Every year on Veterans Day, we pause to honor those who have served our country—but our gratitude must extend beyond a single day of reflection. One of the most powerful ways to repay veterans’ service is through education, a goal long supported by the general public and Republican and Democratic administrations alike. Student veterans bring leadership, discipline and unique experiences to college campuses; their postsecondary success strengthens both our communities and economies.
Yet despite their proven academic potential and deep motivation to earn a degree, too many veterans face unnecessary barriers to completing college. At Ithaka S+R, we’ve reported on the value of enrolling and supporting student veterans and the unique challenges these students face in getting to and through higher education, for several years running. From underresourced institutions to opaque transfer processes and predatory recruitment practices, these obstacles result in lower bachelor’s degree attainment among veterans compared to their civilian peers.
Right now, policy and appropriations decisions (including the current government shutdown) could undermine the progress the country has made in providing educational opportunities for our veterans. As we celebrate Veterans Day, it’s time for higher education leaders and policymakers to renew their commitment to supporting those who’ve served. Here are three developing situations that we’re monitoring for their potential impact on student veterans.
Cuts to Veterans Upward Bound
Veterans Upward Bound is a federally funded TRIO program focused on precollege, college transition and college success support for veterans. Started in 1972, the program now supports more than 8,000 veterans looking to enroll in or return to college by providing academic instruction, tutoring and counseling. There are 60-plus programs nationally, run by individual colleges and universities. The programs have proven highly effective: Participants are 42 percent more likely than their peers to earn a bachelor’s degree within six years.
There is significant uncertainty about whether the federal government will sustain the current and future funding for these Veterans Upward Bound programs. The federal government delayed payment for the majority of TRIO programs this fall, including all Veterans Upward Bound programs. The funding delay came on the heels of proposals to decrease, or even eliminate completely, TRIO programs in next year’s federal budget. The Department of Education got a head start this year, canceling many thousands of dollars in already-allocated funding for TRIO programs, including for VUB programs, in mid-September. Although some of that funding has since been restored, the uncertainty leaves many programs struggling to plan for the year ahead.
VA Staffing Cuts and GI Bill Processing Times
Enrolled student veterans rely on the federal government for the processing of their GI Bill funds. The combination of staffing cuts at the Department of Veterans Affairs and the recent federal government shutdown has created delays, confusion and, ultimately, financial stress for student veterans.
This summer, student veterans and campus advisers reported that benefit eligibility determinations and payments for the GI Bill took three times longer than previously because of understaffing and increased administrative errors. This meant that housing and textbook payments were delayed, which led to some student veterans missing the start of classes (and, in more severe cases, dropping or stopping out).
The situation has worsened since the federal government shut down on Oct. 1. Although education benefits themselves are primarily funded through advance appropriations and thus can continue to be paid out, critical support services have ceased operation during the shutdown. The VA’s GI Bill phone hotline, which many rely on for questions about eligibility, payments and school certification, is closed. Regional VA offices, which normally handle in-person assistance, are also closed. Not only do these closures create challenges in the current moment, but resulting processing delays will result in a backlog even after the government reopens.
For student veterans on fixed schedules, with tight budgets and in transitional life phases, the time and energy to deal with unsettled paperwork add up to real risks for academic progress and financial stability.
Measuring Student Veteran Success
The uncertainty of federal support for student veterans comes at a time when there is shrinking programmatic and rhetorical support for students that higher education has historically struggled to welcome. Veterans are increasingly more likely to belong to other underrepresented groups, such as racial minorities and adult learners, so the challenges they face in accessing and affording higher education may be multiplied.
The states, systems and institutions interested in continuing to serve student veterans are also facing immense challenges as they confront federal policy changes that have downstream financial impacts, such as changes to graduate student loans and the decline in international student enrollment. While these challenges make it even more imperative for institutions to enroll a wider range of students, including student veterans, there is simultaneously increased difficulty in doing so.
Investing in veteran-specific admissions strategies and academic advising, providing efficient credit transfer mechanisms, and tracking postcollege outcomes are initiatives that can help boost student veteran success. The full scope of that success, however, remains elusive, as the data landscape for student veterans remains fragmented and incomplete. Alongside institutional efforts to ensure success, regional and national efforts are needed to more fully understand how many new veterans could benefit from enrolling in higher education each year and in what degree programs they are most interested. To truly understand the scope of the impact of the federal budget and staffing cuts and how other parts of higher education can help fill that breach and prioritize veterans’ enrollment, it is essential to know more about the size and scope of the potential student veteran population we are looking to serve.
Conclusion
As federal uncertainty grows, from cuts to Veterans Upward Bound programs to delays in GI Bill processing, and the shutdown drags on, student veterans risk being left behind just when they need institutional support most. At the same time, colleges face shrinking budgets and shifting demographics that make it harder to serve those who’ve already given so much.
But these challenges also present an opportunity for stakeholders throughout higher education to refocus on veterans. By investing in veteran-specific recruitment, advising and data collection efforts, institutions, states and veteran-serving organizations can open doors to a new generation of leaders ready to contribute to their campuses and communities.
The promise of higher education for veterans should not only depend on bureaucratic stability or federal budget cycles; it requires a collective effort from within and beyond the field of higher education. This Veterans Day and every day after, let’s recommit to ensuring that those who served our nation have every chance to succeed in the classroom and beyond.

This Veterans Day, we’re reminded that honoring service means more than recognition; it’s a shared responsibility. Colleges and universities play a vital role in translating appreciation into action by working with community and employer partners to expand access, reduce barriers, and build clear, accelerated pathways for veterans to thrive before, during, and after their postsecondary education.
Each year, about 200,000 service members transition out of active duty. They bring with them leadership, discipline, and adaptability, qualities employers consistently say they need most. For many veterans, the first stop is college, supported by the Post-9/11 GI Bill. But not all want, need, or can afford to wait for a four-year degree to launch their next chapter. The real question is: How do we ensure veterans don’t miss the job-ready pathways already reshaping the workforce?
The challenge of underemployment and the demand for talent
On the surface, veterans appear to be doing well; unemployment among former service members is approximately 3% in comparison to non-veterans at 3.9%. But the picture changes when we look deeper. Nearly one in three veterans is underemployed, working in roles that don’t fully use their skills or pay family-sustaining wages. The compressed 180-day transition window, during which service members must make rapid choices about careers, finances, and education, makes it harder to align strengths with opportunity. Veterans who do not find meaningful employment or education in that first year risk long-term financial instability and lower lifetime earnings.
At the same time, labor market demand makes the case urgent. Employers in healthcare, cybersecurity, advanced manufacturing, logistics, and clean energy face acute shortages. More than a million cybersecurity roles are currently unfilled, and clean energy jobs grew nearly 4% last year. Veterans, who bring technical expertise, leadership, and adaptability, are uniquely positioned to step into these roles if their skills are translated and recognized in ways that match employer needs.
A moment of opportunity
Across the country, alternative career pathways are gaining momentum. Apprenticeships, certificates, industry certifications, and work-integrated learning programs are offering faster, lower-cost routes into well-paid jobs. National efforts to expand registered apprenticeships highlight just how far the U.S. has to go compared with peer nations. If even a fraction of community college students were connected to apprenticeships, hundreds of thousands of new slots could open roles where veterans’ discipline and readiness give them a natural advantage.
At the same time, higher education is recalibrating. Undergraduate enrollment has dropped by more than a million students since 2019, while institutions are investing in short-term credentials and competency-based programs. Senior leaders are deeply concerned about the public perception of the value of college and their institutions’ long-term financial viability, with nearly eight in ten presidents citing public trust as a major issue. Those concerns are not abstract: by 2032, an estimated 18.4 million experienced workers with postsecondary education are expected to retire, creating urgent pressure to prepare the next generation. Veterans are well-positioned to help fill this gap if institutions translate military learning into both degrees and short-term credentials.
If institutions recognize and apply military learning through credit for prior learning (CPL) and short-term credential pathways, they can accelerate veterans’ success while rebuilding confidence in the relevance of higher education itself. ACE supports this effort through Military Guide, which helps colleges translate military training into academic credit, and through expanding frameworks for CPL that ensure quality and equity in how experience counts. These tools make it possible for veterans to see their service recognized as learning and for institutions to meet learners where they are.
A call to action
This convergence of policy momentum, employer demand, and institutional innovation creates a rare window of opportunity. The traditional “college-for-all” approach is showing its limits, with more than half of four-year graduates underemployed a year after graduation. For veterans, the stakes are even higher. Transition is a once-in-a-lifetime moment to align skills, benefits, and pathways.
Employers: Don’t overlook veteran talent. Create or expand apprenticeships and structured on-ramps that recognize military skills. Veterans bring discipline, adaptability, and leadership—traits every sector needs to stay competitive. They also carry official military transcripts that document their training and education, which can be mapped directly to specific skills and competencies. Military job titles and occupational codes however can be deceiving in the civilian market. Demystifying those roles and challenging stereotypes is essential to avoid overlooking highly qualified candidates. Leveraging veterans’ records and experiences can shorten onboarding, reduce training costs, and ensure they are matched to roles where they can thrive.
Higher education: Build shorter, stackable programs that honor prior learning gained through military service and beyond. Military transcripts and experience can serve not only as transfer credit but also as tools for admissions decisions, prerequisite fulfillment, and course waivers, accelerating time to completion. Just as important, institutions should recognize that many veterans are looking to pivot into entirely new career fields. By meeting veterans where they are, higher education can both close critical skills gaps and strengthen enrollment while rebuilding public trust.
Credential providers: Ensure certifications are accessible, affordable, and aligned with industry demand. You are uniquely positioned to bridge the federal government, corporate America, learners, and higher education institutions, making pathways clearer and faster for veterans. In your validation processes, include recognition of military and prior learning so veterans can more easily demonstrate their competencies and translate service-earned experience into credentials with immediate labor market value.
Turning appreciation into action
Veterans bring unmatched skills, experience, and determination, but they shouldn’t have to navigate their next chapter alone. Employers, higher education, and credential providers each have a role to play in creating faster, more transparent, and career-aligned pathways that turn potential into progress.
Higher education has always been central to the American narrative, a source of opportunity, innovation, and community strength. Its next chapter depends on unlocking the full potential of every learner, especially those who have proudly served. When institutions, employers, and credential organizations work in concert, we transform gratitude into real pathways.
For example, Dixon Center for Military and Veterans Services has long championed a “united in purpose” approach, offering technical assistance, resource-sharing, and leadership to amplify veteran-serving efforts across all sectors. Their work underscores the importance of collective responsibility: honoring service not just with words, but with system-wide action. As one example, the center led an effort to formulate and administer the Trucking Business Academy, which mustered colleges, industry leaders, and other nonprofits to chart a comprehensive curriculum for truck drivers to successfully build their own businesses.
This Veterans Day, honoring military service means building pathways forward. By opening clearer, faster, and more trusted routes to learning and work and by aligning across sectors, we can ensure veterans don’t just find jobs. They lead the way in shaping the future of education, workforce development, and national resilience.

Approximately 65 percent of the 1.2 million active-duty service members in the U.S. armed forces have less than an associate degree level of education, according to 2023 data; many of them hold some college credits but no degree. Federal aid programs make enrolling in college and earning a degree more accessible for military-affiliated students, but not every student is aware of academic interventions that can help them complete a credential sooner, including credit for prior learning.
A 2024 research article found that prospective students with military experience were most likely to prioritize academic programming when selecting a college, followed by financial assistance and affordability. CPL is one way colleges and universities seek to expedite student veterans’ ability to enroll in and graduate from college, recognizing the learning already accomplished while in the armed forces.
In the most recent episode of Voices of Student Success, host Ashley Mowreader speaks with three experts from the Kentucky Council on Postsecondary Education—senior fellows Matt Bergman and Dallas Kratzer, and Tracy Teater, associate director of adult learner attainment—to discuss the state’s adult education attainment goals, challenges in CPL rollout and other models of success across the country.

Inside Higher Ed: Just to get us started, Matt, can you talk a little about the connection between credit for prior learning and adult learner success? What is that link and why is this an important starting point when it comes to engaging adult learners?
Matthew Bergman, senior fellow at the Kentucky Council on Postsecondary Education and an associate professor at the University of Louisville
Matt Bergman: Credit for prior learning has been around quite a long while, from the early 1930s to when we saw the transition of many military back into higher education. [We were] thinking about, how we could transition individuals that are work-ready but have some college-level and credit-worthy learning that would create more efficient pathways?
Credit for prior learning has been a huge benefit to so many of those folks with that experience. And this is just not experience alone; this is very thoroughly and rigorously assessed learning that we can translate and map directly to curriculum.
The University of Louisville was part of a 72-institution study by the Council on Adult and Experiential Learning, or CAEL, and the CPL Boost came out with some really hard-hitting empirical evidence that not only do people get to graduation faster, but they graduate at a higher rate, and also those that actually engage in this work take more credit hours.
That might seem a bit counterintuitive, but what it boils down to is this idea that you increase retention and persistence by percentage points that create a net-positive revenue for institutions along the way. So the myth of taking away tuition from the university is gone. We’ve got empirical evidence that not only does it benefit students and they save money, but actually the institutions are making more money in the long term because they are creating paths that are efficient, meaningful and impactful for these adult learners, military and beyond.
Inside Higher Ed: Why are students with military experience a focus area when it comes to CPL?
Dallas Kratzer, senior fellow at the Kentucky Council on Postsecondary Education
Dallas Kratzer: The American Council on Education has done the evaluation of a lot of military workplace learning, which can include not only the courses they’ve taken in their military careers but also the learning that they’ve had on the job.
In the military, we have a lot of different types of things that we do, and ACE has evaluated many of those. In those evaluations, the great thing is, those types of jobs and skills line up to the civilian sector. About 85 percent of what we do in the military is done in the civilian sector. So, if we can get it right and benchmark off of what ACE has done, it makes it really easy for a higher ed institution to then step across the line to the civilian sector and say, “ACE evaluated it this way. This is how it looks in the civilian sector. We can take that same credit recommendation and make some linkage there.”
As a matter of fact, O*NET has a military jobs crosswalk to civilian jobs. So linking all of that together, and the program that Matt worked on at the University of Louisville, he and I both worked with it, they use it really heavily to make that crosswalk, or that linkage between those two.
Inside Higher Ed: Part of this is from the institution side—making it clear how military experience fulfills civilian responsibilities or those job functionalities. But there’s also making that linkage for the student; if you are somebody with military experience, maybe you haven’t considered the ways that that can translate into the transition outside the civilian world.
Kratzer: You are so on the mark with that comment, because so many folks in the military just see that they’re doing their job. I did 35 years in the Air Force and worked extensively with the Army in the later years, and [military personnel] often think that what they’ve learned on the job or the things that they are doing in their career fields are just that—a job. They don’t see the experiential learning that comes along with that and how that can be translated into college credit.
I’ve had times where I’ve worked with individuals, and I’m like, “So have you gone to college?” Yes, some of them have. “Have you completed a degree?” “No, but I’ve got some college.” And then about a third of them don’t even think about it, and they would say, “No, I don’t have any college [credit] at all.” I’m like, “Actually, you do. There’s this thing called a joint service transcript, and your workplace learning, your military courses have been evaluated, and you have this pot of credits that you need to take to your higher ed institution and say, ‘How does this translate into me completing my degree?’”
Inside Higher Ed: Kentucky has a large plan at the state level to support adults and nontraditional students; how does CPL fit into this vision of student success?
Tracy Teater, associate director of adult learner attainment
Tracy Teater: The Kentucky Council on Postsecondary Education is committed to supporting and improving learner pathways, both to access and then successfully complete postsecondary goals across the age continuum, whether that is a traditional or a post-traditional student. We recognize that supporting our adult learners—whether they be adults with high school equivalency diplomas, adults enrolling for the first time or adults re-enrolling to finish their degree—leads to increased economic mobility for them and their families, increased workforce for Kentucky, of course, and an increased college-going rate for the next generation.
Because our adult learners are often parents, I can’t stress that point enough: By investing in our adult learners and our adult learner returners, we are investing in those generations to come.
Credit for prior learning is a key part of Kentucky’s larger vision for student success. It removes barriers and accelerates pathways for those adults to earn meaningful credentials. That supports Kentucky’s 60 by 30 goal, our North Star, if you will.
To ensure 60 percent of working-age adults hold that postsecondary credential by 2030, it requires that we recognize the learning and experiences that our adults often bring with them from military service, from work, from industry certifications and from their life experiences. This saves tuition dollars for our families and increases return on investment, as Matt shared earlier on, for both the campus and the state. I think also important and sometimes overlooked in this conversation is the fact that it sends a powerful message to the learner that you belong on campus and you’re respected and valued for the college credit–worthy experiences you bring. And so this sense of belonging, I think, impacts persistence towards learning goals. And so CPL for Kentucky is not a stand-alone effort. It’s woven into the broader student success agenda as a way to re-engage adults, and it’s been really exciting to be a part of the work, because Kentucky has a demonstrated commitment to adult learners.
The goals of the Kentucky Student Success Collaborative are we want to set the conditions for a culture of collaboration, and we want to build capacities of our campus partners to innovate and then ultimately accelerate progress.
Kratzer: I’d like to make a comment or tag on to what Tracy just said about one part of that, and that is the tuition dollars and how we can reduce the cost of going to college or returning to college through credit for prior learning. But more importantly, to the military community, the thing that we need to keep in mind is if they have already earned the training and the learning, and we don’t recognize that in higher ed, we’re not being a good steward of the taxpayers’ dollars, because we’re having them go back and take training that they’ve already accomplished. So this is such an important aspect to that military credit recommendation.
Inside Higher Ed: We’ve laid out a lot of the reasons why CPL is so beneficial to the state, to the institution, to the student, to their families, to their future families. But if CPL were easy to do, everyone would be doing it, and they’d be doing it well. So I wonder if we can talk about some of those hurdles when it comes to implementing and executing CPL effectively, and what sort of resources and time it takes to do this work and to do it well.
Bergman: There are a number of barriers, because it is labor-intense. In some ways now, as a result of the American Council on Education, we have military acknowledgment and recommendations for these credits that make it very tangible, almost as though it is transfer credit for most institutions. But the portfolio process that goes beyond that is a bit more labor-intense and faculty-driven. So that is a bit of a barrier.
But what we are seeing as a result of the people on this call here—Dallas, Tracy and so many others that are doing research in this field—we have seen barriers declining. The skepticism of this whole process is starting to wane in a way that is creating pathways for us to reach other institutions in Kentucky, but also nationally. And that’s good. A lot of thanks goes to some of the seminal authors in this work, like Nan Travers and Becky Klein-Collins. These individuals have produced scholarship that has really rooted empirical proof that this is most valuable. It creates efficiency. It helps with tax dollars, and when you boil down all of the pieces and parts, it becomes very process-oriented and very standard in approach.
Now, that has been a long road getting to this moment. So when you talk about barriers, they have been there for so many years that they are starting to diminish, and we are so grateful for that—not only in the Commonwealth of Kentucky, but beyond, because institutions and specifically faculty, which were the biggest barrier in acknowledgment of CPL, are starting to come onboard. Not only because of the demographic cliff, but also because of some of the skepticism that we have in higher education and the shortages that we have in enrollment now. [Faculty] are more likely open to this concept because we are taking this work, we are showing the process, we are showing a portfolio and we are being very transparent about how we calculate and assess learning and translate that to academic credit. In the moment that we do that, we show the robust process. We have new advocates for this work.
When we think about military personnel directly, we plug those individuals into some of those more traditional classes and disciplines, and those faculty are immediately like, “Bring every military learner into my class. They are so mission-driven. They are so committed to this goal of getting to the degree that I want every military learner in my classroom.”
When institutions become military-friendly, that’s when you see the pipeline. Because military folks are insular in their process of communicating about the programs that work well, that are very “military engaged,” to use the phrase from Dallas, but you have to be military engaged and ready for these learners if you’re going to serve them well. And more and more institutions are doing that, showing that commitment.
Kratzer: Just to add to what Matt’s talking about, this whole thing really boils down to awareness. And back in 2015, ACE and a couple of other organizations got together and produced this document called “Credit for Prior Learning: Charting Institutional Practice For Sustainability,” and they identified four major challenges: organizational structure, organizational awareness, student awareness and student engagement. When we see what the challenges are and then address those challenges, it’s really awareness. People just need to become more aware of the population and how what we do in the military can be translated to other sectors and other affinity groups and very easily done.
We’re in a spot right now in higher education. And Tracy alluded to this with the demographic cliff, that we see that adult learners have become a recognized population, and in that adult learner population are different subsets that we can engage with. I think the military one is the best one to start with, because so much of the work has been done and it’s just capitalizing on that. Additionally, the military community is a different set of learners. Military training is about learning, and in the military today, it is very technical thought processes, processing information, very much focused on that academic rigor. So that’s why they make some of the best students today, and anything that we can do to help attract them to our institutions will be incredibly beneficial for all of us.
Inside Higher Ed: We’ve mentioned CAEL and ACE and some other well-known organizations who are supporting this work, but are there other states that you’re learning from or other organizations that you think are doing this work well?
Bergman: One in particular is North Carolina, and through the Belk [Endowment], my buddy Mike Krause is making magic happen down there through InsideTrack and their connection to reconnecting learners that have some college and no degree, but also tying in CPL and then military-connected learners. They are going full force with the type of resources to really re-engage those learners and create a very clear path.
Oftentimes when trying to reconnect with people, they need to see how this might fit into a compartment of their lives. Because we know, as we serve these learners, they have No. 1, No. 2, No. 3 priorities and then education might come into the conversation [later]. So it’s really important for when we engage these types of learners, when we think about military learners, we have to understand that [education] is not likely priority No. 1.
I use this analogy of “Would you give up some streaming services or social media scrolling to the tune of four to five hours a week for a bachelor’s degree in two years?” And oftentimes people are going to say, “What do you mean? Of course I would.” And I say, “OK, let me break this down and work backwards,” and you look at the number of credits one can earn that they get from CPL, but also what they’ve accumulated thus far, and you start to put the pieces of the puzzle together.
States like North Carolina, Tennessee have done an absolutely wonderful job. California has gone all in on CPL as well, to really try and reconnect learners and show them that the light at the end of the tunnel is quite bright.
We learn from one another—these people are just colleagues in the weeds, really grinding, trying to find ways to really replicate and make it respective to our own institutions and just chop and drop these policies so that we really can scale and impact more and more learners. Now we have battled for years and years and years, and you can hear my passion in this, but we have fought the very traditional mechanisms of institutions, and we are starting to break down so many of those barriers, partially because of the demographic cliff, partially because of some of the skepticism. But as Dallas said, adult learners, military learners are on the forefront. We are at the table for traditional higher ed, and that is a huge change in such a benefit for these learners, because there are new funding models, there are scholarships, grants and then CPL, creating efficiency that we just didn’t have 15 years ago.
Kratz: A couple of organizations that I think are doing some interesting work here … the Council of College and Military Educators. They do an amazing job at bringing the senior leadership of the Department of Education, Department of Labor, Veterans Affairs, all these folks together to talk about education related to the military community.
One that I see as a rising star is NASPA Vets. They have a military-connected students conference every year. I was very excited to see what they’re doing, because it’s helping student affairs administrators to better understand the military population, and part of this is this whole awareness and how we can serve that community.
Of course, Student Veterans of America, it’s a great organization to have on your campus. The work they’re doing in getting the word out to service members is so important … “Hey, come and be in higher education, because we have space for you. This is part of your culture and you can be part of it through this student organization.”
Some states to add on to what Matt was saying about Tennessee and California: Ohio started this thing called Collegiate Purple Star, and I think we need to do that across the country. The reason for that is everybody’s military-friendly right now, but with both Ohio and Indiana’s Collegiate Purple Star, it’s about not only being military-friendly, but military-ready, meaning that you’ve gone the extra mile and you’ve created the pathways to degree completion for service members based on their experiential learning that they’ve had during their military careers.
Inside Higher Ed: How are you all tracking effectiveness and the impact of the work that you’re doing? What does it mean to apply data to CPL for military-affiliated students? What are some of those metrics that you’re tracking?
Teater: I would back up one step to say that data alignment has been a gap that we have learned firsthand about during this pilot. One of the things that we know is that across the broader CPL opportunities, our campus partners are tracking that in different ways, which means that it is a definite gap of how we can track impact as a state without having aligned ways to do that. I wouldn’t call it a challenge; I think I’d call it an opportunity. But it’s something that we definitely want to end this with state recommendations so that we can do a really, really good job of tracking all types of CPL across the state. That’s one gap we’ve seen that I think we will be able to end this with a definite solution to and again, looking at some of our neighboring states and how they’ve been able to address that.
Bergman: It’s important to note that the state work that we’re engaged in, the CPL Council on Postsecondary Education initiative, we are collecting data around metrics directly in growth of CPL, total numbers of credits earned, those programs that are offering them—so additional programs beyond just single adult-friendly programs at institutions—and then actually the number of humans that are connected in the work, so hiring individuals that are responsible for CPL and tracking data through the institutional research office.
We are seeing great growth there, but this is also a direct by-product of what we are seeing in the field, in research and scholarship. I did my dissertation roughly 15 years ago, and it was a really challenging enterprise to find empirical work and scholarship that would really drive my dissertation forward, looking at adult military persistence. What I see today, as I am looking at journals almost daily, is new articles, new empirical pieces and new national work and research that is popping up almost monthly now that is focused on these populations. It is such a boon to our work, because individuals are doing this work, not only for their dissertations, but in their research and scholarship field.
There were not a lot of folks doing this work many years ago, but now we have a new crop of young people jumping in as advocates and allies of military and adult learners, and it truly is making a direct impact, because we have data to lean on and say, “Here is empirical proof of how this directly impacts this individual program or this particular state or this region,” and using that to guide a lot of our push and our nudging that we do, both in Kentucky and beyond, to make institutions think differently about how they formalize policy to really attract these folks and know that they can get them to and through more efficiently.
Kratzer: ACE and CAEL just partnered together to do the national landscape of credit for prior learning, talking about how states are making those recommendations. And I think there’s a lot of work to be done yet to help states, particularly at the legislative position, to understand how to help systems better collect the information. Because from the state, we hear them say, “Yes, you must accept military credit recommendations.” And the schools go, “OK, we accepted, but we don’t apply it well.” We need to be better at counting how we apply it so that we can provide back better information to say, “It does. It is valued in our state. It’s not just brought in as elective credit, but it’s brought in as degree credit that will accelerate degree completion,” and we’re not tracking that as well as I think we could.
Inside Higher Ed: I think you bring up a really valuable point there about the different types of credit. Just because it’s accepted doesn’t necessarily mean it’s helpful to the student in their specific career goal. But I think making sure that all credit is recognized and supported as part of a degree pathway is definitely the next step that we need to see.
Bergman: I would be remiss if I didn’t mention the fact that we have nearly 150 institutions involved in the prior learning assessment network. So for listeners that are checking in on this particular podcast, you can say, “Hey, I’m going to connect with Dallas,” or “I’m going to reach out to Matt and join this prior learning assessment network and hear from these institutions that are doing this work on the ground.” Each month, it costs zero money—we have a featured individual from an institution talking about, whether it be marketing or military credit recommendation or policy implementation or the admissions process in CPL; we are looking at all angles of CPL through the prior learning assessment network from people on the ground.
Inside Higher Ed: That’s amazing. I love especially when we can talk about different institution sizes and types, because what works for one institution might not be easy to do at another.
Bergman: And the best part of that is it’s free. We are not charging individuals. We are just a community of committed professionals that have been working for so many years trying to make an impact, and now we see our crop of individuals growing and growing every single month.
Inside Higher Ed: I want to hear more about what’s next for the state as you all consider adult learners and that lofty goal of 60 percent attainment.
Teater: Matt laid it out beautifully from a national perspective; from a Kentucky perspective, we hope to do the exact same thing.
We are exploring ways to align data collection efforts so we can accurately gauge impact across the state, impact for the institutions and then impact, of course, for the adult learner. We also hope to explore ways to align and standardize credit mobility across our two-year and four-year campuses, so that credit earned at one institution can be recognized at another, so that our two-year graduates can seamlessly transfer to our four-year campuses, and then this will lead to state standards and policies to further support CPL efforts. We’re looking to some of our neighboring states on best practices there.
Then finally, we are, in the fall, launching our Kentucky Adult Attainment Network, from which we will convene a state working group and community of practice to continue to build champions for the work, but also share resources, best practices and be able to offer up policy recommendations that will enact to further address this key part of our adult learner action plan.
Inside Higher Ed: Do you have any advice or insight for others looking to support military-affiliated learners?
Kratzer: I think the big thing that my peers need to know and to understand about the military community is that there’s a significant amount of learning that they gain from their military experience. However, the service member doesn’t always appreciate it the way that we as academics can understand it. They just say, “Hey, I was just doing my job.”
Well, that job has worth and value beyond what you did when you were in the service. There’s so much more we can do. The leadership training that they get—business and industry are just dying for that kind of professional development, so let’s recognize it. Let’s help them to see how they can transition to the civilian sector and bring those great learning skills into the workplace and into higher education.
Bergman: CPL for military and beyond is being done very effectively. If your institution is not doing it perfect or is not even involved, it is being done and there are so many people that are ready to provide open-source information, policy practice, forms, strategies, techniques and nuanced information to your institution directly for free, so that you can engage in this work without having to start from scratch. So to boil it down, you don’t have to start from scratch. So many institutions are doing so well in this work, and if you want to engage, just reach out and we will plug you into the prior learning assessment network or any type of forums at the University of Louisville or share data or information that we use in the state of Kentucky’s CPL initiative. We are ready to share these things because it matters and it’s impactful.
Teater: The awareness is critical, and that’s awareness across states, across institutions and within institutions. One of the things that we have seen is sometimes just a gap in awareness on what’s possible, what’s available and then how best to pull the technical levers to make those things happen for students. So I would say every single conversation that we come out of, we learn something new, and hopefully others learn something new as well. And I just think that that awareness can’t be underestimated.
As a college president, I see the promise of higher education fulfilled every day. Many students at my institution, Whittier College, are the first in their families to attend a university. Some are parents or military veterans who have already served in the workforce and are returning to school to gain new skills, widen their perspectives and improve their job prospects.
These students are the future of our communities. We will rely on them to fill critical roles in health care, education, science, entrepreneurship and public service. They are also the students who stand to lose the most under the proposed fiscal year 2026 federal budget, and those who were already bracing for impact from the “One Big Beautiful Bill” cuts, including to the health care coverage many of them count on.
The drive with which these extraordinary students — both traditionally college-aged and older — pursue their degrees, often while juggling caregiving commitments or other responsibilities, never fails to inspire me.

We do not yet know the precise contours of the spending provisions Congress will consider once funding from a continuing resolution expires at the end of September. Yet we expect they will take their cues from the president’s proposed budget, which slashes support for students and parents and especially hammers those already struggling to improve their lives by earning a college degree, with cuts to education, health and housing that could take effect as early as October 1.
That budget would mean lowering the maximum Pell Grant award from $7,395 to $5,710, reversing a decade of progress. For the nearly half of Whittier students who received Pell Grants last year, this rollback would profoundly jeopardize their chances of finishing school.
So would the proposal to severely restrict Federal Work-Study, which supports a third of Whittier students according to our most recent internal analysis, and to eliminate the Supplemental Educational Opportunity Grant, which more than 16 percent of our student body relies upon. In addition, this budget would impose a cap on Direct PLUS Loans for Parents, which would impact roughly 60 percent of our parent borrowers. It would also do away with the Direct PLUS Loans for Graduates program.
These programs are lifelines, not just for our students but for students all across the country. They fuel social mobility and prosperity by making education a force for advancement through personal work ethic rather than a way to rack up debt.
If enacted, these proposed cuts would gut the support system that has enabled millions of low-income students to earn a college degree.
Higher education is a bridge. To cross it and achieve their full potential, students from all walks of life must have access to the support and resources colleges provide, whether through partnerships with local high schools or with professional gateway programs in engineering, accounting, business, nursing, physical therapy and more. Yet, to access these invaluable programs, they must be enrolled. How will they reach such heights if they suddenly can’t afford to advance their studies?
The harm I’ve described doesn’t stop with cuts to financial aid, loans and services. Proposed reductions also target research funding for NASA, NIH and the National Science Foundation. One frozen NASA grant has already led to the loss of paid student research fellowships at Whittier, a setback not just in dollars but in momentum for students building real-world skills, networks and résumés.
These research opportunities often enable talented first-generation students to connect their classroom learning to career pathways, opening the door to graduate school, lab technician roles and futures in STEM fields. We’ve seen how federal funding has supported student projects in everything from climate data analysis to environmental health.
Stripping away support for hands-on research undermines the federal government’s own calls for colleges like ours to better prepare students for the workforce by dismantling the very mechanisms that make such preparation possible.
It’s particularly disheartening that these changes will disproportionately hurt those students who are working the hardest to achieve their objectives, who have done everything right and have the most to lose from this lack of investment in the future.
The preservation and strengthening of Pell, Work-Study, Supplemental Educational Opportunity grants and federal loan programs is not a partisan issue. It is a moral and economic imperative for a nation that has long been proud to be a land of opportunity.
Let’s build a system for strivers that opens doors instead of slamming them shut.
Let’s recommit to higher education as a public good. Today’s students are willing to work hard to deserve our continuing belief in them.

As the spring semester got under way in January at the University of Colorado at Colorado Springs, a dozen military veterans waited for their GI Bill student benefit checks to show up.
Then they waited, and waited some more, until the money finally arrived — in April.
By that time, three had left.
Getting GI Bill benefits from the Veterans Administration, which student veterans use to pay for their tuition, textbooks and housing, already took weeks. Since federal government staffing cuts since President Donald Trump took office, it’s been taking at least three times longer, said Jeff Deickman, assistant director for veteran and military affairs at the student veteran center on that campus.
Deickman’s counterparts at other colleges say the VA’s paperwork often has errors, causing further delays. They say some student veterans are dropping out.
“I can spend, on bad days, three hours on the phone with the VA,” said Deickman, himself a 20-year Army veteran and a doctoral student. “They’ll only answer questions about one student at a time, so I have to hang up and start over again.”
The start of the new administration brought big personnel cuts to both the VA and the U.S. Department of Education, which manages some student aid for veterans. Now, advocacy groups and universities and colleges that enroll large numbers of veterans are bracing for the planned layoffs and departures of nearly 30,000 VA employees and additional cuts at the Department of Education.
Many are also concerned about the potential for reduced scrutiny of the for-profit college sector, which critics contend has taken advantage of veterans’ tuition payments without providing the promised educational benefits.

Veterans who are just starting to feel the effects of federal cuts, and organizations that support them, worry things will only get worse, said Barmak Nassirian, vice president for higher education policy at the advocacy group Veterans Education Success. The nonprofit has been getting calls from students anxious about confusing information they’re receiving from federal agencies, he said, and it’s been hard to get answers from the government.
“Part of the challenge of wrapping our arms around this is the opaqueness of the whole thing. We’re sort of feeling our way around the impact,” Nassirian said.
“The whole process” has become a mess, said one 33-year-old Navy vet in Colorado, who used a more colorful term common in the military and asked that his name not be disclosed for fear of reprisal. “It’s making a lot of us anxious.”
Social media lays bare that anxiety — and frustration. In posts, veterans complain about stalled benefits and mistakes.
“I just wish I could speak to someone who could help but all of the reps seem to be unable to assist and simply tell me to reapply, which I have 4x, just for another denial,” wrote one on Reddit, about attempts to have a student loan forgiven.
“Complete nightmare,” another Reddit poster wrote about the same process. “Delays, errors, and employees that don’t know anything. No one knows anything right now.”
Federal law guarantees that disabled vets’ student loans will be forgiven, for instance, but veterans with total permanent disabilities have reported that their applications for their loans to be discharged were denied. One said the Department of Education followed up with a letter saying the denial was a mistake, but the agency hasn’t explained how to correct it.
The Education Department did not respond to an interview request. The VA declined to answer even general questions about benefit delays unless provided with the names of veterans and colleges that reported problems.
Such cuts threaten to “disrupt access to veterans’ education benefits, just as even more veterans and service members may be turning to higher education and career training,” top officials at the American Council on Education, or ACE — the nation’s largest association of colleges and universities — wrote in June.
That’s on top of existing frustrations. Veterans already struggle to get the benefits they’ve earned, college administrators and students say.
Many colleges and even some prominent veterans’ advocacy groups didn’t want to talk about this. Student Veterans of America, one of the largest advocacy groups for veteran students, did not respond to repeated interview requests. Ten of the colleges and universities that boast large veteran enrollments — including San Diego State, Georgia State, Angelo State, Arizona State and Syracuse — also did not respond or declined to answer questions.
Veterans and advocates are concerned that ongoing Education Department cuts will erode oversight of education institutions that take GI Bill benefits but leave veterans with little in return — primarily for-profit colleges that were found guilty of, and have been punished repeatedly for, defrauding students. In some cases, those colleges suddenly closed before students could finish their degrees, but kept their tuition while leaving them with useless credits or credentials.
Veterans are already twice as likely as other students to attend for-profit colleges, according to the Postsecondary National Policy Institute.
While it might take years until the effects of weakened scrutiny are fully visible, Nassirian said, it already appears that staffing cuts at the divisions within the Education Department that kept an eye on for-profit colleges have led those schools to start targeting veterans again.
“Without a doubt it is now easier for schools that want to push the envelope to get away with it,” he said. “When you have fewer cops on the beat you’re going to see higher crime. And we’re still just a nanosecond into this new environment.”
Veterans can lose their GI Bill benefits even when a college defrauds them.
The risk is particularly high for low-income veterans and those from diverse backgrounds, said Lindsay Church, executive director of Minority Veterans of America. Those student veterans are less likely to have parents who have experience with higher education, Church said, making them more vulnerable to fraud.
But the most immediate problems with staffing cuts are payment delays and paperwork errors, student veterans and their advisers said.
At Pikes Peak State College, a community college in Colorado Springs, some veterans still hadn’t received their GI Bill benefits as the semester wound down in May, said Paul DeCecco, the college’s director of military and veteran programs. Because of trouble reaching counselors at the VA, others were never able to enroll in the first place, DeCecco said.
“Counselors are just overwhelmed and not able to respond to students in a timely manner,” he said. “Students are missing semesters as a result.”
In the military city of San Diego, where thousands of former and current service members go to college, student veterans at Miramar College this year waited months to hear about VA work-study contracts. Previously approved within days, those contracts allow students to get paid for veteran-related jobs while attending school, said LaChaune DuHart, the school’s director of veterans affairs and military education.
Other veterans went weeks without textbooks because of delayed VA payments, DuHart said.
“A lot of students can’t afford to lose those benefits,” she said, describing the “rage” many student veterans expressed over the long wait times this year. “A lot of times it’s that emotional reaction that causes these students not to come back to an institution,” she said.
Colleges routinely see student veterans quit because of benefit delays, numerous experts and administrators said, something that has gotten worse this year. Several recounted stories of veterans without degrees choosing to look for work rather than continue their education because of frustration with the VA — even though studies show that graduating from college can dramatically increase future earnings.
Those who stayed have faced the added stress of waiting for their benefits, or not being able to get their questions answered.
“We always tell them to be prepared for delays,” said Phillip Morris, an associate professor of education research and leadership at the University of Colorado at Colorado Springs who studies student veterans. “But if you can’t pay your rent because your benefits are not flowing the way you’re expecting them to, that’s increasing anxiety and stress that translates to the classroom.”

On the eve of the 4th of July holiday, when they probably hoped no one was paying attention, the Trump Department of Education issued an Interpretive Rule that will make it easier for for-profit colleges to evade regulations aimed at protecting students, and especially student veterans and military service members, from low-quality schools.
The Department’s 90-10 rule, created by Congress, requires for-profit colleges to obtain at least ten percent of their revenue from sources other than taxpayer-funded federal student grants and loans, or else — if they flunk two years in a row — lose eligibility for federal aid. The purpose is to remove from federal aid those schools of such poor quality that few students, employers, or scholarship programs would put their own money into them.
For decades, low quality schools have been able to avoid accountability through a giant loophole: only Department of Education funding counted on the federal side of the 90-10 ledger, while other government funding, including GI Bill money from the VA, and tuition assistance for active duty troops and their families from the Pentagon, counted as non-federal. That situation was particularly bad because it motivated low-quality predatory schools, worried about their 90-10 ratios, to aggressively target U.S. veterans and service members for recruitment.
After years of efforts by veterans organizations and other advocates to close the loophole, Congress in 2021 passed, on a bipartisan basis, and President Biden signed, legislation that appropriately put all federal education aid, including VA and Defense Department money, on the federal side of the ledger.
The Department was required by the new law to issue regulations specifying in detail how this realignment would work, and the Department under the Biden administration did so in 2022, after engaging in a legally-mandated negotiated rulemaking that brought together representatives of relevant stakeholders. In an unusual development, that rulemaking actually achieved consensus among the groups at the table, from veterans organizations to the for-profit schools themselves, on what the final revised 90-10 rule should be.
The new rule took effect in 2023, and when the Department released the latest 90-10 calculations, for the 2023-24 academic year, sixteen for-profit colleges had flunked, compared with just five the previous year. These were mostly smaller schools, led by West Virginia’s Martinsburg College, which got 98.73 percent of its revenue from federal taxpayer dollars, and Washington DC’s Career Technical Institute, which reported 98.68 percent. Another 36 schools, including major institutions such as DeVry University, Strayer University, and American Public University, came perilously close to the line, at 89 percent or higher.
The education department last week altered the calculation by effectively restoring an old loophole that allowed for-profit colleges to use revenue from programs that are ineligible for federal aid to count on the non-federal side. That loophole was expressly addressed, via a compromise agreement, after Department officials discussed the details with representatives of for-profit colleges, during the 2022 negotiated rulemaking meetings.
All the flunking or near-flunking schools can now get a new, potentially more favorable, calculation of their 90-10 ratio under the Trump administration’s re-interpretation of the rule.
In the lawless fashion of the Trump regime, the Department has now undermined a provision of its own regulation without going through the required negotiated rulemaking process. (The Department’s notice last week included a labored argument about why its action was lawful.)
As it has done multiple times over its first six months, the Trump Department of Education, under Secretary Linda McMahon, has again taken a step that allows poor-quality predatory for-profit colleges to rip off students and taxpayers.
That was the message displayed on signs across the National Mall on June 6, where thousands of veterans rallied against sweeping federal job cuts. With the Dropkick Murphys on stage and lawmakers like Sens. Tammy Duckworth (D-IL) and Ruben Gallego (D-AZ) in the crowd, the “Unite for Veterans, Unite for America” rally marked a striking show of both unity and frustration.
While many agencies are facing delays or court injunctions, the Department of Veterans Affairs (VA) is moving forward with plans to eliminate approximately 83,000 positions, or about 15 percent of its workforce. Public attention has been understandably focused on the impact these cuts may have on veterans’ health care. But staffing losses could also disrupt access to veterans’ education benefits, just as even more veterans and service members may be turning to higher education and career training.
Among the many education and training benefits administered by the VA, the Post-9/11 GI Bill is the cornerstone of financial aid for military learners, including veterans, service members, and their families. From 2009 to 2019, the federal government budgeted nearly $100 billion for the program, with 2.7 million enlisted veterans eligible to use those benefits over the next decade. And the return on investment is clear: Veterans who use their education benefits complete college at twice the rate of other independent students—those typically supporting themselves without parental aid—according to research by the American Institutes for Research.
Despite the GI Bill’s importance, military learners often struggle to access the benefits they’ve earned. Eligibility rules can be confusing, and transferring benefits to spouses or dependents involves time-consuming red tape. Many students and the institutions that serve them rely on VA staff to interpret the rules, resolve disputes, and ensure benefits are processed on time. With fewer staff, that support system is at risk of breaking down.
This strain comes amid a broader wave of federal downsizing that is hitting the veteran community especially hard. The federal government has long been the largest employer of veterans, and the current reduction in force across the federal government is disproportionately affecting them. In just one example, the Department of Defense is reportedly cutting 50,000 to 60,000 civilian jobs, many held by veterans.
At the same time, the Army is considering reducing its active-duty force by as many as 90,000 troops, amid shrinking reenlistment options. Even senior military leadership have seen targeted cuts. The result is that more veterans and service members will be leaving military service and looking to build new careers. This in turn will increase the demand for VA education and training benefits, just as fewer staff may be available to help them access those benefits.
For decades, support for military learners has united policymakers across party lines. In a time of significant change in Washington, we need to uphold our commitments to those who have dedicated their lives and careers to serving our nation. This includes a commitment to ensuring that the VA has the staffing and resources it needs to deliver on its promise—so every veteran can access the education benefits they’ve earned.

As a student at Paul Smith’s College in New York, Andrew “AJ” Beaudoin was able to do what he loved: spend time outdoors with his young son.
Beaudoin, a disabled Army veteran who suffered post-traumatic stress disorder after leaving the military, found comfort in the great outdoors and guiding others through adventures in nature. After Beaudoin completed his bachelor’s degree, his passion for serving others and nature compelled him to start his own charter business, which he then transformed into a three-day boot camp for other veterans looking to become outdoor entrepreneurs.
This summer, Beaudoin will teach a longer version of his course to a group of up to 35 veterans on the Paul Smith’s campus. The program, Battlefish Academy, transforms veterans’ learned skills as service members into industry knowledge, giving them the confidence to become entrepreneurs, as well as credentials they can build into degrees.
The inspiration: When Beaudoin left the service, he was suffering from PTSD and recovering from a series of strokes. He couldn’t connect his work as a paratrooper to civilian life and felt overwhelmed by the world around him.
He enrolled in Paul Smith’s in 2014, pursuing a bachelor’s in environmental sciences with a concentration in fish and wildlife management. It was one of Beaudoin’s professors who first asked the veteran to lead an expedition to teach his children how to fish.
“I didn’t anticipate it becoming a financial venture for me,” Beaudoin said. “I just wanted to find peace in my heart.”
Beaudoin started his own business, Battle Fish Charters, as an outdoor guide, leading fishing trips for individuals, families and fellow veterans throughout the Adirondacks in 2017. In summer 2024, Beaudoin launched the boot camp, Battle Fish University (BFU), with a small group of veterans who flew to New York from states including Montana, South Carolina and Wyoming.
During BFU—which was sponsored by the Global Center for Social Entrepreneurship Network, the National Center for Veteran Ventures and Paul Smith’s College—students learned first aid, CPR and other requirements to achieve a guide license.
The longer program, Battlefish Academy, builds on the experience, guiding students through applying for and obtaining a license and a certificate.
How it works: The program is 15 credits, which includes a two-week outdoor guide training led by Beaudoin, the inaugural Battlefish Academy director.
In the classroom, students learn the principles of management, marketing and economics, as well as business systems and managerial accounting. They also gain insight into the recreation market in the U.S. and marketing strategies for how to advertise their business and services.
Then academy students spend 14 days learning in an 18-acre lot across the street from Paul Smith’s main campus, where Beaudoin shows them how to tie fishing lines, navigate the wilderness and manage the client experience.

After completing the certificate, students can stack their credits for an associate or bachelor’s degree in relevant programs, including business, outdoor recreation and eco-psychology.
Participants’ tuition is fully covered by GI benefits, and the college is working with nearby bases to create a pipeline for integrating service members into the program upon their departure from the military.
What’s the need: Beaudoin sees an opportunity to connect veterans’ sense of wellness, community, mission and leadership through an outdoor recreation business.
“I feel like veterans lose their sense of purpose after the service, and that’s a big struggle for us,” Beaudoin said. “So maybe becoming a small business owner could help them.”
About 5 percent of all employer businesses in the U.S. are veteran-owned, with the greatest share related to professional, scientific or technical services, according to U.S. Census Bureau data.
Some veterans, like Beaudoin, leave the military feeling as though their skills don’t apply to civilian life, but Battle Fish helps reframe those ideas.
A Network of Support
In addition to the specialized veteran training of Battlefish Academy, Paul Smith’s College offers military-connected students with a physical Veteran Resource Center that can aid learner completion, with services such as mentorship, networking opportunities and other supports.
“I think that the veteran skill set translates so perfectly from leading a mission in Afghanistan to, ‘Now, I’m leading a family down the river,’” Beaudoin said. “I’m trying to keep them safe and I’m utilizing those same skills that I was trying to keep my soldiers safe with.”
Another benefit is the effect on personal wellness. Spending time outdoors is one way that groups support veterans experiencing PTSD, because it instills a sense of calm and peace.
“There’s so many organizations that take veterans fishing. I want to keep the veterans on the water all of the time,” Beaudoin said.
The program also has the power to connect like-minded veterans, building a network of support and community. During his first Battle Fish University experience, Beaudoin found that veterans share a natural affinity, and he hopes the academy will provide nontraditional learners a similar space to engage with peers.
What’s next: Battlefish Academy will launch this summer at Paul Smith’s with a capacity of 36 beds for the intensive experience.
Beaudoin hopes students leave the experience feeling more confident in starting their own business—and maybe interested in franchising his company, Battle Fish Charters, wherever they call home.
