    Liberating the library to foster student belonging

    There have been growing discussions, and the emergence of corroborating evidence, related to how a sense of belonging affects not only the student experience but also attainment, retention and well-being. As per the Office for Students’ (OfS) 2025-30 vision, university environments play a critical role in the student experience and have real potential to impact on belonging. Accordingly, how environments can promote a positive student experience and foster belonging should be of utmost strategic importance to university leaders.  

    Given their central position, university library environments have a significant potential to positively (or negatively) affect students’ sense of belonging. Library spaces, learning materials (both physical and digital) and operational processes all have the potential to individually or cumulatively foster a culture of belonging.

    I propose that there are traditional assumptions and modus operandi inherent with university libraries that may inadvertently be to the detriment of student belonging. While such practices are not necessarily straightforward to change (owing to issues around security and/or cost), here I consider more radical approaches that a library might employ to foster student belonging. Across all the following options, it is imperative that students are involved in re-imagination projects through facilitating co-creation and user experience design. This will serve to ensure that changes actually reflect student needs rather than becoming well-intentioned but misguided attempts to enhance belonging.

    Minimising physical barriers. Libraries have traditionally used security gates to control access. This means that most students’ first experience of a library will be a barrier. For many, this can feel intimidating, send messages of limited trust and so potentially feel very unwelcoming. Navigating barriers may also be particularly challenging for some students with a disability. Historically, gates were seen to be an effective means of protecting valuable library collections. However, the use of radio frequency identity tags, CCTV and enhanced staff monitoring will potentially serve the same purpose. Further, gates may provide a false sense of security, given that any library that has opening windows could easily provide an alternative means for library resources to be illicitly removed. As a result of many university libraries increasingly moving to a digital-first purchasing, the size and status of physical collections is likely to progressively diminish. Where there are very high-value items, it might be more appropriate to restrict access to a dedicated section rather than the entire building. Removing gates could save money in terms of security gate management and maintenance costs; it is also in keeping with the approach being increasingly adopted by public libraries, such as Luton Central Library.

    Relational customer service. Central to belonging are positive relationships between students and university staff. This may be at odds with transactional library models that focus on efficiency and rapid issue resolution, which can lead to students feeling like a number rather than individuals. Relational customer service is based on seeking to understand individual student needs (for example, is a student an employee, parent or carer?) to tailor service delivery accordingly. In doing so, they might provide a positive (and hopefully memorable) experience. As a result, students feel more valued, fostering ongoing engagement with library services. As per the Mental Health Charter, such approaches can help to combat feelings of loneliness and isolation. How library leaders can positively disrupt any prevailing transitional approaches and move to more relational working practices should be carefully considered when planning staff development.

    Simplified navigation. Complicated library resource classification schemes may be intimidating for students and a barrier to feelings of belonging. Facilitating social annotation may serve to help students better understand and navigate a library collection. By way of an example, students might work together to annotate a journal article virtually and be encouraged to include signposts to relevant library resources. There are dedicated platforms available that facilitate social annotation, as outlined by Cornell University. Likewise, the location of physical library stock could create unanticipated issues around belonging. For example, housing certain subject collections next to social learning spaces might be more conducive to promoting belonging when associated courses have the greatest emphasis on group work. Including students in the cataloguing and organisation of library stock would serve to increase awareness of how design could better promote belonging.

    Trust-based borrowing. Members have routinely needed to check learning materials out of a library. Whilst this is necessary in order to manage a library collection, there may be situations when students are very concerned about being seen to borrow certain resources or knowing their borrowing activities are being recorded. For example, a student might want to borrow materials that allow them to explore their sexuality but conflict with their religious status. In such instances, libraries may consider removing the need to check certain stock out of the library and instead operate on a ‘trust’ basis that materials will be returned.

    Blended learning enabled. Historically, individual study carrels were synonymous with libraries. Over time, there have been reductions in carrels to accommodate social learning spaces. Given the emergence of blended learning and remote working, students are increasingly meeting remotely with lecturers and peers online outside of scheduled sessions. Practically, library users are increasingly going to need access to soundproof spaces (such as individual meeting pods) to be able to meet virtually with classmates or tutors without disturbing other library users. Such implications for redesigning library spaces have previously been explored by Research Libraries UK and will need to remain an ongoing consideration for library leaders. Without such facilities, students may feel unable to fully engage in blended learning while working in a library, in turn undermining their sense of belonging.    

    Child-friendly. Public libraries will typically arrange regular programmes of activities for children and their families, especially during school holiday periods. In contrast, universities have historically been reluctant to allow students to bring their children onto campus, including into library spaces. This presents a major barrier for those with parenting or caring responsibilities. Universities currently take quite different positions in terms of allowing children into buildings. Increasingly, institutions are starting to allow students to bring children into libraries for a short-term visit and with potentially some restricted access. In contrast, select universities, including Surrey and York, have introduced family study rooms to allow students to bring children onto campus for longer periods, but these are currently exceptions rather than the norm. Were such facilities to be staffed, this could provide work experience opportunities for students studying health and social care or primary education courses.

    Commuter-ready. Traditionally, libraries have been concerned about students eating and drinking due to the risk of damage to stock and learning spaces. More recently, this position has started to soften. In light of the growing number of commuter students, access to kitchenette facilities on campus is increasingly in high demand. While examples of such provision exist within libraries, this is yet to become a standard feature of university libraries. Similarly, commuter students will need ready access to device charging stations and safe places to store items. Given the extended opening hours offered by libraries, these would be a logical place to host such facilities.

    Wellbeing-centred. Examples of traditional university library learning spaces include quiet or silent areas, social learning zones, reading rooms, group rooms, presentation rooms and computer suites. There are examples of selected university libraries expanding the range of learning spaces to meet the wellbeing needs of users. One such example is the creation of sensory spaces, which may be restricted to students with disabilities or open to all users. A second example could be the provision of exercise equipment within libraries. Such provisions would promote positive well-being, a key condition for the belonging dimension of the ‘Live’ module of the Mental Health Charter. 

    Civic centrepiece. The Secretary of State has previously highlighted that enhancing the civic role of universities was a priority. This could involve opening up library spaces to members of the local community. In addition to civic duty, opening up libraries may also support belonging. The progressive increase in the number of students who have caring responsibilities may mean that students would feel more supported by their institution, and in turn gain a great sense of belonging, should they be able to being dependents with them to university libraries. 

    Considering the current financial challenges facing the UK higher education library sector, it is reasonable to expect that any of the aforementioned actions would need to be staggered, potentially over several years, within many institutions. Accordingly, library leaders should be developing long-term student belonging strategies with clearly identified and connected work plans to ensure that there is a belonging ‘golden thread’ that links phased library developments and, in turn, ensures a coherent future library experience.

    Brown fires new salvo in war against student journalist over list of DEI admins

    After news surfaced that the Trump administration plans to pull $510 million in federal funding from Brown University over its DEI programs, student journalist Alex Shieh had the chutzpah to identify administrators who appear to work in DEI through student newspaper The Brown Spectator. The university — which had already been investigating Shieh for the crime of publishing an interactive organizational chart — took aim at him again.

    Brown threatened Shieh with sanctions over his journalism, claiming the report on federal funding was “false” because the government had not yet told Brown of its plans.

    This, just weeks after Brown President Christina Paxson promisedBrown will always defend academic freedom and freedom of expression.”

    Making matters worse, this wasn’t the first time Brown came after Shieh for his journalism. On March 15, Shieh sent each of Brown’s 3,805 administrators a personalized DOGE-style email asking them what they’d done in the past week. He also asked them to explain how Brown students, who pay nearly $100,000 to attend, would be impacted if their role was cut. Ever since, Brown has had Shieh in its crosshairs.

    First, Brown launched a preliminary review into Shieh’s reporting, threatening him with a litany of charges, including one for “emotional harm” to the administrators on his email — an exceedingly broad and vague charge that runs roughshod over First Amendment principles. Brown also demanded he return “confidential information” he allegedly accessed without permission, while refusing to tell him what in his reporting was confidential.

    On April 7, just one day after he published the list of possible DEI administrators, Brown officially charged him with “misrepresentation” and “violation of operational rules.” How did he misrepresent himself? By identifying himself as a reporter in the email. Brown’s logic was that because it did not recognize The Spectator as an official student organization, anyone holding themselves out to be a journalist at The Spectator is a liar.

    The second charge was no better. The university argued Shieh had violated rules by accessing a university system and obtaining a report showing reporting relationships, both of which he was allowed to do. That report, Brown claims, included “non-public” information that no student is permitted to publish. How this should be a mystery is itself a mystery, as Google reveals org charts that are publicly available.

    FIRE wrote Brown a letter demanding it drop the misrepresentation charge and produce real evidence that Shieh accessed “non-public” information. We argued that the university’s refusal to abide by its own due process guarantees makes clear that what it really wants is to silence journalism it doesn’t like.

    In a testament to how little Brown values its own promises, the university replied that this targeted investigation into a student journalist was not a free speech issue. But despite this less-than-credible response, Brown actually did drop the misrepresentation charge. Good news, right? Not so fast.

    Rather than produce the requested evidence that Shieh had accessed private information, the university added a new charge, alleging Shieh violated its trademark policy by including the word “Brown” in the name The Brown Spectator, which he and others were helping to restart in April 2025 after it ceased publishing in 2014.

    Brown needs to cut its losses, drop the charges, and stop this chilling investigation into protected student expression.

    On May 2, FIRE wrote Brown a second letter, telling the school to knock it off.

    We explained that this new charge misrepresents trademark law and violates Brown’s free speech promises by attempting to use fair trade practices as a tool to censor non-commercial journalism about news and events taking place at Brown University. It is settled law that trademarks don’t trump the First Amendment or provide infinite control over a word (in this case, literally the word for a color), indeed, mark owners cannot stop the non-commercial use of their mark in a noncompeting industry. And nobody would mistake Shieh or The Brown Spectator for the official voice of Brown University.  

    Brown’s vendetta against Shieh has officially passed the point of Ivy League parody. Brown needs to cut its losses, drop the charges, and stop this chilling investigation into protected student expression. The university’s own promises demand it.

    Targeted Orientation Supports Transfer Student Transition

    Transfer students often face challenges integrating into their new college or university. Despite having previous experience in higher education, transfer students—particularly those from nontraditional backgrounds—can find it difficult to navigate student supports, build community and get engaged. These challenges can result in lower rates of completion among upward transfers.

    A fall 2020 survey by Inside Higher Ed and Hanover Research found that fewer than 20 percent of four-year institutions reported providing sufficient social integration services for transfer students. About half indicated they supply enough academic support to transfer students who enroll.

    Last fall, Indiana University Indianapolis launched an orientation program exclusively for incoming transfer and adult learners, designed to help familiarize them with the institution, build connections to peers and boost their confidence in attending the university.

    What’s the need: About 30 percent of undergraduates at IU Indianapolis are transfer students, said Janice Bankert-Countryman, assistant director of student services at the Center for Transfer and Adult Students. A significant number of transfers come in as juniors, having already obtained an associate degree.

    First-Year Bridge, IU Indianapolis’s orientation for new students, has historically supported all incoming students in the fall term. Staff created Bridge to Your Future: Transfer Bridge exclusively to serve the diverse needs of undergraduate transfer students, including military-affiliated students, working students and parenting students.

    “The core of Transfer Bridge is creating and maintaining relationships,” Bankert-Countryman said. “We all need relationships to survive as humans, and we certainly need relationships to thrive as students. So how do we connect students to the right people at the right time to receive the right resources that will empower them to thrive at our campuses?”

    How it works: Transfer Bridge is a coordinated effort among the Center for Transfer Students, First-Year Programs, Orientation Services, Student Transitions and Mentor Initiatives, Housing and Residence Life, and the Division of Enrollment Management.

    First-Year Bridge is required of all first-year students, but transfers can opt in to Transfer Bridge. Students learn about the opportunity through emails and meetings with their admissions counselors and academic advisers, as well as through other orientation presentations, Bankert-Countryman said.

    The pilot took place from 9 a.m. to 3 p.m. over three days during orientation week—designed to accommodate the needs of working and caregiving students, Bankert-Countryman said.

    First-year orientation is a full five days, and transfer students participate in some of the larger programming, like workshops on how to join student organizations, engage in career development or understand finances. Many also join the field trip to the Indianapolis Zoo.

    In addition to receiving support from Bankert-Countryman and other staff members, transfer students engage with two peer mentors, who provide insight and advice as students navigate their transition into the university.

    Beyond orientation week, transfer students receive support through regular peer mentoring sessions, transfer student events and a Transfer Bridge fall celebration. Bankert-Countryman and the peer mentors use Canvas, email and social messaging to keep in touch with students, she said.

    The impact: Of the 25 transfer and adult students who attended the inaugural orientation, 10 were 23 years old or older, two were military-connected and 12 had transferred from the local community college, Ivy Tech.

    Sixty percent of the students who participated in Transfer Bridge have a 3.0 or higher, and many have joined student organizations or hold on-campus jobs.

    Feedback from 14 participants showed that they found the program useful as they integrated into campus, saying it helped them to feel at home.

    “This was a worth-it experience especially as someone who tends to get anxiety to new environments and overwhelmed easily,” one participant wrote in a postorientation survey. “In a nutshell, this was a good slow introduction before the first day of school.”

    What’s next: This fall, staff will scale the program to offer three sections. The university will pay for three instructors and three peer mentors to lead the additional sections.

    One section will be offered to students in the pre–Health and Life Sciences program to highlight academic planning and career development. Another section, Cyber Sandbox, will focus on tech tools on campus, introducing learners to available systems and technologies from 3-D printing to virtual reality and artificial intelligence. The third section, Connections, will center on a book, The Crossroads of Should and Must by Elle Luna, to help students connect their current learning to future goals.

    After a Dip in 2024, are UK International Student Visas Poised to Return to their Previous Peak?

    Policy changes in 2024 reshaped the UK’s international education landscape, leading to significant shifts in student mobility. The Sunak government’s restrictions on student dependents immediately impacted applicants from key source markets where family migration is a priority. At the same time, rising fees and uncertainty around the Graduate Route (now resolved) added further pressure that dampened demand.

    Main Applicant Demand Declined by 12% in 2024

    The UK has long been a leading destination for international students, with visa applications peaking in 2022 at nearly half a million main applicant submissions. This high point was partly driven by post-pandemic disruptions to global student mobility. Applications dipped slightly in 2023 as demand stabilised and the Sunak administration’s rhetoric signalled a less welcoming environment for non-EU students. By 2024, application volumes saw a sharp decline:

    More than 423,000 sponsored study visas for main applicant international students were processed in 2024. This represents a 12% decline from the previous year and a 15% drop from the 2022 high-point. While this drop was more mild than student visa decreases seen in other destinations in 2024, it still accounts for nearly 60,000 fewer processed applications in a single year.

    Withdrawn applications further reflect softened student demand, likely influenced by policy changes. Nearly 6,600 prospective students withdrew their application in 2024, a 127% increase from the previous year. This followed a sharp rise in Q4 2023, when withdrawals spiked to 2,000—366% higher than Q4 2022. In short, after a wave of unwelcoming messaging from the Sunak administration in mid-to-late 2023, fewer international students applied, and withdrawals hit record highs.

    However, there are signs of possibly renewed student confidence. Nearly 63,000 UK study visa main applications were processed in Q4 2024. This represents a growth of 9% over Q4 2023.

    Demand Fell Most Sharply in Markets Where Students Commonly Travel With Family

    The most significant drops in UK study visa demand in 2024 came from countries where international students often apply with dependants:

    Main applicant numbers fell in 2024 across seven of the ten countries with the highest ratios of dependants to main students, underscoring the impact of the new restrictions. Yet not all high-dependant markets followed this trend. Applications from Nepal rose sharply, increasing by 61%, while volumes from Pakistan and Bangladesh held steady.

    Does this mean concerns about the new policy were overstated since not all high-ratio student populations saw declines? Not quite. The seven countries that experienced declining interest—Nigeria, Sri Lanka, Ghana, Iran, Afghanistan, Saudi Arabia, and India—accounted for seven of the eight largest main applicant declines last year, with Russia (-21%) slightly surpassing Saudi Arabia.

    Where Did Student Demand for a UK Study Visa Remain Resilient in 2024?

    Beyond these declines, which student populations showed increased demand in 2024? The table below highlights the top 10 student populations that saw growth in 2024:

    Nepal and Pakistan emerged as notable exceptions to the broader decline among countries with high dependant-to-student ratios—not just for bucking the trend, but for the scale of their growth. Nepal saw the sharpest year-over-year increase of any market in 2024, with main applicant volumes surging by 61%. Pakistan followed closely behind, ranking fourth overall with an 11% rise. Their resilience suggests that factors beyond dependant policies—such as economic conditions, domestic education capacity, and long-term aspirations for post-study work—continue to shape student decision-making.

    Beyond Nepal and Pakistan, growth was more geographically dispersed in 2024. Kenya and Myanmar (Burma) recorded some of the largest increases, signaling rising demand from parts of both Africa and Southeast Asia. Several European countries, including Germany, Switzerland, and Italy, also posted moderate gains. Meanwhile, the presence of Mexico and Kazakhstan among the top 10 growth markets highlights the increasingly global nature of student mobility to the UK.

    Just beyond the top 10, Kuwait and Turkey also recorded notable increases in main applicant volumes. As institutions navigate a shifting recruitment landscape, both countries may present important opportunities for future engagement and growth.

    Looking Ahead

    The UK’s international education sector faced considerable challenges in 2024, with policy changes reshaping student mobility patterns. At this stage—and despite calls from some in the sector—we don’t anticipate imminent steps to reverse the dependent policy, nor do we think it’s likely that the Government will opt to take international students out of the net migration figures. That said, we’ve already seen a much more positive message coming from the Government towards international students and we expect this to be sustained and reflected in the launch of the new International Education Strategy.

    It’s also important to note that the UK was not the only destination to experience softened student interest in 2024, as international education sectors in Canada, the US, and Australia all faced declines. Encouragingly for the UK, many institutions reported higher enrolments in this year’s January intake than in the same time last year, indicating positive momentum. Now is the time to build on that progress.

    To sustain this momentum, UK institutions will need to actively re-engage prospective students and rebuild confidence in key markets. Clear communication around post-study work opportunities, financial aid, and student support will be essential to reassuring applicants. At the same time, growing interest from countries such as Kenya, Myanmar, Kuwait, and Mexico presents an opportunity to strengthen recruitment efforts and establish a more diverse student base.

    Career-connected learning builds a more employable, future-ready generation

    Key points:

    Abraham Maslow’s Hierarchy of Needs is a fundamental psychological theory that explains human motivation. At its base are physiological and safety needs, followed by love and belonging, esteem, and self-actualization at the peak. While this theory is universally recognized for understanding personal growth in human development, it can also be applied to an individual’s educational journey.

    Had Maslow been an educator, he might have reconsidered the foundation of our education system to one that would align student aptitudes and interests to sustain the rapidly changing workforce. Consider the phrase, “If you give a man a fish, he will be hungry tomorrow. If you teach a man to fish, he will be richer forever.” It could be applied here, too. If we pair students’ strengths and aptitudes with in-demand careers through personalized learning, we are ensuring the success of our students and tomorrow’s workforce, thus realigning motivation and fulfilling the individuals Hierarchy of Needs.

    States have begun investing in career-connected learning (CCL) to connect learning to career pathways as a means to boost employability and inevitably support businesses and the local economy.

    Students are rarely guided toward career paths that match their aptitudes (or natural talents). But if our districts began doing so, we would likely see higher levels of employment and job satisfaction, and lower economic instability and gaps in the job market. This could ultimately impact our communities and the national economy at large.

    While work is being done, there is still plenty to do as the career exposure gap grows, particularly in IT, manufacturing, finance, and more. It’s time for educational stakeholders–policy, K-12 decision makers, guidance counselors and parents alike–to rethink how we prepare young people for their futures.

    The foundation: Addressing basic needs first

    It has become ever so clear that every student, starting as early as junior high, should have the opportunity to take an aptitude assessment. Researchers have identified that students’ natural aptitudes solidify by age 14, forming the foundation for understanding what they’re inherently good at. If Maslow were designing today’s educational experience, this would be the starting point–helping students discover their strengths and setting the stage for growth.

    Students’ ability to learn, and therefore their level of education, has always shown to have direct correlations to their physical well-being and sense of security. Often, students feel discouraged and unengaged in their coursework because it doesn’t connect to their innate strengths, making it harder to feel confident in their abilities and motivated to tap into potential future pathways for employment. 

    When these foundational supports are provided, students are likely to feel ready to explore career opportunities and develop the workplace-ready skills needed in today’s economy.

    Building confidence: Belonging and self-esteem in education

    Students thrive when they feel a sense of belonging–both in the classroom and in the broader community. They also need to build self-esteem by experiencing achievement, recognition, and purpose. Connecting education with natural aptitudes and real-world career experiences can foster this sense of belonging and achievement.

    Encouraging students to participate in internships, apprenticeships, or mentorship programs can bridge the connection between their talents and real-world job opportunities. This fosters a sense of community and a personal identity tied to their future careers and success. CCL helps students understand that they have valuable contributions to make, both in school and beyond, which often leads to students taking ownership of their educational journeys.

    Path to self-actualization: Unlocking career potential

    At the pinnacle of Maslow’s hierarchy is self-actualization. Students are no longer just attending school to pass tests–they are actively seeking knowledge and skills to help them achieve their dreams. Students are often more motivated when they see the relevance of their learning, especially when they understand how it connects to their future aspirations.

    Tech solutions have helped districts provide personalized career assessments and work-based learning experiences for students, which empowers them to explore their career interests in-depth. When we offer students opportunities for hands-on exploration and real-world application, they find greater fulfillment in their educational experiences and a stronger desire to achieve higher learning goals.

    The crisis: How the current system is failing to meet Maslow’s vision

    Most high school graduates (75 percent) do not feel prepared to make college or career decisions after graduation.

    Simultaneously, 40 percent of employers stated that educational institutions do not sufficiently prepare students for their future careers, and 90 percent emphasized the need for stronger partnerships between K-12 schools and postsecondary institutions.

    Despite the clear benefits of linking education to career pathways, more often schools solely focus on academic success, neglecting the broader skills students need to thrive in the workforce. And CCL is frequently seen as a nice-to-have, rather than an essential piece of education. The growing career exposure gap is evidence of this disconnect.

    Closing this disconnect begins with helping people understand where to invest in their skills. 

    A new model: Career-connected learning as the solution

    By ensuring basic needs are met, fostering belonging and esteem, and unlocking students’ potential, we equip students with the real-world skills they need to succeed. CCL benefits every student and should be seen as an essential part of education, not just a nice-to-have.

    Personalized learning platforms, aptitude assessments, career identification, and skill-based learning tools provide the foundation for this transformation. But it’s the convergence among educators, employers, policymakers, and technology providers that will ultimately ensure that every student has the opportunity to realize their full potential. 

    My final thoughts: Maslow would remind us that education isn’t just about filling students’ heads with knowledge–it’s about inspiring them to dream, grow, and discover their limitless opportunities. This vision offers not just hope for individual students, but economic benefits for society as a whole.

    How Housing Support Programs Can Measure Student Development

    A large number of college students experience housing insecurity or homelessness, and finding suitable accommodations can be a challenge, particularly for those who attend colleges and universities that do not provide on-campus housing.

    The fall 2024 Student Financial Wellness Survey by Trellis Strategies found that 43 percent of all respondents experienced housing insecurity and 14 percent were homeless during the prior 12 months. Among two-year college respondents, 46 percent were housing insecure and 16 percent experienced homelessness in the previous year.

    Community colleges often lack the resources to directly address housing insecurity, so they rely on outside partnerships or housing assistance programs to accommodate students. For example, LaGuardia Community College partners with Airbnb to offer vouchers for short-term housing support for students. Tacoma Community College and the Tacoma Housing Authority co-created the College Housing Assistance Program, which subsidized housing costs for students experiencing homelessness until 2022.

    These programs often come with red tape that can make it difficult for a student to enroll in the program; for example, GPA or credit requirements can push vulnerable students out if the institution doesn’t think they’re making adequate progress.

    Alena A. Hairston, a professor at Fresno City College and doctoral student at Alliant International University, conducted a qualitative research project that evaluated student experience and engagement with housing assistance programs. Hairston found that while many students did not meet benchmarks for student success in the classroom, the experience contributed to their improved self-actualization, which can be a meaningful metric in student development.

    The background: To ensure students are persisting and making progress toward a degree, college-led assistance programs often require learners to meet baseline educational checkpoints, including being enrolled, achieving a certain GPA or meeting regularly with a staff member. Community partners may institute their own requirements, including drug- and alcohol-free living or payment of a deposit.

    If students don’t meet these requirements, they’re dropped, often without another option to continue their housing, which can be detrimental to their health and well-being. While failing to meet requirements can be a sign of student disinterest or lack of appreciation for the offerings, Hairston views stable housing as a foundational piece in student achievement and tied to the mission of community colleges.

    “If a student shows up to attend [and] to be a part of the collegiate process, that says desire, right?” Hairston said. “And the only requirement for admission [at community colleges] is a desire to learn, so we need to go with that as our mandate [to serve students].”

    Hairston wanted to understand how students accessed resources and the impact it had on their psychosocial development.

    The study: Hairston interviewed nine students who participated in housing assistance programs, led either by the college or an off-campus entity, in 2021. Students were between the ages of 18 and 47 and represented a variety of racial, ethnic and gender categories. All learners were enrolled at least part-time at a community college.

    Most respondents said they learned about housing programs through specific contacts, such as academic counselors for special programs including Extended Opportunity Programs, TRIO and the Puente Project, while others used the internet or other partners.

    While students appreciated the services, they faced logistical challenges that made the experience frustrating, such as a lack of notification or timely communication from staff members. One was in an unsafe area and roomed with an individual who used methamphetamine.

    Students said program requirements to maintain academic standing or health conditions (such as sobriety) were perceived as helpful, but in practice sometimes harmful and led to loss of housing. “As soon as you drop [below] a 2.0 or you drop nine units, they literally evict you,” one student shared. “Then you have an eviction on your record as well.”

    A few students said they gained personal life skills or were motivated to continue working toward academic and career goals. Others felt their citizenship status or racial and ethnic backgrounds impeded their housing placements or ability to access resources.

    In addition to finding secure housing, most participants utilized other campus, public and private services to pay for additional resources, including furniture, phone bills, laptops, bikes and mental health support.

    The COVID-19 pandemic created additional challenges for participants, such as job losses, the decline of support networks, moves, educational disruption and relapses into substance use.

    In conversations, students commented on how housing assistance motivated them to stay enrolled and allowed them to prioritize other elements of their lives, including mental health care and caregiving responsibilities.

    “The program [helped me with] a lot of psychological things like digging into yourself and figuring out the root problems that keep causing me to drink,” a study participant shared. “So I got to unburden a lot of my little demons.”

    Lessons learned: Based on her conversations with students, Hairston recommends policymakers tie self-actualization and personal growth to efficacy metrics to understand the value of these programs and improve students’ self-reflection on their progress and achievement.

    One possibility would be to measure student success on a yearlong basis, rather than term by term. Some learners returning to higher education may need counseling or struggle with the rigor of their coursework, resulting in poor academic performance in their first term back.

    Instead of weighing GPA or credits completed as the most important factors for student eligibility, Hairston advocates for a greater emphasis on self-efficacy and personal growth, perhaps delivered through a self-diagnostic at the start and end of the term or a regular self-study to track learning and the challenging circumstances they encountered. This also creates opportunities for checking in on students during the term to ensure that they’re not falling behind without support, Hairston said.

    Program participants should also be paired with counselors who are trained in trauma-informed care and academic counseling, Hairston said. Ensuring a welcoming atmosphere for services, program information and resources can reduce barriers to access and promote thriving.

    Addressing Nursing Student Shortages with Precollege Support

    The U.S. is expected to experience a shortage of nurses by 2030, which will only grow as older generations age and health-care needs increase, according to the American Association of Colleges of Nursing.

    One of the contributing factors to this shortfall is a disconnect between the number of students enrolling in nursing school and the projected demand for nursing services. Another is high levels of work-related stress, leading to burnout.

    In August 2023, the University of Wisconsin–Oshkosh launched the Pre-Nursing Pathway, a weeklong intensive precollege program that helps students prepare for the academic rigor of the nursing program and connects them with resources. In the pathway, students engage in peer interactions, mentorship and additional time with faculty and staff, allowing them to build emotional resiliency and a network of support.

    What’s the need: Staff at UW-Oshkosh noticed a decrease in qualified applicants to the nursing program and an overall decline in the matriculation of pre-nursing students, said Jessica Spanbauer, director of the center for academic resources.

    Students had large gaps in their foundational science and math concepts as well as a lack of time management and organizational skills, which could be tied in part to remote instruction due to the COVID-19 pandemic, Spanbauer said.

    The university decided to implement a pre-nursing program, in part to boost enrollment of students, but also to ensure students who do attend are successful on their career journey.

    How it works: The program is organized by the Center for Academic Resources and the College of Nursing, but is supported by admissions, the Undergraduate Advising Resource Center, the counseling center, the biology and chemistry departments, residence life, and recreation and wellness.

    Both admitted and deposited students are eligible to apply to the program, with special priority given to first-generation students.

    Selected program participants move onto campus a week before classes start for an intensive orientation experience. All students live in one wing of a residence hall together, mentored by two current nursing students, building a sense of community and peer support.

    During their week on campus, students participate in biology and chemistry labs led by professors; attend workshop presentations by advisers, counselors and academic support staff; and explore campus, familiarizing themselves with support resources. The goal is to proactively address knowledge gaps among students early on, enhancing their success and preparing them for the future demands of their profession.

    “By focusing on crucial and relevant concepts, we could ensure that students are well-equipped to excel in their nursing education,” Spanbauer said. “We could help build students’ confidence and encourage students to actively engage in shaping their academic trajectory.”

    Program participants are also offered tours of local hospitals, a Q&A session with nursing students and recent alumni, professional development workshops, and support from financial aid, dining, residence life and the Office of Accessibility.

    “We were fortunate that we had colleagues ready to enhance collaboration across units to further promote a student-focused supportive learning environment where students can thrive,” said Seon Yoon Chung, dean of the college of nursing.

    The impact: The program launched in August 2023 with 15 participants. Ninety percent of those students retained to fall 2024, and they earned an average GPA of 3.1. Eighty percent of the fall 2023 cohort are still in the pre-nursing major or accepted into the nursing program.

    An additional 12 students participated in August 2024 (100 percent of whom retained to spring 2025), and the staff hope to double participation rates this upcoming fall, Spanbauer said.

    Staff collect qualitative data about participants by using surveys and focus groups, as well as insights from faculty and other staff. In the future, longitudinal career-progression data and alumni surveys will help assess the program’s long-term impact, Spanbauer said.

    Campus leaders are also considering ways to enhance recruitment efforts and increase capacity for students through various resources, online modules and flexible scheduling to accommodate more interested students.
