    Emails Shed Light on UNC’s Plans to Create a New Accreditor

    Last month, Peter Hans, president of the University of North Carolina system, casually dropped a bombshell announcement that the system and others were in talks to launch a new accreditor.

    “We’ve been having a number of discussions with several other major public university systems, where we’re exploring the idea of creating an accreditor that would offer sound oversight,” Hans said at a UNC system Board of Governors meeting last month, The News & Observer reported.

    Since then, no additional details have emerged, though Hans teased an update to come in July.

    But public records obtained by Inside Higher Ed show UNC system officials have been quietly engaged in conversations about launching a new accreditor for at least a year, including discussions with unnamed collaborators in Florida, where the effort could be headquartered. UNC officials have also spoken with officials at the U.S. Department of Education, even getting a heads-up on what an April 23 executive order from the Trump administration on accreditation would entail. 

    Here’s what those documents show.

    ‘The Florida Project’

    In early April, UNC officials appeared ready to tell the world about their plans for a new accreditor that “would be publicly accountable, outcomes-based, and more efficient and effective in its reviews,” according to the draft of a statement that was never publicly released.

    “We believe it is past time for the creation of a new accreditor focused on the unique needs of public colleges and universities,” the statement said. “We have worked collaboratively over the past year to explore and develop such a cross-state partnership.”

    Andrew Kelly, a senior adviser to Hans, sent a draft of the statement to other UNC officials. The statement argued that accreditors “wield enormous power, but too often have opaque and counterintuitive governance” and fail to “focus on matters that are significant to students.” He argued in the statement that the current model “creates unnecessary duplication and cost, conflicts with the authority of state governments, and does little to ensure educational quality.”

    An unidentified number of state systems of higher education were supposed to sign the statement, according to the draft.

    Kelly drafted the statement in response to the Trump administration’s anticipated changes to accreditation, which included streamlining the processes for ED to recognize accreditors and for institutions to switch agencies, among other changes to the system that serves as gatekeeper to federal financial aid.

    But the public did not hear about the UNC system’s quiet effort to launch a new accreditor until Hans spoke up at the May board meeting.

    Other emails yielded some insights into whom the UNC system might be partnering with.

    Daniel Harrison, vice president for academic affairs at the UNC system, sent an email on April 23 to fellow officials recapping a call with the U.S. Department of Education and what could be expected in the coming executive order on accreditation (which was issued shortly after his email).

    In that email, Harrison also pointed to potential partners in the accreditation effort.

    “An update on the Florida project—we met with the new entities [sic] attorneys and made substantial progress toward determining the legal structure of the new accreditor. It is likely to be a single member Florida nonprofit corp. Florida would be the sole member, but would delegate all delegable powers to a Board of Directors made up of the participating states,” Harrison wrote.

    But despite having met with potential partners, UNC considered going its own way.

    In a response to Harrison, Hans asked him to convene several system officials involved with the effort to weigh the pros and cons of “joining [a] multi-state coalition” or “forming a NC entity.” Email records obtained by Inside Higher Ed don’t show what the group recommended, but remarks made by Hans at May’s meeting indicate the system opted for the coalition approach.

    UNC system officials did not respond to requests for comment from Inside Higher Ed.

    System leaders also appear to have discussed the effort with state legislators in private. On May 15, Hans asked senior vice president of government relations Bart Goodson to set up a meeting with Michael Lee, the Senate majority leader in the Republican-dominated Legislature. When Goodson asked about the topic, Hans replied, “accreditation update with good news.”

    Lee did not respond to a request for comment from Inside Higher Ed.

    Potential Partners?

    Like their UNC counterparts, other public systems are staying quiet on the effort.

    Inside Higher Ed contacted a dozen public university systems, all in red states, to ask if they are partnering with UNC or others in an effort to launch a new accreditor, or if they participated in such discussions. Only two replied: the Arkansas State University system and the University of Alabama system. Both noted they had not been involved in those accreditation discussions.

    The State University System of Florida—which did not reply to media inquiries—is the most likely potential partner, given the details in Harrison’s email and the governor’s recent political fury with accreditors. 

    In 2022, Florida’s dark-red Legislature passed a law requiring state institutions to switch accreditors regularly. That move came after the Southern Association of Colleges and Schools Commission on Colleges, which accredited all 40 of Florida’s public institutions, inquired about a potential conflict of interest at Florida State University, which was considering Richard Corcoran for its presidency despite his role on the Florida Board of Governors. (He now leads New College of Florida.)

    SACS also raised questions about an effort by the University of Florida to prevent professors from testifying against the state in a legal case challenging voting-rights restrictions. (UF later dropped that policy amid a torrent of criticism.) Both incidents occurred in 2021.

    Following the 2022 law, some institutions began the process of switching accreditors, though state officials argued that the Biden administration slowed down that effort and Florida tried unsuccessfully to get a federal judge to rule the current system of accreditation unconstitutional.

    Outside of Florida, North Carolina is the only other state with a similar law. In 2023, legislators quietly slipped a provision into a state budget bill that required state institutions to change accreditors every cycle. The law was passed with no debate among North Carolina lawmakers. The change came after UNC clashed with SACS in early 2023 over shared governance.

    Florida governor Ron DeSantis did not confirm to Inside Higher Ed whether the state is launching a new accreditor, but recent remarks from the GOP firebrand suggest, albeit vaguely, that something is in the works.

    “For too long, academic accreditors have held our colleges and universities hostage,” DeSantis said in an emailed statement. “These accreditation cartels have worked behind the scenes to shape university behavior, embedding ideological concepts like Diversity, Equity, and Exclusion Indoctrination into the accreditation process. If you weren’t meeting politically motivated standards, like enthusiastic participation in DEI, they would hamper your accreditation and access to federal funding. In Florida, we refuse to let academic accreditation cartels hold our colleges and universities hostage to ideology at the expense of academic excellence. Stay tuned.”

    DeSantis also promised “more to come” on accreditation at an education event on Wednesday.

    Long Road Ahead

    Reactions to Hans’s announcement have been mixed.

    Wade Maki, Faculty Assembly chair and a philosophy professor at UNC Greensboro, said he and other faculty members recently met with system officials to share their thoughts on the plan. 

    “We had a very open conversation with the system office and shared our hopes that we get an accreditor that is independent, that maintains the strong reputation of the UNC system and helps keep the politics out of higher ed and the curriculum, whether that’s from the politicians or the accreditors themselves,” Maki said. “We’ve seen it come from both directions over the years.”

    He also thinks the narrow focus of such an accreditor could be a positive.

    “My leadership team, the Faculty Assembly Executive Committee and the faculty that we’ve talked to on campuses, we see the potential benefits of trying something like this, of having an accreditor that focuses just on the accrediting of state-supported public institutions,” Maki said.

    Outside observers were more critical of the UNC system’s plans.

    Accreditation expert Paul Gaston III, an emeritus trustees professor at Kent State University, argued that building an accreditor composed only of public institutions would omit valuable perspectives in review processes. He argued that colleges undergoing accreditation reviews benefit from the diversity of experiences from evaluators working at a broad range of institutions.

    “What would be the advantage of, in a sense, separating classes of institutions for accreditation? I think one of the strengths of accreditation has been that it brings a variety of perspectives to the evaluation of a particular institution,” Gaston said.

    Then there’s the arduous process of getting a new accrediting agency up and running; gaining federal recognition, which is required, takes years. Although Trump’s executive order on accreditation promised a smoother pathway to recognition for new entrants, it does not supersede federal regulations. 

    “Becoming federally recognized, typically, is a five-plus-year process,” said Edward Conroy, a senior policy manager at the left-leaning think tank New America. Under current federal regulations, Conroy doesn’t expect the new accreditor to be recognized until 2030 or so.

    Conroy also questioned whether the effort to create a new accreditor is about institutional quality assurance or political control.

    “Everything Florida has done on accreditation over the past few years appears to be politically and ideologically driven, rather than about what is best for students and ensuring that they go to high-quality institutions and get a good education when they’re paying a lot of money for it and when taxpayers are investing a lot of money in public funding for higher education,” he said.

    Conroy worries that state lawmakers in either Florida or North Carolina would require public colleges in their state to be accredited by their new accreditor. That would undermine the current requirement that colleges get to choose their own accreditor.

    “It undercuts the principle of the higher education accountability triad, where states, accreditors and the Department of Education are all meant to do different things,” Conroy said. “If you have a state that becomes both, to some degree or another, the accreditor, as well as the state authorizing entity, then we’ve combined two legs of a three-legged stool.”

    The institution revealed its ambition to open the campus in December, when it launched an Indian hub in New Delhi to support the institute’s admissions, recruitment, and partnerships in the region.

    Approval for the £1 billion expenditure on the campus was announced at the London Stock Exchange on April 9 at the 13th UK-India Economic and Financial Dialogue (EFD).

    GIFT City (Gujarat International Finance Tec-City) is a business district in the Indian state of Gujarat.

    “We are delighted that approval has been given to commence the set-up process for Coventry University GIFT City and know that many students will benefit from the high-quality education we can offer over the years to come,” said John Latham CBE, vice-chancellor of Coventry University and Group.

    Competition among international universities has risen significantly in the region, with more UK universities keen on expanding into GIFT City. In January, The University of Surrey unveiled plans to open a campus in the city, as did Queen’s University Belfast.

    Coventry’s new India campus is offering postgraduate programs such as international business management and business and finance. The university plans to add further courses in the near future.

    • Georgia Southern University is poised to absorb East Georgia State College after the University System of Georgia governing board approved a merger plan Tuesday. 
    • The board’s vote follows USG Chancellor Sonny Perdue’s recommendation for the consolidation last week. Tuesday’s action marks “the first step in a careful process that will take more than a year,” the system said. 
    • The new institution will retain the “identity” of East Georgia State, which has struggled with enrollment declines in recent years. At the same time, it will become part of Georgia Southern and will be led by the latter’s president, Kyle Marrero, according to the announcement. The consolidation requires the approval of the institutions’ accreditor. 

    Dive Insight:

    Perdue trumpeted the consolidation of Georgia Southern and East Georgia State as a way to invest in key higher education functions — especially student success and degree accessby saving on administrative costs and reducing academic program overlap.

    “By using public resources as efficiently as possible, we’re making sure every dollar saved is reinvested into those programs that truly empower our students, support our faculty and strengthen our communities for a brighter future,” Perdue said in Tuesday’s announcement.  

    Georgia state Rep. Butch Parrish — who represents Swainsboro, which is home to East Georgia State and 40 miles from Georgia Southern praised the plan. 

    “It’s essential that as the system streamlines and operates more efficiently, we safeguard access to higher education in the local area and keep the EGSC spirit going,” Parrish said in a statement. 

    Now that the board has greenlit the merger, the institutions plan on quickly forming an implementation team with representatives from both colleges to work out details, the system said. That team will also prepare and submit the required paperwork for approval by their accreditor,  the Southern Association of Colleges and Schools Commission on Colleges.

    USG and the institutions plan on holding campus and community listening sessions to seek input on the new institution’s design, with the first one slated for Wednesday on East Georgia State’s campus.  

    Of the two, Georgia Southern is by far the larger institution. As of fall 2023, the university enrolled 26,041 students to East Georgia State’s 1,756, according to federal data. Georgia Southern’s enrollment has been relatively stable, declining 1.4% between 2018 and 2023, while East Georgia State’s fell by 40.3%. 

    The larger university also has a much deeper catalog of programs compared to East Georgia State, which according to its website offers six associate and three bachelor’s degree programs. 

    The planned consolidation is the latest move in an effort going back nearly 15 years to pare down Georgia’s state university system. So far, USG has undertaken 13 consolidations. From these, it has saved $30 million in administrative expenses that it said it has reinvested into student services and faculty and staff hires

    Once the Georgia Southern and East Georgia State combination completes, USG will have 25 institutions, the system said.

    • A state audit of employee spending practices at the Connecticut State Colleges and Universities system found several financial transactions that broke university policies or lacked adequate documentation. 
    • Comptroller Sean Scanlon detailed over $19,000 in spending on food by system Chancellor Terrence Cheng in fiscal years 2022 through 2024, by far the majority of spending on his institutional credit card. Violations included missing receipts, missing guest lists and purchases of restricted items like alcohol.
    • Scanlon’s probe came at Connecticut Gov. Ned Lamont’s request after CT Insider reported Cheng spent lavishly on meals with a state-funded credit card over the past few years.

    Dive Insight:

    The report from CT Insider alleged that Cheng had spent as much as $1,114 at restaurants in a week, and paid for private chauffeurs despite having access to a state-provided car at the time. Once, he spent nearly $500 for the service, the outlet reported.

    Scanlon’s office concluded that “while not technically violating state or university policy, we found that, in the absence of sound, comprehensive policies, the Chancellor utilized poor [judgment] when making P-Card purchases that were especially troubling given the financial stress on the CSCU system.”

    The audit zeroed in on spending on food and transportation by the chancellor. Meals designated as business meetings accounted for 70% of the spending on the official’s card, and some transactions exceeded the $50 meal limit for system employees, the audit found. It also found 18 food purchases with tips deemed excessive — above 22% — which the report noted “is not a policy violation but a questionable use of university funds.” 

    Of the chancellor’s food-related transactions reviewed by the comptroller’s office, 43% had either no itemized receipts or were missing receipts entirely. 

    Among other violations were 30 instances where Cheng paid sales tax. That’s a violation of policy because institutional credit cards — also known as P-cards — are exempt from sales tax but must go through a process with vendors to credit those taxes.

    However, the comptroller found that Cheng did not technically violate policy because as chancellor he can “override the policy at his own discretion.”

    As for chauffeur use, the report noted three times when Cheng — who lives in New York state — paid for a private car service with his P-card, including two trips even more expensive than the one reported by CT Insider. Scanlon determined that these services did not represent violations but said that they “are of note as the Chancellor was provided with a state vehicle for their use.”

    In an emailed statement Thursday, Cheng said that he appreciated the audit’s thoroughness and that the system is “committed to implementing stronger controls, policies, and comprehensive training.”

    The system review also found issues with P-card use by other leaders, including the interim president of Southern Connecticut State University, Dwayne Smith. The audit found that Smith’s P-card “shows a wide variety of infractions spanning almost every category of restricted purchasing and failure to follow many of the policy requirements for documentation and reporting of transactions.”

    Specifically, the comptroller’s office faulted Smith for failing to keep receipts, as well as purchasing tickets to an outside football game without stating its business purpose, among other issues. 

    In an emailed statement, Smith thanked the comptroller for his analysis and recommendations, adding that many of his office’s P-card transactions relate to his community engagement activities. 

    “These meetings have yielded significant support for our scholarship programs, internships, mentoring, and ultimately, enhanced job opportunities for our graduates,” Smith said.

    Scanlon’s audit found many other issues across the Connecticut college system’s staff. His office’s report lists 10 recommended changes the system should make, including reinstating internal audits, establishing a central policy for P-card use, creating accountability measures for card misuse and establishing a policy for vehicle use. 

    Unfortunately, this audit revealed troubling gaps in oversight and questionable spending practices,” Scanlon said in a Wednesday statement. “Our recommendations provide a clear path forward with more comprehensive policies, consistent enforcement, and greater overall accountability.”

    In his statement, Cheng said the recommendations would “support the goal of accountability and transparency across the system.”

    He added, “The system has begun to take steps in this direction and over the next 100 days, I’ve instructed my team to implement recommendations to improve compliance and reporting.”

    The system’s governing board this fall moved to increase oversight of spending in its central office. As part of that process, the system recently hired a new chief compliance officer and legal counsel.

    Newly Updated CUPA-HR Data Shed Light on Trends in Representation and Pay Equity in the Higher Ed Workforce – CUPA-HR

    Progress in both representation and equitable pay for women and people of color remained sluggish in most roles on college and university campuses in academic year 2022-23, according to the newest data. Through several interactive graphics representing years of research, CUPA-HR highlights the progress that has been made and the disparities that persist. The data track gender and racial composition as well as pay of administrative, faculty, professional, and staff roles, collected from CUPA-HR’s signature surveys.

    While the representation of women and people of color across all roles has steadily increased, inequity remains, especially when it comes to compensation for women and people of color. However, there were some notable areas of progress when it comes to compensation. Asian women and men of color (except for Native American/Alaskan Native men) in administrative roles saw better pay equity than most other groups.

    Administrators

    The share of racial and ethnic minorities in administrative roles continued to grow over the past decade, but gaps in both representation and pay remained steady. This is especially true for women of color, who represented less than 11% of these roles and, for the most part, received lower salaries than White men.

    In 2022-23, people of color made up 18.7% of administrators, up from 12.9% in 2011-12. Although the proportion of people of color in higher ed administrator positions grew steadily over the last decade, these increases have not kept pace with the rate at which minorities are obtaining graduate degrees.

    No improvement was shown in pay disparities for most women administrators. All female administrators except for Asian women received lower salaries than White men. Conversely, men of color, except for Native American/Alaskan Native men, were paid salaries greater than those of White men.

    The Administrators in Higher Education Survey collects data on administrator positions that manage a higher ed institution or a division within it.

    Faculty

    There are two notable findings regarding faculty composition. First, more women faculty were represented in non-tenure-track roles than in tenure-track roles in 2022-23. Second, with each increase in rank, the proportions of women faculty and faculty of color decreased for both tenure-track and non-tenure-track faculty. Taken together, this means that women were over-represented in the lowest-paying and lowest-ranking positions.

    Pay gaps within rank persist, particularly for women faculty at the professor level, regardless of tenure status. These gaps are most notable for female professors of color in non-tenure-track positions. Pay gaps for assistant and associate professors have narrowed over time, particularly for tenure-track faculty.

    The factor that most impacts faculty pay is promotion to a higher rank, which is often the only time faculty receive significant increases in salary. When there is bias in promoting women and faculty of color to successive ranks, as our data continued to show, this results in career earnings gaps that far exceed what is often detected in pay equity studies within rank for a given year.

    The Faculty in Higher Education Survey collects data on tenure-track faculty positions and non-tenure-track teaching faculty positions.

    Professionals

    In academic year 2022-23, women of all races and ethnicities were paid less than their male counterparts in professional roles, while women’s representation increased from 58% to 61% across all professional positions since 2016-17. The growth is due to slight increases in the representation of women of color, from 13.1% in 2016-17 to 15.7% in 2022-23.

    Representation by gender and race/ethnicity varied widely by position. Human resources had the greatest share of women professionals, with 82% being women, including 28% women of color. Information technology had the lowest percentage of professional women (27%), and librarians and development/fundraising professionals had the lowest representation of professionals of color (14%).

    While pay was more equitable for most groups (apart from Hispanic/Latina women and men of two or more races), pay disparities persisted. Women of all races and ethnicities were paid less than their male counterparts. In addition, Hispanic/Latino men, Native Hawaiian men, and men of two or more races were paid less than White men.

    The Professionals in Higher Education Survey collects data on positions in specific functional areas in higher ed institutions, such as academic or student services, that usually require a baccalaureate degree.

    Staff

    Staff roles continued to have a higher representation of people of color than any other higher ed employee group last year. Staff also continued to be the lowest-paying positions in higher ed, with women particularly hard hit by pay disparities.

    In 2022-23, women of color represented about 19% of all higher ed staff, and men of color represent about 13% of all higher ed staff — a modest increase since 2016-17. Skilled craft employees were the least racially diverse, a finding that has persisted across the past six years. Notably, skilled craft staff are among the highest-paid staff positions.

    Since 2016-17, women were paid consistently and considerably less than White men. Pay equity for American Indian/Alaska Native women, Asian women, and Native Hawaiian/Other Pacific Islander women was better in 2022-23 than in 2016-17. Pay equity was the same or worse in 2022-23 than in 2016-17 for Black women, Hispanic/Latina women, women of two or more races, and White women. Men of color fared considerably better than women of color when it came to pay equity.

    The Staff in Higher Education Survey collects data on positions that are generally non-exempt and do not require a college degree.
