues that many regions face – and raises questions that might be useful to explore collectively.

    If proximity can be a strength, how do we best harness it? If collaboration relies too heavily on personal networks, how do we make it more inclusive? If we want to value research talent beyond academia, how do we support those careers in practice? And if small regions need a joined-up voice, how do we achieve it without losing diversity?

    Northern Ireland is a small system, but that makes its challenges and opportunities more visible. We hope this report is not only useful here, but a provocation to reflect on how small research ecosystems across the UK – and beyond – might learn together.

    The study, which surveyed students, parents, and counsellors across India, highlights how Ireland’s mix of academic excellence, affordability, safety, and employability is reshaping perceptions and driving enrolments.

    Ireland’s rise as a destination

    The report shows that while India continues to lead globally in outbound student mobility, sending more than 760,000 students abroad in 2024, Ireland’s growth has been particularly striking. From just 700 Indian students in 2013, enrolments crossed 9,000 in 2023/24 a 120% increase in five years. Even in 2024, when overall outbound mobility dipped by nearly 15%, interest in Ireland grew by 38%.

    What makes this growth significant is that it is not driven by marketing or advertising alone, but by the trust created through authentic student experiences, alumni voices, and counsellor guidance. Families see Ireland as a country that delivers not just degrees, but outcomes.

    Key highlights from the student perception study 2025

    • India leads in global outbound mobility: 7.6 lakh Indian students went abroad in 2024, compared to 2.6 lakh in 2020.
    • Ireland’s rapid growth: Indian enrolments rose from 700 in 2013 to over 9,000 in 2023/24 a 120% jump in five years.
    • Academic excellence: Six Irish universities now rank among the world’s top 500.
    • Affordable pathways: Tuition and living costs are 30-40% lower than in the US or UK; one-year Master’s programs add time and cost efficiency.
    • Employability outcomes: 80% of graduates secure employment within nine months; 1,800+ global companies including Google, Microsoft, Apple, and Pfizer offer strong career pathways.
    • Safety and community: Ireland ranks as the world’s third safest country, with over 60,000 Indians already settled.
    • Tier II/III interest rising: Students from Coimbatore, Guwahati, and Kochi are increasingly choosing Ireland, aided by education loans and growing awareness.

    A new student mindset

    The report underscores a fundamental shift: Indian students are increasingly outcome-oriented. Decisions are now guided by employability, post-study work opportunities, affordability, and return on investment, rather than prestige alone.

    Peer and alumni referrals, counsellor guidance, and authentic word-of-mouth are the strongest drivers of choice. Ireland’s reputation in STEM, AI, sustainability, data science, and cybersecurity is particularly resonant with this new generation of aspirants.

    This aligns with India’s own reforms under the National Education Policy (NEP) and UGC guidelines, which are actively encouraging student exchange, internationalisation, and the establishment of foreign campuses within India. Together, they signal a new era where India is not just an outbound source market but also a global partner in talent and education.

    Why Ireland matters

    Ireland’s rise as a destination of choice reflects more than just academic strength. It represents trust – the trust of students who see real employability outcomes, of parents who value safety and affordability, and of institutions worldwide who view India as a critical partner in shaping global education.

    As global higher education undergoes transformation, Ireland’s expanding reputation, student-first approach, and strong industry linkages position it uniquely. It is not a “Plan B” market; it is becoming a first-choice destination for Indian students.

    For families making one of the most important decisions of their lives, the message is clear: Ireland is where ambition meets opportunity.

    Ireland is quickly becoming one of the world’s most attractive destinations for international students. The changing global landscape, coupled with a shift in focus away from the big four, has allowed Ireland to come to the fore as an exciting option for those considering studying overseas.

    With its thriving tech ecosystem, progressive visa policies, and competitive education costs, Ireland is positioning itself as a smart and strategic alternative to traditional study hubs like the US and the UK.

    Leading in tech-focused growth

    Ireland’s reputation as Europe’s Silicon Valley is drawing growing numbers of students seeking cutting-edge degrees in technology, science, and innovation. As digital transformation accelerates, Ireland’s universities have evolved their programmes to meet future job market demands. For students aspiring to work in AI, cybersecurity, or data science, Ireland’s blend of academic excellence and industry access has become a clear competitive advantage.

    Visa and immigration: the competitive edge

    While traditional destinations such as the US and UK experience policy slowdowns and increased visa scrutiny, Ireland is seizing the opportunity to attract globally mobile talent.

    Ireland has the upper hand on the UK, as recent policy shifts, such as restrictions on student dependents, proposed 6% levy being passed onto international students and reduction of the Graduate Visa from two years to 18 months, have cast uncertainty on whether the UK will provide accessible opportunities and pathways into employment after graduation.

    A recent example of this in action came last week, as many international students had been accepted on courses provided by University College London but were left in limbo for nearly a week, having paid thousands of pounds in costs and sought visa and immigration expertise to manage their application as the number of places available had reached capacity.

    While the Home Office granted expedited approval of the visas, caps on international student numbers and additional layers of uncertainty and complication elsewhere could be contributing to Ireland recording the highest ever enrolment level of international students in 2024.

    Attesting to this, in 2024, the number of international students from India fell in Canada, the US and by approximately 30% in the UK. Conversely, Ireland has gone from strength to strength, with enrolment figures growing by nearly 50% between 2023 and 2024, making it one of the fastest-growing destinations for Indian students to gain a degree overseas.

    As an outlier in the context of the traditional big four study destinations, Ireland offers a streamlined and accessible visa system. Students who complete their degrees can apply for a two-year post-study work visa, allowing them to gain valuable professional experience and explore long-term career opportunities.

    Equally appealing is Ireland’s open approach to international enrolment; there are no restrictive quotas or caps on overseas student numbers, meaning that those with the right qualifications have a genuine opportunity to study and build their future in Ireland.

    Career opportunities and cost-effective education

    According to the 2025 Report on Studying in Ireland, students from mainland China now make up 10.9% of Ireland’s international student body, making China the third-largest source country. The report credited Ireland with being preferential to Chinese students, its university diplomas are globally recognised, while 55% are drawn by strong work visa policies and a thriving job market.

    Adding to its appeal, Ireland offers a more cost-effective pathway to a world-class education. With average tuition and living expenses ranging between €30,000–€40,000 per year, roughly 30-40% lower than in the US or UK, Ireland provides access to prestigious universities and globally recognised qualifications without the financial barriers often associated with other leading destinations.

    What is next for Ireland? Expanding Ireland’s global footprint

    There has been a clear pursuit over the past 18 months from UK universities towards setting up international hubs and campuses across Asia and Middle East to recuperate costs from the fall of international students, a bid to develop new global partnerships and retain prestige.

    While demand from international students is not waning in Ireland, will institutions embrace similar strategic moves to explore ways to strengthen their global? UK universities such as the University of Southampton have opened a campus in Delhi, and earlier in 2025, Northern Ireland’s Queen’s University Belfast was approved by regulators to open a branch campus in India.

    Ireland has begun to make moves in this area, with the Technological University of the Shannon opening student liaison offices in Asia, Africa, and Latin America in 2021 to increase student recruitment.

    As Ireland strengthens its position as a destination for global talent, the natural next step may be for its institutions to expand their presence overseas, ensuring the country’s influence in higher education continues to grow well beyond its borders.

    Ireland’s ELE sector slams sharp rise in financial threshold

    The national body representing over 60 accredited English language schools has warned the move could lead to mass cancellations, reputational damage to Ireland, and loss of key emerging markets that have helped rebuild the sector post-pandemic.

    Starting from 30 June 2025, students from countries such as Argentina, Brazil, and Mexico will be asked to show €6,665 in available funds to study in Ireland for eight months – a 120% increase on the 2023 threshold of €3,000.

    “This change has come without consultation, justification, or notice. It is difficult to see how a 120% increase in two years can be considered proportionate when the cost of living has risen just 2% annually,” said Lorcan O’Connor Lloyd, CEO of EEI.

    The affected students are legally permitted to work part-time in Ireland, yet are now being required to show financial backing as if they were not, argued O’Connor Lloyd, who said the policy “undermines the entire work-study visa model that Ireland has in place”.

    Stakeholders have also raised concerns around the short period of notice of just over 90 days, which means that students who have already paid, booked flights, and made arrangements will be forced to find an extra €2,000 or risk losing their place.

    EEI is therefore calling for an immediate pause and review of the policy, a transition period to protect students who have already booked, and a full consultation with the education sector moving forward.
