    Designed in California but made … all over the world

    Most of us spend a good part of our lives glued to our iPhone or other similar devices. It seems as if we cannot survive without being connected to cyberspace.

    It turns out that Apple, a U.S.-based company which makes the iPhone and depends on its sale, cannot survive without being connected to China, which is a key partner in the production of most every iPhone that people use. And that puts the iPhone at the center of the great power struggle underway between the United States and China.

    One of the earliest insights into iPhone production came along in 2010 thanks to research by economists Yuqing Xing and Neal Detert. They lifted the veil off the mystery behind the iPhone label “Designed by Apple in California, Assembled in China”.

    The iPhone model 3G was indeed designed in Cupertino, California, by Apple. But the vast majority of components were sourced from Japan, South Korea, Germany and elsewhere in the United States.  All iPhone components were then shipped for assembly to Foxconn, a Taiwanese contract manufacturer based in Shenzhen, China.

    Less than 4% of the iPhone manufacturing value came from the assembly in China.

    Manufacturing capability

    The iPhone was only first launched in 2007, and iPhones were not sold in China until late 2009. At the time, there was no production of Chinese smartphones. Since those days, the iPhone and other smartphones have become ubiquitous in modern life. Apple now sells 230 million iPhones annually, each one of which has one thousand components and about 90% of them are produced in China.

    Financial Times journalist Patrick McGee, in his recent book “Apple in China“, explained how Apple began assembling iPhones in China for its cheap labour costs but that came with a different cost: China’s labour was not of high quality.

    In contrast to the general impression, China does not have great vocational training systems. So Apple became China’s vocational school.

    Although Apple did not own any factories, it assumed close control over the factories of Foxconn and other companies to ensure its traditional perfectionist quality control. This included sending over planeloads of high-level engineers from the United States to train Chinese workers and investing in machinery for production lines.

    Further, while components from foreign companies are still used in Apple products, these companies are now increasingly based in China. Over time Chinese companies have played a growing role in the production of the iPhone and other devices. Workers from all these companies have also been trained by Apple engineers.

    Over the past decade, Apple invested some $55 billion a year for staff training and machinery. Since 2008, 28 million Chinese have received training from Apple — a figure larger than the workforce of California.

    Human capital

    But there is more to China’s human capital than training offered by Apple. A key element has been China’s investment in human capital more generally, notably education and health.

    Chinese students participating in the OECD’s Programme for International Student Assessment — from Beijing, Shanghai, Jiangsu and Zhejiang, collectively home to nearly 200 million people — have outperformed the majority of students from other education systems, including the United States.

    China has also made extraordinary progress in lifting its life expectancy, which is now the same as that of the United States at 78 years, even though the gross domestic product per capita in the United States  — a key measure of the economic health of a country — at $83,000, is more than six times that of China. For the first time, China has overtaken the United States in healthy life expectancy at birth,  according to World Health Organization data.

    Apple CEO Tim Cook has said that there is a popular conception that companies come to China because of low labour cost. Cook argues that the truth is China stopped being a low labor cost country many years ago.

    He insists that Apple is motivated by the quantity and type of skill that China offers. For example, while it requires really advanced tooling engineers, Cook is not sure the United States could fill a room with such engineers, while in China you could fill multiple football fields. Such vocational expertise is now very, very deep in China.

    India and the United States

    U.S. President Donald Trump insists that Apple must “reshore” its production to the United States. This is not realistic. The United States does not have the capacity to produce Apple’s products at scale and at competitive cost. It most certainly does not have the same competitive cost, well-trained engineering workforce as China, which has some three million people working in Apple’s supply chain.

    Under Trump 1.0, Apple made a commitment to build “three big, beautiful factories” (in Trump’s words) in the United States. But that was just hot air, as none were built. Now, Trump has threatened to impose a 25% tariff on iPhones if they are not made in the United States.

    In response, Apple said that phones sold there would be labelled “Made in India” (although this is unacceptable for Trump), and has pledged to invest $500 billion in the United States. What this pledge means in reality is still unclear. Apple may ultimately need to build a token factory or two, with limited production functions, to pander to Trump.

    Many commentators are suggesting India as an alternative production base for Apple. And some assembly functions are indeed being shifted to India. But these are just the very final assembly phase of production, which are sufficient to justify attaching an “Assembled in India” label.

    All the pre-assembly activities remain in China. At this stage, India is not a viable option for replacing China because of deficiencies in human capital, infrastructure and logistics systems.

    A close partnership

    In many ways, modern China and Apple have made each other.

    Technology and knowledge transfer have underpinned China’s growing contribution to the iPhone and other Apple products — as well as the Chinese smartphone brands like Huawei, Xiaomi and Oppo, which now dominate world markets. Moreover, Chinese engineers are capable of building all sorts of electronic products, some of which could be used in military conflicts.

    In sum, Apple has made a major contribution to the rise of China as a technological powerhouse. China has been a key factor in the rise of Apple as one of the world’s most successful companies. Apple has a Chinese system for producing the iPhone and other products that works like a song.

    No other country has the human capital, and production and logistics systems for producing Apple products at scale and at a competitive cost. Thus, Apple is in a way now trapped in China, which makes it vulnerable to coercion from China’s authoritarian government.

    It should try to make greater efforts to de-risk itself from China, although that is not easy and might provoke the ire of the Chinese authorities.

    Apple now finds itself caught between a rock and a hard place — meaning President Xi and President Trump.

    For women athletes, world recognition is a long time coming

    Last year was arguably the best year for women’s sports yet.

    According to data analysis company S&P Global, in-person attendance and viewership were higher, with women’s professional sports sponsorships increasing by 22% since 2023. According to UN Women Australia, globally, there has been a lack of interest in women’s sports. But it seems that they might finally be getting the attention they deserve.

    To find out what is driving this change in attitude towards women’s sports, I interviewed 10 women athletes across high school, university, and coaching. 

    Historically, women’s sports have not gotten the recognition that they deserve. However, during 2024, women’s collegiate basketball had a significant increase in viewership compared to the previous year. The Final Four game in 2024 was a showdown between two players from two U.S. universities: Caitlin Clark of the University of Iowa and Paige Bueckers of the University of Connecticut. The game drew in a peak audience of 16.1 million, according to an article in Sports Illustrated

    Women’s media coverage has tripled since 2019. At this rate, if coverage trends continue, women’s share of coverage could reach 20% by the end of this year, according to Women.org, an organization within the United Nations devoted to gender equality and the empowerment of women. 

    Gender parity in sports

    The Paris Olympic and Paralympic Games were officially the first to see 50:50 coverage in gender equality.

    Avery Elliot, a track and field athlete from the University of Pennsylvania, attended the Paris Olympics as a spectator and said she noticed the change – more social media presence and sponsorships, particularly highlighting women of color, especially in women’s gymnastics, spurred by the popularity and success of U.S. athletes Simone Biles and Jordan Chiles and Brazilian Rebeca Andrade. 

    The lack of media coverage of women has always played a role in the lack of recognition that they receive. Lanae Carrington, a track star at Lehigh University in the U.S. state of Pennsylvania, said that in the past, women athletes would get dismissed for getting a low number of views or for the belief that women’s games were not as entertaining as those of men. “Overall, women are making a stronger impact in the entertainment industry, whether that’s more highlight reels on TikTok or screen time on TV,” Carrington said. “It’s finally becoming normalized.” 

    One of the hardest things to deal with as an athlete is a lack of support, whether from the media, in person or on the sidelines. 

    Brianna Gautier, a volleyball and basketball sensation at Neumann University in Pennsylvania, said it is hard to play a game where you’re not going to have a full house. “But it’s kind of helped me learn to just play for myself instead of waiting for people to show up and relying on that to bring some type of energy because I feel like it starts within you and your teammates,” she said.

    Play for yourself first

    As a track and field athlete, I have seen this firsthand. It is unfortunate to see people walk away after the men are finished competing. But I found that when you start showing up for yourself with energy, success comes rolling in. Gautier has embraced the idea of playing for herself and nobody else.

    It used to be that at Neumann, people would attend the men’s basketball games but never stay afterward to support the women. She also expressed the importance of the support of NBA players such as Steph Curry, who came out to watch several women’s Stanford basketball games in 2023. Gautier said that people think to themselves that if their favorite male basketball players are tuning in to watch women’s sports, it must be worthwhile. 

    Carrington said parents also need to support their daughters in athletics. “This is important because many girls don’t have parents who encourage them to play more traditionally masculine sports, such as basketball and soccer,” she said. 

    Most of the women I interviewed commented on the change in the WNBA as the catalyst for the change in women’s sports.. 

    Liz Spagnolo is a soccer player at Tower Hill High School in the U.S. state of Delaware who appreciates the opportunities she now has. “Women in sports is big for us because based on women 100 years ago, we wouldn’t be expected to play sports, or be expected to do something like cheer,” Spagnolo said. 

    The Caitlin Clark effect

    Arianna Montgomery, an athlete at The Tatnall School, the private school in Delaware that I also attend, said she appreciates the change in women’s basketball.

    “It’s gotten a lot more fame, definitely more college sports have gotten a lot more fame,” Montgomery said. “I think women’s games are starting to become more popular. People are starting to look more towards women’s sports as well as men’s sports, and even since before, instead of men’s sports now, a decade ago, that wasn’t the case.”

    Many of the women I spoke to said that a big contributor to the success of women’s sports is due to the Catlin Clark effect. The Caitlin Clark effect is a term that was created after her record-breaking seasons playing women’s basketball at the University of Iowa during the years of 2023-2024.

    As a result, she has become the all-time leading scorer in college basketball before entering the WNBA,  and has reportedly signed sponsorship deals worth more than $11 million. 

    Ruth Hiller, a lacrosse coach at my school said that are a number of successful women athletes that young women can now look up to, including tennis superstars Venus and Serena Williams and Alex Morgan, the former captain of the U.S. women’s soccer team, women’s tennis pioneer Billie Jean King and Charlotte North, a professional lacrosse player who broke the all-time goals record in college lacrosse. 

    Women now rack up medals and points

    Daija Lampkin, my track and field coach, pointed to Alison Felix, who won more medals than any other U.S. track and field athlete, and tennis superstar Serena Williams.

    It is important, Lampkin said, that women support women. “Our body is critical, and some women are self-conscious that they are going to be muscular,” Lampkin said. “It can tear down your confidence. It’s not talked about in sports how women look at their bodies. People tear down Serena Williams and her body all the time, but look at where she is and how much she has accomplished”. 

    I have been participating in sports since I was 3 years old, when my parents signed me up for gymnastics. I run track and field and am a runner, jumper and hurdler. I began training for track and field competitions at the age of 8, and my dad has been my coach since the very beginning. 

    In my experience, my father was instrumental in encouraging me to participate in dance and gymnastics growing up, while also encouraging me to run track and play basketball and soccer for fun.

    With opportunity comes pressure, and Gautier said it is important for girls not to put too much pressure on themselves. “When you are an athlete, you tend to feel that you have to perform a certain way to be successful or please everyone else, but I feel you kind of get blinded by the fact that you are doing it for yourself,” she said.

The CAQ process already required higher financial proof than the new federal standards, positioning LBPSB at an advantage. This continuity ensured that our processes and requirements remained stable, providing a smoother transition for international students.

    Shifting the message: beyond PGWP

    Previously, programs eligible for post-graduation work permits (PGWP) were a major selling point, maintaining healthy student intake levels with minimal marketing effort. However, the focus has now shifted. The message is no longer solely about the PGWP; it is about acquiring a skillset that can be exercised globally. Montreal, an amazing student city, continues to be a prime study destination due to its quality of education, accessibility to higher education, cost of living, quality of life, and availability of a wide range of outdoor activities and hobbies. Montreal was always part of our marketing plan, but now it has become the marketing plan.

    Maintaining stability and messaging

    In the face of these changes, it is crucial to keep our messaging and name intact. As a public institution, the Lester B. Pearson School Board emphasizes stability and a long-term commitment to international education. Quebec offers an exceptional option for students to benefit from its established quality education system. Students study in state-of-the-art facilities, interact with local students, and immerse themselves in a new culture. This experience is not only about receiving a quality education but also about personal growth.     Addressing the housing crisis

    While the housing crisis in Quebec is not as severe as in other parts of Canada, it remains a concern.     Reimagining readiness in Indiana education

    Across the country, education is on the brink of significant change. As schools, districts, and policymakers grapple with the realities of a rapidly evolving workforce that requires discipline-specific knowledge, high-tech know-how, and hands-on skills, there is a growing recognition that the traditional approaches to preparing students for the real world no longer suffice. 

    This shift brings uncertainty and anxiety for district leaders here in Indiana. Change can be intimidating, especially when the stakes are as high as the future success of our students. Yet, this moment also holds immense potential to redefine what it means to truly ready them for a workplace that is continually reinventing itself.

    To confront the challenges future-focused schools face, we’re sharing our approach from two distinct, but complementary, perspectives. One, from the superintendent of Eastern Hancock Schools, a small, rural district in Indiana that is deeply rooted in its community and focused on creating opportunities for students through strong local partnerships. The other, from the president and CEO of Project Lead The Way (PLTW), a national nonprofit organization that provides schools with innovative, hands-on, project-based STEM curriculum designed to develop critical skills and knowledge, while preparing students for careers beyond the classroom. 

    While we work in different contexts, our shared mission of preparing students and educators for an ever-changing world unites us. Together, we aim to highlight the excitement and possibility that change can bring when approached with readiness and purpose.

    Redefining what it means to be ready

    The jobs of tomorrow will demand far more than technical knowledge. As industries transform at warp speed, accelerated by AI, automation, and other technological advancements, many of today’s students will enter careers that don’t yet exist. 

    Preparing them for this reality requires educators to focus on more than just meeting academic benchmarks or prepping for the next standardized test. It demands fostering critical thinking, collaboration, communication skills, and, perhaps most importantly, confidence–characteristics many employers say are lacking among today’s graduates.

    At Eastern Hancock, this preparation begins by creating opportunities for students to connect their learning to real-world applications. The district’s robust work-based learning program allows juniors and seniors to spend part of their day in professional placements across industries, such as construction, healthcare, engineering, and education, where they receive hands-on training. These experiences not only provide exposure to potential careers but also help students develop soft skills, including teamwork and problem-solving, that are critical for success in any field.

    We also know that when students have earlier access to STEM learning and concepts, they are more inclined to pursue a STEM-driven career, such as computer science and engineering. Students in PLTW programs tackle meaningful problems as capable contributors, such as designing prototypes to address environmental issues, exploring biomedical innovations, and solving arising problems like cybersecurity and information safety.

    Preparation, however, is about more than providing opportunities. Many students dismiss career paths because they lack the self-assurance to see themselves thriving in those roles. Both Eastern Hancock and PLTW work to break down these barriers–helping students build self-esteem, explore new possibilities, and develop confidence in chosen fields they may have once considered out of reach.

    Empowering educators to lead with confidence

    While students are at the heart of these changes, educators are the driving force behind them. For many teachers, however, change can feel overwhelming, even threatening. Resistance to new approaches often stems from a fear of irrelevance or a lack of preparation. To truly transform education, it is essential to support teachers with the resources, tools, and confidence they need to thrive in evolving classrooms.

    PLTW’s professional development programs equip educators with training that builds their capacity to lead transformative learning experiences. Teachers leave PLTW sessions with practical strategies, a renewed sense of purpose, and the self-assurance to inspire their students through immersive classroom experiences.

    Brendan Carr’s Bizarro World FCC

    Fans of the old Superman comics no doubt remember Bizarro World, the cuboid planet where everything is backward. Denizens of this parallel world are distorted replicas of their Earth-based counterparts, and they live by a Bizarro Code which dictates that being good or doing the right thing is a crime.

    Apparently, the phenomenon is not confined to fiction. Ever since Donald Trump’s Inauguration Day appointment of Brendan Carr to chair the Federal Communications Commission, the agency that licenses broadcast stations has become a Bizarro World version of its former incarnation. And there is some reason to suspect Carr himself has somehow been replaced by his Bizarro doppelganger.

    Carr, who has been an FCC commissioner since 2017, used to say things that reflected an understanding that the government’s authority to regulate the media is sharply constrained by the First Amendment. When Democratic congressmen tried to exert political pressure on broadcasters over their coverage of COVID-19 and the 2020 election, for example, Carr called it “a chilling transgression of the free speech rights that every media outlet in this country enjoys,” adding in no uncertain terms, “a newsroom’s decision about what stories to cover and how to frame them should be beyond the reach of any government official.” Or when members of Congress urged the FCC to reject a Miami radio station transfer based on the political viewpoints of the proposed new owner, he rebuffed this effort “to inject partisan politics into our licensing process,” correctly calling it “a deeply troubling transgression of free speech and the FCC’s status as an independent agency.” 

    Since the November election, “Bizarro Brendan” has taken over in earnest, aggressively asserting the kind of government power over speech and the press that normie Brendan professed to abhor.

    Less than a year ago, Carr proclaimed the United States does not need “the FCC to operate as the nation’s speech police,” adding, “if there ever were a time for a federal agency to show restraint when it comes to the regulation of political speech and to ensure that it is operating within the statutorily defined bounds of its authority, now would be that time.” Back then, Carr wore an American flag lapel pin, suggesting a commitment to the Constitution he swore to uphold. He’s since traded that for a Donald Trump lapel pin that looks like a prize fished out of a cereal box, and it suggests an allegiance to . . . something else.

    Since the November election, “Bizarro Brendan” has taken over in earnest, aggressively asserting the kind of government power over speech and the press that normie Brendan professed to abhor. In interviews, social media posts, and by his official acts, Carr has said that the broadcast networks (except Fox) should be investigated for “news distortion,” that media mergers should be held up because of network news decisions, that public broadcasters should be investigated for their private sponsorships (but really for their editorial policies), and that Big Tech companies should be brought to heel because of their moderation practices. This last example is even more bizarro than the others since the FCC lacks jurisdiction over social media and computer companies, and because it came from the same guy who not long ago insisted “the American people want more freedom on the Internet — not freewheeling micromanagement by government bureaucrats.” 

    Right before President Trump was inaugurated for his second term, the FCC took the kind of action the old Brendan would have applauded. Or so his former rhetoric might suggest. The commission’s enforcement bureau dismissed an effort to deny license renewal to the Fox Philadelphia affiliate for its news reporting on the 2020 presidential election; a complaint seeking to penalize WCBS for the way “60 Minutes” edited its Kamala Harris interview; another seeking sanctions against an ABC station because a newsman fact-checked Donald Trump during the presidential debate;  and a complaint alleging NBC violated the FCC’s “equal opportunities” rule when Kamala Harris appeared on Saturday Night Live shortly before the November election (even though the network provided candidate Trump equal time). Outgoing Chairwoman Jessica Rosenworcel said at the time the dismissals were necessary because the FCC “should not be the president’s speech police” and cannot act as “journalism’s censor-in-chief,” which sounded a lot like Carr before he was body-snatched.

    But Bizarro Brendan was fully in charge by the inauguration, and one of his first official acts as chairman was to reinstate the investigations of CBS, ABC, and NBC (but, curiously, not the proceeding against Fox). He doubled down on CBS, seeking public comments on whether the network should be punished for “news distortion” and holding up FCC approval of a proposed merger between Skydance Media and Paramount Global (which includes transfer of 28 owned and operated CBS stations) while the complaint is being reviewed. And this pressure is being exerted on CBS in support of a private lawsuit then-President-elect Trump filed against CBS in Texas frivolously alleging the Harris interview on “60 Minutes” was consumer fraud.

    The news distortion policy has proven to be too useful a tool for bludgeoning the media in a politicized FCC.

    Since then, Carr has worked out a weird call-and-response routine, where he will post on social media his latest beef with particular networks, which then — miraculously — become the subject of complaints. On April 16, for example, Carr hinted in a social media post that NBC committed “news distortion” over its coverage of Kilmar Abrego Garcia — the man the Trump administration mistakenly deported to El Salvador but refuses to return to the U.S. — for, among other things, referring to him as a “Maryland man.” Less than a week later, the Center for American Rights, the partisan group behind the “60 Minutes” complaint, filed a news distortion complaint against not just NBC, but ABC and CBS as well. Carr’s post on X was cited as a principal source for the complaint.

    Carr well knows that such complaints are an abuse of process and a violation of the First Amendment. The FCC’s authority to rule on “news distortion” has always been extremely limited because the agency recognized from the beginning that it cannot act as the “national arbiter of the truth” and that doing so would involve the Commission deeply and improperly in the journalistic functions of broadcasters.”  The news distortion policy is a leftover corollary of the long-defunct Fairness Doctrine under which the FCC purported to evaluate news coverage of controversial issues to ensure “balance.” The agency ended that policy nearly 40 years ago during the Reagan administration under a principled FCC chairman, Mark Fowler, who foresaw that such regulatory authority could not be reconciled with the First Amendment and inevitably would be misused as a political weapon. Since then, the “news distortion” policy has been a dead rule walking, just waiting to be overturned in the right case.

    It is highly doubtful the current FCC will terminate the moribund policy on its own, even though it has opened a proceeding to delete outdated and unconstitutional rules. The news distortion policy has proven to be too useful a tool for bludgeoning the media in a politicized FCC.

    Indeed, the only way this administration makes sense is to understand it as operating under the Bizarro Code. On Day 1, the president issued an executive order purporting to bar any federal officer from conduct that would unconstitutionally abridge free speech, yet Carr’s FCC has been actively involved in threatening media companies — including those beyond its jurisdiction — and reinstituting bogus investigations of broadcast news judgments. Another executive order prohibited weaponizing federal agencies against political opponents, yet that has been Brendan Carr’s primary occupation since becoming FCC chair.

    In the Bizarro FCC, it makes no difference that, just last year, the Supreme Court held the First Amendment does not permit government officials to threaten legal sanctions in order to alter the speech of a private business; that the government cannot interfere with editorial judgments, including the private moderation decisions of social media companies; and that federal agencies like the FCC cannot override statutory commands, such as the Communications Act prohibition against any “regulation or condition” that interferes with freedom of speech. That’s because under the Bizarro Code, doing the wrong thing is the point.

    I went along to AHUA conference on Tuesday, and saw a fascinating presentation from Esa Hämäläinen, who’s the Dir­ector of Ad­min­is­tra­tion at the University of Helsinki.

    The university has easily one of my favourite origin stories – it was established by a 13-year-old girl who the world came to know as Queen Christina of Sweden.

    It also has a cracking set of values, some of which appear now to be the sort of thing that’s banned by the Office for Students in England.

    In 2015, under Prime Minister Juha Sipilä’s administration, the government announced a €500 million cut to higher education budgets in Finland.

    That followed a previous €200 million reduction and included freezing the university index, which had adjusted funding based on inflation.

    As a result, universities like the University of Helsinki had to lay off hundreds of staff – about 400 in the case of Helsinki.

    There’s a lot of different ways of calculating staff-student ratios that often make comparisons problematic – but one of the things I was pondering on the train was how they are doing what they’re doing on an academic SSR of 22.2:1 – significantly higher than in the past, and significantly higher than the UK.

    For the avoidance of doubt, I’m not searching for a blueprint on how to shed academic staff. But if cuts are going to rain down anyway, understanding how other systems work beyond “Oh look they have ECTS too” I think (hope) can help.

    I say this partly because a lot of people I talk to are experiencing or implementing plain and simple “reduce the number of optional modules” strategies based on the efficiency of more/large/core – which most research suggests students don’t like, and I suspect is a probable cause of during and post-degree regret.

    What’s fascinating is that rather than just accept the inevitability of a thinner student academic experience as a result of those cuts, the university evolved its Bildung philosophy to make a whole range of scaffolding changes to cope on fewer staff. And I’ve spent a long train journey trying to work out how.

    They call a Twix a Raider

    First some Twix/Raider basics. There’s 180 ECTS for a Bachelor’s degree, designed to be taken over 3 years. No difference to the UK there (unless we count Scotland) other than students can take longer to obtain those 180, supported via the maintenance system to do so – although universities across Europe are variously under government pressure/incentives to speed that up a bit.

    It’s also worth noting that for various reasons, the average entry age for bachelor’s degree programmes in Finland is 24, compared to an OECD average of 22. We have (along with Belgium) the youngest freshers and the fastest completion times in the OECD. That we then beat Belgium on completion rates often causes me to reflect on whether that’s a sign of success or a signal of conveyor-belt trapping, a cause of mental health problems and a driver of lower of academic standards – but I digress.

    What we’d typically call “modules” in the UK are referred to as “courses” in Finland. As for what we’d call a “programme” or “subject pathway”, it varies – but at Helsinki, undergraduate students complete two core “modules”, each comprising a collection of courses, one for “Basic” studies (what we’d think of as a UG first year), and one for “Intermediate” studies (what we’d think of as a second and third year).

    These two modules are each awarded a single grade on a 1–5 scale, and it’s these two grades that appear on the student’s degree transcript.

    So, instead of the UK-style baffling algorithm of final grades weighted in different ways across multiple modules, students in Finland receive just two key grades on their transcript – simple, succinct, and arguably more transparent, along with the pathways taken within them. Additionally, students can receive a separate distinction mark for their dissertation. A nice touch.

    The University of Helsinki is Finland’s flagship institution – huge in size, high in status, and widely seen as the country’s de facto elite public university. And yet, intriguingly, there are only 32 undergraduate degree programmes on offer across its 11 faculties. Within each of these programmes, students have considerable freedom to create their own study path, but the structure is strikingly straightforward – 11 faculties, 32 programmes, no sub-departments, and no sprawling web of hundreds of “course” leaders.

    That also means 32 academic communities, with 32 academic societies that students join to get support from eachother and engage in things – a nice size that avoids having to find 1500 course reps or trying to sustain a meaningful single student community from 40,000 students – all supported by 32 sets of student tutors, of course.

    The mother of all science

    Let’s take Philosophy as an example. To complete the degree, students have to earn 90 ECTS credits in Philosophy-specific study, 75 elective credits, and 15 from general studies. That structure encourages both specialisation and breadth.

    Oh, and a quick technical note – the standard assumption in Finland is that 1 ECTS credit represents 27 hours of student effort. In the UK, by contrast, it’s 20. The reasons are dull and bureaucratic (that didn’t stop me working out why) but worth bearing in mind when comparing intensity.

    First it’s worth digging into the 90 credits earned in Philosophy. These are split into two main “modules” – Basic Studies (30 credits) and Intermediate Studies (60 credits). As I said earlier, the former corresponds to first-year study, and the latter covers second and third year.

    The 15 credits of general studies are interesting. 2 credits are awarded for a reflective planning exercise where students work with an academic to design their personalised study plan – a kind of “choose your own adventure” approach that signals a departure from spoon-feeding from day one. That’s assessed on a pass/fail basis.

    There are also three credits for digital skills training, delivered via self-study – two credits within the Basic Studies and one within Intermediate. Again, this is assessed pass/fail and serves both to build capability and to ensure students are confident in using the university’s largely self-service systems.

    Then there are 10 credits dedicated to communication and language skills. These span both written and oral communication, include components in both Finnish and Swedish, and feature academic writing training – often completed in groups. All of this is, again, pass/fail.

    What I find interesting about these is a recognition that designing a bespoke study programme (that can change over time), along with IT and communication skills, are really about becoming a student – here they are recognised as taking actual time.

    In the Basic Studies module, students take six standard “intro to…” courses worth 5 credits each. These are relatively straightforward in design, delivery, and assessment. Each course is normally assessed via a single exam, although in most cases students can opt to complete coursework instead.

    In each degree programme, 60 subject-based credits – what we’d call second and third year content – then form the Intermediate “module”. Of these, five are allocated to the thesis (dissertation), while the remainder is typically made up of 5-credit courses, offering students considerable choice and customisation.

    To move into intermediate, there’s a 0 credit “maturity” assessment so students aren’t moving there until they’re ready. Then of the 60 Intermediate credits, 30 are structured as follows. 5 credits are awarded for a proseminar, which functions like a structured, small-group academic workshop:

    At the beginning of the course, students are given a review of the basics of academic writing and how to critically review and oppose an academic work. How to formulate a research question is discussed and advice is given on how to obtain source material. The student is then expected to formulate a research question in the form of a short abstract which is then reviewed and discussed by the teacher and other students. Then a period of research and essay writing takes place where the opportunity for supervision is given. At the end of the course, the student must present an essay for review by an opponent and oppose another student’s essay.

    5 credits are for a Candidate intuition seminar, and that looks like this:

    At the beginning of the course, students receive a refresher course in the basics of academic writing and how to critically review and oppose an academic paper. At the beginning of the course, there is also a discussion on how to formulate a research question and participants are given advice on how to obtain source material. The student is then expected to formulate a research question in the form of a short abstract which is then reviewed and discussed by the teacher and other students. This is followed by a period of research and essay writing where opportunities for supervision are provided. At the end of the course, the student must present an essay for review by an opponent and act as an opponent in the processing of another student essay.

    Then as well as the dissertation (thesis) itself there’s 5 credits for a compulsory internship (pass/fail) and 5 credits for preparing to apply what you did on your degree to the world, and that looks like this (also pass/fail):

    This gives the student the opportunity to independently explore the individual, growing competence that the degree provides and the importance of competence in a changing society and working life. The aim is for the student to become familiar with and reflect on the ways in which the unique competence provided by studies in philosophy, in collaboration also with studies in other subjects, which the student has chosen, can be relevant to our lives, to working life, society and the world.

    It can be completed in various different ways, in consultation with the responsible teacher – collaboration, independent studies and observation and reflection tasks related to other modules. An e-portfolio or course diary can also be included.

    And then finally there’s a 5 credit compulsory, and in Philosophy that’s a classic module on History of Philosophy.

    For the other 30 credits of Intermediate there’s then a collection of “classic” academic modules again, often in pathway clusters.

    So via the 60 “subject” ECTS points and the 15 “general studies” ECTS points, that’s 105 ECTS accounted for. And here’s the thing. The 75 left are acquired by picking the sort of stuff I’ve talked about above, but they must be from other degree programmes!

    That means that a Philosophy student that wants to do the basics in statistics or whatever can access what might be regarded as another course’s core modules. That obviously means a large amount of interdisciplinary stuff happening, with quite a lot of interesting student mixing happening too. It also means that the “courses” are highly efficient.

    Oh, and also if you do Erasmus, or learn skills at work, or as a volunteer, or whatever…

    You can receive credit for studies you have completed at higher education institutions either in Finland (universities, the National Defence University, and universities of applied sciences) or abroad. The studies must have been successfully completed.

    You can also get credit for skills you have acquired in working life, positions of trust or hobbies, for example. In this case, we are talking about skills acquired in a way other than formal education.

    A time for reflection

    At this point down the rabbit hole I see small, simple-to-design and simple-to-assess academic modules (without having to cram in 100 agendas), plenty of pass/fail credit (less grading means less pressure for everyone), and lots of focus on choice and independent study. And an actual recognition that skills development matters without it always having to be crammed into optional activity students don’t have time for, or academic modules.

    Just a note on grading. One of the things happening here is that grading itself is less complex (5 is Excellent, 4 is Very good, 3 is Good, 2 is Satisfactory, 1 is Passable and 0 is Fail), there’s less of it to do in general, and the ability to re-take assessments in a funding system that allows for setbacks reduces the need for extenuating circumstances and extensions and so on – so the stakes are less high, less often.

    So broadly what I take from it all is:

    1. The hidden curriculum is less hidden
    2. Academic staff have a simpler life
    3. The credit system overall creates rounded graduates
    4. The design reduces unnecessary pressure on students
    5. Some of the credit prepares students for graded credit instead of it all being graded
    6. There are lots of personalisation options
    7. There’s a much more meaningful degree transcript
    8. There’s more assessment choice
    9. There’s less pressure to get students through at top speed
    10. There’s less high-stakes assessment in general
    11. There are “millions” of potential (what we would call) “programmes” without the coordination overhead, walled gardens and spoonfeeding of (what we would call) programmes
    12. There’s less traditional academic “teaching” going on here, but what there is is more efficient and more straightfoward

    Crucially, lots of the modules I’ve seen are from research-active academics – whose research area probably wouldn’t sustain a whole “programme” in our systems – but whose little chunk of credit sits neatly and sustainably in this system.

    So what could my little GWR trip down that a Finnish rabbit hole all mean?

    First of all, if I was the higher education minister (haha) I’d require there to be no more than the number and titles of QAA’s subjects in its benchmark statements as the degrees on offer as a condition of access to the loan book.

    On the emerging unit of resource, it’s going to end up impossible to innovate if not – getting new programmes approved will always be based on what marketeers think will “sell” – and doing simplifying in this way would force more “choose your own adventure” without the overhead of running and marketing a “programme”. I also take the view that saying to a student on an Open Day that there will be quite a bit of elective choice – when everyone internally knows that a lot of the choice will have gone by the time the VR round is done and that student is in their third year – is pretty immoral (and almost certainly unlawful).

    In addition, I also suspect the “choose your own adventure within some parameters” approach would reduce some of the regret we see in the UK. Even if students enrol with a strong disciplinary orientation (partly because of the ridiculous specialisation we force onto students at Level 1-3), a topline reading of the Bristol “regret” research is that either during or after the degree, students clock how unhelpful the UK’s obsession with narrowing is. (There’s no equivalent “regret” question in the Finnish NSS, but lots of interesting stuff that suggests less regret nonetheless.)

    You’ll have seen that much of the credit is about what we might generically call study skills – via our Belong project, we have unpublished national polling evidence (that will be on the site soon) that suggests that in general, students often regard what is on offer in the UK as too generic, and when it’s optional and non-credit bearing, other demands on their time tend to win out. This appears to be a system that has solved some of that.

    The rattle through above, by the way, was me diving into a Philosophy degree – but even in subjects where we might usually expect to see a more programmatic approach via more compulsory modules, structures and weighting aren’t hugely dissimilar – here’s the generic Bachelor’s in Science, for example.

    Plenty of the “choice” on offer is about both a dissertation and extra credit in the run-up to said dissertation – where there isn’t teaching on the thing the student wants to study per se but students can access academics who might be research-active in that. And some of the other choice options are doubtless constrained by timetable – but that’s eased somewhat by some of the credit being acquired “centrally”, some in self-directed mode, and a maintenance system that allows the average duration to be over 3.5 years. Clash? Take it next semester.

    Ultimately what I’m struck by, though, is the simplicity of the whole thing – which is not obvious on first look. I’m not saying that it’s simple to design the study plan or to even visualise the whole degree (either by diving into the website or reading this account), but I am saying that a lot of the tasks carried out by students or academics are simpler – where the focus is on academic learning and development (with quite sophisticated pedagogical research, innovation and support) rather than endless assessment, complex degree algorithms and multiple agendas.

    To the extent to which you can see a graduate attributes framework here, it’s delivered via multiple types of credit acquisition, rather than every attribute being loaded into every fat module.

    What is, though, absolutely undeniable is that a Chemistry graduate in this system has done less… Chemistry. Maybe the Royal Society of Chemistry (and all of the other PSRBs) would have things to say about that. But they’re nonetheless demonstrably rounded graduates (without a lot of the rounding depending on inaccessible extracurriculars) – and in a mass system, how many Bachelors graduates all need as much Chemistry individually anyway?

    Put another way, if a dwindling number of students want to study just Chemistry, and this system sustains a large number of Chemistry modules that are available both to those who do and those and don’t, isn’t that better for society overall?

    In a world of tech, human-led efforts may be the best school safety tool

    The Education Reporting Collaborative, a coalition of eight newsrooms, is investigating the unintended consequences of AI-powered surveillance at schools.     RIGBY, Idaho — Four years ago, a sixth grader in Rigby, Idaho, shot and injured two peers and a custodian at a middle school. The tragedy prompted school officials to reimagine what threat prevention looks like in the approximately 6,500-student district.

    Now, student-run Hope Squads in Rigby schools uplift peers with homemade cards and assemblies. Volunteer fathers patrol hallways as part of Dads on Duty. A team of district staff, counselors, social workers and probation officers gathers to discuss and support struggling students. Thanks to a new cellphone ban, students are off screens and talking to each other. The positive results of these combined efforts have been measurable.

    “We’ve helped change … lives,”said Brianna Vasquez, a senior at Rigby Highand member of her school’s Hope Squad. “I’ve had friends who have been pulled out of the hole of depression and suicidal thoughts because of [the Hope Squad].”

    School shootings like Rigby’s have driven America’s educatorstotry to prevent similar harm. Many districts in the U.S. have turned to technology — especially digital surveillance — as the antidote. Not everyone is sold on that approach, as there can be issues, including with privacy and security.Without broad agreement on which strategies do work best, some districts are trying a braided approach — using a combination of technology, on-the-ground threat assessment teams, and other mental health supports.

    “If you’re sitting in the shoes of a district leader, taking a multi-pronged approach is probably very sensible,” said Jennifer DePaoli, a senior researcher at the Learning Policy Institute, who has studied school safety.

    In Rigby, educators lean toward human interaction. Artificial intelligence and digital surveillance systems are perhapsless likely to identify who is eating alone at lunch or withdrawing from friends.

    “It’s all about culture,” said Chad Martin, the superintendent of Jefferson County School District in Rigby. “It starts with that — just having a friend, having a group of friends, having a connection somewhere.”

    Rigby school leaders use technology to detect threats, including an app, STOPit, which allows students to anonymously report safety concerns, and surveillance software that monitors students’ keystrokes and looks out for troubling terms. Martin said those are helpful, but must be used in concert with human-led initiatives.

    The district’s version of a threat assessment team, which meets monthly, has been one of the most useful tools, Martin said. In those group conversations, school staff may realize that a student who’s been missing class has a parent who was recently arrested, for example.

    “Everybody has a little piece of information,” Martin said. “So the goal is to put those people in the same room and be able to paint a picture that can help us support kids.”

    Although Idaho does not mandate the use of in-school threat assessment teams, 11 states in the U.S. do. In 2024, the National Center for Education Statistics reported that 71 percent of U.S. public schools have a threat assessment team in place.

    A leading model,used by thousands of school districts, is the Comprehensive School Threat Assessment Guidelines (CSTAG). These were developed by forensic clinical psychologist Dewey Cornell after he spent years studying homicides committed by children or teens, including school shootings. He said digital surveillance technology can offer school districts “an illusion of safety and security.”

    With CSTAG, school-based teams use a five-step process when threats emerge. The team includes a school administrator, a counselor or psychologist, a social worker, a staff member focused on special education, and a school resource officer. In serious situations, the group might suspend or move a student elsewhere while conducting mental health screenings,a law enforcement investigation, and development of a safety plan. Ultimately, that plan would be put into effect.

    If implemented correctly, Cornell says, this type of approach is less punitive and more rooted in intervention. Instead of relying only on technology, Cornell and his threat assessment guidelines recommend adding humans who can make decisions with schools as situations emerge. He points to a recent study in Florida, one of the states where threat assessment teams are mandatory. Threats investigated by those teams “resulted in low rates of school removal and very low rates of law enforcement actions,” according to the report authored by Cornell and fellow University of Virginia researchers.

    “If you’re a school counselor and you can work with a troubled kid and help get them on the right track, you’re not just preventing a school shooting, but you’re more likely to be preventing a shooting that would occur somewhere else and maybe years in the future,” he said.

    Threat assessment teams — whether using the CSTAG model or another form — haven’t been immune from scrutiny. Complaints have emerged about them operating without student or parent knowledge, or without staff members to represent children with special needs. Criticism has also included concern about discrimination against Black and Hispanic students.

    DePaoli, from the Learning Policy Institute, says more research is needed to determine whether they successfully identify threats and provide students with appropriate support. She suspects it boils down to implementation.

     “If you are being required to do these, you need to be doing them with so much training and so much support,” she said.

    The Jordan School District in Utah uses the CSTAG model. Travis Hamblin, director of student services, credits the “human connection” with strengthening the district’s approach to handling threats and, as a result, boosting student safety and well-being.

    Earlier this school year, the district received an alert through Bark, a digital monitoring tool that scans students’ school-issued Google suite accounts. It flagged a middle schooler’s account, which contained a hand drawn picture of a gun that had been uploaded.

    The notification mobilized the school’s threat assessment team. By using the CSTAG decision-making process, the team determined the student did not intend any harm, Hamblin says.

    The school leaders didn’t unnecessarily escalate the situation, he says. After their assessment, they chalked it up to middle school immaturity and asked the student to avoid such drawings in the future.

    “When you say, ‘Why did you do that?’ And they say, ‘I don’t know.’ That’s the truth, right? That’s the gospel truth,” Hamblin said.

    He shares this example to illustrate how the district marries technology-related monitoring with human-led threat assessment. The district employs someone — a former school administrator and counselor — to field the Bark alerts and communicate with school staff. And administrators from every school in the district have undergone threat assessment training, along with select members of their staff.

    “A digital tool for us is a tool. It’s not the solution,”  Hamblin said. “We believe that people are the solution.”

    In Rigby, one of those solution people is Ernie Chavez, whose height makes him stick out in a hallway streaming with middle schoolers. He’s part of Dads on Duty, a program that brings in parents to help monitor and interact with students during passing periods and lunch.

    Throughout the school, students reach out to Chavez for high-fives. On one February afternoon, he was greeted with applause and cheers. “I don’t know what that was about,” he said with a smile.

    Similarly, the district’s Hope Squads, in place since 2021, have become an active presence inside the school.

    The student-led coalitions aim to foster connection and reduce the risk of suicide. Thousands of schools across the United States and in Canada have implemented Hope Squads, but in Rigby, the mission of violence prevention has become personal.

    “We refer … students every year to counselors, and those students go from some of the worst moments in their life (to getting help),” Vasquez said. “We build the connection between adults and faculty to the student.”

    Members of the Hope Squad notice peers who seem down or isolated and reach out with a greeting, or sometimes a handmade card.

    “We just reach out and let them know that people in the community are there for them, just to show them that we care and they’re not alone,” said Dallas Waldron, a Rigby High senior and Hope Squad member.

    The groups also plan assemblies and special events, including, for example, a week of activities themed around mental health awareness.

    Emilie Raymond, a sophomore at Rigby High, said the shooting made it clear “that people need to feel included and they need to find that hope.”

    Another change at Rigby schools is a cell phone ban that was put in place this school year.

    Before the ban,students were “sitting in the corners, isolated, staring at a screen,” said Ryan Erikson, Principal at Rigby Middle School. Now, “they’re playing games, they’re goofing off … they’re actually conversing.”

    While Jefferson County School District’s approach to stemming violence is robust, “it’s not perfect,” Martin, the superintendent, said. “It’s still life. That’s just the reality of it, we’re still going to have things come up that we haven’t prepared for or weren’t on our radar. But we address them and just try to do whatever we can to support kids.”
