    Rural nursing offers a unique and rewarding career path for nurse generalists who are seeking diverse experiences, greater autonomy, and the chance to make a meaningful impact in rural communities. Unlike nurses in urban or specialized settings, nurse generalists in rural areas often provide a wide range of services across the lifespan. 

    More experience and greater responsibility

    One of the most significant opportunities for nurse generalists in rural settings is the breadth of practice. In smaller, rural hospitals or clinics, nurse generalists are often required to work across multiple specialties such as pediatrics, geriatrics, emergency care, medical-surgical nursing, and women’s health, sometimes all within the same shift. This broad exposure allows nurses to build a versatile clinical skill set and develop confidence in managing a wide variety of conditions. For those who thrive on variety and lifelong learning, rural nursing can be deeply satisfying.

    Rural healthcare environments also often have fewer healthcare professionals available, which means nurse generalists frequently take on leadership roles and function with a high level of independence. Nurses may be responsible for initial assessments, treatment planning, health education, and follow-up care with less direct oversight from physicians. This autonomy not only builds critical thinking and decision-making skills but also prepares nurse generalists for advanced roles such as nurse practitioner, clinical leader, or rural health administrator.

    Connection, creativity, and compensation

    One of the most fulfilling aspects of rural nursing is the close connection to the community. Nurse generalists often serve patients they know personally, which fosters trust and long-term relationships. This community integration positions nurses as trusted health advocates, educators, and role models. The ability to see the direct impact of one’s work on individuals, families, and the community provides a unique level of professional and personal satisfaction that is sometimes harder to find in larger, urban settings.

    In rural settings, limited resources and workforce shortages often require creative problem-solving and innovation. Nurse generalists are uniquely positioned to influence care models by suggesting process improvements, initiating community health programs, or integrating technology such as telehealth into patient care. Rural healthcare organizations often welcome these innovations, and nurse generalists may find it easier to get involved in policymaking, grant writing, or quality improvement initiatives that have immediate and tangible results.

    Due to the challenges of attracting and retaining healthcare professionals in rural areas, many regions also offer incentives for nurse generalists willing to work in underserved locations. These may include loan forgiveness programs, housing stipends, relocation assistance, or sign-on bonuses. Additionally, the rural setting can provide a solid foundation for future advancement, whether through graduate education or leadership roles. The broad experience gained as a rural generalist is highly valued in both rural and urban healthcare systems.

    A dynamic and meaningful career

    While rural nursing does come with its challenges, such as professional isolation, limited resources, and fewer immediate specialist referrals, many nurse generalists find that these obstacles are outweighed by the deep sense of purpose and professional growth they experience. The need to be resourceful, adaptable, and compassionate often leads to a stronger sense of resilience and a deeper commitment to nursing as a vocation.

    For nurse generalists seeking a dynamic and meaningful career, rural nursing presents a wealth of opportunities. It allows for a diverse clinical practice, encourages leadership and autonomy, fosters deep community relationships, and offers avenues for personal and professional growth.     Rural teacher shortages could get worse thanks to Trump’s visa fee

    HALIFAX COUNTY, N.C.When Ivy McFarland first traveled from her native Honduras to teach elementary Spanish in North Carolina, she spent a week in Chapel Hill for orientation. By the end of that week, McFarland realized the college town on the outskirts of Raleigh was nowhere near where she’d actually be teaching.

    On the car ride to her school district, the city faded into the suburbs. Those suburbs turned into farmland. The farmland stretched into more farmland, until, two hours later, she made it to her new home in rural Halifax County.

    “I was like, ‘Oh my God, this is far,’” McFarland said. “It was shocking when I got here, and then I felt like I wanted to go back home.”

    Nine years later, she’s come to think of Halifax County as home.

    In this stretch of rural North Carolina, teachers hail from around the globe: Jamaica, the Philippines, Honduras, Guyana. Of the 17 teachers who work at Everetts Elementary School in the Halifax County school district, two are from the United States. 

    In this rural school district surrounded by rural school districts, recruiting teachers has become a nearly impossible task. With few educators applying for jobs, schools like Everetts Elementary have relied on international teachers to fill the void. Districtwide, 101 of 156 educators are international. 

    “We’ve tried recruiting locally, and it just has not worked for us,” said Carolyn Mitchell, executive director of human resources in the eastern North Carolina district of about 2,100 students. “Halifax is a rural area, and a lot of people just don’t want to work in rural areas. If they’re not people who are from here and want to return, it’s challenging.” 

    Around the country, many rural schools are contending with a shortage of teacher applicants that has ballooned into a crisis in recent years. Fewer students are enrolling in teacher training programs, leading to a shrinking pipeline that’s made filling vacancies one of the most challenging problems for school leaders to solve in districts with smaller tax bases and fewer resources than their suburban and urban peers. In certain grade levels and subject areas — like math and special education positions — the challenge is particularly acute. Now, some of the levers rural schools have used to boost their teacher recruitment efforts are also disappearing.

    This spring, the federal Department of Education eliminated teacher residency and training grants for rural schools. In September, President Donald Trump announced a $100,000 fee on new H-1B visa applications — visas hundreds of schools like Everetts Elementary use to hire international teachers for hard-to-staff positions — saying industries were using the visas to replace American workers with “lower-paid, lower-skilled labor.” A lawsuit filed by a coalition of education, union, nonprofit and other groups is challenging the fee, citing teacher shortages. Rural schools are also bracing for more cuts to federal funding next year.

    “We’re not only talking about a recruitment and retention problem. We’re talking about the collapse of the rural teacher workforce,” said Melissa Sadorf, executive director of the National Rural Education Association.

    Most of Halifax’s international teachers arrive on H-1B visas, which allow them to work in the U.S. for about five years with the possibility of a green card at the end of that period. About one-third of the district’s international teachers have J-1 visas, which let them work in the country for three years with the possibility of renewing it for two more. At the end of those five years, educators on J-1 visas are required to return to their home countries.

    A few years ago, Halifax County Schools decided to shift from hiring teachers on J-1 visas in favor of H-1B, hoping it would reduce teacher turnover and keep educators in their classrooms for longer. The results have been mixed, Mitchell said, because within a few years, some of their teachers ended up transferring to bigger, higher-paying districts anyway. 

    There are trade-offs for the teachers, too. Mishcah Knight came to the U.S. from Jamaica both to expand her skills and increase her pay as an educator. In the rural North Carolina county, finding transportation has been the biggest challenge for Knight, who teaches second grade. 

    She lacks a credit history needed to buy a car, leaving her reliant on carpooling to work. A single taxi driver serves the area, which doesn’t have public transit, Uber or Lyft. “Sometimes, he’s in Virginia,” Knight said. “It’s lucky when we actually get him to take us somewhere.”

    Being away from family also takes its toll on teachers. Nar Bell Dizon, who has taught music at Everetts Elementary since 2023, had to leave his wife and son back home in the Philippines. He visits in the summer, but during the school year, he sees them only through video calls. 

    “This is what life is — not everything is smooth,” Dizon said. “There will always be struggles and sacrifices.”

    Dizon’s first year in Everetts Elementary School was hard — it took time adapting to a different teaching style and classroom management. Now that he’s in his third year, he feels like he’s gotten his feet beneath him. 

    “When you can build a rapport with your students, things become easier,” Dizon said.

    When her international teachers are able to stay for longer, the students perform better, said Chastity Kinsey, principal of Everetts Elementary. “I know the benefit the teachers bring to the classroom,” Kinsey said. “After the first year or two, they normally take off like rock stars.”

    Trump’s new fee does not address any of the challenges the Halifax district had with the H-1B visa, and it effectively slams the door on future hires. Now, the district will have to rely on J-1 visas to recruit new international teachers, meaning the educators will have to leave just as they’ve acclimated to their classrooms.

    “We just can’t afford to,” Mitchell said of paying the $100,000 fee. Other districts, she said, might turn to waivers allowing them to increase class sizes and hire fewer teachers, among other strategies.

    Since the applicant pool began drying up about a decade ago, the make-up of the district’s teaching staff has slowly shifted to international teachers. 

    At the heart of the problem is that when a position opens up, few, if any, citizens apply, said Katina Lynch, principal of Aurelian Springs Institute of Global Learning, an elementary school in Halifax County. 

    When Lynch had to hire a new fourth grade teacher this summer, she received three applications: Only one was a licensed teacher from the U.S.

    Nationally, about 1 in 8 teaching positions are either vacant or filled by teachers who are not certified for the position, according to data from the nonprofit Learning Policy Institute, published in July. In addition to fewer college students graduating with degrees in education, diminished public perception of the teaching profession and political polarization of schools are to blame, school leaders said. In some states, the growth of charter and private school options has made competing for teachers even harder. On top of a widening pay gap between rural and urban districts, it’s a perfect storm for schools in more remote parts of the country, said Sadorf.

    In rural Bunker Hill, Illinois, where more than 500 students attend two schools, some positions have gone unfilled for years. “We’ve posted for a school psychologist for years, never had anybody apply. We posted for a special ed teacher — have not had anybody apply. We’ve posted for a high school math teacher two years in a row,” said Superintendent Todd Dugan. “No applicants.”

    As a result, students often end up with a long-term substitute or an unlicensed student teacher. 

    When teachers do arrive in the district, Dugan works hard to try to get them to stick around. He pairs new teachers with experienced mentors, and uses federal funding to help those who want master’s degrees to afford them. 

    He also formed a calendar committee to give teachers input on which days they get off during the year. “More than pay, having at least a little bit of involvement, control and say in your work environment will cause people to stay,” said Dugan. It seems to be working: Bunker Hill’s teacher retention rate is more than 92 percent.

    Schools across the country face the same challenges to varying degrees. Several years ago, the Everett Area School District in southern Pennsylvania would receive 30 to 50 applications for a given position at its elementary schools, Superintendent Dave Burkett said. Now, they’re lucky if they get three or four.

    Last year, the district learned that a middle school science teacher would retire that summer. Just three people applied for the opening, and only one was certified for the role.

    “We offered the job before that person even left the building,” Burkett said. The candidate accepted it, but when it was time to fill out paperwork that summer, the teacher had taken a different job in a bigger district.

    One way Burkett has tried to address the shortage is to hire a permanent, full-time substitute teacher in each of its buildings. If a vacancy opens up that they haven’t been able to fill, the full-time substitute can step in until a permanent replacement is found. The permanent substitute makes more than a traditional sub and also receives health insurance. 

    Sadorf, with the National Rural Education Association, says other ways to help include introducing students to teacher training pathways starting in high school, building “grow-your-own” programs to train local people for teaching jobs, and offering loan forgiveness and housing support.

    Sadorf’s organization is in favor of creating an educator-specific visa track that would allow international teachers to be in communities for longer. The group is also in favor of exempting schools from the $100,000 H-1B fee. “Stabilizing federal support is something that really needs to be focused on at the federal level,” Sadorf said.

    At Everetts Elementary in Halifax County, McFarland, the educator from Honduras, is among the most senior teachers in the school. She has adapted to the rural community, where she met and fell in love with her now-husband. She gets asked sometimes why she hasn’t moved to a bigger city.

    “Education has taken me places I’ve never expected,” McFarland said. “For me, being here, there’s a reason for it. I see the difference I can make.”

    Teach For America Partners with Aspen Institute to Add Policy Training for Rural Educators

    A Teach for America teacher works with a student. Teach for AmericaTeach For America has partnered with the Aspen Institute’s Policy Academy to expand leadership training for rural educators.

    The collaboration adds a four-part policy impact series to TFA’s Rural School Leadership Academy, a yearlong fellowship now in its 13th year. The new curriculum aims to help rural educators influence education policy at the state and national levels while addressing challenges in their local schools.

    Seventy fellows will participate in the policy training this year, learning to connect classroom issues to district and state-level decision-making. Past participants requested more tools to influence the systems affecting rural students, according to TFA.

    “RSLA was created to walk alongside those leaders—helping them grow, connect, and see what’s possible,” said Casey DeFord, managing director of alumni career advancement and field integration at Teach For America. “Our partnership with the Aspen Institute will deepen RSLA’s impact by equipping fellows with the policy skills needed to drive lasting change.”

    The Rural School Leadership Academy selects a cohort of educators annually to receive career development through virtual learning, in-person gatherings, school visits and personalized coaching. The program serves educators at various career stages, from aspiring leaders to experienced principals.

    Betsy Cooper, director of the Aspen Policy Academy, said rural educators bring valuable expertise to policymaking.

    “This partnership will enable educators to address unique challenges in their schools through policy entrepreneurship,” Cooper said.

    Participants who complete the program will receive a co-branded certificate from both organizations.

    By Dean Hoke, October 13, 2025 – In the small towns of America, where factories have closed and downtowns often stand half-empty, a small college can be the heartbeat that keeps a community alive. These institutions—sometimes enrolling only a few hundred students—serve as economic anchors, cultural centers, and symbols of hope for regions that might otherwise face decline.

    From the farmlands of Indiana to the mountain towns of Appalachia, small colleges generate economic energy far beyond their campus gates. They attract students, faculty, and visitors, stimulate local business, and provide the trained workforce that rural economies desperately need. They also embody something deeper: a sense of identity and connection that sustains civic life.

    Economic Impact: Anchors in Fragile Economies

    Small colleges are powerful, if often overlooked, economic engines. Their presence is felt in every paycheck, every restaurant filled with students and parents, and every local business that relies on their purchasing power.

    Across the United States, nearly half of all public four-year colleges, over half of all public two-year colleges, and a third of private four-year colleges make up the 1,100 rural-serving institutions as identified by the Alliance for Research on Regional Colleges (ARRC). These colleges educate 1.6 million students, accounting for more than a quarter of total U.S. enrollments. Yet their role extends far beyond classrooms and degrees.

    Rural-serving institutions are frequently among the largest employers in their counties, especially where other industries have faded. In areas where 35% or more of working-age adults are unemployed, 83% of local colleges are rural-serving, making them pillars of economic stability. Unlike large universities in metropolitan areas, their spending is highly localized—on utilities, food service, maintenance, and partnerships with small vendors.

    Economic models underscore their importance. The Brookings Institution found that high-performing four-year colleges contribute roughly $265,000 more per student to local economies than lower-performing institutions, while two-year colleges add about $184,000. In many rural towns, every institutional dollar recirculates multiple times, magnifying its effect.

    Beyond direct payroll and procurement, small colleges attract outside dollars. Students and visitors rent housing, dine locally, and shop downtown. Athletic events, alumni weekends, and summer programs bring tourists who fill hotels and restaurants. The IMPLAN consulting group estimated that when a college closes, the average regional loss equals 265 jobs, $14 million in labor income, and $32 million in total economic output—a devastating hit in thin rural economies.

    Human Capital and Workforce Development

    If small colleges are the economic engines of rural communities, they are also the primary producers of human capital. They educate the teachers, nurses, business owners, and civic leaders who sustain local life.

    The Federal Reserve Bank of Richmond describes community colleges as “anchor institutions” that shape regional labor markets. Many partner with local employers to design training programs that meet specific workforce needs—often at minimal cost to businesses. In one case study, a rural college collaborated with an advanced manufacturing firm to tailor instruction for machine technicians, ensuring a steady local labor supply and convincing the company to expand rather than relocate.

    Rural-serving colleges are also critical in addressing educational disparities. Only 22% of rural adults hold a bachelor’s degree, compared with 37% of non-rural Americans. This gap translates directly into income inequality: according to the U.S. Department of Agriculture’s Economic Research Service, nonmetro workers with a bachelor’s degree earned a median of $52,837 in 2023, compared with substantially higher earnings for their urban counterparts. In states such as Indiana, Ohio, and Pennsylvania, rural degree attainment lags 10 to 15 percentage points behind state averages.

    Beyond Economics: RSIs as Equity Infrastructure

    Rural-serving institutions are more than economic engines—they are critical equity infrastructure, often providing the only realistic pathway to higher education for students the system has historically marginalized.

    RSIs enroll far higher proportions of high-need students than their urban counterparts. Nearly 50% of undergraduates at RSIs receive Pell Grants, compared to 34% nationally. These institutions also serve disproportionate numbers of first-generation students, working adults, and students from underrepresented communities who lack access to flagship universities.

    For many rural students, the local college isn’t a choice—it’s the only option. Geographic isolation, family obligations, and financial constraints make residential college attendance impossible. Research shows that every ten miles from the nearest college reduces enrollment probability by several percentage points. For students without transportation, without broadband for online learning, or without family support to relocate, the local institution is existential.

    When rural colleges close, equity suffers most. Displaced students, if they re-enroll at all, face higher debt burdens and lower completion rates. Wealthier students can transfer to distant institutions; low-income students stop out. Communities of color, already underserved, lose ground.

    Policymakers often evaluate colleges through narrow metrics: completion rates and graduate earnings. But this ignores mission differentiation. RSIs serve students that flagship universities would never admit, in places that for-profit colleges would never enter, at prices that private colleges could never match. Investing in rural-serving institutions isn’t charity—it’s infrastructure investment in equity, ensuring every region has pathways to economic mobility. If America is serious about educational equity, it must recognize RSIs as essential public infrastructure, not discretionary spending.

    Despite these barriers, rural institutions remain lifelines for upward mobility. They offer affordable tuition, flexible programs for working adults, and pathways for first-generation students who might otherwise forgo higher education.

    However, the pressures are real. Rural students face tighter finances, higher borrowing costs, and fewer grant opportunities. Nearly half of rural undergraduates receive Pell Grants, but average aid remains lower than that at urban institutions. Many graduates leave rural areas to find higher-paying jobs, a “brain drain” that weakens local economies. Yet for those who stay—or return later—their impact is outsized, driving new business formation, civic leadership, and generational stability.

    Example: Goshen College and Elkhart County, Indiana — A Model of Mutual Benefit

    The following example illustrates the positive interdependence of a small college and its surrounding community—how shared growth, service, and opportunity can strengthen both the institution and the region it calls home.

    Few examples better demonstrate this relationship than Goshen College in northern Indiana. Founded in 1894 by the Mennonite Church, Goshen sits in Elkhart County, a region best known for its manufacturing and recreational vehicle industries. While the area has long been an economic hub, its continued success depends heavily on education and workforce development—both areas where Goshen College has quietly excelled for more than a century.

    Goshen employs more than 300 full-time and part-time faculty and staff, making it one of the city’s largest private employers. Its local purchasing—from food services to maintenance and printing—injects millions of dollars annually into the county’s economy. The student body, drawn from across the Midwest and around the world, supports rental housing, restaurants, and small businesses throughout the region.

    According to the 2024 Independent Colleges of Indiana Economic Impact Study, Goshen College contributes roughly $33 million each year to the regional economy through employment, operations, and visitor spending. Beyond the numbers, the college enriches community life. The Goshen College Music Center and Merry Lea Environmental Learning Center are regional treasures, hosting performances, lectures, and research programs that attract thousands of visitors annually. During the COVID-19 pandemic, the college partnered with local health officials to serve as a testing and vaccination site—further demonstrating its civic commitment. Its nursing, environmental studies, and teacher preparation programs continue to meet critical workforce needs across Elkhart County and beyond.

    Goshen College stands as a model of how a small private college and its community can thrive together. Its example underscores a broader truth: when rural colleges remain strong, the benefits extend far beyond campus—bolstering jobs, sustaining income, and enriching the civic and cultural life that define their regions.

    Social and Cultural Role: The Heart of Civic Life

    Beyond numbers, the social and cultural influence of rural colleges may be their most irreplaceable contribution. In many counties, the college auditorium doubles as the performing arts center, the gym as the public gathering space, and the library as a community hub.

    Rural colleges host art shows, festivals, lectures, and athletics that bring people together across generations. They sponsor service projects, tutoring programs, and food drives that connect students with their neighbors. For residents who might otherwise feel isolated or overlooked, the local college provides a sense of belonging and civic pride.

    Research from the National Endowment for the Arts underscores that local arts participation strengthens community bonds and well-being. Rural colleges amplify that effect by providing both venues and expertise. Their faculty often lead community theater, music ensembles, or public workshops—bringing culture to places that might otherwise lack access.

    The COVID-19 pandemic vividly demonstrated this social bond. While large universities shifted to remote learning with relative ease, small rural colleges had to improvise with limited broadband access and fewer resources. Yet many became essential service providers—hosting testing centers, distributing food, and maintaining human contact in otherwise isolated communities.

    In these moments, small colleges revealed what they have always been: not just educators, but neighbors and caretakers.

    Challenges: Fragility and the Risk of Decline

    Despite their immense value, small rural colleges operate under fragile conditions. Their scale limits efficiency, their funding sources are volatile, and demographic shifts threaten their enrollment base.

    Enrollment Declines and Demographic Pressures.

    A steep decline in traditional-age students is projected to start by 2026, with the number of new high school graduates expected to fall by about 13 percent by 2041, according to The Chronicle of Higher Education, March 3, 2025, article “What is the Demographic Cliff”. For rural colleges already competing for a shrinking pool of students, this decline threatens their enrollment base and financial viability. Many have already experienced double-digit enrollment drops since the Great Recession. Rural public bachelor’s/master’s institutions enroll 5% fewer students today than in 2005, while community colleges struggle to recover from pandemic-era losses.

    Financial Constraints.
    Small colleges rely heavily on tuition revenue and relatively modest endowments. According to the Urban Institute, the median private nonprofit four-year college holds about $33,000 in endowment assets per student, compared with hundreds of thousands of dollars per student at elite universities such as Amherst or Princeton. For many rural private colleges, endowment resources are often well below this national median. Their financial models depend heavily on tuition and auxiliary income, leaving them vulnerable when enrollment softens. Fundraising capacity is also limited: alumni bases are smaller and often less affluent than those of major research universities, making sustained growth in endowment and annual giving more difficult to achieve.

    Operational Challenges.
    Compliance, accreditation, and technology costs weigh disproportionately on small staffs. Many rural colleges lack the personnel to pursue major grants or expand programs quickly. Geographic isolation compounds difficulties in recruiting faculty and attracting external partnerships.

    Brain Drain and Opportunity Gaps.
    Even when colleges succeed in educating local students, retaining them can be difficult. Many leave for urban areas with higher wages and broader opportunities. The irony is painful: the better a rural college fulfills its mission of empowerment, the more likely it may lose its graduates.

    Closures and Community Fallout.
    When a small college shuts its doors, the ripple effects are severe. Studies estimate average regional losses of over $20 million in GDP and hundreds of jobs per closure. Local businesses—cafés, landlords, bookstores—suffer immediately. Housing markets soften, municipal tax revenues drop, and cultural life diminishes. It can take a decade or more for a community to recover, if it ever does.

    Reversing the Talent Flow: Retention Strategies That Work

    The brain drain challenge is not insurmountable. Several states and institutions have pioneered retention strategies that show measurable results.

    Loan forgiveness programs specifically targeting rural retention have gained traction. Kansas’s Rural Opportunity Zones offer up to $15,000 in student loan repayment for graduates who relocate to designated counties. Maine provides annual tax credits up to $2,500 for graduates who live and work in-state. Early data suggests these programs can shift settlement patterns, particularly in high-demand fields like nursing and teaching.

    The most effective models involve tri-party partnerships: colleges provide education and career counseling, employers offer competitive wages and loan assistance, and municipalities contribute housing support or tax relief. In one Ohio example, a regional hospital, community college, and county government created a “stay local” nursing pathway that reduced turnover by 40% over five years.

    Place-based scholarships are also emerging as retention tools. “Hometown Scholarships” provide enhanced aid for students from surrounding counties who commit to working regionally after graduation. When paired with community-engaged learning and local internships throughout the curriculum, these programs cultivate regional identity—shifting the narrative from “I have to leave to succeed” to “I can build a meaningful career here.”

    Federal policy could amplify these efforts. A Rural Talent Corps modeled on the National Health Service Corps could leverage student loan forgiveness to address workforce shortages while stabilizing rural economies. The brain drain will never disappear entirely, but intentional investment can shift the calculus from inevitable loss to manageable flow.

    Policy Pathways and Strategies for Resilience

    Sustaining small colleges—and the communities they support—requires creativity, collaboration, and policy attention.

    1. Deepen Local Partnerships.
    Rural colleges thrive when they align closely with regional needs. Employer partnerships, dual-enrollment programs, and apprenticeships can connect education directly to local labor markets. In Indiana and Ohio, several colleges now co-design health care and manufacturing programs with regional employers, ensuring steady pipelines of skilled workers.

    2. Form Regional Alliances.
    Small institutions can collaborate rather than compete. Shared academic programs, cross-registration, and joint purchasing agreements can reduce costs and expand offerings. Examples such as the New England Small College Innovation Consortium show how collective action can extend capacity and visibility.

    3. Diversify Revenue and Mission.
    Rural colleges can strengthen financial resilience by expanding adult education, microcredentials, and workforce training. Many are converting underused buildings into community hubs, co-working spaces, or conference centers. Others are developing online and hybrid programs to reach place-bound learners in neighboring counties.

    4. Increase State and Federal Support.
    Federal recognition of Rural-Serving Institutions within the Higher Education Act could unlock targeted funding similar to programs for Minority-Serving Institutions. States should adapt funding formulas to reflect mission-based outcomes—rewarding colleges that serve low-income, first-generation, and local students rather than penalizing them for small scale.

    5. Encourage Philanthropic Investment.
    Foundations and donors have historically overlooked rural institutions in favor of urban flagships. Increasing awareness of their impact could mobilize new giving streams, particularly from community foundations and regional philanthropists.

    6. Invest in Infrastructure.
    Broadband access, housing, and transportation are essential to sustaining rural higher education. Expanding digital infrastructure allows colleges to deliver online learning, attract remote faculty, and connect to global markets.

    Looking Ahead: The Role of Small Colleges in Rural Renewal

    As rural America seeks to reinvent itself in the 21st century, small colleges are uniquely positioned to lead that renewal. They combine local trust with national expertise, and they possess the physical, intellectual, and moral infrastructure to drive change from within.

    Their future will depend on adaptability. Colleges that align programs with regional industries, embrace digital learning, and form strategic alliances can thrive despite demographic headwinds. Institutions that cling to older models may struggle.

    Yet the measure of success should not be enrollment size alone. A rural college’s value lies in its multiplier effect—on jobs, community life, and civic identity. For many counties, it is the last remaining institution still rooted in the public good.

    Conclusion: Investing in Irreplaceable Infrastructure

    Small colleges in rural America are far more than schools. They are community builders, employers, cultural anchors, and symbols of local resilience. Their closure can hollow out a county; their success can revive one.

    The rural-serving institutions identified by ARRC represent a quarter of U.S. enrollments but touch nearly half the nation’s geography. They serve regions facing population loss, persistent poverty, and limited opportunity—yet they continue to educate, employ, and inspire.

    The choice facing policymakers, philanthropists, and citizens is simple: either we invest in these engines of opportunity, or we risk watching the lights go out in hundreds of rural towns.

    The question is no longer whether we can afford to support small rural colleges but whether America can afford not to.

    Hello! This is Christina Samuels, the early education editor here at Hechinger.

    By now, I hope you’ve had a chance to read my colleague Jackie Mader’s story about the important role that Head Start plays in rural communities. While Jackie set her story in western Ohio, she also interviewed Head Start parents and leaders in other parts of the country and collected their views for a follow-up article.

    In a fortunate bit of timing, the advocacy group First Five Years Fund published the results of a survey it commissioned on rural Americans and their feelings on child care access and affordability. Like the people Jackie interviewed, the survey respondents, more than half of whom identified as supporters of President Donald Trump, said they had very positive views of Head Start. The federally funded free child care program received positive marks from 71 percent of rural Republicans, 73 percent of rural independents and 92 percent of rural Democrats.

    The survey also found that 4 out of 5 respondents felt that finding quality child care is a major or critical problem in their part of the country. Two-thirds of those surveyed felt that spending on child care and early education programs is a good use of taxpayer dollars, and a little more than half said they’d like to see more federal dollars going to such programs.

    First Five Years Fund was particularly interested in getting respondents to share their thoughts on Head Start, said Sarah Rubinfield, the managing director of government affairs for First Five Years Fund. The program has been buffeted by regional office closures and cuts driven by the administration’s Department of Government Efficiency. 

    “We recognize that these are communities that often have few options for early learning and care,” Rubinfield said.

    In the survey, rural residents said they strongly supported not just the child care offered by Head Start, but the wraparound services such as healthy meals and snacks and the program’s support for children with developmental disabilities. Though Head Start programs are federally funded, community organizations are the ones in charge of spending priorities.

    “Rural voters want action. They support funding for Head Start and for child care. They want Congress to do more,” Rubinfield said. Though the “big beautiful bill” signed into law in July expands the child care tax credit for low-income families, survey respondents “recognized that things were not solved,” she added.

    The First Five Years Fund survey was released just a few days before a congressional standoff led to a government shutdown. The shutdown is not expected to touch Head Start immediately, said Tommy Sheridan, the deputy director of the National Head Start Association, in an interview with The New York Times. The 1,600 Head Start programs across the country receive money at different points throughout the calendar year; eight programs serving about 7,500 children were slated to receive their federal funding on Oct. 1, Sheridan told the Times. All should be able to continue operating, as long as the shutdown doesn’t last more than a few weeks, he said. 

    “We’re watching with careful concern but trying not to panic,” Rubinfield said. “We know the impacts may not be immediate, but the longer this goes on, the harder the impacts may be for families and programs.”

    What I learned about Head Start in rural America

    When Starr Dixon heard the Trump administration was floating a proposal last spring to eliminate Head Start, the 27-year-old parent in rural Michigan cried for a week.

    The free, federally funded early learning program has been life-changing for her and her young daughter, she said. It provided stability after Dixon, who lives about 100 miles north of Lansing, left a yearslong abusive relationship. 

    While her 3-year-old daughter has blossomed socially, emotionally and verbally in the program during the last year and a half, Dixon has taken on numerous volunteer positions with Head Start, gaining experience that she can put on her resume after a 7-year gap in employment. She hopes to ultimately apply for a job at Head Start. 

    “It has just completely transformed my life,” she said.

    This year, I talked to people in communities across rural America and learned how Head Start is essential in places where there are few other child care options. Head Start also provides an economic boost for these areas and serves as direct support for parents, many of whom go on to volunteer for or get jobs at their local programs.

    Though my reporting focused on western Ohio, parents in other parts of the country, like Dixon, shared similar stories with me about how critical Head Start is to their lives. But since January, the Trump administration has taken what some call a “death by a thousand cuts” approach to the program, firing federal staff, closing regional offices and offering no increase in spending on Head Start in budget proposals. 

    All those moves have caused chaos and upheaval. In Alabama, Jennifer Carroll, who oversees 39 Head Start sites run by the Community Action Partnership of North Alabama, told me she is reassuring the families she works with that her program’s funding is stable for at least the rest of the year. Carroll fears that if parents think Head Start funding is in jeopardy, they’ll pull their children out of the program, disrupting their learning.

    Another example: Keri Newman Allred is the executive director of Rural Utah Child Development Head Start, which operates Head Start programs spread across 17,000 square miles in central and east Utah. Newman Allred estimates her programs, which employ 91 residents and serve 317 children, can survive for one more year. After that, without more money, they will have to make cuts to the program if they want to give teachers a raise to meet inflation.

    While other Head Start programs can supplement operations with private donations, Newman Allred’s programs serve some of the most sparsely populated parts of America, known as “frontier counties,” where there are no deep-pocketed philanthropies. Her programs rely solely on federal funding. 

    In April, the Department of Government Efficiency, or DOGE, abruptly shuttered five of Head Start’s 10 regional offices. Programs in Maine that were without directors or that needed assistance with regulations, finances or federal requirements have been left to go it alone without consistent, daily support.

    “The closure of regional offices has all but crippled programs,” said Sue Powers, senior director of strategic initiatives at the Aroostook County Action Program in the rural, northernmost tip of Maine. “No one’s checking in. When you’re operating in a program that is literally in crisis, and you need [regional staff] and do not have them, it’s more than alarming.”

    New research has found that rural LGBTQ+ teens experience significant challenges in their communities and turn to the internet for support.

    The research from Hopelab and the Born This Way Foundation looked at what more than 1,200 LGBTQ+ teens faced and compared the experiences of those in rural communities with those of teens in suburban and urban communities. The research found that rural teens are more likely to give and receive support through their online communities and friends than via their in-person relationships.

    “The rural young people we’re seeing were reporting having a lot less support in their homes, in their communities, and their schools,” Mike Parent, a principal researcher at Hopelab, said in an interview with the Daily Yonder. “They weren’t doing too well in terms of feeling supported in the places they were living, though they were feeling supported online.”

    However, the research found that rural LGBTQ+ teens had the same sense of pride in who they were as suburban and urban teens.

    “The parallel, interesting finding was that we didn’t see differences in their internal sense of pride, which you might kind of expect if they feel all less supported,” he said. “What was surprising, in a very good way, was that indication of resilience or being able to feel a strong sense of their internal selves despite this kind of harsh environment they might be in.”

    Researchers recruited young people between the ages of 15 and 24 who identified as LGBTQ+ through targeted ads on social media. After surveying the respondents during August and September of last year, the researchers also followed up some of the surveys with interviews, Parent said.

    According to the study, rural teens were more likely than their urban and suburban counterparts to find support online. Of the rural respondents, 56% of rural young people reported receiving support from others online several times a month compared to 51% of urban and suburban respondents, and 76% reported giving support online, compared to 70% of urban and suburban respondents.

    Conversely, only 28% of rural respondents reported feeling supported by their schools, compared to 49% of urban and suburban respondents, the study found, and 13% of rural respondents felt supported by their communities, compared to 35% of urban and suburban respondents.

    Rural LGBTQ+ young people are significantly more likely to suffer mental health issues because of the lack of support where they live, researchers said. Rural LGBTQ+ young people were more likely to meet the threshold for depression (57% compared to 45%), and more likely to report less flourishing than their suburban/urban counterparts (43% to 52%).

    The study found that those LGBTQ+ young people who received support from those they lived with, regardless of where they live, are more likely to report flourishing (50% compared to 35%) and less likely to meet the threshold for depression (52% compared to 63%).

    One respondent said the impact of lack of support impacted every aspect of their lives.

    “Not being able to be who you truly are around the people that you love most or the communities that you’re in is going to make somebody depressed or give them mental issues,” they said in survey interviews, according to Hopelab. “Because if you can’t be who you are around the people that you love most and people who surround you, you’re not gonna be able to feel the best about your well-being.”

    Respondents said connecting with those online communities saved their lives.

    “Throughout my entire life, I have been bullied relentlessly. However, when I’m online, I find that it is easier to make friends… I met my best friend through role play [games],” one teen told researchers. “Without it, I wouldn’t be here today. So, in the long run, it’s the friendships I’ve made online that have kept me alive all these years.”

    Having support in rural areas, especially, can provide rural LGBTQ+ teens with a feeling of belonging, researchers said.

    “Our findings highlight the urgent need for safe, affirming in-person spaces and the importance of including young people in shaping the solutions,” Claudia-Santi F. Fernandes, vice president of research and evaluation at Born This Way Foundation, said in a statement. “If we want to improve outcomes, especially for LGBTQ+ young people in rural communities, their voices–and scientific evidence–must guide the work.”

    Parent said the survey respondents stressed the importance of having safe spaces for LGBTQ+ young people to gather in their own communities.

    “I think most of the participants recognize that you can’t do a lot to change your family if they’re not supportive,” he said. “What they were saying was that finding ways for schools to be supportive and for communities to be supportive in terms of physical spaces (that allowed them) to express themselves safely (and) having places where they can gather and feel safe, uh, were really important to them.”

    Hopelab seeks to address mental health in young people through evidence-based innovation, according to its organizers. The Born This Way Foundation was co-founded by Lady Gaga and her mother, West Virginia native Cynthia Bisset Germanotta.

    The organization is focused on ending bullying and building up communities, while using research, programming, grants, and partnerships to engage young people and connect them to mental health resources, according to the foundation’s website.

    Research has found that taking CTE courses can lead to higher graduation rates and greater employment opportunities, which is why industry and rural schools can work together to provide K-12 students with the necessary education and technical skills to enter the incoming workforce, the report noted.

    To ensure that students are learning these high-demand skills, employers and industry associations should provide apprenticeships and other workplace learning opportunities for rural schools, as well as help create industry-relevant curricula, the report explained. A strong collaboration benefits not just schools and students, but companies that are also securing a pipeline of prepared workers.

    The report recommends that school systems work with local governments and organizations to build connections with employers. Through strong partnerships with industry professionals, schools can develop more effective, career-connected and evidence-based models, the report said.

    CTE courses provide students with hands-on, real-world skills for a defined set of careers, and an effective course focuses on skills in demand in the local market. As manufacturing investments grow in rural communities, the report said, schools could offer CTE courses that prepare students with technical and other STEM-based skills necessary in the advanced manufacturing field.

    The report also emphasized that industry partners should have regular interaction with students and touch base with them at regularly scheduled intervals. This ensures students are consistently aware of the different career pathways available to them. These interactions can evolve as students advance through different grades, shifting from informational to more tangible resources like apprenticeships, summer jobs and postsecondary scholarships later in high school.

    Beyond industry partnerships, state legislatures can also offer incentives for CTE programming through policies and funding, the report recommends. States are already providing these types of incentives, with 40 states collectively approving more than 150 policies focused on boosting CTE programming in 2024.

    Sitting on the Kentucky border, the Christian Academy of Indiana draws students from 56 different ZIP codes in southern Indiana. Some come from as far as 30 miles away and live in counties without private schools.

    Families in those distant communities make the drive every day — sometimes carpooling — because they’re drawn to the school’s environment and extracurriculars, and especially its Christian teaching, said Lorrie Baechtel, director of admissions for the school, which is part of a three-school network in Indiana and Kentucky.

    “There are lots of good public school options in Indiana. Families come to our Indiana campus more for that mission,” Baechtel said.

    The school’s enrollment has boomed in the last four years, driven in part by the expansion of the Choice Scholarship, Indiana’s signature voucher program. That’s made tuition more affordable, Baechtel said. More than 1,200 students attended in 2024-2025, up from around 700 in 2021-22.

    That reflects a statewide trend: Voucher use has surged in recent years as Indiana lawmakers loosened eligibility requirements. In 2026, the program will open to all families, regardless of income.

    But the Christian Academy’s ability to attract students from far away tells another story too. Even as vouchers have become more accessible, Indiana’s rural students aren’t using them at the same rate as their urban and suburban peers. That’s in part because one-third of counties don’t have a private school that accepts vouchers within their borders, and distance is a factor in parents’ decisions on school choice.

    The result is that students who live closer to an urban center — which typically have one or more voucher-accepting private schools — may use vouchers at rates up to 30 percentage points higher than those for students who live in a neighboring district.

    That also means rural families may be at a significant disadvantage when the state opens the Choice Scholarship to all, and when private school scholarships funded by new federal tax credits also begin to roll out in 2027.

    “If there are no schools there for you to attend it’s unlikely it’s going to be all that useful for you,” said Jon Valant, director of the Brown Center on Education Policy at the Brookings Institution.

    More than that, public education advocates say splitting state school funding with vouchers leaves less for the rural public schools these students do attend.

    “We’re making the policy choice to fund a lot more choices than we used to,” said Chris Lagoni, executive director of the Indiana Small and Rural Schools Association, which represents public schools. “We’re inviting more and more folks to Sunday dinner. It’s a little bit of a bigger meal, but a lot more guests.”

    But the state’s Republican lawmakers have dismissed the fears of a hit to public rural schools as a result of vouchers, saying that rural voters support choice and parents want educational options — whether that’s private, charter, or traditional public schools.

    Meanwhile, school choice advocates say the latest expansion of the Choice Scholarship, along with a growing preference for smaller learning environments and the rise of voucher-accepting online schools, could mean more private school access for rural areas in the near future.

    “I think we’re best when we have a robust ecosystem of private and public options,” said Eric Oglesbee of the Drexel Fund, a nonprofit venture philanthropy organization that funds new private schools in Indiana and throughout the U.S.

    Location matters in accessing a private school

    Across the state, around 76,000 students received vouchers for the 2024-25 school year — an increase of about 6,000 students from the year before. The program cost the state $497 million last year, and the average voucher recipient came from a household with just over $100,000 in income.

    But around one-third of Indiana counties don’t have voucher-accepting private schools within their borders, according to a Chalkbeat analysis of state data, which also shows that voucher use is lower in rural areas than urban ones.

    Voucher use can shift dramatically even between nearby areas. For example, around 16% of students who reside in the Madison school district in southern Indiana use vouchers, but that rate drops to as low as 1% in nearby districts that are more rural. Similar trends hold in other areas of the state, like Indianapolis, Evansville, Fort Wayne, and South Bend.

    Location matters because driving distance has been shown to be a factor in how parents choose a school.

    In a 2024 survey of parent preferences by EdChoice, an Indianapolis-based group that supports vouchers, around half of parents said they would drive a max of 15 minutes for their children “to attend a better school.” Just over a quarter said they would drive no more than 20 minutes, and the final quarter said 30 minutes would be their max.

    Concerns about this issue have persisted in the state for years. Alli Aldis of the advocacy group EdChoice pointed to a 2018 report from her organization that called areas of rural Indiana as “schooling deserts.” It estimated that in the 2017-18 school year, around 3% of Indiana students, many in rural counties, lived more than 30 minutes from a charter, magnet, or voucher-accepting private school.

    Starting a new school anywhere, but particularly in a rural area, comes with challenges like finding a building, said Oglesbee of the Drexel Fund.

    A 2023 Drexel Fund report found that facilities in the state are “inadequate to meet the needs of new entrants to the market.” Though the report notes that real estate is both affordable and available, there are no public sources of facilities funding, and surplus facilities are not available to private schools.

    But new laws in Indiana have the potential to change that. House Enrolled Act 1515 established voluntary school facility pilot programs open to both public and private schools to “allow for additional flexibility and creativity in terms of what is considered a school facility,” like colocating with schools, government entities, and community organizations.

    Oglesbee said the organization is fielding an explosion of interest from potential new private schools in Indiana, possibly as a latent result of the 2023 expansion to voucher eligibility, which made the program nearly universal.

    School succeeds ‘if the community asks for it’

    Other challenges to opening a private school include hiring staff and recruiting students, which can be a particular issue in rural areas with both fewer children and licensed teachers, advocates said.

    Opening a school also requires a team of people with both education and business experience, Oglesbee said. And they’re more likely to succeed if they have roots in the community they hope to serve.

    “I see less of the ‘if you build it, they will come’ idea,” Oglesbee said. “A school is successful if the community asks for it.”

    At a recent conservative policy conference, Indiana House Speaker Todd Huston said rural Indiana communities were “super excited” for school choice, and noted that no Republican lawmaker had been beaten in a primary for supporting the policy.

    But Indiana voters haven’t voted on school vouchers, and don’t have a legal avenue to overturn the policy, said Chris Lubienski of the Center for Evaluation and Education Policy at Indiana University. Last year, voters in Kentucky and Colorado rejected ballot measures in favor of school choice, while Nebraska voters partially repealed a state-funded scholarship program.

    “There’s resistance: ‘Why do I want to have my taxes fund a program I can’t use?’” Lubienski said.

    In rural areas, support for school choice may actually mean support for transfers between public school districts, said Lagoni.

    Ultimately, the Rural Schools Association believes any school receiving state dollars should be subject to the same expectations of transparency and accountability, Lagoni said.

    Asked about concerns that rural students often have difficulty using vouchers, Huston said he expects voucher usage to continue to grow once the program becomes universal in 2026-27.

    “We want to make sure our policies align with what works best for families,” Huston said.

    Vouchers add to financial stress for rural schools

    With more school options in Indiana, downward pressure on local tax revenue, and declining population, rural public schools feel pressure to compete. Sometimes that means closing and consolidating schools.

    Vigo County schools recently announced plans to close two rural elementary schools as part of a plan to renovate facilities and offer more programming. The school corporation’s enrollment has declined slightly, due in part to an overall decline in the county’s total population, said spokesperson Katie Shane.

    More students who reside in the district are using vouchers, although they’re not the biggest reason for the district’s falling enrollment. While 429 students used vouchers to attend private schools last school year, an increase from 252 the year before, around 870 Vigo students transferred to another public school district in the fall of the 2024-25 school year. That reflects a statewide trend.

    Without their nearest public elementary schools, students may have to travel by bus for half an hour or more to the nearest school, according to community members who have started a petition to save one of the two schools marked for closure, Hoosier Prairie Elementary School.

    “Hoosier Prairie isn’t just about going to school,” said Shyann Koziatek, an educational assistant at the school who also signed the petition to stop its closure. “Kids love to learn and love the routine we have.”

    Rural schools also often function as large area employers and drivers of the economy.

    “Schools are often the center and identity of the community, how people view who they are,” Lubienski said. “You go and cheer on your football team, it’s where you put on your school play.”

    But private schools can serve the same role, choice advocates say.

    “If people have stronger educational options, more choices, that only strengthens the community,” said Aldis of EdChoice.

    Rethinking Pathways for Students in Rural Communities

    In rural parts of the U.S., 36 percent of jobs that pay enough for an individual to be self-sufficient require at least a bachelor’s degree, yet only 25 percent of rural workers hold such degrees. Many rural communities do not have a university or four-year college nearby. As a result, students in these communities are likely to start their educational journey to a bachelor’s at a community college. Of the nearly 1,000 community colleges nationwide, more than a quarter are in rural areas and many others are designated as rural-serving.

    The paths to a bachelor’s degree for rural students are not as straightforward as they are for students in urban or suburban areas with higher concentrations of four-year institutions. For rural community college students, there are four primary routes to earning a bachelor’s degree. As described below, the first three, more conventional, paths do not always work well. But there is also a fourth path—the community college bachelor’s degree program. While still relatively rare, this path is growing in popularity because, when well designed, it is effective in enabling place-bound students to earn bachelor’s degrees and secure good jobs in their communities.

    Path 1: Transfer to a Four-Year University

    The first path is to transfer to a four-year college and either become a residential student there or commute a long distance to get back and forth to campus from home. Laramie County Community College, where one of us is president, has worked with the University of Wyoming, the state’s only university, located in Laramie, to develop guaranteed transfer pathways to UW bachelor’s programs in major fields of economic importance to the region and state.

    But only a minority of LCCC students—mostly younger students who have financial support from their families—can realistically afford to become full-time residential students at UW. Most community college students have jobs and families they can’t leave for several months a year, even if they could afford room and board in addition to tuition (which few can). Commuting to UW is difficult even for LCCC students who live in relatively nearby Cheyenne, almost an hour’s drive from Laramie on a road that crosses the highest point on the Continental Divide and is often closed in the winter. For LCCC students who live in outlying areas and for students at other Wyoming community colleges, commuting to UW is not realistic.

    Path 2: Pursue a Bachelor’s Degree Online

    Theoretically, this should be an effective option for rural, place-bound community college students. In reality, this avenue is not feasible for the many rural students who live in “digital deserts” or face “last-mile” barriers to broadband access.

    Even when internet access is not a problem, many students struggle to complete online programs. Only a quarter of community college students who transfer to online universities complete a bachelor’s degree within four years of transferring. This compares to 57 percent of community college starters who transfer to a public four-year institution. In general, undergraduates who take all their courses online are less likely to succeed than those who take just some courses online. And online success rates are especially low for low-income students, those from other underserved groups or those who face other challenges typical in rural areas, such as limited access to transportation and childcare.

    Path 3: Complete a Bachelor’s Degree Through a Community College–Based University Center

    The third path is for students to take upper-division coursework through a university center arrangement, where the four-year university has a physical presence on the community college campus. These arrangements vary in design but typically involve university faculty teaching courses on the community college campus. While reasonable in concept, university centers are often challenging to operate. Beyond common issues of ownership, oversight and authority associated with programs run by two separate institutions, in rural colleges, such programs also often do not enroll enough students to make it worth the investment by the university and thus are difficult to sustain, financially and politically.

    A Fourth Path: The Community College Bachelor’s Degree

    That leaves community college bachelor’s degree programs, which are often the best option for rural students. Research indicates that these programs not only provide effective access to bachelor’s programs for older working students with families and others who are place-bound but also enable these students to secure good jobs.

    Some question whether community colleges should offer bachelor’s degrees, arguing that they duplicate university offerings and represent a form of mission creep. But community college bachelor’s degrees tend to be unlike conventional bachelor’s degrees from universities. First, they are explicitly designed as applied credentials to meet specific regional workforce needs. In the best cases, community college bachelor’s degrees are reverse-engineered collaboratively with employers to meet these needs.

    Second, they are also often designed to help the many applied associate degree graduates of community colleges find a more effective path to completing a bachelor’s degree, in which their applied coursework is built upon, not disregarded. Finally, they are delivered at home so that graduates of community colleges who are tied to their local area can advance into family-supporting jobs. They are offered through institutions that most students are already familiar with and by people with whom students already have relationships.

    For example, LCCC offers a bachelor’s of applied science in health-care administration, with accelerated eight-week courses, offered at convenient times and through a combination of online and in-person modalities. The program is designed to provide the many working health-care clinicians with applied associate degrees (e.g., nurses, sonographers, radiology techs, etc.) a path to management jobs. This program was developed collaboratively with numerous health-care employers to address the strong demand for talent in health-care administration and provide their employees with a viable path to a bachelor’s degree, without requiring them to start over or relocate to another community.

    The number of bachelor’s degrees awarded by community colleges nationally is still small: fewer than 17,000 annually, compared to more than 1.3 million awarded by public universities. Still, policymakers in a growing number of states are recognizing that rural community colleges are well positioned to meet the needs of students and employers for workforce bachelor’s programs not available from other providers. Currently, community colleges in 24 states are authorized to offer bachelor’s degrees in particular fields, yet the majority (nearly 80 percent) of these colleges are located in just seven states. Thus, there is plenty of room to grow. Bachelor’s programs offered by rural community colleges provide a model for what we hope is becoming a national movement to rethink bachelor’s education for the large number of place-bound students who must work and care for their families but need a bachelor’s degree to advance in their careers.
