    Jewish Studies Can’t Be a Pawn in Trump’s Attacks (opinion)

    This administration’s purported war against campus antisemitism is in fact a crusade against the rights of free expression, academic freedom and due process for everyone involved in higher education in the United States. Those of us in the fields of Jewish and Israel studies strenuously object to being used as pawns in the administration’s venal political games. Threats to cut government-funded research and the deportations of protesters without due process are not solutions to campus tensions and will just intensify the existing polarization.

    Teaching about Israel or any contemporary Jewish topic has become a minefield over the past several years. On one side we face campus members who boycott or ostracize anyone who comes from Israel and any academic unit that has “Israel” in its name. On the other side are those within and beyond the academic community whose expectations of advocacy and activism for Israel contradict the scholarly ethos that most of us share.

    The campus climate has become difficult to endure for many Jewish students, staff and faculty. The number of tracked antisemitic incidents has skyrocketed since the Hamas terror attack of Oct. 7, 2023, and the start of Israel’s Gaza war. Muslim and Palestinian campus members have also been targeted in violent ways. Several task force reports have concluded that, in many cases, university leaders responded inadequately to incidents of campus antisemitism and Islamophobia.

    The field of Israel studies has become a target in the campus battles. Today, our events often can take place only under police protection, lectures on Israel are disrupted and antisemitic tropes are used in activists’ fights against Zionism and Israel. Many Israel and Jewish studies faculty have faced internal boycotts and the refusal of colleagues to engage in any communication. As the director of American University’s Center for Israel Studies, I can testify that my colleagues across the country and I are neither activists for a cause nor spokespersons for a government.

    Just as an American studies professor should not be held responsible for the actions of the U.S. government, Israel studies professors should not be associated with the actions of the Israeli government. Our job in Israel studies is to teach critically about Israel, just as scholars of Arab studies are supposed to teach critically about the Arab world and scholars of China about China. Our task is to educate and to present a variety of viewpoints and narratives to our students. We present Israel in all its diversity, which includes its Jewish citizens with ancestry in Europe, the Americas, the Arab world and Ethiopia, as well as the Palestinian citizens, who make up about 20 percent of Israel’s population.

    We need to take a clear stance when academics are ostracized and boycotted for the actions of their government or of the country they study instead of for their individual positions. We need to make sure that there is a healthy campus climate and no tolerance for any form of antisemitism, racism or Islamophobia. But we need to fix this without external interventions and threats to our academic freedom.

    The case against Columbia University, my own alma mater, is just one in a series of attempts in which the Trump administration has used Jewish students and faculty as pawns in its own attack on the higher education system in this country. Recently, the Department of Education notified 60 universities that they may face enforcement actions for failing to protect Jewish students from antisemitic harassment.

    Columbia conceded to the Trump administration’s demands after the cancellation of $400 million in government grants and contracts. Among other things, Columbia’s leadership pledged to adopt a formal definition of antisemitism, to hire an internal security force that will be empowered to make arrests and to place the university’s Middle Eastern, South Asian and African Studies Department under the oversight of a senior vice provost.

    Our students are not protected by cutting research programs, and our programs have no intention to thrive at the expense of others. The fight against antisemitism must be waged on our own grounds and within accepted legal parameters. Cracking down on universities is how authoritarian regimes act, not democracies.

    Everyone deserves due process in a democratic society, including and especially those with whom we disagree. We need to fight against bigotry on our campuses, rebuild our campus communities and relearn civic dialogue by preserving our academic freedoms.

    Historians Defend Smithsonian After Trump’s Order

    The American Historical Association says that President Trump’s executive order targeting the Smithsonian Institution “egregiously misrepresents the work” of the organization and “completely misconstrues the nature of historical work.”

    In the executive order issued late last week, Trump criticized what he saw as “a concerted and widespread effort to rewrite our Nation’s history” that replaces “objective facts with a distorted narrative driven by ideology rather than truth.”

    The order cites an exhibit at the American Art Museum that examines the “role of sculpture in understanding and constructing the concept of race in the United States,” according to the museum’s website. The order also notes that the “National Museum of African American History and Culture has proclaimed that ‘hard work,’ ‘individualism,’ and ‘the nuclear family’ are aspects of ‘White culture.’”

    The order, titled “Restoring Truth And Sanity To American History,” puts Vice President JD Vance in charge of ensuring that Smithsonian museums, research centers and the National Zoo don’t put on exhibits or programs that “degrade shared American values, divide Americans based on race.”

    The AHA defended the work of historians in the statement released Monday, adding that “historians explore the past to understand how our nation has evolved.”

    “Our goal is neither criticism nor celebration; it is to understand—to increase our knowledge of—the past in ways that can help Americans to shape the future,” said the statement, which has been signed by 16 other organizations. “By providing a history with the integrity necessary to enable all Americans to be all they can possibly be, the Smithsonian is fulfilling its duty to all of us.”

    Columbia’s Katrina Armstrong Resigns Amid Trump’s Attacks

    After agreeing to the Trump administration’s sweeping demands and then appearing to backtrack to faculty, Columbia’s interim president stepped down Friday night—a move that federal officials praised, though it may add to the upheaval at the Ivy League institution that’s facing criticism on multiple fronts, from the federal government to faculty to students.

    Katrina Armstrong, who has served as the interim president since last August, is returning to her previous post leading the institution’s Irving Medical Center, according to the Friday announcement.

    In a brief statement, she said it had been a “singular honor to lead Columbia University in this important and challenging time … But my heart is with science, and my passion is with healing. That is where I can best serve this University and our community moving forward.” Claire Shipman, a former broadcast journalist and a co-chair of Columbia’s Board of Trustees, will take over as acting president while the university begins a nationwide search for a permanent leader.

    The leadership shake-up comes after weeks of turmoil at Columbia as the Trump administration has waged war against the Ivy League institution, stripping it of $400 million in federal contracts for what it calls Columbia’s “continued inaction in the face of persistent harassment” against Jewish students on campus. Trump’s antisemitism task force, which was formed by executive order in early February, then demanded the university implement a number of sweeping reforms, including restructuring its disciplinary process under the Office of the President, expanding the authority of its campus security force and placing its Middle East, South Asian and African Studies department into receivership.

    The university announced a week ago that it would comply with the demands, to the frustration of critics who argued that the demands may be unlawful and that giving in to them undermines academic freedom and free speech. On CNN, Education Secretary Linda McMahon praised Armstrong, saying she had had productive conversations with the then-interim president and that Columbia was “on the right track” to having its funding restored.

    But according to a transcript of a virtual meeting between Armstrong and faculty members obtained by Bari Weiss’s news outlet, The Free Press, Armstrong told faculty members that many of the changes the university had promised the antisemitism task force would not come to pass. She said there would be “no change” to masking and admissions policies, that the MESAAS department wouldn’t be placed into a receivership, and that the disciplinary process would not move under the Office of the President.

    Armstrong seemingly denied those claims in a statement Tuesday, writing, “Let there be no confusion: I commit to seeing these changes implemented, with the full support of Columbia’s senior leadership team and the Board of Trustees … Any suggestion that these measures are illusory, or lack my personal support, is unequivocally false.”

    Her sudden resignation was met with enthusiasm from the federal antisemitism task force, which appeared to imply in a statement released Friday night that her leadership would have impeded the task force’s ability to move toward a resolution with Columbia.

    “The action taken by Columbia’s trustees today, especially in light of this week’s concerning revelation, is an important step toward advancing negotiations as set forth in the pre-conditional understanding reached last Friday between the University and the Task Force to Combat Anti-Semitism,” the statement read.

    While many faculty had strongly opposed Columbia’s choice to give in to the Trump administration’s demands, Armstrong appeared to be generally well-liked among the faculty; in a recent Inside Higher Ed article, Michael Thaddeus, vice president of the campus’s American Association of University Professors chapter, said she was one of the most open leaders he had worked with in his time at Columbia.

    Shipman, now the acting president, also praised Armstrong’s leadership in that article, calling her an “exceptional leader” who “came in to help us heal and get our campus in order” and who is skilled at working under “crisis conditions.”

    But one AAUP leader noted in an email to Inside Higher Ed that, though he was personally surprised that Armstrong stepped down, it will do little to change the AAUP’s ongoing work to oppose Trump’s crusade against higher education.

    “Katrina Armstrong’s resignation changes almost nothing,” wrote Marcel Agüeros, Columbia AAUP’s chapter secretary. “For the past two years, we have been advocating for a greater role for faculty in the decision-making processes of the university. That, and defending our university and all universities against unwanted and likely unlawful interference by the federal government, remains our North Star.”

    The AAUP chapter at Columbia last week sued the Trump administration in an effort to restore the $400 million in funding. The lawsuit argues that the funding freeze was a “coercive tactic” that’s already caused irreparable damage.

    Shipman will be the third leader of Columbia in nine months; Armstrong took over the role when Minouche Shafik, who had led the New York institution for a little over a year, stepped down in August. Shafik resigned after backlash from both pro-Palestinian students and faculty and Republican lawmakers for how she handled pro-Palestinian encampments at Columbia. Shipman testified before Congress with Shafik last April at a hearing about antisemitism at Columbia.

    “I assume this role with a clear understanding of the serious challenges before us and a steadfast commitment to act with urgency, integrity, and work with our faculty to advance our mission, implement needed reforms, protect our students, and uphold academic freedom and open inquiry,” Shipman said in a news release. “Columbia’s new permanent president, when that individual is selected, will conduct an appropriate review of the University’s leadership team and structure to ensure we are best positioned for the future.”

    In a statement, Rep. Tim Walberg, the Michigan Republican who chairs the House Education and the Workforce Committee, warned, “Ms. Shipman, while we wish you all good success, we will be watching closely.”

    In recent weeks, a growing number of international students and green card holders at prestigious universities, including Cornell, Columbia, Georgetown, and Tufts, have been arrested and detained by federal immigration authorities. These actions appear to be part of a broader crackdown on pro-Palestinian activism within U.S. academic institutions and against dissent in general.  

    Tufts University

    On March 26, 2025, Rumeysa Ozturk, a Turkish doctoral student at Tufts University, was detained by federal agents who revoked her student visa. Ozturk had co-authored an op-ed in the Tufts student newspaper condemning investments in companies linked to Israel and referring to the “Palestinian genocide” in Gaza. Her detention occurred as she was heading to an iftar dinner during Ramadan.

    Columbia University

    Earlier this month, Mahmoud Khalil, a lawful permanent resident and recent graduate of Columbia University, was arrested in his university housing. Khalil’s participation in pro-Palestinian protests led to allegations of supporting Hamas, resulting in the revocation of his green card. He is currently detained while challenging the deportation order.

    Subsequently, Yunseo Chung, a 21-year-old Columbia junior from South Korea holding a green card, was targeted for deportation due to her involvement in similar protests. A federal judge issued a temporary restraining order preventing her detention while she contests the deportation order.

    Georgetown University

    Badar Khan Suri, a Georgetown University postdoctoral fellow on a student visa, was detained on March 17, 2025, under accusations of spreading Hamas propaganda and promoting antisemitism. His attorney disputes these claims, suggesting that Suri is being targeted because of his Palestinian wife’s heritage and their perceived opposition to U.S. foreign policy.

    Cornell University

    Momodou Taal, a Cornell graduate student with dual British and Gambian citizenship, was instructed to surrender to ICE authorities on March 22, 2025. Taal’s legal team preemptively filed a lawsuit challenging the deportation order, citing concerns over potential surveillance and targeting due to his activism.

    These incidents have raised significant concerns among civil rights organizations, university officials, and international communities. Critics argue that the Trump administration’s actions infringe upon First Amendment rights and target individuals based on their political views. In response, legal challenges are underway, with courts issuing orders to halt certain deportations and detentions.

    As this situation develops, universities and advocacy groups continue to monitor and respond to the evolving landscape of immigration enforcement affecting international students and green card holders across the nation.

    For Puerto Rican schools, Trump’s campaign to dismantle the Department of Education has a particular bite

    Maraida Caraballo Martinez has been an educator in Puerto Rico for 28 years and the principal of the elementary school Escuela de la Communidad Jaime C. Rodriguez for the past seven. She never knows how much money her school in Yabucoa will receive from the government each year because it isn’t based on the number of children enrolled. One year she got $36,000; another year, it was $12,000.

    But for the first time as an educator, Caraballo noticed a big difference during the Biden administration. Because of an infusion of federal dollars into the island’s education system, Caraballo received a $250,000 grant, an unprecedented amount of money. She used it to buy books and computers for the library, white boards and printers for classrooms, to beef up a robotics program and build a multipurpose sports court for her students. “It meant a huge difference for the school,” Caraballo said.

    Yabucoa, a small town in southeast Puerto Rico, was one of the regions hardest hit by Hurricane Maria in 2017. And this school community, like hundreds of others in Puerto Rico, has experienced near constant disruption since then. A series of natural disasters, including hurricanes, earthquakes, floods and landslides, followed by the coronavirus pandemic in 2020, has pounded the island and interrupted learning. There has also been constant churn of local education secretaries — seven in the past eight years. The Puerto Rican education system — the seventh-largest school district in the United States — has been made more vulnerable by the island’s overwhelming debt, mass emigration and a crippled power grid.

    Under President Joe Biden, there were tentative gains, buttressed by billions of dollars and sustained personal attention from top federal education officials, many experts and educators on the island said. Now they worry that it will all be dismantled with the change in the White House. President Donald Trump has made no secret of his disdain for the U.S. territory, having reportedly said that it was “dirty and the people were poor.” During his first term, he withheld billions of dollars in federal aid after Hurricane Maria and has suggested selling the island or swapping it for Greenland. 

    A recent executive order to make English the official language has worried people on the island, where only 1 in 5 people speak fluent English, and Spanish is the medium of instruction in schools. Trump is seeking to eliminate the U.S. Department of Education and has already made sweeping cuts to the agency, which will have widespread implications across the island. Even if federal funds — which last year made up more than two thirds of funding for the Puerto Rican Department of Education, or PRDE — were transferred directly to the local government, it would likely lead to worse outcomes for the most vulnerable children, say educators and policymakers. The PRDE has historically been plagued by political interference, widespread bureaucracy and a lack of transparency.

    And the local education department is not as technologically advanced as other state education departments, nor as able to disseminate best practices. For example, Puerto Rico does not have a “per pupil formula,” a calculation commonly used on the mainland to determine the amount of money each student receives for their education. Robert Mujica is the executive director of the Puerto Rico Financial Oversight and Management Board, first convened under President Barack Obama in 2016 to deal with the island’s financial morass. Mujica said Puerto Rico’s current allocation of education funds is opaque. “How the funds are distributed is perceived as a political process,” he said. “There’s no transparency and there’s no clarity.”

    In 2021, Miguel Cardona, Biden’s secretary of education, promised “a new day” for Puerto Rico. “For too long, Puerto Rico’s students and educators were abandoned,” he said. During his tenure, Cardona signed off on almost $6 billion in federal dollars for the island’s educational system, leading to a historic pay increase for teachers, funding for after-school tutoring programs, hiring of hundreds of school mental health professionals and the creation of a pilot program to decentralize the PRDE.

    Cardona designated a senior adviser, Chris Soto, to be his point person for the island’s education system to underscore the federal commitment. During nearly four years in office, he made more than 50 trips to the island. Carlos Rodriguez Silvestre, the executive director of the Flamboyan Foundation, a nonprofit in Puerto Rico that has led children’s literacy efforts on the island, said the level of respect and sustained interest felt like a partnership, not a top-down mandate. “I’ve never seen that kind of attention to education in Puerto Rico,” he said. “Soto practically lived on the island.”

    Soto also worked closely with Victor Manuel Bonilla Sánchez, the president of the teachers union, Asociación de Maestros de Puerto Rico, or AMPR, which resulted in a deal in which educators received $1,000 more a month to their base salary, a nearly 30 percent increase for the average teacher. “It was the largest salary increase in the history of teachers in Puerto Rico,” Bonilla said, though even with the increase, teachers here still make far less money than teachers on the mainland.

    One of the biggest complaints Soto said he heard was how rigid and bureaucratic the Puerto Rico Department of Education was, despite a 2018 education reform law that allows for more local control. The education agency — the largest unit of government on the island, with the most employees and the biggest budget — was set up so that the central office had to sign off on everything. So Soto created and oversaw a pilot program in Ponce, a region on the island’s southern coast, focusing on decentralization.

    For the first time, the local community elected an advisory board of education, and superintendent candidates had to apply rather than be appointed, Soto said. The superintendent was given the authority to sign off on budget requests directly rather than sending them through officials in San Juan, as well as the flexibility to spend money in his region based on individual schools’ needs.

    In the past, that wasn’t a consideration: For example, Yadira Sanchez, a psychologist who has worked in Puerto Rican education for more than 20 years, remembers when a school got dozens of new air conditioners even though it didn’t need it. “They already had functioning air conditioners,” she said, “so that money was lost.”

    The pilot project also focused on increasing efficiency. For example, children with disabilities are now evaluated at their schools rather than having to visit a special center. And Soto says he tried to remove politics and increase transparency around spending in the PRDE as well. “You can improve invoices, but if your political friends are getting the work, then you don’t have a good school system,” he said.

    Under Biden, Puerto Rico also received a competitive U.S. Department of Education grant for $10.5 million for community schools, another milestone. And the federal department started including data on the territory in some education statistics collected. “Puerto Rico wasn’t even on these trackers, so we started to dig into how do we improve the data systems? Unraveling the data issue meant that Puerto Rico can properly get recognized,” Soto said.

    But already there are plans to undo Cardona’s signature effort in Ponce. The island’s newly elected governor, Jenniffer González Colón, is a Republican and a Trump supporter. The popular secretary of education, Eliezer Ramos Parés, returned earlier this year to head the department after leading it from April 2021 to July 2023 when the governor unexpectedly asked him to resign — not an unusual occurrence within the island’s government, where political appointments can end suddenly and with little public debate. He told The Hechinger Report that the program won’t continue in its current form, calling it “inefficient.”

    “The pilot isn’t really effective,” he said, noting that politics can influence spending decisions not only at the central level but at the regional level as well. “We want to have some controls.” He also said expanding the effort across the island would cost tens of millions of dollars. Instead, Ramos said he was looking at more limited approaches to decentralization, around some human resource and procurement functions. He said he was also exploring a per pupil funding formula for Puerto Rico and looking at lessons from other large school districts such as New York City and Hawaii.

    While education has been the largest budget item on the island for years, it’s still far less than any of the 50 states spend on each student. Puerto Rico spends $9,500 per student, compared with an average of $18,600 in the states.

    The U.S. Department of Education, which supplements local and state funding for students in poverty and with disabilities, has an outsized role in Puerto Rico schools. On the island, 55 percent of children live below the poverty line, compared with 17 percent in the 50 states; for students in special education, the figures are 35 percent and 15 percent, respectively. In total, during fiscal year 2024, more than 68 percent of the education budget on the island comes from federal funding, compared to 11 percent in U.S. states. The department also administers Pell Grants for low-income students — some 72 percent of Puerto Rican students apply — and supports professional development efforts and initiatives for Puerto Rican children who move back and forth between the mainland and territory.

    Linda McMahon, Trump’s new education secretary, has reportedly said that the government will continue to meet its “statutory obligations” to students even as the department shuts down or transfers some operations and lays off staff. The U.S. Department of Education did not respond to requests for comment.

    Some say the Biden administration’s pouring billions of dollars into a troubled education system with little accountability has created unrealistic expectations and there’s no plan for what happens after money is spent. Mujica, the executive director of the oversight board, said the infusion of funds postponed tough decisions by the Puerto Rican government. “When you have so much money, it papers over a lot of problems. You didn’t have to deal with some of the challenges that are fundamental to the system.” And he said there is little discussion of what happens when that money runs out. “How are you going to bridge that gap? Either those programs go away or we’re going to have to find the funding for them,” Mujica said.

    He said efforts like the one in Ponce to bring decision making closer to where the students’ needs are is “vitally important.” Still, he said he’s not sure the money improved student outcomes. “This was a huge opportunity to make fundamental changes and investments that will yield long-term results. I’m not sure that we’ve seen the metrics to support that.”

    Puerto Rico is one of the most educationally impoverished regions, with academic outcomes well below the mainland. On the math portion of the National Assessment of Educational Progress, or NAEP, a test that students across the U.S. take, just 2 percent of fourth graders in Puerto Rico were proficient, the highest score ever recorded for the island, and zero percent of eighth graders were. Puerto Rican students don’t take the NAEP for reading because they learn in Spanish, not English, though results shared by Ramos at a press conference in 2022 showed only 1 percent of third graders were reading at grade level.

    There are some encouraging efforts. Flamboyan Foundation, the nonprofit in Puerto Rico, has been leading an island-wide coalition of 70 partners to improve K-3 literacy, including through professional development. Teacher training through the territory’s education department has often been spotty or optional.

    The organization now works closely with the University of Puerto Rico and, as part of that effort, oversees spending of $3 million in literacy training. Approximately 1,500 or a third of Puerto Rico’s K-5 teachers have undergone the rigorous training. Educators were given $500 as an incentive for participating, along with books for their classrooms and three credit hours in continuing education. “It was a lot of quality hours. This was not the ‘spray and pray’ approach,” said Silvestre. That effort will continue, according to Ramos, who called it “very effective.”

    A new reading test for first through third graders the nonprofit helped design showed that between the 2023 and 2024 school years, most children were below grade level but made growth in every grade. “But we still have a long way to go so that this data can get to teachers in a timely manner and in a way that they can actually act on it,” Silvestre said.

    Kristin Ehrgood, Flamboyan Foundation’s CEO, said it’s too soon to see dramatic gains. “It’s really hard to see a ton of positive outcomes in such a short period of time with significant distrust that has been built over years,” she said. She said they weren’t sure how the Trump administration may work with or fund Puerto Rico’s education system but that the Biden administration had built a lot of goodwill. “There is a lot of opportunity that could be built on, if a new administration chooses to do that.”

    Another hopeful sign is that the oversight board, which was widely protested when it was formed, has cut the island’s debt from $73 billion to $31 billion. And last year board members increased education spending by 3 percent. Mujica said the board is focused on making sure that any investment translates into improved outcomes for students: “Our view is resources have to go into the classroom.”

    Betty A. Rosa, education commissioner and president of the University of the State of New York and a member of the oversight board, said leadership churn in Puerto Rico drives its educational instability. Every new leader is invested in “rebuilding, restructuring, reimagining, pick your word,” she said. “There is no consistency.” Unlike her New York state position, the Puerto Rican education secretary and other positions are political appointments. “If you have permanent governance, then even when the leadership changes, the work continues.”

    Ramos, who experienced this instability when the previous governor unexpectedly asked to resign in 2023, said he met McMahon, the new U.S. secretary of education, in Washington, D.C., and that they had a “pleasant conversation.” “She knows about Puerto Rico, she’s concerned about Puerto Rico, and she demonstrated full support in the Puerto Rico mission,” he said. He said McMahon wanted PRDE to offer more bilingual classes, to expose more students to English. Whether there will be changes in funding or anything else remains to be seen. “We have to look at what happens in the next few weeks and months and how that vision and policy could affect Puerto Rico,” Ramos said.

    Ramos was well-liked by educators during his first stint as education secretary. He will also have a lot of decisions to make, including whether to expand public charter schools and close down traditional public schools as the island’s public school enrollment continues to decline precipitously. In the past, both those issues led to fierce and widespread protests.

    Soto says he’s realistic about the incoming administration having “different views, both ideologically and policywise,” but he’s hopeful the people of Puerto Rico won’t want to go back to the old way of doing things. “Somebody said, ‘You guys took the genie out of the bottle and it’s going to be hard to put that back’ as it relates to a student-centered school system,” Soto said.

    Cardona, whose grandparents are from the island, said Puerto Rico had seen “academic flatlining” for years. “We cannot accept that the students are performing less than we know they are capable of,” he told The Hechinger Report, just before he signed off as the nation’s top education official. “We started change; it needs to continue.”

    Principal Carabello’s small school of 150 students and 14 teachers has been slated for closure three times already, though each time it has been spared in part because of community support. She’s hopeful that Ramos, with whom she’s worked previously, will turn things around. “He knows the education system,” she said. “He’s a brilliant person, open to listen.”

    But the long hours of the past several years have taken a toll on her. She is routinely in school from 6:30 a.m. to 6:30 p.m. “You come in when it’s dark and you leave when it’s dark,” she said. There have been many new platforms to learn and new projects to implement. She wants to retire but can’t afford to. After decades of the local government underfunding the pension system, allowances that offset the high price of goods and services on the island were cut and pension plans were frozen.

    Now instead of retiring with 75 percent of her salary, Carabello will receive only 50 percent, $2,195 a month. She is entitled to Social Security benefits, but it isn’t enough to make up for the lost pension. “Who can live with $2,000 in one month? Nobody. It’s too hard. And my house still needs 12 years more to pay.”

    Carabello, who is always so strong and so optimistic around her students, teared up. But it’s rare that she allows herself time to think about herself. “I have a great community. I have great teachers and I feel happy with what I do,” she said.

    She’s just very, very tired.

    Columbia Agrees to Trump’s Demands

    Acquiescing to demands from the Trump administration to address alleged antisemitism on campus, Columbia University has agreed to overhaul disciplinary processes, ban masks at protests, add 36 officers with the authority to make arrests and appoint a new senior vice provost to oversee academic programs focused on the Middle East, among other changes.

    The decision, announced Friday afternoon, is the latest move in Columbia’s ongoing face-off with the federal government over last year’s pro-Palestinian protests, which spawned the nationwide encampment movement. Columbia yielded despite concerns about the legality of the demands, as well as of an associated effort by the Trump administration to strip the university of $400 million in research funding.

    “We have worked hard to address the legitimate concerns raised both from within and without our Columbia community, including by our regulators, with respect to the discrimination, harassment, and antisemitic acts our Jewish community has faced in the wake of October 7, 2023,” university officials said in a Friday statement.

    The acknowledgment is a rare admission of antisemitism on campus, despite the fact that a Title VI investigation by the Department of Education has not yet been completed.

    Columbia announced additional efforts that the Trump administration didn’t request, including advancing the university’s Tel Aviv Center (though initial details are sparse) and creating a K-12 curriculum “focused on topics such as how to have difficult conversations, create classrooms that foster open inquiry, dialogue across difference and topics related to antisemitism.” That curriculum will be free for schools.

    Columbia did not place the Middle East, South Asian and African Studies Department into “academic receivership” for a minimum of five years, as the Trump administration demanded, but the parties appeared to reach a compromise. A new senior vice provost will review a broader range of programs, expanding beyond the department targeted by Trump to include “the Center for Palestine Studies; the Institute for Israel and Jewish Studies; Middle Eastern, South Asian, and African Studies; the Middle East Institute; the Tel Aviv and Amman global hubs; [and] the School of International and Public Affairs Middle East Policy major,” according to the university.

    The new senior provost, who has not yet been named, will review programs “to ensure the educational offerings are comprehensive and balanced” and evaluate “all aspects of leadership and curriculum” among other changes, which may include academic restructuring.

    Interim president Katrina Armstrong announced the move in a statement titled “Sharing Progress on Our Priorities,” calling it “a privilege to share our progress and plans” after a difficult year of protests and scrutiny.

    “At all times, we are guided by our values, putting academic freedom, free expression, open inquiry, and respect for all at the fore of every decision we make,” Armstrong wrote in the message posted Friday afternoon, which she signed, “Standing together for Columbia.”

    Critics, however, have argued that yielding to the Trump administration undermines academic freedom and urged Columbia to fight the demands.

    Legal scholars at Columbia and in conservative circles have noted that the Trump administration’s demands were likely unlawful. However, it seemed the university had no desire for a protracted legal fight.

    After the news broke—first reported by The Wall Street Journal—many critics panned the move.

    In a Friday press call, American Association of University Professors President Todd Wolfson blasted Columbia for failing to stand up to Trump.

    “This is not the outcome we wanted to see we wanted to see Columbia stand up for their rights for academic freedom and freedom of speech on their campus and we did not expect for them to not only capitulate to the demands of the federal government but actually go beyond the initial demands as far as we can tell,” Wolfson said.

    “This is an unprecedented intervention into academic freedom—never before in Columbia’s 250+ years has the federal government tried to exert control over a department before. And Trump et al. are only getting started,” Columbia history professor Karl Jacoby wrote on Bluesky.

    Outside experts pointed to the likelihood that more universities will give in to Trump’s threats now that Columbia has yielded.

    “Trump gets exactly what he wants from Columbia. Next up: most of the big-name institutions in American higher education. This is a turning point in the history of our industry,” Robert Kelchen, a professor of education and head of the Department of Educational Leadership and Policy Studies at the University of Tennessee at Knoxville, wrote in a Bluesky post.

    President Donald Trump and Republicans promised to shutter the U.S. Department of Education on the 2024 campaign trail, a goal of many conservatives going back decades. 

    The department — created by statute in 1979 — legally cannot be eliminated without congressional approval and a president’s signature. Such a move would have to pass the 60-vote threshold for overcoming a filibuster in the Senate, which could partly explain why past efforts to nix the department have not gotten far.

    But on Thursday, Trump threw the department’s fate into deep uncertainty after he signed an executive order directing U.S. Secretary of Education Linda McMahon “to the maximum extent appropriate and permitted by law, take all necessary steps to facilitate the closure of the Department of Education and turn its authority over to states. 

    The order came just over a week after the department announced massive layoffs that cut its workforce in half.

    Thursday’s order provided for the “effective and uninterrupted delivery of [Education Department] services, programs, and benefits on which Americans rely,” but it offered few details on how the Trump administration plans to restructure or distribute the agency’s functions.

    Those include managing and distributing billions in Pell Grants and student loans every year, as well as enforcing civil rights laws related to education on college campuses, among other functions.

    A statement from McMahon similarly offered scant details on what the shuttering would mean in practical terms.

    “We’re going to follow the law and eliminate the bureaucracy responsibly by working through Congress to ensure a lawful and orderly transition,” McMahon said.

    On Friday, Trump told media that the Education Department’s management of student loans would be moved to the Small Business Administration. “That’s coming out of the Department of Education immediately,” he said. The announcement came as the SBA said it will cut 43% of its staff

    While much remains uncertain about the ultimate effects of Trump’s order, higher education groups panned the order and raised alarms over what Trump’s unilateral attempt to shutter the agency will mean for students and institutions.

    “This is political theater, not serious public policy,” American Council on Education President Ted Mitchell said in a statement Thursday. “To dismantle any cabinet-level federal agency requires congressional approval, and we urge lawmakers to reject misleading rhetoric in favor of what is in the best interests of students and their families.”

    Kara Freeman, president and CEO of the National Association of College and University Business Officers, said that Trump’s order “adds to the turbulence colleges and universities are experiencing and the uncertainty students and families are facing at this critical time in the academic year.”

    Freeman voiced concerns around key functions of the department, including federal student aid processing, aid to institutions and data tracking “that is so important to institutional decision-making.”

    “Most troubling is that these collective actions involving the department could cause enough confusion to discourage students and families from considering a path to college,” Freeman said. 

    Congressional Democrats were sharper in their criticism. In a letter to McMahon, Rep. Bobby Scott, ranking member of the House Committee on Education and Workforce, and Rep. Gerald Connolly, ranking member of the Committee on Oversight and Government Reform, described both the Thursday order and the Department’s mass layoffs as illegal moves to “usurp Congress’s authority.”

    Scott is leading an effort within the House to open an inquiry into the effort to dismantle the department. 

    He and Connolly also noted in their letter that the Trump administration’s efforts to shutter the agency run “counter to the will of the American people, the majority of whom oppose efforts to close the Department.”

    To their point, recent nationally representative surveys have found fairly wide support for the department. A March poll from Quinnipiac University found 60% of those surveyed opposed Trump’s plan to close the Education Department, while only 33% supported it.

    The American Association of University Professors chapter at Columbia University is urging officials there to reject the Trump administration’s demands, which include putting an academic department under receivership, abolishing the University Judicial Board and giving security employees arrest authority.

    “Compliance would make Columbia complicit in its own destruction, stripping shared control of academic and student affairs from the faculty and administration and replacing the deliberative practices and structures of the university with peremptory fiats from outside the institution,” the AAUP chapter said in a statement Tuesday. “We see no evidence that compliance would assuage the hostility of the White House.”

    The Trump administration announced March 7 it was canceling about $400 million in federal grants and contracts for Columbia due to what it claims is the university’s “continued inaction in the face of persistent harassment of Jewish students.” Then, in a letter last week, federal officials listed “next steps that we regard as a precondition for formal negotiations regarding Columbia University’s continued financial relationship with the United States government.” They set a March 20 deadline for complying with the demands, which also include a mask ban, a plan for changing admissions and more.

    The Columbia AAUP’s statement said, “The government’s demands read like a ransom letter, dictating to the university what principles it must sacrifice and what ideological positions it must adopt to restore research funding.” As for the justification of fighting antisemitism, the AAUP chapter said the university took “many actions over the last year to accommodate its Jewish students, sometimes at the expense of the grievances of other campus groups.”

    The AAUP chapter said this “assault on Columbia will serve as a model for attacks on other universities across the nation” and urged colleagues to speak out and “march in the streets.”

    The White House didn’t return a request for comment Tuesday.

    Trump’s attack on law firms threatens the foundations of our justice system

    Atticus Finch is remembered as one of literature’s greatest heroes for his willingness to defend an unpopular client despite great professional and personal cost. I was reminded of Atticus when the Trump administration recently retaliated against attorneys explicitly because they represented clients and causes the president dislikes.

    On March 6, President Trump issued an executive order targeting a law firm, Perkins Coie, for activities that are protected by the First Amendment. The order cites the firm for “representing failed Presidential candidate Hillary Clinton” and commissioning opposition research into the Trump campaign. Trump also critiqued Perkins Coie for bringing a lawsuit to challenge election laws Trump supports, “including those requiring voter identification.”

    This order came after the president revoked the security clearances of attorneys at another firm for representing a client the president dislikes: former Department of Justice Special Counsel Jack Smith, who had led the government’s investigations into Trump’s role on January 6 and his handling of classified documents.

    In yet another order, Trump also singled out attorneys at a third firm, Paul Weiss, for bringing a lawsuit against individuals who protested at the Capitol on January 6, and for hiring an attorney who had investigated Trump while in government service. Trump’s orders against Perkins Coie and Paul Weiss not only barred federal agencies from engaging the firms’ services but also suspended the security clearances of its attorneys and restricted their access to federal buildings. These sanctions cripple the attorneys’ ability to represent clients in disputes with the federal government. The administration points to no evidence that these firms are a genuine security risk, and expressly targets these firms for their client selection and speech. 

    This is deeply troubling regardless of where one stands on the activities or firms affected. The process of defending constitutional rights relies heavily on the ability of private attorneys to bring lawsuits against the government. This requires lawyers to be free from official government pressure when choosing which clients and causes to represent. If lawyers are put in fear of federal government retaliation for representing clients who challenge the government or stand for unpopular causes, many injustices will never be challenged. 

    The administration’s actions represent a direct assault on this freedom. Punishing firms for their choice of clients or the nature of their legal work cannot help but intimidate the legal community, discouraging attorneys from taking on cases that may be politically unpopular or present a challenge to those in power. 

    History is repeating itself with Trump’s latest efforts. What is at stake here is nothing less than the legal profession’s capacity to fulfill its role in a democratic society.

    It also sets an ominous precedent for future presidents to exploit. If the Trump administration can target specific firms on this basis, what prevents future administrations from blacklisting firms that represent, say, gun-rights groups? This concern is hardly theoretical: just last year, the Supreme Court had to slap down a New York state official for trying to punish a third party for doing business with the NRA. Could religious organizations be next? Or animal-rights activists? Could the next Democratic president ban from federal buildings any attorneys that represented Republican candidates? What is the limiting principle?

    Furthermore, how can a lawyer who is considering representing a politically controversial client know that she will not be targeted the next time control of the White House changes hands? The safest course of action will be to avoid representing clients of any political salience, right or left, even if their cause is just. 

    Even before Trump’s latest actions on this front, a number of law firms have already shown their willingness to run from controversial causes, such as when Kirkland & Ellis withdrew from its representation of the NRA because the NRA advocates for gun rights. Supreme Court litigator Paul Clement, one of the firm’s most famous attorneys, had to leave the firm entirely simply so he could continue to represent his gun-related clients. Clement could afford to do this precisely because he was so well-known. But if the government can punish an entire law firm over the nature of the work of one of its attorneys, less influential attorneys will face enormous pressure from colleagues to avoid taking controversial cases and clients.

    These actions also directly violate the First Amendment. They explicitly target these firms for the clients they have represented and the legal positions they have taken on election law matters. The Supreme Court has recognized the First Amendment right of lawyers “to associate for the purpose of assisting persons who seek legal redress for infringements of their constitutionally guaranteed and other rights.” By officially punishing lawyers on the basis of these associations, the executive order therefore is unconstitutional viewpoint-based retaliation and violates the right of freedom of association. For this reason, a federal judge this week issued a temporary restraining order blocking the order against Perkins Coie.

    There is a long, troubling history of trying to silence advocacy through fear and intimidation of the advocates. Attorneys who fought for abolition and civil rights were frequently harassed, or even subjected to threats and violence such as when Thurgood Marshall barely escaped a lynch mob while arguing civil rights cases in the South before Brown v. Board of Education (1954). Many other civil rights attorneys, including those working for the NAACP, were investigated by the FBI, accused of communist sympathies, and faced professional blacklisting. More recently, government officials pressured the firms that represented Guantanamo Bay detainees in the 2000s to drop the cases.

    History is repeating itself with Trump’s latest efforts. What is at stake here is nothing less than the legal profession’s capacity to fulfill its role in a democratic society. As the judge in Perkins Coie’s lawsuit warned, the administration’s decision “threatens to significantly undermine our entire legal system and the ability of all people to access justice.”

    Public interest organizations like FIRE understand this principle well. Because we are committed to the nonpartisan defense of free speech, we are routinely accused of being “right-wing hacks” or “left-wing radicals,” often during the same week. But defending the rights of the unpopular is not about political allegiance — it’s about ensuring that fundamental freedoms apply to everyone. Civil rights groups must be able to defend speech and causes that challenge those in power, regardless of who holds office.

    Atticus Finch understood how crucial vigorous representation is. In his impassioned speech to the jury, he explained, “In this country our courts are great levelers, and in our courts all men are created equal.” If lawyers fear retaliation for simply doing their jobs, then the courts can no longer serve as the “great levelers” as unpopular or politically powerless individuals and causes are unable to get their day in court. We’re all better off when even “bad people” can get a good lawyer — whoever those in power have deemed “bad people” today.
