    Bachelor’s Degrees Unaffordable for Most Low-Income Students

    The high cost associated with college is one of the greatest deterrents for students interested in higher education. A 2024 survey by Inside Higher Ed and Generation Lab found that 68 percent of students believe higher ed institutions charge too much for an undergraduate degree, and an additional 41 percent believe their institution has a sticker price that’s too high.

    A recent study by the National College Attainment Network found that a majority of two- and four-year colleges cost more than the average student can pay, sometimes by as much as $8,000 a year. The report advocates for additional state and federal financial aid to close affordability gaps and ensure opportunities for low- and middle-income students to engage in higher education.

    Methodology: NCAN’s formula for affordability compares total cost of attendance (tuition, fees, housing, etc.) plus an emergency reserve of $300 against any aid a student receives. This includes grants, federal loans and work-study dollars, as well as expected family contribution and the summer wages a student could earn in a full-time, minimum-wage job in their state. Housing costs vary depending on the student’s enrollment: Bachelor’s-granting institutions include on-campus housing costs, and community colleges include off-campus housing rates.

    Costs that outweigh expected aid and income are classified as an “affordability gap” for students.

    A recent Inside Higher Ed and Generation Lab survey of 5,065 undergraduates found that 9 percent of respondents said an unexpected expense of $300 or less would threaten their ability to remain enrolled in college.

    The total sample size covered 1,137 public institutions, 600 of which were community colleges.

    Majority of colleges unaffordable: Using these metrics, 48 percent of community colleges and 35 percent of bachelor’s-granting institutions were affordable during the 2022–23 academic year. In total, NCAN rated 473 institutions as affordable.

    Comparative data from 2015–16 finds slightly more community colleges were affordable then (50 percent) than in 2022–23 (48 percent), but that the average affordability gap, or total unmet need, has grown from $246 to $486.

    Among four-year colleges, more public institutions were affordable in 2022–23 than in 2015–16 (29 percent) and the average affordability gap shrank slightly, from $1,656 to $1,554. The data indicates slight improvement in affordability metrics but highlights challenges for low-income students interested in a bachelor’s degree, according to the report.

    NCAN researchers believe the $400 increase in the maximum Pell Grant in 2023 helped lower costs per student at bachelor’s-granting institutions, but community colleges appear less affordable due to the loss of HEERF funding and the increase in cost of attendance due to rising housing costs.

    Affordability ranges by states: Access to affordable institutions is also more of a challenge for students in some regions than in others. NCAN’s analysis found that 14 states lacked a single institution with an affordable bachelor’s degree program for low-income students. In 27 states, 65 percent of public four-year colleges were unaffordable.

    For two-year programs, five states lacked an affordable community college. Some states had a small sample (fewer than five) of community colleges analyzed; Delaware and Florida had no community colleges in NCAN’s sample.

    In Kentucky, Maine and New Mexico, 100 percent of the two-year colleges analyzed were found to be affordable for students, along with at least 80 percent of the bachelor’s degree–granting institutions in those states.

    Students pursuing a bachelor’s degree in New Hampshire ($8,239), Pennsylvania ($8,076) and Ohio ($5,138) had the largest affordability gaps. For community colleges, students in New Hampshire ($11,499), Utah ($7,689) and Pennsylvania ($4,508) had the greatest unmet need.

    Conversely, some states had aid surpluses, which can help address other expenses associated with college, including textbooks and transportation.

    Cost isn’t the only barrier to access, however. “For many students who live in rural or remote areas, far from the postsecondary institutions in their state, college may remain inaccessible,” the report noted.

    Based on the data, NCAN supports additional funding for higher education at all levels, federal, state and local, to provide students with financial aid.

    TRIO helps low-income students get to and through college. Trump wants to end it

    MOREHEAD, Ky. — The summer after ninth grade, Zoey Griffith found herself in an unfamiliar setting: a dorm on the Morehead State University campus.

    There, she’d spend the months before her sophomore year taking classes in core subjects including math and biology and electives like oil painting. 

    For Griffith, it was an opportunity, but a scary one. “It was a big deal for me to live on campus at the age of 14,” she said. Morehead State is about an hour from her hometown of Maysville. “I was nervous, and I remember that I cried the first time that my dad left me on move-in day.”

    Her mother became a parent as a teenager and urged her daughter to avoid the same experience. Griffith’s father works as a mechanic, and he frowns upon the idea of higher education, she said. 

    And so college back then seemed a distant and unlikely idea.

    But Griffith’s stepsister had introduced her to a federal program called Upward Bound. It places high school students in college dorms during the summer, where they can take classes and participate in workshops on preparing for the SAT and financial literacy. During the school year, students get tutoring and work on what are called individual success plans.

    It’s part of a group of federal programs, known as TRIO, aimed at helping low-income and first-generation students earn a college degree, often becoming the first in their families to do so. 

    So, thanks to that advice from her stepsister, Kirsty Beckett, who’s now 27 and pursuing a doctorate in psychology, Griffith signed up and found herself in that summer program at Morehead State. Now, Griffith is enrolled at Maysville Community and Technical College, with plans to become an ultrasound technician.

    TRIO, once a group of three programs — giving it a name that stuck — is now the umbrella over eight some dating back to 1965. Together, they serve roughly 870,000 students nationwide a year.

    It has worked with millions of students and has bipartisan support in Congress. Some in this part of the Appalachian region of Kentucky, and across the country, worry about students who won’t get the same assistance if President Donald Trump ends federal spending on the program.

    A White House budget proposal would eliminate spending on TRIO. The document says “access to college is not the obstacle it was for students of limited means” and puts the onus on colleges to recruit and support students.

    Advocates note that the programs, which cost roughly $1.2 billion each year, have a proven track record. Students in Upward Bound, for example, are more than twice as likely to earn a bachelor’s degree by age 24 than other students from some of the nation’s poorest households, according to the Council for Opportunity in Education. COE is a nonprofit that represents TRIO programs nationwide and advocates for expanded opportunities for first-generation, low-income students.

    For the high school class of 2022, 74 percent of Upward Bound students enrolled immediately in college — compared with only 56 percent of high school graduates in the bottom income quartile. 

    Upward Bound is for high school students, like Griffith. Another TRIO program, Talent Search, helps middle and high school students, without the residential component. One called Student Support Services (SSS) provides tutoring, advising and other assistance to at-risk college students. Another program prepares students for graduate school and doctoral degrees, and yet another trains TRIO staff.

    A 2019 study found that after four years of college, students in SSS were 48 percent more likely to complete an associate’s degree or certificate, or transfer to a four-year institution, than a comparable group of students with similar backgrounds and similar levels of high school achievement who were not in the program. 

    “TRIO has been around for 60 years,” said Kimberly Jones, the president of COE. “We’ve produced millions of college graduates. We know it works.”

    Yet Education Secretary Linda McMahon and the White House refer to the programs as a “relic of the past.” 

    Jones countered that census data shows that “students from the poorest families still earn college degrees at rates far below that of students from the highest-income families,” demonstrating continued need for TRIO.

    McMahon is challenging that and pushing for further study of those TRIO success rates. In 2020, the U.S. Government Accountability Office found that even though the Education Department collects data on TRIO participants, “the agency has gaps in its evidence on program effectiveness.” The GAO criticized the Education Department for having “outdated” studies on some TRIO programs, and no studies at all for others. Since then, the department has expanded its evaluations of TRIO.

    During a Senate subcommittee hearing in June, McMahon acknowledged “there is some effectiveness of the programs, in many circumstances.”

    Still, she said there is not enough research to justify TRIO’s total cost. “That’s a real drawback in these programs,” McMahon said. 

    Now, she is asking lawmakers to eliminate TRIO spending after this year and has already canceled some previously approved TRIO grants.

    “What are we supposed to do, especially here in eastern Kentucky?” asked David Green, a former Upward Bound participant who is now marketing director for a pair of Kentucky hospitals.

    Green lives in a region that has some of the nation’s highest rates of unemployment, cancer and opioid addiction. “I mean, these people have big hearts, they want to grow,” he added. Cutting these programs amounts to “stifling us even more than we’re already stifled.”

    Green described his experience with TRIO at Morehead State in the mid-1980s as “one of the best things that ever happened to me.” 

    He grew up in a home without running water in Maysville, a city of about 8,000 people. It was on a TRIO trip to Washington, D.C., he recalled, that he stayed in a hotel for the first time. Green remembers bringing two suitcases so he could pack a pillow, sheets and comforter — unaware the hotel room would have its own.

    He met students from other towns and with different backgrounds. Some became lifelong friends. Green learned table manners, the kind of thing often required in business settings. After college, he was so grateful for TRIO that he became one of its tutors, working with the next generation of students. 

    TRIO’s all-encompassing nature makes it unique among college access programs, said Tom Stritikus, the president of Occidental College, a private liberal arts college in Los Angeles. He was previously president of Fort Lewis College, a public liberal arts school in Colorado with a large Native American student population. At both institutions, Stritikus said, he witnessed the effectiveness of TRIO’s methods, which he described as a “soup to nuts” menu of services for at-risk students trying to be the first in their families to earn degrees.

    Jones, of the Council for Opportunity in Education, said she is cautiously optimistic that Congress will continue funding TRIO, despite the Trump administration’s request. The programs serve students in all 50 states. According to the COE, about 34 percent are white, 32 percent are Black, 23 percent are Hispanic, 5 percent are Asian, and 3 percent are Native American. TRIO’s guidelines require that a majority of participants come from families making less than 150 percent of the federal poverty level. For a family of four living in the contiguous United States, that’s a max of $48,225 a year.

    In May, Rep. Mike Simpson, an Idaho Republican, called TRIO “one of the most effective programs in the federal government,” which, he said, is supported by “many, many members of Congress.” 

    In June, Sen. Shelley Moore Capito, a Republican from West Virginia and a former TRIO employee, spoke about its importance to her state. TRIO helps “a student that really needs the extra push, the camaraderie, the community,” she said. “I’ve gone to their graduations, and been their speaker, and it’s really quite delightful to see how far they’ve come, in a short period of time.”

    TRIO survived, with its funding intact, when the Senate appropriations committee approved its budget last month. The House is expected to take up its version of the annual appropriations bill for education in early September. Both chambers ultimately have to agree on federal spending, a process that could drag on until December, leaving TRIO’s fate in Congress uncertain. 

    While lawmakers debate its future, the Trump administration could also delay or halt TRIO funding on its own. Earlier this year, the administration took the unprecedented step of unilaterally canceling about 20 previously approved new and continuing TRIO grants.

    At Morehead State, leaders say the university — and the region it serves — need the boost it receives from TRIO: While roughly 38 percent of American adults have earned at least a bachelor’s degree, in Kentucky, that figure is only 16 percent. And, locally, it’s 7 percent, according to Summer Fawn Bryant, the director of TRIO’s Talent Search programs at the university.

    TRIO works to counter the stigma of attending college that still exists in parts of eastern Kentucky, Bryant said. A student from a humble background who is considering college, she said, might be scolded with the phrase: Don’t get above your raisin’.

    “A parent may say it,” Bryant said. “A teacher may say it.” 

    She added that she’s seen time and again how these programs can turn around the lives of young students facing adversity. 

    Students like Beth Cockrell, an Upward Bound alum from Pineville, Ky., who said her mom struggled with parenting. “Upward Bound stepped in as that kind of co-parent and helped me decide what my major was going to be.” 

    Cockrell went on to earn three degrees at Morehead State and has worked as a teacher for the past 19 years. She now works with students at her alma mater and teaches third grade at Conkwright Elementary School, about an hour away.

    In a few years, 17-year-old Upward Bound student Isaac Bocook plans to join the teaching ranks too — as a middle school social studies teacher. Bocook said he was indecisive about what to study after high school, but he finally figured it out after attending a career fair at Morehead State’s historic Button Auditorium.

    Bocook lives in Lewis County, with just under 13,000 residents and a single public high school. At Morehead State’s TRIO program, Bocook met teenagers from across the entire region, which he said improved his social skills. TRIO also helped him with all kinds of paperwork on the pathway to adulthood. Filling out financial aid forms. Writing scholarship applications. Crafting a resume.

    “I’m just truly grateful to have TRIO, as sort of like a hand to hold,” Bocook said.

    His need for guidance is similar to what students at Morgan County High School in West Liberty, Kentucky, experience, said Lori Keeton, the school guidance counselor. The challenge facing these first-generation students, she said, is that “you just simply don’t know what you don’t know.”

    As the sole counselor for 550 students, Keeton doesn’t have time to help each student navigate the complex college-application process and said she worries that some of her students will apply to fewer colleges, or no colleges at all, if TRIO disappears. 

    TRIO’s Talent Search program serves about 100 students at her high school, and roughly another dozen are part of Upward Bound. Each program has a dedicated counselor who visits regularly to guide and assist students.

    Sherry Adkins, an eastern Kentucky native who attended TRIO more than 50 years ago and went on to become a registered nurse, said efforts to cut TRIO spending ignore the long-term benefits. “Do you want all of these people that are disadvantaged to continue like that? Where they’re taking money from society? Or do you want to help prepare us to become successful people who pay lots of taxes?”

    As Washington considers TRIO’s future, program directors like Bryant, at Morehead State, press forward. She has preserved a text message a former student sent her two years ago to remind her of what’s at stake.

    After finishing college, the student was attending a conference on child abuse when a presenter showed a slide that included the quote: “Every child who winds up doing well has had at least one stable and committed relationship with a supportive adult.”

    “Forever thankful,” the student texted Bryant, “that you were that supportive adult for me.”

    Head Start, the federal child care program for low-income families, is turning 60 this year. Will it make it to 61?

    NEW HAVEN, Conn. — Bright morning sun is streaming through her home’s windows as Sandra Dill reads a picture book about penguins to a room full of busy toddlers. While listening, the kids blow kisses, plop in a visitor’s lap, then get up to slide down a small slide.

    Dill has been running a family child care business from her home for 15 years, and every one of her 13 grandchildren has spent time here — currently it’s 20-month-old Nathaniel, who has a puff of curly hair and a gooey grin.

    “My older ones started to call it ‘grandma school,’” she said. Another one of her granddaughters, now a teenager, is returning this summer to help out.

    Four of Dill’s eight available slots are funded through Head Start. This is the federal-to-local program that funds child care and other support for the poorest families in America. (Regular Head Start serves children 3 to 5 years old; Early Head Start is for those under 3.) The program — which began right here in New Haven, Connecticut — is celebrating its 60th anniversary this year.

    It’s also never been so at risk: First a federal funding freeze hit providers, then a chunk of Head Start federal support staff were fired by the Department of Government Efficiency. On March 27, the Department of Health and Human Services announced it was cutting a further 10,000 jobs, and reorganizing the Administration for Children and Families, which administers Head Start. As of April 1, Head Start employees in five of the program’s 10 regions — Boston, New York, Chicago, San Francisco and Seattle — had reportedly been laid off, according to a LinkedIn post that day from Katie Hamm, a former official with the federal Administration for Children and Families. Hamm said there does not appear to be a transition plan laying out how Head Start programs in those regions will receive funding and support. Project 2025, the conservative policy handbook organized by the Heritage Foundation, which the Trump administration has been following closely, calls for eliminating Head Start altogether.

    “I think it’s terrible,” Dill said. “I just can’t imagine. It’s already not enough, and if this happens, it’s going to affect a lot of families that are already struggling.”

    Ed Zigler, the “father of Head Start,” was the son of immigrants from Poland. His father was a peddler and his mother plucked chickens to make a little money, according to Walter Gilliam, executive director of the University of Nebraska’s Buffett Early Childhood Institute, who counted Zigler as his closest mentor.

    When Zigler was a child, his family made its way to a settlement house in Kansas City, Missouri; these community-based charities offered a two-generation approach, caring for and educating children while also teaching English and job skills to parents and connecting families with medical care and housing help.

    “That made a huge impact on his and his family’s life,” Gilliam said.

    As a young psychology professor at Yale, Zigler was hired as an advisor to President Lyndon Johnson to help design family programs for the federal War on Poverty. In creating Head Start, he turned to the same two-generation model he grew up with.

    To date, Head Start has served nearly 40 million children. In fiscal year 2023, the Head Start program was funded to serve 778,420 children. The program has always been underfunded: In 2020 Head Start served barely 1 in 10 eligible infants and toddlers and only half of eligible preschoolers. It’s limited to families making under the federal poverty level, which is just $31,200 for a family of four.

    Still, for many of the families who do manage to make it through the doors, the program is life-changing.

    “Head Start is in every community in America,” said Cara Sklar, director of early & elementary education policy at the D.C.-based think tank New America. “It’s the original two-generation program, with wraparound support for kids. It’s really held up as a model of quality in early learning.”

    The “wraparound support” for Dill’s Early Head Start families is funded by the United Way of Greater New Haven, and comes via a network for family child care educators called All Our Kin. The network helps mothers enroll in community college and apply for housing subsidies. Dill has had mothers who lived in their cars and one who was living with her mother “six to a room,” she said. She also does regular home visits with families to talk about children’s development and support parents in goals like potty training.

    Thanks to Early Head Start, a nurse, a mental health consultant and a nutritionist all help Dill keep the kids healthy and safe. And the program also provides extra funds she can use to get back up and running if, for example, the furnace needs fixing.

    But Head Start is now facing funding challenges that go far beyond a broken furnace. “The past month has been harrowing for child care providers,” said Carolina Reyes, director of Arco Iris Bilingual Children’s Center, a preschool in Laurel, Maryland, that is a Head Start partner, and also a member of the nationwide advocacy group MomsRising. 

    The first blow to Head Start in this administration was President Donald Trump’s January 27 executive order calling for a federal funding freeze. Since Head Start is a direct federal-to-local grant program, even temporary interruptions in funding can cause programs to close their doors.

    “ Programs like mine operate on razor-thin margins,” said Reyes. “I don’t have any reserves to pull from if funding is delayed or slashed.”

    While funding for most programs has resumed, Joel Ryan, the executive director of the Washington State Association of Head Start, said in a recent press conference that as late as the week of Feb. 17, one in four of his programs still had trouble accessing the Head Start payment website. 

    That same week of the 17th, almost 70 Head Start staffers were pink-slipped in the federal government’s sweep of “probationary” employees — about one-fifth of the program’s workforce. One laid-off employee, who didn’t want to give his name because he is still fighting his dismissal and fears reprisal, said he spent five years as a contractor before switching to full time this past summer, which accounted for his probationary status. He wore many hats at Head Start, doing data analytics, working with grant recipients and serving as a liaison for state partners.

    “They say we’re bloated; we could have used two more full-time people,” he said.

    The cuts, he feared, will lead to further delays in programs getting the payments they rely on, not to mention the oversight that keeps kids safe.

    “I come from the private sector. I will find another job,” he said. “The issue isn’t us, it’s the children and the families. We’ve got all these people in poverty who are getting screwed over by what’s happening.” 

    A third blow came on February 25, when the House passed a budget resolution calling for $880 billion in cuts to discretionary spending programs over the next decade, with Medicaid the prime target, along with the federal Supplemental Nutrition Assistance Program. Head Start families overwhelmingly rely on these safety net programs. The White House’s gutting of the Department of Education also threatens many services for preschoolers, especially those in special education. (This process, which maps out the next fiscal year, is separate from the recent vote to fund the government until Sept. 30.)

    “This is going from the precipice of disaster to decimating the system,” Sklar said. “All the parts that help families, from Head Start to child care to food to health care, are all being destabilized at once.”

    Gilliam said that threats to eliminate Head Start are nothing new. After designing the program during the Johnson administration, Zigler was appointed to run it under the presidency of Richard Nixon. “Some folks told him that his job was to destroy, essentially, the program that he had created,” Gilliam said.

    Head Start advocates said the program has been able to fight off political challenges in the past because it is widely distributed geographically and has bipartisan support.

    “I agree that Project 2025 is a real threat to Head Start, as well as to other programs that we all care about,” said Ryan, with the Washington State Head Start association.

    “But I will say this: We have great research. We have great data. We have a great track record. We have a lot of bipartisan support in Congress. And we have parent power.”

    By coincidence, the week the House passed its budget resolution, a group of 150 Head Start parents were on Capitol Hill lobbying as part of a group called Start Early, and they met with many Republican senators.

    Tommy Sheridan, the deputy director of the National Head Start Association, struck an almost defiantly optimistic tone after the visit to lawmakers: “We still believe and have seen indicators that this administration is supportive of Head Start. And Congress as well.”

    Another potential bright spot is the growth of child care support and funding on the state level. Elizabeth Groginsky is New Mexico’s first cabinet secretary for the state’s new Early Childhood Education & Care Department, and she said the pandemic woke a lot of people up to the importance of early care and education.

    “People began to understand the impact that child care has on children’s development, families’ ability to work, the overall economy,” Groginsky said.

    Since 2020, New Mexico has gone through a major expansion in home visits, child care and preschool. Vermont has made similar moves, and New York and Connecticut are heading in that direction as well. Even the deep-red state of Kentucky has expanded access.

    What all of these state-level programs have in common is that they are much more widely available to middle-class families, rather than tightly targeted to families in poverty, as Head Start still is. Historically, with programs like Medicare and Social Security, universal access has meant durable support.

    Now those states are contemplating stepping in further if the federal government drops the ball.

    “Because the state has made such an impressive commitment to child care, we’re potentially in a better spot than others,” said Janet McLaughlin, deputy commissioner for Vermont’s Department of Children and Families. And Groginsky, in New Mexico, said firmly, “The governor and the legislature — I don’t think we’ll let New Mexicans go without. They’ll find a way.”

    Why do we punish low-income students for entering education?

    Much has been written about the financial challenges many students face in going to university, and the fact that maintenance loans fall quite some way short of covering the cost of living for students.

    Much has also been written about the national trend of mature students numbers coming to university being in decline, with particular implications for certain sectors such as healthcare, where we are struggling to meet workforce need.

    These two areas of concern are quite likely related and linked to what we believe is a fundamentally unfair and regressive policy which impacts people who are in receipt of Universal Credit.

    Under the current Universal Credit (UC) system, for people who are in work, UC is reduced by 55p for every £1 earned as income.

    However, if you are entitled to receive Universal Credit and decide to go to university, for every £1 you receive in maintenance loan funding, your UC entitlement is reduced by £1 – and not by 55p as is the case for earned income.

    Make it make sense

    On the face of it, this seems highly inequitable – why should income derived from a student loan (which will, of course, need to be repaid with interest) be treated more harshly than earned income?

    Another reaction to this approach might be to ask,  “Why wouldn’t students who are eligible to receive UC simply not draw down their maintenance loan at all?”.

    Unfortunately, this option is not open to those students, because the rules around reductions to UC make clear that the pound-for-pound deductions from UC are based upon the maximum maintenance loan for which you are eligible, regardless of whether you actually take the loan.

    It is worth highlighting that, in general, full time university students are not eligible to claim Universal Credit. However, exceptions do apply, such as if you are under 21 and do not have parental support, or if you are responsible for the care of a child (the full list of eligibility criteria can be found here). In other words, students who we know are more likely to need additional support to be successful in higher education.

    The Child Poverty Action Group have dedicated information for students who are entitled to claim UC, to explain the impact of having access to a maintenance loan on their UC payments.

    In their worked example, a single mother of a 3yr old child, living in private rented accommodation, could have UC payments of £1399.60 reduced to £475.71 per month as a result of going into full time higher education and having access to a maintenance loan.

    In other words, this mother would be taking on a personal loan debt of well over £900 per month – on top of the cost of tuition fees – which would otherwise have been paid as UC if she had not decided to access education.

    We believe that this scenario may be without precedent in terms of our UC and wider benefit system, in that we know of no other situation in which someone who is entitled to claim benefits would be told that they need to take out a personal loan to replace their benefits entitlement.

    In a recent ministerial question on this issue, the government explicitly confirmed that:

    …successive Governments have held the principle that the benefit system does not normally support full-time students. Rather, they are supported by the educational maintenance system.

    This principle may have been fine when maintenance support was distributed as a grant rather than a loan, but we would argue that there is something deeply regressive about asking students from backgrounds who are already less likely to access education to forego benefit support to which they would be otherwise fully entitled.

    Breaking down barriers

    The current government has set out an ambitious set of missions to “Build a Better Britain”, which includes a mission to “Break down the barriers to opportunity at every stage”.

    We would argue strongly that the impact of having access to a maintenance loan on UC payments is an unfair and unnecessary barrier to students who wish to access higher education, and may well be a significant factor in why some mature learners are seeing university study as a less attractive option.

    Finding and fixing barriers of this kind – which could be easily addressed by allowing students who are eligible to access UC to continue doing so – would be entirely consistent with this government’s mission.
