    College Uncovered: The Student Trade Wars

    U.S. universities have long relied on international students, and the big tuition checks they bring, to hit enrollment goals and keep the lights on. But now, just as the number of American college-aged students begins to fall — the trend that higher education experts call the “demographic cliff”— global tensions are making international students think twice about coming to the United States for college.

    In this episode, hosts Kirk Carapezza and Jon Marcus take you inside the world of international admissions. With student visa revocations on the rise and a growing number of detentions tied to student activism, some international families say they are rethinking their U.S. college plans. And that has college leaders sounding the alarm.

    In fact, international student interest was already falling. Now, as the Trump administration ramps up immigration crackdowns on campuses across the country, many worry the U.S. could lose its status as the top destination for global talent. So what happens if international enrollment drops just as domestic numbers dry up?

    The stakes are high, not just for international students and colleges but for what everybody else pays — and for the whole U.S. economy.

    [Jon] This is College Uncovered. I’m Jon Marcus …

    [Kirk] … and I’m Kirk Carapezza.

    [Kirk] That’s Xiaofeng Wan, making his pitch in Mandarin to Chinese students and parents at a high school in Shanghai. Wan used to be an admissions officer at Amherst College in western Massachusetts. Now he’s a private college consultant, guiding Chinese students through the maze that is college admissions in the U.S. 

    [Xiaofeng Wan] So I’ll walk them through the initial high school years before they apply. And then by the time of their college applications, I’ll help them go through the process as well. 

    [Kirk] This is big business for colleges. Like most international students, Chinese families do not qualify for financial aid, and often they pay the full cost. Wan also trains guidance counselors across China, showing them how to support students heading abroad. So he’s got a front-row seat to what Chinese families are thinking right now. 

    [Xiaofeng Wan] They see the United States as a primary study-abroad destination. 

    [Kirk] But Wan says that might be starting to shift. 

    [Xiaofeng Wan] America has an image problem right now, so we will definitely start to see reluctance from families. 

    [Kirk] I caught up with him while he was in Ningbo, a port city known for manufacturing, on the same morning President Trump’s tariffs on Chinese goods took effect. 

    [sound of news anchor] Across the globe this weekend, world leaders are trying to figure out how to respond to President Trump’s attempt to reshape the global economy by imposing steep tariffs. …

    [Kirk] Just hours later, the Chinese government warned the more than 270,000 Chinese students already studying in the U.S. to think twice about staying. Wan says that kind of message stokes fear that’s been building. House Republicans sent letters to six universities saying America’s student visa system has become a Trojan horse for Beijing, and a lot of Chinese parents worry the U S government doesn’t want their kids. 

    [Xiaofeng Wan] That’s what they’ve been hearing from President Trump, his rhetoric toward Chinese students. And now they’re seeing news about how international student visas are being revoked. 

    [Kirk] This is College Uncovered, a podcast pulling back the ivy to reveal how colleges really I’m Kirk Carapezza with GBH News …

    This season, we’re staring down the demographic cliff. 

    [Jon] If you’re just joining us, a quick refresher here: The demographic cliff is a steep drop in the number of 18-year-olds. That’s because many Americans stopped having children after the Great Recession of 2008. And now, 18 years later, colleges are feeling the pinch. 

    [Kirk] Yeah, and just when many of them thought the situation couldn’t get any worse, international students are under threat. During President Donald Trump’s first term, we saw visa restrictions and travel bans contribute to a 12 percent drop in new international enrollment. So we’ll ask, could that happen again, just as schools are scrambling to fill empty seats? 

    [Jon] And we’ll explain what all of this means for you, whether you’re an international student or a domestic one, and why you should care. 

    Today on the show: The Student Trade Wars. 

    [Kirk] Since Trump’s return to power, his administration has yanked more than 1,000 student visas, often without explanation. Some students have been detained and faced deportation, fulfilling a pledge he often made on the campaign trail. 

    [Donald Trump] If you come here from another country and try to bring jihadism or anti-Americanism or antisemitism to our campuses, we will immediately deport you. You’ll be out of that school. 

    [Kirk] In just a few months, that hardline rhetoric has become policy, putting campuses on edge. ICE agents have detained pro-Palestinian student activists, including Mahmoud Khalil at Columbia and Rumeysa Ozturk at Tufts.

    [Kirk] This video of her arrest has shaken the international campus community and sparked protests across the country. 

    [sound of protesters] Free Rumeysa, free her now! We want justice, you say how? Free Rumeysa, free her now!

    [Kirk] And now many international students won’t even go on the record, too scared the federal government will target them, or that they’ll be doxxed and ostracized online. 

    [Frank Zhao] The biggest difficulty for us is building trust. 

    [Kirk] At Harvard, student journalist Frank Zhao has seen that fear firsthand. He hosts the weekly news podcast for the student newspaper. 

    [sound of podcast] From The Harvard Crimson, I’m Frank Zhao. This is ‘News Talk.’ 

    [Kirk] Zhao isn’t an international student himself, but the Chinese-American junior from Dallas is plugged into the campus, where a quarter of students are international. 

    How would you describe the current climate for international students?

    [Frank Zhao] The overwhelming sentiment is anxiety. There are so many international student group chats where students were saying, ‘Oh my gosh, there are ICE agents on campus.’ And so it’s quite the Armageddon scenario. 

    [Kirk] The Trump administration has demanded Harvard turn over detailed records of all foreign students’ — quote — illegal and violent activities, or lose the right to enroll any international students. Harvard says it has complied but won’t publicly disclose details. 

    The university is suing the administration over this and other demands, but some faculty and students question how hard Harvard is really pushing back. Conservatives, though, defend increased immigration enforcement. 

    [Simon Hankinson] If a student is studying and minding their own business and obeying the rules of the college and of the United States and the state that they live in, they have nothing to worry about. This is a very small number of people that is being looked at for fraud. 

    [Kirk] Simon Hankinson is a senior fellow at the Heritage Foundation. He says visa vetting on and off campus is essential for national security after a year of disruptive campus protests. 

    [Simon Hankinson] Maybe your parents are shelling out a lot of money for you to go, or you’re getting a scholarship. Get your education. Make that the priority. Sure, go out and hold a placard if you want to, and do your thing, light a candle, but if your primary focus is protest and vandalism, I think you’re on the wrong type of visa, and we don’t have a visa for that. 

    [Jon] Higher education is now a global marketplace, and international students have emerged as a key part of the university funding equation. They’re fully baked into the business model as full-pay customers for colleges who subsidize the cost for domestic students. 

    [Kirk] And even before the demographic cliff, the competition for international students was fierce. 

    [Gerardo Blanco] It always has been and sometimes it is intended to be that way, but this is just making it like the Hunger Games 

    [Kirk] That’s Gerardo Blanco, director of the Center for International Higher Education at Boston College. He warns tht Trump’s America First approach, combined with federal funding cuts, is putting U.S. colleges at risk of losing a generation of global talent. 

    Is that hyperbole? 

    [Gerardo Blanco] I don’t think it’s hyperbole in any way. 

    [Kirk] Why not? 

    [Gerardo Blanco] The system has been built on the assumption that there wouldn’t be decreases in a dramatic scale to the funding dedicated to research. And therefore they have made some decisions that are somewhat risky. 

    [Kirk] What’s your biggest concern when it comes to international students? 

    [Gerardo Blanco] It’s just the generalized sense of uncertainty. I think there are so many balls up in the air and I think it’s really difficult to even focus our attention. 

    [Kirk] Take the reduction of research funding, for example. It’s affecting many graduate students, especially those who are international and can’t find work in labs. Some schools like Iowa State University, Penn, and West Virginia University are rescinding graduate admissions offers. 

    [Gerardo Blanco] So that’s one squeeze. We also are looking at just the general rhetoric that tends to be negative. 

    [Kirk] And Blanco says that rhetoric matters. One survey at the start of Trump’s second term found that nearly 60 percent of European students were less interested in coming to the U.S. Blanco said, considering the demographic cliff, the timing for all of this uncertainty couldn’t be worse for colleges. 

    [Gerardo Blanco] The clock is ticking and nobody really knows what’s happening. 

    [Kirk] Okay, so, Jon, why should American students and citizens care about all of this? 

    [Jon] Well, international students bring different perspectives and experiences to the classroom. And as we said earlier, they also tend to pay full tuition. So they subsidize tuition that American students pay. 

    But a drop in international student numbers isn’t just a college cash-flow problem. It’s a broader economic one. International students infuse $44 billion into the U.S. economy each year. 

    Here’s Barnet Sherman, a business professor at Boston University. It’s New England’s largest private university, and one in five students there are international. 

    [Barnet Sherman] Look, I just teach business and finance. So if one of my top 10 customers comes to me with $44 billion to spend and creates a lot of American jobs, over 375,000 American jobs, I don’t know about you, but I’m opening up the door and giving them the best treatment I possibly can. 

    [Jon] Here in Massachusetts alone, there are about 80,000 international students contributing $4 billion to the state’s economy each year. That puts the state fourth in the U.S., after California, Texas and New York. So, yeah, this matters. 

    But Sherman says the impact goes far beyond big cities like Boston, New York, and L.A. Take the tiny town of Mankato, Minnesota, for example — population, 45,000. 

    [Barnet Sherman] And they’ve got about 1,700 international students there contributing to the local economy. They’re bringing in literally over $25 million to, you know, a perfectly nice burg. 

    [Jon] In addition to tuition dollars, these students contribute to businesses and local communities that are losing population. 

    [Kirk] And, Jon, if fewer international and domestic students are coming through the pipeline to fill jobs that require college educations, it puts the U.S. at a serious disadvantage, just as other countries are actively recruiting talent and increasing the number of their citizens with degrees. More and more countries are recruiting international students, including Canada, France, Japan, South Korea and Spain, but also countries that hadn’t recruited before, like Poland and Kazakhstan. 

    Right before Trump’s first term, I went to Germany, where the government was offering free language classes to attract international students and scholars, including Americans. Because just like the U.S., Germany is losing population. A demographic cliff has already hit Europe, so it needs immigrants and international students, too. Think of it like this: It’s a global talent draft. All of these students, they’re the trading cards. The collectors are the countries. And the more talent you attract, the more ideas, innovation and business growth you get. 

    [Dorothea Ruland] If you look at Germany, the only resource we do have are human resources, actually. 

    [Kirk] Dorothea Ruland is the former secretary general of the German Academic Exchange Service, which is in charge of Germany’s international push. When I visited Bonn, we had coffee at her headquarters. 

    [Dorothea Ruland] We depend on innovation, on inventions, of course, and where do they come from? From institutions of higher education or from research institutions. 

    [Kirk] Ruland told me nearly half of foreign students earning degrees in Germany stick around. And not just for the short-term. About half of them stay for at least a decade. In the U.S., most international graduates leave and take their talent back home, often because of scarce visas available for skilled workers. 

    Do you see Germany competing with American universities? 

    [Dorothea Ruland] Yes, I would say so. You know, we are doing marketing worldwide because we are part of this world and we cannot neglect these trends going on. So of course we are competitors. 

    [Kirk] But she also made it clear the student trade war isn’t just about competition. It’s about collaboration. 

    [Dorothea Ruland] If you look at the global challenges everybody’s talking about, questions of climate change, energy, water, high tech, whatever, this cannot be solved by one institution or one country. So you have to have big international networks. 

    [Kirk] Since my visit, though, isolationism has been creeping in, not only in Germany, but Hungary and Russia, and obviously here in the U.S., too. Some professors and students have pointed to recent issues with visas and detainments without due process and accused the Trump administration of taking an authoritarian approach. 

    [sound of protest]

    [Kirk] Outside Harvard’s Memorial Church in Cambridge, more than 100 students and faculty recently held signs and waved American flags, cheering the university for standing up to the White House and calling on Harvard to do more to protect their civil rights. Among other things, they spoke out about visa revocations. It is incredibly scary here. 

    Leo Gerdén is a senior from Sweden. He says the administration is trying to divide the campus community. 

    [Leo Gerdén] At first I was very anxious about speaking up. They want us to point fingers to each other and say, you know, deport them, don’t deport us. And you know, it’s classic authoritarian playbook. 

    [Jon] Trump supporters? Well, they see it very differently. 

    [Simon Hankinson] I would call that ridiculous. I mean, that’s an insane argument to make. 

    [Jon] Simon Hankinson is a senior fellow at the Heritage Foundation’s Center for Border Security and Immigration. We heard from him at the top of this episode, and we should also add he’s a career foreign service officer. 

    [Simon Hankinson] So I’ve certainly interviewed tens of thousands of these applicants, including thousands of students. 

    [Jon] Hankinson acknowledges the uptick in visa revocations lately, but says it’s still a tiny number compared to the one million international students in the U.S. 

    [Simon Hankinson] But just looking at the scale of it all, it is more than we’ve seen in the past, because, generally speaking, this wasn’t something that the government devoted a lot of resources to. But it was always a power that they had. 

    [Jon] And he’s not buying the narrative that these changes and the crackdowns on visas will scare off students from coming to the U.S. 

    [Simon Hankinson] Are people not going to go to Harvard because, you know, they’re afraid that they’re going to get hassled. No. Try going to Russia or China and speaking your mind. Good luck with that. 

    [Jon] Hankinson also argues some universities — especially ones with a high percentage of international students, like Columbia, NYU, Northeastern, and Boston University — they have a financial incentive for complaining. 

    [Simon Hankinson] It’s a strong constituency that they want to keep happy and they want to keep the money flowing. So they want to make this as big an issue as possible. They want to cry panic. 

    [Jon] So, Kirk, colleges signal all the time that they’re open to international students. Just listen to some of these welcome videos. 

    [sound of international recruiting videos] 

    [Jon] But parents like Claire from Beijing don’t feel like their kids are welcome. 

    [Claire] I think the government is really hostile right now. 

    [Jon] Claire asked us to withhold her full name, worried it could affect her son, who’s already studying here. She also has a daughter in high school who was thinking about college in the U.S., but now they’re rethinking her plans and looking at schools in the UK, Canada, Singapore and Hong Kong. 

    [Claire] You know, we have to consider all the possibilities, obviously in a trade war, you know, like, because next year, when my child has to go to college, you know, Trump is still the president. 

    [Kirk] Claire says she still believes in the power of an American education, so it’s really hard for her to just write it off completely. 

    [Jon] Okay. So, Kirk, we’ve tackled a lot in this episode. Bottom line, do you think American colleges will still be able to recruit and enroll enough international students to help offset this looming shortage we’ve been talking about in the number of 18-year-olds? 

    [Kirk] Well, it’s not looking great for colleges. International enrollment, as we said, dropped 12 percent during Trump’s first term, and now we’re heading toward a 15 percent drop in the number of 18-year-olds by 2039. That’s a big gap to fill, and the reality is the current climate would have to shift dramatically and quickly for the U.S. to stay competitive. 

    International students are essential for filling seats and making budgets, especially in regions like New England and the Midwest, where the demographic cliff isn’t coming — it’s already here. A college consultant once told me, if your campus isn’t near an international airport, the clock is ticking on your institution. And that was before America developed this reputation as an unwelcoming place. 

    [Jon] So what do you think you’ll be watching as we continue to cover this issue? 

    [Kirk] Yeah, for me, one of the biggest questions is how colleges handle what I see as a major communication and messaging problem. Administrators and faculty haven’t done a great job telling the full story of what U.S. universities actually do, or why international mobility benefits the country as a whole.

    Alabama high school requirements now allow students to trade chemistry for carpentry

    BIRMINGHAM, Ala. — In a corner of Huffman High School, the sounds of popping nail guns and whirring table saws fill the architecture and construction classroom.

    Down the hall, culinary students chop and saute in the school’s commercial kitchen, and in another room, cosmetology students snip mannequin hair to prepare for the state’s natural hair stylist license.

    Starting this fall, Alabama high school students can choose to take these classes — or any other state-approved career and technical education courses — in place of upper level math and science, such as Algebra 2 or chemistry.

    Alabama state law previously required students to take at least four years each of English, math, science and social studies to graduate from high school. The state is now calling that track the “Option A” diploma. The new “Option B” workforce diploma allows students to replace two math and two science classes with a sequence of three CTE courses of their choosing. The CTE courses do not have to be related to math or science, but they do have to be in the same career cluster. Already, more than 70 percent of Alabama high school students take at least one CTE class, according to the state’s Office of Career and Technical Education/Workforce Development.

    The workforce diploma will give students more opportunities to get the kind of skills that can lead to jobs right after high school, legislators said. But there’s a cost: Many universities, including the state’s flagship University of Alabama, require at least three math credits for admission. The workforce diploma would make it more difficult for students on that track to get into those colleges.

    The law passed in 2024 alongside a spate of bills aimed at boosting the state’s labor participation rate, which at 58 percent as of January remained below the national rate of 63 percent. Simply put, Alabama wants to get more of its residents working.

    The new diploma option also comes at a time when public perception of college is souring: Only 36 percent of U.S. adults have a lot of confidence in higher education, according to a 2024 Gallup poll. Just 43 percent of Alabama high schoolers who graduated in 2023 enrolled in one of the state’s public colleges the following fall.

    “The world of higher education is at a crossroads,” said Amy Lloyd, executive director of the education advocacy nonprofit All4Ed and former assistant secretary for the Office of Career, Technical, and Adult Education at the U.S. Department of Education. “Americans are questioning the value of the return on their investment: Is it worth my money? Is it worth my time?”

    One recent afternoon in Huffman High School’s architecture class, a few students in bright yellow safety vests were measuring a wall they had built. At the end of the semester, the project will culminate in a tiny home.

    Lucas Giles, a senior, started taking architecture his sophomore year as a way to “be able to fix things around the home without having to call other people,” he said. The new workforce diploma option won’t apply to him since he’s graduating this year, but he said he likely would have opted for it to fit more architecture classes into his schedule — that is, until he learned it would make it harder for him to attend college and study engineering.

    “I wouldn’t have the credits,” Giles realized.

    Students who earn a workforce diploma and end up wanting to go to college after all can enroll in community colleges, or aim for state colleges that have less stringent admissions requirements, said Alabama education chief Eric Mackey. The key to the new diploma will be ensuring school counselors are properly advising students, he added.

    “That’s where the counselor comes in and says, ‘If you want to be a nurse, then yes, you need the practical stuff at the career tech center — taking blood pressure and trauma support — but you also need to be taking biology, physiology, chemistry and all those things, too,’” Mackey said.

    Because the diploma only makes sense for a specific subset of students — those who do not plan to go to a four-year college that requires more math or science and who cannot otherwise fit CTE classes in their schedule — counselors have a huge role to play in guiding students. As of 2023, there were 405 students for every counselor in Alabama’s public schools, well over the recommended ratio of 250 to 1.

    Mackey said the state added career coaches in recent years to ease the counseling workload, but in many districts there is just a single coach, who rotates among schools.

    Samantha Williams, executive director of the nonprofit Birmingham Promise, fears the workforce diploma may shut off students’ options too early. Birmingham Promise helps students in Birmingham City Schools pay college tuition and connects them to internship opportunities while in high school.

    “Do you really think that all of our school districts are preparing students to know what they want to do” by the time they’re in high school, Williams asked.

    Williams also worries that lower-performing students might be steered to this diploma option in order to boost their schools’ rankings.

    Students who opt for the workforce diploma will not have their ACT test scores included in their schools’ public reports. Legislators decided that schools should not have to report standardized test scores for students who did not have to take the requisite math and science classes.

    “The concern a lot of people voiced was ‘Hey, isn’t everyone just going to place the kids who are underperforming in the workforce diploma so their ACT scores don’t bring down the whole?’” Williams said. “There’s a strong perverse incentive for people to do that.”

    Speaking to the state’s Board of Education last fall, Mackey warned the “furor of the state superintendent will come down on” anyone who tries to redirect students toward the workforce diploma because of low ACT scores.

    At Headland High School in rural Henry County, Alabama, every student takes at least one CTE course, according to Principal Brent Maloy. The most popular classes, he said, are financial management and family consumer science.

    “We don’t force them in — everybody registers themselves, they pick their own classes,” Maloy said. “But there’s just about a zero percent chance that a kid’s not going to have a career tech class when they graduate.”

    The school has hosted information sessions for parents and students about the new diploma option ahead of next school year. In a poll of rising juniors and seniors, 20 percent said they would like to pursue a workforce diploma, and another 30 percent said they might be interested. Maloy is anticipating about 25 percent of students will actually opt in to the pathway.

    Most graduates of Headland enroll in a two-year school after graduation anyway, Maloy said, and the workforce diploma won’t hinder that. But the high school has only one counselor for its 450 students, and making sure students fully understand this diploma pathway — and its limitations — is likely to add pressure and extra responsibilities on counselors with heavy workloads.

    “There’s so much pressure on our secondary counselors already just to make sure that all of the boxes are checked before graduation. It’s going to put an extra box for them to check,” Maloy said.

    Ultimately, state businesses and industries want this change, said Mackey, who started his career as a middle and high school science teacher.

    “They were saying, ‘We really need students with skills over, say, calculus,’” Mackey said. “That doesn’t mean some students don’t need calculus — we want to still offer those higher math courses and higher science courses.”

    But, reflecting on his own experience as a high school science teacher, “I can tell you that every student doesn’t need high school chemistry,” Mackey said.

    The chamber of commerce in Mobile, Alabama, is one group that advocated for the workforce diploma. Career tech classes are a good way for students to better learn what they want to do before graduating high school, and they are also an avenue for students to get skills in high wage industries prevalent in Alabama, said Kellie Snodgrass, vice president of workforce development at the Mobile Chamber.

    Less than half of high school graduates in the region end up enrolling in college after graduation, Snodgrass said, and only 20 percent of high-wage jobs in Mobile require a college degree. A large chunk of jobs in the state, and in Mobile in particular, are in manufacturing.

    “It’s terrible when a student goes away to college and comes back and can’t find a job, when we have thousands of open jobs here,” Snodgrass said.

    In an emailed statement, Trevor Sutton, the vice president of economic development at the Birmingham Business Alliance, said the diploma option was a “win for the state of Alabama” that would allow students a chance to learn both “hard and soft skills like communication and time management.”

    At least 11 states have embraced policies that give students flexibility to use career tech courses for core academic credits, according to a review from the Education Commission of the States.

    Like Alabama, Indiana also made changes to its diploma requirements in 2024. After more than a year of public debate, the state created three graduation pathways that are meant to lead to college admissions, the workforce, or enlistment in the military. Those changes will be effective for students in the class of 2029, or current eighth graders.

    Having industry buy-in on career tech programs is important, said Lloyd with All4Ed, because most students will need either an industry or post-secondary credential to land a job with a comfortable wage.

    “The reality is a high school diploma is not enough in today’s labor market to have a guaranteed ticket to the middle class,” Lloyd said.

    The problem, Lloyd said, is most K-12 industry credentials have little use to employers. Only 18 percent of CTE credentials earned by K-12 students in the U.S. were in demand by employers, according to a 2020 report from the Burning Glass Institute.

    The key in Alabama will be ensuring students are going into career pathways that line up with job demand, Snodgrass said. Out of the more than 33,000 CTE credentials Alabama high school students earned in 2023, only 2 percent were in manufacturing, which is one of the state’s highest need areas.

    Still, attitudes toward high school CTE courses — once largely thought of as classes for students who struggled academically — have improved significantly over the years. And many schools offer CTE programs like aerospace, robotics or conservation that could help students get into high-demand undergraduate programs at universities.

    “We’re increasingly blurring the lines between what has been historically siloed in people’s minds in terms of career education versus academic education,” Lloyd said. “Those are very often one and the same.”

    Trade War Squeezes Science Out of Canadian Election Campaign

    Mark Carney’s whirlwind start as Canadian prime minister has seen his party surge in the polls against the backdrop of Donald Trump’s threats but has provided little time to flesh out the newcomer’s policies on higher education and science.

    When Justin Trudeau announced his resignation in January, the Liberal Party was trailing the Conservatives by more than 20 percentage points and was only narrowly ahead of the New Democratic Party.

    But since Trump started a trade war with what he has belittled as his “51st state,” the Liberals have rebounded remarkably in the polls and are now favorites to retain power in the snap election on April 28.

    Although the federal government is the primary player when it comes to investments in research and innovation in Canada, higher education has seldom been a major issue in national elections, said Glen Jones, professor of higher education at the University of Toronto.

    “Not surprisingly, the entire election is focusing on the trade war that has been initiated by President Trump,” he said.

    “The Carney platform, at least to date, has largely been about providing support and stability to individuals and industries that will be directly impacted by tariffs.”

    Carney has been focusing primarily on positioning himself as the leader best able to respond to the new, evolving relationship with the U.S.—a strategy that seems to be working, added Jones.

    Conservative leader Pierre Poilievre’s echoes of Trump—and his promises to “defund wokeism and fight antisemitism” in universities—have been a disaster for his party since the start of the year, particularly when contrasted with Carney’s “elbows up” mantra.

    Sarah Laframboise, executive director of Evidence for Democracy, a science policy nonprofit organization, said Carney’s background—as a former United Nations special envoy for climate action—suggests that he will remain committed to his views on climate policy, and that his pro-economic growth platform could translate into targeting investments in research, innovation and artificial intelligence.

    “We will also likely see an increased focus on defense-related research, particularly around Arctic security and collaborative defense technologies. However, it remains unclear if this will extend to basic research,” said Laframboise.

    “Additionally, his restrictive stance on international student admissions could have significant consequences for Canada’s higher education sector.”

    It remained to be seen what impact accusations of plagiarism aimed at Carney dating from his time at the University of Oxford will have on the race.

    Carney, who has never previously held elected office, earned a master’s degree and a doctorate in the U.K. before later going on to become governor of the Bank of England from 2013 to 2020.

    Marc Johnson, professor of biology at Toronto’s Mississauga campus, said Trudeau made important investments in science funding during the last federal budget, but it was only a “partial investment that stanched the bleeding” from previous mistakes.

    “The investment fell short of reinvigorating funding for science, tech and the innovation sector,” he said.

    “If the Carney Liberals are elected to power, I think we can expect the previous government’s investment to stay … but will they double down on that investment?”

    Having examined Carney’s website—which mentions artificial intelligence 11 times, innovation once and science not at all—Johnson said the prime minister’s priorities in future funding seemed fairly clear.

    With either Carney or Poilievre in charge, he said the next government will have an “amazing opportunity” to invest in science, technology and innovation.

    “Given the USA’s deep cuts to science funding, Canada has the opportunity to leap forward as a global leader in strategic areas, but only if we increase our investment in science, training, technology and mobilization of the innovations that come from these activities.”

    Strengthening partnerships between trade unions and universities

    February 10–16 is the Trades Union Congress ‘“HeartUnions” week, a week dedicated to celebrating the good work that trade unions do.

    I love trade unions and higher education. Given that unions primarily receive media coverage when their members take industrial action, it’s easy to forget that, at their heart, they are solidarity movements, whose campaigns have driven social change.

    Trade unions fought for and won a minimum wage, maternity and paternity rights, pension provision, and holiday and sickness entitlements. These victories have benefited every British person. Equally, those external to the sector may overlook the social impact higher education has due to the question of whether university still represents value for money for students.

    The current picture

    Higher education staff knowledge of how trade unions democratically work and the positive impact that a collective movement can have varies. Anti-union legislation over the past 50 years, such as the Trade Union and Labour Relations (Consolidation) Act (1992) and the Trade Union Act (2016), has led to fewer people being members of trade unions or understanding their purpose, compared to previous generations.

    My personal experience as a trade union representative has shown me that it has become increasingly important to explain what a trade union is to new staff entering careers in higher education, as there is a likelihood that they, or their parents, may not have been members of a union. Indeed, in 2021, only 14.1 per cent of trade union members in the UK were aged between 20 and 29 years. Furthermore, in a more interconnected and mobile world, assumptions about trade unions can be very different from stereotypes and experiences in other countries. Overall, there are a range of misconceptions about unions’ purpose and value.

    Despite legislative challenges, trade unions in UK higher education have reasons to be optimistic. Some UCU branches have seen membership numbers grow and an increased level of member activism. A core reason for this appears to be that staff are increasingly viewing unions as part of the solution to overcoming problems faced in the sector. This seems to be driven by the successes branches are having locally, and by the number of universities currently undertaking or preparing to implement cuts.

    Trade union branches and university management will never see eye to eye on every issue. Trade unions are there to protect their members, whereas university management is there to protect the organisation. As many reading this will know, differing objectives undoubtedly lead to disputes and industrial unrest. Withholding labour can sometimes be the best and/or only strategy unions have to win disputes. It should never be forgotten that many of the successes trade unions have had which we now often take for granted, such as the two day weekend, came through intense campaigning and struggle, including strike action.

    I love trade unions and higher education, and see both for their flaws, including missed opportunities to collaborate. University management and trade unions often have shared purposes. Unfortunately, these are not always understood, limiting the impact trade union branches have.

    New legislation

    The Employment Rights Bill, which is currently going through Parliament, promises greater protection for workers, including repealing much of the Trade Union Act (2016). As written, it would significantly empower workers to act collectively, though it’s worth noting that parts of the bill are currently out to consultation and the legislation is not expected to receive Royal Assent until next year.

    In essence, the bill encourages employers to work more closely with trade unions. It strengthens the rights of trade unions to access workplaces, simplifies trade union recognition processes, introduces new protections for trade union representatives (including equality representatives), and introduces a duty for employers to inform employees that they have a right to join a trade union.

    Drilling down into the details of the bill as it stands, it can be seen how it will be easier for trade unions to successfully gain industrial action mandates. This makes it more vital than ever for university stakeholders, such as UCEA, as well as individual university management teams, to collaborate with trade union colleagues, enhancing how a diverse range of staff voices influence university decisions. This is important as staff working in various capacities across higher education may be well-placed to propose innovative ways of overcoming significant challenges faced by the sector.

    Working in partnership

    Trade unions and university leaders ultimately want the sector to be successful, with excellent teaching, research, and student support, as well as financial stability.

    Personal experiences from working at various institutions have shown that trade unions are typically consultative mechanisms. While consultation must occur, in line with recognition agreements, in many cases it may have been more effective for trade union representatives to have worked in partnership with the university prior to reaching a consultative or approval stage. For example, policies relating to health and safety or sustainability.

    A starting point to building any partnership is understanding how objectives align. Awareness of how trade union representative positions correlate with university structures and committees is a good way of identifying when objectives are shared. Trade union branches often have a range of different representatives who can actively contribute to committees and task-and-finish groups. Trade union health and safety representatives are very capable of assisting in evaluating workload, inspecting environments, drafting new policies, and many other tasks in partnership with the university.

    Although partnership working between trade union branches and universities can be improved, there are good examples of it occurring in the sector. Universities such as Glasgow Caledonian have a “learning agreement” with their recognised trade unions. This agreement specifies how the trade unions will work in partnership on staff development activities.

    Stories from Northampton

    At the time of composing this article, the University of Northampton (UON) is completing a consultation process that has placed many staff at risk of redundancy.

    Although the consultation process has been challenging for the UON UCU branch and the UON leadership team – as can be expected in these situations – UON UCU has continued to improve partnership working across the university, while simultaneously fighting hard to protect the jobs of all members at risk of redundancy.

    The branch has been involved in interview selection processes, work relating to building an improved sense of staff belonging, and a new Race Equality Charter. The branch’s approach of being able to traverse between challenging management on some issues, while simultaneously working in partnership with them on others, has advanced the interests of our members and saved jobs.

    It is also evident that UON UCU will come out of the consultation with enhanced credibility from UON management. Management has expressed willingness to work with recognised trade unions on issues such as workload stress risk assessments and its new learning development policy. It is also highly pleasing to note that membership and activism in the branch have increased. As part of HeartUnions week, activists are completing a live brief with fine art students. The students will be learning about trade unions while using skills developed in their programme to create a large UCU banner.

    Trade union partnerships hold promise for high school students

    DANVERS, Mass. — It’s a rainy fall day in New England, but that doesn’t stop a group of students at Essex Tech North Shore Agricultural & Technical High School from donning work boots and hard hats and getting to work building a vegetable wash station on campus. This afternoon, they are installing wire mesh and prepping for a concrete pour under the watchful eye of Laborers’ Local 22 member Chris Moore, their teacher. “Hard hat hair don’t care,” reads the sticker on the hat worn by a young woman in the program.

    The construction craft laborers track at Essex Tech, which Moore helps lead, is one of only a few high school-based programs in Massachusetts co-sponsored by a trade union. Students are initiated in union norms and expectations early on. Two Essex Tech teachers in the program are Local 22 members, with the New England Laborers’ Training Academy, which runs the laborers’ apprenticeship, paying Moore’s salary. As seniors, students can attend union meetings. And after graduation, many of them go straight into a union apprenticeship, fast tracked to a journeyman’s license. For all these reasons, Owen Paniagua, a 16-year-old junior, described the program as “a golden ticket to job security,” noting that he has learned everything from carpentry and concrete work to excavation and masonry.

    “We feel as laborers that we should be in the schools,” said Lou Mandarini Jr., the retired business manager of Local 22 who now helps run the union’s school partnerships. “This is where your workforce is … If you treat young kids with respect, once they buy into your program, they are dead loyal.”

    In several states, including Massachusetts, Maryland and Louisiana, trade union leaders have forged similar, groundbreaking partnerships with high school CTE programs in recent years, ponying up their own resources for the efforts. There’s also been an uptick in training alliances between trade unions and community colleges. In a 2023 brief, AFL-CIO leadership encouraged these partnerships. “No one knows better how to do a job than someone who does the job,” the brief stated.

    Whether more unions decide to embrace this advice likely will play a large role in determining the long-term health and vibrancy of both career and technical high schools, and the trades themselves.

    Twin trends are fueling some of the efforts: rapidly declining trade union membership, particularly in the Midwestern states; and up to $850 billion in infrastructure investment under the Biden administration (though some of that is in limbo because of an executive order from President Donald Trump), including designated funding for partnerships between education and labor.

    Yet progress has been piecemeal and halting. And it’s too early to tell whether isolated partnerships across the country will translate into widespread change, said Taylor White, the director of postsecondary pathways for youth at the Center on Education and Labor at the think tank New America. “Schools and unions speak very different languages,” she noted. The same, she added, is true of employers and schools.

    The longstanding dearth of partnerships says a lot about the history of America’s trade unions, which traditionally have operated as insular, sometimes parochial institutions, preferring to maintain tight control over their membership pipeline, and their training. In some communities, such as Milwaukee, that insularity kept unions predominantly white and male for generations. “Historically a lot of the high-paying skilled trades were handed down from father to son,” said Lauren Baker, a former education director in the printers’ union who also led Milwaukee Public Schools’ career and technical education program between 2002 and 2012. “That kept the trades looking a certain way.”

    Mandarini, the retired union leader, said that in the past, “old timers didn’t help the young people.” But increasingly, he said, he hopes that mentality will become an anomaly.

    For decades, many vocational school students have been held back by a lack of meaningful partnerships with both unions and employers at their schools, often leaving them without relevant training or clear pathways into jobs. “There’s skepticism from unions and employers that high school kids are ready for real training and real work,” said White, of New America.

    There’s also been a longstanding desire on the part of many unions to maintain tight control over who can access often coveted apprentice slots.

    Until recent years, most trade union apprenticeships in the Milwaukee area had admissions criteria that shut out many women, low-income, and Black and Hispanic city residents. “They were such closed communities, and it was a long process of breaking down some of those walls,” Baker said.

    Back in the mid-1990s, Baker was the first woman to run a printing apprenticeship program for the union. In part to open up the field to as diverse a pool as possible, Baker abolished a requirement that apprentices had to be high school graduates. “Pretty much all a high school diploma told me was that they sat in a chair for four years,” she said, pointing out that many of the apprentices came from the academic bottom of their graduation classes. “I caught holy hell from the apprenticeship community for doing that,” she said.

    While the SATs and other college entrance exams have at times been accused of being biased toward privileged white students, Baker said some of the apprenticeship admissions exams were challenging for anyone who hadn’t grown up in the home of someone already working in a specific trade. A question might presume that an applicant had experience helping fix their family’s car, for instance, something that young men were far more likely to have done — and those growing up in urban areas, where fewer households own cars, were far less likely to have done.

    For decades, those tests contributed to keeping the construction trade unions, in particular, predominantly white and male. Only two of 16 Milwaukee area construction unions enrolled at least 20 percent Black apprentices in 2007, according to a report from researchers at the University of Wisconsin-Milwaukee. Two of the unions, glazing and tile setters, had no Black apprentices in a city where, at that time, nearly 40 percent of the residents were Black.

    Much of that bias and insularity continues in some Boston-area construction trade unions, said Travis Watson, who serves as a commissioner of the Boston Employment Commission and has critiqued some of the unions for their lack of racial diversity, citing specific practices that make it harder for prospective Black members to get a foothold. “If you look at every big downtown project in Boston, there are very few Black people who are working on union construction projects,” he said. 

    Some of the local unions have made changes to their admissions process to become more accessible to applicants from diverse backgrounds, said Danyson Tavares, who worked for several years in leadership positions at YouthBuild Boston, a pre-apprenticeship program that helps prepare young people of color in the city for jobs in the construction and design industries. But other unions might take applications only once a year or remain secretive about their standards and curriculum. “The electrical union is the one we really want to have more relationships with, there’s such a demand for that workforce,” Tavares said. “We’ve slowly started to penetrate but it’s a lot more work than I expected.” 

    One 25-year-old who recently finished his pre-apprenticeship in carpentry at YouthBuild said he got an interview with the union but was turned down for an apprenticeship for reasons that he said weren’t entirely clear. “I kind of felt like I wouldn’t get in,” said Keyshawn Kavanaugh. He found a non-union job easily at a company that he likes a lot, but he acknowledges that “the union is the best place to work,” at least from the standpoint of benefits and pension.

    In Milwaukee, Baker said she’s seen some positive changes since she ran the printers apprenticeship, with more local unions developing inclusive and transparent admissions. “The trades themselves began to realize that they needed to look beyond their natural base in order to fill jobs,” she said. “It became more apparent that there is a vast opportunity out there with women and people of color.”

    The idea that Massachusetts laborers should invest time and money in local schools originated over 20 years ago, when Mandarini and other Local 22 leaders decided they were neglecting a potential asset: kids. Mandarini proposed a pilot partnership to the vocational school in Medford, Massachusetts, just outside of Boston, which started in 2002. It wasn’t easy at first. “How do you adapt to a public school?” he said. “There was a lot of learning that we had to do on both ends.”

    The union had to fight against a perception that a four-year college degree was the only path to a stable, rewarding career, Mandarini said. It helped with recruiting to explain to prospective students that, at that time, union laborers could expect to retire with an annuity of about $1.2 million, he added. (In Massachusetts, laborers typically earn between $90,000 and $100,000 annually, and that annuity is now more than $2 million, Mandarini said.)

    Over the years, the partnership model has spread to eight career and technical schools in Massachusetts. At some, the union pays a teacher’s salary, and at others it does not, Mandarini said. “We want to be in every vocational school in Massachusetts,” he said, “and hopefully every vocational school in New England. That’s where our workforce is coming from.”

    In rural western Louisiana, it was a private company that encouraged a local trade union to partner with public high schools. The company, CapturePoint, which sells carbon storage services, reached out in March 2023 to the local branch of the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry, asking if the union would help build out a new career and technical track at the Vernon Parish School District.

    To make it happen, the company paid for the electricity, classroom equipment and furniture to help turn an old woodworking shop at one of the district’s high schools into an updated welding shop. CapturePoint also took on several ongoing costs, paying for  student transportation — the students can come from nine different high schools — and some administrative expenses. The union paid for some reconstruction and all the tools, and provided an instructor. The school offers the space and enrolls 30 students, who can skip their first year of apprenticeship if they join the union after graduating, thereby starting at a higher pay rate. “All of us have skin in the game,” said Lance Albin, who led the partnership for the union.

    At high schools with trade union partnerships, there’s no shortage of interested students. Isabella Gonzalez, 17, creator of the “hard hat hair don’t care” sticker, said she hopes to move straight into an apprenticeship with Local 22 when she graduates in a year and a half. Aspiring laborers learn more diverse skills than students in related tracks like plumbing and electrical, she said, opening up the possibility of a greater variety of work.

    That day last fall, juniors in the program practiced using a compactor to prep the ground for installation of a patio floor, part of the final stages in rebuilding a large cottage on campus. The construction students have been involved in the project since they poured the cement for the foundation in the summer of 2020, wearing masks during the pandemic’s early days, even outdoors.

    By afternoon, the students had transitioned to another work in progress: the vegetable wash station by the greenhouse, where they needed to install enough wire mesh and rebar to do the concrete pour early the next week. “Put your hard hat on and help out,” their teacher Moore reminded a group of students holding back as the rain hardened. “No … statues here.”

    Students say the partnership with Local 22 provides them increased career security and the confidence that they are learning relevant, up-to-date skills: Moore until recently worked part time in the field, including on Boston’s project to restore the tunnel to the city’s Logan Airport. 

    Paniagua, the 16-year-old student in the program, said he can command a higher pay rate than most of his peers at a part-time carpentry and landscaping job because of the expertise he has gained in the Essex Tech program. He’s used the extra money to buy two new trucks. The union partnership has also allowed him to make more thoughtful, informed choices about career steps, he added. Leaning on his teachers as mentors, Paniagua said he decided to continue studying at a specialized welding school in Wyoming after graduation to maximize his future earning potential. “We know what we want to do here and get on it,” Paniagua said, noting that it’s a stark contrast to some of his friends who are conflicted about the value of a four-year college degree. “We’re not lost,” he said, “or wasting money.”

    Former President Joe Biden was exceptionally supportive of the labor movement, and specifically of partnerships between unions and schools. Some labor experts expect some of that support might continue in the new Trump administration. “We’re seeing indications of a Trump administration that might not be as hostile to unions as you might think,” said Shalin Jyotishi, founder and managing director of the Future of Work and Innovation Economy Initiative at New America. He cited Trump nominee Lori Chavez-DeRemer, opposed by many in the business community, for Labor secretary, and the president’s support of the longshoremen’s union over their anti-automation stance.

    In any event, “these bottoms-up innovations are already happening locally,” Jyotishi said. “Federal decisions can help or hurt … odds of success, but the proof-of-concept is already out of the bag.”

    A bigger question mark may be whether there is the will to expand capacity significantly on the ground. Some of the existing programs have not yet reached students in the most underserved communities who could potentially benefit most from a fast track into a union apprenticeship.

    In Massachusetts, for instance, many of the high schools the laborers work with have become increasingly selective in admissions. Students from low-income homes were 30 percent less likely to be accepted at the state’s vocational schools in 2023 and 2024 than those from wealthier households, according to an analysis by the Boston Globe. Similar disparities existed for students receiving special education services and English learners.

    The laborers have yet to expand their partnership model to Boston’s Madison Park Technical Vocational High School, where nearly all of the students are Black or Hispanic, about 85 percent come from low-income households, and 92 percent are identified as “high needs” — an umbrella term in Massachusetts that includes students with disabilities, English learners and low-income students, among other groups.

    Madison Park, part of the city’s public school district, has some partnerships and many strong programs and instructors, said Bobby Jenkins, an alum and long-time advocate of the school. But the chronic turnover of both superintendents and school leaders in recent years has hindered progress in undertaking some more ambitious partnerships.

    Mandarini agreed that political and bureaucratic obstacles have made it more challenging to partner with Madison Park. But the union has made it a priority and is in promising talks with city officials about partnering with the school when a proposed new facility might be completed.

    “When I was part of the building trades, I used to say, ‘I don’t understand why you aren’t taking more kids, especially in the city of Boston,’” Mandarini said. “Every single trade should be in (Madison Park).’”

    For now, that attitude has not spread to all union leaders. It will take a cultural shift from trade union groups to expand their school partnerships beyond scattered, boutique programs. Among other things, they will need to prioritize flexibility and the learning and growth of young people more than they are accustomed to, said White, of New America.

    She noted that many union leaders seem aware that they have a pipeline and recruitment issue but remain unsure what to do about it. More school-based partnerships could help not only with that challenge but also with reenergizing and selling unions to future generations of workers — and voters, White added. “All of the polling suggests that young people are pretty pro-union,” she said. “There’s a missed opportunity on the part of unions if they don’t capitalize on that.”
