    Maia Jackson should have been cranking out a research paper for her communications class. Instead, she found herself queuing up at a food pantry to secure groceries for her household amid the nation’s longest government shutdown. 

    “I walked out with a shopping cart full of food,” the 25-year-old college senior said. “I could barely carry it all. I got cereal. I got some frozen meat, hamburger buns. I got a bag of black beans, and then I got a bag of rice.”

    Finding a package of chicken strips, a dish she knew her picky 2-year-old daughter would actually eat, almost made her cry, Jackson said. She expects the combination of perishable, bagged and canned foods to last them a month. By then, she hopes her Supplemental Nutrition Assistance Program (SNAP) payments — widely known as food stamps — will have resumed.

    On November 1, SNAP benefits ground to a halt during the federal budget impasse that began a month earlier, with President Donald Trump’s administration refusing to fully fund these payments, a matter now tied up in court. Even as the Senate has reached a framework deal that leaves lawmakers and the White House a step closer to ending the shutdown, the disruption in benefits has revealed how fragile the social safety net is for vulnerable Americans. That includes single parents and young adults experiencing food insecurity, a problem that occurs when people lack regular access to the nourishment needed to sustain their health. 

    An estimated 1.1 million college students rely on SNAP, including parents like Jackson, who attends North Dakota State University (NDSU) in Fargo. For such students, a delayed SNAP payment isn’t a mere hiccup, but a serious setback that can imperil their education, their health and stability for their children, experts contend.

    “It’s such a distraction for me as a single mom in school,” Jackson said. “I don’t have any bandwidth to give to trying to find food at pantries.”

    She tried to minimize the time she spent at the food pantry last week by making an appointment first, but she was still one of a couple of dozen people in line. The visit prevented her from completing her research paper by its due date, which will likely result in her grade being docked. Jackson, who has so far maintained a 4.0 grade point average, isn’t happy about that prospect, but with her family members an hour away and her child’s father mostly out of the picture, she had to prioritize food over her education.


    No college student should have to choose between a basic need and school, said Deborah Martin, a senior policy associate for The Institute for College Access & Success, a nonprofit that advocates for college access and affordability. 

    “A lot of students have to make these daily tough decisions where they’re wondering, ‘Where am I going to get my next meal from?’ instead of focusing on homework, on classwork,” Martin said. “We know that when students have these unmet basic needs such as food insecurity, they’re more likely to struggle academically, less likely to persist from semester to semester, and in some cases, may even drop out of college altogether.”

    Roughly 60 percent of college students are women. For the most marginalized students, the risk of quitting school due to food insecurity may be even greater. The Government Accountability Office (GAO), a nonpartisan federal agency that provides fact-based information to Congress, reported last year that about 80 percent of food-insecure students are nontraditional — meaning their parents don’t financially support them, they didn’t begin college immediately after high school or they are caring for dependents. Moreover, the 2023-2024 Student Basic Needs Survey Report from the Hope Center, a research center at Temple University focused on the food, housing and health of college students, found that around three-quarters of parenting, Black and Indigenous students experience insecurity related to a basic need

    Most of these students, the GAO discovered, do not sign up for services like SNAP, and those who do may hesitate to discuss their food insecurity. As a mom and a slightly older student who works part-time, Jackson has felt largely alone on campus as SNAP benefits have paused. Her classmates don’t appear to share her anxiety over the shutdown, if they know about it at all.

    “A lot of the kids that I’m in class with, they’re not in the same circumstance,” Jackson said. “It’s weird to see a lot of people just carrying on as usual.”

    Since most of her classmates — about an even percentage of NDSU students are women and men — are childfree and on the school meal plan, she doesn’t want to be a “downer” by bringing up her difficulties. For the same reason, she didn’t explain to her professor why her paper was late. “I didn’t want to tell him, ‘Oh, I couldn’t write it because I was standing in the food pantry line’ because it just sounds so sad,” she said. “What’s he supposed to say? I don’t want him to feel bad for me. I don’t want to be pitied.”

    But faking normal could come at a high cost for college students who don’t reach out for help. Martin fears these young adults will resort to using high-interest payment plans or acquire credit card debt just to afford groceries.

    “The longer that students and other SNAP participants don’t receive their funds, this is just more days that students are going to have to make these difficult decisions,” she said.


    Some college administrators are taking action. When the shutdown began, Compton College President and CEO Keith Curry contacted Everytable, a food company that offers inexpensive made-from-scratch meals via carryout storefronts and a delivery service. The college, about 18 miles southeast of downtown Los Angeles, has partnered with Everytable for seven years to provide all students — approximately 6,000 of whom attend full time — with one nutritious free meal on weekdays. 

    The federal government crisis prompted Curry and Everytable CEO Sam Polk to scale up that program so SNAP-recipient and economically disadvantaged students didn’t suffer during the shutdown.

    “We need to do something. Can we split the cost?” Curry recalled asking Polk. “I think if we double the meals, at least they get another meal for the day.”

    On November 5, Compton College’s most underprivileged students began getting two free meals per day, or 10 per week. The need for such an intervention there is substantial: A 2025 basic needs survey of students found that 81 percent of them experience at least one form of insecurity related to a basic need. That includes signs of food insecurity such as skipping meals, reducing meal sizes or fearing they will run out of food. Most Compton College students are moderately food insecure, the survey revealed, indicating persistent hardship. Women make up 61 percent of the student body.

    “Right now, students have other stress, and what we’re doing to them is adding more stress,” Curry said of the shutdown. “They still want to do well in classes, but now they don’t have food.” 

    Together, Compton College and Everytable have the resources to supply students with 10 weekly meals for a month, Curry said. The students are deeply grateful for the additional provisions, according to Dee Garrett, who oversees Everytable’s operation at the college.

    “What better way to start your studies than with a stomach that’s full?” Garrett asked. “You don’t have to think about, ‘Oh, my God, my stomach. I can’t concentrate or focus.’”

    Asked what impact he hopes the scaled-up program makes, Curry said he’s more interested in letting students know they’re not alone.  

    “It’s not about the impact. It’s about our students knowing that we were there for them during this time,” he said. “In our community, when students need us most, we have to step up and be there for them, and they’re never going to forget that.”

    Martin applauds the efforts of colleges and K-12 schools, which have connected students and their families to food banks, to curb food insecurity during the shutdown. But she also advocates for long-term policies to ensure students have enough food to eat. That includes the Enhance Access to SNAP Act, proposed legislation to remove the barriers that prevent economically disadvantaged college students from utilizing benefits generally — not just during the current crisis. 

    However, Martin continued, “the most important thing that we can do right now in this moment is for these SNAP benefits to be fully funded and for them to go out to students as soon as possible.”


    Back in Fargo, Jackson has refocused her attention on her coursework now that she has a month’s worth of food. Still, she worries about the people who couldn’t make it to a pantry or that the government will cut other social services she needs. She currently earns $400 monthly working part time as an academic journal editor. The job, which she performs remotely, allows her to attend school and be her daughter’s primary caretaker when the toddler is not in day care. 

    “If they cut child care, if they cut these programs I rely on, I would have to drop out of school,” Jackson said. “But I’m trying to give my daughter a better life than that.”

    Jackson is majoring in university studies with a pre-law emphasis, a dramatic shift from her life before motherhood when she dropped out of school and struggled with addiction. Getting pregnant inspired her to undergo a transformation, which she largely credits to the Jeremiah Program. The national nonprofit provides single mothers with support for college, child care and housing, and it recently started a campaign to raise $190,000 to cover essential needs for families who have lost SNAP and other benefits because of the shutdown. The organization estimates that single-parent families represent nearly a third of families in the United States, with 80 percent of those headed by mothers.  

    Jackson has been deeply disturbed to see the misperceptions that abound about mothers like herself. She’s encountered online commenters who have characterized SNAP recipients as “welfare queens.”

    If she could confront such individuals in person, Jackson would emphasize how much value mothers add to society. “And on top of it… we are all in school and working, too,” she said. “The insinuation is that we’re just scammers, freeloaders, when, in reality, I’m working very hard every day to hopefully not need these supports.”

    NZ warns against exploitation as working hours for int’l students rise

    As part of its plan to grow the international education sector — which includes doubling its contribution to $7.2 billion and increasing international enrolments to 119,000 by 2034 — New Zealand has introduced new immigration changes.

    The changes extend in-study work rights to all tertiary students on approved exchange or study abroad programs and clarify that most students who change providers or lower their study level will need a new visa.

    Apart from these, eligible tertiary students in post-school education, such as universities and polytechnics, and secondary students in Years 12-13 can now work up to 25 hours a week. Secondary students will continue to require parental and school approval for in-study work.

    The increased limit applies to all new visas granted from November 3, even if the application was submitted earlier.

    Moreover, students already holding visas with a 20-hour work limit will need to reapply, either through a variation of conditions or by obtaining a new study visa, to access the increased allowance.

    Stakeholders have noted the importance of making sure that the relaxed rules do not result in students being exploited for low-paid or exploitative work.

    The increase to in-study work rights comes at a time when New Zealand has 40,987 study visa holders eligible to work, with 29,790 of those visas expiring on or before 31 March 2026 and 11,197 after.

    The New Zealand government says the change will make the country “more competitive globally” and improve the overall student experience, at a time when international student satisfaction remains strong at 87%.

    “International students make a significant contribution to the economy, with each student spending around $45,000 on average in 2024 – supporting local businesses, tourism, and job creation,” Jeannie Melville, deputy COO for immigration at the Ministry of Business, Innovation and Employment, told The PIE News.

    “As part of the International Education Going for Growth Plan, changes were announced to immigration settings to support sustainable growth and enhance New Zealand’s appeal as a study destination. These changes aim to maintain education quality while managing immigration risk.”

    The rise in working hours is a “confidence signal” that will help with living costs and shows that New Zealand is welcoming, according to Frank Xing, director of marketing and operations at Auckland-based Novo Education Consulting.

    But authorities are still expected to keep a close eye on the changes amid past concerns of international students working long hours for below-minimum wages, being denied sick leave, and struggling to find jobs.

    The New Zealand government has taken steps to address workplace exploitation in the past, including launching the multilingual Introduction to Your Employment Rights module to help migrant workers understand their agreements and rights.

    “International students have the same minimum employment rights as any other worker, including being paid at least the minimum wage and working within visa conditions. Exploitation, such as underpayment or forcing excessive hours, is a criminal offence under the Immigration Act and we do act against employers who exploit workers.

    “Immigration New Zealand (INZ) has strengthened protections for migrant workers, including the Worker Protection Act that took effect in January 2024,” Melville said, adding that this allows authorities to issue infringement notices, publish the names of non-compliant employers, and stop them from supporting migrant visa applications for a period.

    “We have also tightened visa settings and improved monitoring to reduce exploitation risks.”

    According to ex and current international students The PIE spoke with, employers often pushed them to work beyond the weekly hour limit, and while students tried to balance extra hours by reducing them later or carrying them into holiday periods, any overtime during term time was usually unpaid until the breaks.

    Some students also alleged mistreatment or harsh behaviour at their workplaces, though experiences varied by employer.

    Despite these concerns, Melville noted that students can report any instances of exploitation by calling Crime Stoppers on 0800 555 111, which she described as “a confidential and safe way to make a report”.

    According to Xing, the changes in working hours don’t replace core factors like academic fit, career pathways, and post-study visas that drive student applications but they will help international students avoid situations where they can be taken advantage of.

    “Extending legal working hours should also reduce the temptation to accept low-paid, cash-in-hand jobs. Of course, vigilance is still needed,” he said.

    He called for better student education on their employment rights, as well as stronger penalties for employers who break the rules and easier reporting channels for students.

    “It’s early days since the rule took effect – around 10 days – but we’re already seeing more enquiries mentioning ‘25 hours’ alongside programme and city choice, especially as other destinations tighten settings,” Xing added, noting that current international students have also requested help from their Licensed Immigration Advisers to apply for a variation of conditions to move from 20 to 25 hours.

    The increase to 25 hours per week isn’t limited to students. New Zealand has also extended part-time work rights to dependent child visitor visa holders and skilled Migrant Category Interim visa holders.

    The move comes as a record number of New Zealanders leave amid a weakening economy, with relaxed migrant work rules seen as a way to fill workforce gaps and support students’ transition into future employment.

    “In certain professions, like healthcare, the number of hours of relevant work experience is a very important factor – it can directly affect your employability and career progression,” stated Vijeta Kanwar, director of operations, New Zealand Gateway.

    “For example, some job vacancies specify that a candidate must have 100 or even 500 hours of work experience. In that context, gaining five extra hours a week over a year can significantly increase the total experience a student has, enhancing their opportunities when pursuing post-study work.”

    “We’ve seen more enthusiasm from students, especially those looking to gain international work experience. They’re quite excited because, in many professions, the number of hours of work experience you gain, especially if it’s linked to your intended career, has huge importance.”

    Just in June this year, New Zealand announced that degree holders from countries including India, France, Germany, Italy, Sri Lanka, Singapore, South Korea, Sweden, and Switzerland can now bypass the qualification assessment process for certain immigration categories.

    Subject to New Zealand’s cabinet discussions, the government is also set to introduce a new short-term work visa for some vocational graduates and streamline visa processes, according to INZ.

    What’s in the new Office for Students strategy?

    The Office for Students began a consultation process on its 2025-30 strategy back in December 2024. Alongside the usual opportunities for written responses there have been a series of “feedback events” promoted specifically to higher education provider staff, FE college staff, and students and student representatives held early in 2025.

    In the past OfS has faced arguably justified criticism for failing to take sector feedback on proposals into account – but we should take heart that there are significant differences between what was originally proposed and what has just been finalised and published.

    Most strikingly, we are presented with four new attitudes that we are told will “drive delivery of all our strategic goals in the interest of students” – to hammer the point home individual activities in the “roadmap” are labelled with coloured, hexagonal, markers where “a particular activity will exemplify certain attitudes”. We get:

    • Ambitious for all students from all backgrounds (an upward arrow in a pink hexagon)
    • Collaborative in pursuit of our priorities and in our stewardship of the sector (two stylised hands in the shape of a heart, yellow hexagon)
    • Vigilant about safeguarding public money and student fees (A pound-sign on a teal hexagonal background)
    • Vocal that higher education is a force for good, for individuals, communities and the country (a stylised face and soundwave on a purple hexagon)

    Where things get potentially confusing is that the three broadly unchanged strategic goals – quality (tick, yellow circle), sector resilience (shield, blue circle), student experience and support (someone carrying an iPad, red circle) – are underpinned both by the attitude and the concept of “equality of opportunity” (teal ourobouros arrow). The only change at this conceptual level is that “the wider student interest” is characterised as “experience and support”. Don’t worry – the subsections of these are the same as in the consultations

    Fundamentally, OfS’ design language is giving openness and transparency, with a side order of handholding through what amounts to a little bit of a grab-bag of a list of interventions. The list is pared down from the rather lengthy set of bullet points initially presented, and there are some notable changes.

    Quality

    In the quality section what has been added is an assurance that OfS will do this “in collaboration with students, institutions, and sector experts”, and a commitment to “celebrate and share examples of excellence wherever we find them”. These are of course balanced with the corresponding stick: “Where necessary, we will pursue investigation and enforcement, using the full range of our powers.” This comes alongside clarification that the new quality system would be build on, rather than alongside the TEF.

    What is gone is the Quality Risk Register. An eminently sensible addition to the OfS armoury of risk registers, the vibes from the consultation were that providers were concerned that it might become another arm of regulation rather than a helpful tool for critical reflection

    Also absent from the final strategy is any mention of exploring alignment with European quality standards, which featured in the consultation materials. Similarly, the consultation’s explicit commitment to bring transnational education into the integrated quality model has not been restated – it’s unclear whether this reflects a change in priority or simply different drafting choices.

    Students

    In the section on students, language about consumer rights is significantly softened, with much more on supporting students in understanding their rights and correspondingly less on seeking additional powers to intervene on these issues. Notably absent are the consultation’s specific commitments – the model student contract, plans for case-report publication, and reciprocal intelligence sharing. The roadmap leans heavily into general “empowerment” language rather than concrete regulatory tools. And, for some reason, language on working with the Office for the Independent Adjudicator has disappeared entirely.

    A tweak to language clarifies that OfS are no longer keen to regulate around extra-curricular activity – there will be “non-regulatory” approaches however.

    New here is a commitment to “highlight areas of concern or interest that may not be subject to direct regulation but which students tell us matter to them”. The idea here looks to be that OfS can support institutions to respond proactively working with sector agencies and other partners. It is pleasing to see a commitment to this kind of information sharing (I suspect this is where OIA has ended up) – though a commitment to continue to collect and publish data on the prevalence of sexual misconduct in the draft appears not to have made the final cut.

    Resilience

    The “navigation of an environment of increased financial and strategic risks” has been a key priority of OfS over most of the year since this strategy was published – and what’s welcome here is clearer drafting and a positive commitment to working with providers to improve planning for potential closures, and that OfS will “continue to work with the government to address the gaps in the system that mean that students cannot be adequately protected if their institution can no longer operate”.

    Governance – yes, OfS will not only consider an enhanced focus, it will strengthen its oversight on governance. That’s strategic action right there. Also OfS will “work with government on legislative solutions that would stop the flow of public money when we [OfS, DfE, SLC] have concerns about its intended use.”

    Also scaled back is the consultation’s programmatic approach to governance reform. Where the consultation linked governance capability explicitly to equality and experience outcomes, the final version frames this primarily as assurance and capability support rather than a reform agenda. The shift suggests OfS moving toward a lighter-touch, collaborative posture on governance rather than directive intervention.

    Regulation

    OfS will now “strive to deliver exemplary regulation”, and interestingly the language on data has shifted from securing “modern real-time data” to “embedding the principle collect once, use many times” and a pleasing promise to work with other regulators and agencies to avoid duplication.

    Two other consultation commitments have been quietly downgraded. The explicit language on working with Skills England to develop a shared view of higher education’s role in meeting regional and national skills needs has disappeared – odd given the government’s focus on this agenda. And while the Teaching Excellence Framework remains present, the consultation’s push to make TEF “more routine and more widespread” has been cooled – the final version steps back from any commitments on cadence or coverage.

    What’s missing within the text of the strategy, despite being in the consultation version, are the “I statements” – these are what Debbie McVitty characterised on Wonkhe as:

    intended to describe what achieving its strategic objectives will look and feel like for students, institutions, taxpayers and employers in a clear and accessible way, and are weighted towards students, as the “primary beneficiaries” of the proposed strategy.

    These have been published, but separately and with a few minor revisions. Quite what status they have is unclear:

    The ‘I statements’ are a distillation of our objectives, as set out in our strategy. They are not regulatory tools. We will not track the performance of universities and colleges against them directly.

    Advocates Defend In-State Tuition for Undocumented Students

    Immigrant students and their advocates are working to reopen federal lawsuits that ended in-state tuition benefits for undocumented students in two states and another state where the same outcome seems imminent. Advocates say the judges ruled in favor of the government without a public hearing and the affected students weren’t given the opportunity to defend the policies.

    Since the summer, the U.S. Department of Justice challenged in-state tuition policies in Illinois, Kentucky, Minnesota, Oklahoma and Texas, claiming state laws extending in-state tuition prices to undocumented students breach federal law.

    In Texas and Oklahoma, attorneys general quickly sided with the DOJ and judges swiftly ruled to end in-state tuition benefits for undocumented students. As a result, tuition tripled for some undocumented students this fall, forcing them to make difficult choices about whether they could afford to stay enrolled.

    Kentucky’s undocumented students could soon face the same dilemma. The Kentucky Council on Postsecondary Education agreed to end in-state tuition benefits for local undocumented students in a settlement filed in September, but a judge has yet to make a ruling. Meanwhile, legal battles in Minnesota and Illinois are ongoing as these states defend their policies.

    Since these lawsuits first emerged, civil rights groups and students have sought to intervene or become parties to them. They’re hoping to reopen the quickly closed cases to have their say in court.

    A Latino civil rights organization, the Mexican American Legal Defense and Educational Fund, was the first to file a motion to intervene on behalf of undocumented students in Texas in June. A month later, the American Civil Liberties Union of Texas, the Texas Civil Rights Project, Democracy Forward and the National Immigration Law Center followed suit. They filed their own emergency motions to intervene on behalf of the activist group La Unión del Pueblo Entero, the Austin Community College District’s Board of Trustees and Oscar Silva, a student at the University of North Texas.

    MALDEF filed a similar motion on behalf of a group of undocumented students in Kentucky in August. And last week, the organization moved to intervene for students in Oklahoma, as well.

    Thomas A. Saenz, MALDEF president and general counsel, said undocumented students in Kentucky, Oklahoma and Texas “were promised regular tuition, and as a result of that promise, made the decision to attend public higher education institutions in those states,” but “that promise was stripped away wrongfully” and without public input.

    He stressed that, except for in extreme circumstances, such as cases involving national security, federal courts are meant to do their work in the public eye. But the Texas and Oklahoma laws got the ax without a public hearing. He also argued state lawmakers who dislike these policies can seek to repeal them, like any other state law, but there’s “no basis for legally challenging them.”

    “They’re not allowed to close the public out, do things behind closed doors,” Saenz said. “We ought to expect our courts to conduct their work in public. And that did not happen in Texas. It did not happen in Oklahoma.”

    A Bumpy Road

    Despite students and advocates’ efforts, the motions to intervene have hit a legal setback.

    In Texas, U.S. District Judge Reed O’Connor denied both MALDEF’s and the other groups’ motions to intervene. O’Connor, a George W. Bush appointee, said in court filings he agreed with the federal government and Texas that the motions were “legally futile” because federal law “pre-empts” the challenged Texas law. All of the groups seeking to intervene appealed the decision to the U.S. Court of Appeals for the Fifth Circuit.

    Saenz pushed back on the judge’s reasoning, saying O’Connor agreed with Texas and the DOJ’s conclusion “without any argument” or a public hearing where he could have heard a defense of the Texas Dream Act, the 24-year-old law that offered in-state tuition to undocumented students.

    “No administration of either party in nearly a quarter century has ever challenged the Texas Dream Act, so his conclusion of futility is simply ludicrous,” Saenz said.

    The law was never “presented,” according to Saenz. “That’s the way the courts are supposed to work. You’re supposed to have [an] argument presented in an adversarial manner. He simply signed off on a concocted agreement” between the Texas and U.S. attorneys general, he said.

    A group of higher ed institutions and organizations have rallied behind MALDEF and other advocacy groups. The Presidents’ Alliance on Higher Education and Immigration filed a 43-page amicus brief with the Fifth Circuit last week, defending interveners in Texas. Thirty-seven colleges, universities, higher education and immigrant rights organizations also signed on to the amicus brief, including the American Association of Colleges and Universities and the Association of Catholic Colleges and Universities.

    The district court decision “violates democratic principles by denying all interested parties their right to be heard,” the amicus brief read.

    Whether or not intervention efforts succeed, the stakes of these overturned state laws are too high not to try everything possible, said Miriam Feldblum, president and CEO of the Presidents’ Alliance.

    “This is about workforce development and supporting our domestic—including immigrant—talent pipeline that colleges and universities train, educate, nurture, and that go on to fuel the workforces … in communities and states,” she said.

    She also described intervening as a matter of “fairness.”

    “This is not about special treatment of undocumented students,” Feldblum said. “The tuition-equity challenges are targeting students who have grown up in the U.S., who have graduated from local high schools to pursue postsecondary education. This is what we want them to do. This is why we’re investing in their education.”

    Despite the roadblock, Saenz said he’s still confident motions to intervene will ultimately triumph.

    “I’m very hopeful, because it’s the law,” he said. “Intervention is legally required to be granted in all of these cases. And when we get to the merits of whether the tuition-equity laws are pre-empted or not, the law is absolutely on our side.”

    A career-centered education built on real experience

    One of the most transformative aspects of Career and Technical Education is how it connects learning to real life. When students understand that what they’re learning is preparing them for long and fulfilling careers, they engage more deeply. They build confidence, competence, and the practical skills employers seek in today’s competitive economy.

    I’ve seen that transformation firsthand, both as a teacher and someone who spent two decades outside the classroom as a financial analyst working with entrepreneurs. I began teaching Agricultural Science in 1987, but stepped away for 20 years to gain real-world experience in banking and finance. When I returned to teaching, I brought those experiences with me, and they changed the way I taught.

    Financial literacy in my Ag classes was not just another chapter in the curriculum–it became a bridge between the classroom and the real world. Students were not just completing assignments; they were developing skills that would serve them for life. And they were thriving. At Rio Rico High School in Arizona, we embed financial education directly into our Ag III and Ag IV courses. Students not only gain technical knowledge but also earn the Arizona Department of Education’s Personal Finance Diploma seal. I set a clear goal: students must complete their certifications by March of their senior year. Last year, 22 students achieved a 100% pass rate.

    Those aren’t just numbers. They’re students walking into the world with credentials, confidence, and direction. That’s the kind of outcome only CTE can deliver at scale.

    CTE tools that work

    Like many teachers, I had to adapt quickly when the COVID-19 pandemic hit. I transitioned to remote instruction with document cameras, media screens, and Google Classroom.     Trump Defends Enrolling International Students

    President Donald Trump stressed the value of international students in the U.S. during an interview aired on Fox News Monday.  

    Fox News host Laura Ingraham pressed Trump on why he wouldn’t curb international student enrollments, particularly from China. Trump told her doing so would “perhaps make people happy” but colleges and universities would “go out of business.”

    “You don’t want to cut half of the people, half of the students from all over the world that are coming into our country—destroy our entire university and college system—I don’t want to do that,” Trump said. He also claimed historically Black colleges and universities would “all be out of business.”

    “Look, I want to be able to get along with the world,” Trump added.

    Ingraham pushed back, raising concerns about Chinese spying and intellectual property theft. But Trump framed welcoming international students as an economic decision.

    “We take in trillions of dollars from students,” he said. “You know, the students pay more than double when they come in from most foreign countries. I want to see our school system thrive. And it’s not that I want them, but I view it as a business.”

    The annual Open Doors report from the Institute of International Education estimates the economic value of foreign students in the U.S. to be about $50 billion per year.

    In May, Secretary of State Marco Rubio threatened to “aggressively revoke” Chinese students’ visas and intensify vetting for Chinese visa applications. But Trump reversed course this summer and proposed the U.S. allow 600,000 Chinese students into the country, prompting backlash from some members of his base, the Associated Press reported.

    The move, and Trump’s reiterated support for it on Fox this week, seem to contradict other actions his administration has taken, such as revoking international students’ visas, arresting international students for First Amendment–protected protests and ramping up scrutiny of international student visa applicants. Some campuses have experienced steep declines in international student enrollments this semester.

    The number of first-year students at the University of California, San Diego, whose math skills fall below a middle school level has increased nearly 30-fold over the past five years, according to a new report from the university’s Senate–Administration Working Group on Admissions. In the 2025 fall cohort, one in eight students placed into math below a middle school level, despite having a solid math GPA.

    The number of first-year students in remedial math courses at the university surged to 390 in fall 2022, up from 32 students in fall 2020. The remedial math course was designed in 2016 and only addressed missing high school math knowledge, but instructors quickly realized that many of their students had knowledge gaps that went back to middle or elementary school, the report states. For fall 2024, UC San Diego revamped its remedial math course to address middle school math gaps and introduced an additional remedial course to cover high school math. In fall 2025, 921 students enrolled in one of these two courses—11.8 percent of the incoming class.

    “This deterioration coincided with the COVID-19 pandemic and its effects on education, the elimination of standardized testing, grade inflation, and the expansion of admissions from under-resourced high schools,” the report states. “The combination of these factors has produced an incoming class increasingly unprepared for the quantitative and analytical rigor expected at UC San Diego.”

    Within the UC system, the San Diego campus isn’t alone, but its problem is “significantly worse,” the report states. This is partly because the university has, since 2022, admitted and enrolled more students from low-income schools that saw greater COVID-era learning loss than other UC campuses. Many other UC campuses are seeing similar, though smaller, declines in student preparation. About half of UC campus math chairs responded to a survey saying that the “number of first-year students that are unable to start in college-level precalculus” increased twofold between fall 2020 and fall 2025, and the other half said the number increased threefold. 

    High school grade inflation is not helping the university evaluate students’ math skills, the report states. In 2024, the average high school math GPA for students in Math 2, the middle school–level remedial math course, was 3.65—an A-minus.

    “At the same time our admit pool is slipping in math preparation, we see a slight improvement in their math grades from high school,” the report states. “The elimination of standardized testing together with COVID resulted in a mismatch between students’ course level/grades and their actual levels of preparation, with far-reaching implications for determining math readiness and course placement.”

    The working group put forward a number of recommendations for addressing these shortcomings, including using a “math index” based on historical placement data and transcript-based variables to “predict students’ likelihood of placement into remedial math.” The group also recommended establishing feedback mechanisms with high schools and requiring math placement testing by June 1 for incoming students, among other things.

    Helping students to make good choices isn’t about more faulty search filters

    A YouTube video about Spotify popped into my feed this weekend, and it’s been rattling around my head ever since.

    Partly because it’s about music streaming, but mostly because it’s all about what’s wrong with how we think about student choice in higher education.

    The premise runs like this. A guy decides to do “No Stream November” – a month without Spotify, using only physical media instead.

    His argument, backed by Barry Schwartz’s paradox of choice research and a raft of behavioural economics, is that unlimited access to millions of songs has made us less satisfied, not more.

    We skip tracks every 20 to 30 seconds. We never reach the guitar solo. We’re treating music like a discount buffet – trying a bit of everything but never really savouring anything. And then going back to the playlists we created earlier.

    The video’s conclusion is that scarcity creates satisfaction. Ritual and effort (opening the album, dropping the needle, sitting down to actually listen) make music meaningful.

    Six carefully chosen options produce more satisfaction than 24, let alone millions. It’s the IKEA effect applied to music – we value what we labour over.

    I’m interested in choice. Notwithstanding the debate over what a “course” is, Unistats data shows that there were 36,421 of them on offer in 2015/16. This year that figure is 30,801.

    That still feels like a lot, given that the University of Helsinki only offers 34 bachelor’s degree programmes.

    Of course a lot of the entries on DiscoverUni separately list “with a foundation year” and there’s plenty of subject combinations.

    But nevertheless, the UK’s bewildering range of programmes must be quite a nightmare for applicants to pick through – it’s just that once they’re on them, job cuts and switches to block teaching are delivering increasingly less choice in elective pathways than they used to.

    We appear to have a system that combines overwhelming choice at the point of least knowledge (age 17, alongside A-levels, with imperfect information) with rigid narrowness at the point of most knowledge (once enrolled, when students actually understand what they want to study and why). It’s the worst of both worlds.

    What the white paper promises

    The government’s vision for improving student choice runs to a couple of paragraphs in the Skills White Paper, and it’s worth quoting in full:

    We will work with UCAS, the Office for Students and the sector to improve the quality of information for individuals, informed by the best evidence on the factors that influence the choices people make as they consider their higher education options. Providing applicants with high-quality, impartial, personalised and timely information is essential to ensuring they can make informed decisions when choosing what to study. Recent UCAS reforms aimed at increasing transparency and improving student choice include historic entry grades data, allowing students, along with their teachers and advisers, to see both offer rates and the historic grades of previous successful applicants admitted to a particular course, in addition to the entry requirements published by universities and colleges.

    As we see more students motivated by career prospects, we will work with UCAS and Universities UK to ensure that graduate outcomes information spanning employment rates, earnings and the design and nature of work (currently available on Discover Uni) are available on the UCAS website. We will also work with the Office for Students to ensure their new approach to assessing quality produces clear ratings which will help prospective students understand the quality of the courses on offer, including clear information on how many students successfully complete their courses.”

    The implicit theory of change is straightforward – if we just give students more data about each of the courses, they’ll make better choices, and everyone wins. It’s the same logic that says if Spotify added more metadata to every track (BPM, lyrical themes, engineer credits), you’d finally find the perfect song. I doubt it.

    Pump up the Jam

    If the Department for Education (DfE) was serious about deploying the best evidence on the factors that influence the choices people make, it would know about the research showing that more information doesn’t solve choice overload, because choice overload is a cognitive capacity problem, not an information quality problem.

    Sheena Iyengar and Mark Lepper’s foundational 2000 study in the Journal of Personality and Social Psychology found that when students faced 30 essay topic options versus six options, completion rates dropped from 74 per cent to 60 per cent, and essay quality declined significantly on both content and form measures. That’s a 14 percentage point completion drop from excessive choice alone, and objectively worse work from those who did complete.

    A study on Jam showed customers were ten times more likely to buy when presented with six flavours rather than 24, despite 60 per cent more people initially stopping at the extensive display. More choice is simultaneously more appealing and more demotivating. That’s the paradox.

    CFE Research’s 2018 study for the Office for Students (back when providing useful research for the sector was something it did) laid this all out explicitly for higher education contexts.

    Decision making about HE is challenging because the system is complex and there are lots of alternatives and attributes to consider. Those considering HE are making decisions in conditions of uncertainty, and in these circumstances, individuals tend to rely on convenient but flawed mental shortcuts rather than solely rational criteria. There’s no “one size fits all” information solution, nor is there a shortlist of criteria that those considering HE use.

    The study found that students rely heavily on family, friends, and university visits, and many choices ultimately come down to whether a decision “feels right” rather than rational analysis of data. When asked to explain their decisions retrospectively, students’ explanations differ from their actual decision-making processes – we’re not reliable informants about why we made certain choices.

    A 2015 meta-analysis by Chernev, Böckenholt, and Goodman in the Journal of Consumer Psychology identified the conditions under which choice overload occurs – it’s moderated by choice set complexity, decision task difficulty, and individual differences in decision-making style. Working memory capacity limits humans to processing approximately seven items simultaneously. When options exceed this cognitive threshold, students experience decision paralysis.

    Maximiser students (those seeking the absolute best option) make objectively better decisions but feel significantly worse about them. They selected jobs with 20 per cent higher salaries yet felt less satisfied, more stressed, frustrated, anxious, and regretful than satisficers (those accepting “good enough”). For UK applicants facing tens of thousands of courses, maximisers face a nearly impossible optimisation problem, leading to chronic second-guessing and regret.

    The equality dimension is especially stark. Bailey, Jaggars, and Jenkins’s research found that students in “cafeteria college” systems with abundant disconnected choices “often have difficulty navigating these choices and end up making poor decisions about what programme to enter, what courses to take, and when to seek help.” Only 30 per cent completed three-year degrees within three years.

    First-generation students, students from lower socioeconomic backgrounds, and students of colour are systematically disadvantaged by overwhelming choice because they lack the cultural capital and family knowledge to navigate it effectively.

    The problem once in

    But if unlimited choice at entry is a cognitive overload problem, what happens once students enrol should balance that with flexibility and breadth. Students gain expertise, develop clearer goals, and should have more autonomy to explore and specialise as they progress.

    Except that’s not what’s happening. Financial pressures across the sector are driving institutions to reduce module offerings – exactly when research suggests students need more flexibility, not less.

    The Benefits of Hindsight research on graduate regret says it all. A sizeable share of applicants later wish they’d chosen differently – not usually to avoid higher education, but to pick a different subject or provider. The regret grows once graduates hit the labour market.

    Many students who felt mismatched would have liked to change course or university once enrolled – about three in five undergraduates and nearly two in three graduates among those expressing regret – but didn’t, often because they didn’t know how, thought it was too late, or feared the cost and disruption.

    The report argues there’s “inherent rigidity” in UK provision – a presumption that the initial choice should stick despite evolving interests, new information, and labour-market realities. Students described courses being less practical or less aligned to work than expected, or modules being withdrawn as finances tightened. That dynamic narrows options precisely when students are learning what they do and don’t want.

    Career options become the dominant reason graduates cite for wishing they’d chosen differently. But that’s not because they lacked earnings data at 17. It’s because their interests evolved, they discovered new fields, labour market signals changed, and the rigid structure gave them no way to pivot without starting again.

    The Competition and Markets Authority now explicitly identifies as misleading actions “where an HE provider gives a misleading impression about the number of optional modules that will be available.” Students have contractual rights to the module catalogue promised during recruitment. Yet redundancy rounds repeatedly reduce the size and scope of optional module catalogues for students who remain.

    There’s also an emerging consensus from the research on what actually works for module choice. An LSE analysis found that adding core modules within the home department was associated with higher satisfaction, whereas mandatory modules outside the home department depressed it. Students want depth and coherence in their chosen subject. They also value autonomous choice over breadth options.

    Research repeatedly shows that elective modules are evaluated more positively than required ones (autonomy effects), and interdisciplinary breadth is associated with stronger cross-disciplinary skills and higher post-HE earnings when it’s purposeful and scaffolded.

    What would actually work

    So what does this all suggest?

    As I’ve discussed on the site before, at the University of Helsinki – Finland’s flagship institution with 40,000 students – there’s 32 undergraduate programmes. Within each programme, students must take 90 ECTS credits in their major subject, but the other 75 ECTS credits must come from other programmes’ modules. That’s 42 per cent of the degree as mandatory breadth, but students choose which modules from clear disciplinary categories.

    The structure is simple – six five-credit introductory courses in your subject, then 60 credits of intermediate study with substantial module choice, including proseminars, thesis work, and electives. Add 15 credits for general studies (study planning, digital skills, communication), and you’ve got a degree. The two “modules” (what we’d call stages) get a single grade each on a one-to-five scale, producing a simple, legible transcript.

    Helsinki runs this on a 22.2 to one staff-student ratio, significantly worse than the UK average, after Finland faced €500 million in higher education cuts. It’s not lavishly resourced – it’s structurally efficient.

    Maynooth University in Ireland reduced CAO (their UCAS) entry routes from about 50 to roughly 20 specifically to “ease choice and deflate points inflation.” Students can start with up to four subjects in year one, then move to single major, double major, or major with minor. Switching options are kept open through first year. It’s progressive specialisation – broad exploration early when students have least context, increasing focus as they develop expertise.

    Also elsewhere on the site, Técnico in Lisbon – the engineering and technology faculty of the University of Lisbon – rationalised to 18 undergraduate courses following a student-led reform process. Those 18 courses contain hundreds of what the UK system would call “courses” via module combinations, but without the administrative overhead. They require nine ECTS credits (of 180) in social sciences and humanities for all engineering programmes because “engineers need to be equipped not just to build systems, but to understand the societies they shape.”

    Crucially, students themselves pushed for this structure. They conducted structured interviews, staged debates, and developed reform positions. They wanted shared first years, fewer concurrent modules to reduce cognitive load, more active learning methods, and more curricular flexibility including free electives and minors.

    The University of Vilnius allows up to 25 per cent of the degree as “individual studies” – but it’s structured into clear categories – minors (30 to 60 credits in a secondary field, potentially leading to double diploma), languages (20-plus options with specific registration windows), interdisciplinary modules (curated themes), and cross-institution courses (formal cooperation with arts and music academies). Not unlimited chaos, just structured exploration within categorical choices.

    What all these models share is a recognition that you can have both depth and breadth, structure and flexibility, coherence and exploration – if you design programmes properly. You need roughly 60 to 70 per cent core pathway in the major for depth and satisfaction, 20 to 30 per cent guided electives organised into three to five clear categories per decision point, and maybe 10 to 15 per cent completely free electives.

    The UK’s subject benchmark statements, if properly refreshed (and consolidated down a bit) could provide the regulatory infrastructure for it all. Australia undertook a version of this in 2010 through their Learning and Teaching Academic Standards project, which defined threshold learning outcomes for major discipline groupings through extensive sector consultation (over 420 meetings with more than 6,100 attendees). Those TLOs now underpin TEQSA’s quality regime and enable programme-level approval while protecting autonomy.

    Bigger programmes, better choice

    The white paper’s information provision agenda isn’t wrong – it’s just addressing the wrong problem at the wrong end of the process. Publishing earnings data doesn’t solve cognitive overload from tens of thousands of courses, quality ratings don’t help students whose interests evolve and who need flexibility to pivot, and historic entry grades don’t fix the rigidity that manufactures regret.

    What would actually help is structural reform that the international evidence consistently supports – consolidation to roughly 20 to 40 programmes per institution (aligned with subject benchmark statement areas), with substantial protected module choice within those programmes, organised into clear categories like minors, languages, and interdisciplinary options.

    Some of those groups of individual modules might struggle to recruit if they were whole courses – think music and languages. They may well (and across Europe, do) sustain research-active academics if they could exist in broader structures. Fewer, clearer programmes at entry when students have least context, and more, structured flexibility during the degree when students have expertise to choose wisely.

    The efficiency argument is real – maintaining thousands of separate course codes, each with approval processes, quality assurance, marketing materials, and UCAS coordination is absurd overhead for what’s often just different permutations of the same modules. See also hundreds of “programme leaders” each having to be chased to fill a form in.

    Fewer programme directors with more module convenors beneath them is far more rational. And crucially, modules serve multiple student populations (what other systems would call majors and minors, and students taking breadth from elsewhere), making specialist provision viable even with smaller cohorts.

    The equality case is compelling – guided pathways with structured choice demonstrably improve outcomes for first-in-family students, students of colour, and low-income students, populations that regulators are charged with protecting. If current choice architecture systematically disadvantages exactly these students, that’s not pedagogical preference – it’s a regulatory failure.

    And the evidence on what students actually want once enrolled validates it all – they value depth in their chosen subject, they want autonomous choice over breadth options (not forced generic modules), they benefit from interdisciplinary exposure when it’s purposeful, and they need flexibility to correct course when their goals evolve.

    The white paper could have engaged with any of this. Instead, we get promises to publish more data on UCAS. It’s more Spotify features when what students need is a curated record collection and the freedom to build their own mixtape once they know what they actually like.

    What little reform is coming is informed by the assumption that if students just had better search filters, unlimited streaming would finally work. It won’t.

    This fall, some 19 million undergraduates returned to U.S. campuses with a long-held expectation: Graduate, land an entry-level job, climb the career ladder. That formula is breaking down.  

    Once reliable gateway jobs for college graduates in industries like finance, consulting and journalism have tightened requirements. Many entry-level job postings that previously provided initial working experience for college graduates now require two to three years of prior experience, while AI, a recent analysis concluded, “snaps up good entry-level tasks,” especially routine work like drafting memos, preparing spreadsheets and summarizing research.  

    Without these proving grounds, new hires lose chances to build skills by doing. And the demand for work experience that potential workers don’t have creates an experience gap for new job seekers. Once stepping-stones, entry-level positions increasingly resemble mid-career jobs. 

    No doubt AI is and will continue to reshape work in general and entry-level jobs in particular in expected and unexpected ways. But we are not doomed to what some call an “AI job apocalypse” or a “white-collar bloodbath” that leads to mass unemployment. There are practical solutions to the experience gap problem when it comes to education and training programs. These include earn-and-learn models and other innovative public and private employer partnerships that build into their approaches opportunities for young people to gain valuable work experience.

    Before I describe these potential solutions, here is more information on how I see the problem.  

    The Federal Reserve Bank of New York reported that in March 2025, the unemployment rate for college graduates ages 22 to 27 was 5.7 percent, compared to an overall unemployment rate of 4.0 percent. Other than the temporary pandemic-related spike in 2021, that was the highest unemployment rate for new grads since 2014. More recently, the Fed’s August 2025 unemployment rate for recent college graduates was 1 percentage point higher than its overall unemployment rate of 4.3 percent.  

    The experience gap phenomenon is not limited to the tech sector. In 2019, 61 percent of AI-related job postings were in the information technology and computer science sector, with 39 percent in non-tech sectors, labor analytics from Lightcast show. By 2024, the majority (51 percent versus 49 percent) of AI-related job postings were outside the tech sector. 

    The cumulative effect of all this is apparent. The hollowing out of entry-level work stalls mobility across the labor market, leaving many college graduates stranded before their careers can even begin. Moreover, these changes cut to the core of higher education’s promise.  

    If graduates can’t secure meaningful jobs, confidence in higher ed falters — one reason why it should come as no surprise that 56 percent of Americans think earning a four-year degree is not worth the cost, a March 2023 Wall Street Journal-NORC poll found, compared with 42 percent who think it is, a new low in a poll first administered in 2013. Skepticism was predominant among those ages 18 to 34, and college degree holders were among those most skeptical.

    The collapse of entry-level jobs isn’t just a cyclical downturn. It’s a structural shift. Left unchecked, this dynamic will deepen inequality, slow social mobility and further undermine faith in higher education. 

    As I’ve said, solutions exist. Here are five that I believe in: 

    Apprenticeships and other earn-and-learn models: Earn-and-learn apprenticeships are a promising, direct solution to the experience gap. They combine paid work with structured training and provide years of experience to college students in those jobs. Sectors from tech to health care are experimenting with this model, examples of which include registered apprenticeships, youth apprenticeships, pre-apprenticeships and apprenticeship degrees that allow individuals to pursue a degree while they work in an apprenticeship. 

    Skills-based hiring and alternative credentials: Initiatives such as skills-first hiring by major employers like IBM, Google and Apple aim to evaluate candidates based on their competencies rather than their degrees. Microcredentials, industry certificates and portfolios can serve as verifiable signals of skills gained through alternative training routes. 

    Stronger college and employer partnerships: Colleges can (and should) embed work-based learning into curricula through co-op programs, project-based courses and partnerships with local industries. Northeastern University and Drexel have long pioneered this model. And others, such as Western Governors University and Southern New Hampshire University, are using online learning to advance this approach. Scaling this solution could help close the experience gap. 

    Policy innovations: Governments can play a role by giving incentives to companies to create early career opportunities. Workforce Pell, recently enacted in President Trump’s One Big Beautiful Bill Act, expands financial aid to use for short-term training programs, opening new pathways for students who may not be pursuing traditional degrees. Tax credits for apprenticeship sponsors and funding for regional workforce hubs could further expand opportunities. 

    Reimagining internships: Expanding access to paid internships — especially for first-generation and low-income students — could democratize the attainment of experience. Philanthropies and local governments could underwrite stipends to ensure that opportunity isn’t reserved for the affluent who can afford unpaid internships or have social networks that connect them to these opportunities. 

    The challenge presented by this troubling experience gap is urgent. Today’s students deserve a college experience and a labor market in which education and effort still translate into opportunity.

    Trump administration cuts canceled this college student’s career start in politics

    Christopher Cade wants to be president someday. His inspiration largely comes from family members, who have been involved in local politics and activism since long before he was born. But policies from the Trump administration and the Ohio Legislature are complicating his college experience — and his plans to become a politician.

    Cade is a student at Ohio State University double-majoring in public policy analysis and political science with a focus on American political theory. He recalls his maternal grandmother, Maude Hill — who had a large hand in raising him — talking to him about her involvement in the Civil Rights Movement. She also worked at Columbus, Ohio-based affordable housing development nonprofit, Homeport, and has gone to Capitol Hill to speak with the state delegation multiple times. His dad is the senior vice president of the housing choice voucher program at the Columbus Metropolitan Housing Authority, and his older brother has a degree in political science and is interested in social justice advocacy work, Cade said. Last fall, his first on campus, Cade began applying to opportunities to bolster his resume for a future career in politics.

    The now 19-year-old secured an internship with the U.S. Department of Transportation and a work-study job on campus in the university’s Office of Diversity and Inclusion. But the federal opportunity was scrapped when the Trump administration imposed a hiring freeze and budget cuts. His campus job ended when the university announced it would “sunset” the diversity office in response to federal and state anti-diversity, equity and inclusion orders and actions, according to Cade.

    The work-study position was with the university’s Bell National Resource Center on the African American Male, which was founded to support Black men to stay in college. It’s a cause he was excited about. 

    “I would help order food or speak with students or do interviews,” said Cade. “I developed a good 20 different programs for the next year.” 

    In February, when the university announced it was closing the office, “I was like, ‘Well, so six months of work just for no reason,’” he said.

    OSU President Ted Carter released a statement on Feb. 27 saying the closure of the Office of Diversity and Inclusion was a response to both state and federal actions regarding DEI in public education. The move eliminated 17 staff positions, not including student roles, the university said. Programming and services provided by the Office of Student Life’s Center for Belonging and Social Change were also scrapped. 

    The change came before the Trump administration’s initial deadline for complying with a memo that threatened to cut funding for public colleges and universities, as well as K-12 schools, that offer DEI programs and initiatives. In March, the administration announced that OSU was one of roughly 50 universities under federal investigation for allegedly discriminating against white and Asian students in graduate admissions. Additionally, Ohio Gov. Mike DeWine signed legislation in March banning DEI programs in the state’s public colleges and universities. The legislation went into effect in June.

    Before the DEI office closed, Cade said, “I felt so heard and seen.” He’d attended a private, predominantly white, Catholic high school, he said. “It was not a place that supported me culturally and helped me understand more about who I am and my Blackness,” he recalled. At the university, though, “the programming we had throughout the year [was] about how to change the narrative on who a Black man is and what it means when you go out here and interact with people.

    “And then for them to close down all these programs, that essentially told me that I wasn’t cared about.”

    After the February announcement, students pushed back, organizing protests and a sit-in at the student union. But eventually, those efforts quieted.

    Cade says students felt like there was a “cloud of darkness” hanging over them. But he also thought of his Office of Diversity and Inclusion coworkers, some of whom had spent decades working there, helping students. In particular he thought of his former colleague Chila Thomas, who celebrated her fifth anniversary last year as the executive director of the Young Scholars Program. That program, which helps low-income aspiring first-generation college students get to and through college, was one of several of the office’s programs that will continue. The day after Carter’s announcement, she and others in the office spent time giving students space to talk through their feelings, despite the uncertainties surrounding their own employment, Cade said.

    Since the university crackdown on DEI, Cade said he’s experienced more discomfort on campus, even outright racism. He says he was approached by a white person who said, “I’m so glad they’re getting rid of DEI” and spit on his shoe and used a racial slur.  

    “I don’t know how that could ever be acceptable to anyone, but that was [when] a flip switched in my head,” Cade said. “I couldn’t sit down and be sad and silent. I had to stand up and make change.”

    In March, he traveled with other students to Washington, D.C., as part of the Undergraduate Student Government’s Governmental Relations Committee. They met with Ohio Rep. Troy Balderson and an aide, along with staffers from the offices of fellow Ohio lawmakers Sen. Bernie Moreno and Rep. Joyce Beatty, to discuss college affordability, DEI policies and the federal hiring freeze. Cade says he described how he was affected by the U.S. Department of Transportation canceling his internship.

    In Carter’s announcement, he stated that all student employees would be “offered alternative jobs at the university,” but Cade said during a meeting with Office of Diversity and Inclusion student employees, an OSU dean clarified that they would have to apply for new opportunities. With the policy changes meaning there were fewer work-study roles and more students in need of jobs, Cade saw the market as increasingly competitive, and he began to job hunt elsewhere. This summer he secured work with the Ohio Department of Transportation as a communications and policy intern. In October he began an intake assistant role in the Office of Civil Rights Compliance at the university. (Ohio State Director of Media and PR Chris Booker told Teen Vogue that the school could not comment on the experiences of individual students but that “all student employees and graduate associates impacted by these program changes were offered the opportunity to pursue transitioning into alternative positions at the university, as well as support in navigating that change.”)

    Although he was drawn to OSU for the John Glenn College of Public Affairs’ master’s program, Cade says he might have reconsidered schools had he known that the university would bend to lawmakers’ anti-DEI efforts. While he’s concerned about how education-related legislation and policies may continue to affect his college experience, he worries most about some of his peers. College is already so hard to navigate for so many young people, said Cade. “And this is just another thing that says, ‘Oh yeah, this isn’t for me.’”
