    As momentum grows for registered teacher apprenticeships nationwide, advocates fear federal support for the workforce model is starting to wane.

    Those concerns stem from the U.S. Department of Labor’s cancellation this month of a $12 million contract to support states and districts in rolling out their own registered educator apprenticeships. Specifically, the DOL contract funded the Educator Registered Apprenticeship Intermediary initiative, awarded to RTI International, a nonprofit research institution.

    As of July 2023, DOL had funded registered apprenticeship intermediaries across industries ranging from early childhood education and healthcare to information technology and cybersecurity to accelerate the growth of apprenticeships nationwide.

    It’s still unclear why DOL severed the ERA contract, and the department did not respond to a request to comment.

    The workforce model has gained particular popularity among school districts and states as a way to address teacher shortages in critical areas, as it allows them to pay new educators as they work in classrooms under veteran teachers’ mentorship and earn teaching degrees or credentials. 

    Between 2022 and 2024, the number of participating states offering registered teacher apprenticeship programs surged from 3 to 47. On top of that, DOL data reveals the total number of teacher apprentices rose from 356 to 3,884 between fiscal years 2022 and 2025.

    In a May 16 letter to U.S. Labor Secretary Lori Chavez-DeRemer, a group of universities, school districts, advocacy organizations and nonprofits called for the department to reconsider its decision to cancel the ERA contract. The letter also noted that “the growth and scale” of educator registered apprenticeship programs “would not have been possible without the support of the ERA contract,” which was awarded in July 2023. 

    Through the five-year contract, RTI has provided states and districts with free technical assistance to implement and design their own registered teacher apprenticeship programs. This support is also “paramount” for efforts to develop national standards for registered apprenticeships in education, the groups wrote in their letter. 

    “The sudden termination of this work will significantly halt meaningful progress and disrupt services that states and districts depend on to address urgent workforce needs,” the groups wrote. “We respectfully request that the Department restore the work within this administration’s priorities or identify an alternate pathway for this critical work to continue.”

    Additionally, the group wrote that without the DOL funds, the quality of programs could worsen, administrative burden could grow for states and districts, and the department’s broader workforce priorities could slow down. 

    Supporters of registered teacher apprenticeship programs have also said the contract’s cancellation conflicts with the Trump administration’s push to establish 1 million new active apprentices. When President Donald Trump signed an executive order to “protect and strengthen” registered apprenticeships, advocates for the workforce model in education were initially optimistic.

    Teacher apprenticeships are also a strong example of successfully giving local control to schools, said Amaya Garcia, director of pre-K-12 research and practice at New America, which partnered with RTI in implementing the ERA contract. 

    As Trump continues to call for the dismantling of the U.S. Department of Education, Garcia said, “it’s a little ironic that an administration that claims to want to bring education back in the hands of the states is pulling back on supporting states from essentially doing just that.”

    The letter sent to Chavez-DeRemer said that the contract represents a bipartisan strategy to bolster the education workforce and address the “nonpartisan need for qualified educators.”

    A new report by Studocu highlights the U.S. colleges investing most heavily in academic and student services and explores whether that support is linked to graduation outcomes.

    Drawing on the most recent fiscal year data from IPEDS (2023), the study found a positive relationship between support spending and graduation rates, suggesting that per-student spending on departments which directly support student learning and wellbeing improve outcomes.

    The analysis covered over 1,000 degree-granting institutions across the United States, each enrolling more than 100 undergraduate students. Financial data was compared against graduation rates to uncover trends in institutional spending.

    The findings show that top-tier schools like Yale, Harvard, and MIT spend significantly more per student than the national average:

    When comparing graduation rates to institutional spending, the study found:

    • A 0.259 correlation between academic support spending and graduation rates
    • A 0.23 correlation between student services spending and graduation rates

    While the correlations indicate a positive relationship between support spending and graduation rates, it’s important to note that other factors also play a role.

    However, the findings still suggest that well-funded student support services may provide meaningful benefits especially for students who might otherwise might have failed.

    Faculty Survey Shows Need for Digital Accessibility Support

    The U.S. Department of Justice introduced the Americans With Disabilities Act final rule for digital accessibility in 2024, requiring public colleges and universities to follow Web Content Accessibility Guidelines for ensuring that online programs, services and activities are accessible. These laws require institutions to update inaccessible documents and ensure new content follows accessibility requirements.

    A recent survey by Anthology found that faculty members feel they lack sufficient support and access to resources to create an accessible online classroom environment, and they have a general lack of awareness of new ADA requirements.

    Anthology’s survey—which included responses from 2,058 instructors at two- and four-year colleges and universities across the U.S.—highlights a need for professional development and institutional resources to help faculty meet students’ needs.

    Supporting student success: Expanding accessibility isn’t just mandated by law; it has powerful implications for student retention and graduation outcomes.

    Approximately one in five college students has a disability, up 10 percentage points from the previous decade, according to 2024 data from the U.S. Government Accountability Office. A majority of those students have a behavioral or emotional disability, such as attention deficit disorder, or a mental, emotional or psychiatric condition.

    While a growing number of students with disabilities are enrolling in higher education, they are less likely than their peers without a disability to earn a degree or credential, due in part to the lack of accessibility or accommodations on campus.

    Survey says: Only 10 percent of faculty believe their institution provides “absolutely adequate” tools to support students with disabilities, and 22 percent say they consider accessibility when designing course materials.

    Instructors are largely unaware of the ADA’s Web Content Accessibility Guidelines; one-third of survey respondents said they are “not at all” aware of the requirements, and 45 percent said they were aware but “unclear on the details.”

    When asked about the barriers to making course content accessible, faculty members pointed to a lack of training (29 percent), lack of time (28 percent) and limited knowledge of available tools (27 percent) as the primary obstacles.

    A lack of awareness among faculty members can hinder student use of supports as well. A 2023 survey found that only about half of college students are aware of accessibility and disability services, though 96 percent of college staff members said the resources are available.

    In Anthology’s survey, 17 percent of instructors said they were unaware of what tools their institution provides to help students access coursework in different formats, and 30 percent said they were aware but didn’t share information with students.

    Less experienced faculty members were more likely to say they haven’t considered accessibility or were unaware of ADA requirements; one-third of respondents with fewer than two years of teaching experience indicated they rarely or never consider accessibility when creating materials.

    One in four faculty members indicated more training on best practices would help them make their digital content more accessible, as would having the time to update and review course materials.

    Improving accessibility: Some colleges and universities are taking action to empower faculty members to increase accessibility in the classroom and beyond.

    • The University of North Dakota in spring 2023 created an assistive technology lab, which trains faculty and staff members to make course resources accessible. The lab, led by the university’s Teaching Transformation and Development Academy, offers access to tech tools such as Adobe Acrobat Pro and the screen-reader software Job Access with Speech, for course content development. Lab staff also teach universal design principles and conduct course reviews, as needed.
    • The State University of New York system created the SUNY Accessibility Advocates and Allies Faculty Fellowship program in January, designating 11 fellows from across the system to expand digital accessibility and universal design for learning practices at system colleges. Fellows will explore strategies to build a culture of access, share expertise and experience, connect with communities of practice, and design a plan to engage their campus community, among other responsibilities.
    • The University of Iowa built a new digital hub for accessibility-related resources and information, providing a one-stop shop for campus members looking for support. The university is also soliciting questions from users to build out a regularly updated FAQ section of the website. Iowa has a designated Accessibility Task Force with 10 subcommittees that address various applications of accessibility needs, including within athletics, communication, health care, student life and teaching.
    • Colorado State University has taken several steps to improve community compliance for accessibility, including offering free access to Siteimprove, a web-accessibility assessment tool that helps website developers and content managers meet accessibility standards and improve digital user experience. Siteimprove offers training resources to keep users engaged in best practices, as well as templates for creating content, according to CSU’s website. The university also has an accessibility framework to help faculty members bring electronic materials into compliance.

    Lessons from innovating in our student support model

    Over the last ten years – and particularly since the pandemic – the complexity of student wellbeing issues in higher education has increased significantly. It became clear to us at the University of Exeter that the traditional model of academic tutoring alone was no longer sufficient to meet the needs of our students.

    Like many other higher education institutions, we had long utilised an academic support model where most academic staff were allocated groups of tutees to provide both academic and pastoral support alongside a range of professional services in areas such as welfare, wellbeing, accessibility and financial support. Our review and research into higher education institutions best practice – both in the UK and internationally, and drawing on approaches from schools and further education providers, identified a clear need for dedicated expertise to provide pastoral support at Exeter.

    This led to the development of our Pastoral Mentor model, which we began piloting in autumn 2023. By 1 August 2025, we will have rolled out Pastoral Mentors to every department. Our model was described briefly in Wonkhe last year but you can also read more about it in the Journal of Learning Development in Higher Education. In summary, Pastoral Mentors are dedicated, non-teaching student support staff embedded in departments, serving as a friendly first point of contact for students facing challenges affecting their studies. They proactively reach out to students based on engagement and attainment data, offer a non-judgmental space for conversations, and connect students with specialist support services as needed. Our pastoral mentors work closely with discipline based staff and wider support services to identify the best way to assist students and ensure that the help they need is connected and timely.

    Lessons from transformation

    While institutions will adopt different approaches to student support, in this piece we reflect on what we’ve learned from implementing institutional change at Exeter, and share the key principles which underpin our model – offering insights we hope will be useful for others working in this space.

    Early identification is key. The earlier students identify they are struggling the easier it is to provide support and put remedies in place. Often, the causes of student failure and drop out begin as relatively low-level challenges, but these can escalate over time – non-attendance leads to missed submissions, which in turn result in failed modules, referrals and potentially withdrawal. If we can identify students whose attendance pattern drops early and support them to get back into the classroom, we can mitigate against many of these larger issues.

    Data is key to this. All institutions now hold large amounts of data on our students; attendance, engagement with the VLE, submissions, grades. We need to use this to support students and at Exeter we developed a bespoke engagement dashboard to enable us to identify students who might be struggling.

    Clear lines of responsibility are vital. It’s no good having access to data if it’s not clear who is going to act on it. Our Pastoral Mentors are responsible for using the engagement dashboard to identify students of concern and do the initial reach out. They then are responsible for linking students who require more specialist support with the correct service, not just telling the student who to contact but in some cases making that contact for them or following up with the student later to ensure they have accessed the support they need. It’s vital that students don’t slip through the net – whether because no one acts on the data or because they fall unnoticed between services.

    Clear escalation processes need to be established. It’s critical to have a clear understanding of where one person’s responsibility ends and when a student should be confidently referred to a specialist. We’ve developed well-defined escalation processes so that our Pastoral Mentors don’t feel pressured to take on issues beyond their expertise and remit, and to ensure we make full use of the specialist staff elsewhere in the institution – helping to maintain the integrity of the overall support ecosystem.

    Presence is a must. Early feedback from our students’ union and students’ guild highlighted the importance of face-to-face, named support, with students finding it easier to seek help from someone they already know. Our Pastoral Mentors are present in departments, they attend welcome and transition events, informal department gatherings and department social events for students. Students should know who the Pastoral Mentor is before they need help to facilitate that first conversation. As a core part of the education team, Pastoral Mentors also become specialists in the rhythm and challenges of the discipline and can thus provide contextualised support and advice relevant to the students’ programme.

    Clarity of message for students is essential. Students are often put off seeking support because they fear disciplinary or fitness to study processes, in particular international students sometimes do not seek support from traditional academic tutors because they do not want to disclose problems to those teaching them or marking their work. Our Pastoral Mentors aim to decouple support from formalised processes around unsatisfactory progress or visa compliance and rather focus on reaching out compassionately, emphasising the importance of a students’ wellbeing and success. Students have reported that this enhanced their sense of belonging and mattering, making it easier to seek support early.

    Supporting colleagues through change

    Institutional change is never easy and while many staff recognise the need to enhance our student support offer to students, it remains an emotive issue. Some departments embraced the new model from the outset, while others found the transition more difficult. There’s never “enough” evidence, particularly when the change you are implementing is both transformative and innovative.

    As academics we often spend a lot of time seeking and compiling evidence to support a theory, but sometimes we have to be brave enough to enact change because it’s the right thing to do and have confidence that we can bring people along over time. If everyone waits for the evidence from others, innovation will never happen. We have found that co-creation is powerful; in order to address the “evidence” challenge, we had to deploy compassion and communication rather than additional data.

    We have to meet colleagues where their concerns lie, not t diminish those concerns but to listen to and recognise both the opportunities and risks associated with change. At Exeter, we adopted a phased co-creation model for our Pastoral Mentor approach, being open with departments that we didn’t have all the answers upfront and that we needed to work together to meet students’ needs. Through this iterative approach we were able to take all our departments with us at a pace that suited them and subsequent feedback on the roll out has been overwhelmingly positive.

    Student support is an emotive area, and it’s important to recognise existing best practice alongside the benefits of change. While we should acknowledge the great work many have done and continue to do, it is also important to recognise the pressure providing pastoral support can put on colleagues. We were keen to ensure that specialising support wasn’t seen as a criticism but a way to relieve pressure on colleagues and ensure more sustainable support for our whole community.

    About three in five college students experienced some level of basic needs insecurity during the 2024 calendar year, according to survey data from Trellis Strategies. Over half (58 percent) of respondents said they experienced one or more forms of basic needs insecurity in the past 12 months.

    Student financial challenges can negatively impact academic achievement and students’ ability to remain enrolled. About 57 percent of students said they’ve had to choose between college expenses and basic needs, according to a 2024 report from Ellucian.

    While a growing number of colleges and universities are expanding support for basic needs resource centers—driven in part by state legislation that requires more accommodations for students in peril—not every campus dedicates funds to the centers. A 2024 survey by Swipe Out Hunger found that of 300-plus campus pantries, two in five were funded primarily through donations. Only 5 percent of food pantries had a dedicated budget from their institution as a primary source of funding.

    Inside Higher Ed compiled four examples of institutions that are considering new or innovative ways to address students’ financial wellbeing and basic needs on campus.

    Penn State University—School Supplies for Student Success

    Previous research shows that when students have their relevant course materials provided on day one, they are more likely to pass their classes and succeed. Penn State’s Chaiken Center for Student Success launched a School Supplies for Student Success program that offers learners access to free supplies, including notebooks, writing utensils and headphones, to help them stay on track academically.

    Students are able to visit the student success center on the University Park campus every two weeks to acquire items, which are also available at two other locations on campus. Learners attending Penn State Altoona and Penn State Hazleton can visit their respective student success center for supplies, as well.

    The program is funded by a Barnes & Noble College Grant program and is sustained through physical and monetary donations from the university community.

    Massachusetts College of Liberal Arts—Essential Needs Center

    The Essential Needs Center was developed from a Service Leadership Capstone course, which required students to complete a community-based service project. One group of students explored rates of basic needs insecurity and established a food pantry to remedy hunger on campus.

    “The program started as a drawer at my desk,” said Spencer Moser, assistant dean for Student Growth and Wellbeing, who taught the course. “Then it grew to fill a shelving unit, a closet and eventually its own space on campus.”

    The center, now a one-stop shop for basic needs support on campus, provides students with small appliances, storage containers, personal care items and seasonal clothing, as well as resources to address housing and transportation needs, including emergency funding grants. Students can also apply for a “basic needs bundle” to select specific items they may require.

    Paid student employees maintain the center but it’s also left “unstaffed” at some hours to address the stigma of seeking help for basic supplies. Between November 2023 and January 2025, over 1,300 students engaged with the center.

    University of New Hampshire—Financial Wellness

    A lack of financial stability can also have a negative impact on student thriving and success. To support students’ learning and financial wellbeing, the University of New Hampshire created an online digital hub that provides links to a budget worksheet, financial wellness self-evaluation, college cost calculator and loan simulator.

    Students can also schedule an appointment to talk with an educator to discuss financial wellness or engage in a financial wellness workshop.

    Roxbury Community College—the Rox Box

    Most colleges operate on an academic calendar, with available hours and resources falling when class is in session. Roxbury Community College in Massachusetts launched a new initiative in winter 2023 to ensure students who were off campus for winter break didn’t experience food insecurity.

    Before the break, staff at the college’s food pantry, the Rox Box, handed out Stop & Shop gift cards and grab-and-go meals, as well as a list of local places students could visit for meals over break.

    Sarah Osofsky returned to school last year to earn her master’s degree in social work, hoping to give back to her community and find a job that would pay enough to survive Hawaiʻi’s high cost of living.

    Now, less than two weeks away from graduation, the mother of two is struggling to find a position that can sustain her family.

    Most social work jobs she’s seen in recent months offer salaries of $60,000 or less — enough to disqualify her from safety net programs like food stamps, but not enough to comfortably provide for her kids. She’s considered moving back to California where she has family who could support her, but she wants to stay in Hawaiʻi so her children can be near their dad.

    “What I’m balancing right now is, do I take a low, low paying job that then I’ll qualify for services like food stamps and Medicaid,” Osofsky said, “or do I hold out and try to find those few and far between really good jobs that will make enough so I don’t qualify but I don’t need it.”

    Osofsky’s struggle is a familiar one for working families in Hawaiʻi. In 2024, nearly 30% of Hawaiʻi households were living paycheck-to-paycheck and struggling to afford basic necessities like housing, child care and food, according to an annual count of the state’s ALICE families — an acronym for people who are asset limited, income constrained, and employed.

    Like Osofsky, roughly 40% of these families considered leaving the state over the past year, according to a study from Aloha United Way.

    While some reports indicate that more locals have been returning to Hawaiʻi in the last few years, the state’s high cost of living continues to drive some families away, straining the public education system and economy.

    Earlier this year, the Department of Education said its kindergarten enrollment dropped from 13,000 in 2019 to nearly 10,800 this year, citing estimates that 20% of people leaving Hawaiʻi are school-aged kids. The department is now starting the process of consolidating small schools, although it hasn’t yet identified which campuses are at risk of closure.

    A few years ago, state lawmakers grappling with the Covid-19 pandemic proposed a bold slate of reforms to improve the plight of working families: free school meals for all, universal access to preschool and paid family leave. But the state’s big plans for progress have resulted in incremental steps, and some families and advocates say change isn’t happening quickly enough.

    Lawmakers this session created a working group to study paid family leave but failed to turn the yearslong proposal into law. The state expanded eligibility for preschool tuition subsidies and funded preschool construction but failed to address the ongoing shortage of early learning educators. And Senate Bill 1300 — considered one of the biggest wins for students this year — expanded access to free school meals but stopped short of providing them for all kids.

    At the same time, uncertainty looms around the future of programs that rely on federal dollars to support working families, including school meals and early learning centers.

    Amid the upheaval, state lawmakers were hesitant to pass big spending measures this year, opting instead to set aside $200 million to help Hawaiʻi prepare for federal funding cuts. But some advocates say now is exactly the time for the state to make a bigger investment in families.

    “The state Legislature, and frankly, the counties, should be thinking, ‘Bad stuff is coming,’” said Deborah Zysman, executive director of Hawaiʻi Children’s Action Network. “We don’t quite know what yet, but we should be thinking about how to take care of our own people.”

    An Urgent Need For Child Care

    During the Covid-19 pandemic, Osofsky worried about the social development of her son, who was just turning 2 when lockdown restrictions began. But when he began attending the University of Hawaiʻi Mānoa Children’s Center later that year, Osofsky said, he received services for his speech delay and became comfortable making friends and recognizing letters.

    But paying for preschool was a challenge, Osofsky said. The Preschool Open Doors program provides a state subsidy to help cover tuition, but her son was ineligible when he started because the program only covered 4-year-olds at the time. The program expanded to include 3-year-olds last year.

    Hawaiʻi has pledged to offer preschool to all 3- and 4-year-olds by 2032. The Ready Keiki initiative, led by Lt. Gov. Sylvia Luke, currently estimates the state needs to add more than 330 classrooms in the next seven years to provide preschool to an additional 6,700 children.

    While lawmakers successfully expanded access to tuition subsidies and funded more preschool construction this year, progress toward the state’s ambitious goal has slowed on other fronts.

    One successful bill this session expands eligibility for preschool subsidies by including 2-year-olds and repealing the requirement that families must use the subsidy at a nationally accredited provider, which has created financial and administrative barriers for smaller programs in the past, Zysman said.

    But the Department of Human Services is on track to spend only $20 million of its $50 million budget for preschool subsidies this year, said Scott Morishige, administrator of the department’s Benefit, Employment and Support Services Division.

    To ramp up its spending, DHS is considering expanding the income eligibility to 500% of the federal poverty line. If DHS adopts the rules this summer, Morishige said, a family of four could make up to $184,000 annually and still be eligible for assistance, compared to the past income limit of $110,000.

    The state budget sets aside $20 million to build more public preschool classrooms over the next three years. The state plans on opening 25 public preschool classrooms this fall and an additional 25 classrooms the following year, far less than previous estimates that Hawaiʻi could build 40-50 classrooms annually.

    While the state would like to take a more aggressive approach to opening public preschool classrooms moving forward, Luke said, the Ready Keiki initiative is also relying on private providers and charter schools to help expand access. The state is starting larger construction projects, like standalone preschool centers, that could add seats more rapidly as they open in the next few years.

    “There is an urgency for us to open as many preschool seats as we can,” she said.

    But families’ demand for preschool could grow beyond what the state has anticipated if the federal government stops funding its own child care programs. Head Start, which relies on federal funding and serves roughly 2,800 children and pregnant mothers, is currently Hawaiʻi’s largest provider of early learning services, said Ryan Kusumoto, president and CEO of the nonprofit Parents And Children Together.

    The Trump administration has previously threatened to cut funding entirely for Head Start, although the most recent version of the federal budget keeps program funding intact. Some Hawaiʻi Head Start programs are still waiting to receive confirmation for next year’s funding, and the recent closure of some regional offices could create backlogs in awarding this money, said Ben Naki, president of the Head Start Association of Hawaiʻi.

    “There’s no existing infrastructure that can pick up those 2,800 kids,” Kusumoto said. “And we’re talking about kids who don’t have any other resources.”

    First Steps For Free Meals

    Since September, Christine Russo said paying for meals has become a greater challenge for her family as her twins joined her 10-year-old in attending school every day. She sets aside roughly $180 each month so her kids can purchase breakfast and lunch at school — a challenge for the public school teacher, whose husband is a retail store manager.

    Russo’s kids don’t qualify for free or reduced-price school meals, but she said her family could still benefit from the ongoing push to bring back a pandemic-era program that made meals free for all students.

    Lawmakers stopped short of funding a universal free meals program this year but took incremental steps by passing Senate Bill 1300. Starting next year, the state will provide free school meals to students who currently qualify for reduced-price lunch. The following year, eligibility for free school meals would be expanded to families making up to 300% of the federal poverty level, or roughly $110,000 for a family of four.

    The bill appropriates $565,000 to provide more free school meals next year and an additional $3.4 million for the program’s expansion the following year. More than 68,000 students in the Department of Education qualified for free meals this year, and 10,000 qualified for reduced-price meals.

    The bill also requires schools feed students who don’t have enough money to purchase lunch or already have meal debt. Students have accrued more than $105,000 in meal debt this school year, DOE communications director Nanea Ching said.

    At Castle High School, junior Tayli Kahoopii said she receives free meals, but some of her friends don’t qualify. When someone doesn’t have enough money in their account to purchase lunch, the register makes a buzzing sound — loud enough to embarrass students and, in one instance, deter Kahoopii’s friend from trying to purchase meals for a week.

    “On a daily basis, you see kids getting their food taken away, and there’s really nothing that they can do about it,” Kahoopii said, adding that it’s difficult for students to learn and focus when they don’t have access to food during the school day.

    Rep. Scot Matayoshi, who has introduced bills for the past three years proposing free school meals, said SB1300 is an important step. But he still plans on advocating for universal free school meals in the coming years, especially since it would reduce the administrative barriers schools and families face in determining who qualifies for free meals.

    Daniela Spoto, director of food equity at Hawaiʻi Appleseed, said providing all students with free school meals could also become more important with federal funding on the line. Proposed federal cuts to a program allowing schools in low-income areas to provide free meals to all children could impact 52 schools and more than 27,000 kids in Hawaiʻi, according to estimates from the Food Research and Action Center.

    “It should be a staple for our schools to have free school lunch,” said Castle junior Haliʻa Tom-Jardine, who will begin qualifying for free school meals next year. “It should be a right.”

    ‘Bad Things Are Coming’

    During the pandemic, people saw lawmakers step up and meet the needs of working families through federal initiatives like the child tax credit and free school meals, said Kayla Keehu-Alexander, vice president of community impact at Aloha United Way. Now, she said, state lawmakers need to do the same during times of uncertainty.

    “If we don’t start making some big policy changes around the cost of living, around housing, we could potentially be looking at a larger out-migration than we’ve had in the past,” she said.

    Hawaiʻi is already starting to see the possible impacts of out-migration on its schools and economy. While some people are coming back to Hawaiʻi to raise families, Keehu-Alexander said, it’s unclear if they’re joining the workforce in areas with the worst staffing shortages, like education or healthcare.

    Looking ahead to next year, Zysman said she would like to see a successful bill establishing paid family leave in Hawaiʻi, which would provide caregivers paid time off to care for their loved ones. Lawmakers have failed to pass a bill for several years, although they did approve a resolution last month establishing a working group that will study how to implement paid family leave over the next year.

    Zysman added that she’s concerned about the long-term impacts of the historic tax cut lawmakers passed last year. While she supports cuts that can make it more affordable for people to stay in Hawaiʻi, she said, she’s worried that tax breaks for the wealthiest will make it harder for the state to fund programs that can keep working families afloat.

    “In my gut, I feel like bad things are coming,” Zysman said, “and we should have acted more preemptively.”

    How Housing Support Programs Can Measure Student Development

    A large number of college students experience housing insecurity or homelessness, and finding suitable accommodations can be a challenge, particularly for those who attend colleges and universities that do not provide on-campus housing.

    The fall 2024 Student Financial Wellness Survey by Trellis Strategies found that 43 percent of all respondents experienced housing insecurity and 14 percent were homeless during the prior 12 months. Among two-year college respondents, 46 percent were housing insecure and 16 percent experienced homelessness in the previous year.

    Community colleges often lack the resources to directly address housing insecurity, so they rely on outside partnerships or housing assistance programs to accommodate students. For example, LaGuardia Community College partners with Airbnb to offer vouchers for short-term housing support for students. Tacoma Community College and the Tacoma Housing Authority co-created the College Housing Assistance Program, which subsidized housing costs for students experiencing homelessness until 2022.

    These programs often come with red tape that can make it difficult for a student to enroll in the program; for example, GPA or credit requirements can push vulnerable students out if the institution doesn’t think they’re making adequate progress.

    Alena A. Hairston, a professor at Fresno City College and doctoral student at Alliant International University, conducted a qualitative research project that evaluated student experience and engagement with housing assistance programs. Hairston found that while many students did not meet benchmarks for student success in the classroom, the experience contributed to their improved self-actualization, which can be a meaningful metric in student development.

    The background: To ensure students are persisting and making progress toward a degree, college-led assistance programs often require learners to meet baseline educational checkpoints, including being enrolled, achieving a certain GPA or meeting regularly with a staff member. Community partners may institute their own requirements, including drug- and alcohol-free living or payment of a deposit.

    If students don’t meet these requirements, they’re dropped, often without another option to continue their housing, which can be detrimental to their health and well-being. While failing to meet requirements can be a sign of student disinterest or lack of appreciation for the offerings, Hairston views stable housing as a foundational piece in student achievement and tied to the mission of community colleges.

    “If a student shows up to attend [and] to be a part of the collegiate process, that says desire, right?” Hairston said. “And the only requirement for admission [at community colleges] is a desire to learn, so we need to go with that as our mandate [to serve students].”

    Hairston wanted to understand how students accessed resources and the impact it had on their psychosocial development.

    The study: Hairston interviewed nine students who participated in housing assistance programs, led either by the college or an off-campus entity, in 2021. Students were between the ages of 18 and 47 and represented a variety of racial, ethnic and gender categories. All learners were enrolled at least part-time at a community college.

    Most respondents said they learned about housing programs through specific contacts, such as academic counselors for special programs including Extended Opportunity Programs, TRIO and the Puente Project, while others used the internet or other partners.

    While students appreciated the services, they faced logistical challenges that made the experience frustrating, such as a lack of notification or timely communication from staff members. One was in an unsafe area and roomed with an individual who used methamphetamine.

    Students said program requirements to maintain academic standing or health conditions (such as sobriety) were perceived as helpful, but in practice sometimes harmful and led to loss of housing. “As soon as you drop [below] a 2.0 or you drop nine units, they literally evict you,” one student shared. “Then you have an eviction on your record as well.”

    A few students said they gained personal life skills or were motivated to continue working toward academic and career goals. Others felt their citizenship status or racial and ethnic backgrounds impeded their housing placements or ability to access resources.

    In addition to finding secure housing, most participants utilized other campus, public and private services to pay for additional resources, including furniture, phone bills, laptops, bikes and mental health support.

    The COVID-19 pandemic created additional challenges for participants, such as job losses, the decline of support networks, moves, educational disruption and relapses into substance use.

    In conversations, students commented on how housing assistance motivated them to stay enrolled and allowed them to prioritize other elements of their lives, including mental health care and caregiving responsibilities.

    “The program [helped me with] a lot of psychological things like digging into yourself and figuring out the root problems that keep causing me to drink,” a study participant shared. “So I got to unburden a lot of my little demons.”

    Lessons learned: Based on her conversations with students, Hairston recommends policymakers tie self-actualization and personal growth to efficacy metrics to understand the value of these programs and improve students’ self-reflection on their progress and achievement.

    One possibility would be to measure student success on a yearlong basis, rather than term by term. Some learners returning to higher education may need counseling or struggle with the rigor of their coursework, resulting in poor academic performance in their first term back.

    Instead of weighing GPA or credits completed as the most important factors for student eligibility, Hairston advocates for a greater emphasis on self-efficacy and personal growth, perhaps delivered through a self-diagnostic at the start and end of the term or a regular self-study to track learning and the challenging circumstances they encountered. This also creates opportunities for checking in on students during the term to ensure that they’re not falling behind without support, Hairston said.

    Program participants should also be paired with counselors who are trained in trauma-informed care and academic counseling, Hairston said. Ensuring a welcoming atmosphere for services, program information and resources can reduce barriers to access and promote thriving.

    How does UK research support Government’s five missions, and should universities align with them?

    Earlier this year, HEPI, with support from global information analytics company Elsevier, hosted a roundtable dinner on how UK research and innovation should support the government’s five missions.

    This blog considers some of the themes that emerged from that discussion.

    The Labour government has made clear that five missions drive its decisions on policy. These are: kickstarting economic growth, an NHS fit for the future, safer streets, breaking down barriers to opportunity and making Britain a clean energy superpower. In October 2024, it announced a £25 million R&D Missions Programme to address specific challenges involved in meeting these missions and to help turn scientific advances into real-world benefits.

    How well do the UK’s research strengths already map to the missions, and how much capacity exists to do more? For global information analytics company Elsevier, this was worth interrogating. It set to work, drawing on its Scopus database of research publications and the Overton index of policy documents, clustering papers into topics and using artificial intelligence and large language models to link them to the missions.

    This allowed it to track what share of UK research carried out between 2019 and 2023 relates to the missions the government has identified and how this compares to other policy areas, including how it has varied over time. Elsevier has also been able to make comparisons with the research strengths of other countries in these areas. The process involved developing a methodology that matched huge datasets to the narrative national goals set out in Labour’s manifesto.

    The role of R&D in supporting government priorities was the subject of a roundtable dinner, informed by this analysis, hosted by HEPI in February and attended by policymakers and senior leaders from across the higher education sector. The discussion was held under the Chatham House rule, by which speakers express views on the understanding that they will be unattributed.

    Useful information

    Sarah Main, vice-president, academic and government relations at Elsevier, told participants that the aim of the analysis was to be useful, for the research community and policymakers, in making the case for continued investment in R&D in the lead up to a tight spending review.

    The work shows that a significant share of the UK’s published research relates to government priorities: for example, 11% relates to growth and around 35% to its aims around health. By making comparisons with research outputs in other countries, it also identifies possible future partnerships and collaborations.

    But she pointed out that research output is only one way in which research and innovation supports the government’s missions; people, skills and infrastructure also play a part. Further work, she said, could help identify the key people, institutions and areas in which the UK has relevant strengths, as well as suggest emerging questions and themes.

    Many of those attending the roundtable felt that it was useful to see how far universities are producing research that supports government priorities and to be able to demonstrate this to policymakers – and the Treasury. They particularly welcomed the chance to identify where relevant research was taking place internationally.

    It was suggested that the tool would be useful in maintaining a dialogue between research and government priorities, identifying quickly the kind of work taking place and who was doing it and helping to build communities around research areas.

    Potential problems

    But there were reservations about aligning research too closely with specific policy areas. The fear was that what could be lost in the process was curiosity-driven work, which was a feature of the UK system and which could lead to valuable nuggets of knowledge that could go on to solve world problems. Another concern was that innovation strengths did not always translate into strengths around delivery.

    Some questioned how much could be achieved without investment in supporting a healthy research environment for the long term. The recent decision to cut overseas aid in favour of increasing the defence budget was an example of how quickly government policies could change.

    Research priorities could change too. One participant in the roundtable said it would be important not to ignore findings from further back in the past or for policymakers to forget the broader research agenda in favour of the latest exciting paper.

    ‘I look at the missions and I think the reason these are possible is because of R&D that was being done 25 years ago,’ said one delegate, who was worried that concentrating on where the government is looking now could be at the expense of developing capability in the missions of future generations and working out what these would be – learning to live with robots perhaps or addressing chronic loneliness. 

    Focusing exclusively on missions also ignores how ready the research community is for a shock like Covid or another existential challenge. And what about some of the nuances of where the UK’s research strengths are located, such as working with other disciplines, and how research feeds into growth in more general ways than through specific papers? Relevant skills training and universities’ educational role are also important.

    Talking politics

    Then, how much weight should be given to a government’s stated priorities? If last July’s election had elected a party with the mission to make Britain great again, would the research community want to find out how far the work it was doing supported it?

    Also, how far are the government’s missions likely to persist, with Donald Trump and Vladimir Putin doing everything they can to undermine them, as one delegate argued? Far more likely to determine whether the government gets re-elected will be progress on growth and healthcare, which have been consistent public concerns for decades. Even if, as Elsevier has found, 35% of research in the UK relates to health, ministers may respond by asking why, in that case, people are no healthier.

    Some felt that universities needed to be more political and to understand better the channels by which research becomes policy and how to negotiate them. This could involve researchers considering the attitudes of the public as well as those of politicians.

    The government may also need to give universities a clearer idea of what good looks like when it comes to universities, such as whether the amount of research related to healthcare that Elsevier has identified is good enough, where the government wants universities to be focusing and what resources will be available to them. 

    But spending too much time dabbling in politics could be dangerous. Instead, suggested one participant, universities should be engaging “at scale” with all sectors and everyone involved in the political process, giving advice to whoever needs it.

    The public purse

    Universities should also avoid dwelling on their own self-interest. One delegate noted that finding out how far they contribute to the government’s missions would be of little use if the sector collapses. But another suggested that focusing too closely on missions could encourage universities merely to highlight relevant work they are already doing and then make another request for money.

    It is certainly the case that there will be plenty of other calls on the public purse over the next few months and years. In this context, it could be useful for the sector to stress the shorter-term wins relevant to the missions that management science or operational research can offer, as well as long-term gains such as new drugs. One delegate suggested that it would be useful to have clearer identification of where research has directly led to spin-out companies and economic growth.

    The roundtable concluded that universities are clearly relevant to addressing the government’s missions, that they are already influencing policy and that the methodology under discussion could help inform strategy. But it recognised that outcomes – such as reduced crime and an efficient NHS – are what matter most to the public and these therefore should be the priority.
