    Tennessee launches direct admissions pilot with student aid component

    • Tennessee is joining the ranks of states with direct admissions programs by launching a pilot this fall that will automatically offer certain high school students spots at the state’s two- and four-year colleges based on their academic records. 
    • The program, led by the Tennessee Higher Education Commission, will pair admissions offers with financial aid information for about half the high school students to test whether that boosts their chances of enrolling
    • In a statement Wednesday, THEC Executive Director Steven Gentile cast the initiative as a way to simplify the path to college. “For the first time in the nation, we are pairing direct admissions with personalized financial aid information, so students not only know where they’ve been accepted — they’ll also know how they can afford to go.”

    Dive Insight: 

    The TN Direct Admissions pilot is to launch in November, when roughly 41,000 students from more than 230 randomly selected high schools in the state will receive letters listing which participating colleges have automatically accepted them. Around half of those students will also get information about available state and institutional financial aid tailored to them based on their GPA, test scores or other criteria. 

    To participate, students will need to complete an application for the Tennessee Promise program by Nov. 1.

    Researchers will use the information from the pilot to study how providing this information influences college-going behavior. 

    They aim to find out whether high school students who receive both financial aid information and direct admissions bids are more likely to attend college than those who just get automatic admissions offers. They will also compare the data against that for students who don’t receive direct admissions letters at all. 

    “Through this study, we will learn not only about the impact of direct admissions and financial aid on students’ college enrollment, but how students feel about their direct admission experience,” Trisha Ross Anderson, a Harvard University researcher working on the project, said in a Wednesday statement. 

    The financial aid component — which THEC said in a Wednesday statement is the first of its kind for a direct admissions program — will inform students of their eligibility for institutional grants and scholarships, as well as for state programs such as the Tennessee Promise. That program covers remaining tuition and fees for students at state community or technical colleges after all other grant aid has been applied.  

    Overall, 53 colleges are participating in the fall pilot. That includes all 13 of the state’s community colleges and its 23 technical colleges, as well as 17 public and private universities. 

    Tennessee joins several other states that have recently launched direct admissions programs. Earlier this year, Illinois Gov. JB Pritzker signed a bill into law to send high school and community college students direct admissions offers to the state’s universities depending on their academic performance. 

    And last October, New York launched an effort to guarantee fall 2025 spots to at least one of its public universities for high school students graduating in the top 10% of their class. The nine initial participating colleges included the state’s two flagships, University at Buffalo and Stony Brook University.

    Carnegie Foundation launches sustainability classification pilot

    The Carnegie Foundation for the Advancement of Teaching and the American Council on Education announced Thursday that they have launched a pilot of their new Sustainability Elective Classification, a designation that will recognize institutions of higher education that “embed sustainability and climate action into their core missions,” according to the announcement.

    The pilot program will include 21 colleges and universities from across the 50 states and Puerto Rico and will aim to refine the criteria for the classification while working to guarantee that it is attainable to institutions of all sizes and types. The classification is expected to consider “institutional efforts across curriculum, research, operations, community engagement, and workforce development, with an emphasis on preparing students for careers in sustainability fields.”

    “The Elective Classification for Sustainability recognizes how institutions of higher education are essential to the future of American innovation and progress, within and beyond their classrooms,” Timothy F. C. Knowles, president of the Carnegie Foundation, said in the announcement. “These pilot institutions are helping to forge the way.”

    The Sustainability Elective Classification is scheduled to launch in early 2026. The Carnegie Foundation and ACE are also looking for a university or institution to serve as the classification’s administrative and operational host.

    DHS Announces Proposed Pilot Program for Non-E-Verify Employers to Use Remote I-9 Document Examination – CUPA-HR

    On August 3, 2023, the Department of Homeland Security (DHS) published a notice in the Federal Register seeking comments on a potential pilot program to allow employers not enrolled in E-Verify to harness remote examination procedures for the Form I-9, Employment Eligibility Verification.

    Background

    DHS’s recent actions are built upon a series of moves aimed at modernizing and making more flexible the employment verification process. On July 25, 2023, the DHS rolled out a final rule enabling the Secretary of Homeland Security to authorize optional alternative examination practices for employers when inspecting an individual’s identity and employment authorization documents, as mandated by the Form I-9. The rule creates a framework under which DHS may implement permanent flexibilities under specified conditions, start pilot procedures with respect to the examination of documents, or react to crises similar to the COVID-19 pandemic.

    Alongside the final rule, DHS published a notice in the Federal Register authorizing a remote document examination procedure for employers who are participants in good standing in E-Verify and announced it would be disclosing details in the near future about a pilot program to a broader category of businesses.

    Key Highlights of the Proposed Non-E-Verify Remote Document Examination Pilot 

    DHS’s proposal primarily revolves around the following points:

    • Purpose: Immigration and Customs Enforcement (ICE) intends to gauge the security impact of remote verification compared to traditional in-person examination of the Form I99. This involves evaluating potential consequences like error rates, fraud and discriminatory practices.
    • Pilot Procedure: The new pilot program would mirror the already authorized alternative method for E-Verify employers, including aspects such as remote document inspection, document retention and anti-discrimination measures.
    • Eligibility: The pilot program is open to most employers unless they have more than 500 employees. However, E-Verify employers are excluded since DHS has already greenlit an alternative for them.
    • Application Process: Interested employers must fill out the draft application form, which DHS has made available online. This form captures details like company information, terms of participation, participant obligations, and more.
    • Information Collection: Employers wishing to join the pilot would be required to complete the formal application linked above. ICE would periodically seek data from these employers, such as the number of new hires or how many employees asked for a physical inspection.
    • Documentation: Participating companies must electronically store clear copies of all supporting documents provided by individuals for the Form I-9. They might also be required to undertake mandatory trainings for detecting fraudulent documents and preventing discrimination.
    • Onsite/Hybrid Employees: Companies might face restrictions or a set timeframe for onsite or hybrid employees, dictating when they must physically check the Form I-9 after the initial remote assessment.
    • Audits and Investigations: All employers, including pilot participants, are liable for audits and evaluations. DHS plans to contrast data from these assessments to discern any systemic differences between the new method and the traditional one.

    What’s Next: Seeking Public Comments by October 2 

    DHS is actively seeking feedback from the public regarding the proposed pilot and the draft application form. The department encourages stakeholders to consider and provide insights on the following points:

    • Practical Utility: Assess if the proposed information requirement is vital for the agency’s proper functioning and whether the data collected will be practically useful.
    • Accuracy and Validity: Analyze the agency’s estimation of the information collection’s burden, ensuring the methods and assumptions are valid.
    • Enhance Information Quality: Offer suggestions to improve the clarity, utility and overall quality of the data collected.
    • Minimize Collection Burden: Propose ways to ease the data collection process for respondents, exploring technological solutions such as electronic submissions.

    In light of this, CUPA-HR plans to carefully evaluate the notice and associated application. Based on its review, CUPA-HR is considering submitting comments to provide valuable insights to DHS. CUPA-HR will keep members apprised of any updates regarding this proposed pilot program and other changes to Form I-9 alternative examination procedures.
