    FIRE and Cosmos Institute launch $1 million grant program for AI that advances truth-seeking

    AUSTIN, Texas, May 16, 2025 — The Foundation for Individual Rights and Expression (FIRE) and the Cosmos Institute today announced the Truth-Seeking AI Grants Program, a new $1 million initiative to fund open-source projects that build freedom into the foundations of AI, rather than censorship or control.

    Truth-seeking AI: Why it matters

    Truth-seeking AI is artificial intelligence built to expand the marketplace of ideas and sharpen human inquiry — not replace it.

    AI already drafts our sentences, sorts our inbox, and cues our next song. But the technology is advancing rapidly. Soon, it could determine which ideas ever reach our minds — or form within them. Two futures lie ahead, and the stakes couldn’t be higher.

    In one, AI becomes a shadow censor. Hidden ranking rules throttle dissent, liability fears chill speech, and flattering prompts dull judgment until people stop asking “why.” That is algorithmic tyranny.

    In the other, AI works as a partner in truth-seeking: it surfaces counter-arguments, flags open questions, and prompts us to check the evidence and our biases. Errors are chipped away, knowledge grows, and our freedom — and habit — to question not only survives but thrives. 

    To ensure we build AI tools and platforms for freedom, not control, Cosmos and FIRE are putting $1 million in grants on the table to ensure the future of AI is free.

    “AI guides a fifth of our waking hours. The builders of these systems now hold the future of free thought and expression in their hands. We’re giving them the capital, computing resources, and community they need to seize that opportunity,” said Brendan McCord, founder and chair of Cosmos Institute.

    “The First Amendment restrains governments, but the principles of free speech must also be translated into code. We’re challenging builders to do exactly that and prioritize freedom over control,” said Greg Lukianoff, president and CEO of FIRE.

    “AI can already steer our thoughts. The future is AI that expands them, not controls them,” added Philipp Koralus, founding director, Oxford HAI Lab and Senior Research Fellow at Cosmos Institute.

    • Grant pool: $1 million (cash + compute); compute credits are from Prime Intellect, a platform for open, decentralized AI development
    • Typical award: $1k – $10k fast grants; larger amounts considered for standout ideas

    • Sprint timeline: 90 days to ship a working prototype
    • Community: access to a vetted network of builders, mentors, and advisors at the AI and philosophy frontier
    • Showcase: Top projects funded by Nov 1, 2025 will be invited to demo at the Austin AI x Free Speech Symposium in December 2025; selection is competitive and at the program’s discretion

    Illustrative projects:

    We’re focused on prototypes that translate philosophy to code — embedding truth-seeking principles like Mill’s Trident and Socratic inquiry directly into open-source software.

    Possible projects could include:

    • AI challenger that pokes holes in your assumptions and coaches you forward
    • An open debate arena where swappable models argue under a live crowd score
    • A tamper-proof logbook that records every answer on a public ledger.

    Launch of the Commission on Students in Higher Education: Unpicking the connections between teaching, funding and student outcomes

    • The APPG for Students has launched the Commission on Students in Higher Education as a means of feeding into the Department for Education’s HE Review through a student-centred lens. A call for evidence has now opened, until May 1st, where colleagues from across the sector are encouraged to input.

    The debates over the financial sustainability of the higher education sector, effective interventions in access and participation, and the quality of teaching will not be new to HEPI readers. Amongst the column inches and radio waves, however, students and the academic community are living these tensions every single day.

    It’s no secret that students are working long hours during term time, living pay cheque to pay cheque to cover their rent and bills – plugging the gap created by real-terms cuts to maintenance support. The NUS’s own research shows that of those who work during their studies, over 60% are working over 20 hours per week. While we feel from the stories that students tell us that there must be a link between inadequate maintenance funding, working long hours and students’ eventual attainment and outcomes, we lack an evidence base on the impact of working hours or lack of financial support on students’ attainment.

    Similarly, we are all aware that teaching standards and the concept of good degrees have spent the past fourteen years under the microscope, with innovative practice sometimes denounced as dumbing down in the press – and students told their course choice is leaving them with ‘low value degrees’, or that their hard work leading to higher grades is down to grade inflation.

    At NUS, we firmly believe the way to cut through the noise is by focusing on the real-life, current experience of students – and that the best way to do that is to bring them into the rooms where decisions are made. We are proud to hold the APPG on Students, for which NUS UK serves as Secretariat, as a space which connects student leaders to Westminster decision makers. We’ve been using this to bring student voice to the Houses of Parliament for over a decade, from launching the landmark research on the Black Attainment Gap, providing space for students to grill Sir Philip Augar immediately after his report launched, to most recently shaping the Renters’ Reform and then Renters’ Rights Bills, with interventions from current students the genesis of now-passed amendments on limiting rent up front and controlling the student lettings cycle. There is no question that bringing students and young people into the room on issues that impact them makes policy decisions better and enriches the debate.

    In this vein, we are proud to launch the Commission on Students in Higher Education, designed to place students at the heart of the current debates on funding, teaching and attainment.

    The Commission will tackle the big issues of the current funding debate: teaching standards, maintenance funding and student outcomes, drawing on the expertise of a cross-party group of Commissioners and higher education specialists, all working to provide meaningful recommendations which should influence and complement the Department for Education’s HE Review and the Comprehensive Spending Review.

    We will begin with an in-person event on Maintenance Funding tomorrow, Wednesday 23 April, when we will hear from proposers of four different ways of funding a more generous student maintenance offer, who will then be questioned by students and Parliamentarians.

    We will take in written evidence on the core areas of the Commission: maintenance funding, students and work, widening participation & student outcomes and teaching quality.

    We welcome submissions from colleagues across students’ unions, the academic community and sector practitioners who, like us, are keen to see the HE Review and Spending Review succeed in solving some of the existential problems we are facing across the sector.

    News Decoder helps launch digital student journalism tool

    Gathering and assessing the quality of information is one of the most effective ways to develop media literacy, critical thinking and effective communication skills. But without guidance, too many young people fail to question the reliability of visual images and overly rely on the first results they find on Google.

    That’s why News Decoder has been working with the Swedish nonprofit, Voice4You, on a project called ProMS to create a self-guided digital tool that guides students in writing news stories.

    The tool, called Mobile Stories, is now available across Europe. It takes students step-by-step through the journalistic process. Along the way, they gain critical thinking skills and a deeper understanding about the information they find, consume and share.

    It empowers students to develop multimedia stories that incorporate original reporting for school, community or global audiences, with minimal input from educators. It comes with open-access learning resources developed by News Decoder.

    After a decade of success in Sweden, Voice4You partnered with News Decoder to help make the tool available across Europe and the globe. Throughout the ProMS project, new English language content suitable for high schoolers was developed and piloted in 21 schools in Romania, Ireland and Finland. The Mobile Stories platform has demonstrated remarkable potential in building student confidence and media and information literacy by providing a platform and an opportunity to produce quality journalism.

    From story pitch to publication

    Using the new international version of Mobile Stories, students have already published 136 articles on mobilestories.com, with another 700 currently in production. Their topics range from book reviews and reporting from local cultural events to in-depth feature articles on the decline in young people’s mental health and child labor in the fast fashion industry.

    “The tool looks like a blogging platform and on every step along the way of creating an article, students can access learning materials including video tutorials by professional journalists from around the world, articles and worksheets,” said News Decoder’s ProMS Project Manager Sabīne Bērziņa.

    Some of these resources, such as videos and worksheets are open access, available to all.

    ORLANDO, Fla. — Florida Virtual School (FLVS) is partnering with the University of Florida (UF) and the Concord Consortium to introduce a groundbreaking year-long “Artificial Intelligence (AI) in Math” supplemental certification for FLVS middle and high school students enrolled in the school’s Flex option. FLVS instructors who teach Algebra 1 will lead this innovative program, teaching the online courses while also supplementing students’ learning with activities that build students’ understanding of math and AI concepts. FLVS students enrolled in Algebra 1 who elect to earn the certification will begin April 7. 

    The certification will introduce students to the foundational principles of AI that intersect with core math topics while offering insights into real-world applications, ethical considerations, and career opportunities in AI-related fields. By merging 21st-century technology with education, the program aims to boost students’ math skills, cultivate positive attitudes toward mathematics, and expose them to the rapidly evolving AI landscape.

The training will include learning about specialized learning technologies designed to help visualize abstract math concepts and create interactive AI model explorations to ensure students engage with the AI development process in meaningful and dynamic ways.

    FLVS Flex students who are either currently enrolled or are interested in taking Algebra 1 can now sign up for the “AI in Math” certification by filling out this survey. Students who complete the program as part of their FLVS math class will receive enrichment credit and the AI Literacy certificate issued by UF and the Concord Consortium.

    N.C. community colleges launch program modeled on CUNY ASAP

    The North Carolina Community College System is launching NC Community Colleges Boost, a new program to move students into high-demand careers in the state. The program is modeled after the City University of New York’s Accelerated Study in Associate Programs, or CUNY ASAP, known for offering extensive wraparound supports for low-income students to increase their completion rates, including personalized academic advising and covering various college costs.

    The program will launch at eight community colleges across the state in 2025 and at seven more colleges the following year, with the help of the CUNY ASAP National Replication Collaborative, which has helped other institutions create their own versions of the heavily studied and rapidly spreading program. Participating North Carolina students will have to be in fields of study that lead to high-demand careers in the state, among other eligibility criteria.

    The CUNY ASAP model is “the gold standard for increasing completion in higher education,” North Carolina Community College System president Jeff Cox said in an announcement Wednesday. “In the NC Community Colleges Boost implementation, we have taken that model and aligned it with North Carolina’s workforce development goals as specified in the PropelNC initiative,” the system’s new funding model intended to better align funding with workforce needs.

    The effort is supported by a grant of about $35.6 million from the philanthropy Arnold Ventures, the largest private grant ever received by the North Carolina Community College System.

    “This program has increased graduation rates, reduced time to graduation, and lowered the cost per graduate across many individual colleges in several states,” Cox said of CUNY ASAP. “Here in North Carolina, we have every reason to expect similar results.”
