    ED Names Five New NACIQI Members

    Education Secretary Linda McMahon appointed on Tuesday five new members to the National Advisory Committee on Institutional Quality and Integrity, a body that advises on accreditation, including which organizations should be recognized by the federal government.

    A sixth member is expected to be appointed later, according to the Department of Education. The five members announced on Tuesday are below:

    —Robert Eitel is president of the Defense of Freedom Institute, a conservative think tank. Eitel previously served as senior counselor to the Secretary of Education from 2017 through 2020, during the first Trump administration, and as Deputy General Counsel of the U.S. Department of Education from 2005 until 2009. Eitel has a background in for-profit education, serving past stints at for-profit college operators Bridgepoint Education Inc. and Career Education Corp.

    —Joshua Figueira is currently the deputy general counsel and managing director of the Office of Compliance, Risk, and Legal Affairs at Brigham Young University–Idaho. Prior to joining BYU-Idaho in 2017, he worked on First Amendment and religion issues at Utah law firm, Kirton McConkie.

    —Jay Greene is a senior research fellow for the Center for Education Policy at the Heritage Foundation. Greene previously taught at the University of Arkansas, University of Texas at Austin, and the University of Houston and also worked for The Manhattan Institute for a decade. He is a school choice advocate and frequent critic of diversity, equity and inclusion initiatives.

    —Steven Taylor is the policy director and senior fellow in economic mobility at Stand Together Trust. Taylor also serves on the State Council for Higher Education for Virginia. His past posts include almost six years at the American Council on Education. Taylor has argued that the current accreditation model needs an overhaul and “rewards compliance over performance, fails to track outcomes, and leaves students burdened with debt and weak returns” among other concerns.

    —Emilee Reynolds is a student at Western Carolina University.

    The Higher Education Act dictates that ED appoints six of 18 total NACIQI members while Congress names the other 12. The department cast its most recent picks as reformers needed to help fix a broken accreditation system in a Tuesday news release.

    “Americans recognize that the accreditation process needs reform to better serve students and families, and the Trump Administration is addressing this, in part, through these reform-minded appointees,” Under Secretary Nicholas Kent said in the news release announcing the new members.

    Kent said he was confident the appointees will help the administration “realign the accreditations system and get it back on track.”

    “We can no longer accept a protectionist system in which a few powerful non-governmental entities gatekeep billions in federal student aid and licensure opportunities, overlook poor student outcomes, contribute to rising college costs and degree inflation, and prioritize divisive DEI standards over the skills students need to compete in the next-generation workforce,” he said.

    NACIQI’s next meeting is scheduled for December 16. The meeting was originally scheduled for July but pushed to October, and was then delayed again because of the government shutdown.

    Dr. Alycia MarshallCommunity College of PhiladelphiaThe Community College of Philadelphia Board of Trustees has announced the appointment of Dr. Alycia Marshall as the institution’s new president.  Marshall’s selection comes after the Board’s decision to remove Dr. Donald “Guy” Generals from the presidency.

    “As Chair of the Board of Trustees, I am proud to officially welcome Dr. Alycia Marshall as the seventh president of Community College of Philadelphia,” said Harold T. Epps. “After a nationwide search, it has become evident that Dr. Marshall demonstrates the clear vision and outstanding leadership needed to guide our institution forward. I look forward to continuing to work with Dr. Marshall and to the positive impact she will have on our students, faculty, staff, and the broader community.”

     Marshall has been serving as interim president since Generals’ departure from the college in April. Prior to the interim appointment, she held the position of Provost and Vice President for Academic and Student Success, where she oversaw Academic Affairs, Workforce Development, and Student Support and Engagement.

    “I congratulate Dr. Alycia Marshall on her appointment as President of the Community College of Philadelphia,” said Cherelle Parker, Mayor of Philadelphia. “CCP is a beacon of hope and economic opportunity for our students and for everyone seeking to advance their pathways to better lives.     Marshall brings extensive higher education experience to the presidency. She began her career at Anne Arundel Community College (AACC) in Maryland, where she served as a tenured Full Professor of Mathematics, Department Chair of Mathematics, and Associate Vice President for Learning and Academic Affairs. She holds a Ph.D. in Mathematics Education from the University of Maryland College Park, a Master of Arts degree in Teaching from Bowie State University, and a Bachelor of Arts degree in Mathematics from the University of Maryland Baltimore County.

    “Community College of Philadelphia truly feels like home,” said Marshall. “Every day, I witness the extraordinary dedication of our faculty and staff who work tirelessly to ensure our students are supported, challenged, and inspired to succeed.     UNC Merges Information and Data Science Schools, Names New AI Vice Provost

    Manning Hall at University of North Carolina Chapel HillUNCThe University of North Carolina at Chapel Hill announced last week that it will merge the School of Information and Library Science and the School of Data Science and Society into a single, yet-to-be-named institution focused on applied technology, information science and artificial intelligence.

    The merger, announced in a joint letter from Chancellor Lee H. Roberts and Interim Executive Vice Chancellor and Provost James W. Dean Jr., represents what administrators called “a bold step forward” in positioning Carolina as a national leader in data and AI education.

    Dr. Stanley Ahalt, current dean of the School of Data Science and Society, will serve as inaugural dean of the new school. Dr. Jeffrey Bardzell, dean of the School of Information and Library Science, will continue leading SILS through the transition while also assuming a newly created secondary appointment as Chief Artificial Intelligence Officer and Vice Provost for AI.

    “Information technologies, especially generative AI, are having a transformational impact,” the letter stated. “This new school is a bold step forward in our commitment to preparing students for a world increasingly shaped by data, information and artificial intelligence.”

    The AI vice provost position, which will become full-time once the new school is operational, will coordinate the university’s response to artificial intelligence across all campus units.

    “Dean Bardzell has been a key voice informing our thinking about AI campuswide,” Roberts and Dean wrote. “We are grateful to have his experience in the classroom, administration and research guiding our efforts.”

    The announcement comes as universities nationwide grapple with integrating AI into curriculum and operations. UNC joins a growing number of institutions restructuring academic units to address what administrators describe as rapid technological change.

    While the decision to merge has been finalized, administrators said that implementation plans remain under development. The university will establish a task force, advisory committee and multiple working groups to determine operational details.

    “Faculty, staff and students will be engaged throughout,” the announcement stated. Both schools will maintain current academic programs during the transition, with administrators expressing hope the merger will support enrollment growth and expanded impact.

    SILS, established in 1931, has approximately 600 students across bachelor’s, master’s and doctoral programs, with strengths in information ethics, library science and human-centered information design.

    SDSS, founded in 2019, has grown to roughly 400 students and focuses on computational methods, statistical analysis and data science applications across disciplines.

    “Both SILS and SDSS bring distinct strengths and areas of excellence to Carolina — technical expertise, humanistic inquiry and a deep understanding of the societal implications of emerging technologies,” administrators wrote.

    The letter noted that the merger is “driven by long-term possibilities” rather than budget constraints, with a focus on growth and expanding both schools’ “powerhouse academic programs.”

    University officials did not provide a timeline for completing the merger or naming the new school. They also did not specify budget details or projected enrollment targets.

    The announcement marks the latest in a series of administrative restructuring efforts at UNC-Chapel Hill, which has seen several organizational changes in recent years as it responds to shifting academic priorities and funding models.

    The University of California, Berkeley, told about 160 faculty, staff and students on Sept. 4 that their names appeared in documents officials gave to the Trump administration, which is investigating the university’s response to reports of campus antisemitism, The New York Times reported

    According to Berkeley, the 160 names provided to the Education Department in compliance with the investigation include people accused of or affected by antisemitic incidents, as well as those who filed complaints about antisemitism on campus.

    Berkeley is one of numerous higher education institutions the Trump administration is investigating for alleged antisemitism, including the University of California, Los Angeles. The UC system is also weighing Trump’s demands that UCLA pay the government a $1.2 billion settlement to restore $584 million in frozen federal research funding.  

    Berkeley’s decision to hand over the 160 names comes two months after House Republicans grilled Berkeley’s chancellor, Rich Lyons, and two other university leaders at a hearing about their alleged failures to protect Jewish students from discrimination and harassment. At the hearing, Lyons said the university has an “obligation to protect our community from discrimination and harassment” and uphold the First Amendment’s guarantee of free speech.

    While some alumni criticized Berkeley’s compliance with the Trump administration’s investigation, the UC system said in a statement to the Times that it’s “committed to protecting the privacy of our students, faculty, and staff to the greatest extent possible, while fulfilling its legal obligations.”

    Alabama A&M Names Thai Floyd as First Female Football Play-by-Play Announcer

    Thai FloydAlabama A&M University has broken new ground in collegiate sports broadcasting by appointing Thai Floyd as the first woman to serve as the football team’s full-time play-by-play announcer. The historic appointment also makes Floyd the first woman to hold this position at any Historically Black College and University (HBCU) nationwide.

    Floyd will serve as the voice of the Bulldogs throughout the 2025 season at the Huntsville, Alabama institution, which competes in the Southwestern Athletic Conference (SWAC). Her appointment represents a significant milestone in diversifying sports broadcasting at the collegiate level.

    A Florida A&M University alumna, Floyd brings broadcasting experience to her new role. She previously worked as a digital media specialist for Alabama A&M athletics and has covered sporting events across high school, college, and professional levels. Her portfolio includes work as a sideline reporter and play-by-play commentator for ESPN+ and ESPNU, with assignments covering FBS bowl games and the Celebration Bowl.

    Floyd’s work has been featured across major media platforms including NBC Sports Philadelphia, HBCU Legends on Sports Illustrated, and ESPN’s Andscape, establishing her as a respected voice in sports journalism.

    Floyd’s path to the broadcast booth was influenced by her father, William Floyd, a Super Bowl champion with the San Francisco 49ers who transitioned to broadcasting after his NFL career. 

    “I grew up watching my dad work as a broadcaster after he retired from the NFL, so I’ve been around the game and the business my whole life,” Floyd said.

    Her long-term aspirations extend beyond her current role. 

    “I’d love to call college football on TV one day — that’s definitely the goal. Just staying focused, learning, and trusting the process,” she said.

    Floyd’s appointment comes at a time when female representation in play-by-play announcing remains limited. Research indicates that women comprise approximately nine percent of play-by-play announcers in sports broadcasting. Notable pioneers include Beth Mowins, who became the first woman to call a nationally televised NFL game, and Tiffany Greene, the first African American woman to serve as a play-by-play commentator for college football on a major network.

    Floyd views her role as part of a broader movement toward inclusivity in sports media. 

    “Having a seat at the table means making space for every Black woman who’s ever been overlooked or told she didn’t belong in this industry,” she said. “I’m just blessed to be walking in purpose and hoping my journey reminds the next Black woman that we’re not here to fit in — we’re here to take up space and change the game.”

    Philander Smith University Names Dr. Maurice Gipson as 15th President

    Dr. Maurice GipsonPhilander Smith University’s Board of Trustees has appointed Dr. Maurice D. Gipson as the institution’s 15th president and chief executive officer, the university announced Thursday.

    Gipson has served as interim president since August 2024.

    “We are incredibly proud to name Dr. Maurice Gipson as our 15th President and Chief Executive Officer,” said Board Chair Dr. Tionna Jenkins, a 2001 alumna. “He brings not only the experience and strategic insight needed for this moment, but also a heartfelt understanding of what makes Philander Smith University so special.”

    Gipson most recently served as Vice Chancellor for Inclusion, Diversity, and Equity at the University of Missouri’s flagship campus. In that position, he oversaw more than 120 staff members and managed a multi-million-dollar budget for the 30,000-student institution.

    His career in higher education administration spans more than a decade, with previous leadership positions at Arkansas State University, the University of Texas at Austin, Wiley University, and Huston-Tillotson University. Gipson also previously served a four-year term on Philander Smith’s Board of Trustees, where he chaired the Governance Committee and served as vice chairman.

    A scholar specializing in African American history, Black nationalism, and the Black freedom struggle, Gipson is currently writing a book about the Black Freedom Struggle in Arkansas. He holds a Ph.D. in history from the University of Mississippi, a Juris Doctor from Southern University Law Center, a master’s degree in history from Missouri State University, and graduated from Louisiana State University. He is also a licensed attorney.

    “I am deeply honored to lead this historic institution at such a critical time,” Gipson said. “Philander Smith University has long been a place where transformation takes root—for students, for families, and for communities.”

    Don’t Give Trump Student, Faculty Names, Nationalities

    The American Association of University Professors is warning college and university lawyers not to provide the U.S. Education Department’s Office for Civil Rights the names and nationalities of students or faculty involved in alleged Title VI violations.

    The AAUP’s letter comes after The Washington Post reported last week that Education Department higher-ups directed OCR attorneys investigating universities’ responses to reports of antisemitism to “collect the names and nationalities of students who might have harassed Jewish students or faculty.” The department didn’t respond to Inside Higher Ed’s requests for comment Thursday.

    In a 13-page Wednesday letter to college and university general counsels’ offices, four law professors serving as AAUP counsel wrote that higher education institutions “are under no legal compulsion to comply.” The AAUP counsel further urged them “not to comply, given the serious risks and harms of doing so”—noting that the Trump administration is revoking visas and detaining noncitizens over “students’ and faculty members’ speech and expressive activities.” The administration has targeted international students and other scholars suspected of participating in pro-Palestinian advocacy.

    Title VI of the federal Civil Rights Act of 1964 prohibits discrimination based on, among other things, shared ancestry, which includes antisemitism. But the AAUP counsel wrote that “Title VI does not require higher education institutions to provide the personally identifiable information of individual students or faculty members so that the administration can carry out further deportations.”

    And Title VI investigations, they wrote, “are not intended to determine whether the students and faculty who attend these schools have violated any civil rights laws, let alone discipline or punish students or faculty.” They wrote that investigations are instead “intended to determine whether the institution itself has discriminated.”

    Providing this information to the federal government may violate the First Amendment rights of those targeted, plus the Family Educational Rights and Privacy Act and state laws, they wrote, adding that this information shouldn’t be turned over without “clear justification for the release of specific information related to a legitimate purpose in the context of a particular active investigation.”

    Achieving the Dream Names 23 Colleges as Leaders in Student Success; Bellevue College Among Honorees

    Highlighting excellence in community college education, Achieving the Dream (ATD) has named 23 institutions as either Leader Colleges or Leader Colleges of Distinction for 2025, celebrating their commitment to student success and institutional reform. The announcement was made last week at the organization’s annual meeting in Philadelphia.

    Among the honorees is Bellevue College, which earned its first Leader College designation since joining the ATD Network in 2017.

    The honor recognizes institutions that have demonstrated measurable gains in student outcomes and fostered meaningful institutional change. Eight colleges achieved the prestigious Leader College of Distinction status, including three first-time recipients: College of Lake County (Illinois), Little Priest Tribal College (Nebraska), and Southwestern Oregon Community College.

    Bellevue College’s recognition as one of ten new Leader Colleges reflects its successful efforts to transform the student experience.

    “We are honored Achieving the Dream selected our institution as a Leader College,” said Bellevue College Provost Dr. Jess Clark. “Since joining ATD, Bellevue College has seen increased markers of student success and retention. We look forward to continuing our commitment to transforming the student experience so that all students will find success at Bellevue College.”

    The designation as a Leader College is particularly significant as these institutions play a crucial role in accelerating the adoption of effective practices across higher education. Leader Colleges are recognized for their work in whole-college reform and their innovative approaches to sharing knowledge about evidence-based reform strategies with other institutions.

    Dr. Karen A. Stout, president and CEO of Achieving the Dream, noted the importance of these recognitions.

    “These colleges exemplify excellence within the ATD Network, achieving measurable gains in student outcomes and fostering impactful change within their institutions and communities,” she said. “Their dedication to using data-informed approaches to create meaningful opportunities for students and their communities serves as a powerful example for all institutions of higher education.”

    The 2025 cohort also includes five colleges that have recertified their Leader College status: Community College of Beaver County (Pennsylvania), Highline College (Washington), Lone Star College System (Texas), Passaic County Community College (New Jersey), and Wallace State Community College (Alabama).

    ATD’s Leader College of Distinction award, created in 2018, sets an even higher bar for institutional achievement. Recipients must demonstrate improvement in three or more student outcome metrics, including completion or transfer rates, and show reduced equity gaps for at least two student groups. This year’s five returning Leader Colleges of Distinction include Chattanooga State Community College (Tennessee), Lemoore College (California), North Central State College (Ohio), Odessa College (Texas), and Pierce College (Washington).

    As a partner to more than 300 community colleges nationwide, Achieving the Dream focuses on what it calls “Whole College Transformation,” providing integrated support for everything from leadership and data analysis to equity initiatives and student support strategies. The organization’s vision centers on helping colleges become catalysts for equitable and economically vibrant communities, driving improvements in access, completion rates, and employment outcomes for all students.

    For institutions like Bellevue College, this recognition validates their ongoing commitment to student success and institutional improvement. As part of the ATD Network, these colleges continue to work toward creating meaningful opportunities that transform not just individual students’ lives, but entire communities through the power of education.

    Franklin & Marshall College Names Dr. Andrew Rich as 17th President

    FDr. Andy Richranklin & Marshall College has appointed Dr. Andrew “Andy” Rich, current dean of the Colin Powell School for Civic and Global Leadership at City College of New York (CCNY), as its 17th president following a unanimous vote by the Board of Trustees. Rich will take office in July, succeeding outgoing president Dr. Barbara K. Altmann, who has led the institution since 2018.

    During his six-year tenure at the Colin Powell School, Rich demonstrated exceptional ability in institutional growth and fundraising, according to officials at the private school located in Lancaster, Pennsylvania. He spearheaded a 40 percent enrollment increase, bringing the student body to 4,000, while simultaneously launching innovative student success initiatives. Under his leadership, the school established eight new fellowship programs and created an Office of Student Success offering comprehensive mentoring, professional development, and career services.

    One of Rich’s notable achievements at CCNY was the formation of a Public Service Career Hub, which more than doubled student placement in public service internships and jobs. The initiative’s success earned the 2023 Exemplary Model Award from the American Association of University Administrators. Rich also led a transformative fundraising campaign that generated over $85 million in new investments for scholarships, student services, faculty positions, and academic initiatives.

    “I am excited to become an F&M Diplomat,” said Rich. “For more than 235 years, Franklin & Marshall has been a beacon for excellence in liberal arts education. We prepare students for fulfilling lives, inspiring them to achievements that enrich every sector of society.”

    Prior to his role at CCNY, Rich served as CEO and executive secretary of the Harry S. Truman Scholarship Foundation from 2011 to 2019, where he oversaw the prestigious federal program supporting future public service leaders. His connection to F&M includes oversight of two recent Truman Scholars from the college: Makaila Ranges, a 2022 graduate and Akbar Hossain, who graduated in 2013. Rich also served as president and CEO of the Roosevelt Institute, a national think tank and leadership development organization, from 2009 to 2011.

    Eric Noll, chair of the College’s Board of Trustees, praised Rich’s appointment:

    “He will build on Barbara Altmann’s successful presidency with his sharp strategic sensibilities and deep appreciation for our excellent liberal arts college and its importance in our society’s future,” he said.

    Rich’s academic credentials include a bachelor’s degree in political science from the University of Richmond, where he was awarded a Truman Scholarship, and a doctorate in political science from Yale University. He has taught at both CCNY and Wake Forest University and is known for his scholarship on think tanks and foundations in American politics, having authored Think Tanks, Public Policy, and the Politics of Expertise.
