    How Artificial Intelligence Is Reshaping College Planning

    What does the latest research tell us about students using AI for college planning?

    If you have spent time with today’s high school students, you know their college search journey looks nothing like it did ten, or even five, years ago. A glossy brochure or a well-timed postcard still has a place. However, the first “hello” increasingly comes through a digital assistant, a TikTok video, or a quick artificial intelligence–powered search.

    Let us not pretend artificial intelligence (AI) is everyone’s new best friend. Some students are eager, some are eye-rolling, and plenty are stuck in the “maybe” camp. That mix of excitement and hesitation is real, and it deserves as much attention as hype.

    The data is clear: nearly half of students (45 percent) have already used a digital AI assistant on a college website, with usage peaking among 9th- and 10th-graders (RNL, Halda, & Modern Campus, 2025). At the same time, a full third of students nationwide have turned to tools like ChatGPT to explore colleges, scholarships, and even essay help (RNL & Teen Voice, 2025).

    This trend is playing out nationwide, with major news outlets reporting that AI chatbots are becoming a common part of the college application process, assisting students with everything from brainstorming essays to navigating deadlines (Singer, 2023).

    For many students, AI is not futuristic; it is already woven into how they imagine, explore, and narrow their choices. Recent reporting confirms that AI-driven college search platforms are helping more students, especially those without access to personalized guidance, find the right fit and expand their options beyond what they might have considered on their own (Greenberg, 2025).

    Beyond RNL: What other research shows

    The RNL findings fit a much bigger story about how AI changes education. Around the world, researchers are watching students test, tinker, and sometimes wrestle with what these tools mean for learning and planning.

    One line of research looks at predictive modeling. Recent studies have shown that AI-driven platforms can analyze student data, grades, extracurricular activities, and demographics to predict which students are likely to pursue college and which might need extra support (Eid, Mansouri, & Miled, 2024). By flagging students at risk of falling off the college pathway, these predictive systems allow counselors to intervene earlier, potentially changing a student’s trajectory.

    Another cluster of studies zeroes in on personalized guidance. Tools built around a student’s interests and goals can recommend classes, extracurriculars, and colleges that “fit” better than a generic list. This is especially important in schools where one counselor may juggle hundreds of students (Majjate et al., 2023).

    Meanwhile, students are already using AI, sometimes in ways that make their teachers nervous. A Swedish study added some nuance: the most confident students use AI the most, while those who are already unsure of their skills tend to hold back (Klarin, 2024). That raises real equity questions about who benefits.

    And not all students are fans. Some research highlights concerns about privacy, over-reliance, and losing the chance to build their problem-solving muscles. It is a reminder that skepticism is not resistance for resistance’s sake but a way of protecting what matters to them.

    On the institutional side, surveys suggest that many colleges are preparing to use AI in admissions, whether for transcript analysis or essay review. Recent coverage underscores that admissions offices are increasingly turning to AI tools to streamline application review, identify best-fit students, and even personalize outreach (Barnard, 2024).

    If all of this feels like a promise and a warning label, it is because it is. AI can democratize access to information, but it can also amplify bias. Students know that. And they want us to take their concerns seriously.

    Meet the pioneers, aspirers, resistors, and fence-sitters

    As revealed by our research in The AI Divide in College Planning (RNL & Teen Voice, 2025), not all students approach artificial intelligence the same way. Four personas stand out:

    • Pioneers are already deep in the mix, using artificial intelligence for research, essays, and scholarship searches. Many say it has opened doors to colleges they might not have even considered otherwise.
    • Aspirers are curious but want proof. They like the idea of scholarship searches or cost planning, but need easy, free tools and success stories before they commit.
    • Resistors lean on counselors and family. They are worried about accuracy and privacy, but might come around if an advisor they trust introduces the tool.
    • Fence-Sitters are classic “wait and see” students. A third might trust artificial intelligence to guide them through the application process, but the majority are still unsure.

    The takeaway? There is no single “artificial intelligence student.” Institutions need flexible strategies that welcome the eager, reassure the cautious, and do not alienate the skeptics.

    What happens after the chatbot says, “Hello“?

    One of the most striking findings from the E-Expectations study is that students rarely stop at the chatbot (RNL, Halda, & Modern Campus, 2025). After engaging with an AI assistant, they move. Twenty-nine percent email admissions directly, 28% click deeper into the website, 27% fill out an inquiry form, and almost a quarter apply.

    In other words, that little chat bubble is not just answering frequently asked questions. It is a launchpad.

    Personalization meets privacy

    Here is another twist. While most students (61%) want personalization, they want it on their terms. Nearly half prefer to filter and customize their content, while only 16% want the college to decide automatically (RNL, Halda, & Modern Campus, 2025).

    That is the sweet spot for artificial intelligence: not deciding for students but giving them the levers to design their journey.

    What this means for your enrollment teams

    • AI is not just a front-end feature but a funnel mover. Treat chatbot engagement like an inquiry. Have a system ready to respond quickly when a student shifts from chatting to acting.
    • Remember the personas. Pioneers want depth, Aspirers want reassurance, Resistors want trusted guides, and Fence-Sitters want time. Design communications that honor those differences instead of pushing one script for all.
    • Personalization is not about guessing. It is about giving students control. Build tools that let them filter, sort, search, and resist the temptation to over-curate their journey.
    • AI is a natural fit for cost and scholarship exploration. If you want to hook Aspirers, put AI into your net price calculators or scholarship finders.
    • Virtual tours and event registration bots should not feel like gimmicks. When done well, they can bridge the gap between interest and visit, giving students confidence before setting foot on campus.

    Can College Presidents Tell Us the Truth?

    “Truth? You can’t handle the truth!” Jack Nicholson’s Colonel Jessup in A Few Good Men captures the tension at the heart of American higher education: can college presidents confront veritas—the deep, sometimes uncomfortable truths about their institutions—or will they hide behind prestige, endowments, and comforting illusions?

    At the foundation of academia lies veritas, Latin for truth or truthfulness, derived from verus, “true” or “trustworthy.” Veritas is not optional decoration on a university crest; it is a moral and intellectual obligation. Yet 2025 reveals a system where veritas is too often sidelined: institutions obscure financial mismanagement, exploit adjunct faculty, overburden students with debt, and misrepresent outcomes to the public.

    The Higher Education Inquirer (HEI) embodies veritas in action. In “Ahead of the Learned Herd: Why the Higher Education Inquirer Grows During the Endless College Meltdown,” HEI demonstrates that truth-telling can thrive outside corporate funding or advertising. By reporting enrollment collapses, adjunct exploitation, and predatory for-profit practices, HEI holds institutions accountable to veritas, exposing what many university leaders hope will remain invisible.

    Leadership failures are a direct affront to veritas. Scam Artist or Just Failed CEO? scrutinizes former 2U CEO Christopher “Chip” Paucek, revealing misleading enrollment tactics and financial mismanagement that serve elite universities more than consumers. These corporate-style decisions in a higher education setting betray the very principle of veritas, prioritizing appearance and profit over educational integrity and human outcomes.

    Student journalism amplifies veritas further. Through Campus Beat, student reporters uncover tuition hikes, censorship, and labor abuses, demonstrating that veritas does not belong only to administrators—it belongs to those who seek to document reality, often at personal and professional risk.

    Economic and political realities also test veritas. In “Trumpenomics: The Emperor Has No Clothes,” HEI exposes how hollow economic reforms enrich a few while leaving the majority behind. Academia mirrors this pattern: when prestige is elevated over substance, veritas is discarded in favor of illusion, leaving students and faculty to bear the consequences.

    Structural crisis continues. In “College Meltdown Fall 2025,” HEI documents federal oversight erosion, AI-saturated classrooms with rampant academic misconduct, rising student debt, and mass layoffs. To honor veritas, leaders would confront these crises transparently, but too often they choose comforting narratives instead.

    Debt remains one of the clearest tests of institutional veritas. HEI’s The Student Loan Mess: Next Chapters shows how trillions in student loans have become instruments of social control. The Sweet v. McMahon borrower defense cases illustrate bureaucratic inertia and opacity, directly challenging the principles of veritas as thousands of debtors await relief that is slow, incomplete, and inconsistently applied.

    Predatory enrollment practices further undermine veritas. Lead generators, documented by HEI, exploit student information to drive enrollment into high-cost, low-value programs, prioritizing revenue over truth, clarity, and student welfare. “College Prospects, College Targets” exposes how prospective students are commodified, turning veritas into a casualty of marketing algorithms.

    Through all of this, HEI itself stands as a living testament to veritas. Surpassing one million views in July 2025, it proves that the public demands accountability, clarity, and honesty in higher education. Veritas resonates—when pursued rigorously, it illuminates failures, inspires reform, and empowers communities.

    The question remains: can college presidents handle veritas—the unflinching truth about student debt, labor exploitation, mismanagement, and declining institutional legitimacy? If they cannot, they forfeit moral and public authority. Veritas is not optional; it is the standard by which institutions must be measured, defended, and lived.

    At the Higher Education Inquirer (HEI), we believe that student investigative reporting holds the key to revealing systemic problems and sparking meaningful change. Yet these stories too often remain local, unamplified, and overlooked beyond campus borders.

    That is why we are launching “Campus Beat”—a new series dedicated to curating and amplifying the best investigative research coming from college newspapers, whether from large flagship universities, small liberal arts colleges, or commuter-based community colleges.  

    Student reporters regularly expose tuition hikes, mismanagement, labor abuses, campus safety failures, and other urgent issues affecting millions of students and workers. These investigations often anticipate or push back against narratives set by university administrations and mainstream media. From uncovering adjunct faculty exploitation at large state schools to revealing discriminatory housing policies at private colleges, student journalists perform vital watchdog work under difficult conditions—limited resources, censorship, and often threats from administration.

    We want to highlight investigative or deeply reported pieces that expose systemic problems affecting students, faculty, or staff; illuminate trends in higher education policy or campus governance; tell stories of activism, resistance, or community impact; or offer data-driven or document-based reporting rather than opinion or commentary.

    TRIO helps low-income students get to and through college. Trump wants to end it

    MOREHEAD, Ky. — The summer after ninth grade, Zoey Griffith found herself in an unfamiliar setting: a dorm on the Morehead State University campus.

    There, she’d spend the months before her sophomore year taking classes in core subjects including math and biology and electives like oil painting. 

    For Griffith, it was an opportunity, but a scary one. “It was a big deal for me to live on campus at the age of 14,” she said. Morehead State is about an hour from her hometown of Maysville. “I was nervous, and I remember that I cried the first time that my dad left me on move-in day.”

    Her mother became a parent as a teenager and urged her daughter to avoid the same experience. Griffith’s father works as a mechanic, and he frowns upon the idea of higher education, she said. 

    And so college back then seemed a distant and unlikely idea.

    But Griffith’s stepsister had introduced her to a federal program called Upward Bound. It places high school students in college dorms during the summer, where they can take classes and participate in workshops on preparing for the SAT and financial literacy. During the school year, students get tutoring and work on what are called individual success plans.

    It’s part of a group of federal programs, known as TRIO, aimed at helping low-income and first-generation students earn a college degree, often becoming the first in their families to do so. 

    So, thanks to that advice from her stepsister, Kirsty Beckett, who’s now 27 and pursuing a doctorate in psychology, Griffith signed up and found herself in that summer program at Morehead State. Now, Griffith is enrolled at Maysville Community and Technical College, with plans to become an ultrasound technician.

    TRIO, once a group of three programs — giving it a name that stuck — is now the umbrella over eight some dating back to 1965. Together, they serve roughly 870,000 students nationwide a year.

    It has worked with millions of students and has bipartisan support in Congress. Some in this part of the Appalachian region of Kentucky, and across the country, worry about students who won’t get the same assistance if President Donald Trump ends federal spending on the program.

    A White House budget proposal would eliminate spending on TRIO. The document says “access to college is not the obstacle it was for students of limited means” and puts the onus on colleges to recruit and support students.

    Advocates note that the programs, which cost roughly $1.2 billion each year, have a proven track record. Students in Upward Bound, for example, are more than twice as likely to earn a bachelor’s degree by age 24 than other students from some of the nation’s poorest households, according to the Council for Opportunity in Education. COE is a nonprofit that represents TRIO programs nationwide and advocates for expanded opportunities for first-generation, low-income students.

    For the high school class of 2022, 74 percent of Upward Bound students enrolled immediately in college — compared with only 56 percent of high school graduates in the bottom income quartile. 

    Upward Bound is for high school students, like Griffith. Another TRIO program, Talent Search, helps middle and high school students, without the residential component. One called Student Support Services (SSS) provides tutoring, advising and other assistance to at-risk college students. Another program prepares students for graduate school and doctoral degrees, and yet another trains TRIO staff.

    A 2019 study found that after four years of college, students in SSS were 48 percent more likely to complete an associate’s degree or certificate, or transfer to a four-year institution, than a comparable group of students with similar backgrounds and similar levels of high school achievement who were not in the program. 

    “TRIO has been around for 60 years,” said Kimberly Jones, the president of COE. “We’ve produced millions of college graduates. We know it works.”

    Yet Education Secretary Linda McMahon and the White House refer to the programs as a “relic of the past.” 

    Jones countered that census data shows that “students from the poorest families still earn college degrees at rates far below that of students from the highest-income families,” demonstrating continued need for TRIO.

    McMahon is challenging that and pushing for further study of those TRIO success rates. In 2020, the U.S. Government Accountability Office found that even though the Education Department collects data on TRIO participants, “the agency has gaps in its evidence on program effectiveness.” The GAO criticized the Education Department for having “outdated” studies on some TRIO programs, and no studies at all for others. Since then, the department has expanded its evaluations of TRIO.

    During a Senate subcommittee hearing in June, McMahon acknowledged “there is some effectiveness of the programs, in many circumstances.”

    Still, she said there is not enough research to justify TRIO’s total cost. “That’s a real drawback in these programs,” McMahon said. 

    Now, she is asking lawmakers to eliminate TRIO spending after this year and has already canceled some previously approved TRIO grants.

    “What are we supposed to do, especially here in eastern Kentucky?” asked David Green, a former Upward Bound participant who is now marketing director for a pair of Kentucky hospitals.

    Green lives in a region that has some of the nation’s highest rates of unemployment, cancer and opioid addiction. “I mean, these people have big hearts, they want to grow,” he added. Cutting these programs amounts to “stifling us even more than we’re already stifled.”

    Green described his experience with TRIO at Morehead State in the mid-1980s as “one of the best things that ever happened to me.” 

    He grew up in a home without running water in Maysville, a city of about 8,000 people. It was on a TRIO trip to Washington, D.C., he recalled, that he stayed in a hotel for the first time. Green remembers bringing two suitcases so he could pack a pillow, sheets and comforter — unaware the hotel room would have its own.

    He met students from other towns and with different backgrounds. Some became lifelong friends. Green learned table manners, the kind of thing often required in business settings. After college, he was so grateful for TRIO that he became one of its tutors, working with the next generation of students. 

    TRIO’s all-encompassing nature makes it unique among college access programs, said Tom Stritikus, the president of Occidental College, a private liberal arts college in Los Angeles. He was previously president of Fort Lewis College, a public liberal arts school in Colorado with a large Native American student population. At both institutions, Stritikus said, he witnessed the effectiveness of TRIO’s methods, which he described as a “soup to nuts” menu of services for at-risk students trying to be the first in their families to earn degrees.

    Jones, of the Council for Opportunity in Education, said she is cautiously optimistic that Congress will continue funding TRIO, despite the Trump administration’s request. The programs serve students in all 50 states. According to the COE, about 34 percent are white, 32 percent are Black, 23 percent are Hispanic, 5 percent are Asian, and 3 percent are Native American. TRIO’s guidelines require that a majority of participants come from families making less than 150 percent of the federal poverty level. For a family of four living in the contiguous United States, that’s a max of $48,225 a year.

    In May, Rep. Mike Simpson, an Idaho Republican, called TRIO “one of the most effective programs in the federal government,” which, he said, is supported by “many, many members of Congress.” 

    In June, Sen. Shelley Moore Capito, a Republican from West Virginia and a former TRIO employee, spoke about its importance to her state. TRIO helps “a student that really needs the extra push, the camaraderie, the community,” she said. “I’ve gone to their graduations, and been their speaker, and it’s really quite delightful to see how far they’ve come, in a short period of time.”

    TRIO survived, with its funding intact, when the Senate appropriations committee approved its budget last month. The House is expected to take up its version of the annual appropriations bill for education in early September. Both chambers ultimately have to agree on federal spending, a process that could drag on until December, leaving TRIO’s fate in Congress uncertain. 

    While lawmakers debate its future, the Trump administration could also delay or halt TRIO funding on its own. Earlier this year, the administration took the unprecedented step of unilaterally canceling about 20 previously approved new and continuing TRIO grants.

    At Morehead State, leaders say the university — and the region it serves — need the boost it receives from TRIO: While roughly 38 percent of American adults have earned at least a bachelor’s degree, in Kentucky, that figure is only 16 percent. And, locally, it’s 7 percent, according to Summer Fawn Bryant, the director of TRIO’s Talent Search programs at the university.

    TRIO works to counter the stigma of attending college that still exists in parts of eastern Kentucky, Bryant said. A student from a humble background who is considering college, she said, might be scolded with the phrase: Don’t get above your raisin’.

    “A parent may say it,” Bryant said. “A teacher may say it.” 

    She added that she’s seen time and again how these programs can turn around the lives of young students facing adversity. 

    Students like Beth Cockrell, an Upward Bound alum from Pineville, Ky., who said her mom struggled with parenting. “Upward Bound stepped in as that kind of co-parent and helped me decide what my major was going to be.” 

    Cockrell went on to earn three degrees at Morehead State and has worked as a teacher for the past 19 years. She now works with students at her alma mater and teaches third grade at Conkwright Elementary School, about an hour away.

    In a few years, 17-year-old Upward Bound student Isaac Bocook plans to join the teaching ranks too — as a middle school social studies teacher. Bocook said he was indecisive about what to study after high school, but he finally figured it out after attending a career fair at Morehead State’s historic Button Auditorium.

    Bocook lives in Lewis County, with just under 13,000 residents and a single public high school. At Morehead State’s TRIO program, Bocook met teenagers from across the entire region, which he said improved his social skills. TRIO also helped him with all kinds of paperwork on the pathway to adulthood. Filling out financial aid forms. Writing scholarship applications. Crafting a resume.

    “I’m just truly grateful to have TRIO, as sort of like a hand to hold,” Bocook said.

    His need for guidance is similar to what students at Morgan County High School in West Liberty, Kentucky, experience, said Lori Keeton, the school guidance counselor. The challenge facing these first-generation students, she said, is that “you just simply don’t know what you don’t know.”

    As the sole counselor for 550 students, Keeton doesn’t have time to help each student navigate the complex college-application process and said she worries that some of her students will apply to fewer colleges, or no colleges at all, if TRIO disappears. 

    TRIO’s Talent Search program serves about 100 students at her high school, and roughly another dozen are part of Upward Bound. Each program has a dedicated counselor who visits regularly to guide and assist students.

    Sherry Adkins, an eastern Kentucky native who attended TRIO more than 50 years ago and went on to become a registered nurse, said efforts to cut TRIO spending ignore the long-term benefits. “Do you want all of these people that are disadvantaged to continue like that? Where they’re taking money from society? Or do you want to help prepare us to become successful people who pay lots of taxes?”

    As Washington considers TRIO’s future, program directors like Bryant, at Morehead State, press forward. She has preserved a text message a former student sent her two years ago to remind her of what’s at stake.

    After finishing college, the student was attending a conference on child abuse when a presenter showed a slide that included the quote: “Every child who winds up doing well has had at least one stable and committed relationship with a supportive adult.”

    “Forever thankful,” the student texted Bryant, “that you were that supportive adult for me.”

Committee Chair Tim Walberg said he called Haverford to testify because relatively small colleges were “seeing shocking rises in anti-Jewish incidents and rhetoric” and “antisemitism has taken root at Haverford College.

    Haverford President Wendy Raymond told legislators that the roughly 1,500-student college hadn’t “always succeeded in living up to our ideals” but that she remained “committed to addressing antisemitism and all issues that harm our community members.”

    Haverford’s handling of campus tensions since the Oct. 7, 2023, Hamas attack on Israel and the ensuing Middle East conflict have received mixed responses from students.

    In 2024, a group of Jewish Haverford students, faculty, alumni and parents sued the college over allegations it failed to protect Jewish students and ensure students could participate in classes “without fear of harassment if they express beliefs about Israel that are anything less than eliminationist.” 

    Despite questions about the student lawsuit, Raymond declined to discuss individual reports of alleged antisemitism or disciplinary actions with lawmakers.

    The plaintiffs amended their lawsuit in January after U.S. District Judge Gerald McHugh dismissed the case, but he again granted Haverford’s request to dismiss the complaint in June. McHugh ruled that the students’ arguments failed to meet the threshold for a Title VI claim, including by failing to show that the college had “deliberate indifference” to antisemitism.

    While Plaintiffs paint a picture of a stressful campus climate for Jewish students, many of the incidents pled fall within the protection of the First Amendment,” McHugh wrote in his decision. He also said the plaintiffs did not demonstrate a “concrete educational impact” resulting from the alleged incidents.

    Other Jewish students defended Haverford in an op-ed in the college’s independent student newspaper, saying the college teaches them “to engage critically with different viewpoints.” The op-ed, published prior to Raymond’s testimony, also criticized the House education committee, alleging it was weaponizing antisemitism and calling the scheduled hearing “unmistakably an excuse to target the most vulnerable people on our campus.”

    Helping College Students Emotionally Before They Turn to AI

    As more students engage with generative artificial intelligence and chat bots, the ways they use AI are changing. A 2025 report published by the Harvard Business Review found that, according to the discourse on social media, “therapy/companionship” is the No. 1 use case for generative AI chat bots.

    For college counseling centers, this change reflects students’ desire for immediate support. “This is not a generation that would call a counseling center and get an appointment two weeks, four weeks later,” said Joy Himmell, director of counseling services for Old Dominion University. “They want help when they want it.”

    But it’s important for counseling centers to educate students on the risks of using generative AI tools for well-being support, Himmell said.

    The research: While ChatGPT and similar text-generating chat bots are touted as productivity tools that can expedite learning and workflow, some people turn to them for personal and emotional support.

    According to a 2024 safety report, OpenAI found that some users experience anthropomorphization—attributing humanlike behaviors and characteristics to nonhuman entities—and form social relationships with the AI. Researchers hypothesized that humanlike socialization with an AI model could affect how individuals interact with other people and hamper building healthy relationship skills.

    A 2025 study from MIT Media Lab and Open AI found that high usage of ChatGPT correlates with increased dependency on the AI tool, with heavy users more likely to consider ChatGPT a “friend” and to consider messaging with ChatGPT more comfortable than face-to-face interactions. However, researchers noted that only a small share of ChatGPT users are affected to that extent or report emotional distress from excessive use.

    Another study from the same groups found that higher daily usage of ChatGPT correlated with increased loneliness, dependence and problematic use of the tool, as well as lower socialization with other humans.

    In extreme cases, individuals have created entirely fabricated lives and romantic relationships with AI, which can result in deep feelings and real hurt when the technology is updated.

    This research shows that most people, even heavy users of ChatGPT, are not seeking emotional support from the chat bot and do not become dependent on it. Among college students, a minority want AI to provide well-being support, according to a different survey. A study from WGU Labs found that 41 percent of online learners would be comfortable with AI suggesting mental health strategies based on a student’s data, compared to 38 percent who said they would be somewhat or very uncomfortable with such use.

    In higher education: On campus, Himmell has seen a growing number of students start counseling for anxiety disorders, depression and a history of trauma. Students are also notably lonelier, she said, and less likely to engage with peers on campus or attend events.

    Student mental health is a top retention concern, but few counseling centers have capacity to provide one-on-one support to everyone who needs it. At her center, more students prefer in-person counseling sessions, which Himmell attributes to them wanting to feel more grounded and connected. But many still engage with online or digital interventions as well.

    A significant number of colleges have established partnerships with digital mental health service providers to complement in-person services, particularly since the COVID-19 pandemic necessitated remote instruction. Such services could include counseling support or skill-building education to reduce the need for intensive in-person counseling.

    Digital mental health resources cannot replace some forms of therapy or risk assessment, Himmell said, but they can augment counseling sessions. “Having automated AI systems with emotional intelligence to be able to convey some of those concepts and work with students, in some ways, it actually frees the counselor in terms of doing that kind of [skill building], so that we can get more into the nitty-gritty of what we need to talk about,” she explained.

    AI counseling or online engagement with ChatGPT is not a solution to all problems, Himmell said. For those who use chat bots as companions, “it sets up a system that is not based in reality; it’s a facade,” Himmell said. “Even though that can serve a purpose, in the long run, it really doesn’t bode well for emotional or social skill development.”

    Faculty and staff need to learn how to identify students at risk of developing AI dependency. Compared to anxiety or depression, which have more visible cues in the classroom, “the symptomology related to that inner world of AI and not engaging with others in ways that are helpful is much more benign,” Himmell said. Campus stakeholders can watch out for students who are disengaged socially or reluctant to engage in group work to help identify social isolation and possible digital dependency.

    AI in the counseling center: Part of addressing student AI dependency is becoming familiar with the tools and helping students learn to use them appropriately, Himmell said. “We need to be able to harness it and use it, not be afraid of it, and embrace it,” she said. She also sees a role for counseling centers and others in higher education to provide additional education on AI in different formats and venues.

    Old Dominion partners with TalkCampus, which offers 24-7 peer-based support. The counseling service is not automated, but the platform uses AI to mine the data and identify risk factors that may come up in conversation and provide support if needed.

    The Fall 2025 semester begins under intensifying pressure in U.S. higher education. Institutions are responding to long-term changes in enrollment, public funding, demographics, technology, and labor markets. The result is a gradual disassembly of parts of the postsecondary system, with ongoing layoffs, program cuts, and institutional restructuring across both public and private sectors.

    In a stunning turn, the U.S. Department of Education has undergone a massive downsizing, slashing nearly half its workforce as part of the Trump administration’s push to dismantle the agency entirely. Education Secretary Linda McMahon framed the move as a “final mission” to restore state control and eliminate federal bureaucracy, but critics warn of chaos for vulnerable students and families who rely on federal programs. With responsibilities like student loans, Pell Grants, and civil rights enforcement now in limbo, Higher Education Institutions face a volatile landscape. The absence of centralized oversight has accelerated the fragmentation of standards, funding, and accountability—leaving colleges scrambling to navigate a patchwork of state policies and shrinking federal support.

    AI Disruption: Academic Integrity and Graduate Employment 

    Artificial Intelligence has rapidly reshaped higher education, introducing both powerful tools and profound challenges. On campus, AI-driven platforms like ChatGPT have become ubiquitous—92% of students now use them, and 88% admit to deploying AI for graded assignments. This surge has triggered a spike in academic misconduct, with detection systems struggling to keep pace and disproportionately flagging non-native English speakers Meanwhile, the job market for graduates is undergoing a seismic shift. Entry-level roles in tech, finance, and consulting are vanishing as companies automate routine tasks once reserved for junior staff. AI-driven layoffs have already claimed over 10,000 jobs in 2025 alone, and some experts predict that up to half of all white-collar entry-level positions could be eliminated within five years. For recent grads, this means navigating a landscape where degrees may hold less weight, and adaptability, AI fluency, and human-centered skills are more critical than ever.

    Unsustainable Student Loan Debt and Federal Funding 

    A recent report from the American Enterprise Institute (AEI) highlights the depth of the crisis: more than 1,000 colleges could lose access to federal student aid based on current student loan repayment rates—if existing rules were fully enforced. The findings expose systemic failures in accountability and student outcomes. Many of these colleges enroll high numbers of low-income students but leave them with unsustainable debt and limited job prospects.

    Institutional Cuts and Layoffs Across the Country

    Job losses and cost reductions are increasing across a range of universities.

    Stanford University is cutting staff due to a projected $200 million budget shortfall.

    University of Oregon has announced budget reductions and academic restructuring.

    Michigan State University is implementing layoffs and reorganizing departments.

    Vanderbilt University Medical Center is eliminating positions to manage healthcare operating costs.

    Harvard Kennedy School is reducing programs and offering early retirement.

    Brown University is freezing hiring and reviewing academic offerings.

    Penn State University System is closing three Commonwealth Campuses.

    Indiana public colleges are merging administrative functions and reviewing low-enrollment programs.

    These actions affect not only employees and students but also local communities and regional labor markets.

    Enrollment Decline and Demographic Change

    Undergraduate enrollment has fallen 14.6% since Fall 2019, according to the National Student Clearinghouse Research Center. Community colleges have experienced the largest losses, with some regions seeing more than 20% declines.

    The “demographic cliff” tied to declining birth rates is now reflected in enrollment trends. The Western Interstate Commission for Higher Education (WICHE) projects a 15% decline in high school graduates between 2025 and 2037 in parts of the Midwest and Northeast.

    Aging Population and Shifts in Public Spending

    The U.S. population is aging. By 2030, all baby boomers will be over 65. The number of Americans aged 80 and older is expected to rise from 13 million in 2020 to nearly 20 million by 2035. Public resources are being redirected toward Social Security, Medicare, and elder care, placing higher education in direct competition for limited federal and state funds.

    State-Level Cuts to Higher Education Budgets

    According to the State Higher Education Executive Officers Association (SHEEO), 28 states saw a decline in inflation-adjusted funding per student in FY2024.

    The California State University system faces a $400 million structural deficit.

    West Virginia has reduced academic programs in favor of workforce-focused realignment.

    Indiana has ordered cost-cutting measures across public campuses.

    These reductions are leading to fewer courses, increased workloads, and, in some cases, higher tuition.

    Closures and Mergers Continue

    Since 2020, more than 100 campuses have closed or merged, based on Education Dive and HEI data. In 2025, Penn State began closing three Commonwealth Campuses. A number of small private colleges—especially those with enrollments under 1,000 and limited endowments—are seeking mergers or shutting down entirely.

    International Enrollment Faces Obstacles

    The Institute of International Education (IIE) reports a 12% decline in new international student enrollment in Fall 2024. Contributing factors include visa delays and tighter immigration rules. Students from India, Nigeria, and Iran have experienced longer wait times and increased rejection rates. Graduate programs in STEM and business are particularly affected.

    Increased Surveillance and Restrictions on Campus Speech

    Data from FIRE and the Electronic Frontier Foundation (EFF) show increased use of surveillance tools on campuses since 2023. At least 15 public universities now use facial recognition, social media monitoring, or geofencing. State laws in Florida, Texas, and Georgia have introduced new restrictions on protests and diversity programs.

    Automated Education Expands

    Online Program Managers (OPMs) such as 2U, Kaplan, and Coursera are running over 500 online degree programs at more than 200 institutions, enrolling more than 1.5 million students. These programs often rely on AI-generated content and automated grading systems, with minimal instructor interaction.

    Research from the Century Foundation shows that undergraduate programs operated by OPMs have completion rates below 35%, while charging tuition comparable to in-person degrees. Regulatory efforts to improve transparency and accountability remain stalled.

    Oversight Gaps Remain

    Accrediting agencies continue to approve closures, mergers, and new credential programs with limited transparency. Institutions are increasingly expanding short-term credential offerings and corporate partnerships with minimal external review.

    Cost Shifts to Students, Faculty, and Communities

    The ongoing restructuring of higher education is shifting costs and risks onto students, employees, and communities. Students face rising tuition, fewer available courses, and increased reliance on loans. Faculty and staff encounter job insecurity and heavier workloads. Outside the ivory tower, communities will lose access to educational services, cultural events, and local employment opportunities tied to campuses.

    College Orchestrates Job Shadows in Students’ Hometowns

    Job shadows are one way to give students a behind-the-scenes look at the daily operations and undertakings of a particular role or industry, giving them a deeper perspective than an informational interview or job description may provide. However, opportunities to engage in career exploration experiences can be limited, particularly for lower-level students.

    A winter 2023 survey found 22 percent of respondents had never had experiential learning or an internship while in college. Among first-year respondents, that number grew to 28 percent.

    To increase access to career exploration for first-generation students early in their college experience, Harvey Mudd College in California partnered with alumni around the country to offer short-term job shadows in students’ hometowns. The experiences offered students a chance to define their STEM career goals and establish a professional network.

    Survey Says

    Students say giving them access to and preparation for career-building spaces is critical for their success. A May 2024 Student Voice survey by Inside Higher Ed and Generation Lab found 38 percent of students believe helping them prepare for internships and career success should be a top priority for career centers.

    The background: Harvey Mudd is a liberal arts college that provides exclusively STEM degrees. Its current strategic plan focuses on expanding students’ career navigation experiences, particularly helping them connect their major program with life after college, said Shannon Braun, director of career services.

    “A lot of time they really know what they want to study because it’s interesting to them, but not how that applies to life after Mudd or during Mudd,” Braun said. “It can be a little difficult.”

    Staff elected to focus first on students who could most benefit from a job-shadow experience and exposure to a professional work setting.

    “We landed on our first-gen, who may not have had some of the opportunities that other students might have, like a take-your-kid-to-work day,” Braun said.

    How it works: The pilot program focused on students enrolled in Mudd’s Summer Institute, a precollege program for incoming students from underresourced high schools and those who are first-generation or from groups historically underrepresented in STEM.

    Summer Institute participants indicated if they would be interested in a summer job-shadow opportunity, as well as some information about their hometown, program of study and career goals. From there, the career services office partnered with the alumni and family engagement office to identify hosts that matched students’ location and interests.

    The focus on a student’s hometown was in part tied to logistics—most first-year students go home during the summer before their second year, and it was more cost-effective to provide job shadows where they were residing, Braun said. But staff also hoped it would expose students to career opportunities locally and near family, which can be a strong pull for first-generation students in particular, and help them affirm their major decision.

    “Another benefit of this program is, let me shadow an engineer and see if I’m into that, or let me shadow a programmer to see if I’m into that,” Braun said.

    After the alumni and students were matched up, both groups completed orientations prior to the job shadow addressing what makes a good job-shadow experience, questions to ask of the student or host, and transportation to and from the host site. All job shadows happened in the metropolitan area of the student’s hometown, so most participants commuted at least some distance.

    The college also reimbursed students for their travel and lunch for the day, about $150 on average.

    The impact: Ten students participated in cities ranging from neighboring Los Angeles and Altadena to farther away in Redmond, Wash., and Denver. Over all, student and alumni feedback indicated all parties were pleased with the experience.

    “Students said this was something that they felt was informative for them, either picking a different major or thinking about an industry that they wanted to go into,” Braun said. Alumni said it was a feel-good experience and an opportunity for them to give back, as well.

    One change staff are considering is to rebrand the program. The pilot was titled “Muddship,” a play on internship, which was confusing for both groups, so staff are brainstorming a new title that clarifies this isn’t work-based learning but a low-stakes career-exploration experience.

    For next year, Braun and her team are hoping to offer job shadows over winter, spring and summer breaks, allowing more students to participate.

    The program has limited funds, but Braun would like to see additional dollars invested for stipends on the front end so the students don’t have to pay out of pocket to participate. Braun also sees value in offering students the opportunity to travel to job shadows or providing students with professional dress to enter job-shadow spaces, which would require more financial resources, as well.

    Another Florida College Signs Agreement With ICE

    Florida State College at Jacksonville has signed an agreement with U.S. Immigration and Customs Enforcement to allow its campus police department to enforce immigration laws.

    An ICE database shows the agreement is still pending.

    FSCJ joins more than a dozen other public institutions in Florida that struck similar agreements with ICE earlier this year, part of the state’s crackdown on immigration under Republican governor Ron DeSantis. 

    While police agencies in a number of other states have signed on to participate in the federal government’s immigration enforcement actions, the only campus police forces to join the effort are located in Florida, according to an ICE database that lists partners that have finalized agreements with the federal agency.

    College officials previously told the local news outlet Jax Today that they were under the impression that FSCJ’s police department was too small to be considered for an agreement with ICE. However, spokesperson Jill Johnson told Inside Higher Ed by email that is not the case.

    “Initially we thought that our police department was not large enough,” Johnson wrote. “This changed last week when we were notified that our officers were in fact eligible to go through the federal training necessary to be able to work with ICE officials, should the need arise.”

    Since 2020 the world of higher education has changed drastically. Higher education has seen the effects of COVID-19, the end of race-conscious admissions, significant delays in student awards from the new FAFSA, and changing federal and state policy towards DEI.

    The Urban Institute, in collaboration with the Association of Undergraduate Education at Research Universities, University of Southern California’s Center for Enrollment Research, Policy, and Practice, and in partnership with 18 institutions of higher education aimed to fill data gaps seen in potential shifts in racial demographic profiles of students who applied for, were admitted to, and enrolled in four-year IHEs between 2018-2024.

    The data analysis found that trends in applicant, admit, and enrollee profiles varied greatly by race and ethnicity. Despite differences in data trends, all IHEs found an increase in the number of students who chose not to disclose their race or ethnicity in 2024.

    The analysis found substantial changes to Black applicant, admit, and enrollee data. Among Black students at selective institutions (defined by an acceptance rate of below 50 percent) there were differences between 2023 and 2024 of the share of applicants (8.3 percent to 8.7 percent) and admits (6.6 percent to 5.9 percent). This is contrasted further due to the differences between the share of Black applicants and admits between 2021 to 2023, which stayed relatively consistent.

    The analysis took note of a change in trends for White students as well. White students represented the only student group that consistently made up a larger share of admits than applicants (six to nine percentage points larger); despite the fact that White students demonstrated a consistent decrease in applicant, admit, and enrollee groups since 2018.

    The analysis concludes that ultimately more data is needed at every point in the college admissions process. Enrollment data gives limited insight into the very end of the process and if more data is gathered throughout a student’s journey to college, then we can better grasp how all different types of students are interacting with higher education.
